Talks with Pakistan is ‘to try and turn course of history: Modi

December 16, 2015 by Nasheman

modi-nawaz

Kochi: Prime Minister Narendra Modi today said resumption of talks with Pakistan was to “try and turn the course of history” and to bring an end to terrorism but made it clear that the neighbouring country would be judged by its commitment on terrorism.

Modi also asserted that India will never drop its guard on security as he admitted that there are many challenges and barriers on the path.

Speaking to India’s top military commanders on board the country’s largest aircraft carrier INS Vikramaditya, Modi said “we are engaging Pakistan to try and turn the course of history, bring an end to terrorism, build peaceful relations, advance cooperation and promote stability and prosperity in our region.

“There are many challenges and barriers on the path. But the effort is worth it because the peace dividends are huge and the future of our children is at stake. So, we will test their intentions to define the path ahead. For this, we have started a new NSA-level dialogue to bring security experts face to face with each other.

“But we will never drop our guard on security and we will continue to judge progress on their commitments on terrorism,” he said.

This is the first time that Modi has spoken on the relations with Pakistan after the two countries announced the re-engagement under bilateral comprehensive dialogue last week.

The announcement came after Modi had met his Pakistani counterpart Nawaz Sharif on the sidelines of the climate change summit in Paris on November 30 where the two also agreed to hold NSA-level talks.

Addressing the first ever Combined Commanders Conference to be held outside the national capital, the Prime Minister warned against “reckless” nuclear build up and continuing military modernisation and expansion.

Modi said “our neighbourhood is most critical for our future and for our place in the world.

“But ours is a difficult neighbourhood with the full spectrum of security challenges. We see terrorism and ceasefire violations, reckless nuclear build-up and threats, border transgressions and continuing military modernisation and expansion. The shadow of West Asian instability is becoming longer,” he said.

Modi said beyond that, “our region is marked by uncertain political transitions, weak institutions and internal conflicts.

“And, major powers have also increased their engagement in our land and maritime neighbourhood,” he said.

Modi said that India is also pursuing closer relations with China to harness the full potential of the country’s economic partnership.

“We will aim to address outstanding issues, maintain stability on the border and develop greater mutual understanding and trust in our overlapping neighbourhood,” he said.

The Prime Minister also spoke about the relations with China and said he believes that India and China can engage constructively across the complexity of their relationship as two self-assured and confident nations, aware of their interests and responsibilities.

“We will continue to strengthen our defence capabilities and infrastructure, engage our neighbours more closely and strengthen our regional and global partnerships, including in maritime security,” he said.

Noting that in a world of rapid changes, India faces familiar threats and new ones, Modi said the country’s challenges cover land, sea and air at the same time.

“It includes the full range, from terrorism to conventional threat to a nuclear environment,” he said.

He said that India is confident that its defence forces are prepared to deter and defeat any misadventure.

“Our strategic deterrence is robust and reliable, in accordance with our nuclear doctrine, and our political will is clear,” he asserted.

Modi said that the country needs capabilities to win swift wars for we will not have the luxury of long-drawn battles.

“We must re-examine our assumptions that keep massive funds locked up in inventories. As our security horizons and responsibilities extend beyond our shores and borders, we must prepare our forces for range and mobility,” he said.

The Prime Minister stressed that “the armed forces must fully incorporate the power of digital networks and space assets into our capabilities.”

“Equally, we must be prepared to defend them, for they will be the first targets of our adversaries. And networks must be seamless and integrated across agencies and forces, and are precise, clear and quick in response,” he said.

Modi said that old rivalries can play out in new theatres such as space and cyber. “And new technologies offer us new ways to be more effective against both traditional and new challenges,” he said adding that “we in India must be ready for the present and prepare for the future.”

The Prime Minister noted that Kochi is at the head of the Indian Ocean and at the crossroads of India’s maritime history.

“India’s history has been influenced by the seas. And the passage to our future prosperity and security also lies on this ocean. It also holds the key to the fortunes of the world,” he said.

Rapes are common, happened during Ram Rajya too: UP top cop

December 16, 2015 by Nasheman

Jagmohan Yadav Rape

Lucknow: Uttar Pradesh Police Director General Jagmohan Yadav on Tuesday courted controversy by saying that “rapes were committed even during the Ram Rajya”.

Responding to a question by a young reporter on increasing number of sexual assault cases, Yadav asked him to meet him in private to get an answer to the question.

Yadav, who is set to retire this month, told a press conference here that rapes were a common phenomenon happening in all states. He said police were unable to completely stop crimes against women.

In the past too, Yadav has stirred controversies but the state government has paid no heed to it owing to the police officer`s alleged proximity to the family of Samajwadi Party supremo Mulayam Singh Yadav.

BJP spokesman Vijay Bahadur Pathak termed the DGP`s remarks “loose, unwarranted, cheap and irresponsible”.

“While what Jagmohan Yadav said is condemnable, I think powers that be need to answer why they do not act against such officials,” the BJP leader said.

