Bengaluru: Karnataka Chief Minister Siddaramaiah on Sunday said his government is working closely with Ministry of External Affairs to ensure the safety of Kannadigas in Israel, where a war has broken out.
He also appealed to Kannadigas in Israel who are in need of assistance to contact the state emergency operation centre.
“In view of the current situation in Israel, we are closely working with @MEAIndia towards ensuring safety of our citizens,” Siddaramaiah said on social media platform X.

Balasore train accident: Bhubaneswar municipal corp to dispose of 28 unclaimed bodies
Bhubaneswar: Four months after the triple train accident that claimed 297 lives in Odisha’s Balasore district, the authorities of the Bhubaneswar Municipal Corporation (BMC) have initiated a process of disposing of 28 unidentified bodies, an official said.
The civic body issued a standard operating procedure for scientifically disposing of the remains of the 28 people whose rightful claimants were not found, he said.
“We have issued an SOP for the scientific disposal of the unclaimed bodies of those who were killed in the triple train accident. The bodies will be handed over to the corporation in the presence of CBI officials and we are planning for the cremation on Tuesday,” BMC Mayor Sulochana Das told reporters here.
Sources said the BMC initiated the process after the Central Bureau of Investigation (CBI), which has been probing the train accident, wrote to the Khurda district collector, requesting him for the disposal of the bodies in a scientific manner.
The bodies were kept in the AIIMS Bhubaneswar since the accident occurred in June.
The BMC will make arrangements for smooth transportation of the bodies from AIIMS to the cremation grounds at Satyanagar and Bharatpur in the city, another official said.
AIIMS Bhubaneswar director will officially hand over the bodies to the BMC health officer following the existing rules and guidelines of the state, the Centre, and the National Human Rights Commission for cremation of the bodies, he said.
The entire process will be video-graphed, according to the SOP issued by the BMC.
The AIIMS Bhubaneswar had received 162 bodies and 81 of them were handed over to the family members of the deceased in the first phase.
Later, another 53 bodies were given to the family members following DNA tests but the remains of 28 others have been unclaimed, the official said.
The bodies were kept in at least five deep freezer containers procured from the Paradip Port Trust.
The Shalimar-Chennai Central Coromandel Express, Bengaluru-Howrah Super Fast Express and a goods train were involved in the accident.
The Coromandel Express crashed into a stationary goods train, derailing most of its coaches around 7 pm on June 2 near the Bahanaga Bazar station.
A few coaches of the Coromandel Express whiplashed the last few coaches of the Bengaluru-Howrah Express which was passing by at the same time.
Biden administration to build more US-Mexico border wall
WASHINGTON: The Biden administration quietly announced plans on Thursday to add to the border wall with Mexico — extending construction of the barrier that was a signature policy of Donald Trump.
Homeland Security Secretary Alejandro Mayorkas said in a notice in the Federal Register there was “an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries.”
Joe Biden pledged while running for the White House he would not build any more border wall, and announced in a proclamation on the day he took office in January 2021 that no more taxpayer funds would be allocated to do so.
“Building a massive wall that spans the entire southern border is not a serious policy solution,” Biden said in a proclamation that also terminated Trump’s declaration of a “national emergency” at the southern border.
Mayorkas said the funding for the “additional physical barriers” would come from an appropriation made by Congress for that purpose in 2019, when Trump was still in office.
Illegal immigration has become a major political headache for Biden, with opposition Republicans accusing him of lax border policies.
Trump, the frontrunner for the 2024 Republican presidential nomination, said the Biden administration move showed “I was right when I built 560 miles… of brand new, beautiful border wall.”
“Will Joe Biden appolgize (sic) to me and America for taking so long to get moving, and allowing our country to be flooded with 15 million illegals immigrants, from places unknown,” Trump said on his Truth Social platform.
Republican Senator Marsha Blackburn said on X, formerly known as Twitter, that Biden had vowed during his presidential campaign he would “never build ‘another foot of wall’ along the southern border.”
“Now, Biden is fast-tracking the construction of approximately 20 miles of new wall,” Blackburn said. “Joe finally realized walls work.”
‘Disheartening’
The Department of Homeland Security said some two dozen federal laws such as the Clean Air Act and Endangered Species Act would be waived to allow for the extension of the border wall.
Laiken Jordahl, a conservation advocate at the Center for Biological Diversity, denounced the plan.
“It’s disheartening to see President Biden stoop to this level, casting aside our nation’s bedrock environmental laws to build ineffective wildlife-killing border walls,” Jordahl said in a statement.
