Gunfire has erupted at a military camp in the western Ivory Coast town of Daloa, a resident and an army source said, hours after demobilised soldiers took control of Bouake, the West African nation’s second-largest city.

Unrest was also erupted in the city of Korhogo, according to The Associated Press news agency.

Former soldiers seized weapons from police stations overnight on Thursday and took up positions at entry points into Bouake, military sources said.

The city was the seat of a rebellion that controlled the northern half of the country from 2002 until Ivory Coast was reunited following a civil war in 2011.

“It’s a mutiny by former fighters integrated into the army who are demanding bonuses of 5 million CFA francs [$8,000] each plus a house,” a soldier who asked to remain anonymous told AFP news agency.

Heavy shooting was heard at about 2am before later easing, residents said, and sporadic gunfire continued into the late morning.

“The city is under the control of former [soldiers],” an army officer told Reuters news agency.

“There are many of them at the north and south entrances to the city. We are on alert and await instructions from the hierarchy.”

An officer at the West African nation’s military headquarters in the commercial capital Abidjan said reinforcements had been sent to Bouake.

“The situation remains unstable and serious in Bouake… Some civilians and even active-duty soldiers have started to rally to them,” he said.

Al Jazeera’s Nicolas Haque, monitoring the situation from Dakar, Senegal, said the men taking over Bouake were former soldiers who supported the current government during the civil war that followed a disputed election in 2010.

“These are former soldiers that were part of an ECOWAS force trying to maintain peace in Liberia… Then they returned back to Ivory Coast where there was also a civil war and played a role to maintain peace and order in the country,” he said.

“Now they are saying they weren’t paid for their services. It seems that some negotiations are ongoing.”

Both Laurent Gbagbo, then the incumbent, and his rival Alassane Ouattara claimed victory in the 2010 election and the country quickly descended into turmoil.

Gbagbo was captured in April 2011 by forces loyal to Ouattara and delivered to the International Criminal Court charged with crimes against humanity. Ouattara was sworn in as president a month later.

Residents stayed inside and businesses in Bouake remained closed on Friday morning.

“The city is deserted. Men in balaklavas are patrolling the city on motorcycles or in cars. They aren’t attacking residents… They told us to stay at home,” said Ami Soro, a teacher living in Bouake.

Meanwhile a Daloa resident – speaking by telephone from a cocoa processing factory near the army camp – said the sound of weapons firing was continuing on Friday.

“There is gunfire at the second battalion [base] in Daloa. It’s young demobilised soldiers,” the resident said.

There was no clear sign of a link between the Bouake events and outbreak of shooting in Daloa, but the fact the rebels were also demobilised soldiers could indicate the uprising was spreading.

In November 2014, a strike by former rebels who had joined the army ground the country to a standstill after spreading to Abidjan from Bouake.

The nearly 9,000 strikers, who joined the army between 2009 and 2011, were demanding full payment of back pay and promotions. The government agreed to a financial settlement with the soldiers, who returned to barracks.

Only 1 in 100 sexual assaults in Karnataka ends in conviction

January 6, 2017 by Nasheman

Crime-against-Women

Bengaluru: The New Year’s eve sexual attacks against female revellers in Bengaluru may have generated nationwide outrage, but most such cases end up with no punishment: No more than one in 100 cases registered in Karnataka under Section 354 of the Indian Penal Code (IPC) — “Assault on women with intention to outrage her modesty” — ended in a conviction in 2015, according to National Crime Records Bureau (NCRB) data.

Nationwide, one in 10 such cases ended in conviction, 10 times better than Karnataka’s record.

In 2015, of 5,112 cases registered under Section 354, only 69 (1.3 per cent) ended in conviction. Of the 9,118 persons arrested in these cases, only 107 (1.2 per cent) were convicted.

Across India, 82,422 cases of sexual assault were registered, of which 8,408 (10 per cent) ended in conviction. Of 101,571 persons arrested for these attacks, 11,342 (11 per cent) were convicted.

While the number of cases under this section rose by 92 per cent from 42,968 in 2011 to 82,422 in 2015, conviction rates declined from 16 per cent in 2011 to 10 per cent in 2015.

