India’s Rohingya shame

The Indian government has adopted attitudes similar to Myanmar’s towards the Rohingya.

Earlier this month, India sparked panic among its long-suffering Rohingya refugee population by deporting a family of five to their home country ofMyanmar, where they will most certainly face human rights violations and imprisonment. This expulsion came on the heels of the controversial forced repatriation of seven Rohingya men last October.

For Rohingya refugees currently residing in India, who the authorities claims are as many as 40,000, this second deportation seemed to harbinger a frightful pattern, especially as India’s far-right government had previously pledged to deport all Rohingya. Ruling party officials have made such threats despite international law prohibiting states from refoulement, sending persons to nations where they risk persecution. In Myanmar, such persecution is a near-certainty. More than 700,000 Rohingya fled to Bangladesh after an army crackdown more than a year ago.

UN officials have described the Myanmar military’s action as genocide and called for government officials to be prosecuted. The United Nations and many other rights groups and international bodies still deem Myanmar unsafe for repatriation.

In response to the latest deportation, Rohingya refugees eager to avert similar fates began pouring from India into Bangladesh. Bangladeshi authorities estimate that over 1,300 Rohingya refugees have left India and sought refuge in its territory within the last month.

Most recently, 31 refugees – including 16 children and 6 women – were left stranded in the barren “no man’s land” along the India-Bangladesh border for four days after Bangladesh denied them entry and the two nations failed to agree on what to do with them. Eventually, India arrested the group on January 22. Like others apprehended as “illegal migrants”, these detainees will likely face lengthy jail terms. 

Such imprisonment violates not only India’s own law but also international law prohibiting arbitrary arrests and detentions, as well as the customarily recognised right to seek asylum.

Yet, given the pattern of behaviour the current Indian government has displayed towards the Rohingya, it is hardly surprising that many Indian officials feel emboldened enough to routinely violate international and national legal norms with impunity when dealing with Rohingya refugees. 

BJP’s anti-Rohingya policies

The majority of India’s Rohingya came to India either prior to 2012 or following that year’s violence in Myanmar – all well before the 2017 genocide. At the time, Bangladesh was much less welcoming to refugees, but India appeared to offer great promise. 

“Most of us went to Bangladesh first, but with little or very bad work, and the government didn’t support us like it supports the refugees who are there now,” one Rohingya refugee,who had been residing in India for over five years told me. “People were saying that in India, there were better economic opportunities – real jobs for us.”

Unfortunately for many, upon arrival, those opportunities proved largely illusory. Still, they found India more peaceful and welcoming than Bangladesh. Although living conditions remained challenging and work scarce, the government did little to prevent refugees from pursuing better futures. At the time, more refugee children were allowed to attend school, and some areas even offered basic assistance.

In the years since, however, attitudes towards minorities – particularly Muslims – have shifted dramatically in India, devastating the livelihoods and prospects of many Rohingya living there.

In 2014, Hindu-nationalist Bharatiya Janata Party (BJP) won the majority in parliament and its firebrand leader, Narendra Modi, became prime minister. 

Modi’s government made short work of vilifying Muslims and particularly Rohingya, recasting them as terrorists and “illegal Bengalis” (just like the Myanmar authorities do). The BJP has characterised Muslim refugees in India as threats to the very fabric of Indian society and used them as a tool to draw the country’s Hindu majority into their far-right movement. 

Indeed, over less than a decade, the Hindu-nationalist government and its supporters succeeded in drastically eroding many of the most fundamental human rights of the Rohingya refugees, including access to work, education, shelter, sanitation, healthcare, and basic human dignity, among others.

Most recently, Indian authorities ceased to recognise the UNHCR-issued refugee cards of Rohingya, effectively taking away the little amount of legal protection some 18,000 registered Rohingya refugees had in the country. At the moment, virtually all activities and services (including education, work, and healthcare) require a residency-based Aadhar card. According to Rohingya advocates and refugees, these were previously issued to some Rohingya who met the government’s criteria, but this practice has since ceased.

