 Rajya Sabha MP Rajeev Chandrasekhar wrote to the Honourable Minister for Law & Justice, Electronics & Information Technology, Sh. R S Prasad urging his intervention to curb the growing digital sexual abuse of children as well as to regulate and shut down Mobile apps which threatens the safety of children.

Quoting a media report , Chandrasekhar said “There is an exponential growth in a few short video mobile apps due to their simple-to-navigate interface, and free availability on Google Play or App Store. Apps such as Kwai, Clip, TikTok, NewsDog, LiveMe and Helo, which threatens the safety of children are easily accessible and are becoming a new breeding ground for ‘grooming’ underage children for child pornography.”

“According to INTERPOL, around 2.4 million instances of online child sexual abuse were reported from India in 2017. US-based National Center for Missing and Exploited Children also reported that over 24.46 lakh children were abused in 2017 in India. These are just the reported cases, there could be many that go unreported.” Rajeev said.

“Such Apps have a high demand from vernacular entertainment consumers in different states in India. The abusers try to contact children using these vernacular languages. With easy availability of internet and smart phones, there has been a surge in cases of child sexual abuse, harassment, bullying and blackmail where the perpetrator finds his victim on one of the available social video apps.” Chandrasekhar said.

MP Rajeev Chandrasekhar shared his recommendation on steps which could be taken and urged the Ministry to add and modify as they deemed necessary: –

  1. Create a permanent institutional framework to monitor and regulate online content that falls under the category of Digital Exploitation of Children. A suggested institutional framework could be a permanent inter-ministerial group consisting of representatives from the Ministry of Home Affairs, Women and Child Development and Law and IT to arrive at a technology-based solution to the problems of Digital Child Abuse.
  1. To immediately initiate extensive consultations, awareness programmes. with all stakeholders and draft well-crafted roles for each group — including ISPs, the police, parents, schools etc.
  1. Review and amend the IT Act, 2000 to provide strict penalties to intermediaries who facilitate such content and strengthen legal framework including Commissions for Protection of Child Rights Act.
  1. Ban such mobile applications which do not curate the inappropriate content involving children.
  1. Direct intermediaries such as Google and Apple to take strict measures for removing/banning such apps from GooglePlay and AppStore which allow exchange of child pornographic images/videos and enable paedophiles to “groom” the children.
  1. Formulate a dedicated legal framework where specific guidelines regulate mobile applications which makes viewing and sharing of sexually explicit images/videos of children a punishable offence.
  1. Review and amend POCSO Act ,2012 to make Digital Child Abuse and Online Child Grooming a punishable offence.

“Children constitute 44.4% of India’s current population and are the future of our nation. It is our responsibility to ensure that they get a safe and happy childhood that they deserve. This issue requires serious attention. Regrettably, your ministry has done very little so far on this issue. I hope you and your ministry will take strict action to prevent Digital Child Abuse in India.” MP Rajeev Chandrasekhar wrote in his letter.

The internet, if not regulated and monitored can make it a biggest threat to parents who are deeply concerned about the safety of their Children. The Government must involve with parents and schools in mission mode to ensure that Digital India is also an India free of sexual exploitation” Chandrasekhar concluded.

At 3.6, Delhi records lowest temperature so far

[NASHEMAN NEWS] New DelhiIt was a bitter cold morning in the national capital on Wednesday as the mercury dipped to 3.6 degrees Celsius, four notches below the season’s average — the lowest so far this season, the Met said.

“While there was shallow to moderate fog in most parts of the city, a few places saw dense fog causing visibility issues,” an India Meteorological Department (IMD) official said.

The sky will remain clear with no chances of rain. There would be haze and mist later in the evening. The humidity at 8.30 a.m. was 97 per cent.

There was a slight relief, as the pollution levels improved to ‘very poor’ from ‘severe’ category, according to the Central Pollution Control Board (CPCB). 

The Air Quality Index was at 398. The major air pollutants were PM2.5 and PM10.

The maximum temperature was expected to reach around 20 degrees Celsius, the season’s average.

Tuesday’s maximum temperature settled at 21 degrees Celsius, a notch above season’s average, while the minimum temperature was recorded at 5.6 degrees, two notches below the season’s average.

3rd Test: India 123/2 at Tea vs Australia

India lost just the wicket of Mayank Agarwal (76) in the second session of play, while Cheteshwar Pujara was batting on 33 when the break was taken.