Gitmo survivor calls for amnesty so officials may confess their war crimes

December 15, 2015 by Nasheman

“Everything that happened to us is a war crime in Guantánamo,” says freed detainee held for 14 years without charge

Despite being held for 14 years without charge at Guantanamo Bay; despite the torture, beatings, and psychological trauma he says he endured there; and despite signs that British intelligence agents knew of the abuse, 48-year-old Shaker Aamer says top UK officials should be granted legal immunity if it will encourage them to tell the truth about their government’s complicity in such atrocities.

“They should be guaranteed that they are not going to go behind bars, so they can tell their part of the story,” Aamer said in an interview with ITV News, his first since returning to the UK in October.

Comparing the U.S. military prison to Harry Potter’s Azkaban—where creatures suck the happiness from criminals—the father of two said Guantánamo Bay is designed to “destroy a human being totally”—mentally, physically, and spiritually.

Aamer called for U.S. President Barack Obama to shut down the offshore prison immediately.

“Everything that happened to us is a war crime in Guantánamo,” he said. “Everything that is happening right now is a war crime in Guantánamo.”

“My message to the President of the United States [Barack] Obama … that if he wants to be the hero, to close Guantánamo,” Aamer continued. “If he really wants to establish justice, if he really wants to live by his word, he’s not going to need to wait for the whole United States of America to support him. He should practice his right as a president, his right as the head of the army, and just close it—close it and the brothers they will help him, if you start thinking about the brothers in Guantánamo as human beings, they will help you to close it.”

In a separate interview with the BBC, also broadcast Monday, Aamer said he does not intend to sue the UK government. “I don’t believe the court will bring justice because of what happened in the past,” he said. “I do not want to prosecute anybody. I do not want anybody to be asked about what his role [was] in the past. I just want people to tell the truth.”

Aamer said he was “80, 90 percent” sure that on one occasion, a British intelligence officer was present when an American interrogator was beating his head against a wall.

Turkey: Our patience with Russia ‘has a limit’

by Al Jazeera

Turkey’s foreign minister has said Ankara’s patience with Russia “has a limit” after Moscow’s “exaggerated” reaction to a naval incident between the two countries, an Italian newspaper reported.

A Russian warship fired warning shots at a Turkish vessel in the Aegean Sea on Sunday to avoid a collision. The Turkish military attache in Moscow was summoned over the incident.

“Ours was only a fishing boat. It seems to me that the reaction of the Russian naval ship was exaggerated,” Mevlut Cavusoglu told the Italian daily Corriere della Sera in an interview.

The incident is likely to heighten tensions between the two nations, which are already at odds over Syria, and Turkey’s shooting down of a Russian fighter jet last month.

“Russia and Turkey certainly have to re-establish the relations of trust that we have always had, but our patience has a limit,” the Turkish foreign minister said.

Cavusoglu said Russia had already “put itself in a ridiculous position” with accusations by President Vladimir Putin that Turkey had shot down the jet to protect oil supplies from the Islamic State of Iraq and the Levant (ISIL).

“No one believed it,” he said.

He also criticised Russia’s military intervention in Syria, saying it was aimed at propping up the regime of President Bashar al-Assad, not aimed at fighting ISIL.

“Unfortunately Russia is not in Syria to fight terrorists,” he said, adding only eight percent of its air strikes had been aimed at ISIL, while 92 percent were against other groups hostile to Assad.

Cavusoglu also said air strikes were not sufficient to defeat ISIL and soldiers on the ground were necessary, according to the interview.

by Al Jazeera

Saudi Arabia has formed a coalition of 34 mainly Muslim countries – including powers such as Egypt and Turkey – to coordinate a fight against “terrorist organisations”.

The alliance was announced by Mohammed bin Salman, the country’s defence minister and deputy crown prince, on Tuesday.

Arab countries such as Qatar and the UAE will join the coalition, as well as Middle Eastern, Asian, and African states, including Turkey, Pakistan, Malaysia, and Nigeria.

Saudi Arabia’s regional rival Iran and its allies Syria and Iraq, were excluded from the alliance despite the states sharing a common enemy in the Islamic State of Iraq and the Levant (ISIL) group.

Bin Salman said the states would work together to target  “any terrorist organisation, not just ISIL” in countries including Iraq, Syria. Libya, Egypt, and Afghanistan.

Military operations would work in accordance with local laws and in cooperation with the international community, he added.

In an earlier press statement issued by the Saudi Press Agency, officials said that the group would be led by Saudi Arabia, which would host a “joint operations centre to coordinate” efforts.

ISIL threat

Most of the countries in the coalition are currently involved in military operations against ISIL or have been targeted by the group.

Saudi Arabia and its Gulf allies have carried out air strikes against the fighters in Syria and were targeted by the group in Yemen, where they are involved in a separate war against Iran-backed Houthi rebels.

In August, an ISIL suicide bomber killed 15 people, mainly special forces soldiers, at a mosque in Asir province bordering Yemen.

ISIL has also targeted Saudi Arabia’s Shia minority, killing dozens in bomb attacks on mosques.

Saudi authorities have carried out raids detaining hundreds of suspected ISIL members and sympathisers in response.

They said the search may be in connection with the multi-crore CNG fitness scam.

Sources said that there were allegations that Kejriwal’s Principal Secretary was linked to the scam but the senior IAS officer as well as AAP government have been rejecting the charges.

The third floor of the secretariat also houses Kejriwal’s offce.
