15 months after note ban, RBI still processing returned notes

New Delhi: The RBI has said that Rs 500 and Rs 1,000 notes, returned to banks when the government demonetised high value currency 15-months ago, are still being “processed for their arithmetical accuracy and genuineness.”

This is being done in an “expedited manner,” the central bank said. “Specific bank notes are being processed for their arithmetical accuracy and genuineness and the reconciliation for the same is ongoing. This information can, therefore, be shared on completion of the process and reconciliation,” the RBI said in reply to an RTI application.

To a query on the number of demonetised notes, it said, “..subject to future corrections if any, arising in the course of verification process, the estimated value of specified bank notes received as on June 30, 2017 is Rs 15.28 trillion (lakh crore).” Asked to provide the details of the deadline for finishing the counting of demonetised notes, the RBI said “specified bank notes are being processed in an expedited manner.” As on date, 59 sophisticated currency verification and processing (CVPS) machines are in operation in RBI for the purpose, it said. The reply did not specify the location of the machines.

The RBI will also soon have greater flexibility in terms of managing its liquidity operations with the addition of one more tool ‘Standing Deposit Facility Scheme’ to its kit. Finance Minister Arun Jaitley, in his Budget, had proposed to amend the RBI Act to empower the central bank to come up with an additional instrument for liquidity management. The proposal forms part of the Finance Bill 2018 which is scheduled to be approved by Parliament by March 31.

“That is to provide one more tool for liquidity management. There is no more MSS (market stabilisation scheme),” Economic Affairs Secretary S. C. Garg told PTI.

The RBI proposed in November 2015 the introduction of the SDF by suitably amending the RBI Act. This would provide the RBI a new tool for liquidity management, particularly in times when the money market liquidity is in excess to deal with post-demonetisation like scenario.

CRR hike

Post-demonetisation, the RBI ran out of securities to offer as collateral and had to temporarily hike its cash reserve ratio (CRR) to force banks to park extra deposits with it. The CRR is the portion of deposits that banks have to compulsorily park with the RBI. Currently, the CRR is pegged at 4%.

When the liquidity position under the Liquidity Adjustment Facility (LAF) is outside comfort zone, the RBI uses an array of instruments to absorb/inject durable liquidity from/into the financial system.

Supreme Court refuses to block Kambala for now, final hearing on Mar 12

New Delhi: The buffalo racing sport, Kambala, will continue in Karnataka for now, as the Supreme Court on Monday refused to stop it saying it will hear the matter in March.

Kambala starts from December and continues till March. It coincides with the Pongal festivities.

As senior counsel Siddharth Luthra urged the court that it should step in and stop the race, which is now scheduled for February 18, Chief Justice Dipak Misra said “races will take place next year also”.

Urging the court to stop Kambala, Luthra appearing for the NGO People for Ethical Treatment of Animals (PETA) told the bench that an ordinance backing Kambala has lapsed and there was no statutory regime supporting the animal sport.

Additional Solicitor General Pinki Anand also informed the bench comprising Justice A.M. Khanwilkar and Justice D.Y.Chandrachud, that the Karnataka Law bestowing sanctity to Kambala was pending before the President for his assent.

The court then directed the final hearing on PETA’s plea to March 12.

Siddaramaiah govt scam-free, BJP breaking world record in graft: Rahul Gandhi

Koppal: Stepping up his attack on the BJP over the issue of corruption, Rahul Gandhi today said while the Congress’s Siddaramaiah government had a scam-free rule, the BJP had broken “world records” in graft in Karnataka.

The Congress president, continuing with the first leg of his poll campaign in north Karnataka for the second day, said when the BJP was in power in the state, there were “scams one after the other”.

“In the last five years there was not even a single scam, and during their (BJP) time there were scams one after the other, from mining to what not, different scams,” he said.

At roadside meetings in Koppal district during his ongoing ‘Janashirvad Yatra’ here ahead of Assembly polls in the state, Gandhi said, “Elections are coming, support the Congress party and Siddaramaiah. Once again bring our government here so that we can together work for you.”

The Congress president, who is travelling by a special bus along with other state leaders, received an enthusiastic response from party workers and people who had gathered in large numbers on both sides of the road at different places.

Gandhi also alighted from the bus and walked some distance along with Chief Minister Siddaramaiah and KPCC President G Parameshwara at Kushtagi, giving anxious moments to security personnel as the surging crowds tried to get close to him.

At the public meetings, Gandhi hit out at Prime Minister Narendra Modi for talking about corruption in Karnataka overlooking his own party’s “track record” while running the government in the state.

Pointing out that the previous BJP government had seen three chief ministers, he said four ministers had gone to jail and had to resign.

“But still Modiji comes here and speaks about corruption against us,” he said.