The Biden administration has been involved in an ongoing confrontation with Texas after Governor Greg Abbott of the border state installed a floating barrier in the Rio Grande River to block migrants.
The Justice Department has filed a suit in federal court to get the string of large orange buoys removed.
US Secretary of State Antony Blinken, Attorney General Merrick Garland and Mayorkas are to hold talks in Mexico City on Thursday that are expected to include discussion of migrant flows across the border.
The meetings come after a spike in the number of people — mostly from Central America and Venezuela — seeking to cross from Mexico into the United States.
The Biden administration has kept in place Trump’s hard line on unauthorized border crossings but, calling for more humane treatment, has set up centers where migrants can apply to travel legally and avoid turning to smugglers.
Karnataka govt failed to maintain law and order, says BJP
BENGALURU: Opposition BJP leaders slammed the state government over a communal incident in which stones were thrown at an Eid Milad procession in Shivamogga on Sunday night. They said the Congress government has failed to maintain law and order.
Former chief minister Basavaraj Bommai said Shivamogga is a communally sensitive city, but the police failed to take precautions during the procession. “Stone throwers and troublemakers don’t have any fear of the law under the present government. Home Minister Dr G Parameshwara described the incident as small, but houses were stoned. His statement is churlish. A similar incident has occurred in Kolar too. The government is indirectly supporting such elements. Because of this attitude, gamblers, anti-social elements and rioters are roaming free in the state,” he said in Mandya.
Senior BJP leader CT Ravi alleged that stone throwing in Shivamogga was preplanned. Ragigudda area in Shivamogga where the incident occurred is communally sensitive. “When the police knew it, why did they allow a cutout of Tipu Sultan to be put up in the area? It is unfortunate that they are using communal forces for their political ends,” he said.
Former deputy chief minister Dr CN Ashwath Narayan said Congress is encouraging people who are destroying culture and dharma. “They threw stones at the SP, but Siddaramaiah’s government has kept mum. The government should impose the Goonda Act against those involved in such incidents,” he said.
Former minister R Ashoka held that such incidents tarnish the image of the state.
On its official handle on X, BJP Karnataka stated, “Jihadis run amok on the streets of Shivamogga, brandishing swords and weapons, while ‘secular’ Siddaramaiah has gone into hiding. With the Congress government back in power, Jihadi organisations have emerged from hiding to terrorise Hindus with no fear of action. Congress has surrendered to jihadis.”
End of road for old vehicles in Karnataka
BENGALURU: Karnataka’s first Registered Vehicle Scrapping Facility (RVSF) will be set up at Devanahalli. While the country has over 60 RVSFs, this will be the first in the state. In the coming days, all government vehicles that are over 15 years old and those that do not pass the fitness test will be scrapped at the RVSF.
The state transport department has given approval to Mahindra MSTC Recycling Pvt Ltd to set up the scrapping facility, where the public can scrap old unfit vehicles on a voluntary basis. “The Ministry of Road Transport and Highways (MoRTH) in 2021 launched the Voluntary Vehicle-Fleet Modernization Programme aimed at creating an ecosystem for phasing out old unsafe, polluting vehicles, and replacing them with newer, safe and fuel-efficient vehicles,” said Transport Commissioner Yogeesh AM.
The rule mandates that vehicles can be scrapped only at the RVSF and will not go to local scrap dealers in the unorganized sector, who used to do the job unscientifically, he added. Department officials estimate that nearly 15 lakh vehicles are fit for scrapping in Karnataka.
Experts and citizens point out that the scrapping policy will lead to a rise in corruption, as RTOs are empowered to issue fitness certificates. Under-the-table dealings will rise and middlemen will increase, they alleged, and demanded that the government should clearly define the process of issuing certificates to ensure transparency.
Emissions an eco-threat
“The world is in severe danger of a climate crisis. India has pledged to reach net-zero emissions by 2070 at the United Nations Climate Change Conference (COP26) in 2021. This can be achieved only by taking some strict measures such as adopting clean and renewable energy, prioritising public transport over private vehicles, and fuel-efficient vehicles with the latest technologies. Hence, scrapping of 15-year-old and unfit vehicles is a good move,” said Akshay Heblikar, director, of Eco-Watch.
Sharing details on the different types of gases emitted by vehicles that are harmful to humans and the environment, Heblikar said, “Carbon dioxide (CO2) is one of the primary constituents of the vehicle’s tailpipe emissions. Motor vehicles are estimated to contribute nearly 24 per cent of the world’s direct CO2 emissions. While these may not pose any immediate health hazard, their increasing build-up catalyses global warming, furthering climate change. Carbon monoxide (CO) affects the body’s ability to absorb oxygen. Studies have found that CO2 emissions fell by 86 per cent during the COVID-19 lockdown due to restrictions on vehicular movement. The transport sector contributes to a third of India’s Particulate Matter (PM) pollution.”
