Over 12 lakh cases pending in Odisha courts

Bhubaneswar: Over 12 lakh cases are pending in different courts in Odisha, including 1.69 lakh cases in the state’s high court, a minister said on Tuesday.

Replying to a question by Bharatiya Janata Party (BJP) legislator Dilip Ray, Law Minister Arun Sahu told the assembly that 12,33,492 cases were pending in the Orissa High Court and lower courts as in December 2015.

A total of 1,30,748 civil cases and 38,705 criminal cases are pending in the Orissa High Court while 2.63 lakh civil cases and over eight lakh criminal cases are pending in the lower courts, the minister added.

The state government has yet to gather information about the pending cases from the state in the Supreme Court.

In response to a question by Biju Janata Dal legislator Prafulla Samal, the law minister said the government was taking steps to fill up the 76 vacant posts of judges in different courts.

Sahu said the government was in the process of setting up courts and Lok Adalats to ensure speedy delivery of justice to people.

The Odisha government has planned to appoint one lawyer at Gram Panchayat level from July this year, Sahu said.

“They will sensitise the people about the welfare programmes of the government besides giving legal advice.”

Ranji Trophy: Karnataka pull off 2nd outright Ranji win against Odisha

Mysuru: Karnataka registered their second outright win, beating Odisha by an innings and 64 runs on the fourth and final day of their Group A Ranji Trophy match.

With this win Karnataka secured seven points, and are among the top contenders to qualify for the knockout stage with 21 points to their credit.

Stuart Binny and Shreyas Gopal, ably supported by Vinay Kumar, helped Karnataka skittle out Odisha for 104 runs in their second innings under 37 overs. Binny claimed four wickets for 34 runs and Gopal bagged three wickets for 43 runs, while Kumar ended with two for seven off seven overs and Udit Patel picked up one wicket. Batting first, Odisha put on 232 all out in their first innings with Govinda Poddar scoring 153 runs after he had smashed 15 boundaries and a six off 230 balls.

In reply, Karnataka declared their first innings at 400 for nine after India discard Robin Uthappa scored his second century of the season with a superb 148 runs. He had scored his first ton against Rajasthan in the previous match. Karnataka opener Mayank Agarwal and Karun Nair, also came good with their bat, scoring 78 and 73 runs, respectively.

Nair and Uthappa took the game away from Odisha’s hands when they stitched a 169-run partnership for fourth wicket and helped hosts post 168-run first innings lead. Resuming at the overnight score of zero for one, Odisha started on a disastrous note, losing first innings centurion Poddar, who was caught by Abhishek Reddy off Kumar for seven. Binny turned the tide completely in Karnataka’s favour after he claimed two wickets in consecutive deliveries, first he sent back Nataraj Behera (19) and then Ranjit Singh for a naught.

After the fall of Singh, no batsman held the crease and with Karnataka bowlers, especially Binny and Gopal, wrecking havoc.
Anurag Sarangi was the top scorer for Odisha with 44 runs with six boundaries, scored off 75 balls. To the dismay of Odisha, they lost four batsmen — Rajesh Dhuper, Singh, Biplab Samanataray and Basant Mohanty — without opening an account.

Three BSF men, one civilian killed in Odisha Naxal attack

Malkangiri: Three BSF personnel and a civilian were today killed and six others injured when Naxalities ambushed a patrol of the paramilitary force and triggered a landmine blast in the jungles of this district in Odisha.

The patrol of the 104th battalion of BSF was near its Janbai base in Malkangiri district when Maoists ambushed it with a landmine blast and firing at around 7.30 AM, a senior official said.

“Three personnel, including an Assistant Sub-inspector, Head Constable and Constable have been killed in the ambush while the company commander Assistant Commandant Ashok Kumar is among the six injured,” he said.

Officials said a civilian was also killed during the ambush and senior BSF commanders have rushed to the spot. “The officer, who is injured, has lost an eye. He and others have been admitted to government hospital in Malkangiri,” they said.

Fresh reinforcements of the Border Security Force have been rushed in from nearby locations, they said. BSF is deployed in the area for conducting anti-Naxal operations and the squad, which went on patrol last night, was on a similar task when the ambush happened.

The explosion took place when the group of BSF personnel from Janbai base camp near the construction site of Gurupriya bridge reached Chintamdoli ghat after crossing Chitrakonda reservoir by a boat, Inspector In-Charge of Chitrakonda police station Pitabas Dharua said.

