New Delhi: Delhi police will deploy mini drones fitted with night vision cameras to patrol the streets of the capital to make the city safer for women.

After the rape of a 27-year-old finance company executive by an Uber cab driver was reported last week, the police has decided to patrol dark stretches and crime prone areas with the help of drones which will be fitted with night vision thermal imaging cameras, said Press Trust of India.

“With this project, North Delhi will become the first district with complete camera surveillance in Delhi. This would be achieved with the combined range of CCTVs and drones,” the report quoted a senior police official as saying.

Every drone will fly at 200 meters high and will cover an area of three to four kilometers, said the report.

The project will be launched in north district area of the city by next month.

Background check made compulsory for Bengaluru cab drivers

Bengaluru: Police Tuesday made background check compulsory for cab drivers to ensure safety and security of citizens, especially women using taxi service for commuting across the city, a top official said.

“We have directed all taxi operators in the city to do a thorough background check of drivers employed with them and not to employ any drivers without verifying their service record with us,” Bengaluru police commissioner M N Reddi told reporters here.

The decision was taken at a meeting state transport commissioner Ramegowda had with senior police officials, cab operators and taxi unions here in the wake of an alleged rape of an woman executive by a cab driver in Delhi December 5.

“Cab operators and taxi owners will be liable if they are found employing drivers without background check,” Reddi said.

“They must submit a list of their drivers (employed) to the jurisdictional police stations with a copy of their (drivers’) profile, including details of driving licence, temporary and permanent residential address, educational qualification, mobile number and a health certificate to ensure their professional conduct.”

Reddi told cab operators and taxi owners that their permit would be suspended by the transport department if customers lodge serious complaints against drivers of misbehaving, rash driving, using foul language or acts of criminal misconduct.

Meanwhile, Ramegowda instructed officials of the regional transport offices (RTO) across the city to conduct regular checks on cab drivers and suspend their licences if they do not carry the requisite documents, including insurance cover and registration certificate.

New Delhi: New Delhi woke to another heinous news on Saturday morning as a 25-year-old woman was raped in a Uber cab that she reportedly hired from Vasant Vihar area after returning from a Gurgaon hotel party.

A Uber cab driver has been by the police.

Incidentally, he was earlier arrested in a 2011 sexual assault case. Shiv Kumar Yadav served 7 months in Tihar jail but he was acquitted by the court. Yadav also did not possess a Delhi driving permit.

According to the police complaint, the victim who works as an MNC employee in Gurgaon, had finished her shift at 7 pm on Friday after which she attended a dinner party at a restaurant there with her friends.

Her friends dropped her in Vasant Vihar area from where she hired an Uber cab at around 9.30 pm and in the way, dozed off on the back seat of the cab, the police said citing the complaint.

The woman woke up only to find that she was being raped while the doors were locked and the car was stopped at a secluded place between Sarai Rohilla and Indralok, said the complaint. She

The driver then went on to threaten that he would kill her and also sexually assault her with a rod if she shouted. The driver then dropped her home, warning her not to inform police or anyone or he would kill her.

According to the police, the woman had managed to click the picture of the cab from her cell phone as the cab driver sped off after dropping her near her home.

A case has been registered at Sarai Rohilla police station under Sections 376 (rape), 323 (voluntarily causing hurt) and 506 (criminal intimidation) of IPC.

The incident poses a big question mark on the reliability of Uber cabs that boast of ensuring passengers’ safety as its highest priority and claim to hire “licensed driver-partners to provide a safe transportation option”. According to reports, there was no GPS system in the cab and no background check had been done on the driver.

Expressing regret over the incident, Uber cabs issued a statement saying they were “deeply disturbed” by the crime and had suspended the driver’s account immediately.

In a statement, Uber spokeswoman Evelyn Tay said that the company was working with the police to help in the investigation.

“Our thoughts are with the victim of this terrible crime… We will assist them in any way we can. It is also our policy to immediately suspend a driver’s account following allegations of a serious incident, which we have done,” read the statement.

“Safety is Uber’s highest priority and in India, we work with licensed driver-partners , with layers of safeguards such as driver and vehicle information, and ETA-sharing to ensure there is accountability and traceability of all trips that occur on the Uber platform,” the statement added.

SC notice on protecting school children from sexual, mental abuse

New Delhi: The Supreme Court Friday issued notice to the central and state governments and the union territory administrations on a PIL seeking the framing of “rules, regulations and the guidelines” for protection of school-children from the menace of sexual and mental abuse in the educational premises.