Rohingya also face increased surveillance, at times going as far as harassment, with officials repeatedly collecting biodata, fingerprints, and paperwork. In areas where the police are most hostile – like Jammu and Hiryana – refugees fleeing to other parts of the country or to Bangladesh report extortion, arbitrary arrests and detentions, and beatings are also on the rise. 

The government also bars Rohingya from owning property or building permanent structures. This limits them to either renting dirt patches in remote settlements and constructing jhuggis (slum-like shanties), or – for a fortunate few – renting urban flats from sympathetic landlords. Jhuggidwellers typically face the greatest hardships, as most work in rag picking (waste collection) or other irregular, poorly-paid labour. 

Rag picking in particular – perhaps the most common occupation among India’s Rohingya – poses serious health risks, as constantly handling and living amidst waste causes workers – including children as young as five – to frequently contract myriad unidentifiable maladies, while dire sanitation conditions further exacerbate widespread illness. In the squalid settlement of Faridabad, for instance, 180 refugees all working as rag pickers have no latrine in the entire camp, while nearly all residents’ income goes to healthcare.

Hate crime and extremist rhetoric

Since 2014, there has also been an uptick in hate crimes against Rohingya throughout India, with verbal and physical assaults becoming familiar occurrences for some. Last April, on the very night that an international Rohingya conference was held in New Delhi, the Kalindi Kunj jugghi settlement was burned to the ground. When its 226 residents relocated and rebuilt, their attackers attempted (though fortunately failed) to destroy their settlement again. 

Further, in 2017, as Myanmar’s Rohingya genocide escalated, fear of a massive Rohingya influx permeated the northern Jammu region, where most of Rohingya refugees in India reside. Extremist rhetoric grew especially venomous, with one Jammu official even advocating for an “identify and kill” movement. Extremists have since adopted this mantra, protesting to demand full deportations and using billboards and front-page advertisements to convey propaganda and threats to local Rohingya. 

In light of all these abuses, many Rohingya are trying their best to assimilate. Some managed to adjust their appearance and even learn Hindi well enough to pass as Indian, and as a result face relatively less harassment in their daily lives. Few others, who still hold Aadhar cards and have been able to secure steady, relatively reasonably paid work, also manage to get by. Yet even these relatively privileged Rohingya lack full protection, and they do not see a path towards citizenship or at least residency permit. 

Thousands of less privileged Rohingya, on the other hand, continue to live in a state of fear, deprivation and debilitating uncertainty while facing daily harassment, discrimination and persecution.

Recent deportations have drawn some attention to the serious dangers that still await Rohingya in Myanmar and encouraged the international community to take a stand against forced repatriations. However, the world also needs to pay attention to the plight of Rohingya still living in India. 

The Indian government appears intent on following dangerously in the footsteps of the Myanmar authorities: intentionally fomenting religious-nationalist fervour and placing thousands of already traumatised Rohingya in a state of constant fear and deprivation. If we don’t act now and pressure the Indian government to reverse its divisive rhetoric and dangerous policies, Rohingya will continue to be victimised by aggressive nationalism and Islamophobia in yet another country.

“Rahul Gandhi Is Raavan, Priyanka Is Shurpanakha”: Bjp Lawmaker Surendra Singh

BJP lawmaker from Uttar Pradesh, Surendra Singh who has an infamous track record of making offensive statements, is once again at it. This time, the lawmaker from Ballia, targeted Rahul Gandhi and his sister Priyanka Gandhi Vadra, after a poster depicting the former as Lord Ram was spotted in Patna. Speaking to reporters on Tuesday, Mr Singh called the Congress president “Raavan” and his sister “Surpanakha“. 

Comparing the Congress party to a “broken ship”, which can never win the upcoming Lok Sabha elections, Mr Singh said that Rahul Gandhi has “brought his sister into politics” because he won’t be able to fight Narendra Modi alone.

“We all know that before Ram and Raavan fought in Lanka, Raavan sent his sister Shurpanakha. It looks like (in upcoming Lok Sabha elections), Rahul will play the role of Raavan, while as Ram, Prime Minister Narendra Modi will make India proud…People should think that Ram has won…Narendra Modi will become the Prime Minister again,” the BJP lawmaker said.

