Action stepped up against misuse of money in Karnataka Assembly Polls

In Karnataka, State Election Machinery and Income Tax Department have stepped up their action against misuse of money in election and for the first time. Teams with statutory powers and sufficient resources in terms of manpower, vehicles etc. have been posted in each district of the state.

Total cash seizure as on Monday (April 30) is Rs.19.69 crores and the unexplained jewellery of value Rs. 4.81 crores has been made by the Investigation Wing of Income Tax department in Karnataka after the start of the Assembly election related surveillance.
In 2013, Karnataka State Assembly Elections, the total seizure made in the entire campaign period was only Rs 4.97 crore cash and Rs 3.41 crore worth of jewellery. It has been found that the bulk of cash seized during operations in the present Assembly Elections is has been meant for distribution.
The Investigation Wing of the Income Tax Department has been doing intensive surveillance and monitoring activities in the State.
The details of some of the major activities carried out by Income Tax department are as follows.

(A) Searches conducted in Mysore on 24th April

1. Based on the intelligence, search and seizure operations were conducted on several government contractors between the 24th and 26th of April 18. This resulted in a seizure of unaccounted cash of Rs 6.76 crore from four such contractors in the Mysore area. The entire amount seized was in higher denomination notes i.e. Rs.2,000 and Rs. 500 and the bulk of the seizure was made from lockers in benami names. The cash found and seized was not reflected in the books of account maintained by the contractors and they could not explain the source of the cash.

2. Hoarding of huge stocks cash by these persons at a time when the election process is in progress and when cash shortages are reported in some areas in the state raises troubling questions.

(B) Bangalore, Davangere and Mysore cases on 26th April to 28th April

1. Based on the specific intelligence that cash is hoarded by Government contractors for being used for election purposes, search action has been initiated in the cases of 3 contractors in Bangalore, Davangere and Mysore on April 26 and were concluded on April 28.

2. Unaccounted cash of Rs. 4.08 crores and unexplained gold jewellery of 2.79 Crores worth were seized. In one of the contractor’s case, cash of Rs. 1.2 crores was found in a moving car.

3. During the search evidences have been recovered showing inflation of purchases, bogus sub-contractor and labour payments and unaccounted cash payments. The searched party admitted additional income of Rs.74.39 crores.

(C) Searches conducted in Bangalore on April 28 and 29

Based on the intelligence inputs that one person was funding certain candidates of a particular party, a search was conducted at 2 business premises and 1 residence, which continued for 32 hours and resulted in seizure of Rs. 3.18 Crs of cash, concluded on early hours of 29th April.

Cash of Rs.2.00 crores was found in a car parked closed to the main persons residence, which was found by the department after causing the thorough rummaging of the persons premises and belongings.

(D) Searches conducted at Khanapur, Hubballi and Bangalore on 28th and 29th April, 2018

1. Searches were conducted on a candidate who is contesting on a party ticket based on verification of the affidavit filed by him, specific intelligence about the cash transactions and other particulars.

2. It was found that the contesting candidate is a non – filer since AY 2012-13 onwards. However, in his election affidavit he has declared some income and put a remark that online filing of return has been blocked by Income Tax Department so he could not file his return and has paid Self Assessment Tax.

3. There is no such thing like blocking the filing of return. Also, there are substantial discrepancies between income declared by his wife in her return of income filed, declared in affidavit and actually detected during the search.

4. He accepted that five Properties (out of which 3 are General Power of Attorneys and 2 are purchased Properties) of his family members have not been declared in the election affidavit.

5. During the search it was found that he and his family members have not declared their income out of real estate business and Joint Development Agreements. The income detected and now being declared by him and his family members is Approx. Rs.18.00 crores for various Assessment Years, including he himself, his wife and two sons. He has most of the business activities in family member’s name only.

6. Issues like valuation of properties which he claimed to be valued at Rs.191.00 crores are under investigation.

India Meteorological Department (IMD) has on Monday issued a severe thunderstorm alert for East and Northeast India during next 3-4 days.
According to MeT department, a cyclonic circulation lies over east Bihar and adjoining West Bengal and Jharkhand and a trough runs from this cyclonic circulation to Manipur across Meghalaya in lower levels.
An east-west trough runs from Punjab to southeast Madhya Pradesh across Haryana and west Madhya Pradesh in lower levels.
Core of sub-tropical westerly jet runs between latitudes 23 and 27゚N over Indian region.

