Karnataka: 16 IPS officers including D Roopa transferred in reshuffle of police department

Bengaluru: Four Deputy Commissioners of Police (DCP) in Bengaluru were among the police officers transferred in a routine reshuffle among the IPS (Indian Police Service) brass in Karnataka as announced on Monday. IPS officers MN Anucheth, D Devaraja, Dharmender Kumar Meena, and Harish Pandey are the new DCPs in Bengaluru. 

MN Anucheth, the DCP of Whitefield Division, was transferred to the role of DCP Bengaluru Central, replacing Chetan Singh Rathor. 

D Devaraja, an officer of the Select List of 2015, will now take charge as the DCP of the Whitefield Division.

Harish Pandey, who was Superintendent of Police (SP) Intelligence Bengaluru until now, has been posted as DCP Bengaluru South.

Rohini Katoch Sepat, DCP Bengaluru South, was transferred to the role of Superintendent of Police, CID (Criminal Investigation Department), Bengaluru. 

Nikam Prakash Amrit, who was the SP, CID, Bengaluru until now, will be posted as the SP of Raichur district.

B Ramesh, DCP Bengaluru West, was transferred to the role of  Superintendent of Police, CID, Bengaluru.

N Sashi Kumar, DCP Bengaluru North, was transferred to the role of Superintendent of Police, Wireless in Bengaluru. Dharmender Kumar Meena replaced Sashi Kumar as DCP, Bengaluru North. 

Meanwhile, Iada Martin Marbaniang was transferred from his role of SP, Kalaburagi, and posted as the SP of Anti-Naxal Force, Karkala, Udupi. 

Suman D Pannekar, a 2013-batch officer, will take charge as Deputy Director, Karnataka Police Academy, Mysuru. 

Among officers of the rank of Inspector General, IPS officer D Roopa of 2000-batch, who was posted as Inspector General of Police (IGP), Railways, Bengaluru has been made the IGP and Secretary to Government (PCAS), Home Department. She will replace IPS officer Umesh Kumar.

Umesh Kumar, who was until now PCAS, will be posted as Additional Director General of Police (ADGP), CID, Economic Offences, Bengaluru.

These transfer orders were along expected lines as the order for the transfer of the Bengaluru City Police Commissioner was made on Friday. While senior IPS officer Bhaskar Rao was transferred out from his position as Commissioner of Police for Bengaluru City, he was replaced by his 1990-batchmate, Kamal Pant. 

Bhaskar Rao has now taken charge of the ADGP Internal Security Division, Bengaluru.

Bengaluru: Karnataka Pradesh Congress Committee (KPCC) President, DK Shivakumar on Monday added that the Congress party was not against the construction of Ram Temple in Ayodhya.

In a tweet from the official twitter handle of Karnataka Congress, the State Congress President was quoted as saying that Sri Ram and Hinduism was part of the culture of India and was not limited to one political party.

He further added that the BJP has always politicized the issue by playing with the sentiments of the people and the Congress in not involved in such activities.

BS Yediyurappa tested positive for coronavirus and was hospitalised late last evening.

Six staff members working in the office of the Karnataka Chief Minister have tested positive for coronavirus a day after BS Yediyurappa tested positive for the disease. Mr Yediyurappa was hospitalised late last evening. In a brief post on Twitter, Mr Yediyurappa said that he was fine but had been hospitalised on the advice of doctors.

Mr Yediyurappa’s daughter Padmavathi has also tested positive, while his son, Vijayendra, has tested negative.

“I have tested positive for coronavirus. Whilst I am fine, I am being hospitalised as a precaution on recommendation of doctors. I request those who have come in contact with me recently to be observant and exercise self-quarantine,” the tweet of the 77-year-old Chief Minister read.

“I got to know around 8.30 or 9 pm last night that I was Coronavirus positive. I came to the hospital immediately to take treatment. The doctors examined me last night and this morning and said, ‘There is no problem. You should be discharged soon’,” the Chief Minister said this morning.

He added that he has been in touch with officials “to make sure that work is not affected”.

“Nobody should be worried. I will recover quickly and get back to work. May your blessings and support always be with me. Please make sure you wear a mask. That is the only way to escape this virus,” he added.

Mr Yediyurappa’s test results came in hours after Union Home Minister Amit Shah tested positive for the disease.

Yesterday, Tamil Nadu Governor  Banwarilal Purohit and former Union minister P Chidambaram’s son Karti Chidambaram also tested positive.

Last week, Madhya Pradesh Chief Minister Shivraj Singh Chouhan also tested positive. Today is his tenth day in hospital, where he is receiving treatment.

