Arvind Kejriwal calls Delhi L-G Jung ‘polling’ agent of BJP

New Delhi: Delhi chief minister Arvind Kejriwal tore into lieutenant governor Najeeb Jung and the BJP-led Centre, calling Jung a “polling agent of the BJP, who has turned Raj Niwas into BJP headquarters”.

In one of his sharpest attacks on the L-G and the Centre, Kejriwal also accused Prime Minister Narendra Modi of being vengeful against the government and people of Delhi for the BJP’s defeat in the Delhi assembly polls.

“People of Delhi have voted for us and the rest of the country supported Modi. So, please let us run Delhi and you (Modi) run the country. Don’t create trouble for us everyday through the L-G. This is not being a good PM. Taking revenge for losing Delhi from the people and AAP is not right,” he told a news channel in an interview.

The Delhi CM said Jung does not give time even to deputy chief minister Manish Sisodia or other ministers for a meeting or take his calls. “But if the ‘chowkidar’ (watchman) of (BJP president) Amit Shah calls him (L-G), he will crawl and go,” Kejriwal said.

He said the Centre was trying to corner the Delhi government “using the L-G”. “PM Modi should know I am not Rahul Gandhi… won’t let him run my state,” he said.

He also alleged that the BJP was feeling insecure after the defeat in Delhi polls. “If we replicate our success (of winning 67 out of 70 seats) elsewhere, it will be a big problem for the BJP,” he said. The CM said Jung’s actions are exposing Modi because people are accusing the Prime Minister for the fight between the L-G and Kejriwal government.

He dared the prime minister and the Union home ministry to move court over the transfer and posting of officials, which has been a bone of contention between the Delhi government and the Centre.

When asked why did he lock out one of his senior officials recently, Kejriwal said it was done to prevent the official from doing something “illegal at the behest of the L-G”.

The BJP, meanwhile, strongly criticised Kejriwal for his comments. “He has a habit of using unparliamentary language against constitutional authorities… People have a problem when he is called an anarchist but he behaves like one,” said Delhi BJP president Satish Upadhyay.

One year of Modi: Perception Over Reality!

One year ago there was a tsunami of promises and dreams by the BJP before the elections. But once the BJP came to power it forgot everything. Since then there has been a complete reversal of the promised policies and programmes,’’said Anand Sharma, former minister and spokesperson for the Congress party.

On the other side of the political spectrum, Arun Jaitley, the Finance Minister claimed that “Modi restored the dignity of the Prime Minister which had disappeared during the previous regime and he has convinced the countryman that authority of the Prime Minister is supreme in every decision-making”.

One year into the NDA rule led by BJP, a non-partisan group also argued that that BJP rule was not a disaster as some had predicted or a resounding success as their party faithful proclaims. The truth may lie somewhere between.

During a recent interview, one of the esteemed anchors of an Indian TV network operating in the U.S. asked me whether I was impressed with the ‘Jan DhanYojana’ program the Prime Minister has initiated, which has already created a whopping14 Crore new accounts. Of course, it is impressive statistics; however, the trouble with that simple assumption is that it is just half of the story. As many as 24 Crore people had already had signed up for the ‘Zero frills bank account’ prior to the present government which renamed the existing program as ‘Jan DhanYojana’.

It is said that imitation is the best form of flattery and for the Congress leaders, it must be redemption time as the Modi Government continues with many of their initiated plans, only under a different banner. Giving a little credit to the UPA would have gone a long way towards creating unity and purpose across the aisle.The larger question one needs to ponder here is whether the whole campaign about “achche din aa gaya” is mere sloganeering or based on facts and figures.

At the outset, the BJP’s charges about Congress obstructing its legislative agenda is laughable, as the BJP has opposed everything from Indo-US Civil Nuclear Treaty to Insurance Bill and FDI in multi-brand retail to name a few..They have so vehemently raised all the roadblocks in their power to derail the previous administration’s efforts. Since they have succeeded now in passing 50 some Bills in its first year, Congress cannot pose as large an obstruction as the BJP touts.