Mr Singh had came out in support of his party colleague Sadhana Singh, who raised a political storm for her offensive comments against Bahujan Samaj Party chief Mayawati, calling her “a blot on womankind” for “selling her dignity for power”, after the alliance with Samajwati Party. “The manner in which Mayawati has joined hands with the Samajwadi Party after the state guest house case of 1995 goes on to prove that she has no self-respect,” said Mr Singh.

Mr Singh had hit headlines after advising people to have five children in order to increase the population of Hindus in India. He had also once compared bureaucrats to prostitutes and asked his supporters to give officials a “ghoosa” (punch) if they ask for “ghoos” (bribe). “Prostitutes are better than government officials, they at least do their work,” he had said.

Unwell Manohar Parrikar Presents Goa Budget.

Goa Chief Minister Manohar Parrikar, who has been severely unwell for months, spoke in a feeble voice as he presented the budget in the assembly today with a tube in his nose.7

Mr Parrikar, who is also the state finance minister, wore a cap and had assistants by his side for support as he read out his speech. He paused for sips of water.

The sight of the 63-year-old chief minister, who has a pancreatic condition, presenting the budget, is likely to set off more criticism of the ruling BJP from rivals including the Congress.

A thinner than usual and frail-looking Mr Parrikar has been making public appearances since December, after months of hospital stay and recuperation from surgery.

He was first seen after a long time when he inspected bridge projects, with doctors alongside.

The Congress has been demanding that Mr Parrikar be replaced and has repeatedly accused the BJP of retaining him against his will and even parading him in his condition to avoid its government falling.

Yesterday, Congress president Rahul Gandhi called on Mr Parrikar on his visit to Goa, setting off speculation about whether the controversy over the Rafale jet deal came up for discussion. Rahul Gandhi later said Mr Parrikar, who was Defence Minister of India till 2017, had told him that he had nothing to do with the new jet deal. He did not elaborate whether this was said in yesterday’s meeting or earlier.

The Congress had alleged that Mr Parrikar’s illness and his absence from office has paralysed the coastal state’s administration. Even allies and some members of the ruling BJP had raised questions. A politician approached the court asking for an evaluation of Mr Parrikar’s condition.

Some Congress leaders want the coalition to collapse.

If rumours are to be believed, then forces in both the Congress and BJP are working to bring down the coalition government and ultimately the pre-poll alliance.

Since May 2018, when the Congress-JD(S) coalition came to power, the BJP in Karnataka has been sorely disappointed for being unable to form a government, and time and again they’ve tried to poach MLAs and topple the government.

Now, once again, rumours are rife that the BJP is planning to pull off another coup and push for a no-confidence motion when the budget session begins on February 8. What’s intriguing is that several sources in the Congress say that many of the leaders within the party do not want the coalition to stand. “It’s not about retaining power now. It’s about a much larger threat the party is facing,” a Congress source said.S

According to insiders in the grand old party, several prominent leaders in the Congress are extremely unhappy about the Congress-JD(S) pre-poll alliance for the General Elections. Sources say that these leaders fear that this alliance would pave way for the JD(S) to “completely take over” their strongholds in Old Mysuru. In December last year, JD(S) supremo HD Deve Gowda wrote to AICC President Rahul Gandhi stating that the JD(S) would be willing to align with the Congress for the Lok Sabha elections only if the JD(S) is allowed to contest in 12 key constituencies. The former Prime Minister demanded that the tickets to the Mandya, Hassan, Mysuru-Kodagu, Bengaluru Rural, Kolar, Chikkaballapura, Shivamogga, Tumakuru, Udupi-Chikkamagaluru, Chitradurga, Raichur and Bidar segments be handed over to JD(S).

“These are also the areas where the Congress is extremely strong. So many prominent leaders from these MP constituencies will lose their vote bank if they are seen supporting the JD(S) candidate. There is an entire lobby of leaders who are fighting against this pre-poll alliance. The strategy is simple. If there is no coalition, then there will be no pre-poll alliance. Hence, they don’t mind if the party is not in power in the state. They want to retain their voter bases for the numerous elections to come,” a Congress source said.