In Close Karnataka Battle, HD Deve Gowda Could Hold The Key

The assembly election in Karnataka, due on May 12, is seen as a high stakes battle between Congress Chief Minister Siddaramaiah and Prime Minister Narendra Modi, who is going all out to win back the first southern state the party had ruled. Exit polls, however, have not given a clear majority to either party and increasingly, it appears that Prime Minister HD Deve Gowda’s Janata Dal (Secular) may have the power to decide the outcome.
The BJP has chosen as its chief ministerial candidate BS Yeddyurappa, who was mired in charges of venality during his last term as head of the BJP’s first southern government. He told NDTV that it was his decision to disallow his son from running for office. However, the last-minute editing out of his son, BY Vijayendra, from the list of candidates has reportedly upset the 75-year-old, though he told that the exclusion was in keeping with the BJP’s policy of avoiding “father-son” combos as candidates.

Chief Minister Siddaramaiah, who is seen as having far more autonomy in the running of his campaign than provided to Mr Yeddyurappa by the BJP, said, “I am not at all bothered whether (BJP president) Amit Shah comes or Prime Minister Narendra Modi comes and campaigns here.”
The caste factor has been enormous in this election with the chief minister calling for the Lingayats, estimated to form 17 per cent of the population, to be recognised as a religion. The Lingayats have traditionally backed the BJP and Mr Yeddyurappa is the prosperous community’s tallest leader. So the Congress move is a blatant attempt to replace the BJP as the Lingayats’ preferred choice.

The Lingayats, concentrated in North and Central Karnataka, decide 62 seats. The Scheduled Castes and Tribes, domination the east, influence an equal number. Coastal Karnataka is a mixture of all cadres and decides 33 seats. Muslims power the outcome of 24 seats.
There are 224 seats in all. To win, a party must get 113.

Mr Siddaramaiah left Mr Gowda’s JDS for the Congress in 2005. Mr Kumaraswamy , who is Mr Gowda’s son, was then the Chief Minister of a coalition government with the BJP, a move which so upset his father that he fell sick.

“His father’s health is important to him,” Mr Gowda said, when asked if, given a chance, Mr Kumaraswamy would return to a BJP team.

How Assembly Elections In Karnataka Can Play Out, In Numbers

The battle for Karnataka is expected to be a close fight.

Exit polls, however, have not given a clear majority to either party and increasingly, it appears that Prime Minister HD Deve Gowda’s Janata Dal (Secular) may have the power to decide the outcome.
The results of a poll of opinion polls – an average of the exit poll results – conducted in January and since, show a slight decline for the BJP.

But this is not much different from the scenario that would have been there after the 2013 assembly polls, had BS Yeddyurappa been a part of the BJP. Mr Yeddyurappa, who led the BJP to a victory in 2008 and became the chief minister, had to step down following corruption charges. He walked out of the BJP and contested the 2013 elections at the head of his own party. He rejoined BJP within a year and is the BJP’s Chief Ministerial candidate this time.

The battle for Karnataka is expected to be a close fight – a vote swing of 3 to 4 per cent either way can deliver a majority to the Congress, or the BJP.

The Congress is going to need only a 3 per cent swing for a majority – most of its gains could come from areas with a substantial population of Scheduled Castes and Tribes.

For the BJP, a 4 per cent vote swing is necessary for an outright victory. It could be possible if the Lingayats, traditional supporters of the party, continue to vote for it in face of the Congress move to swing the votes in its favour by giving the community the minority religion status.

The leaders of all three parties – Congress chief Minister Siddaramaiah, BJP’s Yeddyurappa and JD(S) leader HD Kumaraswamy, the son of Mr Deve Gowda – have expressed confidence about a clear verdict. Past experience shows that the state has given a hung verdict only in 15 per cent of the 14 assembly elections held till date. For the rest, the verdict was clear.

Caste is expected to be one of the key influencing factors in the state. Lingayat politics have dominated much of the campaign, with the community being able to influence the outcome in 62 seats. An equal number of seats can be influenced by the Scheduled Castes and Tribes – followed by Vokkaligas, Kurubas and the Muslims.

The BJP has traditionally been the big gainer in the Lingayat belt, the Congress has had a moderate advantage in the Muslim belt. The JD(S) gains in the areas dominated by the Vokkaligas.

One assembly seat in Karnataka has managed to remain the bellwether seat for a dozen elections — assembly and Lok Sabha — and is the most watched seat in the state. Shirahatti, named after a panchayat town in central Karnataka’s Gadag district — has managed to vote for the winning party in the state and centre. Its streak has continued for seven assembly and five Lok Sabha elections.