If one examines the economic indicators, Modi’s economy was sluggish to say the least in spite of having the good fortune of low crude oil prices. Growth in 8 core industrial sectors was mere 3.5%, and exports contracted by 11.19% to 23.88 billion compared to 26.89 billion in the same month of 2014. Although Modi promised 10 crore jobs in 5 years, if the April-June job growth of 1.17 lakhs is correct, that dream is quite far-fetched. If the inflation is contained as it is claimed, it is largely due to the decline in oil prices. Yet, food items such as Milk and pulses show a steady increase in prices while no savings from the oil have been passed on to the consumers.

While the economic conditions largely remain intact for ordinary citizens, Modi’s government has slashed social spending by Rs. 1,75,122 crores in one year alone, undermining the very concept of inclusive and equitable development. All sectors including Agriculture, Welfare of Scheduled Castes and Scheduled Tribes, Panchayat Raj, Women and Child development and Education suffered cuts including UPA’s flagship program for the rural poor called MGNREGA.

After soaring through the political landscape by accusing the Congress of corruption at high places, BJP has done very little to allay the concerns of the ordinary citizens on this count. 30 per cent of the Council of Ministers have criminal charges pending against them. These include attempted murder, accusations of rape, inciting communal disharmony and electoral violations.

What happened to the promise of transparency and clean governance? “Whenever the PM sees an institution that is constitutional, that people have faith in, he wants to end it as he wants all power with himself and corporates” said Mrs. Gandhi, President of Congress party in a rare intervention in a parliament session. She was indeed referring to the power grab by the PMO and alleged undermining of popular institution such as RTI (Right to Information Act)’ by keeping the leading position (CIC) vacant.

Former Defence Minister A. K. Antony, who is known for his integrity, has accused the NDA government of “neglecting national security, ignoring security lapses and ultimately compromised national security”. He questioned the wisdom of surrendering Rs. 29000 crores from the current budget cycle while slashing the manpower by half of the “Mountain Strike Corps” which was created to face increased Chinese buildup. He also faulted the Modi government of dragging its feet on the One-Rank – One pension scheme that should have been effective from April 2014.

Prime Minister Modi has been widely acclaimed for his successful foreign travels. Previous Prime Ministers have done the same without this much pomp and ceremony. At the end of the day, one would have to ask ‘where is the beef’? The purchase of Rafael jets from France is surrounded by hypocrisy and double talk! The ‘Make in India’ slogan was given away to make in France, eliminating the public sector HAL probably for the sake of a future tie-up with preferred corporations!

On his visit to Korea, the Prime Minister declared that Indians were ashamed of their nationality until he became prime minister! I do not know about you; as for me, I was always proud of my motherland yet willing to see its problems and shortcomings from a resolution perspective. The efforts of Non-Resident Indians over last three decades have contributed so much to the transformation of the world in the field of Technology, Science and Medicine, earning the respect for mother India, particularly from the people from the west. It is sad to see any politician taking away the fruits of their hard labor!

Finally, is what we see with this government is perception or reality? About five years ago, the campaign of the ‘Gujarat Model’ has surfaced building up the image of Modi who is said to have transformed Gujarat into a modern miracle. Today, the Comptroller & Auditor General (CAG) report, which was published recently, tore apart the tall claims of the state government led by former the Chief Minister Narendra Modi, particularly in terms of agricultural growth, social indicators, as well as public spending on social infrastructure, fiscal discipline, right to education, and law and order. Gujarat is ranked 12 among states for its Human Development Index, and has a permanent underclass mainly consisting of minorities. Unless the citizen on the street is vigilant, he may be once again swallowed up by the ongoing hoopla of an imaginary world! When it comes to ‘achche din’ let reality be real!

Achhe din? Higher service tax makes mobile, eating out, travel expensive

New Delhi: Eating out, mobile phone usage and air & rail travel have become expensive from today with the government hiking service tax rate to 14 per cent.