Maharashtra reported the most sexual assaults (11,713), followed by Madhya Pradesh (8,049) and Uttar Pradesh (7,885) in 2015.

The rise in cases registered can be correlated to the change in laws — which were tightened, possibly leading to higher reporting — after the 2012 gangrape of a physiotherapy student, now widely known as Nirbhaya, which sparked nationwide protests and outrage.

In 2015, 8,685 cases were registered under Section 509 of the IPC — “Insult to modesty of women” — of which no more than 870 (10 per cent) resulted in conviction, a drop of 33 percentage points from a 43 per cent conviction rate in 2011.

Under this section, 9,870 were arrested across India, of which 1,108 were convicted (11 per cent).

In Karnataka, of 154 cases registered under Section 509 in 2015, no more than seven (5 per cent) ended in a conviction. Of the 163 persons arrested in these cases, nine (6 per cent) were convicted.

Mamata seeks Modi’s ouster, ‘national govt’ under Advani

January 6, 2017 by Nasheman

Mamata Banerjee

Kolkata: Locked in a bitter feud with the Centre over demonetisation, West Bengal Chief Minister Mamata Banerjee today sought resignation of Prime Minister Narendra Modi and mooted a “national government” headed by BJP veteran L K Advani, Finance Minister Arun Jaitley or Home Minister Rajnath Singh.

The TMC supremo, who has declared an all out war against the Modi dispensation over demonetisation and arrest of her party MPs in chit fund scam, sought President Pranab Mukherjee’s intervention to “save the country from Narendra Modi”.

“All opposition parties should forget their differences and come together to save the nation. “It’s high time the President intervened and saved the country. That person (Modi) can’t lead the nation. He should step down. There should be a national government,” she said, suggesting the names of Advani, Jaitley and Singh to replace Modi.

She appreciated Mukherjee’s yesterday’s statement that demonetisation could lead to a temporary slowdown of the economy. “I have never seen such a vindictive government at the Centre. They are breaking age-old institutions like the Planning Commission and others. They are breaking the backbone of the government,” she told reporters.

The Chief Minister claimed West Bengal had lost Rs 5,500 crore following demonetisation and accused the Centre of “letting loose a reign of terror” on Opposition parties. A combative Banerjee also dared the BJP leaders to “touch her” when she visits the party-ruled Jharkhand.

“Two of my ministers and party leaders will visit Jharkhand and meet the tribal whose land has been forcibly taken away by the state government. After they come back and give me a report, I will visit Jharkhand. They (BJP) have said they will beat me up, If I visit a BJP-ruled state. I want to see if they can even touch me,” Banerjee said.

Her comments followed BJP general secretary Kailash Vijayvargiya’s recent warning to the TMC to “mend its ways or face consequences” after a string of attacks on party offices and leaders following the arrest of Sudip Bandyopadhyay, Trinamool Congress’ leader in the Lok Sabha, in a chit fund scam case.

Vijayvargiya had wondered whether TMC MPs and even Mamata Banerjee would be able to go around the country and enter New Delhi if his party started protesting against them.

Movie Review: Dangal is a rare masterpiece albeit interesting, lively & entertaining

January 6, 2017 by Shaheen Raaj

dangal

Banner: Walt Disney Pictures, Aamir Khan Productions & UTV Motion Pictures
Producer: Aamir Khan, Kiran Rao & Siddharth Roy Kapur
Director: Nitesh Tiwari
Star Cast: Aamir Khan, Sakshi Tanwar, Ritwick Sahore, Fatima Sana Shaikh, Sanya Malhotra, Zaira Wasim, Suhani Bhatnagar, Rohit Shankarwar, Vivan Bhatena, Aparshakti Khurrana, Kaustubh Pile, Girish Kulkarni et al
Music: Pritam

Aamir Khan is not known as Mr. Perfectionist for nothing. And with the finesse that he has displayed in his year ending presentation Dangal he has surpassed even his own volcano of filmmaking talent beyond any doubt. Need I say anything more on this front?