The BJP government in the state had seen three chief ministers — B S Yeddyurappa, Sadananda Gowda and Jagadish Shettar — in five years from 2008.

“The previous BJP government in Karnataka broke world records in corruption and they come here and talk on corruption pointing at us,” he added.

Asking the people to support Congress in the coming elections, Gandhi urged them to thereby contribute towards the progress of Karnataka at a much “faster pace”.

Claiming credit for implementing Article 371(J) of the Constitution, giving special status to the Hyderabad- Karnataka region, where he is now on tour, he said during the NDA rule, then Deputy Prime Minister L K Advani had said it (giving special status) could not be done, holding that it would open up a “Pandora’s box” with others making similar demands.

Attacking the central government for not waiving farmers’ loans despite agrarian distress, Gandhi appreciated the Karnataka government’s move writing off loans.

“This is the difference between the Congress and BJP,” he said.

He targeted Modi on issues of unemployment, demonetisation and the GST, referring to the tax regime as the “Gabbar Singh Tax”.

No prayer rooms at Olympics after anti-Muslim threats

The Korea Tourism Organization (KTO) has cancelled plans for a mobile prayer room in Gangneung for tourists at the 2018 Winter Olympics after strong opposition by anti-Muslim campaigners, the city tourism department’s chief told Al Jazeera.

While just 0.2 percent of South Korea’s population of 51 million is Muslim, the KTO decided to build a prayer room to promote a “Muslim-friendly Korea” during the Winter Olympics, which start on Friday and increase the number of Muslim tourists.

But after “strong opposition” from some groups, city officials in Gangneung cancelled the plans.

“We had strong opposition from some religious groups who opposed the installation and threatened protests during the Winter Olympics,” Gangneung city government tourism division chief Kang Suk-ho told Al Jazeera.

“We sat down with them for talks, but in the end, we had to cancel the plans,” he added.

Kang also said he did not expect “such an extreme backlash from the group”.

“We thought it’d be nice to offer a prayer room facility at the Gangneung station,” he explained, adding that he thought the opposition to the plan was “very regrettable”.

Gangneung is set to host all indoor events.

Increase in Muslim tourists
South Korea has witnessed an increase in the number of Muslim tourists over the last few years. According to the KTO, a 33 percent increase was registered in 2016 compared with the year before, and the numbers reached 1.2 million by the end of 2017.

Tapping into this economic potential, the country has increased the number of Halal certificates for its restaurants and prayer rooms, and the Seoul Tourism Organization is promoting a series of videos showcasing Muslim-friendly restaurants around the capital.

A KTO press release last year confirmed one of its aims was that “the provision of travel convenience should be strengthened in order to increase their satisfaction and to encourage repeat visits”.

The Korean Muslim Federation (KMF) expressed its disappointment with the decision, adding that the “Olympic Games should go beyond a single nation, race, culture and religion to achieve harmonisation”.

“This decision demonstrates that we, as a host country, lack thoughtful understanding,” Lee Ju-hwa, a KMF representative, told Al Jazeera in a statement.

“Instead of claiming that the installation of a prayer room is preferential treatment given to a certain religion, we need to raise awareness that it was to consider others with different faith and beliefs,” he added.

KTO’s Director of PR Kim Yeong-ju said it was supposed to be a multi-faith prayer room.

However, the opposition group, the Pyeongchang Olympics Gangwon Citizens’ Islam Countermeasure Association, launched its protests specifically against Muslims who were coming for the Winter Olympics.

“If the room was for people of all religions, why would they have an ablution area,” the organisation’s secretary Seo said.

“From what I heard from Egyptians, there are exceptional cases when Muslims don’t pray, for example when they are on a plane or driving. So the same should be applied during the Games.

“The government has already spent too much of the taxpayers’ money on the Games, and we shouldn’t spend more building a prayer room.”

The organisation collected more than 56,000 signatures for an online petition that opposed the installation of the prayer room.

But for some Muslims families who are visiting South Korea for the Olympics, the decision to forgo the prayer room may set a dangerous precedent.

“While it would have been great to have a praying facility at the Games, the bigger worry for us is how this can set a precedent going forward,” one Muslim spectator, who asked not to be named, told Al Jazeera.

“We can offer our prayers in some corner or back at our hotel; I just hope the opposition realises what little it will achieve by not having a prayer room put up,” the visitor said.

Reuters: Journalists held for probing Rohingya massacre

Two Reuters news agency journalists held for two months by Myanmar authorities were arrested over their investigation of a massacre of 10 Rohingya men, the news agency said in a report that detailed the killings.

It is the first time Reuters has publicly confirmed what Myanmar nationals Wa Lone, 31, and Kyaw Soe Oo, 27, were working on when they were arrested on December 12 on the outskirts of Yangon.

