Prime Minister Narendra Modi on Saturday paid tribute to Sardar Vallabhbhai Patel, the country’s first deputy Prime Minister, on his 68th death anniversary.

“Remembering the great Sardar Patel on his Punya Tithi. His thoughts, rich work and strong effort towards India’s unity inspire generations of Indians,” Modi tweeted. 

The Congress party also remembered Patel. It said in a tweet: “Sardar Vallabhai Patel, known as ‘Iron Man of India’, was the first Home Minister and Deputy Prime Minister of independent India. 

“A stalwart of the Congress Party he valiantly fought the British & worked tirelessly to unite the country. We salute his valour and honour him today.”

Vallabhbhai Patel, known for his contribution in uniting the country through the merger of small princely states, was born on October 31, 1875, and died on December 15, 1950.

U India has called for international efforts to bring to justice those violating international human rights laws and to ensure protection of humanitarian workers in conflict situations.

“The parties to armed conflicts, including the non-state actors continue to flout the international humanitarian law and perpetrate egregious abuses of human rights with impunity,” India’s Deputy Permanent Representative Tanmaya Lal told the General Assembly on Friday.

“Women and children remain the most vulnerable and need special measures for their protection. We must strengthen framework for international cooperation to bring perpetrators to justice.”

At a session on strengthening coordination of humanitarian and disaster relief assistance, he spoke on behalf of both India and Sweden, which are both long-standing contributors to the UN’s Central Emergency Response Fund.

Lal said that protecting humanitarian workers, especially in the situations of armed conflict, was a matter of concern and needed serious attention.

“We welcome the resolution on safety and security of humanitarian personnel and protection of UN personnel,” he said.

The resolution, however, included a call to all nations to sign the Rome Statute of the International Criminal Court, which India has not signed while Sweden has.

India has reservations about the court because of its potential for over-reach and the influence over it of the Security Council’s permanent members.

When that paragraph was put to vote, India absented itself rather than vote against it or formally abstain. The provision was retained by 95 votes to 14, with 25 abstentions.

Turning to the conduct of humanitarian organisations, including those of the UN, Lal said that they should strictly enforce the policy of zero tolerance on sexual exploitation and abuse and ensure protection for the victims.

Outlining the efforts of India to provide humanitarian assistance to countries and people facing conflicts or natural disasters, Lal said that it had rescued 90,000 people including from 50 other countries over the past four years.

India has provided immediate relief to several countries hit by natural disasters as well financial assistance for recovery, he said.

New rules for marine fuel sulfur limits to impact global oil prices

 International regulations limiting sulfur in fuels for ocean-going vessels will increase uncertainty for crude oil and petroleum product price formation in both the short and long term, the US Energy Information Administration (EIA) said.

These rules, set to take effect in January 2020, apply across multiple countries’ jurisdictions to fuels used in the open ocean, Xinhua news agency reported.

The International Maritime Organization (IMO), the 171-member state United Nations agency that sets standards for shipping, decided to reduce the maximum amount of sulfur content in marine fuels used on the open seas from 3.5 percent to 0.5 percent by 2020. These regulations are intended to reduce sulfur dioxide, nitrogen oxides and other pollutants from global ship exhaust.

On Friday, EIA said that the upcoming IMO regulations pose a significant challenge for global petroleum refineries, which will have to figure out how to increase the supply of low sulfur products for use in marine applications and minimize the output of high sulfur oils.

EIA said that one approach refineries could pursue is to divert more low sulfur distillate fuel into the bunker fuel market. This means that ocean-going ships would be competing with trucks, heavy equipment, trains and planes for supplies of distillate fuels at a time when global demand for distillate is already high. To respond to extra demand for distillate fuels, refineries can increase the rate they process crude oil or invest and build more refinery capacity to produce distillate fuels. 

Refineries could also process crude oils that are lower in sulfur and yield a greater amount of distillates and lower amounts of residual oils, which currently make up the largest component of marine fuels used by large ocean-going vessels. 

Vessel operators also have several choices to comply with the new sulfur limits. One option is to switch to a lower-sulfur fuel compliant with the new rules. Another option is to utilize scrubbers to remove pollutants from ships’ exhaust, allowing them to continue to use higher-sulfur fuels. Ships have the option to switch to nonpetroleum-based fuels as well. 

