Rare Tibetan brown bear sighted in Sikkim

Gangtok: A rare Tibetan brown bear species has been found roaming in the high altitude areas of North Sikkim, officials of the state’s Forest and Wildlife Department said on Sunday.

Camera traps captured the bear (scientific name: Ursus arctos pruinosus) with its characteristic yellowish scarf-like collar that broadens from the shoulders to the chest in Mangan district last month.

This rare bear is very different from the more commonly found Himalayan black bear in terms of its appearance, habitat and behaviour, the officials said.

The omnivore lives in high-altitude alpine forests, meadows and steppe above 4000 m and feeds on marmots and alpine vegetation.

“The discovery of a rare Tibetan brown bear marks a significant moment for biodiversity in the region and underscores the importance of preserving and protecting the state’s precious wildlife,” an official said.

The Tibetan brown bear, also known as the Tibetan blue bear, is one of the rarest subspecies of bears in the world, and is rarely sighted in the wild. Only a few were sighted from Nepal, Bhutan and the Tibetan plateau.

With assistance from Lachen Dzumsa, a traditional socio-political institution of North Sikkim, a forest and wildlife department team set up camera traps in high altitudes of Mangan district and captured this elusive bear.

Odisha: 28-year-old man dies while playing cricket

Baripada: A 28-year-old man died while playing cricket in Odisha’s Mayurbhanj district on Sunday, police said.

Bikash Kar, a resident of Manatri in Baisinga police station area, suddenly fell unconscious on the ground while a cricket match was underway, they said.

The cricket match was going on at the Manatri mini stadium, they added.

He was immediately taken to the hospital where doctors declared him dead.

The reason behind his death is yet to be ascertained, police said.

The body was sent to the PRM Medical College and Hospital in Baripada for postmortem examination.

A case of unnatural death was registered and an investigation is underway, police said.

Uttarakhand likely to be first state to implement UCC says Rajnath Singh

Lucknow: Defence Minister Rajnath Singh on Sunday said Uttarakhand is likely to become the first state in the country to implement a Uniform Civil Code.

A Uniform Civil Code (UCC) for Uttarakhand was one of the major poll promises made by the BJP in the run-up to the state assembly elections held in 2022.

Addressing a gathering at the “Uttarayani Kauthik” programme organised by people who hail from Uttarakhand, Rajnath Singh said, “I think if some state is going become first in implementing uniform civil code, it will be Uttarakhand.”

He, however, did not elaborate on this.

After being voted to power for a second consecutive term, Uttarakhand Chief Minister Pushkar Singh Dhami gave his nod to setting up a committee headed by retired Supreme Court Judge Ranjana Prakash Desai to draft the UCC at the very first cabinet meeting headed by him.

Addressing the “Uttarayani Kauthik” event in Lucknow, the Union Defence minister said Uttarakhand is not only the land of gods and brave people but is now also being recognised as the land of development. The state has made remarkable progress in the last five years, he said.

Referring to the relations between Uttar Pradesh and Uttarakhand, he said, “After Uttarakhand was carved out of Uttar Pradesh, there was bitterness in the relationship between the two states for some time. But this was never seen among the people.”

Singh said even 10 years after Telangana was carved out of Andhra Pradesh, there are many unresolved issues between the two states. But after the division of Uttar Pradesh, such issues did not happen, he said.

“The relations between Uttar Pradesh and Uttarakhand remained so lively that despite all the pending issues, there was no discord between the people living in the two states. Rather the ties kept getting stronger,” he added.

Brutal Dube, Jaiswal power India to six-wicket win
Indore: Riding on a flurry of mighty maximums, Shivam Dube and Yashasvi Jaiswal smashed Afghanistan’s bowlers to smithereens on way to swashbuckling half-centuries as India made short work of a 173-run target to win the second T20I by six wickets here on Sunday.

While Yashasvi got out after hammering 68 off 34 balls, including six sixes, Dube ended unbeaten on a 32-ball 63, hitting four maximums in the process.

India completed the chase with 26 balls to spare, taking an unassailable lead in the three-match series.