In addition to reducing emissions, scrap material from old vehicles becomes a cheap raw material alternative for the steel industry. Using scrap metal from old vehicles helps create a circular economy and boosts the steel industry, he explained.
Scrapping old and unfit vehicles will certainly help in reducing vehicular emissions that are a threat to the environment. It will also help save a lot of fuel as new vehicles have better technologies and are more fuel-efficient. The cost and resources of maintaining old vehicles is much higher than new ones, he said. “Not all old vehicles are ‘unfit’. Many vehicles which are well maintained with emissions under control need not be scrapped,” Heblikar added.
While the intent of taking unfit and polluting vehicles off the roads is laudable, the goal must be to move towards fewer motor vehicles and a truly green future. Like in France, vehicle owners can be given incentives to get electric bicycles instead of buying new cars, said urban mobility expert Shreya Gadepalli.
“The electric bicycle industry, which has thus far languished in comparison to electric two-wheeler players due to lack of good incentives, will get a strong fillip if such a scheme is instituted. Electric bicycles are a lot greener than electric scooters and cars, and come with added health benefits,” she said.
A reliable, comfortable and affordable bus service that can take anyone anywhere they want, whenever they want, is the need of the hour. This will encourage people to scrap their old vehicles and live car-free lives, she added.
Director of the Institute of Social and Economic Change (ISEC) Prof D Rajasekhar said the primary motive of scrapping vehicles is to encourage buying of new cars and making space for new vehicles to enter the market. “There is no doubt this will stimulate automobile market sales. Along with benefiting the automobile sector, it is expected to deliver economic benefits to the citizens, including job creation. The government can expect an increase in tax revenue and economic growth,” he said.
The scrapping policy will adversely affect the used car market, as the cost of a car will fall drastically close to its age of scrapping, and people will prefer newer ones. For instance, a 10-year-old car that is sold in the second-hand market for Rs 2 lakh might come down to Rs 1 lakh after vehicle scrapping picks up pace.
The impact of scrapping old and unfit vehicles, reduction in pollution and other factors need assessment. Vehicle scrapping is likely to benefit densely populated cities like Bengaluru and districts like Kalaburagi or Kodagu, where people will continue to use their old vehicles. Further, scrapping of vehicles is likely to be high in bigger cities where disposable income is high and people would opt for new vehicles, Rajasekhar said.
He said vehicle owners would prefer to sell to people in villages, instead of scrapping, if the sale fetches them more money than the incentive offered (Certificate of Deposit). For instance, if an old vehicle fetches Rs 1 lakh in the second-hand market, and the incentive for the same vehicle is around Rs 10,000, the choice would be to sell it rather than scrap it.
Criteria for scrapping vehicles
- Vehicles which have not renewed Certificate of Registration (RC) and which fail the fitness test
- Are 15 years old and above, owned by the govt/PSUs/govt agencies/autonomous councils etc
- Damaged due to fire, riot, natural disaster, accident or any calamity, following which the registered owner self-certifies it as scrap
- Manufacturing rejects, test vehicles, prototypes, vehicles damaged during transportation from vehicle original equipment manufacturer to dealers, unsold or unregistered vehicles as may be certified by the vehicle original equipment manufacturer
- Auctioned, impounded or abandoned vehicles by any enforcement agency
- Any other vehicle voluntarily offered to a Registered Vehicle Scrapping Facility for scrapping by the owner
Fitness test
All commercial vehicles should mandatorily take up the fitness test at the Automated Testing Station at RTOs every year when their registration has to be renewed. If the vehicle fails the test, it will be sent for scrapping. For fear that their vehicles will be crushed of they do not pass the fitness test, commercial vehicle owners are likely to invest in higher maintenance, which is expected to keep emissions under control.
All private vehicles must go for re-registeration to their RTOs after completing 15 years, and undergo a fitness test. If they clear the test, registration will be renewed for another five years and the same process will have to be repeated every five years.
Finding your RVSF
According to Karnataka’s Registered Vehicle Scrapping Policy, 2022, initially there should be at least one RVSF centre at the divisional level. Permission has been granted to Mahindra to set up one centre at Devanahalli. Permission to set up two more centres, in Tumakuru and Koppal, will be granted soon, according to transport officials. People can search for their nearby RVSF on the Vaahan portal.