On Monday, Chief Minister HD Kumaraswamy had also expressed his displeasure over Congress leaders “creating trouble” for the alliance. Kumaraswamy had also expressed his wish to step down as the CM if the Congress did not want to continue as a coalition partner.

“For so many years, the Congress and JD(S) were rivals and suddenly they want these leaders in key constituencies to share their vote bank with them. Why would they agree?” the source questioned.

Currently, there are 79 Congress MLAS, 37 JD(S) MLAs, one MLA each from KPJP (R Shankar) and BSP (N Mahesh) and one independent candidate (Mulbagal H Nagesh), who withdrew support for the coalition earlier this month. With 118 MLAs on its side, the coalition has a simple majority.

BJP sources say that the party has allegedly managed to convince six Congress legislators to resign ahead of the budget session. Sources in BJP and Congress say that six rebel Congress MLAs, including former Minister of Municipalities, Ramesh Jarkiholi, have been cooped up at resorts. Four MLAs are believed to be in Mumbai, one in Pune and the suspended Congress legislator JN Ganesh is allegedly cooling his feet at a resort in Goa.

If rumours are to be believed, then forces in both the Congress and BJP are working to bring down the coalition government and ultimately the pre-poll alliance. The question is – will the BJP succeed this time?

Pawan Kalyan not to attend all-party meeting called by TDP chief

Nasheman News : Actor-politician Pawan Kalyan on Tuesday announced that he will not attend the all-party meeting called by Andhra Pradesh Chief Minister N. Chandrababu Naidu over the demand for special category status on Wednesday.

The Jana Sena chief in an open letter to Naidu expressed surprise over the government extending invitation on Tuesday evening for a meeting to be held on Wednesday.

Pawan said the meeting without giving sufficient time to the parties and without deciding the agenda would serve no purpose. “This gives rise to the suspicion that the meeting is being convened for political mileage,” he wrote.

The actor made it clear that Jana Sena remained committed for a joint struggle to achieve special category status and implementation of commitments made in Andhra Pradesh Reorganisation Act. He said the party would join hands only if there was sincerity in the struggle.

Naidu on Tuesday decided to call an all-party meeting on Wednesday to discuss special category status and incomplete implementation of Andhra Pradesh Reorganisation Act.

The ruling Telugu Desam Party appears to be trying to bring the issue of special status to the centre-stage before the last Parliament session.

Stating that TDP is taking the Centre head-on over the issue of the state’s rights, Naidu told TDP leaders that all the parties should join hands with them in carrying forward this battle.

Anna launches hunger strike for Lokpal, Lokayuktas

Nasheman News :  Veteran activist Kisan Baburao Hazare alias Anna Hazare on Wednesday launched a fresh hunger strike at his Ralegan-Siddhi village seeking Lokpal and Lokayuktas as promised by the government.

An aide said that carrying the tricolour, Hazare, 81, went around in a procession in the village with a large number of supporters and hoisted the national flag before starting the indefinite fast.

He also paid homage to Mahatma Gandhi on the occasion of Martyrs’ Day before launching the agitation.

Three days ago, Hazare had served an ultimatum to the Maharashtra government demanding the implementation of the Lokayukta in the state failing which he would launch his hunger strike.

Earlier, he addressed several letters to Prime Minister Narendra Modi to implement the Lokpal authority and said his communications were not acknowledged.

Meanwhile, the Maharashtra government has initiated the process to bring the office of Chief Minister under the jurisdiction of the Lokayukta but Hazare said he will be on protest till it becomes a reality.

Besides these main demands, Hazare has also taken up the farmers causes including implementation of the M.S. Swaminathan Commission Report and related issues.

In an instance where a mother raised concerns about her son being too involved in online games, Modi asked her: “Ye PUBG wala hai kya?” 

The question led to thunderous applause among the audience.