Gulbadin Naib top-scored with a breezy 35-ball 57 before the lower-order batters Mujeeb Ur Rahman (21 off 9 balls) and Karim Janat (20 off 10) chipped in with useful contributions to lift Afghanistan to 172 all out.

India’s chase began on a eventful note that saw a first-ball boundary by Yashasvi Jaiswal, a loud shout for an lbw and an unsuccessful Afghanistan review, and a first-ball duck for Rohit Sharma.

In his first T20I since November 2022, Virat Kohli began with a lovely boundary before Jaiswal smashed Fazalhaq Farooqi for two sixes.

Recreating the famous shot he played against Haris Rauf in the last T20 World Cup at MCG, Kohli hit a short-of-a-length Naveen-ul-Haq delivery back over the bowler’s head for a four. On that night in Australia though, it was a six.

Having switched ends, Mujeeb leaked 19 runs with Jaiswal collecting three fours and Kohli one.

However, Naveen-ul-Haq cut short Kohli highly promising stay at the crease by having the maestro caught at mid-off for a 16-ball 29.

Unperturbed by the Kohli’s dismissal, the duo of Jaiswal and Dube went about their task in a brutal manner, leaving the Afghan bowlers bruised and battered.

Asked to bat first, Afghanistan opener Rahmanullah Gurbaz signalled his intent straightaway and flicked Arshdeep Singh (3/32 in 4 overs) for a four through square leg and then tried to hit one straight down the ground, which however did not result in a boundary.

While Arshdeep started the proceedings with two wides on either side of the wicket, Mukesh Kumar was welcomed with a six over the bowler’s head by Gurbaz, before his opening partner Ibrahim Zadran, having got a review for lbw in his favour, got into the act by lofting one over cover for a boundary.

Trailing 0-1 in the three-match series, Afghanistan raced to 20 for no loss in no time, forcing Rohit Sharma to introduce spin in the form of Ravi Bishnoi (2/39 in 4 overs).

Leg-spinner Bishnoi, who has a penchant for picking a wicket in his first over, did an encore as he lured Gurbaz to offer a catch to Shivam Dube at mid-on, having failed to get elevation.

Taking a cue from Gurbaz’s approach, one-down batter Gulbadin Naib started to play his shots from the get-go, pulling Mukesh through mid-wicket and then driving him through for successive fours.

Fresh from a wicket in his very first over, Bishnoi found himself at the receiving end of Gulbadin’s onslaught as the batter pulled a short ball over deep mid-wicket for a maximum before hitting back-to-back fours in an 18-run over at the Holkar Stadium.

There was another bowling change and it paid dividends as left-arm spinner Axar Patel bowled visiting captain Ibrahim Zadran with a beautiful flighted delivery that turned just enough to beat the batter and hit the stumps.

Azmatullah Omarzai did not last long as Dube hit the stumps after the batter went for a cross-batted pull shot and missed.

Axar bowled an economical eighth over before Gulbadin carted a Dube slower ball into the stands over deep mid-wicket and followed that by launching a half tracker towards the long-on region for another maximum.

Promoted to number three, Gulbadin brought up his fifty in 28 balls. There was no respite for Washington Sundar either, as Gulbadin swept the off-spinner for a big six over deep mid-wicket.

India’s best bowler on the day by some distance, Axar (2/17 in 4 overs) provided the crucial breakthrough when he had Gulbadin caught at mid-wicket by Rohit, having bowled one slightly slower than his usual deliveries.

Afghanistan’s innings lost momentum after Gulbadin’s departure even as Bishnoi dismissed Mohammad Nabi.

Hyderabad: Army man dies as kite string cuts his throat

Hyderabad: An army man died after sustaining injuries when a ‘manja’ string of a kite allegedly slit his throat while he was riding a two-wheeler on a flyover here, police said on Sunday.

The incident happened on Saturday evening when the army man, aged around 30, came in contact with the ‘manja’ thread which is suspected to have cut his throat, resulting in bleeding, a senior police official said.

