Nasheman News :The Lok Sabha was adjourned for the day on Wednesday without transacting any business as a mark of respect for Biju Janata Dal member Ladu Kishore Swain, who died on Tuesday.
Soon after the House met for the day, Speaker Sumitra Mahajan announced that the Odisha MP had passed away.
The House paid silent tribute to the member and was then adjourned for the day.
Swain died at age 71 on Tuesday night. He was admitted to Apollo hospital in Bhubaneswar on Tuesday due to kidney-related ailments.
He was elected to the Lok Sabha from Aska constituency in 2014.

The Brihan Mumbai Coprporation (BMC) recently organized the 24th Flowers Exhibition at Byculla Zoo. Jitendra Singh Pardesi, the Superintendent of Garden (BMC) organized a 3 days flower exhibition at Byculla Zoo, Mumbai.
The exhibition was inaugurated by Vishwanath Mahadeshwar, the Mayor of Mumbai & Ajoy Mehta, Commissioner (BMC). Sayaji Shinde came specially to attend the exhibition. The Brihanmumbai Municipal Corporation’s (BMC) gardens department holds a flower show & exhibition every year.
The exhibition also has several species of flowering plants, fruit – bearing trees, medicinal shrubs, ornamental shrubs, bonsai, exotic vegetables & spice shrubs.
Working Indian women embrace bike services in big way
Nasheman News : It was raining hard, a time when cabs usually cancel rides blaming the waterlogged roads and jammed traffic.
Radhika Parashar, 25, a professional from the NCR region, took the plunge and booked an ‘uberMOTO’ to reach her home in Sector 77 in Noida.
The rider reached the pick-up point faster than cabs usually do, with a spare helmet and dropped her safe at her destination much earlier than a cab would have.
Parashar is not the only woman hailing bike-taxi services. It is increasingly seen as the new easier to book, fastest, safest yet affordable mode of transport by women in the metros.
“In Delhi-NCR, where people are so skeptical about booking cab services because of several infamous incidents, two-wheeler ride services like uberMOTO works quite well in emergency situations where there is very less time margin to make it to somewhere,” Parashar told media.
“Since my first experience was satisfactory, I have been regularly using uberMOTO to reach in hurried situations.”
Launched in 2016, Uber’s bike-sharing initiative uberMOTO expands access to public transport as well as saves time. The most important advantage being its affordability. It gives riders affordable ride through the Uber app, with fares starting as low as Rs 12.
“Uber’s goal is to provide safe, affordable, reliable transportation at the push of a button, everywhere for everyone,” an Uber spokesperson told IANS.
“With uberMOTO, we bring a product that resonates with the people and provides another easy and affordable option for short trips around the town while creating tens of thousands of flexible entrepreneurial opportunities,”the spokesperson added.
Within a year of the launch, the ridesharing app also marked the completion of 2 million trips on uberMOTO in 5 cities — Bengaluru, Gurugram, Faridabad, Hyderabad and Ahmedabad.
It is currently available to riders in 11 cities in India — Gurugram, Faridabad, Ahmedabad, Hyderabad, Jaipur, Noida, Ghaziabad, Mohali, Ludhiana, Amritsar and Kanpur.
The company has plans to expand to other cities of the country in 2019.
uberMOTO also includes standard safety features like live GPS tracking, two-way feedback and the ability to share trip details with family and friends.
“In addition, friends, riders and drivers are required to wear helmets on every uberMOTO ride, making it possible to focus on safety for riders and drivers before, during and after every trip in ways that have never been possible before,” Uber said.
“By providing helmets to riders we are helping to positively impact India’s helmet wearing rate, not only for drivers but also for riders.”
According to Uber, it is especially well suited for first mile or last mile connectivity, getting people from their homes or offices to metro stations and vice-versa.
“With motorcycles being commonplace in major cities across India, there is a massive opportunity going forward, to unlock the potential of shared mobility through optimal utilisation of existing vehicles on the road and creating new options for last-mile connectivity,” Uber said.
Besides Uber, Ola’s bike service, named as “Ola Bikes”, has also received tremendous response among women riders in Delhi-NCR, Gurugram and Faridabad.
“We were the first to start this bike service in the country. Today, Ola Bike is known for being cost efficient, safe and providing the last-mile connectivity. Among the working women, we have been a preferred choice,” an Ola spokesperson told media.
“We always ensure the pillion and the driver both wear helmet, the bike driver follows road rules and behaves well with the customers,” the spokesperson added.
Ola bike service is present in 31 cities in India.
BJP ruckus forces Karnataka Governor to cut short address
Nasheman News : Ruckus by the BJP on Wednesday forced Karnataka Governor Vajubhai Vala to cut short his joint address to the state Assembly at the start of the 10-day Budget session.
Even as Vala was reading out his speech in Hindi, Bharatiya Janata Party members walked towards the Chair and raised slogans against the JD-S-Congress coalition government, causing pandemonium in which his voice could not be heard.
The address by the Governor ended in less than five minutes amid the ruckus.
Chief Minister H.D. Kumaraswamy, who also holds the Finance portfolio, will present the state Budget for fiscal 2019-20 in the Assembly on Friday.

