Kerala HC grants bail to rape accused Bishop Mulakkal

October 15, 2018 by Nasheman

The Kerala High Court on Monday granted bail to Bishop Franco Mulakkal, who was arrested in September on charges of raping a nun repeatedly between 2014 and 2016.

The bishop secured the bail with strict conditions that he should not enter Kerala. He must also surrender his passport and should appear before the police once in every two weeks.

Mulakkal was arrested on September 21 after three days of questioning. On September 24, he was sent to two weeks judicial custody.

Mulakkal has been languishing in the Pala sub-jail since.

Earlier on October 3, the high court had denied the bishop bail as Justice V. Raja Vijayaraghavan observed that there was evidence against him.

Mulakkal, who heads the Roman Catholic Diocese in Jalandhar in Punjab, is the first bishop in the country to be jailed for rape.

Did not issue 5-day strike call in Nov: AIBEA

October 15, 2018 by Nasheman

The All India Bank Employees’ Association (AIBEA) has denied issuing any circular calling for five days of bank strike in November-end demanding wage hike, said a top official on Monday.

He also said the bank unions have rejected the Indian Banks’ Association’s (IBA) proposal to link bankers’ wages to operating profits and return on assets (ROA) as only about six banks would be able to give higher wages over and above the six per cent salary hike now being offered.

“We have not issued any circular or notice informing of five days strike call given by United Forum for Bank Unions (UFBU),” C.H. Venkatachalam, General Secretary told IANS.

“Some malicious elements have cut-pasted the union’s letter head and my signature on a plain paper and added some malicious message in the middle,” he said.

On Sunday a message was circulated in social media under AIBEA letterhead that the UFBU has decided to call for five days continuous strike from November 26 to 30.

Queried about the umbrella body of nine bank unions UFBU’s decision on IBA’s proposal of six per cent wage hike and further increases to be worked out based on the operating profits and ROA of individual banks, he said the unions are not agreeable.

He said at the recent meeting of UFBU the IBA’s proposal was discussed and was not agreed to.

“As per IBA’s proposal only employees of about six banks may get wage hike over and above the six per cent offered, which is not agreeable. Salary hike is linked to inflation and cost of living and not to the performance of the banks,” Venkatachalam said.

Air India crew member falls off aircraft in Mumbai

October 15, 2018 by Nasheman

A senior woman crew member fell off an Air India plane at the airport here as it was preparing for a flight to New Delhi, official sources said on Monday.

The incident occurred at the Chhatrapati Shivaji Maharaj International Airport (CSMIA) when the Mumbai-Delhi flight AI-864 was preparing for departure shortly before 7 a.m.

The 53-year-old air-hostess, identified as Harsha Lobo, who was closing the door for the pushback prior to taxing, suddenly fell from the aircraft onto the hard tarmac several metres below.

Some ground crew members immediately rushed Lobo to the Nanavati Hospital.

The national carrier later said that she had suffered injuries to her legs and termed the incident as “unfortunate”.

“In an unfortunate incident, one of our cabin crew (members) Harsha Lobo, fell down on the tarmac from the Boeing 777 aircraft door while closing it,” the airline statement said.

The flight departed for Delhi after over an hour’s delay.

Afghanistan to adopt Delhi’s Happiness Curriculum for school kids

October 15, 2018 by Nasheman

Afghanistan, which is working to reform its education system, will adopt the Happiness Curriculum devised by the Delhi government with a focus on holistic education — to bring peace to the mind of children.

“I am very attracted with the idea of the Happiness Curriculum. We are living in the same region and so the tension children (suffer), I think, is the same. But I will say the tension in Afghanistan is more than India because of the conflict situation that we have,” Afghanistan’s Acting Education Minister Mohammad Mirwais Balkhi told IANS, adding that being a conflict zone, children in his country go through a lot of mental trauma.

“Sometimes a young child (in Afghanistan) has a tension level of an aged person because of the war. So, the approach can bring peace to the mind of our children so that they can learn in a peaceful environment,” said Balkhi, who was in Delhi to attend the Asian Summit on Education and Skills organised by the Delhi government.

The Happiness Curriculum — introduced in July for government school students between nursery and class VIII — was started to improve their physical and mental health and to solve problems caused due to negative and destructive emotions like anger, hatred and jealousy.

During the 45-minute “Happiness Class”, the students immerse themselves in meditation, value education and mental exercises. The curriculum, designed and prepared by a team of 40 Delhi government teachers, educators and volunteers over a period of six months, is activity-based and without a formal examination.