Shirahatti is followed by Yelburga, also in Central Karnataka, which got the winning party right five times. Six other seats voted for the winning party in four assembly elections in the state.

Elections for Karnataka’s 224 seats will be held on May 12. The results will be declared on May 15.

Congress taking help of terror linked organisations – says Shobha Karandlaje

Bharatiya Janata Party has charged that the Congress party, in a
bid to polarise a section of voters, has joined hands with communal outfits like Popular Front of
India (PFI) and it’s poltical arm, Social Democratic Party of India (SDPI) under the scanner of
National Investigation Agency (NIA) for their known links with terrorists.
Addressing a press conference here today State BJP General Secretary and MP, Kum.
Shobha Karandlaje said the NIA had already arrested some of the members from these
organisations for murdering Hindu karyakarthas such as Kuttappa, Rudresh, Sharath Madival,
Prashanth Pujari, and the Congress had a brazen association with such outfits.
She said the Congress party leaders including Chief Minister, Sri. Siddaramaiah negotiated
with these organisations and made them to withdraw the candidates in the Assembly elections. It
showed that the Congress party could stoop to any level to gain some votes. The people were
wise enough to see their divisive and appeasement politics and teach them a befitting lesson in
the coming Assembly election.
Frustrated by groundswell against him in Chamundeshwari and Badamai segments, Sri.
Siddaramaiah has indulged in low level politics. He had sensed the defeat of himself as well as his
party and was trying to confuse voters. He continued to spread canard about political
opponents. He had been spreading lies that BJP President Sri. Amith Shah and JDS leader Sri. H.
D. Kumaraswamy had discussion on April 13 last. But it was known fact that the BJP chief was in
hectic electioneering programme at Nandagadha, Mudhol and other places. The BJP had asked Sri
Siddaramaiah to come out with proof but the latter had not done it so far, she said.
Kum. Karandlaje said Sri. Siddaramaiah’s political ideology had been rooted in Janata
Pariwar for decades and he had a natural leaning towards it, because of which he opted for an
alliance with JDS in BBMP. They had been sharing power in BBMP for over 3 years. Also, both
parties were supportive each other in looting.
However, Sri Siddaramaiah had been spreading lies about BJP and JDS alliance. Perhaps
the Congress leader was trying to instil fear in minorities specially in Muslims, she said and
appealed to them to see through the ruling party design.

‘Ticket Given On Merit,’ Say Children Of Famous Parents

If the children of film stars, doctors, businessmen can follow the same career as their parents, why not the children of politicians? In the Karnataka elections, that seems to be one of the arguments to justify tickets given to the children of senior politicians.

Five members of the cabinet, including Chief Minister Siddaramaiah and his son Dr Yathindra who form the most prominent father-child combination, have their children fighting the elections. And while the BJP state president BS Yeddyurappa’s son Vijayendra isn’t a fellow candidate this time round, the Congress has many parent-child combinations.

Sowmya, daughter of Home Minister Ramalinga Reddy, who will be contesting from Jayanagar in south Bengaluru, has been an activist for around 20 years. She insists that initiatives taken by her justify the Congress’s faith in her.

She told ” It’s not that I was sitting at home and just asked for a ticket… In fact, a couple of years ago, I was outside the political system and fought as against the system. Around 10 years ago, I protested against my own government (Congress)… it was against my father’s programme, a poultry conference. And a few years ago, we had drafted a brilliant poultry bill. But over time, it just collected dust… That’s when I decided to take the plunge and be a part of the system because politics is the biggest vehicle for social change.”

Unlike Sowmya, Priya Krishna, the son of Housing Minister and real estate baron, M Krishnappa, is not a first-time candidate. On the campaign trail in his constituency of Govindrajnagar, he hopes to win the seat for the third time. “I’m definitely expecting more votes than last time,” he said while speaking to NDTV.

For years, the Congress has been accused of dynasty politics, and Randeep Singh Surjewala, media in charge of the All India Congress Committee (AICC) “It is a valid charge that I must answer.”

Sushma Swaraj and her husband are also part of the same family who held positions in the BJP. Yashwant Sinha, who recently resigned, and his son, have both been part of the power set-up in the BJP. Whether it is Dr Raman Singh and his son, or Vasundara Raje Scindia and her son who is BJP lawmaker… there are examples galore, he added.