The government’s proposal to increase the rate of service tax from 12.36 per cent (including education cess) to 14 per cent has come into effect from today.

The service tax is levied on all services, expect a small negative list.

Some of the key services that attract higher tax and have become costlier include, rail and air travel, banking, insurance, advertising, architecture, construction, credit cards, event management and tour operators.

Mobile operators and credit card companies have already sent messages to subscribers conveying the increase in service tax rate, which will have a bearing on the bills.

Fares for First Class and AC classes in passenger trains, besides freight charges, have increased by about 0.5 per cent.

Jaitley had proposed to raise the service tax rate to 14 per cent to facilitate a smooth transition to the Goods and Services Tax (GST) regime, which the government wants to roll out from April 2016.

Once implemented, GST will subsume service tax, excise and other local levies.

“To facilitate a smooth transition to levy of tax on services by both the Centre and the States, it is proposed to increase the present rate of service tax plus education cesses from 12.36 per cent to a consolidated rate of 14 per cent,” Jaitley had said in Budget speech.

Education cess, which is levied on service tax, has been subsumed in the service tax rate.

Although the Budget also proposed a 2 per cent Swachh Bharat cess on selected services, the government is yet to come out with a notification in this regard.

Land ordinance to be re-promulgated again

New Delhi: The Union Cabinet today recommended re-promulgation of the controversial Land Acquisition Ordinance.

The land ordinance will be issued for the third time.

The Ordinance was promulgated for the first time in December last year to amend the 2013 Act. Despite being passed in Lok Sabha, the government did not take it to Rajya Sabha as it lacked numbers there.

The Ordinance was re-promulgated in March this year and will lapse on June 4. The recommendation of the Union Cabinet will be sent to President Pranab Mukherjee for its approval.

The government, which had promulgated the ordinance twice on the bill since December after it faced continuous resistance especially in Rajya Sabha, where it does not have the numbers, had agreed to refer it to the committee, during the recently concluded Parliament session.

The first meeting of joint Committee of Parliament on the contentious land bill yesterday saw a number of Opposition members raising questions over the rationale of the government changing provisions of the 2013 land law.

Expressing dissatisfaction over the government’s arguments in favour of the bill, the members had demanded a “composite” inter-ministerial reply on the issue.

At the meeting, the Rural Development Ministry and Legislative department in the Law Ministry had made a presentation to members on the amendments made to the The Right To Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

As the officials of the two ministries explained the amendments, members from the Opposition parties including Congress, BJD, TMC and the Left had raised questions over the rationale of doing away with the consent clause while acquiring land.

While the 2013 law required that the consent of 80 per cent of land owners was obtained for private projects and that the consent of 70 per cent of land owners be obtained for PPP projects, the present bill exempts the five categories from this provision of the Act.

These categories include defence, rural infrastructure, affordable housing, industrial corridors and infrastructure projects including public private partnership (PPP) projects where the government owns the land.

The 2013 Act also required that a social impact assessment be conducted to identify affected families and calculate the social impact when land is acquired. This provision has been done away with.

'BJP wants to run India like an RSS Shakha': Rahul Gandhi

New Delhi: Congress vice president Rahul Gandhi launched a scathing attack on the Narendra Modi-lead govt saying he wants to run the country like an RSS sakha. Speaking at an NSUI function in the national capital, Rahul said the govt is trying to enforce the RSS ideology on the people of this country.

Slamming the RSS, Gandhi said there is no place for differing voices in the organisation. The Congress leader praised his party functioning saying the complexity of India and it’s ideologies are filled in this NSUI room and this is the strength of Congress party.

“The DNA of the Congress party is to listen to everyone,” said Rahul.

Criticising Prime Minister Narendra Modi’s frequent tour, Rahul said Modi visited China, US and Mongolia but didn’t get time to visit a farmer’s house. “The Prime Minister went all the way to Mongolia, but didn’t visit a farmer’s house,” said Rahul.

He also lashed out at the PM for not paying attention towards the educational development of the country. “The PM says education is important but has cut its budget,” said Rahul.

