Coronavirus: Foreigners who went to China after January 15 not allowed to enter India, says DGCA

The DGCA, in its circular to airlines on Saturday, reiterated that all visas issued to Chinese nationals before February 5 have been suspended.

NEW DELHI: As the outbreak of novel coronavirus has lead to the death of more than 700 Chinese nationals, aviation regulator DGCA on Saturday said that foreigners who went to China on or after January 15 will not be allowed to enter India.

The DGCA, in its circular to airlines on Saturday, reiterated that all visas issued to Chinese nationals before February 5 have been suspended.

However, the Directorate General of Civil Aviation (DGCA) clarified, “These visa restrictions will not apply to aircrew, who may be Chinese nationals or other foreign nationalities coming from China.”

“Foreigners who have been to China on or after January 15, 2020, are not allowed to enter India from any air, land or seaport, including Indo-Nepal, Indo-Bhutan, Indo-Bangladesh or Indo-Myanmar land borders,” the DGCA said.

Among Indian airlines, IndiGo and Air India have suspended all of their flights between the two countries.

SpiceJet continues to fly on Delhi-Hong Kong route.

On February 1 and 2, Air India conducted two special flights to Chinese city of Wuhan, epicentre of the outbreak, evacuating 647 Indians and seven Maldivians.

Till date, three Indians have tested positive for novel coronavirus.

BENGALURU: After winning the Vokkaliga strongholds of KR Pete in Mandya, Yeshwantpur and Chikkaballapur, it is no surprise that CM BS Yediyurappa’s new-look cabinet has seven ministers from this community. Yediyurappa has inducted four Vokkaligas  — Narayana Gowda, K Gopalaiah, ST Somashekar and Dr K Sudhakar. This is in addition to R Ashok, CT Ravi and CN Ashwath Narayan, and is unprecedented because the BJP has never been seen as a party of Vokkaligas.

It was BY Vijayendra and Ashwath Narayan who delivered KR Pete in Mandya to the BJP. Ever since, Yediyurappa is going all out to retain his share of the Vokkaliga pie. His attempt to give a berth to CP Yogeshwar, who hails from this community, has been delayed, but he knows that Yogeshwar’s induction will make BJP more powerful in the Vokkaliga-dominated Channapatna-Ramanagara belt.

The undisputed community leader remains JDS supremo HD Deve Gowda, but the man who has seen victory in 37 Vokkaliga-dominated areas and stood a close second to the Congress in 30 constituencies where their votes make a decisive difference, is feeling threatened. Gowda has not hidden his bitterness, and even hit out at Ashwath Narayan being seen in KR Pete.

Yediyurappa has parliamentarians in 25 of 28 constituencies and couldn’t win Hassan, Bangalore Rural and Mandya. In Mandya, BJP supported Congress rebel Sumalatha Ambareesh. Yediyurappa’s gameplan is to increase the number of Vokkaliga voters.

At a recent cabinet meeting, the BJP took keen interest in sugar factories in Mandya, the backbone of the local economy. The budget is likely to see investment in local infrastructure, to help them receive local support.

Senior party leaders like Amit Shah and others have met Adichunchanagiri pontiffs repeatedly, and Uttar Pradesh CM Yogi Adityanath has a special connect with them through the Nath tradition. Ashwath Narayan elevation has also yielded the party richer rewards because he is credited with the KR Pete victory. “The party’s support base has increased tremendously, it is a 360-degree effort.

Minister CT Ravi gave it another perspective, “It’s not about power, but about being of greater service.’’

One in 10 Indians will develop cancer during their lifetime: World Health Organization

Cancer patterns in India are dominated by a high burden of tobacco-related head and neck cancers, particularly oral cancer, in men and of cervical cancer in women

UNITED NATIONS: India had an estimated 1.16 million new cancer cases in 2018, according to a report by the World Health Organization (WHO), which said that one in 10 Indians will develop cancer during their lifetime and one in 15 will die of the disease.

Ahead of the World Cancer Day on Tuesday, WHO and its specialized International Agency for Research on Cancer (IARC) have released two reports: one aimed at setting the global agenda on the disease; the other focused on research and prevention.

