After the riots in Gujarat communal riots has taken a different mode in the country. Now, instead of rioting at mass level sponsored are made on a small scale. Then used for disturb the communal harmony. Recent trilokpuri incidence was not communal. But it was later given communal color. For this incidence only BJP is not responsible but every one playes his roll in it. Who had stoped the Congress and AAP to handle the situation? And AAP also did not take any platonic stand in this matter.

Delhi:- In 1976 Triloke Puri J J Coloney had been rehabilated after removing the slum jhuggi area of Ashram, Moti Bagh, Dhoula Kuan, INA, Lajpat Nagar, Kanchan Pari etc. There are 36 blocks in Trilokpuri. 500 houses had been allotted in every block . This area also effected in anti sikh riots 1984 and near about 250 peple from sikh community had been killed. Localitie’s current elected MLA is from AAP and MP from BJP.

There was a commotion in block 20 after a verbal spat on October 22, 2014, which these communal outfits spread into entire neighborhood. It’s said that the sparking incident of this fight was about drinking and consuming beef near the Mata ki Chowki installed temporarily.

There is a public park (Central Park) in block 20 where the garbage of block 20 dump. There was a toilet 5 or 6 years back at same place. Last year a Jagran was organized here and on 31 Oct. 2014 it was second time. First time after cleaning the garbage Mata ki Chouki placed for 37 or 38 days here.

It’s been said by hindu residents that after drinking alcohol Rizwan passed the urin at Mata ki Chouki, when we resist, then he began to abuse and slapped a boy. There were 10-15 youths standing in block, having talk with them Gourav Talwar tells that Samir Jain sitiing in the car with his friends and having a drink and Seenk Kabab. Samir has two Santro car with taxi No. he took them.

After passing 10-15 minuts stone pelting was started from Babloo’s home. Police arrived but unable to do anything, then heavy stone pelting began to start.

Gourav (Complainant) and five others (4 Hindus & 2 Muslims) were arrested by the police on 24 Oct. but after 2 days ACP released them on 10,000 personal bond. Further Gourav stated that he and his brother joint with RSS, when police arrested them his brother called acquaintance joint commissioner (After asking the name of that Joint CP, who was from outside of Delhi, Emphasizing mind he disclosed his name Rathor Sahab.) who was in Triloke Puri Police Station that time, and he said to Gourav’s brother that, ‘’if you earlier informed me, I could manage here but now Kalandara (case Report) prepared. There is no such a big case, ACP will release on bail.

When asked the Gourave that how a little quarrel spread to other places? he replied that this time Hindus were united. We asked that, be united so quikely that next day stone pelting in other blocks started? He told us two facts, first due to Mata ki Chouki friends came from other localities, as friends organized Ganesh Puja in block 18, I used to go there, and they also want to organize Mata ki Chouki, but we refused for this year and conviced them to organized next year. Due to this unity riot spread. Until today we were being beaten up. Second point he stated that an announcement was made from Mousque of block 27 that ‘all muslims are being killed, get all the muslim brother together.’ Further he said that there is central park in block 20, in which children could play cricket but captured by muslims only. No any Hindu can go in this park. Asking the population ratio of Hindus & Muslims he replied that there are 65% Hidus and 35% Muslims. He introduce himself as a minority and said that there are 8 house from the Punjabi community.

There are 95-96% Muslims in sector 27. and there is a road between 27 and 35 blocks, on this road, a heavey stone pelting was reported on the eve of 24 Oct. and 25 Oct. Babbi a resident of block 35 stays on first floor of his house and he is running a grossery shop under his home, stated that stones and bricks were pelted between 27 and 28 blocks. Which were taken after breaking drain’s wall. Few stones were also hit at my shop. We were afraid and hide in the house, even unable to looking outside. We had to bear a big loss due to 6 days closing the shops.

A resident of Block 27, 60 years old Israr khan belongs to Pathan community and retired from Electricity Dept. (DESU) in 2005. After retirement he opened a 3 story garments & shoes shop, in which his 8 workers with his two sons worked there. Israr khan’s shop was burnt at 4 AM on 25 Oct. on which Israr khan invested his whole income and 40 lakhs borroing money. Near about 80 Lakhs Material was burnt. He had no insurance, which was guuted his entire fortune. Israr Khan told that police was present at a little distance but did not help him. Fire brigade arrived two hours late, while both fire stations are only 2-3 k.m. away from my shop. Israr Khan tried to log an FIR but did not success. SHO told him that he’ll log in riot’s report. Israr has sent his complaint to DCP and other concerned officers by a registred mail, in which he mentioned the BJP worker’s names, no FIRs were registered as yet and no action taken against them.

A resident of 27 block 55 years Guntu Khan from Mansoori community runs his scrap and vessel shops in block 28. His scrap shop burned at 2 AM on 26 Oct. while the vessel’s shop was tried to rob by breaking the locks. He also tried to log an FIR but SHO did not register.

40 Years Meena Devi has been living for 40 year in 27 Block and has a son and two daughters. Son namely Prem Prakash is working as electritioan in Laxmi Nagar and if someone called him for personal electrical problem he also sort out in the area. They did not have any problem in these years. When asked her that has he seen this situation before? After recalling her mind Meena Devi told that in Indra’s time 1984 it happened, after that nothing ever happened. We Hindus and Muslims all live together peacefully.