Pacer Pat Cummins, who earlier dismissed opener Hanuma Vihari (8) in the morning session, also accounted for the wicket of the debutant opener.

The visitors added 66 runs in the afternoon session, thanks to a crucial 83-run partnership between Mayank and Pujara.

Don’t need lecture from you: Kaif hits out at Pakistan PM Imran Khan

Mohammad Kaif was responding to a comment made by Imran Khan on India.

Former Indian cricketer Mohammad Kaif has come out strongly against Pakistan Prime Minister Imran Khan for his comments on India and the state of minorities. Imran Khan had recently said he will show the Narendra Modi government how to look after minorities in the country.

Taking a dig at Imran Khan, Kaif questioned the treatment meted out to minorities in Pakistan. He said Pakistan should be the last country that should lecture others on treating minorities properly.

“There were around 20 per cent minorities at the time of Partition in Pakistan. Less than 2 per cent remain now. On the other hand, the minority population has grown significantly in India since Independence. Pakistan is the last country that should be lecturing any country on how to treat minorities,” he said in a tweet.

Kaif was responding to Imran Khan’s recent comment where he said Pakistan will teach India how to look after its minorities.

While speaking at an event on December 23, Imran Khan said that he had resolved to “show” the Narendra Modi government how rights of the countrymen should be preserved.

Referring to Bollywood actor Naseeruddin Shah’s statement on the sense of insecurity among minorities in India, Imran Khan had said, “We will show the Modi government how to treat minorities. Even in India, people are saying that minorities are not being treated as equal citizens.”

Kaif is not alone in taking a dig at Pakistan in recent times. Former Indian cricketer Gautam Gambhir, on multiple occasions, has slammed Pakistan for its alleged activities in Kashmir.

The Bharatiya Janata Party and AIMIM president Asaduddin Owaisi also slammed Imran Khan for his comments. While the BJP called Pakistan a country that shelters terrorists, Owaisi said it’s high time that Imran Khan learns something about inclusive politics and minority rights from India.

“According to the Pakistani Constitution, only a Muslim is qualified to be President. India has seen multiple Presidents from oppressed communities. It’s high time Khan sahab learns something from us about inclusive politics & minority rights,” Owaisi had said.

Nasheman News :  A statute of former Prime Minister Rajiv Gandhi was vandalized in the industrial city of Ludhiana in Punjab on Tuesday allegedly by Shiromani Akali Dal workers following which Punjab Chief Minister Amarinder Singh ordered strict action by the district police against the perpetrators.

The statute was vandalized by Youth Akali Dal workers in Salem Tibri area of Ludhiana, around 120 km from here.

Accusing Rajiv Gandhi and the Congress of the killings of hundreds of Sikhs in the 1984 anti-Sikh riots, the Youth Akali Dal activists used spray paint to blacken the face of Rajiv Gandhi and painted his hands in red colour.

The activists then announced that they were doing this (vandalism) to show their anger against the role of Rajiv Gandhi, father of Congress president Rahul Gandhi, in the anti-Sikh riots in Delhi in 1984 in the aftermath of the assassination of then Prime Minister Indira Gandhi by her two bodyguards.

Strongly condemning the vandalism, Chief Minister Amarinder Singh on Tuesday asked SAD chief Sukhbir Singh Badal to stop indulging in petty politics.

Warning him that “such acts would backfire on his party in the coming Lok Sabha elections”, the Chief Minister asked Badal to immediately “apologize for the obnoxious act of his party workers”.

“Indulgence in such petty and condemnable actions will not absolve you or your family of the many sins of omission and commission against the Guru Granth Sahib and the Sikh community,” Amarinder said in a statement.

The Chief Minister directed the district police to immediately identify the culprits responsible for the violence and take strict action against them, as per law.

Lashing out at the Akalis, Amarinder said that “in their desperation to win public support, which the SAD had completely lost due to its criminal acts of commission and omission in the 10 years of SAD-BJP rule, the Badals and their supporters were stooping to abominable levels”.

“They are well aware of the fact that the Gandhis were never named or implicated in the 1984 riots, yet they continued to drag the family into the case to further their own political agenda,” said the Chief Minister.