The pair are now facing up to 14 years in prison on charges of possessing classified documents in violation of the colonial-era Official Secrets Act.

Their plight has sparked global alarm over withering press freedoms in Myanmar and government efforts to curb reporting in northern Rakhine state – a crisis-hit region where troops are accused of waging an ethnic cleansing campaign against Muslim-majority Rohingya.

Nearly 700,000 Rohingya have fled the area since last August, carrying stories of atrocities at the hands of troops and vigilante groups in the Buddhist-majority country.

Myanmar authorities deny the allegations but have virtually cut off northern Rakhine, barring independent media from accessing the conflict-hit areas.

On Thursday Reuters published a report describing how Myanmar troops and Buddhist villagers executed 10 Rohingya men in Rakhine’s Inn Dinn village on September 2, 2017 before dumping their bodies into a mass grave.

“The Reuters investigation of the Inn Din massacre was what prompted Myanmar police authorities to arrest two of the news agency’s reporters,” the report said.

The account was based on testimony from Buddhist villagers, security officers and relatives of the slain men.

It included graphic photographs of the victims, hands bound kneeling on the floor before the killing – and of their bodies in a pit after they were shot.

Their ages ranged from 17 to 45. Among them were students, fishermen, farmers and shop owners. They were all part of the same Rohingya community in Inn Din.

“When they were taking them away, they said ‘don’t worry. We will send your sons back soon. We are taking them for a meeting’,” the father of one victims, Abdu Shakur, said.

A month after the journalists’ arrests, Myanmar’s army issued a rare statement admitting that security forces took part in extrajudicial killings of 10 Rohingya “terrorists” in Inn Din village.

The Reuters report said witnesses denied there had been any major attack from Rohingya rebels before the alleged massacre.

A Myanmar government spokesman could not be immediately reached for comment.

But Myanmar vehemently denies systematic abuses by its security officers, despite a mounting volume of evidence pointing to atrocities.

Judges have denied bail to the two reporters during a pre-trial hearing period, despite calls for their release from human rights groups and diplomats around the globe.

Andhra MPs continue protest; Rajya Sabha adjourned again

New Delhi: The Rajya Sabha saw two adjournments today as members from Andhra Pradesh, including NDA ally TDP, continued their protest demanding a special package for the state.

When the House met for the day and papers were laid on the table, KVP Ramachandra Rao (Cong) walked into the Well of the House holding a banner that read: “Implement Special Category Status, Andhra Pradesh Reorganisation Act, assurance given by PM on 20.02.2014.”

A group of TDP members soon joined him with their own placards and shouted slogans like “we want justice.” Chairman M Venkaiah Naidu asked members to return to their seats so that the zero hour could be taken up. With members refusing to heed to his requests, Naidu said he had two options before him – adjourn the house or name the MPs.

Derek O’Brien (TMC) urged the chair to take action against MPs so that the Zero Hour and further discussion on the Union Budget could take place. Satyavrat Chaturvedi (Cong) too urged Naidu to take action so that the zero hour could be taken up.

Naidu, however, adjourned the proceedings till 12 noon. When the House met again, opposition members including O’Brien suggested that the Question Hour be done away with and discussion on the budget commenced. The chairman consented and Neeraj Shekhar (SP) began his speech. He said the budget was not in the interest of weaker sections.

However, members of the TDP and Rao again moved to the Well of the House. TDP members began shouting “we want justice” slogans. Chairman Naidu then adjourned the House till 2:30 pm. Some opposition members stood on their seats to show their unhappiness as they were keen on the budget discussion.

Finance Minister Arun Jaitley, BJP chief Amit Shah, Congress leader Ghulam Nabi Azad and others were then seen engaged in a discussion.

RAGHU DIXIT MAKES ACTOR DHANANJAYA A LYRICIST IN HIS NEXT MUSICAL – ORCHESTRA
Raghu Dixit, one of the biggest names in the Indian Music industry, turns music producer for upcoming movie Orchestra. It is a musical about the orchestra culture in Mysuru & the dream of a boy who wants to sing in an orchestra. He has experimented with the music of this film and turned the leading actor Dhananjaya in to lyricist. Dhananjaya used to be known for his writings during his theatre days and with Orchestra, he got a chance to go back to writing and gave lyrics to Orchestra’s songs. “Usually, lyricists write one or two songs in a film, but on his 1st ever assignment, Dhananjaya has written lyrics for as many as nine songs. Tiger Shroff, who has been a trained martial artist since he made his acting debut helped his fellow MMA colleague from Super Fight League, Dhruv Chaudhary to land a plum role in his next, Sajid Nadiadwala’s Baaghi 2 directed by Ahmed Khan. Shroff & Chaudhary got acquainted with one another during Season 1 of the league when Chaudhary was the captain of the Bengaluru Tiger’s team, a team that Shroff co – owned. Shroff & his mother, Ayesha helped Chaudhary settle in Mumbai a year ago and oversees his MMA career. Chaudhary who hails from Meerut, Uttar Pradesh has nine years of experience in Taekwondo, Karate & Muay Thai. As a child he witnessed his father being shot alive and his mother being a victim to domestic abuse which drove to him to pursue his passion for mixed martial arts and fight against corruption. DR. AGARWAL’S EYE HOSPITAL, BENGALURU PERFORMS COMPLICATED MUTIPLE SURGERIES

