Nasheman News : As Delhi continued to breathe toxic air for over 30 hours, the Supreme Court-appointed EPCA on Thursday issued directions to take urgent measures under the Graded Response Action Plan (GRAP) from Friday and stop the entry of trucks in the city for a day.
Delhi’s air quality was in the “very poor” category on Tuesday, before it deteriorated to “severe” on Wednesday as it was on Monday.
On Thursday, it remained in the “severe” zone with the overall Air Quality Index (AQI) at 444 (severe), with PM2.5 and PM10 as major pollutants.
Environment Pollution (Prevention & Control) Authority Chairman (EPCA) Bhure Lal in his letter to Delhi Chief Secretary Vijay Kumar Dev said that in case the situation does not improve by Friday morning, entry of trucks into Delhi (except essential commodities) may be stopped.
“The enforcement of this direction requires coordination of all NCR states and you are therefore requested to take steps to ensure that this happens. Also, the opening of the Eastern and Western Expressways will make this easier to implement as the tracks that are not destined for Delhi now have convenient alternatives to take,” the EPCA head said.
The pollution control authority, as per the recommendations made by the Central Pollution Control Board (CPCB) Task Force, has also directed to issue public notice asking people to minimise use of personal vehicles and avoid prolonged exposure because of unhealthy air.
The task force has also recommended that measures which are already in force “must continue with intensified action by implementing agencies, particularly with regard to traffic congestion, open burning of waste and industrial emissions”.
The “severe-plus” condition that has prevailed in the national capital for more than 30 hours saw PM2.5 levels exceeding 300 microgrammes per cubic meter.
As per the India Meteorological Department (IMD), currently, the wind speed is around 10 kmph and is likely to increase resulting in better dispersion. But a forecast of light scattered rain on January 5 evening and the night of January 6 might further deteriorate the air quality in the city.
Across 35 areas in Delhi where pollution is actively monitored, the average concentration of PM2.5 and PM10 was 359 and 530 microgrammes per cubic meter on Thursday at 9 p.m.
The concentration of the two pollutants across 48 monitoring stations in the NCR was 338 and 503.
The safe limit for PM2.5 is 60 units as per national standards and 25 units according to international standards. For PM10, up to 100 units is safe by national standards and 50 units by international standards.
Both PM2.5 and 10 get into the lungs and cause cardiovascular and respiratory diseases, but PM2.5 is more dangerous because it mixes with the blood stream.
According to the CPCB, if the quality gets worse and reaches the “very poor” level, a ban is imposed on the use of diesel generator sets, coal/ firewood in hotels and open eateries, parking fee increased 3-4 times, and bus and metro services are increased.
Also, under the GRAP, media organisations are alerted to advise people with respiratory and cardiac patients to avoid polluted areas and restrict outdoor movement.
The measures implemented when the level touches “severe” include closing of brick kilns, hot-mix plants, stone crushers, shutting down of the Badarpur power plant and maximising power generation from the existing natural gas-based plants.
When the pollution level dips to “severe+”, a ban is imposed on the entry of trucks, except those carrying essential commodities, into Delhi, and construction activities stopped.

Sensex, Nifty open in green
Nasheman News : Sensex on Friday opened higher in a sharp contrast to the global markets which suffered heavy losses as slowdown concerns magnified after a weak US factory data outcome.
Earlier Chinese factory data along with that of India’s suggested a global growth slowdown.
The latest addition to the worries was tech major Apple’s announcement of cutting its financial forecast, partly blaming US trade tensions with China along with a slowdown in the Chinese economy.
Apple is one of the world’s largest companies by market value and it was the first time in years that it sharply cut it’s growth forecast.
Despite the underlining negativity, all the sectors on the BSE inched up, led by auto telecom stocks. However, the banking stocks traded on a flat note, up just 0.06 per cent.
The S&P BSE Sensex opened at 35,590.79 from its previous close of 35,513.71 on Thursday.
At 9.23 a.m., the Sensex traded 184.01 points or 0.52 per cent higher at 35,697.72.
The NSE Nifty50 opened at 10,699.70 after closing at 10,672.25 on Thursday.
The Nifty50 traded at 10,725.15 during the morning trade session, up 52.90 points and 0.50 per cent.
RBI said scales down printing of Rs 2,000 note minimum.
The printing of Rs 2000 banknote, introduced post-demonetisation in November 2016, has been reduced to the “minimum” by the Reserve Bank, a top finance ministry official said Thursday.
Soon after the sudden decision to ban old Rs 500/1000 currency notes by the government, the Reserve Bank had come out with the Rs 2000 currency note along with a new look Rs 500 note as part of its massive remonetisation exercise.
The senior official said the RBI and the government from time to time decides on the quantum of currency to be printed on the basis of money in circulation.
When the Rs 2000 note was launched, it was decided that the printing would be “scaled down” going forward, since the new high currency value note was meant for meeting the remonetisation need.
“The printing of 2000 rupee notes has been substantially reduced. It has been decided to limit the printing of 2000 currency notes to minimum. This is nothing new,” the official said.