Balkhi, along with Delhi Education Minister Manish Sisodia, visited a government schools here, studied the curriculum and also attended a happiness class.

“We have to see how we can adopt and implement that in Afghanistan and localise the text and guide books. Sisodia promised to help us in this regard and also to see how teachers can be trained,” Balkhi said.

“Trainers from our country can come to Delhi and can learn from the experience,” he said.

Afghanistan, he said, will also work in the field of curriculum development from the Indian experience.

Calling the education system in his country “very traditional”, he said Afghanistan is taking steps to overcome challenges and to modernise the system.

“We have a very traditional education system in Afghanistan which was modernised and systemised only after 2001 (when the Taliban was ousted from power. Our aim is to bring all children — boys and girls from different parts of the country — into the classroom.”

Apart from the curriculum, the country is also reforming its education sector by starting capacity-building exercises for teachers and adding more women in the ministry.

“Our Education Ministry is very huge. We are also increasing the contribution of the women in the ministry. Already, 37 per cent of the Education Ministry is being run by women. We are working on bringing more women to the ministry from the top to the bottom level,” he said.

“Capacity-building for teachers is also going on in different fields. Over 50 per cent schools lack buildings and are running under tress and or in tents. We also need an additional 52,000 teachers,” he added.

Through a national test, the country had recruited 8,000 teachers with 50 per cent of the seats reserved for women.

“In the coming months we will conduct another test to recruit 24,000 more teachers with 50 per cent of the seats reserved for women.”

Speaking about the challenges, he said the country was facing both the traditional and non-traditional varieties.

“Till now, most of our steps (in the education sector) were without any direction. In 2018, we defined the knowledge and skill-based education in the country. We targeted the social and market needs of the country,” he said.

“The war with the Taliban is the biggest challenge we have. They do not allow modern schools in Afghanistan. They want to take the country back to the madarsa system and do not want girls in schools. Some families also do not allow girls in schools.

“The displacement is also very high in the country due to various reasons, including the war, drought, floods and other natural disasters,” he said.

Japanese experts to assist Indian architects develop bullet train stations

October 15, 2018 by Nasheman

Japanese consultants will join hands with Indian architects to develop the 12 proposed bullet train stations and its adjoining areas in an integrated way.

In a meeting with senior officials of Mumbai Metropolitan Region Development Authority and Gujarat’s Urban Development and Municipal Commissioners, it was decided to take the help of Japanese experts in developing the areas around the stations — connecting them to bus, metro and other forms of transportation, a senior Indian Railways official in the know told IANS.

The 12 proposed stations on the Mumbai-Ahmedabad high speed train route are: Bandra Kurla Complex, Thane, Virar, Boisar, Vapi, Bilimora, Surat, Bharuch, Baroda, Anand, Sabarmati and Ahmedabad.

Railways will adopt a “transit-oriented development plan” for all these stations so that each becomes a commercial hub ensuring smooth connectivity with the outside world.

In urban planning, transit-oriented development is a type of urban development that maximises the amount of residential, business and leisure space within walking distance of public transport.

“There will be scope of constructing housing complexes near some stations as per the plan,” the Railways official added.

The terminal building, which will have space for commercial activities like eateries, forex counters, malls and parking lots, will also be a major interchange hub, providing passengers seamless connectivity between the bullet train network and other services such as the metro and bus services, as well as last-mile connectivity.

“Unless the stations are well-connected with neighbouring districts, the bullet train service will not attract the ridership required to make the project viable,” said the official.

The bullet trains are expected to run at 350 km per hour covering the 508 km stretch in about two hours. In comparison, trains currently plying on the route take over seven hours to travel the distance, whereas flights take about an hour.

Railways will have two distinct schedules for the bullet trains. The faster route will stop at fewer intermediary stations, which will include Surat and Vadodara, before reaching Ahmedabad, while the other will stop at all stations.

The development of 12 stations and its adjoining areas is expected to be a boon for economic activity in the region.

The cost of the ambitious project is estimated to be Rs 1,10,000 crore and Japan is providing a soft loan worth Rs 88,000 crore at 0.1 per cent.

The 508-km high speed train corridor between Mumbai and Ahmedabad is expected to be operational by August 2022.

Prestigious Einstein Prize for Indian American professor Abhay Ashtekar

October 15, 2018 by Nasheman

Over four decades after he began his scientific engagement with gravitational science, Professor Abhay Ashtekar is set to receive the prestigious Einstein Prize conferred by the American Physical Society (APS).

