Agra/New Delhi: Defence Minister Manohar Parrikar today questioned the “loyalty” of those who doubted the Army and sought proof of surgical strikes across the LoC even as he made it clear that there is no need to give out any video of the operation.

Describing the cross-LoC operation as “100 per cent perfect surgical strike”, he said the borders of the country are secure under the Narendra Modi government.

However, he warned that one has to remain vigilant against “certain elements” who don’t owe their loyalty to the country completely.

“No one had doubted bravery of our forces ever, but for the first time recently some people are doubting,” he said, maintaining that he would not like to take names.

Highlighting the news report of CNN News18 in which a Pakistani police officer has admitted that surgical strikes did happen, Parrikar said, “There is now no more reason to release video or to give any proof.”

Parrikar, who was speaking at a BJP organised public meeting, said that many ex-servicemen have shown willingness to fight on the border if required.

“Some ex-servicemen wrote to me and said that they are ready to fight on the border if need arises. I salute them,” said the minister, adding, “Our nation carries the heart and courage to carry this task out.”

He also said that the forces and citizens will have to be vigilant against “frustrated” terrorists who will try and attack because of the shame they have been put to as a result of the surgical strikes.

Analysis of satellite imagery of a deadly attack on an aid convoy in Syria last month showed that it was an air strike, a UN expert said on Wednesday.

At least 20 people were killed in the attack on the UN and Syrian Arab Red Crescent convoy at Urm al-Kubra near the northern city of Aleppo which destroyed 18 of 31 lorries, a warehouse and clinic.

The United States blamed two Russian fighter jets that it said were in the skies above the area at the time of the incident. Moscow denies the charge and says the convoy caught fire.

“With our analysis we determined it was an air strike and I think multiple other sources have said that as well,” Lars Bromley, research adviser at UNOSAT, told a news conference.

“For air strikes, what you are usually looking out for is the size of the crater that is visible and the type of crater,” he said. A giant crater on the ground was caused “almost certainly [by] air dropped munitions” as opposed to artillery or mortars, he said.

The United Nations has so far referred only to an “attack”, which led to a brief suspension of its land convoys in Syria, while the International Federation of Red Cross and Red Crescent Societies initially referred to “air strikes” in a statement.

Battle for Aleppo

UN Secretary-General Ban Ki-moon announced on Friday that he would establish an internal UN board of inquiry to investigate the attack and urged all parties to fully cooperate.

UNOSAT, which reviews only commercially-available satellite images, has not been asked to share its analysis with the UN inquiry, but is prepared to do so, UNOSAT manager Einar Bjorgo said. “Our images are from time to time used in order to brief Security Council members,” he told the briefing.

The UN’s claim about the Aid convoy attack in Aleppo came as the battle for the key province intensified.

Three children were among at least 19 civilians killed in an air strike on a village held by the Islamic State or Iraq and the Levant (ISIL, also known as ISIS) group in northern Aleppo province on Wednesday, a monitor said.

The Syrian Observatory for Human Rights said it was unclear whether the strike was carried out by the US-led coalition fighting ISIL, or Turkey, which is leading an operation against the group in the area with support from Syrian rebel forces.

The strike hit the village of Thalthana, in northern Aleppo province, the Britain-based monitor said.

Release 2,000 cusecs daily to TN Oct 7-18, SC tells Karnataka

New Delhi: The Supreme Court on Tuesday ordered Karnataka to release 2,000 cusecs of water to Tamil Nadu daily from October 7 to 18 as it asked the Cauvery Supervisory Committee to visit the river basin area of two states for an assessment of the ground situation and report back to it by October 17.

The bench of Justice Dipak Misra sand Justice Uday Umesh Lalit directed the release of 2,000 cusecs of water every day for 12 days, after Karnataka told the court that in compliance with the court’s September 30 order, it has started releasing water to Tamil Nadu and by October 6, it would release 3.1 TMC of water.

The court had by its September 30 order had asked Karnataka to release 6,000 cusecs of water every day from October 1 to 6.

The court said that the Supervisory Committee would comprise the Central Water Commission’s Chairman, member, and Chief Engineer, the Chief Secretaries of Karnataka and Tamil Nadu or their nominees, the states’ Chief Engineers or their nominees and a representative each from Kerala and Puducherry.

Noting that Karnataka has already made a statement that it has started to release water in pursuance to the September 30 order, the court earlier on Tuesday asked it to indicate the quantity of water it could release daily basis from October 7 to 18 – the date when the court would be hearing various applications and appeals by both states.

