Badami voters size up Siddaramaiah as he seeks backing

April 28, 2018 by Nasheman

Forty-year-old Kamanna Heggri, an army havildar, has taken a month’s leave to visit his village near this historical town in northern Karnataka best known for its famous cave temples. His mission now is to vote for Chief Minister Siddaramaiah, who is contesting the assembly election from Badami, a constituency with a sizeable population of Kurubas, a community to which he belongs.

The constituency also has significant presence of scheduled castes, scheduled tribes Muslims and other backward castes — the bedrock of Siddaramaiah’s support base. However, a section of the voters is not going gaga over Siddaramaiah’s decision to enter the fray from here, largely because he opted for Badami as his second choice, amid reports that he was on a sticky wicket in Chamundeshwari in Mysore district.

“I have come to vote for Siddaramaiah. Is it not a matter of pride that a sitting CM is seeking election from our place,” asked Heggri. “How can we let him down? His election will certainly lead to development of the area,” he said. He claims dozens like him in the army hailing from Badami in Bagalakote district are now home-bound just to vote for Siddaramaiah.

However, not all in this nondescript town, which came under media spotlight after Siddaramaiah threw his hat into the ring, share Heggri’s enthusiasm. “Is he (Siddaramaiah) not an outsider? What has he done for Badami in the last five years? According to some media reports, he is contesting from here as he is not confident of victory in Chamundeshwari,” said Veeresh, a Badami voter.

Another voter felt the chief minister’s decision to contest from here was “opportunistic”. “How many times did Siddaramaiah visit Badami in the last five years? If he wins from here and Chamundeshwari, he will certainly give up this seat,” a resident, in his 50s, said.

Siddaramaiah government’s schemes like “Anna Bhagya”– a flagship project to make foodgrains available to common people at affordable prices– have made people lazy and ensured that they get benefits easily without having to do anything, said another Badami resident.

Instead, he should have attempted to empower them, said the man who did not wish to be identified. “There hasn’t been any development in Badami, where there is tremendous potential for tourism,” he said. As Siddaramaiah’s decision to contest from two places sparked a debate, with people seen involved in animated discussions over the move, the BJP and the JD(S) claimed the fear of an imminent defeat in Chamundeshwari prompted him to also contest from Badami, the capital of Chalukya dynasty between the 6th and the 12th centuries.

The Congress and Siddaramaiah have rejected the imputations, and insisted that people of this region wanted him to contest from Badami also. A political analyst said the Congress is hoping that the chief minister’s presence in the fray here would infuse fresh energy into the party’s campaign in north Karnataka.

The BJP considers the area its stronghold, especially the districts of Bagalakote, Vijayapura, Dharwad and Gadag. Congress leaders feel that Siddaramaiah’s presence would encourage the fence-sitters to vote for the party. Former minister and five-time Badami Congress MLA, B B Chimmanakatti, who is ailing, was reluctant to give up his seat initially but eventually fell in line.

The BJP has fielded Ballari Lok Sabha member and influential tribal leader of the region, B Sriramulu, for the seat. With Sriramulu, a confidant of the resourceful and controversial Reddy brothers, joining the fray, the contest for Badami has become a big-ticket battle.

For Sriramulu too, Badami is the second constituency he is contesting apart from Molakalmuru in Chitradurga district. JD(S) candidate Hanumantha Mavinamarada, who is a local, is also putting up a spirited fight. “Both Siddaramaiah and Sriramulu are outsiders. I will win with a good margin,” said Mavinamarada, exuding confidence.

He said he had released his election manifesto a year ago with details about what he will do for the constituency. “One person (Siddaramaiah) wants to win from here and go (later resign), and another person (Sriramulu) wants to defeat him. That”s their aim,” Mavinamarada said. As he entered the battle, Siddaramaiah lost no opportunity to invoke the “Kannada pride”.

“Badami (or ancient Vatapi) was the seat of power of the Chalukyas. Let us revive the memories of the glorious Kannada dynasty,” Siddaramaiah tweeted after filing the nominations amid fanfare.

Schools fees fix for private institutions : KAMS

April 28, 2018 by Nasheman

The state education department has said that private schools will have to follow the guidelines as set per the department to collect fees.

Principal Secretary of the department of primary and secondary education said that an official notification would be published soon.

However, some Block Education Officers (BEOs) suggest the schools to fix the fees before the official notification being released.

At the same time, general secretary of Karnataka Associated Managements of Primary and Secondary Schools (KAMS) D. Shashikumar pointed out the fact that no government has been instilled with the power to determine a rigid fee structure for private unaided schools.

“Regulation of fee is completely different from fixation. We have always been supportive of the former and has been with the state government to ensure this in a legit manner,” he said.

SC stays trial in Kathua case till May 7

April 28, 2018 by Nasheman

The Supreme Court today stayed till May 7 the trial in the Kathua gangrape and murder case, after being seized with petitions seeking shifting of the trial to Chandigarh and handing over the investigation to the CBI.

A bench of Chief Justice Dipak Misra and Justices D Y Chandrachud and Indu Malhotra said it will deal with the prayer of the victim’s father for shifting the trial to Chandigarh and the plea of the accused seeking handing over the probe to CBI.

The bench posted the matter for further hearing on May 7. The child from a minority nomadic community had disappeared from near her home in a village near Kathua in Jammu region on January 10. Her body was found in the same area a week later.

During the hearing, the apex court witnessed heated exchanges between senior advocate Indira Jaising, who appeared for the victim’s family, and advocate Harvinder Chaudhary, who was representing the accused. Jaising said the case be transferred to Chandigarh due to proximity to Kathua in Jammu and Kashmir and the incidents of obstruction of police personnel by lawyers of the local court.

