RBI asks Patym Payments Bank customers to shift to other banks by March 15

Mumbai: The RBI on Friday advised customers as well merchants of Paytm Payments Bank Ltd (PPBL) to shift their accounts to other banks by March 15, giving 15 more days to the beleaguered entity to close most of its operations, including deposit and credit transactions.

The earlier deadline was February 29, 2024, which the RBI has extended by 15 days keeping in view the interest of customers (including merchants) of PPBL who may require a little more time to make alternative arrangements and in the larger public interest.

The RBI also said withdrawal or utilisation of balances by PPBL customers from their accounts, including saving bank accounts, current accounts, prepaid instruments, FASTags, National Common Mobility Cards will be permitted without any restrictions, up to their available balance even beyond March 15.

The central bank has also issued a list of 30 Frequently Asked Questions (FAQs), for the convenience of customers of PPBL, and the general public at large.

“After March 15, 2024, you (PPBL customers) will not be able to deposit money into your account with Paytm Payments Bank. No credits or deposits other than interest, cashbacks, sweep-in from partner banks or refunds are allowed to be credited,” the FAQs said.

It further said: “It is suggested that you make alternative arrangements with another bank before March 15, 2024 to avoid inconvenience”.

The existing deposits of PPBL customers maintained with partner banks can be brought back (sweep-in) to the accounts with PPBL, subject to the ceiling on balance (Rs 2 lakh per individual customer at the end of day).

Such sweep-ins for the purpose of making available the balances for use or withdrawal by the customer will continue to be allowed. However, no fresh deposits with partner banks through PPBL will be allowed after March 15, 2024.

Salaries and pensions too will not be credited in PPBL accounts after March 15. Those customers paying EMIs or OTT subscriptions through PPBL too need to make alternative arrangements.

According to the FAQs, those having wallet with PPBL can continue to use money from the wallet after March 15, 2024 up to the balance available in the wallet.

On FASTags, the RBI’s FAQs said one can continue to use them to pay toll up to the available balance.

“However, no further funding or top-ups will be allowed in the FASTags issued by Paytm Payments Bank after March 15, 2024,” it said, and advised the customers to procure a new FASTag issued by another bank before March 15, 2024 to avoid any inconvenience.

For merchants who accept payments using Paytm QR code, Paytm soundbox, Paytm POS terminal linked to PPBL account or wallet, the RBI said they will not be able to avail the service after March 15, and should look for other alternatives.

“In order to avoid any inconvenience or disruption, it is suggested that you (merchant) may obtain a fresh QR code linked to an account with another bank or wallet to receive payments,” it said.

They may also change your bank account details (in which you receive payments) through your service provider.

However, it said if the Paytm QR code, Paytm soundbox or Paytm POS terminal are linked to another bank account, the arrangement will continue even after March 15.

“If your receipt and transfer of funds is linked to any bank account other than Paytm Payments Bank, you can continue to use this arrangement even after March 15, 2024,” the RBI said.

Meanwhile, Vijay Shekhar Sharma, Paytm founder and CEO, in a post on X said: “Paytm QR, Soundbox and EDC (card machine) will continue to work like always, even after March 15…Do not fall for any rumour or let anyone deter you to championing Digital India!”.

In March, 2022, the RBI had barred PPBL from onboarding new customers with immediate effect.

One97 Communications Ltd (OCL) , which owns Paytm brand, holds a 49 per cent stake in PPBL, but classifies it as an associate and not as a subsidiary.

The central bank further said settlement of all pipeline transactions in nodal accounts (in respect of all transactions initiated on or before February 29, 2024) will be completed by March 15, 2024 and no further transactions will be permitted thereafter.

However, the RBI added the nodal accounts of OCL and Paytm Payments Services Ltd maintained by PPBL are to be terminated at the earliest, in any case not later than February 29, 2024.