Giving half an hour time to Karnataka’s counsel V.N. Raghupathy, the court adjourned the hearing for this period. On the resumption, state’s Advocate General M.R. Naik told the court that they can release 1,500 cusecs every day. He said that it was on the basis of instructions he has received from the highest level in the government.

While agreeing to send their representative to the supervisory committee, Shekhar Naphade, appearing for Tamil Nadu, told the bench that the better course would be that based on shortfall in rains, the share of all the parties be reduced proportionately.

On couple of occasions, the hearing saw temperatures soaring as Karnataka resisted the bench’s suggestion for release water to Tamil Nadu for 12 days from October 7 as senior counsel Fali Nariman, appearing for the state, urged the bench not to pass an order which the State can’t implement.

He told the court that even on earlier occasions, he had urged the court not to pass orders which Karnataka would find difficult to comply with but the court went ahead which subsequently created all the problems, and he had to face flak.

As he asked on what basis the court had earlier directed Karnataka to release firstly 15,000 cusecs, then 12,000 cusecs and then 6,000 cusecs of water, the bench said” “We went by arithmetic”.

“But arithmetic does not work with ground reality,” Nariman told the court, noting it was “just impossible” for Karnataka to do anything. “It is not just the government of Karnataka. It is about millions of people.”

Attorney General Mukul Rohatgi reiterated that top court had no jurisdiction to direct the constitution of the board, citing material to back his contention.

As the bench said it can still be set up, he said that it was a recommendation by the Cauvery Water Disputes Tribunal and the court can direct the CMB’s setting-up only if it converts that recommendation into a decision.

He also asked if the board could be constituted at an interim stage when the hearing on the challenge to the tribunal award was still pending.

At this, Naphade told the court that Karnataka wanted to see that the board was not set-up and the central government was “playing into their hands.”

He wondered why court was adopting such a soft treatment of politicians, referring to an apology by former Karnataka Chief Minister S..M. Krishna in a contempt case.

In response, Justice Mishra said: “It is not a question of X or Y personality. There may be some genuine difficulties, which we may not be able to visualise sitting here.”

Bikaner: Two ABVP activists threw ink at Delhi Chief Minister Arvind Kejriwal for his comments on surgical strikes by the Army on terror launch pads across the LoC, in Transport Nagar of Rajasthan’s Bikaner district.

ABVP activists yesterday raised slogans against the Aam Aadmi Party national convener and threw ink at him, Kote Gate police station Assistant Sub-inspector Birbal said.

Following the ink attack, ABVP activists Dinesh Ojha and Vikram Singh were taken into custody, he said.

Kejriwal was here to visit the house of AAP worker Hiralal Sevta to console him on his wife’s death.

Reacting to the ink attack, Kejriwal wished the attackers “well”. “Hmmm… God bless those who threw ink at me. I wish them well,” he tweeted last night.

Earlier, several activists of a right-wing group yesterday showed black flags to Kejriwal in Nokha town when he was on his way to Bikaner from Jodhpur.

In a rare gesture, Kejriwal had on Monday “saluted” Prime Minister Narendra Modi for the surgical strikes by the Army on terror launch pads across the LoC.

At the same time, he had urged the Centre to counter the smear campaign by Pakistan and international media, but BJP alleged that Kejriwal had in the garb of his statement questioned the Army’s “assertion” on surgical strike and “insulted” the armed forces.

Claiming that Kejriwal “sought proof” on the anti-terror operation, the BJP had yesterday asked him not to belittle the armed forces by getting influenced by Pakistani “propaganda”.

Under-construction building collapses in Bengaluru, many feared trapped

Bengaluru: One person was killed and at least four others are feared trapped under the rubble after a five-storey under construction building collapsed today near Bellandur here, officials said.

 

One body has been recovered so far, officials said, as the rescue operations carried out by the State Disaster Response Force are underway.

“Four persons escaped, four are suspected trapped. One of them was rescued by our rescuers alive,” Director General of Police, Fire and Emergency Services, M N Reddi said in a tweet.

Bengaluru Mayor G Padmavati visited the spot and said quality issues in the construction was the main reason for the mishap.

Stating that one entire floor was constructed in an unauthorised manner, she said “strict and merciless action will be taken against the owner, architect and Bruhat Bengaluru Mahanagara Palike officials involved”.

Ten countries – which account for just 2.5 percent of the global economy – are hosting more than half the world’s refugees, a rights group has said, accusing wealthy countries of leaving poorer nations to bear the brunt of a worsening crisis.