“Ultimately, you have to succeed or fail on the strength of your own character, your own wisdom and hard work. If Mr Siddaramaiah’s son is fighting, the very fact that Yeddyurappa has to withdraw his son proves that the man is wedded to the grassroots, is simple and will deliver what the people want,” Mr Surjewala said.

Congress released manifesto without reading it – says BJP MP

BJP State General Secretary and MP, Kum. Shobha Karandlaje on Sunday charged
that the Congress manifesto was prepared by a Public Relations (PR) company, and Congress party leaders simply
released it without going through it.
Addressing a press conference, she said the Congress party had never been serious in running the
government. It had casual attitude in administration, because of which there had been failures on all fronts. It
continued to show casual attitude in such an important step of preparing manifesto.
Stating that the manifesto was full of absurdities and language errors, she said the Congress party had
insulted Kannadigas and their language. By outsourcing the manifesto to a PR agency, the Congress showed how
bankrupt of ideas it had been.
If Chief Minister Sri. Siddaramaiah would have read the manifesto, Kum. Karandlaje said, he would not have
allowed it to be released. Sri. Siddaramaiah should sincerely admit that he had not read it, and tender an
unconditional apology to people of Karnataka.
Instead of talking about manifesto and their five-year rule, she said, the Congress leaders had been
indulged in personal abuse of Prime Minister, Sri. Narendra Modi; BJP President, Sri. Amith Shah and State BJP chief
and party chief ministerial candidate, Sri. B. S. Yeddyurappa.
Referring to Sri Siddaramaiah’s statement that Sri Amith Shah and JDS leader Sri. H. D. Kumaraswamy
secretly travelled in a chartered plane, Kum. Karandlaje challenged the Congress leader to release the proof to
substantiate his claim.
She said there had been no secret in the itinerary of Sri Amith Shah as he had a ‘Z’ category security cover
in which the local police also had a role. Further, the Intelligence had also been with the State Government, and if
Chief Minister had any proof of these 2 leaders’ meeting, he should release it as he could not get such an
opportune time again. Otherwise, he should apologise to Sri Amith Shah for spreading canard. It was a cheap
political gimmick. The people of Karnataka couldn’t be fooled by such a diversionary tactics. They had seen their
divisive politics in the past five years, and reject them in the coming elections, she added.
PM Modi and Yogi Adityanath tour
Kum. Karandlaje said Prime Minister Sri. Narendra Modi would address three public rallies in Karnataka
on May 1. His first rally would be at Santhemarahalli (Chamarajanagar dist.) between 11.30 am and 12-30 pm. The
day’s 2nd rally in Udupi (MGM College ground) between 3.00 and 4.00 pm. The third one would be at Chikkodi
between 6.15 and 7.15 pm.
Uttar Pradesh Chief Minister, Sri Yogi Adithya is also scheduled to address series of public meeting
from May 3. Beginning from Sirsi (Uttara Kannada dist.) he would address rallies at Sagar, Balehonnur, Shringeri
and Chikkamagalur. On May 4, he would address rallies at Bhatkala, Byndur, Kapu, Bantvala and Suratkal, she
added. State BJP Co-spokesperson Sri. Anwar Manappady was present.

Amit Shah and HDK met recently In plane cliamed Siddaramaiah.

Chief Minister Siddaramaiah, on Sunday, claimed that BJP president Amit Shah and JD(S) state president H D Kumaraswamy had met recently, triggering sharp reactions from the two parties.

Siddaramaiah, while addressing a Congress rally in Belagavi on Sunday, charged that Shah and Kumaraswamy travelled together in a flight recently. The meeting of the two leaders showed that the BJP and the JD(S) had entered into a tacit understanding, the chief minister said.
Kumaraswamy denied the charge and retaliated against the chief minister, saying that the latter should speak in a manner befitting the post he holds. His statement is baseless, Kumaraswamy said. “Why should I meet Shah? I have not reached such a bad situation. Let him produce documentary evidence if he has any,” the former chief minister said, addressing reporters while campaigning at Bevur in Channapattna, Ramanagara district.

“Let him speak the truth or we may have to conclude that Siddaramaiah made the statement when he was drunk,” he added.

The party, in a press release, said, “A fake air ticket is being circulated in media circles to prove that Shah travelled with Kumaraswamy. So, we have released a similar fake air ticket showing Siddaramaiah and Zameer Ahmed Khan travelled from Karachi to Bengaluru.”

Later, speaking to media persons, Siddaramaiah reiterated his claim that Shah and Kumaraswamy travelled in the same plane to Delhi and said he would release the relevant documents at an appropriate time.

