Gujarat riots accused extradited from UK

London: A 40-year-old man wanted in connection with the 2002 post-Godhra riots in Gujarat was today extradited from the UK to stand trial in India, becoming the first person to be sent back from Britain 24 years after the two countries signed an extradition treaty.

Samirbhai Vinubhai Patel had been arrested by Scotland Yard in west London in August on a Red Corner Notice issued by Indian authorities.

His extradition order was signed by UK home secretary Amber Rudd on September 22 and the “surrender arrangements” were finalised for his departure.

It marks the first extradition from the UK since the signing of the India-UK Extradition Treaty in 1992.

“Following Government of India’s request for extradition, Mr Samirbhai Vinubhai Patel, an Indian national, is being extradited on 18th October, 2016 to face trial in India,” the High Commission said in a statement today.

“Mr Patel is facing trial in connection with post-Godhra riots in India in 2002. He is charged with the offence under Section 302 of IPC, along with 43 other accused. The offences include being member of an unlawful assembly; rioting and murder. The accused was arrested in India and was on bail and after jumping bail had escaped to UK,” the statement added.

According to Gujarat Police, Patel is wanted in connection with riots in Ode village of Anand district.

A team of officials from India will take him into their custody to fly him back to India today.

“On 22 September the Secretary of State (Amber Rudd), having carefully considered all relevant matters, signed the order for Samirbhai Vinubhai Patel’s extradition to India. He is accused, whilst being part of a rioting mob, of three counts of murder, two counts of using unlawful violence with others for a common purpose and one count of arson,” a UK Home Office spokesperson had confirmed last week.

On March 1, 2002, 23 people from the Muslim community were burnt alive in a house in Pirwali Bhagol area of Ode village.

Patel along with two other accused, who are still at large, are accused of being part of the rioting mob at the time.

Patel’s whereabouts were traced to a home in Hounslow, west London, after which Scotland Yard nabbed him on August 9.

“On 9 August officers from the MPS (Metropolitan Police Service) extradition unit attended an address in Beavers Lane, Hounslow and arrested Samir Vinubhai Patel, aged 40, on a warrant issued under section 71 Extradition Act 2003. He appeared at Westminster Magistrates Court on August 10, 2016,” a Scotland Yard statement said.

“We can confirm that Mr Patel has consented to his extradition to India. However, we are unable to comment on any surrender arrangements as this is an operational matter for the police,” a UK Crown Prosecution Service (CPS) statement added.

No water in Karnataka’s reservoirs, CM Siddu says after fresh SC order

Bengaluru: Reacting to the Supreme Court order directing Karnataka to release 2,000 cusecs of Cauvery water per day to Tamil Nadu till further orders, Chief Minister Siddaramaiah on Tuesday said there was no water in the state’s reservoirs.

“There is no water at our reservoirs, I have not yet seen the order copy. I will speak to the advocates after going through the order copy,” he told reporters in Bengaluru.

The top court on Tuesday retained its direction to Karnataka to release 2,000 cusecs of Cauvery water per day to Tamil Nadu till further orders and asked the two governments to ensure peace and harmony, saying citizens should not become law unto themselves.

“We intend to first adjudicate the issue of maintainability of appeals filed by Karnataka, Tamil Nadu and Kerala. At this juncture, the interim order dated October 4 directing Karnataka to release 2,000 cusecs of water per day to Tamil Nadu will continue till further orders,” the bench comprising of Justices Dipak Misra, Amitava Roy and A M Khanwilkar said.

Arab coalition says it ‘wrongly targeted’ Yemen funeral

The Arab coalition battling Houthi fighters in Yemen has admitted one of its warplanes had “wrongly targeted” a funeral in Sanaa that killed more than 140 people, and announced disciplinary proceedings.

The October 8 strike in the Yemeni capital prompted an international outcry and strong criticism even from Saudi Arabia’s closest Western allies.

“Because of non-compliance with coalition rules of engagement and procedures, and the issuing of incorrect information, a coalition aircraft wrongly targeted the location, resulting in civilian deaths and injuries,” said an inquiry team of the Arab coalition assembled by Saudi Arabia.

“Appropriate action … must be taken against those who caused the incident, and … compensation must be offered to the families of the victims.”