In a report published on Tuesday, Amnesty International said the unequal share was exacerbating the global refugee problem, as inadequate conditions in the main countries of shelter pushed many to embark on dangerous journeys to Europe and Australia.

The London-based group said 56 percent of the world’s 21 million refugees are being hosted by just 10 countries – all in the Middle East, Africa and South Asia.

Jordan, which has taken in more than 2.7 million people, was named as the top refugee hosting country, followed by Turkey, over 2.5 million; Pakistan, 1.6 million; and Lebanon, more than 1.5 million.

The other top six nations were Iran, Ethiopia, Kenya, Uganda, Democratic Republic of Congo and Chad.

“A small number of countries have been left to do far too much just because they are neighbours to a crisis,” said Salil Shetty, Amnesty’s secretary-general.

“That situation is inherently unsustainable, exposing the millions fleeing war and persecution in countries like Syria, South Sudan, Afghanistan and Iraq to intolerable misery and suffering.”

Amnesty said many of the world’s wealthiest nations “host the fewest and do the least”, highlighting a stark contrast in the number of refugees taken in by countries near crisis-hit areas and by wealthier nations with similar populations elsewhere.

Dangerous routes

Britain, for example, has taken in fewer than 8,000 Syrians since 2011, while Jordan – with a population almost 10 times smaller than Britain and just 1.2 percent of its GDP – hosts more than 655,000 refugees from its war-torn neighbour, Amnesty said.

“It is not simply a matter of sending aid money. Rich countries cannot pay to keep people ‘over there’,” it said.

Amnesty proposed a solution, whereby the world’s richest countries would find a home for 10 percent of the planet’s refugees every year, and singled out Canada, which has resettled some 30,000 Syrian refugees in the past year, as a wealthy country doing its part.

“It is time for leaders to enter into a serious, constructive debate about how our societies are going to help people forced to leave their homes by war and persecution,” Shetty said.

“They need to explain why the world can bail out banks, develop new technologies and fight wars, but cannot find safe homes for 21 million refugees, just 0.3 percent of the world’s population.”

Kathleen Newland, cofounder of the Migration Policy Institute, said unless more countries step up their response, the refugees will continue to flee using dangerous routes

“I think we’ll see more people trying to move through clandestine channels using smugglers, putting themselves in great danger to try to reach a place where they can restart their lives,” she told Al Jazeera.

“The more governments try to close off those routes, the more dangerous the alternatives become.”

Man arrested for possessing weapons, firearms convicted

Bengaluru A city court today convicted a man from Jammu and Kashmir, who was arrested here in 2007 for possessing weapons and firearms.

The court will pronounce the quantum of punishment tomorrow.

Sessions Court Judge Kottaraiah M Hiremath convicted Imran alias Bilal for possessing weapons and firearms including AK-47 assault rifle and ammunition.

Bilal was picked up from his Hospet residence on the night of December 28, 2007.

Police had seized Bilal’s bag containing an AK-47 assault rifle, 300 live rounds of AK-47 ammunition, four AK-47 magazines, five hand grenades, a satellite phone, mobile phones, SIM cards, a Bengaluru city map and other documents.

Bilal had studied in a private polytechnic in Bengaluru and was residing in Hospet.

BCCI threatens to cancel New Zealand tour over Lodha panel directives

New Delhi:The Board of Control for Cricket in India (BCCI) on Tuesday reacted dramatically to the Justice R.M. Lodha Committee’s direction to banks to freeze its accounts, threatening to call off the remaining matches of New Zealand’s ongoing tour of India.

BCCI President Anurag Thakur has asserted that it may not be possible to hold the rest of the matches in the series, including one Test and five one-day matches as he is unable to withdraw any money since the banks have frozen their accounts completely.

“The only way the third Test in Indore can proceed is if the players and state association agree to participate without taking any fees, since the BCCI is not in a position to do financial transactions at all.

“It is shameful for Team India, who have recently claimed the top spot in the ICC Test rankings, and number two in the world Twenty20 rankings, to face this sort of financial restraint in front of the whole world. It is shameful that the board is being questioned for raising players’ salaries despite their impressive performances earning them top spot in the ICC Test rankings,” Thakur told the media.

“The BCCI has done a lot for Indian cricket over the years including successfully organising the Indian Premier League (IPL). I want to ask that has the BCCI not done anything for Indian cricket in order to bring it to the stage where it is now?” he added.

“Cricket cannot run without money. We don’t take money from the government. We are not allowed to make payments. I can’t say anything about the India-New Zealand series. We leave it to the respective state associations whether they can host the New Zealand matches, whether they are ready to organise the matches without any money.”