“If at all documents are needed, photographs will be availed and released, but at an appropriate time,” Siddaramaiah said.

In Bengaluru, BJP MP Shobha Karandlaje demanded that Siddaramaiah should tender an apology if he failed to prove his charge. “Siddaramaiah should release documents to prove his charges. The state intelligence department comes under the chief minister. So, he can easily produce the documents,” she told reporters.

8 youth Molesting and disrobe Minor Girl in Bihar’s crowd shoots video

A shocking video showing a group of eight youth molesting a minor girl in Bihar’s Jehanabad area has gone viral and has been doing the rounds on social media since Saturday evening.

In the video, the youth were seen molesting, dragging and undressing the victim while lifting her off her feet. The girl is seen pleading with the men and resisting their attacks. Onlookers shot a video of the incident instead of helping the girl.

Patna zonal IG Nayyar Hasnain Khan on Sunday formed a special investigation team (SIT) to probe the unverified video.

“4 people have been arrested in connection with the case. Faces of two people have been matched with people in the video and other two were making the clip. Other 4 to 5 people have been named by them. Search operation is underway,” news agency ANI quoted Patna Zonal IG on Jehanabad Nayyar Hasnain Khan saying.

After the intervention of the state cybercrime branch, the video was removed from social media but was still available on instant messaging platforms.

According to reports, police have identified a motorbike from the video with a Jehanabad registration number and initiated investigation to locate the culprits.

The Town police station in Jehanabad has registered an FIR against unknown people based on the registration number of a bike, which could be spotted in the video.

The SIT is led by Jehanabad SP Maneesh. SHO of Town police station SK Singh said, “The FIR has been lodged under Section 376 (rape) and 511 (punishment for offences punishable with life or other imprisonments) of the Indian Penal Code (IPC) and Section 8 (sexual assault) of the Protection of Children from Sexual Offences (POCSO) Act, 2012.”

India, China have Maturity to sort Things out Peacefully: Chinese Foreign Ministry

Prime Minister Narendra Modi and Chinese President Xi Jinping have reached a ‘broad consensus’ during their informal summit in Wuhan, the Chinese Foreign Ministry has said in a statement released early on Monday morning.

The statement, which seemed to be a reproduction of a report in the state-owned news agency Xinhua, said the two leaders had agreed to maintain “strategic communication” at various levels and that they had the “maturity” to “properly manage and control” their differences. The informal summit between Modi and Xi has been seen as a thaw in relations between the Asian giants since the Doklam standoff.

For China, the meeting held another significance. Beijing has, in peak irony for international relations, emerged as the loudest proponent of globalisation and open trade. This unlikely thing has happened due to the rising protectionism in the West combined with the fact that these countries are the top markets for China. The Modi-Xi meet was expected to help affirm that India stands by China in its newfound role as the defender of free markets.

Here is the text of the statement put out on the Modi-Xi meeting by China’s Foreign Ministry:

“Both sides share the view that the international landscape is undergoing profound changes, the relative power of countries is heading towards greater balance, and peace and development represent an irreversible trend. One the other hand, the world is faced with rising instability and uncertainty. China and India, as celebrated civilizations, the two biggest developing countries and two emerging economies each with a population of over one billion, are important countries with strategic autonomy. A peaceful, stable and balanced relationship between China and India is an important positive factor for the stability of the world. The two countries will work together to enhance stable and balanced development of major-country relations, advance stability, development and prosperity of Asia in the 21st century, promote the rejuvenation of the oriental civilization and make a positive contribution to global peace and development.

Both sides take the view that China and India are neighbors, friends and partners. The development of both China and India is a prevailing trend of history and offers important opportunities to each other. Both China and India stand for an independent policy of peaceful development. Both sides agree to properly manage and control their differences. They agree to use the Special Representatives’ Meeting on the Boundary Question to seek a fair, reasonable and mutually acceptable settlement. The two militaries will strengthen confidence-building measures and enhance communication and cooperation to uphold border peace and tranquility.

Both sides agree to promote more active regional and international cooperation. They agree to join hands in offering innovative and sustainable solutions to global challenges such as epidemics, natural disasters, climate change and terrorism. As two major countries in Asia, China and India will use their political influence and economic power to reinvigorate regional economic development. The two countries will work together to make international relations more democratic, increase the representation and say of developing countries and emerging markets, support the multilateral trading regime, oppose protectionism and work for an open, inclusive, balanced and win-win economic globalization that benefits all.