A minister from Uttar Pradesh, Kamal Rani Varun, died yesterday two weeks after she tested positive for the virus.

Karnataka logged 5,532 cases of coronavirus last evening, taking the statewide total to 1,34,819.  Of these 745,90 are active cases. In state capital Bengaluru, 2,105 people tested positive, taking the total to 59,501, of which 37,513 are active cases

The countrywide numbers of COVID-19 crossed the 18-lakh mark on Monday, just a day after it went past 17 lakh mark, with 52,972 cases being reported within 24 hours.

Data from the Union Health Ministry showed the country has logged 18,03,695 infections.

With 771 COVID-19 deaths in the last 24 hours, the number of fatalities has climbed to 38,135, the government said.

Ram Mandir Bhumi Pujan: Prime Minister Narendra Modi will first visit the Hanumangarhi temple when he arrives in the Uttar Pradesh holy town on the banks of the river Saryu.

Prime Minister Narendra Modi is likely to spend around three hours tomorrow in Ayodhya, where he will perform groundbreaking rituals for a Ram Temple.

PM Modi and four other persons will be on the stage for the mega event organised in the middle of the country’s fight against the coronavirus.

The Prime Minister will first visit the Hanumangarhi temple when he arrives in the Uttar Pradesh holy town on the banks of the river Saryu.

According to Ram Temple trust officials, PM Modi will proceed to the site of the temple, which thousands of devotees believe was the spot where Lord Ram was born. He will offer prayers to “Ram Lalla” or the idol of infant Ram before going to the stage where the groundbreaking ceremony will take place.

The PM will lay a 40-kg silver brick to symbolise the start of construction of the Ram Temple that is core to the ruling BJP’s ideology and poll promises. A campaign for the temple marked the rise of the party to the national spotlight in the 1990s.

Religious rituals ahead of the event started yesterday.

Barricades are in place and only those who have received security coded invites – around 175 guests – will be allowed in the “Bhoomi Pujan” ceremony.

A dozen priests on Monday performed prayers dedicated to Lord Ganesh and other deities connected to Lord Ram and Sita.

Among the 175 invitees to tomorrow’s function are 135 priests and spiritual leaders.

Iqbal Ansari, a litigant in the decades-old temple-mosque dispute, was the first person to be invited. “I will certainly attend it. The dispute is over now after the court verdict,” Mr Ansari said. His father Hashim Ansari, the oldest litigant in the case, died in 2016.

The Ram Temple will be built after years of dispute over the 2.77 acre site where the 16th century Babri mosque stood before it was razed in 1992 by Hindu activists who believed it was built on the ruins of an ancient temple marking the birthplace of Lord Ram.

In November, the Supreme Court said the site would be handed over for the building of a temple and an alternative five-acre site would be given to Muslims.

The World Health Organization warned Monday that there might never be a “silver bullet” for the new coronavirus, despite the rush to discover effective vaccines.

The WHO urged governments and citizens to focus on doing the known basics, such as testing, contact tracing, maintaining physical distance and wearing a mask in order to suppress the pandemic, which has upended normal life around the globe and triggered a devastating economic crisis.

“We all hope to have a number of effective vaccines that can help prevent people from infection,” WHO director-general Tedros Adhanom Ghebreyesus told a virtual press conference.

“However, there’s no silver bullet at the moment — and there might never be.”

“For now, stopping outbreaks comes down to the basics of public health and disease control.

“Do it all,” he urged.

The novel coronavirus has killed nearly 690,000 people and infected at least 18.1 million since the outbreak emerged in Wuhan in China last December, according to a tally from official sources compiled by AFP.

The WHO began pressing China in early May to invite in its experts to help investigate the animal origins of COVID-19.

The UN health agency sent an epidemiologist and an animal health specialist to Beijing on July 10 to lay the groundwork for a probe aimed at identifying how the virus entered the human species.

Their scoping mission is now complete, said Tedros.

“The WHO advance team that travelled to China has now concluded their mission to lay the groundwork for further joint efforts to identify the virus origins,” he said.

“WHO and Chinese experts have drafted the terms of reference for the studies and programme of work for an international team, led by WHO.

“The international team will include leading scientists and researchers from China and around the world.

“Epidemiological studies will begin in Wuhan to identify the potential source of infection of the early cases.

“Evidence and hypotheses generated through this work will lay the ground for further, longer-term studies.”

The pair have not yet returned to the WHO’s Geneva headquarters for a debriefing.