“Our former PM Manmohan Singh criticised the health of the economy in the morning and by evening Modi took lessons from him,” said Rahul.

​Railway workers plan stir against Modi government's labour laws

New Delhi: Voicing concern over Centre’s plan to introduce reforms in labour laws and liberalise FDI in railways, Hind Mazdoor Sabha has announced a nationwide indefinite strike of railway workers in November.

It will be the first general strike by railway workers in 41 years. Employees of other Central Government establishments are likely to join the stir.

“Amendments planned by the Centre to labour laws will paralyse workers as they won’t be able to form unions. If anyone tries to raise demands through strike, their protest will be termed illegal. They will be punished, penalized.

“Keeping in mind dilution of labour laws and liberalization of FDI in railways in addition to our 34 other demands, we have decided to call the strike across India,” HMS General Secretary Harbhajan Singh Sidhu said, referring to the amendments proposed to the Industrial Disputes Act and Centre’s plan to allow 100 per cent FDI in railways.

Sidhu said allowing FDI will lead to complete control of private parties over railway management and insisted the decision be rolled back.

HMS’s 34-point charter of demands include removing alleged anomalies in Sixth Pay Commission, imposing ban on outsourcing regular works on contract like track maintenance and recruiting personnel.

Sidhu said employees from departments of defence, postal services, coal, civil aviation, port and dock, income and sales tax too will join the railway men in the strike.

HMS said Indian Railway employees had last called for a strike in 1974. Around 17 lakh workers were believed to have participated in the 20-day strike affecting services.

“There has been no strike in Indian Railways after 1974. Whenever we announced battles, the Indian Government did accept our demands. But the Government is meting injustice to workers leading to our decision to go on strike,” Sidhu added.

Delhi government challenges Centre’s notification on LG’s powers

New Delhi: The AAP government on Thursday moved the Delhi High Court challenging the Centre’s recent notification giving the Lieutenant Governor absolute powers in appointing bureaucrats in the national capital.

The petition was mentioned before a bench of justices B.D. Ahmed and Sanjeev Sachdeva, saying, “The Delhi government has decided to move against the Ministry of Home Affairs’ (MHA’s) May 21 notification.”

“As per the notification, the LG would have jurisdiction over matters connected with services, public orders, police and land, and…services of bureaucrats…allowing him discretionary powers to seek the opinion of the CM,” it said.

The petition was mentioned by Delhi government standing counsel Raman Duggal a day after the Centre moved the Supreme Court challenging an order of the Delhi HC which termed as “suspect” MHA’s recent notification barring the city government’s Anti-Corruption Branch (ACB) from acting against its officers in criminal offences.

The HC had also held that the LG cannot act in his discretion.

Mr. Duggal also said that he has challenged all notifications issued by the Centre in the past. The bench has listed the matter for hearing on Friday.

The Delhi government, led by the Chief Minister Arvind Kejriwal, has also challenged the appointment of Shakuntala Gamlin as acting Chief Secretary by the LG.

LG meets Union Home Secretary

Meanwhile, Delhi LG Najeeb Jung met Union Home Secretary L.C. Goyal on Thursday, amidst the ongoing tussle between him and the AAP government.

The meeting came a day after the Delhi Assembly passed a resolution rejecting the Home Ministry notification giving absolute powers to the LG in several matters, including transfer and postings of senior bureaucrats.

After the meeting with the Home Secretary, the LG refused to speak to media persons.

Sources said they discussed the issue of Wednesday’s resolution passed by the Delhi Assembly and the government’s stand in the apex court with regard to the SLP.

'Achche din' only for PM, not for common people: Tarun Gogoi

Guwahati: Assam Chief Minister Tarun Gogoi on Wednesday hit out at Prime Minister Narendra Modi, saying ‘achche din’ (good days) have come only for the prime minister and not for the common people.

“The prime minister wore a suit worth Rs.10 lakh. So ‘achche din’ have come for him, but not for the people. I have not even seen a suit worth Rs.10 lakh,” Gogoi said in an interaction with media persons.