The prize for 2018, which carries an award of $10,000, is scheduled to be announced on October 23. Its citation reads: “For numerous and seminal contributions to general relativity, including the theory of black holes, canonical quantum gravity, and quantum cosmology.”

Ashtekar is professor of physics, Evan Pugh Professor, Holder, Eberly Chair, and director of the Institute for Gravitation and the Cosmos at the Pennsylvania State University.

“The prize is special because is it the highest honour bestowed by APS in the broad area of gravitational science. The first Einstein prize was awarded jointly to Peter Bergmann and John Wheeler, who introduced general relativity to American universities by creating research groups. Perhaps because the first award often sets the tone, subsequent prizes have come to recognise ‘lifetime achievements’. So the news was deeply satisfying,” Ashtekar told IANS in an email interview.

Ashtekar’s passion for physical sciences started while he was in high school in India. “At first I knew only Marathi literature –that is my mother tongue, and was the medium of instruction until I was 11. Then was exposed Hindi and English literature and realised how deeply literature is tied to specific cultures. What is considered great in one language or context could well be mediocre in another. At the same time, I learned Newton’s laws and universality of gravity — what makes the apple fall on earth also makes the planets go around the sun. This was stunning by itself,” he said.

What he found most remarkable was that, unlike art and literature, which are “so tied to human conditions”, Newton’s laws transcend both. “It was striking to me that the same Newton’s laws are taught and admired in India as in China, Japan and the West.”

“Later, in college, fundamental physics seemed to me to be the deepest and purest way to pursue understanding of Nature (the external world). In graduate school, I chose to work in general relativity, cosmology and quantum physics because that is where the most fundamental questions about space, time and the nature of the physical universe are discussed,” he said.

Somewhere along the line, he also recognised that although one of the main four forces of nature, gravity is the weakest, yet it is so crucial to the way the universe formed and exists.

“Gravity has two key features that other forces do not share. Unlike the weak and strong force, it is long-range and therefore key to the large-scale structures and phenomena. Electromagnetic force is also long-range. But because electric charge comes with both signs, the force can be both attractive and repulsive.

“Large bodies like the sun and planets are all electrically neutral and so they don’t exert any electromagnetic force on one another. The dominant force between such bodies is therefore gravitational,” he explained.

After receiving his Ph.D. in 1974 from the University of Chicago, Ashtekar went on to hold influential positions in France, Canada and India. His biography on the National Academy of Sciences, to which he was elected a member in 2016, describes him as someone “best known for initiating the Loop Quantum Gravity programme by introducing new variables to simplify Einstein’s equations, for analysing the very early universe using Loop Quantum Cosmology, and for his contributions to the study of the asymptotic structure of space-time and gravitational waves in full non-linear general relativity”.

After such a long career in a diversity of physics disciplines, he said science is currently in the “truly golden age for gravity”. “Until about the mid-1960s, general relativity had remained isolated from mainstream science — a pristine and beautiful theory, to be admired from a distance.

“The paradigm has shifted completely and relativistic gravity has moved to centre stage of physics and astronomy. Through the big bang, black holes and gravitational waves, we realised that the universe is not a calm, peaceful place that the astronomers believed it to be in much of the 20th century,” he pointed out.

“There are highly energetic explosions sourced by strong gravity that have shaped the history of our universe. Thus, relativistic gravity has completely overhauled our understanding of the cosmos,” he said.

“The deepest puzzles in fundamental physics today are at the interface of general relativity and quantum physics. What really happened at the big bang? What is the end point of the quantum evaporation of black holes? How do we incorporate gravity into the unified theories of all fundamental forces? It is clear therefore that gravity will continue to dominate research in physics and astronomy in the coming decades as well,” he said.

Asked whether physicists in India are producing world-class research, Ashtekar said: “There are extremely talented physicists in India who are making first-rate contributions to pure physics in areas I have first-hand acquaintance with. I am particularly pleased by the ‘LIGO-India’ project that is now placing India firmly in the front ranks of international efforts. The Inter University Centre for Astronomy and Astrophysics in Pune, in particular, will play an important role in the major discoveries that will be made with the international network of gravitational wave observatories between 5 and 10 years from now. In this area India is ahead of China, for example.”

“My colleagues in other areas of physics, on the other hand, tell me that this is not the case in their field; that there is a lot of good research but not enough ‘great’ research that gets published in the most visible journals,” he said.
