Now, cows to get Aadhar-like unique identification numbers

New Delhi: Amid a raging debate over cow vigilantism, the Central government has now proposed to give Aadhar-like unique identification number to cows in India.

The Centre has made this proposal to the Supreme Court, news agency reported on Monday.

In its report to Supreme court, the Central government said, “Each cow and its progeny across India should get a Unique Identification Number for tracking.”

The central government also recommended special care for cattle beyond age of milking, while stressing on launching of a scheme for distressed farmers.

In its report, the Centre also highlighted the issue of cow protection and smuggling of cattle across India-Bangladesh border.

Centre made this proposal on the basis of recommendations made by a committee headed by the Joint Secretary, Home Ministry.

The report also stated that each district should have a shelter home of capacity of at least 500 abandoned animals, which will help reduce smuggling of cattle across the country.

According to a previous report published in media, the animal husbandry department had assigned technicians to affix a tag with a 12-digit unique identification number inside the ear of cows.

As per the report, nearly one lakh technicians have been armed with 50,000 tablets. Their mission is to affix a polyurethane tag on the ears of the cattle with a tag applicator.

The yellow-colored tag is fixed in the centre of the ear lobe.

Continuing with PM Narendra Modi’s digital drive, the centre intends to reach out to almost 88 million cows and buffaloes this year.

These tags cost Rs 8 apiece and are light weighted.

Once the tag is fixed, the technician will use a tablet to update the number in an online database and also provide the cattle owner with an `animal health card’ recording the UID number, owner’s details, status of periodic deworming and vaccinations of the animal as well as breeding details.This will help track the cattle along with all relevant details.

The move will help in tagging and tracking cattle so that they are vaccinated on time and scientific intervention is made available for better breeding and increasing milk production, doubling income of dairy farmers in the process by 2022.

The Centre has set aside Rs 148 crore for procuring the tags, tag applicators, tablets and health cards, officials said.

It has also fixed targets for individual states to be completed within 2017.

Former BJP MP Vedanti claims he and not Advani asked terrorists to pull down Babri mosque

Faizabad/New Delhi: Ram Vilas Vedanti, a former BJP MP and an accused in the Babri mosque demolition case, today claimed it was he and not the BJP patriarch L K Advani who incited the frenzied karsevaks to pull down the disputed shrine.

“I demolished and got demolished the disputed structure, the ruin that stood there. The accusations against L K Advani, Murli Manohar Joshi and Rajmata Vijayaraje Scindia are wrong,” he said.

Vedanti’s remarks came two days after the Supreme Court resurrected the conspiracy charge against Advani, Joshi and union minister Uma Bharti in the Babri Masjid demolition case.

Vedanti said, in fact, Advani, Joshi and Scindia even took the microphone from him and tried to persuade the karsevaks to come down from atop the structure and leave. They even made the plea in English, he later told a TV news channel.

Vedanti said he, Mahant Avaidyanath, also a former BJP MP, and VHP leader Ashok Singhal exhorted the karsevaks to raze the disputed structrue. Both Avaidyanath and Singhal are now dead.

He told India Today TV channel he was prepared to be “hanged” for the cause of Ram temple.

When asked was his claim an effort by him to “derail” the trial against BJP veterans, Vedanti said,” I have spoken about this earlier too.”

Oil ministry mulls home delivery of petrol, diesel

New Delhi: Petrol and diesel may soon be home delivered as the oil ministry mulls options of door-to- door delivery on pre-booking to cut long queues at petrol pumps.

As many as 3.5 crore people currently visit 59,595 petrol pumps in the country for buying auto fuel. Often, long queues are witnessed at petrol pumps during peak hours, leading to congestion on roads.

Annually, Rs 2,500 crore of fuel is bought at petrol pumps and now a part of it being talked of being home delivered. “Options being explored where petro products may be door delivered to consumers on pre-booking,” the ministry said in a series of tweets.

Home delivery of fuel is being mulled as the world’s third biggest oil consumer experiments with daily price revision of petrol and diesel at select towns beginning May 1.

In another tweet, the ministry said home delivery of fuel “would help consumers avoid spending excessive time and long queues at fuel stations.” “About 3.5 cr people come to fuel stations every day; Rs 2500 cr worth of transactions every year,” it said in another tweet.