Gogoi criticised the frequent visits by central ministers to Assam and the northeast, saying it was a ploy to impress the people of the state ahead of the state assembly elections next year.

“We are happy that so many ministers are coming to Assam and other parts of the region now. This will continue till next year’s elections and after the elections, it will stop,” he said.

Launching a personal attack against the prime minister on his dressing style, Gogoi said: “The sales of the Modi jacket have gone down now. Earlier it was in fashion. Even I have worn one. People have now come to know that the quality of the Modi jacket is not good and that is why the same has decreased now.”

Gogoi claimed that the Congress will come to power again in Assam in next year’s assembly elections.

“The people of Assam have seen the BJP government at the Centre in the last one year. They made so many promises before the Lok Sabha elections. However, they have now made U-turns on most of them,” Gogoi said.

“The BJP has cheated the people of Assam and so it cannot come to power in Assam,” he said.

On the Congress party’s alliance with other parties, the chief minister said: “We have decided to go alone in next year’s polls. There are problems of accommodation in a coalition government. So, there will not be any alliance next year.”

Gogoi also accused the BJP-led government at the Centre of reducing the centrally-sponsored schemes from 142 to 66, and of further moves to cut programmes launched by the earlier governments.

I eat beef, can somebody stop me? BJP leader Kiren Rijiju gives it back to Naqvi

New Delhi: In yet another blow to Sangh Parivar and Union Minister Mukhtar Abbas Naqvi, who had stated that those who eat beef should go to Pakistan, his colleague in the Narendra Modi-led government has now slammed him for his “unpalatable” comment.

“I eat beef, I’m from Arunachal Pradesh, can somebody stop me? So let us not be touchy about somebody’s practices,” said Minister of State for Home Kiren Rijiju during a visit to Aizawl on Tuesday. “This is a democratic country. Sometimes, some statements are made which are not palatable.”

“If a Mizo Christian says that this is the land of Jesus, why should someone have a problem in Punjab or Haryana? We have to honour the sentiments of each place and each location,” said Rijiju, who is considered as the most influential BJP leader in North East India.

“If Maharashtra is Hindu majority, or if Gujarat is Hindu majority, Madhya Pradesh is Hindu majority, if they are to make laws which are conducive to the Hindu faith, let them be. But in our place, in our state where we are majority, where we feel whatever steps we take, you know, laws which are conducive to our beliefs, it should be. So they also should not have a problem with the way we live, and we also should not have a problem with the way they live,” he added.

“This country is a multi-racial, multi-religious, multi-communal country. We must respect each other’s practices. There cannot be any force on anybody about your practices, your faith. So if anybody makes a statement which is forcing or imposing your belief, your faith, your practices on another community, another believer, it is not good,” Rijiju said.

Rijiju also spoke on the issue of illegal immigration from Bangladesh to some North-Eastern states.

“I am not going to make a political point here but since it has been happening for a long time, it is a problem, a challenge for us. It’s an issue for us and we are giving a lot of emphasis to deal with that,” Rijiju said. “But I think that with the land boundary agreement, Bangladesh will come close to us in understanding and ensuring that our border forces and their forces, both sides must cooperate.”

“People who flee their homeland are broadly put in two categories, One is they come out deliberately to disturb people of other regions by taking away their jobs, by way of involvement in criminal activities. Illegal migration, this is a menace,” he said.
“Then the other group are refugees who are religiously persecuted, who are forced out. There is a humanitarian angle. If we are forced out of our homeland, it is a human issue,” the MoS said in response to a question about migration of Chakmas, a community from Bangladesh’s Chittagong Hill Tracts, to parts of Mizoram, Tripura, Assam and Arunachal Pradesh.

“For me, for the government, religious background is not a consideration. It is basically under what circumstances they have been either driven out or they have deliberately come over. So we have to categorise on that part. Having said that, if they are not our citizens, our efforts will always be to push them back into their country,” Rijiju said.