The World Cancer Report said that according to the estimated cancer burden in India in 2018, there are about 1.16 million new cancer cases, 784,800 cancer deaths, and 2.26 million 5-year prevalent cases in India’s population of 1.35 billion.

The report said that “one in 10 Indians will develop cancer during their lifetime, and one in 15 Indians will die of cancer.”

In India, the six most common cancer types were breast cancer (162,500 cases), oral cancer (120,000 cases), cervical cancer (97,000 cases), lung cancer (68,000 cases), stomach cancer (57,000 cases), and colorectal cancer (57,000).

Together, these account for 49 per cent of all new cancer cases.

Of the 570,000 new cancer cases in men, oral cancer (92,000), lung cancer (49,000), stomach cancer (39,000), colorectal cancer (37,000), and oesophageal cancer (34,000) account for 45 per cent of cases.

The report added that of the 587,000 new cancer cases in women, breast cancer (162,500), cervical cancer (97,000), ovarian cancer (36,000), oral cancer (28,000), and colorectal cancer (20,000) account for 60 per cent of cases.

“Cancer patterns in India are dominated by a high burden of tobacco-related head and neck cancers, particularly oral cancer, in men and of cervical cancer in women; both of these cancer types are associated with lower socioeconomic status,” the report said.

The burden of cancer types, such as breast cancer and colorectal cancer, associated with overweight and obesity, lower levels of physical activity, and sedentary lifestyles is increasing and these cancer types are associated with higher socioeconomic status.

“During the past two decades, India has had one of the world’s best performing and most stable economies, which has grown by more than 7 per cent annually in most years.

“This economic development has given rise to vast socioeconomic changes, with an increasing risk of noncommunicable diseases, including cancer, and significant disparities in access to cancer prevention and control services,” the report said.

WHO warned that global cancer rates could rise by 60 per cent over the next 20 years unless cancer care is ramped up in low and middle-income countries.

Less than 15 per cent of these nations offer comprehensive cancer treatment services through their public health systems, according to the UN agency.

“At least 7 million lives could be saved over the next decade, by identifying the most appropriate science for each country situation, by basing strong cancer responses on universal health coverage, and by mobilizing different stakeholders to work together,” WHO Director-General Tedros Adhanom Ghebreyesus said.

The report said that about 80 per cent of the world’s smokers live in low and middle-income countries.

In addition, 64 per cent of the world’s daily smokers live in only 10 countries and more than 50 per cent of the world’s male smokers live in three countries: China, India, and Indonesia.

There are currently 164 million users of smokeless tobacco, 69 million smokers, and 42 million smokers and chewers in India.

More than 90 per cent of patients with oral cancer have low or lower-middle socioeconomic status.

Tobacco-related cancers account for 34–69 per cent of all cancers in men, they constitute 10–27 per cent of all cancers in women in most regions in India.

The incidence of colorectal cancer is increasing in the most developed states in India and in urban populations.

“There is a clear increasing trend in the incidence rates of breast cancer across the country, with an annual percentage increase that ranges from 1.4 per cent to 2.8 per cent and is more pronounced in urban areas than in rural areas.

Incidence rates are also increasing for cancer types associated with overweight and obesity and lower levels of physical activity, such as colorectal cancer, uterine cancer, ovarian cancer and prostate cancer.

” The report noted that there is a clear decreasing trend in the incidence rates of cervical cancer in most regions in India (annual percentage change, -2.

0 per cent to -3.

5 per cent), with age-standardized incidence rates as low as 6 per 1,00,000 in women in Kerala.

India accounts for about one fifth of the global burden of cervical cancer, despite decreasing incidence rates in several regions of the country.

“Thus, elimination of cervical cancer in India will have a major impact on global elimination of the disease as a public health problem.

Cervical cancer disproportionately affects women with lower socioeconomic status, who are at a considerable disadvantage in the availability of and access to public health services for prevention and early detection, and therefore this is an equity issue.

IARC Director Elisabete Weiderpass observed that high-income countries have adopted prevention, early diagnosis and screening programmes, which together with better treatment, have contributed to an estimated 20 per cent reduction in the probability of premature mortality between 2000 and 2015, but low-income countries only saw a reduction of five per cent.