”He suffered a cut-throat injury. He was shifted to a hospital where he died while undergoing treatment,” the official said.

A native of Visakhapatnam in Andhra Pradesh, he worked as a driver at the Military Hospital here, the official said.

A case was registered at Langar House Police Station.

Man detained for breaching security and hugging Virat Kohli during T20 match

Indore: A young man was detained after he defied the security arrangements and reached cricketer Virat Kohli and hugged him during the India-Afghanistan T20 match at Holkar Stadium in Madhya Pradesh’s Indore on Sunday, police said.

At that time, the star batsman was fielding on the ground.

After detaining him, cops took the young man to Tukoganj police station.

A police official said that the youth had a ticket for the match and entered the Holkar Stadium from Narendra Hirwani Gate.

He said that the young man seemed to be a big Kohli fan and entered the ground by climbing the fence of the spectators’ gallery with the desire to meet the player.

The officer said that the youth was being interrogated.

Further steps will be taken in the case on the basis of interrogation, the official said.

In Indore, India beat Afghanistan by six wickets.

Most Muslims happy with Ram temple: Survey by saffron groups

NEW DELHI: A survey conducted by two pro-Hindutva groups has found that nearly 74 per cent of Muslims surveyed are happy with the Ram temple construction in Ayodhya and that most of them feel that the temple construction will bridge the gap between the Hindus and Muslims.

The survey says most Muslims say democracy has been strengthened by the Supreme Court decision in 2019 and that the community is safer under the leadership of Prime Minister Narendra Modi.

The Ram Jan Survey was conducted jointly by the Ayurveda Foundation Charitable Trust and the RSS-affiliated Muslim Rashtriya Manch (MRM) among Muslims.

Sharing details of the survey with this newspaper, Shahid Sayeed, national executive member and in-charge of national media of Muslim Rashtriya Manch, said a majority of Muslims admitted that Modi has raised the nation’s respect in the world and disruptive forces must not defame Islam.

“The purpose of the survey was to know the opinion of Muslims on Sri Ram/Jai Siya Ram/Maryada Purushottam and the views of the country’s Muslims towards the Modi government. The survey also focused on the correctness and justification of the image of Muslims and Islam as it is talked about,” Shahid Sayeed said.

“Nearly 70 per cent of the surveyed have confidence in the Modi government while 72 per cent of Muslims agreed that the Opposition lacks significant concerns,” he said.

“Around 70 per cent of Muslims believe India has established itself as a global power. Those who were surveyed acknowledged the significance of the Ram temple for Hindus,” Sayeed said, adding that most Muslims believe that the Modi government has done excellent work for them.

“It has also been revealed in the survey that Muslims have got benefits ranging from Jan Dhan Yojna to Izzat Ghar (toilet construction), Ujjwala scheme, and free ration to Pradhan Mantri Awas Yojna. The common Muslims, intellectuals, Ulamas and maulanas of the country believe that for years they were silently intimidated in the name of RSS-BJP,” Sayeed said quoting the findings.

“A majority of the Muslims surveyed believe that Lord Ram belongs to everyone and everyone belongs to Ram. Therefore, it is necessary to give a befitting reply to those disruptive forces who are trying to spoil the atmosphere of the country in the name of Ram,” he added.

In the survey, a large section believed that fundamentalism should end completely in the country and that the country should move ahead with peace and tranquility, he said.

Quoting Muslims who shared their opinions in the survey, Sayeed said many said there should be no objection from the community to the Ram temple construction as it is being done after the court decision.

Belthangady: 19-year-old student dies by suicide

Belthangady: In a tragic incident, a 19-year-old student of a private degree college died by suicide at his residence in Madantyar on Thursday.

The deceased student has been identified as Prateek Baliga(19), son of Prashant Baliga, a resident of Madanthyar Marigudi Hosamane.

Prateek was reportedly pursuing his first year BA, and was attempting his first semester examinations. However, on Thursday he was at home as there was no examination.

The reason for the extreme step is yet to be ascertained.

Meanwhile, a case in connection with the matter has been registered at the Punjalkatte Police Station.