The UN released a statement saying the organisation’s humanitarian coordinator as well as the community of non-governmental organisations in Yemen were outraged and shocked by the strikes.

Funeral reception

In addition to the more than 140 deaths, more than 500 people were wounded in the strikes on the funeral reception for the father of Brigadier Jalal al-Ruweishan, interior minister in the self-proclaimed Houthi-led government.

Hundreds of mourners had gathered in the grand hall of ceremonies on al-Khamseen Street afternoon to take part in the ceremony.

The death toll was one of the largest in any single incident since the Arab coalition began military operations to try to restore President Abd-Rabbu Mansour Hadi to power following his removal by the Houthis in March 2015.

The Arab coalition initially denied that it was responsible for the strikes.

“Absolutely no such operation took place at that target,” a source within in the coalition told Reuters news agency on the day of the attack.

Marwan Bishara, Al Jazeera’s senior political analyst, said the coalition’s admission could jeopardise the peace process and put more pressure on Saudi Arabia.

Ruweishan had sided with the Houthi group when Hadi fled Yemen after the Iran-allied fighters advanced on his headquarters in the southern port city of Aden in March 2015.

The Arab coalition has been providing air support for Hadi’s forces in a civil war that has killed an estimated 6,700 people since March 2015 and displaced more than three million.

Intense fighting

Fighting has intensified since August when UN-sponsored peace talks in Kuwait ended without an agreement.

The Arab coalition had been blamed for several attacks on medical centres, including some run by international aid group Doctors Without Borders (MSF), schools, factories and homes in the past 18 months that has killed scores of civilians.

In August, MSF said it was evacuating its staff from six hospitals in northern Yemen after a coalition air strike hit a health facility operated by the group, killing 19 people.

The coalition, which says it does not target civilians, has expressed deep regret over the decision and said it was trying to set up “urgent meetings” with the medical aid group.

The coalition’s admission came a day after Britain announced it was planning to put forward a draft Security Council resolution calling for an immediate truce in Yemen and a resumption of peace talks.

The 15-member body this week failed to agree on a statement condemning the October 8 air strike. Russia dismissed the statement as too vague and diplomats said Russia refused to engage any further on it.

Security Council statements must be approved by consensus.

India wary of New Zealands prowess in first ODI

Dharamsala: Despite completing a 3-0 whitewash of New Zealand in the Test rubber, India will be wary of the visitors’ prowess in the shorter format when both the teams face off in the first of the five-match One-Day International (ODI) series here on Sunday.

With the conditions at the Himachal Pradesh Cricket Association (HPCA) stadium favouring the pacers, New Zealand will bank on their recent ODI performance — winning four of their last five bilateral competitions, including a recent series win over Australia — to give a tough fight to the hosts.

Moreover, Kiwi skipper Kane Williamson has a better squad at his disposal, with the return of pacer Tim Southee and all-rounder Corey Anderson, making them a force to reckon with. Southee was ruled out with a late injury while Anderson’s arrival would bolster their misfiring middle-order.

However, Williamson will need runs from two of his most experienced batsmen — Ross Taylor and Martin Guptill — who have failed to click so far on this tour.

Guptill, who scored just 159 runs from six innings, will not let those failures affect him in the ODIs. The opener has an average of 43.25 in ODIs with a strike-rate of 86.08, and is one of only five people in world cricket to have scored a double century in 50 overs.

Having said that, New Zealand’s best chance of scripting history — they have never won a bilateral ODI series in India — will depend heavily on Williamson. The skipper needs to provide stability to the team and score runs, and also ensure the likes of Anderson and James Neesham in the lower order can have a go at scoring quick runs.

Also with both premier spinners Ravichandran Ashwin and Ravindra Jadeja rested for the ODIs, the Kiwis will heave a sigh of relief when they take the field in the black jersey. Ashwin and Jadeja tormented the New Zealanders with the Chennai off-spinner emerging the highest wicket-taker of the Test series with 27 scalps.

On the other hand, despite being the favourites, India have a comparatively untested side for the first three ODIs. Apart from Ashwin and Jadeja, pacer Mohammed Shami has also been rested.