Munni Devi has been living here since 1980, she sells women’s garment in weekly market. Her husband is a tailor and works in Pandav Nagar. She has a son and three daughters, all are studying in school. She stated that yet we have no problem. All the families are living peaceful here, only this time such quarrels happened. Due to it shops are not being opened and my husband could not work even for 3 days.

We met with some social workers who works for Hindu-Muslims unity. They stated that ‘’we were going to arrang a meeting for both communities. After some time we came to know by someone that meeting will be held in P.S. Trilok Puri. When we reached there duty officer refused to give us any information about it’’.

A resident of block 26 Kanta Mahra has a tea stal outside police station. Mrs Mahra had a Jhuggi in INA New Delhi. During the partition her family had come from Lahor, Pakistan. Her husband Hans Raj Mahra also used to sell the tea here. She stated that after 1984 there was no any problem here, everthing was cool. Due to cufew I was not able to open my tea stal. But when led to starve I opend the shop. At the same place we met a resident of 27 blocks Mr. Paltan who was retired from DESU and has been living here for 35 years. He stated that he is the only Hindu in his street But he did not seem to ever live in the Muslim neighborhood. We use to celebrate each other’s festivals. All muslim brothers participate in our children’s marriges with very heartly. A big tragedy happened in 1984 after that there were little quarrels taken place, but it was not happened even 10-15 years.

There are 80 % Muslims & 20 Hindus in block 15 and one mousque and three 3 temples. Heavy stone pelting reported in this locality and several people were injured. Several Muslims were also arrested from this block. Shabana’s nefew’s Aqika (Birth Ceremoney of a Child after 7 days) canceled due to riots. Police forcefully entered into the house and arrested Bilal (19), Irfan(32), Azhar(19) and Sajid(35 ). They were brutally beaten up by the police due to it Bilal’s finger, Irfan’s hand and Sajid’s ankle got fracture. Further Shabana said that even police did not allow us to meet with them, we met in Tihar Jail and police shown their arresting from block 27.

Block 15 resident Mohammad Shamshad said that I called police 25-30 times but police was not receiving the call. Same block’s another resident Alimuddin belongs to Bulandshar UP, and he is a E-Riksha driver. He was brutally beaten up by the police, due to it the black marks on his body could be seen. He said that many outsider people were throing the stones around his locality and police was standing 100 mtrs away but not coming. When local residents informed the ACP then he came with force.

Block 15 resident Mohammad Akhtar lives with his family and he is a motor machenic. Police arrested him between 2-2.30 pm. Akhtar got injuries in his hand and back. He has four chindren. His wife borroed some monety from someone then went to meet with him. Police has arrested a persone who was not a local resident, he came here to distribute the ceremony cards in their relatives. As the same police arrested Khurshid (60) and his son Jabir(17 a Garment Selesman).

Ramjan Mishra a DESU retired is a resident of block 15, who is known as a Panditji in the locality. When the rioters proceeded to throw stones in their street then he closed the street’s main gate and stood with folded hands in front of rioters and said to violent mob that “hit us first then go ahead”. By doing this Panditji save his street. Now Punditi is the subject of discussion foh his bravry in the locality. When Panditji was asked that he recognizes the rioters then he replied that “all were outsiders (from other blocks)”.

15 Block’s residents say that after surrounding the area rioters were throing the stones and headed by Ashok of 14 blocks. Who is a motor mechanic.

A residence of block 20 Nafisa is a widow. And survives with her children by selling polythene. On 23 Oct. at 8 pm she was coming to her home, at that time stones were thrown due to it she got injured and then her hand was fratured due to brutally beaten up by the police.

Mohammad Mohsin (22) S/o Mohammad Raees lives in block 20 working as motor painter. Mohsin got married 7 months back and time of arresting he was coming from in-law’s home in Meerut. Police did not allow family to meet him. Then they met him in Tihar Jail. Mohsin’s both hand were injured.

20 years Sonu S/0 Khurshid have an agg’s shop. He has been arrested from mousque and brutally beaten up there by the police till unconsciousness. Sonu recently got married and had a reception that time.

A resident of block 20 Wahidan (70) unable to speak clearly. Becouse of her old age she is unable to walk properly. Police forcely entered into her house no 410 and beaten up her and brock the stuffs. When her douther in law tried to resist them, police (5 Male, 3 Female) also beat her again.