Soon after the landmine at the ghat went off, some Maoists present in the area also opened fire on the BSF personnel, he said, adding that the BSF men returned the fire. The six injured BSF jawans were immediately taken to the district headquarters hospital here, Inspector In-Charge of Malkangiri Police Station, R K Das said.

The condition of three jawans was stated to be critical, he said. The bodies of the slain jawans were being brought to the hospital for post-mortem, he said.

Senior police and BSF officials, including Malkangiri Superintendent of Police Mitrabhanu Mohapatra, visited the hospital and took stock of the situation.

Former Odisha chief minister J B Patnaik dead

Bhubaneswar: Three-time Odisha chief minister and former Assam governor Janaki Ballabh Patnaik died at Tirupati in Andhra Pradesh on Tuesday, said family sources.

Patnaik, 89, passed away at a private hospital at 3 a.m.

Patnaik had arrived at Tirupati on Monday to attend the convocation of Tirupati Rashtriya Sanskruta University as the chief guest.

Patnaik was the university’s chancellor.

Later, he was admitted in a hospital after he complained of severe chest pain, said Soumya Ranjan Patnaik, the former chief minister’s son-in-law.

Patnaik, a veteran Congress leader, is survived by his wife Jayanti Patnaik, son Pruthvi Ballav Patnaik and two daughters — Sudatta Patnaik and Supriya Patnaik.

The mortal remains of the late leader will be flown to Bhubaneswar by a special flight in the afternoon for cremation at Swargadwara in Puri.

Patnaik had returned to Odisha in December last year after serving as governor of Assam.

He was born at Rameswar village in Khordha district on January 3, 1927.

He was the chief minister of Odisha for two terms – from 1980 to 1989 and from 1995 to 1999 and from He was also the leader of opposition in Odisha assembly from 2004 to 2009.

The veteran Congress leader was also an eminent litterateur and journalist and has written several books.

As a mark of respect, the Odisha government on Tuesday announced a state holiday and a seven-day state mourning.

Odisha Chief Minister Naveen Patnaik, Governor S.C. Jamir, several ministers and many political leaders expressed their condolence.

Police firing on women on International Women’s Day in Odisha

On 8th March 2015, when the world was observing International Women’s Day, Odisha police fired upon women agitators at Namatara village of Rajakanika block of Kendrapada district and injured 16 villagers, mostly women.

Out of those injured people, 9 villagers (five women, two girl children and 2 men) got admitted in Cuttak Medical College because of serious bullet injury. Now the police have already arrested 6 people for attacking the police and have filed cases against 60 people also. Namatara village having 200 houses are mostly of dalit communities.

Such act of brutality of Odisha police is condemnable.

The women around Rajakanika area were observing Women’s Day on their own way and on that day they went on burning foreign liquor shop, at Namatara village. They were demanding of closing down of that shop for last two years. Even they had given their demands in writing to Mr. Baijayanta Panda, Member of Parliament and Mr. PratapDev, MLA and to the District Collector, several times, what local activist of NishaMuktiAbhijan speaks.

So, failing from those sides they themselves decided to destroy the shop on International Women’s Day. While coming back from that place, district armed police reached to the village and fired them.

The state government, with the logic of earning targeted revenue of 1800 crores, has started a drive to open up more and more liquor shops both in rural and town areas. But this has been opposed by several groups in the State. Recently, when a team of social activists of NishaMuktiAbhiyan met the excise minister at the Secretariat, the later assured them of not opening any new shop without consent of pallisabha and gramsabha. This has been reported in the media. But in this case, when the dalit women of Namatara village were demanding of closing down of that shop, that went unheard.

It is not only at Namatara village, but in several parts of Odisha, both in tribal as well as in non-tribal areas, people, largely dalit and adivasi women, are now coming on the street and are opposing opening of liquor shops in their own areas. At many places in Odisha, like in Kashipur of Rayagada, Narayanpatna and Bandhugaon of Koraput district, Mathili of Malkangiri, Nikirai and Mahalhat of Kendrapada district, women and men have destroyed liquor shops in last 4 years due to deaf year of the government. They are all facing legal charges.

Most of the women who are participating in such struggle are from poor background. In a male dominated society like us, when daily wage workers, small peasants and village artisans, mostly male, are expending major amount of their income in consuming liquor then other members of their respective families are not getting proper food, education and health treatment. In these cases the most vulnerable are children and aged people in their familiesbecause of addictive-consumption of liquor of male earner.