Injuries to Lokesh Rahul, Bhuvaneshwar Kumar and Shikhar Dhawan have ruled the trio out, creating chances for promising players like Mandeep Singh, Manish Pandey, Dhawal Kulkarni and Axar Patel — all of them part of the squad that toured Zimbabwe in India’s last 50-over cricket assignment.

Senior batsman Suresh Raina has also been recalled to the squad, but he will miss the first ODI due to viral fever.

With Manish performing in India A’s tour of Australia and the aggressive Hardik Pandya in the side, Dhoni can afford to come up the order and bat with Kohli in the middle overs besides pushing Ajinkya Rahane to open with Rohit Sharma.

Maharashtra keeper-batsman Kedar Jadhav may well get a look-in as a pure batsman with Dhoni donning the big gloves.

The Dharamsala pitch generally assists pacemen and that could give Dhawal Kulkarni a place in the playing XI alongside Jasprit Bumrah, while Axar Patel, Amit Mishra and Umesh Yadav are the likely options in the bowling department.

The Dharamsala ODI will be followed by matches in Delhi (October 20), Mohali (October 23), Ranchi (October 26) and Visakhapatnam (October 29). All five are day-and-night encounters.

Two Nigerians held in Bengaluru for trying to sell cocaine

Bengaluru: Two Nigerian citizens have been arrested here for allegedly indulging in drug peddling and 50 grams of cocaine worth Rs 2.5 lakhs seized from them.

Nduba Joseph (25) and Nwite Sunday Rose (32) were arrested yesterday in Indiranagar Police station limits here following information that they were trying to sell cocaine to customers, a CCB release said.

Their passports and a two-wheeler had also been confiscated.

The accused are said to have purchased cocaine from an individual named Ben, who is now absconding, and were selling it to customers known to them, the release said.

Both the accused and Ben have been booked under several acts including Narcotic Drugs and Psychotropic Substances Act.

Kejriwal seeks Patel support to ‘clean’ Gujarat politics

Mehsana: Amid speculations of AAP planning to make a determined bid in poll-bound Gujarat, party chief and Delhi Chief Minister Arvind Kejriwal today sought the support of the agitating Patel community to “clean” the politics of Gujarat.

Addressing a public gathering at Patel-dominated Piludra village here, the AAP chief said the village holds special significance as the quota agitation by the community started here a year ago, even as a little known outfit staged a protest over his remarks on cross-LoC surgical strikes.

Recalling that AAP could make a clean sweep in Delhi in 2015 Assembly polls with the support of the common man, Kejriwal sought to draw a parallel with Anna Hazare’s anti-corruption campaign and the Patidar agitation.

“I salute your courage, as I came to know that Patidar agitation originated from this village. Few years back, we did Anna Andolan against rampant corruption in the country. We asked the government to enact a strict law to curb corruption, as we did not have such powers,” said Kejriwal.

“Instead of fulfilling our demand, we were asked to form a government to bring such law. We were not taken seriously. As we did not have any other option, we formed a party and acquired 67 out of 70 seats in Delhi. This is the power of the common man,” said Kejriwal to a cheering crowd, mostly from the Patel community.

“Patel agitation started from this village. Now, I request you to start another movement to clean the politics of Gujarat from this village. We all have to come together to fight against corruption and clean Gujarat’s politics,” said Kejriwal.

He also raised the slogan of “Jay Sardar – Jay Patidar” several times. Kejriwal also paid floral tributes to Sardar Patel’s statue in Mehasna.

He visited Kaamli village of Unjha taluka of this district, where he met the kin of Nagjibhai, a constable who committed suicide allegedly due to harassment from bootleggers and politicians last month.

At the village, he also met parents of Kanubhai Patel, a Patidar youth died during quota violence last year.

He then visited Unjha-based Umiya Mata temple, revered by the Patel community.
Outside the temple, members of a little-known outfit Rashtriya Patidar Sansthan, staged protests against Kejriwal over his remarks on the surgical strikes.

Patel quota stir leader Hardik Patel had yesterday issued a statement in support of Kejriwal.

“We should not oppose Delhi Chief Minister Arvind Kejriwal when he is coming to meet the family members of those who died during Patidar community’s reservation agitation. He will tell the rest of the country about our plight,” Patel said in a message from Udaipur.