Another resident of same block Sangita said that Muslims objected to set up the Chouki. We planned to set up Mata ki Chouki and clean the place so this place remain clean. When garbage was picked up, heavy smell spread. There were bugs in rainy weather. There is a Staue of Bajranbali, Muslims eat buffalos and intentionally throw his shit here to annoy us. Some Muslim women came and said that “if Mata ki Chouki would be put, then we’ll remind you chourasi (Sikh Riots)”. Muslim boys fired three round. In whom two were arrested and one fled. Our street resident Rizwan had drink and meat and he was going to touch our temple and abusing. There was a commotion in block 20 after a verbal spat. He slaped a 15 years boy after that we resist, then his wife came and took him. We called the police, and police made a compromise, but did not register the complaint. Bricks and bottoles were recovered from Roof of the Muslim’s houses, they had the whole planning. We used to off the loudispeaker at the time of their prayer(Namaz). Deepu’s wife got fractured in her hand. When we asked her “how she got hurt?”, she replied ‘at the time of stone pelting she got hurt’. Where were the people’s representatives? Snagita said that Ex. MLA Sunil Vaidh and Ramchandra Gujrati came and helped us. Today (Oct. 31) current AAP’s MLA came, whom we turened around. Sangita and Monu said that from childhood we had been beaten up, and never rised a voice but this time we awoke on Mata ki Chouki issue.

In a video clip near about 300-400 youth are shouting the ‘Bam Bam bhole, Har Har Mahadev, and Balmiki Shakti amar rahe’. These youths were mobilized behind the Balmiki Mandir which is 50 mtrs away from Ex BJP MLA Sunil Vaidh’s home. (There was a hording dispaying a massage about completion of 50 Years of Vishv Hindu Parishad and Bajrang Dal on 17 Aug. followed by Shobha Yatra from Trilokpuri’s 1 Block to 36 Block.) Sunil Vaidh reached in this violent crowd and hardly stayed 25-30 mnts, at the same time he received a call and talked for 7-8 mnts (Due to lot of noice Sunil Vaidh’s voice was not cleared) and he left.

In another video clip, 150-200 youth(some had Stick put a Tilak on forhead and some had sword in hands) can be seen shouting the slogans ‘Pakistan Murdabad, Pakistan ki Ma ki…..’ and sprinting arrond on the road.

Conclution:

  • If block 20’s qurrel was not organised then how did it reach in other blocks?
  • Where were the elected representatives (MPs, MLAs and councelers) ?
  • What did Sunil Vaidh say to the violent mob in a short time that took ?
  • 27, 15 blocks didn’t indulge in stoning, then where were the actual perpetrators from, and who were they actually?
  • Why only Muslim’s shops were burnt, if a Muslims mob was instigated by so-called Masjid announcment?
  • Why did police release the miscreant who started all this by creating a fight in Block 20? Who was behind this release?
  • Who is Joint Commissioner Rathore, who spoke to Gaurav Talwar’s brother?
  • What was police doing during the continued arson and why did the fire brigade vehicles reach after two hours?
  • Why did the police not register FIRs regarding the burnt shops?

China bans public practice of Islam in Xinjiang province

China‘s Xinjiang region (East Turkestan) has banned the practise of religion in government buildings and will fine those who use the Internet to ‘undermine national unity’, in a package of new regulations.

The rules, passed by the standing committee of Xinjiang’s parliament on Friday, stipulate penalties of between 5,000 and 30,000 yuan ($4,884) for individuals who use the Internet, mobile phones or digital publishing to undermine national unity, social stability or incite ethnic hatred.

Equipment used in the offences also can be confiscated, the official Xinhua News Agency reported on Sunday.

The regulations, which come into effect Jan. 1, also prohibit people from distributing and viewing videos about ‘radical’ religious subjects in or outside religious venues, and requires religious leaders to report such activities to the local authorities and police, the China Daily reported at the weekend.

“An increasing number of problems involving religious affairs have emerged in Xinjiang,” said Ma Mingcheng, deputy director of the Xinjiang People’s Congress and director of its legislative affairs committee, according to the Chinese newspaper.

People will not be allowed to practice religion in government offices, public schools, businesses or institutions. Religious activities will have to take place in registered venues, the report said.

They also are prohibited from wearing or forcing others to wear clothes or logos associated with religion, although the types of clothes and logos aren’t specified, the newspaper said.

Xinjiang, home to the Muslim Uighur people, has been beset by violence for years, blamed by the government on “extremists who want an independent state called East Turkestan.”

Rights groups and exiles say the problem is more to do with Beijing‘s harsh restrictions on the Uighur people’s religious and cultural customs and doubt the existence of a cohesive group fighting the government.

Last week, 15 people were killed in the latest bout of unrest in Xinjiang.

The energy-rich region sits strategically on the borders of Pakistan, India, Afghanistan and Central Asia.

Selective Condemnation of Selective Violence by Pope Francis – Dr Javed Jamil

Pope Francis would have done well to say that every act of violence and innocent death, whoever the victim, whoever the culprit, whatever the place, whatever the time, whatever the method and whatever the motive should be condemned by the whole world

According to the BBC, “Pope Francis has urged Muslim leaders around the world to condemn terrorism carried out in the name of Islam. Speaking on board a flight back to Rome, the Pope said that he understood the harm caused by the stereotype that linked Islam with terrorism.”

He said a “global condemnation” of the violence would help the majority of Muslims dispel this stereotype. Pope Francis was returning from a three-day visit to Turkey. The pontiff denounced people who say that “all Muslims are terrorists”. “As we cannot say that all Christians are fundamentalists,” he said.”