Nitish Kumar begged for forgiveness before Lalu, Rabri prior to dumping BJP in 2022: Tejashwi Yadav

Mohania (Bihar): RJD leader Tejashwi Yadav on Friday claimed that Bihar Chief Minister Nitish Kumar had “begged for forgiveness for past betrayals” before his parents, party supremo Lalu Prasad and ex-CM Rabri Devi, before they allied with the JD(U) president in 2022.

Yadav, who lost the Deputy CM’s chair last month when Kumar abruptly went back to the BJP-led NDA, made the claim at a rally in Mohania, in the state’s Kaimur district, which was organised as part of former Congress president Rahul Gandhi’s Bharat Jodo Nyay Yatra.

Breaking into the local dialect Bhojpuri, the young RJD leader said, “Nitish ji had, after begging for forgiveness, told my parents that the BJP was trying to split his party and wean away his MLAs”.

Kumar dumped the BJP and joined the RJD-led Mahagathbandhan in 2022.

The RJD leader added: “We were initially not very inclined towards trusting him again. But there were talks with leaders across the country, all of whom were of the opinion that in the larger interest of the fight against BJP, we should agree. So we made a sacrifice”.

Calling his ex-boss “a tired Chief Minister”, the RJD leader said he is proud that in just 17 months the Mahagathbandhan made him give government jobs on an unprecedented scale.

“He (Kumar) had earlier mocked me by asking whether I would use my father’s money to pay them salary. But I had told him that our support to his government would require him to help us fulfil the promise of 10 lakh government jobs that I had promised to the people ahead of the 2020 assembly polls,” Yadav said.

Yadav claimed the Mahagathbandhan would have won the assembly polls, but for manipulations by the administration, which worked overtime to ensure that its candidates were shown defeated by margins of as low as 12 votes.

Fishing in troubled waters of the NDA, which Kumar has joined claiming he was there “for ever” even as the BJP has made it clear that it will not give up its ambition to form its own government in Bihar, Yadav said, “Now that Nitish ji is back with the BJP, there is no guarantee that he will not make a flip-flop again”.

Cries of “palturam (Mr turncoat)” emanated from the crowds, even as the RJD leader added that he had said in the assembly that Prime Minister Narendra Modi prides himself on his guarantees, but even he cannot guarantee that Nitish Kumar will not do another volte-face”.

Yadav’s averment came close on the heels of his father making it clear that the RJD’s “doors were always open” for Kumar, causing an indignant JD(U) to retort: “The famed padlock of Aligarh has now been placed on the doors”.

The young RJD leader added: “We asked the chief minister to at least explain why he was turning his back on us. But he could give no reason. We wonder if he is afraid of ED and CBI”.

Earlier, at a farmers’ congregation (Kisan Mahapanchayat) in the adjoining district of Rohtas, Yadav took potshots at Prime Minister Narendra Modi for paying no heed to the demands of cultivators who were staging a protest in Delhi.

“He does not have even two minutes to spare for the farmers. But he has time for Priyanka Chopra”, said Yadav, in an apparent reference to the Prime Minister’s meeting with the Bollywood star a few years ago.

Yadav also referred to his inability to join Gandhi in the first phase of Bharat Jodo Nyay Yatra’s journey through Bihar last month.

“On one day, my father was made to appear before the ED and on the next day it was my turn. But we are not the ones who will be cowed down by such things,” he said.

Yadav had also joined Gandhi for a roadshow in Sasaram where, upon the former Congress president’s beckoning, he took to the wheel of the car for a brief while.

The Congress hailed the presence of the young RJD leader, sharing the video of Yadav behind the steering wheel with the slogan “Hum INDIA waale”, borrowed from a Bollywood song to signify that the opposition bloc was in high spirits, recent setbacks notwithstanding.

Unit to be formed to tackle fake news stringent action against rioters: CM Siddaramaiah

Bengaluru: An Information Disorder Tackling Unit will be formed in collaboration with the Information Technology and Biotechnology department to take stringent action against those who create insecurity and fear in society by spreading fake news, Chief Minister Siddaramaiah said on Friday.