Thakur also stated that the Indian team may have to pull out of the Champions Trophy to be held in England next year if the recommendations by the Lodha panel are fully implemented.

According to the recommendations by the Lodha Committee, there has to be a 15-day window before and after the IPL. The Champions Trophy is scheduled from June 1-18 next year while the IPL is likely to end in the last week of May.

“I don’t know whether India will be able to play Champions Trophy or not. If you go by the Lodha Committee report you have to play either the IPL or the Champions Trophy. So BCCI has to take a call on that.

“There is the Australia series before the IPL and Champions Trophy after it. So the BCCI has to take a call whether they will play IPL or Champions Trophy,” Thakur said.

“We have let the International Cricket Council (ICC) know about India’s position. Rest is up to ICC Chairman Shashank Manohar.”

Justice Lodha however, criticised the BCCI’s stand, asserting that the panel has directed that enough funds should be available to conduct the daily administrative activities of the board and there is no question of discontinuing with the New Zealand series.

“I think that is not a fair reading by the BCCI. What we have directed is that the large amount of funds which is being disbursed to the state associations as per the BCCI meeting of September 30 must be put on hold. The BCCI has been directed to do that and we have given instructions to that effect only.

“We have not given any directions to the banks to freeze the BCCI’s accounts. The BCCI is free to deal with the accounts on routine matters including every issue related to the Indian team and its daily administrative matters,” Justice Lodha told a news channel.

“Our email was unequivocal and clear. I clarify that there is no constraint on the BCCI to deal with the bank accounts for the Indian team and routine administrative matters. The ongoing international calendar and international series and all other cricketing matters are routine matters for the board. They can deal with the bank accounts regarding these issues. This has been clarified to the banks also,” he added.

“There is no question of calling off the New Zealand tour.”

The Lodha panel was unhappy with the BCCI for missing the first deadline for implementing its recommendations. In its special general meeting (SGM) last week, the BCCI had agreed to adopt some of the recommendations, but the board is trying to avoid some of the key reforms, including removal of the entire top brass of the country’s apex cricket body.

The BCCI’s SGM also decided to release huge amounts as payments to its member associations, against the directions of the Lodha panel.

As a result, the Lodha panel issued a letter to the banks on Monday, urging them to not give BCCI access to funds. The letter, which was addressed to BCCI secretary Ajay Shirke, CEO Rahul Johri, treasurer Anirudh Choudhary and Rana Kapoor of Yes Bank, also talked about how the BCCI has openly breached the Supreme Court’s order.

“It has come to the notice of this Committee that certain decisions have been taken at the ‘Emergent Working Committee’ meeting of the BCCI on 30th September 2016 to disburse large funds to the various member associations.”

“As the status report is to be taken up for directions by the Hon’ble Court on Thursday, 6.10.2016, you are hereby directed not to take any steps towards financial disbursement of the amounts as resolved/approved after the direction dated 31.8.2016. Any violation of this direction will be placed before the Hon’ble Supreme Court for appropriate directions,” the letter stated.

“You are aware that by way of this Committee’s direction dated 31.8.2016, no further decisions were to be taken regarding the future apart from routine matters. The disbursement of these amounts are not routine, and in any case, not emergent,” the letter added.

“You are also aware that the BCCI has chosen to breach the judgement of the Supreme Court as well as the first set of timelines set out by this Committee which includes the Fund Disbursement policy to be framed by September 30.”

Karnataka yields to SC pressure; agrees to release water to TN till Oct 6

Bengaluru: A day after the Karnataka assembly passed a modified resolution to release water for farmers in the Cauvery Basin, the state on Tuesday told the Supreme Court that it will implement the order to release 6,000 cusecs of water to Tamil Nadu from October 1 to October 6.

Karnataka Counsel Fali Nariman stated that by October 6, Karnataka would have released an aggregate quantity of 36,000 cusecs to its neighbouring state.

On Monday, the Karnataka Assembly in its special session passed the resolution and argued that due to the increase of water in the four reservoirs of the basin from 27.6 tmc to 34.13 tmc, it decided to use water not only for drinking but farming purposes as well.

On September 23, the state legislature, citing acute shortage of water, had unanimously resolved to reserve waters of the Cauvery river for drinking purpose of the people in the state.

The apex court had on September 30 directed Karnataka to release 6,000 cusecs of Cauvery water to Tamil Nadu from October 1 till October 6 and asked the CWMB to visit both states and file a report on the “ground realities” by October 6.