“It is a good cause,” said a bench of Chief Justice H.L.Dattu and Justice A.K.Sikri issuing notice on the PIL as advocate J.P.Dhanda, appearing for petitioner Vineet Dhanda, addressed the court on the issue.

Referring to numerous newspaper reports about drastic rise in cases of sexual abuse of children within the educational institutions, school transports and boarding houses, the petitioner has sought directions for the framing of strict guidelines for educational institutions to ensure the safety and protection of the students from any sort of “physical and mental abuse”.

Vineet Dhanda has also sought the laying down of the rules for penalising the educational institutions where the incidents of sexual abuse take place.

Dhanda, who is also an advocate, has also sought police intervention for safeguarding the school children from any kind of violence and abuse.

Referring to the reports of sexual abuse of children staying in boarding schools away from their parents, the petitioner said: “The more disturbing part besides the gory crime of child sexual abuse is that the educational institutions have no liabilities whatsoever fixed by law in case of such offences in their premises.”

He said that schools were charging exorbitant fees and other charges but were not discharging their elementary responsibility of securing the lives of children when they are in schools.

“Even the police administration goes out of its way to protect such educational institutions for their own vested interests,” Dhanda told the court.

The petition said that “to protect the precious lives of children from being scared as a result of such dastardly acts is the prime duty of the schools as well as prime duty of the government and administration”.

Take Rs. 50,000 and abort, Bihar panchayat tells raped girl

Patna: A panchayat in Bihar has ordered a girl, who was raped by four brothers and is now seven months pregnant, to take Rs 50,000 and undergo an abortion, police said on Thursday.

“The victim along with her mother and informed me that four brothers of her village raped her seven months back and now she is seven months pregnant,” said police official Sweta Gupta over telephone from Kishanganj, about 400 km from here.

“When she approached the village panchayat, seeking justice and punishment against the accused, the panchayat members ordered her take Rs 50,000 to undergo an abortion. But she refused it,” Gupta added.

It was the panchayat of village Packola Palashmani in Kishanganj district that gave the order.

The 16-year-old victim is daughter of a migrant worker who works in Rajasthan to support the poor family of six. The victim’s mother works is a daily wage labourer in an agriculture field.

Gupta said an FIR has been lodged and a probe has begun. “We are trying to arrest the accused and take action against the panchayat member,” she said.

She said the victim was afraid to approach police after panchayat members threatened her.

The police official also said nearly half a dozen similar cases have been reported to her in last month.

“After I joined duty here, five girls, mostly from the Muslim community, have filed similar complaints of being raped and getting pregnant,” she said.

“I am stunned to know that several girls were raped but they failed to inform their parents. Such cases come to light only when they get pregnant few months later,” she said.

Kishanganj is a Muslim dominated district as the community makes up for around 70 per cent of the population. It is one of the most backward districts in the state with high poverty rate and low levels of literacy.

Bengaluru: 3-year-old raped twice in school; one held

Bengaluru: In yet another shocking incident, the police have arrested an employee of a private school for allegedly raping a 3-year-old student.

The suspect has been identified as Nagaraj, who has been accused of raping the minor twice between October 22 and Nov 26.

The incident came to light, when the victim’s mother took the child for a medical check up, as the child developed medical complications. The doctor who examined the child confirmed rape and advised parents to approach the police.

Based on the complaint filed by the parents of the victim, the police arrested Nagaraj, an attender, with the school, on Nov 30 and booked him under 5(m) (f), 6, and 21 of the POCSO Act and sections 188, 336, and 376 of the IPC. According to sources, the accused has confessed to raping the child.

The cases of sexual assault in schools are on the rise in the City. This is the fifth incident of child rape reported since June.

17 year old gang raped in K G Halli in Bangalore

Bangalore: Are we turning into a society of degenerates, or already are? In another spine-chilling incident, a 17-year-old school girl was allegedly gang raped in the city’s R K Math Layout, police said on Monday.

The incident occurred on Saturday the 25th and five people have been arrested according to the police.

Two of the accused have been identified as Madhu and Basavaraju, who were arrested by the K G Halli police.

“We have registered a case of gang rape. We Have arrested Madhu, Basavaraju and three others” said an officer.

The girl will undergo medical examination to confirm the case of rape.

Kolkata: A 17-year-old school girl was allegedly gang raped by unidentified youths in West Bengal’s North 24 Parganas district, police said Friday.

The incident occurred Thursday evening when the class XI student was celebrating Diwali at her home in the district’s Dhalipara area, some 40 km from here.