Modi highlighted that technology comes with its good and bad aspects depending on what side of it the children explore.

The Prime Minister also emphasised that if parents try to make efforts, children would hopefully move back to the playground from the playstation.

Last rites for Fernandes to be decided after son’s arrival

Nasheman News :A decision on the day and time for conducting the last rites for George Fenandes, the former Defence Minister who died here on Tuesday, will be taken soon, his wife Leila Kabir said.

In a statement, she said Fernandes died peacefully at his home in the early hours of Tuesday and his body was taken to the All India Institute of Medical Sciences for embalming.

“We plan to conduct his last rites soon after our son, Sean Fernandes, arrives in India. The body is kept at our house S-114 Panchsheel Park for friends and associates to pay their last respects,” Leila said.

As soon as Sean arrives from the US, the family will finalize the timing of the last rites, she said.

“I and my son are grateful to every one who has come/messaged us to share our grief,” Leila added.

Rahul’s ‘thrust and hug’ strategy overshadows ailing Parrikar’s return to assembly

Nasheman News : Congress President Rahul Gandhi on Tuesday re-enacted his ‘thrust and hug’ policy once again, this time in Goa, when he suddenly dropped in to pay a courtesy call to ailing Chief Minister Manohar Parrikar, just a day after he charged Parrikar with possessing “explosive files” related to the Rafale deal.

The move, which caught everyone including the media, the treasury benches as well as several Congress MLAs unawares, is similar to the drama which played out in Parliament in July, when after a rousing speech in which Gandhi attacked Prime Minister Narendra Modi and the National Democratic Alliance government, the Congress president hugged a surprised Modi in the Lok Sabha and followed it up with a not-too-discreet wink.

While the Gandhi’s dexterous choreography took the attention away from the Congress losing the trust vote in Parliament, Rahul’s surprise visit to the Goa legislative assembly, ostensibly to pay a courtesy call to the ailing Chief Minister on Tuesday, potentially pulls the attention away from the day’s biggest story: Parrikar’s dramatic return to the state legislative assembly in the midst of his battle against cancer.

There was speculation as to whether the visibly unwell Parrikar would attend the ongoing three-day budget session. When Parrikar walked into the assembly on Tuesday, with medical appendage strapped to him, the former Defence Minister had to be helped to his seat in the state assembly by marshals, who also helped him stand up to bid the Governor Mridula Sinha farewell after she delivered her formal address to legislators.

According to state Congress president Girish Chodankar, the meeting with Parrikar at the state assembly complex, was in keeping with Rahul Gandhi’s politics of dealing with all with love, compassion and no ill-will even to the political adversaries.

“It is not just a courtesy call but one of care and concern and mirrors our party’s ideology of believing in politics of compassionate behaviour with humanity and society at heart,” state Congress president Girish Chodankar said.

On Monday, a tweet by Gandhi, who is holidaying in Goa with his mother Sonia, in which he said that Parrikar had a hold over Modi, because he posses explosive document related to the Rafale deal had stoked controversy.

The state Congress president also alluded to Gandhi’s hug in Parliament.

“You may recall that our president had even hugged Prime Minister Narendra Modi in Parliament, passing on the message that Congress knows to spread love even to the arch political rivals. That is why despite being on a private visit, our national president managed to take time off to meet him,” Chodankar said.

ASI suspended for Manhandling Women in Bengaluru.

In a shocking incident, Assistant Sub-Inspector of Kumaraswamy layout Police station assaulted a woman complainant who had approached the police station to file a case regarding family dispute.
An Assistant Sub Inspector identified as Renukaiah attached to Kumaraswamy Layout police station was suspended for allegedly assaulting a woman who had come to the station with a complaint related to family feud.
The ASI who misbehaved with the women is identified as Renukaiah.
It is learnt that two women had approached the police to file a case regarding a family dispute.Instead of helping the women with regard to the case ASI Renukaiah manhandled and shoved the duo away.
The allegedly incident took place on January 19 when the woman, Saraswati, had gone to the police station in order to settle a family dispute that involved her daughter. Following an altercation, two police officers were seen assaulting the woman, one of whom (an assistant sub-inspector) was caught striking the woman across her face and forcibly pushing her out of the station.The police officers have been severely condemned for their actions by people after the video went viral across social media.