Later, Hardik through his organisation in Mehasna gave a memorandum to Kejriwal seeking his support to the stir.

Fake degree row: Order on summoning Smriti Irani on Oct 18

New Delhi: A Delhi court would decide next week on whether to summon Union Minister Smriti Irani on a complaint filed against her for allegedly giving false information regarding her academic qualifications in affidavits to the Election Commission.

Metropolitan Magistrate Harvinder Singh today reserved its order for October 18 after the Delhi State Election Commission, in pursuance to court’s earlier direction, filed before it certain records in a sealed cover relating to Irani’s educational qualification submitted by her for contesting the 2004 general elections.

The court had on October 6 directed Election Commission officials to file the documents after noting that certian clarifications were required in the matter.

During earlier hearings of the complaint filed by freelance writer Ahmer Khan, the court was told by a poll panel official that the documents filed by Irani regarding her educational qualification while filing nominations, were not traceable. However, the information on this was available on its website, he had said.

In pursuance to the court’s direction, Delhi University had also submitted that the documents pertaining to Irani’s BA course in 1996, as purportedly mentioned by her in an affidavit filed during 2004 Lok Sabha elections, were yet to be found.

The court had on November 20 last year allowed the complainant’s plea seeking direction to the officials of EC and DU to bring the records of Irani’s qualifications after he said he was unable to place them before the court.

The complainant had alleged that Irani had deliberately given discrepant information about her educational qualifications in affidavits filed before the poll panel in 2004, 2011 and 2014 and not given any clarification despite concerns being raised on the issue.

Khan had alleged that Irani had knowingly furnished misleading information about her qualifications and that a candidate, deliberately giving incorrect details, could be punished under provisions of the IPC and under section 125A of the Representation of the People Act (RPA).

Section 125A of RPA deals with penalty for filing false affidavit and entails a jail term of up to six months or fine or both.

19 killed, 60 injured in stampede at Rajghat bridge near Varanasi

Chandauli: Nineteen were killed and 60 others injured in a stampede at Rajghat bridge between Varanasi and Chandauli where a large number of people had gathered for a religious event this afternoon.

The incident took place when thousands of followers of religious leader Jai Gurudev were on their way to Domri village on the banks of Ganga to take part in the two-day camp, police said.

19 people were killed while 60 others were injured. Five of them are stated to be in a serious condition, District Magistrate Chandauli, Kumar Prashant said.

Senior officials of police and administration have rushed to the spot to carry out relief and rescue measures.

Meanwhile, a government spokesman in Lucknow said that the situation in Chandauli is being monitored and all necessary measures were being taken.

An inquiry will be instituted to find out the cause of the stampede, he said.

Uttar Pradesh Chief Minister Akhilesh Yadav announced Rs 2 lakh for the kin of the dead and free treatment for the injured people, IG (law and order) Hariom Sharma said.
The incident took place as people were brought for the camp in large numbers whereas permission was taken for a limited number of people, ADG (law and order) Daljit Chaudhary said in Lucknow.

“One person died of suffocation because of the surging crowd on the narrow bridge. This led to rumours which resulted in the stampede,” Chaudhary said, adding that the number of casualties could go up.

The spokesman of Jai Gurudev Sansthan, Raj Bahadur said that the devotees were proceeding towards the camp on the bridge but the police started sending them back even though the inflow on the bridge was not stopped.

This led to rumours that the bridge ahead has collapsed which led to the stampede, he said, alleging that there was a serious lapse on the part of the administration.

We’ll continue to play aggressive cricket in ODIs: Ajinkya Rahane

Dharamsala: “Aggressive intent” was the key behind India’s overwhelming success against New Zealand in the Test series and the hosts aim to continue playing the same brand of cricket in the upcoming five-match ODI series, middle-order batsman Ajinkya Rahane said here today.

India whitewashed New Zealand 3-0 in the just-concluded Test series to claim the nuemro uno position in the ICC Test rankings and Rahane credits the success to aggressive intent.

“I think discipline will be the key. The kind of cricket we played in the Test series, our intent was aggressive all the time. So here again our intent will be aggressive, play intensive cricket and play to our strength rather than focusing on opponent’s strengths and weaknesses,” Rahane told reporters at the HPCA stadium.