The flawlessly & perfectly scripted scenario of Dangal reveals that Mahavir Singh Phogat (Aamir Khan) is a wrestler whose sole dream is to win gold for India in the sport of wrestling and since he is unable to do so himself, he decides that he will train his son to become a champion. However, Mahavir is blessed with 4 daughters continuously and feels his dream of winning a medal for India lies shattered. But one fine day, Mahavir gets to know that his young daughters have had an altercation with neighbourhood boys and bashed them black & blue. That’s when he realises that his dream of winning a gold medal for the country in wrestling could be achieved by his daughters. Mahavir decides to train his young daughters into world class wrestlers. The girls are reluctant initially and find it tough to cope up with the gruelling training sessions, but soon become proficient in the sport.

With Aamir Khan at the helm of the entire filmmaking process of Dangal some of the perfection has rubbed off on director Nitesh Tiwari too, who had directed Chillar Party & Bhootnath Returns in his earlier two outings. So in his 3rd outing Dangal, Nitesh Tiwari delivers his most accomplished work so far. Most of the films take a long time to come to the point, but the middle & the final acts of Dangal are as attention grabbing & as eye catchingly enticing as its 1st act. In fact Nitesh Tiwari deserves a well – deserved standing ovation in tandem with Aamir Khan, his better half Kiran Rao & Siddharth Roy Kapur and of course Walt Disney & UTV Motion Pictures backing a finest film like Dangal all the way from “The Start” to “The End”. That apart a fair amount of Brownie Points should also go to the behind – the – scenes team comprising of Nitesh Tiwari, Piyush Gupta, Shreyas Jain & Nikhil Meharotra (writers), Pritam (music composer), Setu (cinematography), Ballu Saluja (editor), Amitabh Bhattacharya (lyricist) and last but not the least Kripa Shankar Bishnoi (coach with the Indian women’s wrestling team) who trained Aamir Khan and the entire crew for the superbly executed wrestling sequences.

Performance wise it is Aamir Khan who tops the list of the entire brigade of actors of Dangal. He has given an extraordinarily superb performance which even crosses the par excellence limitless category. The way he has worked hard for his unbelievable act of Mahavir Singh Phogat, including his bodily transformation, is just seen to be believed. He makes his return to the celluloid silver screen after a long hiatus of the alien PK. But it does make wonder as to why he had to shred his clothes in PK when he has a Volcano of talent ready to erupt any time on the celluloid silver screen. Having said all that what adjectives can one use for the other stellar cast except that they are all perfection personified and tried their level best to match Mr. Perfectionist step by step nay scene by scene. And the rooster of extremely talented performers are Sakshi Tanwar as Daya Shobha Kaur wife of Mahavir Singh Phogat, Fatima Sana Shaikh as Geeta Phogat, daughter of Mahavir Singh Phogat, Zaira Wasim as young Geeta, Sanya Malhotra as Babita Kumari, daughter of Mahavir Singh Phogat, Suhani Bhatnagar as young Babita, Aparshakti Khurrana as Mahavir’s nephew, Ritwik Sahore (Aparshakti’s younger part), Girish Kulkarni as the coach of Geeta & Babita. Besides Vivan Bhathena, Rohit Shankarwar, Kaustubh Pile et al in a cameo.

Tail Piece: Dangal is a rare masterpiece albeit interesting, lively & entertaining. So go for it. Dangal is no doubt a terrific film that stays in your heart and remains etched in your memory much after the screening has concluded. It Is indeed a classic film which blends drama, emotions, sportsmanship & patriotism extraordinarily. In fact Dangal is seeped in Indian ethos. The highs & the lows, the triumphs & the failures, the laughter & the heartbreak while watching Dangal make you smile, laugh, weep, cheer, ecstatic et al. So Dangal encompasses it all adroitly, with the finale leaving you extremely exhilarated. Dangal is no doubt a must, must watch film.

CBI wants me to implicate Kejriwal, says ex-aide

January 5, 2017 by Nasheman

Arvind Kejriwal

New Delhi: Delhi Chief Minister Arvind Kejriwal’s former Principal Secretary on Thursday said he had sought voluntary retirement after alleging harassment by the CBI.