Scientists believe the killer virus jumped from animals to humans, possibly from a market in the city of Wuhan selling exotic animals for meat.

Chinese officials said early in the outbreak that the virus may have spread from a market in the city, which sold live and wild animals, but no further confirmation of that has been revealed.

Centre will not impose any language on any state: Union Minister for Education

Chennai: The Centre will not impose any language on any state through the new National Education Policy (NEP) 2020, Union Minister for Education Ramesh Pokhriyal Nishank said on Sunday.

Nishank’s clarification, through a tweet in Tamil, comes in the backdrop of opposition to NEP in Tamil Nadu on the grounds that the policy allegedly imposed Hindi and Sanskrit.

In his tweet to former Union Minister from the state Pon Radhakrishnan, Nishank said he was looking forward to the guidance of the ex-central minister in implementing NEP in Tamil Nadu.

“I once again like to insist that the Central government will not impose any language on any state,” he said.

The M K Stalin-led DMK and many opposition parties in Tamil Nadu have opposed NEP and want a review of the sweeping reforms it has proposed.

On Saturday, the DMK chief said the policy was an attempt at alleged imposition of Hindi and Sanskrit and vowed to fight against it by joining hands with like-minded political parties and Chief Ministers of other states.

The reforms were not a new education policy but “a glossy coat on the old oppressive Manusmriti,” he said.

Bihar flood situation worsens, 53.67 lakh people affected

Patna: The flood situation in Bihar worsened on Sunday as water from overflowing rivers inundated fresh areas, while a total of 53.67 lakh people across 14 districts were affected, the Disaster Management Department said here.

No fresh casualty was reported and the number of people who died in flood-related incidents stood at 13.

The number of people affected by the deluge has gone up by 4.62 lakh since Saturday, though that of the district remained at 14, the department said in a bulletin.

The number of panchayats hit by the calamity, however, rose to 1,059 from 1,043 on the previous day.

It said that an embankment of Tirhut canal breached in the early hours of Sunday inundating at least a dozen villages in Muraul block of Muzaffarpur district. Two National Disaster Response Force (NDRF) teams have been deployed at the site.

With 16.89 lakh flood-affected people, Muzaffarpur is the worst-hit district, followed by 12.40 lakh people in Darbhanga and 8.09 lakh in East Champaran.

More than half of the affected populace live in Muzaffarpur and Darbhanga districts.

Of the 13 deaths in flood-related incidents, Darbhanga registered the highest seven casualties, followed by four in West Champaran and two in Muzaffarpur.

A total of 20 teams of the NDRF and 11 of the SDRF are involved in the rescue operations and they have evacuated 4.03 lakh people from the affected areas so far, the bulletin said.

It said that 26,734 people are staying in 19 relief camps while nearly 9.29 lakh people were being fed at 1,385 community kitchens in the affected districts.

Rivers such as Baghmati, Burhi Gandak, Kamlabalan, Adhwara, Khiroi, Mahananda and Ghaghra are flowing above the danger level at various places.

The Met Department has forecast light rain in the catchment areas of all rivers flowing in the state on Monday.

The 14-flood affected districts are Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, West Champaran, East Champaran, Khagaria, Saran, Samastipur, Siwan and Madhubani.

Tamil Nadu extends lockdown till August 31, but eases curbs

CHENNAI: On a day when the State Covid tally climbed down from the 6,000-mark after a week’s gap, the government announced the extension of lockdown till August 31 with a few more relaxations. The decision was taken following a meeting of health experts chaired by Chief Minister Edappadi K Palaniswami at the Secretariat on Thursday.

“Though the pace of infection has come down owing to the lockdown and intense testing, the government has decided to extend the lockdown to contain the virus further,” Palaniswami said. The State on Thursday reported 5,864 cases, a substantial decline from the 6,426 reported on Wednesday. However, the toll touched an all-time high of 97.

In a big relief to the city folk, the government has permitted e-commerce firms to resume operations. However, public transport will not become operational anytime soon. A complete lockdown will continue on all Sundays across the State, and large social, political and religious gatherings will continued to be banned, said the Chief Minister.     

Small places of worship, except those located in municipal corporations, can now be opened up for public. All educational institutions, training centres, research centres, malls, film theatres, gyms, swimming pools, beaches, tourist spots, zoos and museums will remain shut till August 31.

“The government will continue to monitor the infection rate and more relaxations will be announced in due course, depending on the situation and people’s cooperation,” the Chief Minister said. Chennai reported 1,175 fresh cases, while its neighbouring districts witnessed a dip in numbers — Chengalpattu (354), Kancheepuram (175), and Tiruvallur (325). 