Karnataka Cabinet expansion to happen tomorrow certainly: CM Yediyurappa

Yediyurappa said that the final list of legislators to be inducted into the Cabinet will be finalised by Wednesday evening.

KALABURAGI: Karnataka Chief Minister B S Yediyurappa, who arrived here on Wednesday to inaugurate the 85th Akhila Bharat Kannada Sahitya Sammelana, told reporters at the airport that the expansion of the Cabinet will be completed on Thursday.

Yediyurappa said that the final list of legislators to be inducted into the Cabinet will be finalised by Wednesday evening.

 When asked about the legislators to be inducted into his council of ministers, Yediyurappa said, “Everything will be finalised in the evening after getting information from the party high command. Those who will be inducted will be decided by the high command. It’s certain that the Cabinet expansion is going to happen at 10.30 on Thursday. But, those who will be inducted will be known only after the top leadership of the party clarifies about the same.” 

When asked if the senior leader and MLA Umesh Katti would be inducted into his Cabinet, the chief minister refused to comment.   

Yediyurappa said that the budget, which he will present on March 3, will be a pro-farmer and pro-women budget. “Consultation has been done with all departments. There will not be any discrimination about districts. The budget will help in the overall development of the state.”

NEW DELHI: Congress leader Priyanka Gandhi Vadra on Wednesday said it had been six months since former Jammu and Kashmir chief ministers had been detained and asked whether India is still a democracy.

Former chief ministers Farooq Abdullah, Omar Abdullah and Mehbooba Mufti were among the many mainstream politicians detained after the Centre revoked Jammu and Kashmir’s special status under Article 370 on August 5 last year.

The state was also bifurcated into the union territories of Jammu and Kashmir, and Ladakh.

Priyanka Gandhi pointed out that it has been six months since the former chief ministers have been incarcerated without any charges and millions of people locked down in Jammu and Kashmir.

“Six months ago we were asking how long this will carry on? Now we are asking whether we are still a democracy or not,” she tweeted.

New Delhi: The home minister said the trust will be independent to take every decision.  

Union Home Minister Amit Shah announced that the Shri Ram Janmabhoomi Teertha Kshetra, set up by the government for construction of a temple in Ayodhya, will have 15 trustees and one of them will be from the Dalit community.

The statement comes a little over an hour after Prime Minister Narendra Modi announced in Lok Sabha about the constitution of the trust.

“There will be 15 trustees in the Shri Ram Janmabhoomi Teertha Kshetra Trust out of which one trustee will always be from the Dalit society,” he tweeted.

Amit Shah congratulated PM Modi “for such an unprecedented decision” that strengthens social harmony.

The home minister said the trust will be independent to take every decision related to the temple and 67 acres of land will be transferred to it.

“I fully believe that the waiting of millions of people for centuries will be over soon and they will be able to pay obeisance to Lord Shri Ram in his grand temple at his birthplace,” he said.

Nithyananda on spiritual tour, aide tells HC

BENGALURU: The state government on Monday informed the Karnataka High Court that a representative of Swami Nithyananda had informed the CID that Nithyananda is not at his ashram in Bidadi, but is on a spiritual tour.

This submission was made before Justice John Michael Cunha during the hearing of a petition filed by K Lenin. He prayed to court to cancel the bail granted to Nithyananda, the controversial godman who is facing charges of rape.

In his plea, Lenin claimed that Nithyananda had violated conditions imposed while granting bail, and hence, bail be cancelled. On this, the court ordered notice to Nithyananda on January 31, 2020, on the petition filed by Lenin, and this was served on Nithyananda’s aide.  

Meanwhile, Nithyananda’s representative filed an affidavit before court, stating that she was forced to receive the notice by the CID, though she pleaded that she cannot serve it on Nithyananda, as she doesn’t know his whereabouts.

Expressing displeasure over the way the notice was served, Justice Cunha reserved the order on Lenin’s plea. Lenin claimed that Nithyananda had fled the country on an expired passport, but his representative claimed that he is on a religious tour in India.