While I have no reasons to doubt the good intentions of the Pope, I have many reasons to question his knowledge and his selective appeal. It appears certain that Pope like most other residents of the current world is exposed to the continuous motivated propaganda carried out by West through international media, and he has never stopped to have a closer look at the propaganda. He seems to have become a victim of the common propaganda which can see only “terrorism” as the only condemnable category of violence and “Muslim Terrorism” as the only condemnable category of “terrorism”. Why can’t the people like him recognize the fact that violence committed in any name is bad, and our response to violence should be proportional to the magnitude of the violence rather than its denominations?

The Western media (and also the Indian media under the influence of both the West and the Hindutva propagandists) focuses only on a certain category of violence, which of course suits its designs and its ideological foundations.

For them, only beheadings are a condemnable form of violence and not the carnage through bombs; the former is the method of “them” (Muslim terrorists) and the latter is currently the method of “Us” (the West). It is another matter that the beheadings kill less than a dozen and bombs kill millions. Of course, bombs also become condemnable when bombs of lesser intensity are used by the al-Qaida and its allies which kill tens or hundreds unlike the thousands and tens of thousands that the American, Israeli and British bombs kill.

The Pope also ignores the fact that at the global level, violence as a whole is a predominantly Western monopoly and terrorism as a whole is also a more non-Muslim than Muslim monopoly. al-Qaida killed not more than 6000 innocent Westerners but America’s “war against terror” of al-Qaida killed more than 2 million innocent Muslims. ISIS is also a creation of West, which entered Iraq after its war against Syrian Government failed despite huge support of Western weaponry, which was later used in Iraq.

Terrorism in India, mainly by non-Muslims (believing or non-believing Hindus) has killed more than 40,000 people in the last 2 decades. Tamil Terrorism in Sri Lanka claimed more than 100,000 lives. America, France, Britain, China and Russia have been responsible, directly or indirectly, for the overwhelming majority of deaths in wars and civil wars in the last century.

And of course they are also the countries with maximum deaths in murders, suicides and induced abortions. More than 180 million people lost lives in wars in the last century and more than 1 billion children have been murdered through abortions in the last 20 years. The number of deaths by way of murders has also been more than 10 million.

But it is not the magnitude of violence but the type of violence that attracts the international attention. Any violence that can be linked to the West and their ideologies make no news. But as soon as there is violence somewhere which can be made to appear linked to the forces or the ideologies opposed to them, it is attacked with all their weapons.

The Pope would have done well to say that every act of violence and innocent death, whoever the victim, whoever the culprit, whatever the place, whatever the time, whatever the method and whatever the motive should be condemned by the whole world. He should have recognized the fact that the genesis of terrorism has several factors, and one major factor is the role of West in Muslim countries, their support to brutal regimes in the region, and the deaths caused by Western forces in the Islamic world. He should state that almost all the acts of violence are devilish, and while terrorist attacks are committed by lesser devils, the wars and aerial bombings are conducted by the bigger devils. It would have certainly sounded better if he had appealed to West to stop intervening in Muslim countries.

The Pope should also explain if the Middle Eastern acts of violence can be linked to Islam or Muslims, why Western violence cannot be linked to Christianity and Christians. My appeal to the Pope is the same as has been to the pontiffs and protagonists of all religions of the world: recognize the fact that the real threat to the world comes not from any religion but the forces of irreligion led by West. And I would like to inform Christian pontiffs that we Muslims differentiate between Westernism and Christianity despite the fact that Christianity is the dominant religion in the West.

Why Muslims are unhappy with SP in UP

The Modi magic which seems to have cut across caste and even religious lines to some extent is making the Samajwadi Party edgy.

The Samajwadi Party has become increasingly edgy over the Bharatiya Janata Party (BJP) attempts to woo Muslim voters in the state. On paper of course, it seems very unlikely that the BJP will win a fraction of Muslim voters in Uttar Pradesh. But the Modi magic which seems to have cut across caste and even religious lines to some extent is making the SP edgy, fearing that it will lose its Muslim votebank in the upcoming Assembly elections in 2017.

The SP has also been hurt by allegations made by certain prominent members of the Muslim community, who claim that there is really no difference between the party and other Hindu parties, as the former practises “soft Hindutva” and the other i.e the BJP “hard Hindutava”. The All India Majlis-e-Ittehadul Muslimeen (MIM) party that has recently announced that it will contest the next Assembly election — a first time for the party in the state — has left SP leaders edgy, as it will divide the Muslim votebank.

The SP’s fears are grounded in some reality. Though the MIM won only two seats in Maharashtra, the party took away a significant number of votes that would have gone to the SP or the Congress. This is ideal for the BJP, as sources say, the recent communal tensions in the state, along with the Modi factor, will give the party Hindu votes. And if some Muslim votes come on board so much the better.

Prime Minister Modi has already begun wooing Muslims. During his trip to Varanasi earlier in November, Modi laid the foundation stone for the Trade Facilitation Centre (TFC) which was meant for members of Julaha (Muslim weaver caste) community. While doing so, the PM took a swipe at the SP, saying he wanted the Rs 147-crore TFC in the heart of the city so that the weavers could reach there without any hassle. But the state government has not cooperated with the Centre.