She said that attempts were made to intimidate the presiding judge of the court and the crime branch officials were heckled by the lawyers, as is evident in the affidavit of Jammu and Kashmir government. Chaudhary said his clients do not have faith in police investigation and the probe should go to CBI. She alleged that the police was hand-in-glove with vested interests to falsely implicate the accused while the real culprits were someone else.

Advocate General Jahangir Iqbal Ganai, along with standing counsel Shoeb Alam, appearing for Jammu and Kashmir, opposed the prayer for a CBI probe and said the SIT of the crime branch was investigating the case. Ganai said the trial could be shifted from Kathua and Jammu to some other district in the state as there were 221 witnesses and most of the statements recorded so far were in Urdu.

Alam said that Jammu and Kashmir has its own penal law and if the trial is shifted to Chandigarh, then it may create several problems. Additional Solicitor General Maninder Singh, appearing for the Centre, said the government was ready to provide any assistance if required but the call has to be taken by the Jammu and Kashmir government.

The apex court had yesterday given a stern warning and said it would transfer the Kathua gangrape and murder case from the local court in the “slightest possibility” of lack of fair trial, saying the “real concern” was to hold proper prosecution.

The eight-year-old’s father had moved the apex court earlier, apprehending threat to the family, a friend and their lawyer Deepika Singh Rajawat. A separate plea was also filed by two accused seeking that the trial in the case be held in Jammu and the probe handed over to the CBI.

The state police’s Crime Branch, which probed the case, filed the main charge sheet against seven persons and a separate charge sheet against a juvenile in a court in Kathua district last week. The charge sheet revealed chilling details about how the girl was allegedly kidnapped, drugged and raped inside a place of worship before being killed.

Estimated 60 percent of Yarmouk destroyed amid violence: Group

April 27, 2018 by Nasheman

Smoke rises from Yarmouk Palestinian camp in Damascus, Syria [File: Ali Hashisho/Reuters]

by Al Jazeera

An estimated 60 percent of Syria’s Yarmouk refugee camp for Palestinians has been destroyed as government forces and their allies escalate a military offensive against armed groups in the Damascus-area camp, according to a watchdog group.

Citing an eyewitness, the UK-based Action Group for Palestinians of Syria said on Friday that the destruction has largely been caused by barrel bombs, missiles and shelling.

The group said that “families were buried under the rubble of their homes” in Yarmouk, where an estimated 3,000 people still reside.

On Wednesday, Palestinian refugee Salah al-Abayat was killed by Syrian government air strikes on the camp, bringing the total number of people killed to 31 since April 19, when the latest bout of fighting started.

On April 19, the Syrian government and allied Palestinian armed groups launched a renewed military offensive against armed groups – including the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) – in the besieged refugee camp.

On Thursday, Palestinian political party Hamas issued an appeal to all sides involved in the fighting to reach a truce.

That same day, the UN agency for Palestinian refugees (UNRWA), warned of “catastrophic consequences” of the intensified violence in Yarmouk and the surrounding areas, including al-Hajar al-Aswad and Yalda.

“Yarmouk and its inhabitants have endured indescribable pain and suffering over years of conflict,” Pierre Krahenbuhl, UNRWA’s commissioner-general, said in a statement.

“We are deeply concerned about the fate of thousands of civilians, including Palestine refugees, after more than a week of dramatically increased violence.”

‘Under fire’
The UN group said that there are no hospitals currently operational in the camp, which has been blockaded by government forces on the one hand, and armed opposition groups on the other for several years.

“The intense bombing and shelling has reportedly damaged thousands of homes,” UNRWA said in its statement, calling for “immediate granting of safe passage for civilians wishing to leave the camp and surrounding areas”.

UNRWA added: “There is no more running water and very little electricity.”

An estimated 200,000 people – Palestinian refugees, Syrians and others – lived in Yarmouk before Syria’s war started in March 2011.

Since 2013, government forces and armed groups loyal to President Bashar al-Assad have imposed a harsh siege on Yarmouk, restricting the flow of food, medicine and other humanitarian goods into the camp.

As the siege wore on, residents of Yarmouk were reduced to eating grass and stray animals to survive, according to reports at the time.

In March 2015, the situation in Yarmouk worsened when ISIL invaded the camp and took control of most of its territory.

On April 22, Action Group for Palestinians of Syria, the Palestinian Return Centre, the France-based Democratic Republic Studies Centre and the Syrian Centre for Media and Freedom of Expression published a joint report detailing the grim situation in Yarmouk.

According to that report – Yarmouk Set on Fire (PDF) – the camp had been bombed twice every 90 seconds since the start of the latest military offensive on April 19.

Last Sunday alone, Yarmouk was bombarded with 140 Syrian and Russian air strikes, 78 barrel bombs and 98 surface-to-surface missiles, the report said.

Killed, missing or detained
Upwards of 430,000 Palestinian refugees still live in Syria, many trapped in besieged or hard-to-reach areas, according to UNRWA.

Action Group for Palestinians of Syria says at least 3,729 Palestinian refugees have been killed during Syria’s civil war, while 309 are considered missing and another 1,674 are currently detained.

SANA, the Syrian government’s state media outlet, said on Friday that government forces were advancing in several areas in southern Damascus, including al-Hajar al-Aswad, the neighbourhood situated adjacent to Yarmouk.

Many Palestinian refugees from Yarmouk have been displaced to al-Hajar al-Aswad.

Friday’s report came just one day after SANA reported that government forces had killed “dozens of terrorists” in the area.

Throughout seven years of war in Syria, hundreds of thousands of people have been killed and millions have fled Syria or are displaced within the country’s borders.