Presenting the 2024-25 budget in the legislative assembly, the chief minister also said that the state government will initiate stringent action against those who engage in riots.

“As described by Rashtrakavi Kuvempu, our state Karnataka is a garden of peace for all communities,” Siddaramaiah said. “For hundreds of years, people belonging to different religions, languages, cultures and communities have been living in harmony in this land. Therefore, our government will initiate stringent action against those who engage in riots in the name of caste, religion and language.”

On the Information Disorder Tracking Unit, he said a special cell unit will be formed in the Home department which would be empowered to take suitable legal action against those who create insecurity and fear in society by spreading fake news.

In the wake of increasing cases of fake news and other cybercrime cases, 43 CEN (Cyber, Economic and Narcotics) police stations will be upgraded with a view to strengthening cybercrime branch in the state to investigate and take effective action against those who deceive innocent people, the chief minister said.

Artificial intelligence software, baggage scanners and other state-of-the-art equipment will be procured at a cost of Rs five crore to ensure the smooth administration and security of all prisons of the state.

High-security prisons will be constructed in Shivamogga district at a cost of Rs 100 crore, he added.

To increase efficiency of the Fire and Emergency department, one per cent cess will be levied on property tax of newly constructed multistoried buildings according to the Karnataka Fire Force Act, 1964.

Under the Police Gruha-2025 scheme, 1,128 police quarters have been constructed so far and the construction work of 2,956 police quarters is under progress at a cost of Rs 800 crore. Rs 200 crore will be provided for the year 2024-25 for this project.

“Own buildings will be constructed for the police stations and offices that don’t have buildings at a cost of Rs 30 crore, and necessary equipment and software will be provided to strengthen mobile forensic and audio-visual branch of Forensic Science Laboratories at the cost of Rs 10 crore,” the CM added.

DGCA issues show cause notice to AI over incident involving 80-year-old passenger at Mumbai airport

New Delhi: Aviation regulator DGCA on Friday issued a show cause notice to Air India regarding the incident of an 80-year-old passenger who collapsed and later died after walking from a plane to the terminal at the Mumbai airport as he did not get a wheelchair.

The Directorate General of Civil Aviation (DGCA) had sought a report from Air India on the incident.

On Friday, DGCA said it has issued a show cause notice to Air India for not complying with the provisions of the relevant Civil Aviation Requirements (CAR). The airline has been asked to give its response in seven days.

In the wake of the incident, the regulator has also directed all airlines to ensure that an adequate number of wheelchairs are available for passengers who require assistance during embarking or disembarking from the aircraft during their journey.

ISRO successfully brings down Cartosat-2 to Earth's atmosphere 17 years after its launch

Bengaluru: Cartosat-2, ISRO’s first satellite in the second generation of high-resolution imaging satellites launched 17 years ago, has been brought down from space to the earth’s atmosphere, an official of the space agency said on Friday.

“The satellite entered the earth’s atmosphere at 3.48 pm IST on February 14 over the Indian ocean. Either it would have burnt out or its leftovers might have fallen in the sea, which we may not be able to find,” the official said.

According to ISRO, the satellite was launched on January 10, 2007. It weighed 680 kg at launch and operated in a sun-synchronous polar orbit at an altitude of 635 km.

Until 2019, it provided high-resolution imagery for urban planning, ISRO said in a statement.

“Initially, Cartosat-2 was expected to take about 30 years to naturally de-orbit. However, ISRO opted to lower its perigee using leftover fuel to comply with international guidelines on space debris mitigation,” it said.

“This exercise involved reducing collision risks and ensuring safe end-of-life disposal, following recommendations from organisations like the United Nations Committee on the Peaceful Uses of Outer Space (UN-COPOUS) and the Inter-Agency Space Debris Coordination Committee (IADC),” ISRO said.