The fact that Modi’s words hit home were seen by the sharp rejoinder from the SP. Senior leaders such as Azam Khan tried to stir up passions by saying, “The TFC was planned in Lalpur because not a single member of the community resides there. In fact, the BJP wants the minorities to migrate to Pakistan.”

But a jittery SP was still not confident that Azam’s move was enough to convince the community. So Rajendra Chaudhary, party spokesperson of the UP unit, too jumped into the fray by reminding the Julahas about the work done for them by Mulayam government in the past and the packages presented to them by Akhilesh government.

“Mulayam has given a package of Rs 5,032 crore for weavers’ rehabilitation. Akhilesh has given special package to them. A loan of Rs 8.06 crore was given to 7,520 weavers,” Chaudhary told reporters. He added that Mulayam was in the process of developing Azamgarh, his Parliamentary constituency in a better maner than Modi’s Varanasi. The SP hopes that such promises and sops will keep this crucial votebank with them.

But MIM’s entry is hurting the party. Already, controversial MIM chief Asaduddin Owaisi asked the state government: “Where is the Muslim reservation that was promised during the last Assembly elections? (the SP in its election mainfesto had promised reservations for Muslims in the police and other government jobs). What action has been taken to ensure justice to Muslims who suffered as a community in Muzaffarnagar? These are questions that the ruling party will have to answer,” he said. The fact that Owaisi who refuses to categorise himself as a “Muslim candidate” and has also said that Dalits and Muslims must come together on common causes, is another blow for the SP, Bahujan Samaj Party and an already decimated Congress in UP. The Congress and the SP have so far hit back claiming that the MIM has a tacit understanding with the RSS in the state. But such allegations prove weak as the MIM was a part of the previous UPA government. Clearly, then these parties, especially the SP, will have to rehone their strategies if they retain power in the next elections.

In late 2013 I was invited to present evidence, as part of my submission regarding online anti-Muslim hate, at the House of Commons. I attempted to show how hate groups on the internet were using this space to intimidate, cause fear and make direct threats against Muslim communities – particularly after the murder of Drummer Lee Rigby in Woolwich last year.

The majority of incidents of Muslim hate crime (74%) reported to the organisation Tell MAMA (Measuring Anti-Muslim Attacks) are online. In London alone, hate crimes against Muslims rose by 65% over the past 12 months, according to the Metropolitan Police and anti-Islam hate crimes have also increased from 344 to 570 in the past year.

Before the Woolwich incident there was an average of 28 anti-Muslim hate crimes per month (in April 2013, there were 22 anti-Muslim hate crimes in London alone) but in May, when Rigby was murdered, that number soared to 109. Between May 2013 and February 2014, there were 734 reported cases of anti-Islamic abuse – and of these, 599 were incidents of online abuse and threats, while the others were “offline” attacks such as violence, threats and assaults.

A breakdown of the statistics shows these tend to be mainly from male perpetrators and are marginally more likely to be directed at women.

After I made my presentation I, too, became a target in numerous online forums and anti-Muslim hate blogs which attempted to demonise what I had to say and, in some cases, threaten me with violence. Most of those forums were taken down as soon as I reported them.

Digital hate-speak

It’s become easy to indulge in racist hate-crimes online and many people take advantage of the anonymity to do so. I examined anti-Muslim hate on social media sites such as Twitter and found that the demonisation and dehumanisation of Muslim communities is becoming increasingly commonplace.

My study involved the use of three separate hashtags, namely #Muslim, #Islam and #Woolwich – which allowed me to examine how Muslims were being viewed before and after Woolwich. The most common reappearing words were: “Muslim pigs” (in 9% of posts), “Muzrats” (14%), “Muslim Paedos” (30%), “Muslim terrorists” (22%), “Muslim scum” (15%) and “Pisslam” (10%).

These messages are then taken up by virtual communities who are quick to amplify their actions by creating webpages, blogs and forums of hate. Online anti-Muslim hate therefore intensifies, as has been shown after the Rotherham abuse scandal in the UK, the beheading of journalists James Foley, Steven Sotloff and the humanitarian workers David Haines and Alan Henning by the Islamic State and the Woolwich attacks in 2013.

The organisation Faith Matters has also conducted research, following the Rotherham abuse scandal, analysing Facebook conversations from Britain First posts on August 26 2014 using the Facebook Graph API.

They found some common reappearing words which included: Scum (207 times); Asian (97); deport (48); Paki (58); gangs (27) and paedo/pedo (25). A number of the comments and posts were from people with direct links to organisations such as Britain First, the English Brotherhood and the English Defence League.

Abuse is not a human right

Clearly, hate on the internet can have direct and indirect effect for victims and communities being targeted. In one sense, it can be used to harass and intimidate victims and on the other hand, it can also be used for opportunistic crimes.

Few of us will forget the moment when Salma Yaqoob appeared on BBC Question Time and tweeted the following comments to her followers: “Apart from this threat to cut my throat by #EDL supporter (!) overwhelmed by warm response to what I said on #bbcqt.”

The internet is a powerful tool by which people can be influenced to act in a certain way and manner. This is particularly strong when considering hate speech that aims to threaten and incite violence.