The complainant married against her family’s wish and she landed in the police station seeking help from the cops. A heated argument broke out between the cops and the complainant’s mother when they took the complainant’s side.The mother asked the policeman not to interfere in their family matter and even threatened the police officials claiming that she would set herself on fire and commit suicide in front of the police station.

Enraged by the woman’s comments, Renukaiah began to slap the woman and pushed her out of the police station. He also warned her not to create nuisance in the police station.
Senior police officer told media persons,that an ASI,Assistant sub-inspector attached to Kumaraswamy Layout police station identified as Renukaiah has been suspended for manhandling a women when she approached them to complaint we condemen this type of behavior by the cops to the public we will take an Exemplary action against the erring cops and the alleged incident took place on 19th January and the video has gone viral on various social media platform it is alleged that the ASI Renukaiah had asked one of the constables to record the incident.

The constable leaked the edited video on social media following a tiff with the ASI over assignment of duty,Taking the issue very seriously and strong exception,DCP south K.Annamalai after collecting information about the incident has suspended both the ASI and the constable,with immediate effect and ordered an ACP level officer to conduct a detailed inquiry into the incident has led that the 18-year-old girl from Chittoor,who was a victim of child marriage,had run away from home after alleged harassment by her in-laws and her mother.

The girl had landed in Bengaluru and started working in a hotel.She had been married off to her uncle when she was minor, and received no help from her mother despite facing harassment by her husband the mother of the girl,reached the hotel on Sunday and, along with her relatives,and tried to take the girl home. The owner of the hotel alerted the police, who rushed to the hotel and took the girl and her mother to the station for an inquiry.At the station,the girl narrated her ordeal and told the police that,as she had turned 18, she was free to take her own decisions and did not want to go back to her mother.Tarakeshwari allegedly created a ruckus and assaulted the daughter in the station.ASI Renukaiah,who was the station in-charge,allegedly manhandled her and pushed her and others out of the station.

Renukaiah had asked a constable on duty to record the proceedings.On Sunday, the constable uploaded an edited version of the video on social media, a senior police officer said.

Addressing the media DCP,South,K.Annamalai,told that the Video of an Assistant Sub-inspector beating up public has gone viral we are not defending the cops action.We condemn this and have taken necessary action against the erring cops and he has been suspended.On January 19th cops received a complaint from a woman.She was working at a private hotel and called cops to rescue her alleging that she was being kidnapped.When we questioned her we found out that she got married to his relative only at the age of 11 and that she hails from Andhra Pradesh complainants mother forcefully tried to take her back home.Family members of the complainant forcefully tried to take her back home.That’s when the cops had to intervene and stop them.Things went out of control and cops assaulted complainants mother.Cops lost their patience during enquiry they have indeed done a great job by rescuing her and informing their Andhra Pradesh counterparts.The cops have even spoken to complainants parents in the last minute cops became impatient and assaulted women we are enquiring into the case and a exemplary action will be taken against the erring officer he added.

Tharakeshwari,Complainant told media persons that,My friend and I were returning home after work.That’s when our family members tried to kidnap us they had covered their faces and tried to push us into a car and kidnap us.We screamed for help and a few auto rickshaw drivers tried to help us.They questioned my family members as to why they’re forcefully taking us.By then my hotel manager arrived and we called the cops she added.

Nagalakshmi Bai,President,state women’s commission who visited the police station to collect stock of the situation she said there are certain situations where the cops must take tough decisions but we condemn the way the cops handled the women.We have field a complaint over this incident in such situations women constables should have intervened it is inappropriate for the men to handle women in this manner she added.

The BJP in Karnataka took to Twitter to highlight the incident and accused the officers of resorting to hooliganism. The party, in a tweet, also referenced former Chief Minister Siddaramaiah following the incident in Mysuru in which he misbehaved with a woman party worker.