Specifically, in post-economic reform phase, when burden of education and health care are lying more on individuals because the State is withdrawing from its welfare-role, so slightest unmindful expenses of the bread earner is causing much havoc in the family. On the other hand, both corporate and bureaucrats are taking away lion’s share of the State which ultimately is causing more gap between the poor and the rich. At this stage we, in Odisha, are finding more rural poor women who have one agenda, destroying of liquor shop and in retaliation, police is resorting to arrest and firing.

So in case of Namatara incident several organisations like Ganatantrik Adhikar Surakhya Sangathan, Lok Shakti Abhiyan and Committee Against Fabricated Cases etc. are demanding of announcement of rupees one lakh as compensation for the injured people, arresting those police engaged in such firing under 307, attempt to murder, of IPC and treating decisions of Pallisabha and Gramsabha in both tribal and non-tribal areas regarding opening up of new shops and running of existing oneas final decision of the government.

Class 6 student delivers baby in Odisha hostel, 2 teachers arrested

Bhubaneswar: Two teachers of a tribal welfare school in Odisha were arrested after a class six student delivered a baby in its hostel, police said on Monday.

The headmaster and hostel superintendent were arrested on Sunday for negligence of duty, not informing the administration about the incident and trying to suppress the matter, said Jeypore sub-divisional police officer Rajendra Senapati.

The tribal girl from Umuri Ashram School, a state-run residential school for SC and ST students, in Jeypore, block of Koraput district 500 km from Bhubaneswar, delivered a baby on February 4.

When the school authorities came to know about this, they took the baby and the minor mother in a jeep to her village in Upperkendi, under the jurisdiction of Semiliguda police, and left them with her parents.

After the district administration came to know about the incident, the welfare extension officer of Jeypore block informed Jeypore police on Sunday.

After the preliminary investigation, the police arrested school headmaster Kailash Verma and hostel superintendent Sabita Guru.

This is the second incident in the state in the last two weeks. A class ten girl of a residential high school at Lingagada in Kandhamal district had delivered a baby in her hostel January 23. Police had arrested a man, Sukanta Pradhan, who allegedly got her pregnant.

Cyclone Hudhud: Modi visits Vizag, announces Rs. 1000 cr relief for Andhra Pradesh

Visakhapatnam: Prime Minister Narendra Modi arrived here Tuesday afternoon to cyclone-hit north coastal Andhra, and announced an interim relief of Rs. 1000 crore to the state for the devastation caused by Cyclone Hudhud in Vishakapatnam and other coastal areas.

“The Centre is fully with the people of Andhra pradesh. Both governments are working hand in hand,” Modi told reporters at Vishakapatnam.

Modi made the announcement after visiting parts of the worst-affected port city and a review meeting with chief minister N. Chandrababu Naidu and top officials.

Chief Minister N. Chandrababu Naidu had already written to Modi to declare Hudhud a national calamity and provide Rs.2,000 crore as interim relief. He expressed concern that the cyclone caused huge losses at a time when he was planning to develop Visakhapatnam into a smart city. He, however, exuded confidence that the central and state government will work together to overcome the challenge.

The Prime Minister said that the Central government officials from various ministries would soon tour the region to assess damage and start work to restore normalcy, Modi told reporters. He said restoring the basic needs of life like water and electricity were the government’s immediate priorities.

Modi, who made an aerial survey of the affected areas of both north coastal Andhra and Odisha, also declared Rs. 2 lakh from Prime Minister’s Relief Fund for families of each of those killed and Rs. 50,000 to every injured.

The local bodies, he said, also rose up to the task.”It is important to note that a crisis of any magnitude can be overcome if the state and Centre work should-to-shoulder,” he said.

Karnataka to help AP restore power supply

The State government has agreed to provide manpower support to Andhra Pradesh to restore electricity supply in its cyclone-hit areas.

About 2,000 workers of the Karnataka Energy Department will head to Andhra Pradesh to help restore power in 5,000 villages over the next 10 days.

Reportedly the AP CM informed Mr. Siddaramaiah of the magnitude of destruction the cyclone had caused to electric poles and transformers and sought assistance in restoring them. Mr. Siddaramaiah responded immediately and agreed to send engineers and technical staff from Karnataka Power Transmission Corporation Ltd. and other power supply companies to assist in restoration work, an official note said.