This also links into the convergence of emotional distress caused by hate online, the nature of intimidation and harassment and the prejudice that seeks to defame groups through speech intending to injure and intimidate. Some sites who have been relatively successful here include BareNakedIslam and IslamExposed which has a daily forum and chatroom about issues to do with Muslims and Islam and has a strong anti-Muslim tone which begins with initial discussion about a particular issue – such as banning Halal meat – and then turns into strong and provocative language.

Most of this anti-Muslim hate speech hides behind a fake banner of English patriotism, but is instead used to demonise and dehumanise Muslim communities. It goes without saying that the internet is just a digital realisation of the world itself – all shades of opinion are represented, including those Muslims whose hatred of the West prompts them to preach jihad and contempt for “dirty kuffar”.

Clearly, freedom of speech is a fundamental right that everyone should enjoy, but when that converges with incitement, harassment, threats of violence and cyber-bullying then we as a society must act before it’s too late. There is an urgent need to provide advice for those who are suffering online abuse.

It is also important to keep monitoring sites where this sort of thing regularly crops up; this can help inform not only policy but also help us get a better understanding of the relationships forming online. This would require in detail an examination of the various websites, blogs and social networking sites by monitoring the various URLs of those sites regarded as having links to anti-Muslim hate.

It is also important that we begin a process of consultation with victims of online anti-Muslim abuse – and reformed offenders – who could work together highlighting the issues they think are important when examining online Islamophobia.

The internet offers an easy and accessible way of reporting online abuse, but an often difficult relationship between the police and Muslim communities in some areas means much more could be done. This could have a positive impact on the overall reporting of online abuse. The improved rate of prosecutions which might culminate as a result could also help identify the issues around online anti-Muslim abuse.

For Indian bishop, Christian-Muslim dialogue needs actions, not words

Mumbai: “Islamic-Christian dialogue is crucial to India, and should take place at the theological and practical levels. The contribution of religion to peace and harmony in modern society cannot be dismissed, nor can religion be relegated to the edges of modern society,” said Mgr Felix Machado, archbishop of Vasai and president of the Office of Ecumenical and Interreligious Affairs of the Federation of Asian Bishops’ Conferences (FABC), following the third seminar of the Catholic-Muslim Forum, centred on the theme of ‘Working together to serve others’ (11-13 November, Rome).

In India, Christians and Muslims are religious minorities. Out of a population of over 1.2 billion people, Hindus are 80.5 per cent. Christians constitute only 2.3 per cent, whilst Muslims are 13.4 per cent.

“This means that Indian Muslims are almost 150 million, the second Muslim community in the world after Indonesia,” the prelate told AsiaNews. “And many of them attend Christian schools, including those run by the Catholic Church. Altogether, they represent 17 per cent of all educational institutions in the country”.

However, a different kind of education, based on dialogue, must begin in school. “For young Christians and Muslims, it is essential to be immersed in an environment that teaches reciprocity, as well as respect for the natural dignity and freedom of every human being, whatever his or her religion,” Mgr Machado said. Without these values, “peace and harmony in society are in danger.”

For the archbishop of Vasai, Pakistan is an example not to be followed. In this country, “textbooks are biased. They emphasise only Islam and are full of one-sided information about other religions.”

Such a cultural background is what ultimately leads to blasphemy laws, “invoked by some groups in civil society to kill Christians,” which can be fought “only with the cooperation and help of enlightened Muslims and Christians.”

In India, Christian and Muslim Dalits (once called untouchables) suffer the worst kind of discrimination. As non-Hindus, they do not enjoy Scheduled Caste (SC) status, which has provided certain benefits and privileges to Hindus since 1950, including in the areas of education and public sector services and jobs. Later, the same privileges were extended to Sikhs and Buddhists.

The Catholic Church, the bishop explained, “has made interfaith dialogue a mandatory path for its members.” However, “so far this attention towards others is one-sided”.

“With generosity, we have placed all of our resources at the disposal of all communities, regardless of religion. But our Muslim brothers must use their own tools for the good of all and for building the nation. ”

This is “the practical implication of ‘Working together to serve others’,” he said. “It is seeking lifelong dialogue and partnership. Together we can do good for our society as a whole.”

Anointment ceremony of Imam Bukhari's son illegal: Delhi High Court

New Delhi: The central government and Wakf Board Thursday told the Delhi High Court that the anointment ceremony of Jama Masjid Shahi Imam’s son as the Naib Imam (deputy Imam) was “illegal” and has no legal sanctity.

A division bench of Chief Justice G. Rohini and Justice R.S. Endlaw was told by the Delhi Wakf Board that it has not given any legal sanctity on appointment of Imam and will soon hold a meeting in this regard.

The anointment ceremony is scheduled for Nov 22. The court after hearing the arguments reserved its order and will pass an order later in the day.

The court was hearing three public interest litigations (PILs) filed that said Jama Masjid is a property of the Delhi Wakf Board and Maulana Syed Ahmed Bukhari (Shahi Imam) as its employee cannot appoint his son as Naib Imam.

During Wednesday’s hearing counsel for Archaeological Survey of India and the central government told the court that Jama Masjid is a historical monument and it has to be decided how rule of primogeniture will apply on succession of Imam or chief cleric.