US media highlight Modi govt's first year failures

New York: As Prime Minister Narendra Modi- led government marks its first year in office on Tuesday, American media has taken a critical view of his accomplishments, saying his flagship ‘Make in India’ drive is “so far mostly hype”, job growth remains sluggish amid “outsize expectations”.

“India’s Modi at One Year: ‘Euphoria Phase’ Is Over, Challenges Loom,” reads a headline in the Wall Street Journal of an article on Modi’s first year as Prime Minister.

“A year after Indian voters handed Narendra Modi a once-in-a-generation mandate for change and economic revival, messy realities are sinking in,” the WSJ report said.

It said that Modi’s ‘Make in India’ drive, aimed at supercharging manufacturing growth, ” is so far mostly hype”.

It cited economic parameters like exports to say that the “economy is merely limping along”.

Inflation-adjusted lending for capital investment last year fell to a level not seen since 2004, it said adding that exports were down for the fifth straight month in April, corporate earnings were dismal and foreign institutional investors have pulled around USD 2 billion out of Indian stocks and bonds in May so far.

The New York Times, in a news analysis, said Modi must face the reality that much of his agenda is still only potential.

“From abroad, India is now seen as a bright spot, expected to pass China this year to become the world’s fastest-growing large economy. But at home, job growth remains sluggish. Businesses are in wait-and-see mode. And Modi has political vulnerabilities, as parliamentary opposition leaders block two of his central reform initiatives and brand him ‘anti-poor’ and ‘anti-farmer’,” the NYT article titled ‘After a Year of Outsize Expectations, Modi Adjusts His Political Course for India’ said.

It said “most formidable of all is a problem” Modi has “made for himself: outsize expectations that he would sweep away constraints to growth in India, like stringent laws governing labour and land acquisition.

The NYT quoted senior vice president at leading Indian garment exporter Orient Craft’s Vimarsh Razdan as saying that the Modi government’s “image became larger than they themselves.

“They have become superheroes. And everyone knows superheroes don’t exist,” he said in the report.

The WSJ article said that while Modi has swaggered across stages from New York to Paris to Sydney, helping put the country back on investors’ maps, “on other key fronts, Modi has moved less decisively, frustrating investors who hoped for bolder change after last year’s election.”

His government has avoided privatising state-run banks and companies, which could trigger unpopular job cuts.

Despite vows to improve India’s reputation for unpredictable tax collection, the government has hit investors with demands for back taxes they say they should not have to pay, it said.

The leading US dailies did give credit where due to the Modi government, saying as he marks the anniversary of his swearing in, he can point to some accomplishments.

The WSJ report said Modi has allowed more foreign investment in railways and defence and helped cut red tape.

His government has also deregulated fuel prices and permitted private competition in coal mining–“market-friendly moves designed to attract investment.”

His administration has also helped open millions of bank accounts for the poor and created new pension and insurance programs.

It quoted Krish Iyer, president and chief executive of Wal-Mart Stores Inc in India, as saying that the company is “seeing a lot of progress in ease of doing business. We feel encouraged by the market- and consumer-driven policies of the government.”

The NYT analysis said chief executives feel that since Modi came to power, India’s business culture has “indeed changed”.

“They rejoice that they no longer have to notarize all documents submitted to the government and say that it is far easier to find bureaucrats at their desks during the workday,” it said.

“By most measures, India’s economy has had a good year,” the NYT report said adding that India is heavily reliant on imported oil, and plunging prices have cut the cost of government fuel subsidies, allowing the authorities to rein in a chronic budget deficit.

Inflation fell to 4.87 per cent in April and foreign direct investment has risen by more than 25 per cent, to USD 28.8 billion in the 2014-15 fiscal year.

It noted other “flurry of changes” that the Modi government introduced including deregulating prices for diesel, petroleum and cooking gas, and raising limits on foreign investment in the defense and insurance sectors to 49 per cent.

Coalfield leases, found to have been sold at artificially low prices, were reallocated through a transparent process as were telecom spectrum allocations, it said.