According to the police complaint filed by the girl’s family Friday, the accused used chloroform to make her unconscious and dragged her to a desolate spot and gang raped her.

“We have registered a case of gang rape. No arrest has been made so far,” said an officer of the Deganga police station.

The girl, recuperating at Barasat State General Hospital, underwent medical examination to confirm rape.

Bangalore: A criminal case has been filed against a school in Bangalore where a three-year-old nursery student was sexually assaulted on Tuesday. An attendant has also been detained, the police said.

The attendant, believed to be 45, is being questioned but hasn’t been arrested yet. He had allegedly been missing till now.

The police say the school has been booked for running classes beyond the sanctioned limit; it reportedly had a licence to run only classes 1 to 6. The school is allegedly running the nursery section illegally and has been asked to explain.

There have been angry protests in Bangalore since the case surfaced on Tuesday, the third instance of sexual assault in a school in four months.

The child’s mother says she found her daughter crying when she went to pick her up from the school on Tuesday.

According to the police complaint filed by her father, the child “had signs of fever and complained to her mother that she was physically abused by someone she did not know or recognize.”

The police registered a case of rape on the father’s complaint. “We have registered a criminal case late Tuesday on a complaint by the victim’s father that his young daughter was sexually abused in the Orchid International School premises,” said Police Inspector TC Venkatesh on Wednesday. “We are checking the footage of CCTV cameras and questioning the staff and faculty,” he added.

Three months ago, Bangalore witnessed large street protests after a six-year-old child was raped at her school; two gym instructors were arrested.

Nearly 200 schools in the IT city were booked for not having safety measures in place.

Sexual assault of school girl confirmed, says Bangalore top cop

Bangalore: The sexual assault on a three-and-half-year-old girl student at a school here has been confirmed by doctors, as police today intensified the probe into the horrific incident which evoked protest from parents.

The school staff members were questioned and the CCTV footage was being examined by the police, as outraged parents thronged the campus of Orchid International School demanding answers from its authorities on the incident.

“The doctors (at a private hospital where the girl was taken for treatment yesterday) confirmed there was a slight bruise of a very small dimension, amounting to sexual assault,” Bangalore Police Commissioner M N Reddi told reporters here.

Reddi said, “There is the statement of the child and the injury and the circumstances. At this point of time, there is no other possibility. It looks like a sexual assault.”

A criminal case has been registered under the Protection of Children from Sexual Offences (POCSO) Act 2012 and IPC section 376 (rape) on a complaint from the father of the child, he said.

This is the third incident of a minor girl student being allegedly sexually assaulted on school campus in the city in the last four months.

Reddi said the girl was crying when her mother picked her up from the school at Jalahalli yesterday noon and she was not behaving normal and had symptoms of fever.

While the girl initially told her mother that someone beat her up, she later said she was sexually assaulted, police said.

Reddi said it was difficult for the police to say they are clueless whether the crime happened on the school premises or outside. “Our objective is to detect the case and investigate fairly. It would be difficult for me to tell you we are clueless,” he said.

Asked about the school management clarifying that the assault took place outside the school campus, Reddi said the police would conduct a thorough investigation despite varied opinions about the crime.

“We have spoken to all possible people including the school management….the police will do a professional investigation,” he said.

Reddi said the police had contacted the school management as per the demands made by parents and its chief has been asked to visit Bangalore. The school is an inter-state institution, whose main group is from neighboring Andhra Pradesh, he said.

He also said the parents had been requested to form a small group of five to eight people, who would be in touch with the investigating authorities and management, “to tackle confusion over varied information pouring in.”

Reddi said the area and the classroom in which the girl sits also have been inspected and CCTV footage seized and being examined.

“I am shocked about the news that the incident has happened in this school where the atmosphere was so good. I have come here to know from the management what has happened. I have been to this school, security is good here,” a parent of a child studying in the school said.

“If it is true that the incident has happened in the school, then we will definitely support that child and try to get justice for her,” another parent said.

Three cases of sexual assault on minor girls in schools have occurred in the last four months in Bangalore.

An eight-year-old girl was allegedly sexually assaulted by her 63-year-old teacher inside her school premises over a period of time, with the offence coming to the fore in early August, barely a month after the “gang-rape” of a six-year-old girl at Vibgyor High School here evoked public outrage.

The Vibgyor school incident saw public erupt in anger on the streets leading to police issuing stringent guidelines to schools to ensure safety of children and government amending the Goondas Act to bring sexual offences under its ambit.