ISRO said its System for Safe and Sustainable Space Operations (IS4OM) team at ISRO Telemetry Tracking and Command Network (ISTRAC) predicted Cartosat-2’s atmospheric re-entry for February 14.

“Electrical passivation was completed on February 14th, and tracking continued until re-entry. The final telemetry frames confirmed successful passivation, with the satellite reaching about 130 km altitude,” ISRO said.

This exercise provided an opportunity to assess indigenous tracking capabilities, with the multi-object tracking radar at the spaceport of Sriharikota utilised for tracking.

“The final prediction placed Cartosat-2’s re-entry over the Indian Ocean at 10:18 UTC / 3:48 pm IST on February 14, 2024. Analysis indicated that all major spacecraft components would demise (sic) during atmospheric re-entry,” ISRO said.

According to the space agency, Cartosat-2’s successful de-orbiting at its end-of-life represents a significant step for ISRO in ensuring the long-term sustainability of outer space activities.

London: Unwilling to jeopardise its cordial relationship with the all-powerful BCCI, the England and Wales Cricket Board (ECB) has rejected a lucrative 10-year buy-out offer of their franchise-based property ‘The Hundred’ from former IPL commissioner Lalit Modi, the Daily Telegraph reported. 

Modi received a life ban from the BCCI in 2013 for “serious misconduct and indiscipline” related to bids for two new IPL franchises in 2010. Modi left India and has been living in London since then.

Modi had planned the competition in peak English summer between July 1-August 15.

“Modi’s representatives met with Vikram Banerjee, the England and Wales Cricket Board’s director of operations, who is de facto head of the Hundred, and chief executive Richard Gould to lay out a 10-year offer to buy the Hundred and fund it through private investment. However, the ECB will not be pursuing talks with Modi,” the British daily reported.

The ECB isn’t ready to completely let go its ownership on their flagship property but also at the same time is worried about potential pitfalls of a partnership as “dealing with Modi would jeopardise its relationship with the BCCI.”

It must be noted that the ECB had received a similar offer from the Bridgepoint Group worth GBP 400 million for a 75 per cent stake in ‘The Hundred’.

“At the time, Richard Thompson, the ECB’s chairman, said he would only consider offers of a “few billion” and since then the ECB has pursued a strategy of selling equity in the teams, with the board retaining ownership of the competition,” the newspaper further reported.

Modi told Telegraph Sport that “he has lined up investors willing to pump money into a 10-team tournament but told the ECB the Hundred format does not work and should be converted into a Twenty20 competition instead.”

The team purse as per offer sheet would have been USD 10 million per season (roughly INR 83 crore to IPL’s INR 95 Cr).

Modi’s estimated valuation of the competition was earmarked at USD 100 million a year over 10 years.

In fact, the former IPL czar had advised ECB not to invite more than two IPL franchises to own teams.

His mantra was “franchises should be English owned and English run with minimal input from India.”

Modi had been in touch with English cricket establishment for the past 18 months and wanted to make it second biggest league after IPL.

“I would give them a guarantee of a billion dollars,” Modi told Telegraph Sport.

“A lot of people have been in touch with me interested in backing it and I made a proposal to the ECB but it had a lot of conditions. The Hundred format does not work and there should only be two franchises sold to Indian buyers. It will only work if it is an English competition and not Indo-centric,” he said.

The ECB believes it can raise GBP 100 million from selling equity (shares).

Haryana Police use tear gas on farmers at Shambhu border

Chandigarh, Feb 16: Haryana Police on Friday fired tear gas shells to disperse protesting farmers when they moved towards the barricades at the Shambhu border near Ambala, a day after talks between Union ministers and farmer leaders remained inconclusive.

The fresh confrontation comes on the fourth day of the farmers’ ‘Delhi Chalo’ march, called by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha, to press the government to accept their demands, including a legal guarantee of minimum support price (MSP) for crops.

Amid the impasse, the Union ministers and farmer leaders will meet on February 18 for the fourth round of talks. The two sides met on February 8, 12 and 15 as well but those talks remained inconclusive.