India consumed 23.8 million tons of petrol and 76 million tons of diesel in 2016-17 fiscal. This was higher than 21.8 million tons of petrol and 74.6 million tons of diesel consumed in the previous 2015-16 financial year.

The ministry also stated that a parliamentary consultative committee met in Srinagar today to discuss ‘digital modes of payment’ at fuel outlets. State-owned oil marketing companies IOC, BPCL and HPCL give “0.75 per cent discount on fuel purchase via cashless mode,” it said.

“About 40,000 ROs are with POS (machine), more than 86 per cent of ROs with digital infrastructure today.” ROs are retail outlet or petrol pumps. “Daily cashless transactions increased from Rs 150 crore per day to Rs 400 crore per day,” the ministry added.

Mallya laundered money to companies in UK: Enforcement Directorate

New Delhi: Enforcement Directorate (ED) is in possession of documents which claim that the beleaguered liquor baron Vijay Mallya laundered money from banks in India to ‘British companies’ situated in the UK.

As per a report published in the Times of India, ED has shared the documents with the UK government.

Additionally, CBI has already shared information about Mallya being wanted in India with regard to cases of cheating and criminal conspiracy.

The media report further states that Mallya laundered most of the money before he fled to London on March 2 last year.

The report states that substantial portion of the money was shifted to to shell companies and bank accounts in the UK, Cayman Islands, Mauritius and some other countries.

The 61-year-old liquor baron, wanted in India for defaulting on bank loans, was arrested after he appeared at a central London police station on Monday morning.

Mallya was released on conditional bail a few hours later after providing a bail bond of 650,000 pounds and giving an assurance to the court that he will abide by all conditions associated with extradition proceedings, such as the surrender of his passport and a ban on him possessing any travel document.

The UK’s Crown Prosecution Service (CPS) will now argue the case on behalf of the Indian authorities.

Last month, setting in motion the process of extradition of Mallya, the British government had certified India’s request and sent it to a district judge for further action.

The extradition process from the UK involves a number of steps including a decision by the judge whether to issue a warrant of arrest.

In case of a warrant, the person is arrested and brought before the court for preliminary hearing followed by an extradition hearing before a final decision is taken by the secretary of state.

The wanted person has a right to appeal in the higher courts against any decision all the way up to Britain’s Supreme Court.

Under the 2003 Act, the British secretary of state may only consider four issues when deciding whether to order a person’s extradition.

They are whether the person is at risk of the death penalty; whether special arrangements are in place; whether the person concerned has previously been extradited from another country to the UK and the consent of that country to his onward extradition is required;?and whether the person has previously been transferred to the UK by the International Criminal Court.

IPL-10: Buttler, Rana power Mumbai to 8-wkt win over Punjab

Indore: Mumbai Indians rode on destructive half centuries from Englishman Jos Buttler and young Nitish Rana to thrash Kings XI Punjab (KXIP) by eight wickets in an Indian Premier League (IPL) 2017 encounter at the Holkar Cricket Stadium here on Thursday.

Buttler’s 37-ball 77, laced with seven fours and five huge sixes and Rana’s unbeaten 31-ball 54, comprising seven mammoth punches over the rope, outshone South African star Hashim Amla’s maiden T20 century for Kings XI, as the visitors overhauled the massive target of 199, with more than four overs to spare.

Chasing a mammoth 199, the opening duo of Parthiv Patel (37) and Buttler dealt mostly in boundaries to raise Mumbai’s highest first wicket stand of all IPL seasons of 81 runs, as the Punjab bowlers had little to counter the left-right pair.

Buttler started the onslaught from the very first over dispatching medium pacer Sandeep Sharma for a six before lofting him for another in his next over as Mumbai raced to 50 in just four overs.

Medium pacer Mohit Sharma was at the receiving end in his very first over, when Buttler milked him for three consecutive boundaries after Parthiv got one off the first ball.

The diminutive Patel was not too far behind and joined the party by cracking Ishant Sharma for a four and then a huge six off the legs before welcoming Marcus Stoinis with another huge six over deep midwicket.

Stonis, however got the better of the southpaw off a slower ball when Parthiv, who faced 18 balls and struck four boundaries and two sixes, failed to time it properly and ended in the hands of Glenn Maxwell at mid off.