The decisions refiners and shippers make in response to the IMO regulations heavily influence one another, adding to uncertainty and complexity, according to EIA. 

When burned, the sulfur in marine fuel produces sulfur dioxide, a precursor to acid rain. The sulfur content of transportation fuels has been declining for many years because of increasingly strict regulations implemented by individual countries or groups of countries.

A local court on Wednesday issued summons to Congress president Rahul Gandhi for allegedly making a controversial statement against his BJP counterpart Amit Shah.

Sub-Divisional Judicial Magistrate Ajay Kumar Gudia, who had reserved the order after hearing a petition in this regard on November 28, directed that summons be issued against Mr Gandhi.

In his petition, Bharatiya Janata Yuva Morcha (BJYM) leader Naveen Jha alleged that Mr Gandhi had made the statement against Mr Shah on March 18 during the national convention of the Congress.

The BJYM is the youth wing of the BJP.

The petitioner submitted that the statement had hurt his sentiment and tarnished the image of the party.

Earlier this year, the same SDJM’s court had rejected the petition of Naveen Jha, an executive member of Jha

He appealed before the court of Judicial Commissioner Navneet Kumar against the rejection order. Ajay Kumar set aside the SDJM’s order and directed the lower court to hear the petition again.

Bomb scare in this flight, panic in passengers

An IndiGo flight from Mumbai to Lucknow via Delhi was grounded after a woman passenger alerted the Mumbai Airport authorities of an alleged bomb threat on Saturday,

official sources said.The passenger, identified as Uma Narayan Kannadasan, 41, who was travelling to New Delhi on a GoAir flight G8-329, approached an IndiGo check-in counter and informed officials that there was a bomb on the airline’s flight 6E 3612, an airport source said.She also provided photos of some people claiming they were behind planting the bomb and could be “a threat to the nation”.The CISF immediately escorted her to the Airport Police Station and she was subjected to sustained questioning in the matter.

Meanwhile, the airport authorities declared the bomb threat as “specific” and a detailed search of all passengers was carried out.However, the IndiGo claimed in a statement later that the woman passenger “was found to be in a mentally unsound state”.Nevertheless, the airline said it had reported the matter to the authorities and implemented the normal security protocol and the flight departed after an hour’s delay,

As many as 11 people died and 82 were hospitalised after consuming religious food offering prasad at a temple in Karnataka’s Chamarajnagar district today, police said.
A district official claimed that some toxic substance may have got mixed with the religious offering being served at the Kichu Maranda temple in Sulivadi village, resulting in the tragedy.We have collected samples and sent them to a laboratory for analysis,” he said. 
The ailing have been hospitalised in hospitals across Chamarajnagar and Mysuru districts, and many of them are on ventilator support.
According to a witness, devotees decided to eat the rice-based offering although it was smelling of kerosene.Soon afterwards, they complained of stomachache and began vomiting,he added. 
The deceased belonged to Bidarahalli, Melathur and Doddani in Maratahalli hobli of Kollegal taluk. 
There are also reports that a few crows were found dead after consuming the leftover prasadam from the devotees’ plates.

The government has announced compensation of Rs.5 lakh to the family of the deceased. Chief Minister H.D. Kumaraswamy rushed immediately to the KR Hospital from Chennai as he been to Chennai to see and enquire health condition of Siddaganga Seer in Chennai and he said it is a inhuman act done by miscreants and a probe was ordered and two people have been taken into custody.

The district authorities confirmed 10 deaths and feared the toll could increase as some of the patients were critical. Chamarajanagar SP Dharmendra Kumar Meena and IGP Sharath Chandra said 68 people had been hospitalised in Mysuru and Chamarajanagar districts.They were given a rice preparation as ‘prasadam’ around noon, and a few of them immediately started throwing up. Soon, almost all those who had eaten it were taken ill he added. 
IGP,Southern Range,Sharath Chandra confirmed that two suspects has been taken into custody identified as Gowdruchinnatti,a member of the temple’s administration and manager Maadesh have been taken into custody for questioning.There was a dispute between people in the village regarding the installation of the Gopura.The suspicion is that they could have mixed the poison due to this It may be pesticide.The doctors at the hospital said that it could be a possibility.We are trying to find out who did this and why.The samples have been sent to FSL lab he added.
The cops have stepped up security as thousands of friends and relatives of the victims have thronged the hospital. The authorities have sent the food samples to forensic laboratory and are awaiting reports. With the government directed to shift the patients to Hospitals in Mysuru, the authorities have shifted them to private hospital in Mysuru.