The scripted scenario of Dosti Ke Side Effectss reveals that Shrishti (Sapna), Ranveer (Vikrant), Gaurav (Zuber) & Avni (Anju), are childhood friends belonging to different strata of society, but their innocence fails to see the class difference. Shrishti’s father, an honest teacher, committed suicide when falsely implicated in a question-paper scam & she was forced to leave the city. Ranveer was also forced to leave his city along with his mother, after it was found that his father was secretly married to another woman & had an illegitimate son. Thus, the friends were separated in the early days.
After some years, all the 4 friends were reunited when they got admitted in the same college & the friendship bondage once again sprung up like their childhood. They used to hang together, have fun & shared their thoughts & have aims of lives amongst themselves. While Shiristi wanted to become an IPS officer (which was eventually the turning point of the movie), Ranveer wanted to join politics to fight his father, Gaurav wanted to become super rich & Avni simply planned to take the short-cut route to happiness by marrying an “already very rich” guy. However, in the final year of the college, when Ranveer decided to contest the election for college president, he found Gaurav as of one of the contesting candidates. Surprisingly, Gaurav won the election and as an aftereffect, Ranveer decided to avenge his defeat in the hard way. As a result, the bond of friendship was broken & the 4 friends took separate ways in their lives. However, at the end, some very stronger reasons developed in the story that eventually, brought all the 4 friends together again & this time, with a far bigger purpose & a greater cause. They decided to counter the evil head-on & annihilate it at the cost of everything humanly possible for them. What they decided & what they did finally constitutes the climax of the film.
Analysis of Funds Collected and Expenditure Incurred by Political Parties: Karnataka Assembly Election, 2018
· Political parties are required to submit a statement of election expenditure to the Election Commission within 75 days of completion of Assembly Elections.
· The expenditure statement contains details of the total amount received as funds in the form of cash, cheques and demand drafts and the total amount spent under various heads.
· The expenditure statement contains information on the amount spent on the following heads at the central, state, district and constituency levels by the party:
o Publicity
o Travel expenses
o Other expenses
o Expenditure towards candidates
· Political parties submit these statements providing information of funds collected and spent between announcement and completion of elections.This period could be between 3 weeks to 3 months based on the notification issued by the Election Commission.
· This report analyses the funds received and expenditure incurred by recognized political parties, during the state Assembly election to Karnataka, held in the month of May, 2018.
· 6 National Parties and 7 Regional Parties have been considered for analysis in this report.
· Election expenditure statements of JD(S), SHS, and JD(U) for Karnataka Assembly Election are unavailable on the website of the ECI.

· Total funds collected by 8 political parties during Karnataka Assembly Election held in 2018 was Rs 356.04 cr and total expenditure incurred was Rs 170.16 cr.
· BSP and AIFB had not declared any funds collected at the Central Headquarters and State Units during Karnataka Assembly Election, 2018.
· Funds collected by the parties at the Central Headquarters was Rs 269.94 cr and expenditure was Rs 112.144 cr. Karnataka State Units spent Rs 58.014 cr.

Expenditure incurred by political parties under various heads
· Political parties declare their expenditure under the heads of Publicity, Travel Expenses, Other/ Miscellaneous expenses and Lumpsum amountpaid to their contesting candidates.
· Political Parties that contested in Karnataka Assembly Election, 2018, spent the highest, Rs 129.72 cr on Publicity, followed by Rs 30.06 cr on travel expenses, Rs 17.84 cr on Lumpsum amount paid to candidates and Rs 9.63 cr on Other/Miscellaneous expenses.
· Expenditure on publicity is 69.28% of the overall expenditure declared under various heads.
· Expenditure on travel expenses is 16.05% of the overall expenditure declared under various heads.