The Chief Minister also said that e-pass will be necessary, as before, for inter-district and inter-State movement. Independence Day will be celebrated as per the guidelines issued by the Centre, following all safety protocols. The reduction in Statewide tally is seen as a positive sign as the number had been hovering over 6,000 since July 23. Among other districts, Coimbatore reported 303 cases, Tirunelveli 277, Kanniyakumari 248, Ranipet 272, Theni 261, Virudhunagar 244, Madurai and Thoothukudi 220 each. Seven other districts also reported over 100 cases. 

Over 5K cured, nearly 60K tested on Thursday

Recovery rate across Tamil Nadu continued to remain impressive with 5,295 patients being discharged on the day, taking the number of cured people to 1,78,178. With the State continuing to test over 50,000 people on a daily basis, the total number of people tested crossed the 25-lakh mark. On Thursday, a total of 59,437 people were tested, taking the total to 25,01,919. Among the deceased, eight persons did not have co-morbidities. Two of the deceased were girls, aged three and five.

The five-year-old girl from Ariyalur died on July 27 at 3.30 pm, when she was brought to Thanjavur Medical College Hospital, the bulletin said. She died due to respiratory failure, acute encephalitis syndrome, aspiration pneumonia and viral pneumonia.

The three-year-old from Nagapattinam was brought to Government Tirvarur Medical College and Hospital. She was suffering from seizure and cerebral palsy. She tested positive on July 9 and died on July 13 due to status epilepticus, aspiration pneumonia, failure to thrive, cerebral palsy and seizure.

First dog that tested positive for COVID-19 dies in New York

The U.S. Department of Agriculture reported in June that a German shepherd in New York state was the first dog in the country to test positive for COVID-19, but did not identify the owners.

NEW YORK: A German shepherd in New York that had the first confirmed case of COVID-19 in a dog in the U.S. has died.

Robert and Allison Mahoney of Staten Island told National Geographic that their 7-year-old shepherd, Buddy, developed breathing problems in mid-April after Robert had been sick with the coronavirus for several weeks. A veterinarian tested Buddy in May and found him positive for the virus.

The U.S. Department of Agriculture reported in June that a German shepherd in New York state was the first dog in the country to test positive for COVID-19, but did not identify the owners.

Buddy’s health declined steadily after he developed breathing problems and thick nasal mucus in April. He was euthanized on July 11 after he started vomiting clotted blood, the Mahoneys told National Geographic.

It’s unknown if the coronavirus played a role in his death. Blood tests indicated Buddy likely had lymphoma, a cancer of the immune system, veterinarians told the family.

A spokesman for the New York City Department of Health said arrangements were made to take the dog’s body for a necropsy but when the instructions were shared with the veterinarian, the body had already been cremated.

A USDA database of confirmed cases of the coronavirus in animals in the United States includes 12 dogs, 10 cats, a tiger and a lion. The agency says there is currently no evidence that animals play a significant role in spreading the coronavirus but it appears the virus can spread from people to animals in some situations.

Stopping GST payment a death blow to federal structure:Siddaramaiah

Siddaramaiah said on Thursday that he would demand that the government pay GST compensation so that they can focus on development.

MYSURU: Criticising the Centre’s move to stop payment of GST compensation to states, Opposition leader Siddaramaiah said it would serve a “death blow” to the federal system and push the states towards bankruptcy. He said the Centre should extend all support to the states, as many are hit by a resource crunch and will need to find solutions to raise revenue.

Siddaramaiah said on Thursday that he would demand that the government pay GST compensation so that they can focus on development. “The Centre cannot wash its hands of remitting funds, citing a decline in revenue due to economic slowdown or due to Covid-19, as it is the commitment of the Centre to give GST component to states,” he said. His criticism comes in the wake of the GST Council, which is likely to meet in August, seeking suggestions from states on proposals to raise funds. He accused BJP of pushing the ordinance on Land Reforms Act with the intention of helping capitalists and the corporate sector buy vast tracts of land. He said the motive was to help housing societies in Bengaluru Urban and Rural districts.

The Congress, that has decided to expose the government agenda behind the ordinance, kept its options open to take up a legal battle, as it will leave small farmers landless. Terming one year of the B S Yediyurappa government a “total failure”, he said that the government came to power illegally and had no moral right to celebrate. There is no governance in the state for over a year, he said. He also charged the government of failing to handle the pandemic, and alleged large-scale corruption in the procurement of equipment.