Process before scrapping
- Citizens can take vehicles to RVSF, after ensuring there are no police cases, traffic fines or other litigation against them
- RVSF will apply to RTO for de-registration of the vehicle
- Once approved by RTO, the vehicle will be scrapped and the owner will get a Certificate of Deposit (CoD), followed by a Certificate of Vehicle Scrapping to certify the vehicle is scrapped
At the RVSF
- The vehicle is scrapped in an eco-friendly process, including hazardous wastes
- Each component, like tyres, glass, plastic, grease, oil, metal etc. will be separated and recycled/disposed of
Using CoD for tax concession
- CoD is the evidence of transfer of ownership of the vehicle
- It is a necessary and sufficient document for the owner to avail of incentives and benefits for the purchase of a new vehicle, as may be declared from time to time by the government
- Citizens can get a new vehicle registered against submission of CoD. According to the Registered Vehicle Scrapping Policy of Karnataka 2022, the concession in motor vehicle tax shall be equivalent to 25 per cent of the tax paid on scrapping vehicles in case of non-transport vehicles, and 15 per cent in case of transport vehicles in the state
- This concession shall be available for up to 8 years in the case of transport vehicles, and up to 15 years in the case of non-transport vehicles; unused CoD can be traded
Scrapping of govt vehicles
There are nearly 15,000 government vehicles that are over 15 years old and should be scrapped. As these vehicles are attached to crucial departments like fire services, police, Bangalore Water Supply and Sewerage Board, scrapping them in one go will affect regular services. Officials have appealed to MoRTH to allow the scrapping of government vehicles in a phased manner, said Yogeesh.
Asian Games: Indian women’s kabaddi team routs Nepal, makes fourth successive final
HANGZHOU: Two-time former champions India stormed into their fourth successive final of the Asian Games with a commanding 61-17 win over Nepal in the women’s kabaddi event here on Friday.
India, the last edition’s runners-up, faced little challenge from their rivals and led 29-10 at half time with Pooja Hathwala and Pushpa Rana spearheading the raids.
For India, Jharkhand youngster Akshima who was making her Asian Games debut was also impressive, making successful raids and earning two touch points.
The Indian men’s team, which finished with a bronze medal in the 2018 edition, will take on Pakistan in the semifinal later in the day
Karnataka briefs central team on ‘green drought’
BENGALURU: The Karnataka government on Thursday requested the inter-ministerial central team to consider the ‘green drought’ prevailing in the state and urged that the assessment be made based on factors like crop growth and yield. The 10-member team is on a visit to Karnataka to take stock of the drought situation and assess crop loss. Karnataka Revenue Minister Krishna Byre Gowda said that the government has urged the team to reconsider existing drought norms, especially for small and marginal farmers.
Speaking to the reporters after the meeting with the central team, Gowda said that the rain deficit in the state is 28 per cent since June. Severe shortage of rain in June and August has hit farming affecting crops, he said. “In some places, there is green cover, but the yield has come down. We have informed the team of this green drought which is unusual, and urged them to check this during their field visit,” Gowda added.
Green drought is when the vegetation may appear green on the top, but there is stunted growth and soil moisture stress for more than a month impacting yield drastically. This phenomenon is particularly problematic because it can be challenging to detect and monitor. Gowda said the height of a tur plant, which is still green, has come down to 2.5ft as against the normal 5ft. “The yield has fallen. Usually, each bunch of green gram will have 200 gm yield. This has come down to 50 gm now,” he said.
He also said that the State Government officials along with scientists from the University of Agricultural Sciences will accompany the central teams. The State Government earlier had declared 195 taluks as drought-hit, including 34 taluks as moderate drought-hit. On September 22, the state cabinet approved the drought memorandum and it was submitted online to the Centre on the same night, he said, adding that of the remaining 41 taluks, 32 received less rain.
“As per Central guidelines, about 15 taluks may be eligible to be drought-hit. So, on Monday the cabinet subcommittee will meet again and send the second list of about 15 taluks for ground verification, as part of the process to declare them as drought-hit,” he added.
He also said though there are 15 states that are facing drought, only Karnataka has declared drought and approached the Centre so far. “Though our actual loss is estimated to be close to Rs 30,000 crore, as per central norms, Karnataka has sought Rs 4,860 crore,” he said. Karnataka Agriculture Minister N Chaluvarayaswamy, Cooperative Minister Rajanna and others were present.
Satisfied that we protected crops of our farmers, says DKS
Deputy Chief Minister D K Shivakumar here on Thursday claimed that the Congress government has protected standing crops in the state despite witnessing a distress year. Speaking to reporters here, he said Karna-taka needs 106 tmcft of water but only has 56 tmcft in the reservoirs in the Cauvery basin.