· The ‘Travel’ head is segregated into travel expenses incurred specifically on star campaigners and that of the party leaders.
· Political parties spent 92.68% of their total travel expenses or Rs 27.86 cr on their star campaigners and the remaining 7.32% or Rs 2.20 cr on travel of their party leaders.
· Travel expenses from Central Headquarters by itself was Rs 17.52 cr or 58.28%, which was higher than Rs 12.54 cr or 41.72% spent from Karnataka State Units.

Observations of ADR
· The election expenditure statement of JDS is not yet available in the public domain despite contesting in Karnataka Assembly Election 2018 and emerging as the ruling party in the state.
· AIFB has not mentioned any funds collected and expenditure incurred from it Central Headquarter and State Unit in spite of contesting elections.NCP and AIADMK collected funds from the Central Headquarters and State Units respectively but have not shown any expenditure incurred in their statements.
· The expenditure statement of CPI does not provide any information about the breakup of general party propaganda expenses incurred by party headquarter.
Recommendations of ADR
· It must be made mandatory for all political parties to submit their statements of expenditure in the format given by the ECI, within the prescribed time limit. Political parties not submitting on time or in the prescribed format should be heavily penalized.
· The details of all donors who contribute to national and regional parties exclusively for their election campaigns must be declared in the public domain irrespective of the amount donated.
· A format similar to the donations report along with the date of donations, submitted to the ECI on an annual basis, has to be prescribed for the expenditure statement so as to bring in more transparency in the finances of the political parties especially during elections when it is said that black money plays a major role.
· Where possible, the expenditure must be limited to transactions via cheque/DD/RTGS so as to reduce the use of black money in elections, as per the transparency guidelines issued by the ECI.
· Similar to the shadow observers of the ECI for monitoring expenditure of candidates, there must also be observers for monitoring the expenditure of political parties.

Opposition a ‘gang of corrupt’, says BJP’s UP chief
Nasheman News : The Bharatiya Janata Party’s Uttar Pradesh unit chief Mahendra Nath Pandey on Tuesday slammed the Samajwadi Party for extending its support to West Bengal Chief Minister Mamta Banerjee in her stand-off with the Centre and the Central Bureau of Investigation (CBI).
Questioning the criticism of Prime Minister Narendra Modi by SP chief Akhilesh Yadav, he said the opposition was like a “gang of corrupt” and rattled because of the ongoing investigations against them.
“These are the people of whom some are on bail, some on parole and the others on the verge of going into jail,” Pandey claimed while reminding Akhilesh Yadav that while he is speaking of democracy, he himself was sitting in the lap of the Congress, which had sent socialist ideologues like Jai Prakash Narayan behind bars during the Emergency.
He also said that people who had undemocratically usurped power in their own party should not lecture others on democracy, referring to Akhilesh Yadav’s takeover of his party.
He also attacked the opposition for alleging that the Modi government was trying to frame them through government agencies. “All these cases on which action was being taken had been filed during the UPA regime or have been directed by the Supreme Court or high courts,” he said, while adding that all those who have plundered public money or misused their positions of power will have to pay for it.
Good news for income tax payers. Soon you will get I-T refunds within 24 hours
The revenue department will put in place within two years a mechanism to ensure that all returns are processed within 24 hours and refunds issued simultaneously, an official said.
The government has already sanctioned Rs 4,200 crore last month for upgradation of information technology infrastructure of Central Board of Direct Taxes (CBDT) for processing returns, refunds, faceless scrutiny and verification.
Revenue Secretary Ajay Bhushan Pandey said currently refunds are processed online in an automated manner. In the current year, refunds to the tune of Rs 1.50 lakh crore have been given directly in bank accounts.
Now the system is being further upgraded so that refunds can be received within 24 hours.
When asked about the timeline for implementing 24-hour refund, Pandey told media “We will try to do it as soon as possible, within the same time frame as faceless assessment, within two years”.
While presenting the 2019-20 interim Budget, temporary Finance Minister Piyush Goyal had said the Income Tax Department now functions online and returns, assessments, refunds and queries are all undertaken online.
“Last year, 99.54 per cent of income-tax returns were accepted as they were filed. Our government has now approved a path breaking, technology intensive project to transform the I-T Department into more assessee-friendly one. All returns will be processed in 24 hours and refunds issued simultaneously,” Goyal said.
The minister said within next two years, almost all verification and assessment of returns selected for scrutiny will be done electronically through anonymised back office, manned by tax experts and officials, without any personal interface between taxpayers and tax officers.
Anonymous returns scrutiny through back office, Pandey said “will also bring in transparency and minimise any subjectivity or human interface”.