He also said that gaining the momentum early on will be key in deciding the fate of the five-match series, which starts with the first ODI here on Sunday.

“I am really looking forward to the One-Day series, especially after the Test series. But again it is important to start fresh here. Momentum will be the key. Winning the first match will be very important to be in that momentum,” said the Mumbaikar, who is the vice-captain of the Test side.

Asked how difficult it is for a cricketer to make adjustments from one format to the other in a short span of time, Rahane said: “I believe its completely mental adjustment because as a professional cricketer it is important for us to adjust to any format.

“It is important how we adjust mentally. Getting used to the conditions will be a big factor and we are actually experienced in that. So we don’t think too much about the change in formats. It’s all about how you deal with certain situations and factors. Mental adjustment will be key in ODIs,” he said.

India have rested three senior cricketers in Ravichandran Ashwin, Mohammad Shami and Ravindra Jadeja from the series, keeping in mind the long season ahead.

With an aim to broaden the bench strength, the new selection committee, headed by MSK Prasad, have included a few youngsters — Jayant Yadav, Axar Patel, Dhawal Kulkarni, Mandeep Singh and Manish Pandey — in the squad.

Rahane feels it is a welcome move by the selectors to give new guys opportunity at the highest level.

“I am really excited about the new guys coming into the team. It’s really energising, everyone is looking in good shape. The guys have done pretty well in India A series and few guys did well in Ranji Trophy matches,” he said.

“It’s all about giving the new guys confidence and opportunity at the highest level.”
Rahane also refused to think too much ahead and preferred to concentrate on the task at hand.

“As of now it is important for us to focus on this series rather than thinking about the Champions Trophy. It’s still a long way to go for the Champions Trophy. We will play one match at a time,” he said.

Talking about his new role as vice-captain of the Test side, Rahane said he relishes the responsibility of Virat Kohli’s deputy.

“I don’t believe in seniority or juniority. It’s all about learning at every step and giving inputs. I really learnt a lot as vice-captain.

“On the field it is important for you to stay alert all the time because there are plenty of things going on in a captain’s mind. So as a vice-captain it is important to stay alert all the time and whatever inputs you have you pass it on to your captain,” he concluded.

Shiv Sena pitches for 2nd term for Pranab Mukherjee

New Delhi: Ruling NDA constituent Shiv Sena today pitched for a second term for President Pranab Mukherjee even as the Congress said the party high command will take a call on it.

Sena leader Sanjay Raut said he will meet Mukherjee next week, insisting he has proved to be “best President” and that nobody can doubt his capabilities.

“In the last five years, he has shown that he is a capable and a non-controversial President, who is well-versed in national and international affairs,” Raut, Shiv Sena’s leader in the Rajya sabha, said.

“We will let you know. We don’t know what Shiv Sena has said. The party high command has to take a call on this,” Congress spokesperson Shobha Oza said when asked whether her party will back Mukherjee, a former Congressman, for a second term.

Asked whether the Shiv Sena, which is a key constituent of the BJP-led NDA and the oldest ideological ally of the saffron party, would appeal to other parties for backing Mukherjee for a second term, Raut said, it is a decision which only party chief Uddhav Thackeray can take.

“Uddhav Thackeray too has a lot of respect and affection for Pranab Mukherjee,” he said.
Raut, who is the executive editor of Shiv Sena’s mouthpeice Saamna, said, “Just like his party appreciated the surgical strikes by the armed forces and congratulated Prime Minister Narendra Modi, similarly, we are appreciating the good work of the President.”

The comments from Raut, Shiv Sena’s most visible public face, come at a time when the party’s ties with BJP, with which it shares power both in Maharashtra and at the Centre, are under strain.

During run-up to the Presidential polls, Mukherjee had visited Matoshree, the residence of the Thackerays, to garner support for his candidature. The Sena, under Bal Thackeray’s leadership, had broken ranks with BJP to support Mukherjee’s presidential candidature in 2012.

Mukherjee’s current term ends on July 25 next year and, according to reports, the Rashtrapati Bhawan has approached the government to find a suitable accomodation for him in Lutyen’s bungalow zone.

Barring the first President of India Dr Rajendra Prasad, none of his successors has had a second term in Rashtrapati Bhawan.