Oil hits 13-month lows as coronavirus cut Chinese demand and sparked fears of supply cuts by OPEC

The benchmark indices were going strong in noon trades, due to the return of stability on the Asian Street and slide in crude oil prices. The Asian markets, including Hang Seng, Nikkei, Straits Times and Taiwan indices, gained around 1 per cent each, while the Chinese markets eked out gains of half a per cent on hopes that share prices would quickly regain lost ground after the virus gets contained within manageable limits. Oil also hit 13-month lows; brent crude settled down $2.17, or 3.8 per cent at $54.45 a barrel, as the outbreak of coronavirus curtailed Chinese demand and sparked concerns of potential supply cuts by OPEC.  

At 12:30 pm, the Sensex was quoting at 40,628, higher by 750 points or 1.8 per cent and the Nifty was at 11,935, up  228 points or 1.9 per cent. The broader markets were also trading on a strong footing; the BSE Midcap index gained 1.4 per cent at 15,507 and Smallcap index added 1.3 per cent at 14,557.

All the BSE sectoral indices are trading in the green, with the sole exception of the telecom index. Banking, FMCG, oil and metal indices are leading from the front, with gains of 1-2 per cent each.

The Sensex had closed higher by 137 points or 0.3 per cent at 39,872 and Nifty had settled at 11,707, up 46 points or 0.3 per cent. And with the strength being witnessed today, the Sensex seems to be on track to erase the budget day fall of 988 points.

The Hang Seng, Nikkei, Straits Times and Taiwan indices have gained around 1 per cent each, while the Chinese markets have also eked out gains of half a per cent on hopes that there would be a repeat of what happened during the Sars outbreak in 2002-03, when share prices quickly regained all lost ground after the virus was contained within manageable limits.

US stocks had rallied overnight, boosted by surprise strength in manufacturing activity, following a sharp sell-off last week on concerns about the economic impact of coronavirus. The Dow Jones rose 143 points or 0.5 per cent to 28,399, Nasdaq Composite added 122 points or 1.3 per cent to 9,273 and S&P 500 gained 23 points or 0.7 per cent to 3,248.

Back home, the markets would be factoring the monetary policy review, which is due to be announced on Thursday. The general view among analysts is that the central bank would maintain a status quo on the repo-rate front, on February 6, due to the continuing inflationary pressures.

On the results front, Bharti Airtel, Tata Global Beverages, Thermax, Titan Company, JSW Energy and Punjab National Bank will be releasing their Q3 earnings during the course of the day.

On the stock-specific front, index heavyweights such as Reliance Industries, HDFC Bank, ICICI Bank, Tata Steel, ITC and Hero Motocorp gallopped by more than 3 per cent on the BSE.

On the other hand, Bharti Airtel had edged lower by 0.4 per cent to Rs 508 ahead of its Q3 numbers. Bajaj Auto and Hindustan Unilever were also trading in the negative.

The market breadth was strong. Out of 2,172 stocks traded on the BSE, there were 1,476 advancing stocks as against 579 declines.

Senior Congress leader Ghulam Nabi Azad on Monday attacked the central government over National Population Register (NRC) and said that around 50 to 60 crore people in this country would not be knowing their parents’ date of birth.

Mr Azad along with party leader Anand Sharma and leaders from DMK, NCP, RJD, CPM, CPI and TMC gave suspension of business notice in Rajya Sabha under rule 267 over “prevailing situation in the country”.

“Ever since Citizenship (Amendment) Bill became an Act, the government, on different occasions, said that after this NPR and after that NRC will come. NPR was done earlier also, but the questions asked in it were usual… BJP is presenting this (NPR) wrongly, it is presenting it on the name of Hindu and Muslim (BJP isko galat tareeke se pesh karti hai, isko Hindu aur Musalman ke naam pe pesh karti hai),” Mr Azad told media here.

“We all believe that Hindu and Muslim identities have nothing to do with it… I believe that there are 50-60 crore people in this country, who would not know the date of birth of their parents,” he added.

Mr Azad further stated that the BJP-led central government is dragging people into all these things as they did not fulfill any of their promises.