HC strikes down Colonial-era ordinance providing 100% reservation for women in military nursing jobs

Bengaluru: The High Court of Karnataka has struck down a provision in the Indian Military Nursing Services Ordinance, 1943 which provided 100 per cent reservation for women in the cadre of ‘nursing officers’.

While allowing a petition filed in 2011 challenging the British-era law, the HC in its judgment on January 5, 2024 said, “The expression ‘if woman’ found in Section 6 of the Indian Military Nursing Services Ordinance, 1943 is struck down as unconstitutional.” The HC however clarified that appointments already made under the 1943 ordinance over the decades are not void.

”Such an interpretation will have far-reaching, undesirable consequences and unsettle many things that have settled long back,” it said.

The 1943 ordinance providing 100 per cent reservation was created to tide over the emergency situation of the World War II by the British Crown ruling India, the petitioners, Sanjay M Peerapur, Shivappa Maranabasari and Karnataka Nurses Association submitted before the bench of Justice Anant Ramanath Hegde.

Sanjay and Shivappa had been denied the chance to participate in the 2010 recruitment of nursing officers which they had challenged before the high court.

The 1943 ordinance was adapted under The adaptation of laws, Orders 1950 by the President after independence.

The HC however said that “The law adapted under Article 372(2) of the Constitution of India, cannot be equated with the law enacted by the Parliament under Article 33 of the Constitution of India.” The HC said that though Parliament has special powers, this ordinance was not passed by the Indian Parliament.

”Whether the ordinance, 1943 is promulgated by Parliament? The answer is ‘No’,” the HC said, adding that the provision was unconstitutional.

”This court is of the view that exclusive reservation conferred on women while recruiting ”nursing officers” under ordinance, 1943 does violate the rights guaranteed under Articles 14, 16(2), and 21 of the Constitution of India as the classification,” the judgment says.

Partly allowing the petition (while rejecting the plea that the 2010 recruitment process be quashed), the HC said, ”The underlying philosophy of reservation is to accommodate and include, but not to exclude. However, if such an accommodation which is termed as a reservation, becomes exclusive and hundred per cent, without justifiable grounds, then such exclusive reservation ceases to be a reservation in its true sense and it amounts to an exclusion which is not envisaged under the Constitution at all.”

Bengaluru: Karnataka Deputy Chief Minister DK Shivakumar, who also holds the Bengaluru City Development portfolio on Thursday during the ‘Bagilige bantu sarakara, sevege irali sahakara’ (Government at your doorsteps, let your cooperation be there for the service) event announced supply of Cauvery drinking water in the upcoming three to four months to the people residing in the city’s southern region, who are facing a lack in drinking water supply. “Discussions will be held with the officials in this regard,” He further mentioned.

Speaking during the program held at Yelachenahalli in the city, he said, “ BDA (Bangalore Development Authority) and water board officials should give priority to supplying Cauvery water for drinking to the people of this region. MP D.K. Suresh has brought attention to the government about the traffic problem and drinking water problem in this area.”

“An alternative road should be constructed to reduce the pressure on the 18 km stretch of road in M. Krishnappa’s (MLA, Bengaluru South) constituency. BDA notification for the new road project between Kanakapura Road and Electronic City was made earlier and efforts have been started to revive it,” he added.

Highlighting about people benefiting from the ‘Gruhalakshmi Yojana,’ he said, “Under the ‘Gruhalakshmi Yojana,’ 1.04 crore people are getting Rs. 2 thousand rupees every month. While BESCOM has 80 lakh connections, around 67 lakh people have registered for ‘Gruha Jyoti’ scheme. Thus 74% of the Bengaluru population have benefited from it. And for these schemes the government has allocated around Rs. 362 crore.”

Addressing concerns about old age stipends, widow’s stipends, account problems, and tax burdens in the region, he expressed the need to discuss with authorities and make the amendments to the law. “In the act implemented in 2020, the penalty is doubled. We are making discussions on how to reduce the penalty, people should be given time in this matter,” he added.