The Haryana Police on Friday released a series of video clips of several farmers purportedly pelting stones and attempting to provoke the security personnel at the Shambhu border.

In its post on X, the police asserted that “ruckus” cannot be allowed under the guise of the farmers’ movement. They said that 25 security personnel — 18 of Haryana Police and seven paramilitary force jawans — were injured in these clashes.

In one of the videos shared by the Haryana Police on X, many young protesters with faces covered could be seen hurling stones at the security personnel. In another video, protesters could be seen collecting stones to throw at the security personnel.

Meanwhile, farmer leaders spearheading the ‘Delhi Chalo’ call claimed that the Haryana security personnel used “force” against protesters by hurling tear gas shells and firing rubber bullets at them, leaving many injured.

Farmer leader Sarwan Singh Pandher accused the Centre of trying to “suppress” the voices of the protesters, claiming social media accounts of farmers and YouTubers have been suspended.

The farmers from Punjab began their march to Delhi on Tuesday but were stopped by security personnel at Shambhu and Khanauri points on Punjab’s border with Haryana. The protesters have stayed put at the two border points since then.

On the fourth day of the protest, a 63-year-old farmer, who was among the protesters at the Shambhu border, died of a heart attack on Friday.

According to officials, Gian Singh, from Punjab’s Gurdaspur district, complained of chest pain in the morning and was taken to the Civil Hospital in Punjab’s Rajpura. From there, he was rushed to Rajindra Hospital in Patiala where doctors declared him brought dead.

Talking to reporters on Friday, Pandher said that during the meeting with Union ministers a day ago, “we raised the issue of the suspension of Internet and Twitter (now X) handles of farmer leaders”.

Also alleging that the government has suspended the accounts of around 70 YouTubers who were showing the farmers’ protest, he said it appears “the government wants to suppress our voice.”

Pandher said that during the talks, they raised the issue of the use of “force” against farmers by the paramilitary personnel who fired tear gas shells at the protesters. He claimed that around 70 farmers have sustained serious injuries.

The farmer leader said the talks with the Union ministers were held in a positive atmosphere and various demands of the protesters, including a law on MSP and debt waiver, were discussed.

The government said they wanted to continue talks, Pandher said, adding that their ‘Delhi Chalo’ call still stands and the protesters were staying put at the Punjab-Haryana border so that a solution emerges through talks.

On Thursday, Pandher said during the meeting with ministers they raised the issue of tear gas shelling by the paramilitary forces on farmers at the Shambhu and Khanuri border points. He said they showed the shells to the ministers during the meeting.

Farmer leader Jagjit Singh Dallewal demanded the release of farmers who were either arrested or detained by the Haryana police.

Union Agriculture and Farmer Welfare Minister Arjun Munda, Commerce and Industry Minister Piyush Goyal and Minister of State for Home Affairs Nityanand Rai represented the Centre at Thursday’s meeting. Punjab Chief Minister Bhagwant Mann and Finance Minister Harpal Singh Cheema also joined the meeting.

After the five-hour-long talks on Thursday night, Munda said, “We will find a solution by sitting together.”

Meanwhile, farmers owing allegiance to different factions held demonstrations at several places in Punjab and Haryana in response to a call for a ‘Bharat Bandh’ by a farmers’ body, causing inconvenience to commuters.

Though there was a partial response to the bandh in Haryana, markets and commercial establishments at several places in Punjab remained shut. Protesters blocked national highways in Punjab’s Pathankot, Tarn Taran, Bathinda and Jalandhar. They also laid siege to several toll plazas in both the states.

In Haryana’s Hisar, bus services of the state roadways remained paralysed as the Haryana Roadways staff supported the call for ‘Bharat Bandh’. Punjab Roadways, Punbus and PRTC Contract Workers’ Union also supported the bandh call while private operators did not ply buses.