The pleas said Bukhari’s decision to anoint his 19-year-old son Shaban Bukhari, as the Naib Imam or the deputy Imam was wrong as there is no provision under the Wakf Act for hereditary appointment of the Imam.

“Despite knowing that the Imam is an employee of the Wakf Board and it’s the board which has the right to appoint an Imam, he (Bukhari) has declared his 19-year-old son to be a Naib Imam and is holding a dastar bandi ceremony for the purpose, which is purely anti-Islamic,” the pleas said.

Jama Masjid is India’s largest mosque built during the Mughal era. Besides, the PILs asked the court to declare invalid the appointment of Bukhari as the Shahi Imam of Jama Masjid.

The pleas also alleged that there is a “complete anarchy and misuse of power” by the Shahi Imam of the Jama Masjid.

Bukhari recently sparked off a controversy by announcing that he has invited Pakistan Prime Minister Nawaz Sharif for the ceremony of anointing his son as the deputy Imam but did not feel the need to invite Prime Minister Narendra Modi.

Karnataka police circular asks officers to scrutinize passports of Muslims and Christians

Bengaluru: A police circular asking officers to scrutinize deeper passport applications from Muslims and Christians has stirred a controversy in Karnataka.

Amar Kumar Pandey, Additional Director General of Police (ADGP) of the Internal Security Wing, faxed the circular to police commissioners of Bangalore, Mysore, Mangalore, Hubli-Dharwad and Belgaum, all major cities in the state with sizeable population of minority groups.

The circular states “Apart from verifying the nationality of applicants clearing passport applications, police should find out religion and sub-sect details. In case of Muslims, they should find out if the applicant is Sunni or Shia. If s/he is Sunni, then delve deeper and find out if the applicant belongs to Deobandi or Barelvi or Ahle-Hadith sub sect. Similarly, if an applicant hails from the Christian community, details like Roman Catholic or Protestant etc should be collected.”

When quizzed by a city newspaper, Pandey defended himself saying he did it in the interest of national security by focusing on “developments across the world.” He refused to divulge further reasons for his issuing the circular saying it was in the interest of ‘security.’

Later he retracted on the circular saying it is “temporarily” withdrawn adding “at this moment, the circular issued by me is null and void. We will take a fresh call on it after remaining it after reexamining the matter. It may take three or four days.”

Though the circular is scrapped “temporarily,” the motivation behind Pandey’s action is still uncertain. When the media questioned him why Hindus have not been named, he gave an evasive reply, saying, “There are so many sub-castes. We are doing it.” But he had no substantive explanation to back his claim.

Bombay HC quashes Muslim, Maratha reservation in Maharashtra govt jobs

Allows reservation to Muslims in educational institutions, Chief Minister evades comments on Muslim reservation but says the state will challenge the decision in SC.

Mumbai/Agencies: The Bombay High Court Friday put a hold on Maharashtra government’s decision to give 16% reservation to Marathas in public service and educational institutions. The High Court also stayed the state government’s decision to provide 5% reservation to Muslims in public service, but allowed them reservation in educational institutions.

On June 25, 2014, with an eye on the state assembly elections, erstwhile Congress-NCP government had approved 16% reservation for Marathas and 5% for Muslims in government jobs and education institutions.

While hearing the PILs challenging reservation for the two communities filed by social activist Ketan Tirodkar, an NGO Youth for Equality, Anil Thanekar, I S Gilada of Indian Health Organisation and others, the bench concluded it was not up to the state to treat the Maratha community as a ‘backward class’.

“Rather, the National Commission for Backward Classes and the Mandal Commission has concluded the Marathas are a socially-advanced and prestigious community,” the court said, citing the findings of the Mandal Commission (1990), the National Commission for Backward Classes in February 2000 and a July 2008 report of the Maharashtra State Backward Class Commission (Bapat Commission).

The bench noted several flaws in the report of the Narayan Rane Committee that had recommended the inclusion of the Maratha community in the socially- and economically-backward class, and which forms the basis of the 16 % reservation in favour of the community.

The bench observed that the Rane committee did not refer to important rulings of the Supreme Court and findings of other commissions.

The state government, however, has decided to challenge this decision in the Supreme Court, with chief minister Devendra Fadnavis saying he will take all possible steps to remove the stay on the Maratha reservation. But, he did not comment on reservation for Muslims as the BJP has been opposed to it.

“The state government is fully supportive of Maratha quota. We will appeal in Supreme Court on the High Court ruling. We will take measures to ensure that the quota remains,” Chief Minister Devednra Fadnavis told reporters on the sidelines of an event in suburban Vile Parle.

Fadnavis further added, “If the court has pointed out any discrepancy in law, we will remove any lacunae in law during the winter session of the State Legislature in Nagpur.”

The court was of the view that the comparative data provided by the government justified its decision to introduce reservation for Muslims in government educational institutions. It, however, excluded private educational bodies from the purview of reservations for the minority community.

The government defended its decision on reservation to Marathas and Muslims contending that the two communities were socially and educationally backward and also economically poor. It said the decision was based on the report of a committee headed by former minister Narayan Rane set up to look into the issue.