Such was the carnage from the Mumbai duo that there were only five dots in the powerplay, including the wicket ball of Parthiv and more importantly included 14 boundaries.

Buttler, who had faced 23 balls by now, got to his fifty with a single to the right of long-on as Rana took the onus of getting the big shots.

The fall of the Gujarat wicketkeeper-batsman did not deter the visitors from scoring freely and No.3 Nitish Rana continued his great run with the willow to get his fourth half century of the season off 29 balls.

Rana started by launching Stoinis for a maximum before taking the likes of Ishant, Axar Patel and Swapnil Singh to the cleaners to take Mumbai to 123/1 midway into their innings.

Rana dominated the 85-run second wicket stand with Buttler, who was undone by Mohit’s slower delivery with Mumbai within sniffing distance of victory.

Thereafter, Hardik Pandya struck a four and a six in his 4-ball 15 before Rana pulled Mohit over the long leg boundary for a six to seal the deal in the visitors’ favour.

Kings XI bowlers could only blame themselves for letting the opportunity slip as none of the them had an economy rate of less than 10 runs an over.

Earlier, the hosts were off to a steady start with Amla (104 not out) and Shaun Marsh (26) putting on 46 runs before Maxwell took just one over from pacer Mitchell McClenaghan, milking 28 runs, to change the complexion of their innings.

McClenaghan’s over, the 15th of the innings, was incidentally the second-most expensive over of this IPL season.

Amla, on the other hand, took full advantage of the life he got on 3, when he was dropped off a difficult chance by Rana, to first get to a superb half century in just 34 balls.

Punjab needed their captain Glenn Maxwell to step up the gas and the Australian wasted no time to settle down. He started off with two consecutive boundaries off medium pacer Jasprit Bumrah before smoking McClenaghan for two back to back sixes and then two fours to finish off the over.

Amla meted out special treatment to Sri Lankan pacer Lasith Malinga, dispatching him for two consecutive sixes twice in two overs to help himself reach the three-figure mark and the team to a mammoth score.

The arrest of WikiLeaks founder Julian Assange is a US “priority”, Attorney General Jeff Sessions has said, as media reports indicated his office was preparing charges against the leaker.

“We are going to step up our effort and already are stepping up our efforts on all leaks,” Sessions said at a news conference on Thursday in response to a reporter’s question about a US priority to arrest Assange.

The justice department chief said a rash of leaks of sensitive secrets appeared unprecedented.

“This is a matter that’s gone beyond anything I’m aware of. We have professionals that have been in the security business of the United States for many years that are shocked by the number of leaks and some of them are quite serious,” he said.

“Whenever a case can be made, we will seek to put some people in jail.”

Prosecutors in recent weeks have been drafting a memo that looks at charges against Assange and members of WikiLeaks that possibly include conspiracy, theft of government property and violations of the Espionage Act, the Washington Post reported, citing unnamed US officials familiar with the matter.

Several other media outlets cited unnamed officials as saying US authorities were preparing charges against Assange.

Prosecutors had struggled to determine whether the First Amendment protected Assange from prosecution but had now found a way to move forward, officials told CNN.

The justice department declined to comment on the reports.

Assange, 45, has been holed up at the Ecuadoran embassy in London since 2012 trying to avoid extradition to Sweden where he faces a rape allegation that he denies.

He fears Sweden would extradite him to the United States to face trial for leaking hundreds of thousands of secret US military and diplomatic documents that first gained attention in 2010.

Assange’s case returned to the spotlight after WikiLeaks was accused of meddling in the US election last year by releasing a damaging trove of hacked emails from presidential candidate Hillary Clinton’s campaign and the Democratic Party.

US officials say the emails were hacked with the aid of the Russian government in its bid to influence the US election.

Critics say their release late in the race helped to tip the November 8 election to Republican Donald Trump.

Trump and his administration have put heat on WikiLeaks after it embarrassed the Central Intelligence Agency last month by releasing a large number of files and computer code from the spy agency’s top-secret hacking operations.

The documents showed how the CIA exploits vulnerabilities in popular computer and networking hardware and software to gather intelligence.

Supporters of WikiLeaks say it is practising the constitutional right of freedom of speech and the press.