Amarinder reiterated that only a few Congress, BJP and RSS workers were involved in the violence against the Sikh community in 1984 and the judiciary was proceeding to act against them.

“Sajjan Kumar had already been sentenced to life and others involved in the perpetration of the riots would also face legal action,” he added. “Had the Gandhis been involved in any way, they would have been named by at least some of the victims in the wake of the riots,” he observed, adding that while he had personally visited the refugee camps to meet the victims, Sukhbir had packed his bags and left for the United States and was totally unaware of the developments at that time.

“The Akali, in their frustration to seize political mileage, are taking law into their hands, which his government would not allow at any cost,” the Chief Minister warned, adding he would not let the state’s hard-earned peace be disturbed by anyone.

Punjab has a Congress government since March 2017, headed by Amarinder Singh.


Sun setting on 28% slab, 3-tier GST with single standard rate ultimate aim: Jaitley

Nasheman News : Finance Minister Arun Jaitley on Monday hinted that the country may eventually have a single standard rate of GST through merging of 12 and 18 per cent slabs, adding that the 28 per cent slab will soon be phased out, except in case of luxury and “sin goods”.

He said the country should eventually have a Goods and Services Tax (GST) structure which would have only slabs of zero and five per cent and a standard rate, with luxury and “sin goods” as an exception. 

“A future roadmap could well be to work towards a single standard rate instead of two standard rates of 12 per cent and 18 per cent. It could be a rate at some mid-point between the two. Obviously, this will take some reasonable time when the tax will rise significantly,” Jaitley said in a Facebook post.

Regarding the highest tax slab of 28 per cent, the Minister said with the GST transformation completed, India was close to completing the first set of rate of rationalisation by phasing out the highest slab except in luxury and sin goods.

“The sun is setting on the 28 per cent slab… Today, barring tobacco products and some luxury goods, almost all items had been transferred from 28 per cent slab to 18 and 12 per cent. 

“Only cement and auto parts are items of common use which remain in 28 per cent slab. Our next priority will be to transfer cement into a lower slab. All other building materials have already been transferred to 18 and 12 per cent… The 28 per cent slab is now a dying slab,” he said.

Attacking the Congress and other opposition parties, Jaitley said their criticism of the GST was “ill-informed” and “motivated”.

He said during the pre-GST regime, a large number of commodities were taxed heavily and that the Congress legacy was a 31 per cent indirect tax. 

“Those who oppressed India with a 31 per cent indirect tax and consistently belittled the GST must seriously introspect. Irresponsible politics and irresponsible economics is only a race to the bottom,” he added.

Jaitley said the political noise outside the GST Council was inconsistent with the harmony inside as at its 31 meetings, the body has “behaved with utmost responsibility” taking several thousand decisions unanimously and with consensus. 

Referring to the government falling short of the collection targets, the Minister said the targets set in the GST regime were unprecedentedly high, with a 14 per cent increase over 2015-16 tax collections guaranteed. 

“Thus, even when 18 months have not been finished since the launch of GST, on this day every state has a target of improving its revenue with three 14 per cent increases compounded annually over the base year of 2015-16. This is close to a 50 per cent being reached in the second year itself,” he said.

“It is almost an unachievable target. Yet six states have already achieved it, another seven are within a striking distance of achieving it and only 18 are still more than 10 per cent away from achieving it.” 

Jaitley said that those states which do not achieve the target of 14 per cent are paid out of the compensation cess. 

“The requirement of compensation cess in the second year is expected to be much lower than the first year,” he said, adding the average monthly tax collected in the first year was Rs 89,700 crore as compared to Rs 97,100 crore per month in the second year.

“This increase in the tax collection has to be factored keeping in mind the significant rate reduction which has taken place in the GST” which amounts to about Rs 80,000 crore per year, he said.

Series on R.K. Laxman’s book in the works

 Nasheman News : Filmmaker Vishesh Bhatt will be producing a web series based on late R.K. Laxmans book “Servants Of India”.

The book is a combination of work of fiction and a few incidents that Laxman experienced himself. 

“R.K. Laxman had interesting stories to tell and his vulnerable characters enhanced his vision. I am so glad that his family believed in me and gave me the opportunity to make this series,” Bhatt said in a statement. 

“I am really looking forward to working on this project and bringing his characters to life with contemporary twists,” he added. 