The patient in Dr. Agarwal’s Eye Hospital had a bomb blast injury and he suffered from Traumatic Cataract, Cornea Opacity & Vitreous haemorrhage in the right eye and was completely blind in both the eyes. With complicated multiple procedures, the 37 year old Yemen national got back his vision

Dr. Agarwal’s Eye Hospital, Bengaluru recently announced that they had successfully conducted a complicated multiple surgical treatment to a Yemen based patient who had lost his vision in a bomb blast, regained 85% of his vision. A Corneal surgeon, Cataract surgeon & a Retina surgeon were involved for recovering the lost vision of the patient within 3 days.

The 37 year old, Yemen patient, Sameer Abdo with a history of bomb blast, completely lost his left eye and was blind in his right eye too due to corneal opacity, Traumatic cataract & Haemorrhage inside his eye. The patient complained with severe pain in his eyes and could not even read or move around on his own.

Speaking on the occasion Dr. Ravi Dorairaj, Medical Director, Dr. Agarwal Eye Hospital, Bengaluru averred, “We had performed a complicated multiple surgeries to the patient who came to our hospital with damaged Right eye which was found with multiple foreign particles in cornea. On further diagnosing, we found that he was suffering from Traumatic cataract &, Vitreous hemorrhage resulting in bleeding inside the eye. We took this case as a challenge when others were hesitant to operate for vision & performed the procedures successfully. Since he was young, we thought of giving a cosmetic correction to his left eye and proceeded with customized prosthesis.”

Dr. Bindhya,consultant Ophthalmologist Dr. Agarwal Eye Hospital, Indira Nagar averred, “At 1st we had started with the complicated procedure of removing multiple minute foreign particles in cornea and then performed traumatic cataract surgery with Intraocular lenses implantation & also intra vitreal injection. Post operatively, the patient was kept under observation. The next day, we observed that the patient slowly started regaining vision. After 3 days of immense observation the patient regained 85% of his vision.

Speaking about his vision recovery the Yemen patient, Sameer Abdo averred, “I understood that because of more complication & resource limitation, I was differed elsewhere for treatment. I thank Dr. Agarwal’s Eye Hospital & its team of doctors who took my case as a challenge and brought my vision back. Now I am able to read books & even ride a motorbike on my own and I can move freely without anyone’s help.”

File vision document for protection of Taj Mahal: SC to UP govt

New Delhi: The Supreme Court on Thursday directed the Uttar Pradesh government to file within four weeks a vision document for protection and preservation of the Taj Mahal.

The apex court also directed the state government to explain why there was a sudden flurry of activities in and around the Taj Mahal and the Taj Trapezium Zone (TTZ) and why leather industries and hotels were coming up there.

TTZ is an area of about 10,400 sq kms spread over the districts of Agra, Firozabad, Mathura, Hathras and Etah in Uttar Pradesh and Bharatpur in Rajasthan.

“You file the vision document within four weeks,”a bench comprising Justices M B Lokur and Deepak Gupta said.

“There is sudden flurry of activities in TTZ. Is there any particular reason for that? Leather industries and hotels are coming up there. Why? the bench asked Additional Solicitor General of India Tushar Mehta, who was appearing for the state.

Mehta told the top court that he would get instructions on this issue and get back to it.

Meanwhile, the state government filed a separate application for cutting 234 trees for laying pipelines for water supply in Agra city.

The bench, however, directed the state to apprise it as how many tress have already been planted in the TTZ and posted the matter for hearing after four weeks.

The top court had earlier said that “ad hoc” measures were not enough to preserve the Taj Mahal for “a few hundred years” and directed the state government to prepare a document with a futuristic vision to protect the historic 17th century mausoleum for future generations.

Environmentalist M C Mehta, who had filed a plea seeking protection of the Taj from the ill-effects of polluting gases and deforestation in and around the area, had earlier told the bench that the TTZ was an “ecologically sensitive area” and the government should have come out with a comprehensive policy for preservation and protection of the Taj.

The apex court, which is dealing with Mehta’s petition, has been monitoring development in the area to protect the Taj Mahal, built by Mughal emperor Shah Jahan in the memory of his wife Mumtaz Mahal in 1631. The mausoleum is a UNESCO World Heritage Site.