CIA Director Mike Pompeo last week branded WikiLeaks a “hostile intelligence service,” saying it threatens democratic nations and joins hands with dictators.

Pompeo focused on the anti-secrecy group and other leakers of classified information like Edward Snowden as one of the key threats facing the United States.

“WikiLeaks walks like a hostile intelligence service and talks like a hostile intelligence service. It has encouraged its followers to find jobs at CIA in order to obtain intelligence … And it overwhelmingly focuses on the United States, while seeking support from anti-democratic countries and organisations,” said Pompeo.

“It is time to call out WikiLeaks for what it really is – a non-state hostile intelligence service often abetted by state actors like Russia.”

In response to Thursday’s report WikiLeaks reposted on Twitter an opinion piece written by Assange and published in the Washington Post earlier this month.

“WikiLeaks’ sole interest is expressing constitutionally protected truths, which I remain convinced is the cornerstone of the United States’ remarkable liberty, success and greatness,” Assange wrote.

Iran’s former President Mahmoud Ahmadinejad has been disqualified from running in next month’s presidential election, according to state media.

The decision on Thursday was taken by the Guardian Council, a clerical body charged with vetting candidates for the May 19 election.

In a surprise move, Ahmadinejad registered as a candidate last week, despite previously saying he would not stand.

Iran’s Supreme Leader Ayatollah Ali Khamenei had previously urged him not to run.

Ahmadinejad left office in August 2013 after two turbulent four-year terms, leaving the country divided domestically, isolated internationally and struggling economically.

In 2009, Ahmadinejad’s re-election was followed by one the largest protests to hit the country since the Islamic Revolution three decades before.

Ahmadinejad’s populist approach and humble roots mean that he remains a popular figure among poorer sections of society.

The Guardian Council said it had compiled a final list of candidates earlier on Thursday and that the interior ministry would announce their names by Sunday.

Alleged ISIS men plead guilty, sent to 7-yr jail by court

New Delhi: A special court today awarded seven-year jail term to two ISIS men after they pleaded guilty, saying there was a need to show leniency as they should get an opportunity to reform themselves and become good citizens.

District Judge Amar Nath convicted Azhar-ul-Islam (24) from Jammu and Kashmir and Mohammed Farhan Shaikh (25) from Maharashtra, after both pleaded guilty of criminally conspiring to raise funds and recruiting people for the terror outfit ISIS, saying “it seems they have realised their mistakes and are willing to repent for their acts and deeds”.

“No doubt, they were members of a terrorist organisation and got themselves associated with their activities. That may be their folly either on account of misguidance or lack of maturity of mind and circumstances,” the judge said.

He said the court “needs to take into account positive aspects from their act of pleading guilty. It seems the convicts have realised their mistakes and are willing to repent for their acts and deeds.

“In that case, the convicts should get an opportunity to reform themselves and be a good citizen of this country.

Keeping in view the aforesaid facts and circumstances, I am of the considered opinion that there is necessity of showing some leniency while imposing punishment upon the convicts but at the same time, it should not be a wrong message to the society,” the judge said.

The accused had moved the court following their U-turn more than a month after the court framed charges against them.

The accused had moved an application through advocate M S Khan saying they “are remorseful of the acts alleged against them. There is no prior criminal record against them and they want to join the mainstream and want to be productive for the society and want to rehabilitate themselves”.

“The applicants are pleading guilty without any pressure, threat, coercion or undue influence,” the plea had said.

The court had last month framed charges against both the accused and 36-year-old Adnan Hassan for allegedly hatching a criminal conspiracy to raise funds for the ISIS and recruiting people for the terror outfit. The trial against Hassan is continuing separately before the same court.

The court had framed the charges for alleged offences of criminal conspiracy under the IPC) and under provisions of the Unlawful Activities Prevention Act (UAPA).

The National Investigation Agency (NIA) had registered a case against the three accused on January 28 last year. They were arrested the next day on arrival here from Abu Dhabi.

According to the probe agency, Hassan and Shaikh had been frequently visiting the UAE in connection with jobs since 2008 and 2012 respectively, while Islam had gone to join them in the UAE in July, 2015.