According to the RBI data, there were 3,285 million pieces of Rs 2000 notes in circulation at end-March 2017. A year after (on March 31, 2018), there was only a marginal increase in the number at 3,363 million pieces.
Of the total currency in circulation amounting to Rs 18,037 billion at end-March 2018, Rs 2000 notes accounted for 37.3 per cent, down from 50.2 per cent at end-March 2017.
The old 500/1000 bank notes that were scrapped in November 2016 accounted for around 86 per cent of the total currency in circulation at that time.
People who feel unsafe in India should be bombed, says BJP MLA Vikram Saini
The BJP MLA slammed people who complain about intolerance in India and said that he will bomb such people himself.
Days after veteran actor Naseeruddin Shah’s comment on intolerance in India erupted into a full-blown controversy, a BJP MLA from Khatauli has said people who feel threatened and unsafe in India should be bombed.
BJP MLA Vikram Saini said, “My personal view is that those who say they feel unsafe and threatened in India should be bombed. Give me a ministry and I will bomb all such people; not even one will be spared.”
The BJP MLA, without naming Shah, slammed people who complain about intolerance in India and said that he will bomb such people himself.
Last month, Shah was embroiled in a controversy after he expressed concern over safety of citizens in the country. He also said that he fears for his children in the “India of today” following a brutal incident of mob violence in Bulandshahr.
Shah’s comments received sharp criticism on social media platforms; prominent leaders and personalities also slammed the actor for his comments on mob violence in India.
Many including actor Anupam Kher and Baba Ramdev were critical of Shah’s comments. The Uttar Pradesh Navnirman Senam went on to the extent of booking flight tickets to Pakistan for the 68-year-old actor.
The controversy turned uglier after Pakistan Prime Minister cited Shah’s comments to take a jibe at the Indian government over intolerance against minorities in the country. “Will show Modi government how to treat minorities,” said Khan.
Shah was one of the first ones to slam Imran Khan for trying to spark a debate over his comments. “These matters don’t concern you. Look at your own house,” Shah said.

SC to hear contempt plea against Sabarimala tantri for closing temple for purification
Nasheman News: The Supreme Court will hear on January 22 a contempt plea against the Sabarimala temple tantri for shutting the sanctum for purification after two women belonging to the previously prohibited age group entered the temple on January 2.
Declining the plea for an early hearing of the latest contempt plea, the bench headed by Chief Justice Ranjan Gogoi said: “We have kept the date as January 22. We have arranged our schedules for that. Will hear then.”
The application in the already pending contempt petition by activist A.V. Varsha was mentioned by lawyer P.V. Dinesh.
The Sabarimala temple was shut on January 2 after two women — Bindu and Kanaka Durga — from the hitherto banned age group prayed there and was reopened an hour later after the priests performed “purification rituals”.
In line with its traditions, the women and girls in the age group of 10 to 50 are barred from praying at the Sabarimala temple.
This prohibition was struck down by the Supreme Court on September 28, 2018, opening the gates of temple to women of all age groups.
The Supreme Court order opened the gates of the Sabarimala temple, dedicated to Lord Ayyappa, to women and girls in the 10-50 age group, holding that the exclusion based on “menstrual status is a form of untouchability which is an anathema to constitutional values.”
“The social exclusion of women, based on menstrual status, is a form of untouchability which is an anathema to constitutional values. Notions of “purity and pollution”, which stigmatize individuals, have no place in a constitutional order”, Justice Dhananjay Y. Chandrachud had said in his separate but concurring judgment.
The Supreme Court had on November 13 decided to go for open court hearing on January 22 of the nearly 50 petitions seeking a recall of its order permitting women of all age groups to pray at the Kerala temple.
The court will hear the review petitions along with three more petitions.
The prayers in three petitions effectively seek to uphold the practice of prohibiting the entry of girls and women in the age group of 10 to 50 years in the Sabarimala temple.
4th Test: Pujara misses double ton as India post 491/6 at Tea on Day 2
Nasheman News : Cheteshwar Pujara missed a double ton as India posted a healthy 491/6 at tea on second day of the fourth test against Australia here on Friday.
Pujara (193) could only manage to add 12 runs to his individual score in the second session before he was caught and bowled by spinner Nathan Lyon.
Rishabh Pant (88) and Ravindra Jadeja (25) were at the crease when umpires called for the tea break.
Starting the session with overnight score of 389/5, Pujara was the only batsman to depart. He played 373 balls and slammed 22 boundaries.
Earlier in the first session, India was at 389/5 at lunch.
Pujara (181 runs in 332 balls) and Pant (27) were at the crease when umpires called for the break.
Starting the day with overnight score of 303/4, Pujara and Hanuma Vihari (42) could only manage to add 26 runs to the total as Vihari was dismissed when the scoreboard was reading 329.
Vihari played 96 balls before he got dismissed by spinner Nathan Lyon in 102nd over.
The fall of wicket brought in Pant. Pujara and Pant then played throughout the first session, making sure they don’t lose their wickets.