RK IPR Management — a company founded by R.K. Laxman — has expressed confidence in Bhatt and his plan to make the series. 

In the series, every character will have a certain idiosyncrasy. Bhatt wants to adapt the characters with a new age and quirky treatment.

Koppal: Chief Minister HD Kumaraswamy on Monday, December 24 informed that the farm loan would be completely waived off by January 31 next year.

Addressing presspersons here Kumaraswamy said as loan waiver is a serious issue of the state the government will waive off the farm loan by January 31. He further said that the BJP party have never spoken about farmers problems when they were ruling, but now they are simply creating suspicion on loan waiver, anymore this won’t be entertained. 

The BJP has been misleading the people saying that the government has cut the funds of other departments and diverted it to loan waiver scheme, which is not true, he added.

He further speaking about sand mafia said that illegal sand business was not started during coalition government it was there when BJP government was ruling but the BJP is simply making allegations on the present government.

Coalition govt is stable, claim Deve Gowda

 JD(S) supremo and former Prime Minister HD Deve Gowda on Monday, December 24 dismissed any threat to the ruling coalition headed by his son HD Kumaraswamy after the recent cabinet rejig.

The government was stable and the alliance will efficiently fight the 2019 Lok Sabha polls, he told reporters.

“Nothing will happen…why do you have doubts? It is all your (media) creation,” Gowda said in response to a question about troubles for the coalition government after the ministry expansion and reshuffle on Saturday.

Pointing out that there are senior leaders and high command in the Congress to resolve all issues, he said “don’t worry, the coalition government will work efficiently.” 

“We (alliance partners) will fight efficiently during parliament polls, there are no issues…I’m saying there is no trouble for a coalition government,” Gowda added.

Kumaraswamy Saturday had expanded his six-month-old cabinet, inducting eight members from the Congress in the much-awaited exercise, while dropping two ministers.

The rejig was marked by rumblings of dissidence, as many senior Congress MLAs were upset over their exclusion.

The JD(S) was not part of this round of cabinet expansion.

Asked when JD(S) will fill vacant slots under its quota, the party patriarch said “JD(S) is a small party and whatever we get, it is great for us, we don’t have any dispute.” 

After the recent cabinet expansion, Kumaraswamy cabinet’s strength now stands at 32.
According to to the pact between the two parties at the time of formation of the coalition government in May, two posts are now vacant from JD(S).

Nasheman News : Both India and Australia will aim to take a lead in the four-match Test series, currently leveled 1-1, when they square-off in the much awaited Boxing Day clash at the Melbourne Cricket Ground (MCG), starting here from Wednesday.

While India on Tuesday dropped both its openers — Lokesh Rahul and Murali Vijay, Australia made one change to their playing 11, bringing in Mitchell Marsh in place of Peter Handscomb for the third test of the Border-Gavaskar series.

Rahul has scored only 48 runs in four innings this series, which includes a highest of 44 in the second innings at the first Test in Adelaide. On the other hand, Vijay has scored just 49 runs from the four innings, including a highest of 20 in the second innings in the Perth Test. 

The Indian openers have scored just 95 runs between them in eight innings of the first two tests in Adelaide and Perth. Meanwhile, the Indian selectors opted for left-arm spinner Ravindra Jadeja, has recovered sufficiently from his shoulder stiffness, and debutant Mayank Agarwal, who is expected to open with Hanuma Vihari.

Jadeja’s inclusion comes after off-spinner Ravichandran Ashwin was ruled out of the third Test, who needs more time to recover from left abdominal strain. 

Batsman Rohit Sharma has also been declared fit after he missed the Perth test, but ace pacer Umesh Yadav has been left out.

“Our aim is to put enough runs on the board to help our bowlers capitalize. And if we are batting second, we try to amass enough lead if the situation allows or at least match the target of the opposition’s total,” Indian skipper Virat Kohli told reporters on the eve of the third test.

“Our batsmen need to step up collectively. I won’t point out anyone individually whether someone needs to do that or not, but as a batting unit, we have to definitely put up a better performance,” he said. 

Australian skipper Tim Paine said his bowlers have had a really big workload and the selectors felt the team needed Marsh’s bowling. Handscomb’s highest score in the last four innings has been just 34.

“We think Mitch can come in and do a really good job with the bat and, obviously, he will be great support for our bowlers,” Paine told reporters.