Govt of misleading Supreme Court in Rafale matter : Kharge

Senior Congres leader Mallikarjun Karge is an angry man. Kharge says that they will summon Attorney General, CAG over ‘Lie’ to SC that PAC saw Rafale report. The 29-page ruling by the bench of the Chief Justice of India mentions pricing details of the Rafale being shared with the Comptroller and Auditor General (CAG) of India which, in turn, shared its report with the Public Accounts Committee (PAC). But Mallikarjun Kharge, who chairs the PAC, says no such report has come to him yet and “neither does the CAG know about it”. This is a twist in the tale.

BJP MP Subramanian Swamy has responded to this and says, “PAC Chairman Mallikarjun Kharge saying he has not got CAG report then we have to take his word, he should file affidavit or review petition in court saying I did not receive and the committee has not examined it.”

Says Kharge, “Govt lied in SC that the CAG report was presented in the house and in PAC and PAC has probed it. The government said in SC it is in public domain. Where is it? Have you seen it? I am going to take this up with other members of PAC. We will summon AG and CAG.”PAC Chief Mallikarjun Kharge said, “CAG does not have their comments and there is no report” and he is not aware of any report, “neither does the CAG know about it”. He said he asked “the Deputy CAG today” since there was a PAC meeting in the afternoon.Asked about it, Union Minister Arun Jaitley said: “I think whatever are the contents of the verdict in terms of the procedural details or the direction which has been given, that’s not a subject matter of our comment.”If something is required to be done in that regard, he said, “I think the lawyers will examine it and do the needful”.On Page 21, in Para 25 of the judgment, the bench states: “The material placed before us shows that the government has not disclosed pricing details, other than the basic price of the aircraft, even to Parliament, on the ground that sensitivity of pricing details could affect national security, apart from breaching the agreement between the two countries. The pricing details have, however, been shared with the Comptroller and Auditor General and the report of the CAG has been examined by the Public Accounts Committee. Only a redacted portion of the report was placed before Parliament, and is in public domain.”

2nd Test: Australia dominate opening session of second day

Perth  India was 6/1 in their first innings at lunch on the second day of the second cricket Test here on Saturday.

Lokesh Rahul was on 1 at the break.

The visitors now trail the Australian first innings total of 326 by 320 runs.

The Indians lost opener Murali Vijay right at the stroke of lunch as a delivery from fast bowler Mitchell Starc found the gap between bat and pad to crash into the stumps.

Earlier, India had dismissed Australia for 326 runs in the first innings of the second cricket Test here on Saturday.

Resuming the overnight score of 277/6, Tim Paine and Pat Cummings held the Indian bowlers at bay for a while before both the players departed in consecutive overs.

Fast bowler Ishant Sharma then had Mitchell Starc and Josh Hazlewood caught behind off back to back deliveries to bring the Australian innings to an end.

YouTube removes 7.8 mn violative videos in July-Sept

 Video-sharing giant YouTube has removed as many as 7.8 million videos between July and September, in its attempt to address violative content on the video platform.

According to YouTube’s latest “YouTube Community Guidelines Enforcement” report, 81 per cent of these videos were first detected by machines while out of those detected by machines, 74.5 per cent videos had never received a single view.

“When we detect a video that violates our guidelines, we remove the video and apply a strike to the channel. We terminate entire channels if they are dedicated to posting content prohibited by our Community Guidelines or contain a single egregious violation, like child sexual exploitation,” the company said in a statement on Friday.

The company has been using a mix of human reviewers and technology to battle inappropriate content on its platform and in 2017 it started applying more advanced Machine Learning (ML) technology to flag content for review by its teams. 

A majority of attempted abuse comes from bad actors trying to upload spam or adult content and over 90 per cent of the channels and over 80 per cent of the videos that were removed in September were for violating YouTube’s policies on spam or adult content.

“Looking specifically at the most egregious but low-volume areas like violent extremism and child safety, our significant investment in fighting this type of content is having an impact.

“Over 90 per cent of the videos uploaded in September and removed for Violent Extremism or Child Safety had fewer than 10 views,” the company added.