“The rain in the last couple of days helped increase inflow into the dams. But now it is decreasing. We have protected the standing crops. It is a matter of satisfaction. Drought has been declared in the state and we have advised farmers not to sow any crops in the near future. It is likely to rain again next month. This is a distress year,” he said. Reacting to murmurs about the CM not defending him over the Cauvery issue, Shivakumar said that as water resources minister he has been defending himself.

Asian Games: India crush Bangladesh to enter final of men’s cricket
HANGZHOU: Title favourites India confirmed a medal in men’s cricket competition with a crushing nine-wicket win over Bangladesh to storm into the final of the Asian Games here on Friday.
India skipper Ruturaj Gaikwad’s decision to field first after winning the toss was vindicated by his bowlers, who produced a disciplined effort to restrict Bangladesh to a below-par 96 for nine.
India lost the talented Yashasvi Jaiswal for zero in the very first over but that was the only success Bangladesh had as skipper Gaikwad (40 not out off 26 balls; 4×4, 3×6) and Tilak Varma (55 not out; 26b; 2×4, 6×6) sealed the win with 64 balls to spare in the T20I match.
Rising allrounder Varma, who struck a 25-ball fifty, had an emotional celebration after reaching the milestone when he lifted his shirt to reveal a tattoo dedicated to his parents.
India will take on the winners of Pakistan and Afghanistan in the gold medal clash on Saturday.
Sai Kishore was the most successful bowler for India as he finished with excellent figures of 3/12 from four overs, while Washington Sundar also bowled impressively to end with a tidy 2/15 in his full quota of overs.
There was a wicket apiece for Arshdeep Singh, Tilak Varma, Ravi Bishnoi and Shahbaz Ahmed.

Rise in number of women judges a nationwide trend says CJI Chandrachud, calls it happy news
NEW DELHI: Chief Justice of India (CJI) D Y Chandrachud on Friday referred to the significant increase in the number of women judicial officers and said it was a countrywide trend.
At the outset of the proceedings, the CJI said, “We wish to share some happy news. Here in the back row (in the courtroom), we have 75 judges from the civil judge junior division from Maharashtra. Out of a batch of 75 judges, 42 are women and 33 men.”
“This is a trend happening across the country. There are more women judges in numbers,” the CJI, who was sitting on a bench with Justices J B Pardiwala and Manoj Misra, said.
Justice Chandrachud said he would meet the judicial officers, including the women judges, during the lunch hour.
Some lawyers, including senior advocate Dushyant Dave, asked the CJI to take steps to raise the number of women judges in the apex court.
“The appointments made today are a reflection of the bar 15 years ago,” the CJI said.
Recently, former Supreme Court Bar Association (SCBA) president and senior lawyer Vikas Singh wrote a letter to the CJI, underscoring the need for allocating one-third of the judges’ positions to women in higher judiciary.
He referred to the passage of a Bill in Parliament, reserving one-third of seats for women in the Lok Sabha and state assemblies.
The high courts of Patna, Uttarakhand, Tripura, Meghalaya and Manipur do not have a single woman judge and there are 103 women judges in the 20 remaining high courts as against 670 male judges, Singh, a three-time president of the SCBA, wrote in his letter to the CJI.
India record best-ever medal haul at Asian Games
Hangzhou : The Indian contingent on Wednesday registered its best-ever medal haul at the Asian Games by going past the previous edition’s tally of 70 here.
India’s previous-best medal haul had come at the 2018 Asian Games in Jakarta and Palembang, when the country’s athletes returned with 70 medals, including 16 gold, 23 silver and 31 bronze.
Indian race walkers Manju Rani and Ram Baboo fetched a bronze medal in the 35km mixed race walk event early on Wednesday to help India match the 2018 Jakarta Games’ performance.
Compound archers Ojas Deotale and Jyothi Surekha Vennam then grabbed India’s 71st medal when they won the mixed team gold medal.
“It is with great pleasure that I would like to state that India has forged its impression with the best ever medal haul in the Asian Games by crossing the 70 mark in medals tally and there are more to come,” India’s chef de mission Bhupender Singh Bajwa said.
India has sent its largest-ever contingent with an aim to cross the 100-medal mark at the continental showpiece.
‘Aab ki Baar, Sau Paar’ (which translates to crossing 100 medals this time) has been India’s catch line for the Hangzhou Games.
India currently have 16 gold, 26 silver and 29 bronze medals with over four days of competition still left.