Hassan was earlier allegedly affiliated to the Indian Mujahideen and later got inclined towards ISIS, it alleged.

The charge sheet filed by NIA had claimed that the accused persons, in connivance with other known and unknown associates, had hatched a criminal conspiracy to propagate the ideology, recruit persons, raise funds and facilitate the travel of those recruited to Syria to join the ISIS and further its activities.

The final report said that in furtherance of the conspiracy, the accused had created multiple email IDs, used multiple mobile numbers obtained from their associates from different countries, formed various online forums and groups on Facebook, WhatsApp, Kik, VKontakte, Viber and Skype, using the internet and invited and associated like-minded persons, residents of different countries.

“The accused had formed a terrorist gang and acted as a frontal group of the ISIS and incited, motivated, invited and facilitated people of different nationalities to leave their respective countries and travel to Syria to join, support and further activities of the ISIS,” it had alleged.

The agency said the accused persons were actively involved in perpetuating, promoting and propagating ideologies and terrorist activities of the ISIS.

“They had voluntarily advocated and professed to be the supporters and members of the ISIS and actively supported, invited support from others, propagated and promoted unlawful activities and terrorist activities of the ISIS by exhorting, inciting, luring and influencing others to become members of this organisation,” the NIA had claimed.

“They had also raised, collected and received funds in the UAE and transferred it to their associates in India, the Philippines and Tunisia to facilitate their travel to Syria to join ISIS,” it had alleged.

Delhi Mahila Congress chief Barkha Singh hits out at Rahul, Maken; sacked

New Delhi: Delhi Mahila Congress chief Barkha Singh, who stepped down after attacking Rahul Gandhi and Ajay Maken, was removed from the party post within hours of her making the announcement.

“This is to inform that Barkha Shukla Singh has been removed from the post of president of Delhi Pradesh Mahila Congress with immediate effect,” All India Mahila Congress President Shobha Oza said in a statement.

A defiant Singh said she will adopt legal options against her removal and said she would not quit the party, claiming herself to be a “loyal soldier” of the Congress.

However, on Friday she was expelled from the party, said reports.

“I will not quit the Congress and continue to wage my war within the party,” she said, adding that “I will move the court against my illegal removal”.

She earlier charged Congress vice president Rahul Gandhi with not meeting party leaders and said he was “reluctant” to address “issues” within the party organisation.

“Why is he (Rahul) scared of meeting his own party members? Several senior leaders have quit the party because of this very reason – his reluctance over addressing issues that exist within the organisation,” she said.

Singh, who had complained against “neglect” of women workers in ticket distribution for the municipal elections, alleged that the voice of party workers was “snubbed” and their grievances were not addressed.

“Delhi Congress president (Maken) not only misbehaved with me but also with other office bearers of Mahila Congressat his residence. When the matter was brought to the notice of Rahul Gandhi, nothing happened,” said Singh, a former chairperson of Delhi Commission for Women (DCW).

Delhi Congress’ chief spokesperson Sharmishtha Mukherjee later said that Singh was settling her “personal grudges” and “hurting” party interests at a crucial time when MCD polls are round the corner.

“She is not a ‘loyal soldier’ but a back-stabber who is deliberately trying to harm the party at a crucial juncture,” Mukherjee said.

BJP trying to hide corruption in MCD by projecting PM: Kejriwal

New Delhi: Delhi Chief Minister Arvind Kejriwal today accused the BJP of trying to cover up its corruption in the three municipal corporations by projecting the name of Prime Minister Narendra Modi ahead of the civic polls, and asserted the strategy would not work.

Citing poor sanitation in the national capital which is leading to a rise in vector-borne diseases such as dengue, he said there is no hope from the BJP and that the only hope for the people of Delhi is his Aam Aadmi Party.

“The hope of the BJP is only Narendra Modi through which the party wants to cover up its corruption and the poor sanitation condition.

“How will Modi-ji improve the situation in MCD. Work in the MCD will not be undertaken by Narendra Modi, but local BJP leaders Vijendra Gupta and others,” Kejriwal told PTI in an interview.

He also accused the BJP of “completely destroying” the MCD during its 10-year rule.

The elections to all the 272 wards of the three civic bodies where the BJP, Congress and the AAP are locked in a triangular battle will be held on Sunday.