The government said it had taken into consideration recommendations of Rajinder Sachar Committee and Mahmoodur Rahman Committee, both of which had recommended reservation for Muslims, while arriving at the decision to provide quotas for them.

Former journalist Ketan Tirodkar is his public interest litigation (PIL) noted that Marathas have been wrongly categorised as socially and educationally backward. It claims Marathas are not a caste, they comprise a linguistic group. Tirodkar adds Marathas are a dominant community, not a backward one.

52% seats in government jobs and educational institutions were already reserved for the targeted groups and the Congress-NCP government had, in the run up to the Assembly poll, raised it to 73 per cent by announcing 16 per cent quotas for Marathas and five per cent for Muslims.

Reservation already exists among OBCs for a section of Marathas known as Kunbis. Maratha Kunbis, who are largely agriculturists, constitute 31.5 per cent of the total Maratha population and have a large presence in Vidarbha and Konkan.

Apart from former chief minister Prithviraj Chavan and former deputy chief minister Ajit Pawar, a majority of the education barons — DY Patil, Patang Kadam, Kamalkishore Kadam and Pawars of Vidya Pratishthan — belong to the Maratha community.

IAMC Report exposes roots of atrocities against Muslims in Assam, urges action to prevent ethnic cleansing

The Indian American Muslim Council (IAMC), an advocacy group dedicated to safeguarding India’s pluralist and tolerant ethos, has released a report that exposes the roots of the mass violence in Assam in 2012 and 2014, in which hundreds of lives have been lost and over a half million people were displaced. The report titled “Rationalizing Ethnic Cleansing in Assam,” is based on data provided by human rights activists in Assam, media reports, eyewitness accounts as well as testimonies of scores of victims, many of which have been recorded.

The report documents the state complicity behind sustained violence against an ethnic and religious minority. The report also exposes the myth about Assamese Muslims being illegal immigrants from Bangladesh, a canard that is all too often used to “contextualize,” the barbaric ethnic cleansing of impoverished Muslim villagers.

“The political patronage provided to armed militant groups that have spearheaded massacres at regular intervals since 1993, and the hateful rhetoric of xenophobic Hindutva groups, is at the root of the campaign to bring about demographic changes in Assam through violence and intimidation,” said Mr. Ahsan Khan, President of IAMC. “The gravity of the situation in Assam can be gauged from the fact that the state has failed to provide adequate relief or create an atmosphere conducive to the return of the thousands who were displaced from their homes during the mass violence,” added Mr. Khan.

The report includes wide-ranging recommendations to bring about reconciliation between Muslims and ethnic Bodos. An important step in this direction would be a Special Investigative Team (SIT) constituted by the Supreme Court to assess proper investigation of the crimes committed, and a prosecution of the perpetrators, including their political patrons. A lasting solution to the crisis can only be possible if Constitutional guarantees of life and liberty are ensured, and members of all communities have equal access to economic opportunities and political political power. In addition, the internally displaced should be assisted in returning to their homes to avoid repeat of this occurrence. Long term stability and development of the region will remain a distant dream unless govt takes serious action to prevent social discord. The fact that even the groups that have surrendered have been allowed to retain arms is a critical impediment in the political process towards a lasting solution.

Executive Summary

The Indian State of Assam has witnessed mass violence against minorities, particularly Muslims several times in the last few decades. The area known as Bodo Territorial Administered Districts (BTAD), as well as surrounding areas in western Assam is inhabited by Muslims as well as Bodo tribals. Ethnic rivalry between these two communities has been the primary cause of mass violence against the Muslim citizens of Assam, resulting in hundreds of deaths and the displacement of over half a million inhabitants of the state.

The right to life and security, a fundamental human right guaranteed by the Indian Constitution, has been denied to countless people of Assam, due to the failure of the state polity and law enforcement to protect the Muslim citizens of the state. In many instances, the complicity of the Relief measures have been remarkably insufficient to deal with the magnitude of the humanitarian crisis, and devoid of the need to protect the dignity of the victims.

This report covers the wider context behind the violence in Assam and the motives behind the persecution of the state’s Muslim population. It also explores the mechanisms of such persecution, including the false characterization of Muslims in western Assam as “illegal immigrants” from Bangladesh. Such mischaracterization has been disseminated systematically in order to whip up sectarian tensions, often times with the complicity of sections the media.

The relief camps setup to shelter the survivors have been rocked by human trafficking, sexual exploitation of young children and women, and elderly abuse. These crimes against the hapless victims continue with impunity with virtually no consequences for the perpetrators.

Appropriate judicial intervention is urgently needed to investigate the mass violence, and crimes against humanity committed against Assam’s Muslim population. The state must provide adequate relief measures for the hundreds of thousands who have lost their property and livelihood.

The state must also ensure that all citizens, regardless of religious or ethnic affiliation, have equal access to opportunities and political power. There cannot be any democratic or constitutional basis for the reservation of 75% of seats in a legislature of a specially administered region for a particular group which barely constitutes 33% of the population. Allowing various militant groups to bear arms even after they have surrendered has exacerbated the problem in the absence of an effective strategy for counterinsurgency.