Besides a legal guarantee of MSP, the farmers are demanding the implementation of the Swaminathan Commission’s recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and “justice” for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013, and compensation to the families of the farmers who died during a previous agitation in 2020-21.

JEE aspirant from J’khand dies after suddenly falling ill in PG room family demands impartial probe

Kota (Rajasthan): A Joint Entrance Examination (JEE) aspirant from Jharkhand was brought dead to a city hospital after he suddenly fell ill while chatting with friends at his paying guest accommodation, police on Friday said.

The 18-year-old boy, a student of class 12, appeared in the JEE-Mains exam held recently and scored good marks, Deputy Superintendent of Police Bhawani Singh said.

Parneet Roy, a resident of Jamshedpur in Jharkhand, was chatting with his friends in their room at the paying guest accommodation facility here late Thursday night when he fell ill, the police officer said.

The friends made him rest for a bit and called his family members but when his condition worsened, they called an ambulance and took him to a nearby hospital where the doctors declared him dead, he said.

According to DSP Singh, the boy was reportedly not suffering from any major disease, however, he had a cold and cough.

An autopsy was underway at the city’s MBS hospital and the report was awaited, he said.

The DSP said that the boy’s father, who reached Kota on Friday morning, requested for delay in the post-mortem until the other members of his family arrive.

The exact reason of the death would be clear only after the autopsy report, he added.

Speaking to the media outside the mortuary on Friday afternoon, the boy’s father Rajiv Ranjan Roy said that his son was a brilliant student and qualified the recent JEE-Mains exam with 98 percentile, and was sure of admission in IIT Mumbai.

The boy’s father said that his son never suffered from any disease and he would speak to him daily. He added that he, however, didn’t speak to his son on Thursday.

The boy’s father said that his son would some times speak of pressure of studies in the coaching institute but he was very strong and could never commit suicide.

He added that he demanded an impartial investigation to ascertain the actual cause of his son’ death.

The boy’s father said that his son was in Kota for two years and was promoted to the upper batch for outstanding performance in his test in the coaching institute in class 11.

Kuwait dissolves parliament as political crisis persists

KUWAIT: Kuwait dissolved parliament on Thursday after a protracted stalemate between cabinet ministers and lawmakers dragged on despite the accession of a new emir in December.

The official KUNA news agency said a “royal decree was issued to dissolve the national assembly” elected last June following a proposal by the prime minister that was approved by cabinet.

The royal decree carried by KUNA accused parliament of constitutional violations, including using “offensive and inappropriate” language.

The announcement came after ministers boycotted a parliamentary session on Wednesday in objection to a speech delivered by one lawmaker.

The speech by Abdul Karim al-Kandari referred to criticism of the cabinet as well as parliament levelled by the country’s new emir Sheikh Meshal al-Ahmed al-Sabah.

Cabinet ministers interpreted the remarks as an insult to the emir, who demanded improvements from the country’s executive and legislative branches in his inaugural speech in December.

Kuwait suffers from constant standoffs between elected lawmakers and cabinets installed by the ruling Al-Sabah family, which maintains a tight grip on political life, despite a parliamentary system in place since 1962.

The deadlocks have prevented lawmakers from passing reforms to diversify the economy, while repeated budget deficits and low foreign investment have added to the air of gloom.

In his inaugural speech, the emir rebuked parliament and the cabinet for failing to fulfil their “national obligations”, while accusing them of harming the interests of the state and its people.

Debutant Jurel at the crease as India reach 388/7 at lunch on day two of third Test

RAJKOT: India reached 388/7 in their first innings at lunch on the second day of the third Test against England here on Friday.

Ravichandran Ashwin and debutant Dhruv Jurel were batting on 25 and 31 respectively at the break.

India resumed the second day’s play on their overnight score of 326/5 with Ravindra Jadeja and night-watchman Kuldeep Yadav at the crease.

Both Jadeja and Kuldeep, however, got out at the start of the day with Joe Root and James Anderson accounting for the two wickets.