Rajendra Kumar alleged that the Central Bureau of Investigation was pressurizing him to implicate the Chief Minister in the alleged wrongdoing he (Kumar) is accused of.

The CBI denied the allegations as “absolutely baseless”.

Reacting to Kumar’s statement, Aam Aadmi Party leader Kejriwal tweeted: “CBI raids my office, pressurizes officer to implicate me… Why are you so scared of us, (Prime Minister Narendra) Modiji? Chill.”

A sombre Kumar told reporters outside his residence: “I tender my voluntary retirement (VRS) request to the government from the services.

“It was a very difficult decision and I have taken (it) with a very heavy heart… There are many other ways to work for public welfare and I will seek those.”

He said that despite coming from a very poor family, the government gave him an opportunity to study in a prestigious school and also let him serve in the government for 27 years. “I am obliged for that.”

A 1989-batch IAS officer of Arunachal Pradesh-Goa-Mizoram and Union Territory cadre, Kumar was accused of abusing his official position in awarding Delhi government contracts worth Rs 9.5 crore to private firms during 2007-2014 when the Congress ruled Delhi.

“I will stay in the public service forever till my last breath that is my determination,” Kumar said. “And no hurdle can distract me.”

Asked if the CBI pressurised him to name Kejriwal in the case, Kumar said: “Whatever I have said is the exact truth and I stand by it.

“I have already written in my VRS the main aim of the government (whichever it may be) was to put pressure on me to incriminate certain people, including Chief Minister Kejriwal,” he added.

A CBI statement said: “The allegation, which incidentally has come up after filing the chargesheet, that witnesses and accused were threatened by CBI officers to implicate a political functionary is absolutely baseless and denied.”

The allegations against Kumar were made by a former Delhi government official, Ashish Joshi, after he fell foul of the Kejriwal government that took office in February 2015.

Joshi had alleged that Kumar misused his position to award government contacts to private firms when he was with departments of education, IT and Health.

Kumar was arrested on July 4, 2016.

The case hit national headlines after Kejriwal alleged that the CBI raided his office in December 2015. The CBI denied intruding into Kejriwal’s office and said it was looking for evidence against Kumar.

After remaining in custody for 23 days, Kumar was granted bail on July 26. He has consistently denied the accusations against him.

According to CBI officials, Kumar, as chairman of Delhi Transco Ltd, allegedly facilitated a contract worth Rs 40.16 lakh to Endeavour Systems to develop a comprehensive management information system in 2009 without going through any tendering process.

As Secretary in the health and family welfare department of the Delhi government, Kumar also allegedly awarded a Rs 2.43 crore manpower project to Endeavour Systems in November 2010.

Similar allegations were made against him in other areas as well.

Kejriwal has always maintained that the CBI raid on his office was meant to target him and not Kumar.

mahatma-gandhi-image-missing-note

Bhopal: A farmer in Madhya Pradesh’s Sheopur district was shocked to receive Rs 2,000 currency notes without the image of Mahatma Gandhi from a branch of a public sector bank.

Laxman Meena, a farmer from Bichchhugawadi village, received three notes of Rs 2,000 when he withdrew money from the bank’s branch at Baroda town in Sheopur.

“I was given three notes of Rs 2,000 on withdrawal from my account on Tuesday (January 3). I later found that there was no image of Mahatma Gandhi on those,” Meena told PTI over phone today.

“I was in the market when I discovered that there was no picture of Mahatma Gandhi on the notes. I then went to the bank and and showed it to the manager,” he said.
Meena said the branch manager told him to deposit those notes.

“Initially, the manger told me that I must have examined the notes on receiving them. Later, he, however, told me to deposit the notes and get them replaced,” the farmer said.

The bank manager also clarified to him that the currency was genuine and there might have been a printing error. Meena said the bank replaced the notes yesterday.

Meanwhile, the in-charge branch manager of the bank told PTI over phone that he has sent the information to the lead bank manager of the district.

“I have nothing more to say. I have already submitted the information in this regard to the lead bank manager,” he said.