In the process, the duo played some beautifully crafted shots.
Rahul must visit ‘Firoze Jahangir Khan’s kabra’ at Prayagraj and also Kumbh: UP Deputy CM
Nasheman News : Uttar Pradesh Deputy Chief Minister Dinesh Sharma on Thursday sent out an invite to Congress President Rahul Gandhi for the Kumbh Mela in Prayagraj and advised him to visit his grandfather ‘Firoze Jahangir Khan’s kabra (grave)’ located there as well as offer prayers.
Sharma, who was here to invite Gujarat Chief Minister Vijay Rupani, his Cabinet colleagues as well as Congress Leader of Opposition Paresh Dhanani, said he would invite Rahul Gandhi at the Kumbh Mela and offer prayers as per his ‘Hindu Dattatrey Gotra’.
Seeking to indicate that Rahul Gandhi’s grandfather Firoze Gandhi was a Muslim (and not a Parsee) who married Indira Gandhi, the Uttar Pradesh Deputy Chief Minister called him “Firoze Jahangir Khan”.
“His (Firoze Gandhi’s) grave is in Prayagraj and Rahul ji must visit it since he has never been there, and light a candle there.”
“I urge Rahul Gandhi to visit Prayagraj for the Kumbh Mela and also perform puja at his grandfather’s grave. Rahul Gandhi is of the Dattatreya gotra, so I think he should visit the Kumbh Mela,” said Sharma.
After naming the old city of Allahabad as Prayagraj, the Uttar Pradesh government is organising Kumbh Mela at Prayagraj from January 15. The government wants it to be a big success and for that, the deputy chief ministers are sent across the country for the event’s publicity.
“We want everyone to visit Prayagraj for the Kumbh Mela this year and that’s why we are extending this invite to all in the government and everybody,” said Sharma.
Anti-Sikh riots petitioner H.S. Phoolka resigns from AAP
Nasheman News : Senior advocate H.S. Phoolka on Thursday submitted his resignation from the Aam Aadmi Party to party chief Arvind Kejriwal.
Phoolka, representing the victims of 1984 anti-Sikh riots case, thanked Kejriwal for giving him an opportunity to “serve the party”.
“I have resigned from AAP and handed over the resignation to Kejriwal ji today. Though he asked me not to resign, I insisted,” he said.
However, the former Punjab MLA did not reveal the reason for his resignation.
“Will be briefing media tomorrow… to explain the reason of leaving AAP and my further plans,” he added.
Phoolka, who joined AAP in 2014 and was voted to Punjab Assembly from Dakha, had resigned from the Assembly as an MLA in October last year.
He had announced that he would resign from the Assembly if the Congress government in Punjab led by Chief Minister Amarinder Singh did not take action against those behind the incidents of sacrilege of Guru Granth Sahib and the police firing in October 2015 on those protesting against the sacrilege incidents.
Phoolka has demanded the government should register cases against former Chief Minister and senior Shiromani Akali Dal leader Parkash Singh Badal, SAD president and former deputy chief minister Sukhbir Singh Badal and former director general of police (DGP) Sumedh Singh Saini.
Earlier, in July 2017, Phoolka resigned from the post of Leader of the Opposition in the Punjab Assembly to continue to fight cases of the 1984 anti-Sikh riots victims in courts after the Delhi Bar Council disallowed him from contesting the cases of riot victims, saying he held an “office of profit” as Leader of Opposition.
He also contested the 2014 Lok Sabha from Ludhiana from AAP, but lost to the Congress candidate.
Kader Khan was laid to rest on Wednesday: Son Sarfaraz
Nasheman News : Amid all sorts of misinformation about Kader Khan’s funeral being tossed in sections of the media, his son Sarfaraz on Thursday clarified that Khan was laid to rest on Wednesday.
“My father was laid to rest on Wednesday at the Meadowvale Cemetery in Mississauga (Canada). It was attended by us — his family of three sons, relatives and fans who got to know of his passing,” said Sarfaraz.
Was it difficult for the family to lay their distinguished patriarch to rest so far away from home?
“Canada was my father’s home during his last years. All of us have moved to Canada,” said Sarfaraz who once tried making a career in Bollywood. He played Salman Khan’s friend in Tere Naam.
“Whatever I did as an actor was fulfilling while it lasted. But it’s behind me. I am very happy with what I’m doing now in Canada,” signed off Sarfaraz.
SC to decide on course of Ayodhya hearing on Jan 10
Nasheman News : The Supreme Court on Friday said the bench that will hear a batch of cross petitions challenging the 2010 Allahabad High Court judgment on the Ayodhya title suit will decide the future course of the hearing.
Taking up the applications for early hearing, a bench of Chief Justice Ranjan Gogoi and Justice Sanjay Krishan Kaul said further orders on the course of the hearing will be passed by the bench which will be constituted on January 10.
The Allahabad High Court had in 2010 trifurcated the disputed site, giving one portion each to Ram Lalla, Nirmohi Akhara and the original Muslim litigant.
