Global cues, political uncertainties suppress Indian equity indices

 Negative global markets, along with caution ahead of the results of assembly elections in five states and a rise in crude oil prices, suppressed the key Indian equities indices during Monday morning’s trade session.

The key indices — the S&P BSE Sensex and NSE Nifty50 – had a gap-down opening and subsequently shed over 600 points and 190 points or more than 1.60 per cent each.

According to market observers, heavy selling pressure in banking, consumer goods, oil and gas, capital goods and automobile stocks, along with continuous outflow of foreign funds accelerated the downward trajectory of the equity indices.

On the currency front, the Indian rupee weakened to 71.39 against the US dollar from its previous close of 70.81.

At around 10.50 a.m., the wider Nifty50 of the National Stock Exchange (NSE) traded lower by 186.15 points or 1.74 per cent to 10,507.55 points.

The barometer 30-scrip Sensitive Index (Sensex), which opened at 35,204.66 points, traded at 35,066.82 points — lower by 606.43 points or 1.70 per cent — from its previous session’s close of 35,673.25 points.

The BSE market breadth was bearish with 1,638 declines and only 384 advances.

“Indian markets have expectedly opened lower and are currently trading about 1.7 per cent lower,” HDFC Securities’ Retail Research Head Deepak Jasani told media.

“Despite the negative of exit polls (that impacts only India), our markets have fallen in line with the other global markets which were down due to resurgence of US-China friction and rise in crude prices.

“Actual election results will be known on Tuesday and if BJP does well compared to the expectations in exit polls then we could witness a minor relief rally. However the overhang of negativity may still persist.”

On Tuesday, the results of the state Assembly elections in Rajasthan, Madhya Pradesh, Chattishgarh, Telangana and Mizoram will be declared. These elections are considered as a crucial indicator of public mood before the Lok Sabha elections which are due in April-May 2019.

Besides the outcome of the state elections, a rise in crude oil prices after the Organisation of Petroleum Exporting Countries (OPEC) and Russia decided to go in for a production cut of 1.2 million barrels per day from 2019 might hinder the markets’ attempts to arrest the fall.

Last Friday – the previous trade session – bargain hunting and lower crude oil prices lifted the key Indian equity market indices by around 1 per cent.

Consequently, the NSE Nifty50 had ended higher by 93 points or 0.87 per cent at 10,693.70 points, whereas the Sensex closed at 35,673.25 points, up 361.12 points or 1.02 per cent.

Karnataka legislature set for stormy winter session from Monday

The Karnataka legislature is set for a stormy 10-day winter session from Monday at Belagavi in the state’s northwest district, where it meets every year in December, ostensibly to address issues concerning the region.

“This is the legislature’s second session after the JD-S-Congress coalition government was formed on May 23 following a hung verdict in the May 12 Assembly elections and fall of the 3-day BJP government on May 19 for want of majority,” an official told media on Sunday.

Belagavi in the former Bombay Province is 500km from state capital Bengaluru.

“Besides pending bills, the session will discuss major issues, including remunerative price for sugarcane growers, farm loan waiver, drought in 17 districts across the state and drinking water supply from Mahadayi river to the four drought-prone northern districts,” said the official.

The first day, however, is unlikely to see any disruption, as both the legislative Houses (Assembly and Council) will pay obituaries to three prominent state leaders and former Union ministers who passed away in November.

The deceased are Union Minister for Parliamentary Affairs and BJP’s Lok Sabha member from Bengaluru South Ananth Kumar on November 12, former Union Minister of State for Information and Broadcasting and Kannada super star M.H. Ambareesh on November 24 and former Railways Minister and former Congress Lok Sabha MP from Bengaluru North Jaffer Sharief on November 25.

“As the legislature is meeting after the July budget session in Bengaluru, the legislature will also pay tributes to former Prime Minister A.B. Vajpayee, who passed away on August 16 in New Delhi,” the official hinted.

Though Chief Minister H.D. Kumaraswamy formally began giving debt-free certificates to some farmers at Doddaballapur near Bengaluru on Saturday, the opposition BJP has vowed to expose the six-month-old coalition government for failing to waive loans of all farmers who borrowed from the cooperative and state-run banks since 2016.

“We will move a special adjournment motion in the Assembly on Tuesday against failure of the state government in fulfilling its promise of waiving farm loans till date though Kumaraswamy announced it in July,” Bharatiya Janata Party (BJP)’s state unit spokesman told IANS here.

The BJP will also seek the state government’s response to the demand of the sugarcane farmers for payment of arrears by the sugar mill owners and fair price for this year’s crop as fixed by the Central government (Rs 2,650 per tonne) and an additional Rs 250 for harvesting and transporting it to the nearby mills for crushing.

“In spite of assurances by Kumaraswamy and state Water Resources Minister D.K. Shivakumar to resolve the issues by November 5, hundreds of farmers have resumed agitation near the state legislative building, as the state government has let them down again. There is also no sign of loan waiver for lakhs of farmers, who are unable to take fresh credit from the banks for the rabi crop as their debts have not been waived yet,” BJP leader and former Chief Minister Jagadish Shettar told reporters here.

Many Congress legislators are also miffed at the inordinate delay in expanding the state cabinet and appointing chairmen for about 30 state-run boards and corporations, as six ministerial berths are still vacant.

Demonetisation threw up political, economic puzzles: Arvind Subramanian
Drawing the link between demonetisation and GDP numbers, former Chief economic advisor Arvind Subramanian has said the puzzle thrown up by the note ban has a dual aspect – whether its impact as seen in the GDP numbers reflects a resilient economy, and if the growth figures pose questions about the official data collection process itself.

In an interation with media, Subramanian, currently teaching at Harvard Kennedy School, and here for the launch of his book “Of Counsel: The Challenges of the Modi-Jaitley Economy”, published by Penguin, referred to the chapter “The Two Puzzles of Demonetisation — Political and Economic”.

He also referred to the other “puzzle” posed in his book — that of divergence in regional economic development in India despite equalising forces like migration and economic growth — a dynamic of the states, he says, which runs against the logic of competitive federalism.

“Through my new book, I am drawing attention to the puzzle, the big puzzle of 86 per cent reduction in cash after demonetisation, and yet the impact on the economy was much less,” he said.

“The puzzles essentially spring from the fact of why the measure was politically successful, and why GDP was affected in such smaller measure… Is it because we’re not measuring GDP correctly, not measuring the informal sector, or is it the underlying resilience in the economy?” he said.

“In the six quarters before demonetisation, growth averaged 8 per cent and in the seven quarters after, it averaged about 6.8 per cent (with a four-quarter window, the relevant numbers are 8.1 per cent before and 6.2 per cent after),” Subramanian has written in his book.

“The key to this would lie in a comprehensive understanding of both the polity and economy of India, about how people vote, for instance,” he said.

He referred to the ongoing controversy on the NITI Aayog’s presence at the release of the GDP back series data by the Central Statistics Office (CSO) with a change of the base year, lowering the country’s economic growth rate during the previous UPA rule.

“I think the calculation of GDP is a very technical task and technical experts should do the job…institutions that don’t have technical expertise should not be involved in this,” he said.

“Economists would naturally raise questions when the parameters vary so much and yet growth remains similar. It is not so much about credibility of the data as about the data generating process itself and of the institutions that carry it out,” he added.

To a query on whether he was a participant in the decision-making process on demonetisation, the former CEA said: “As I’ve said in the book, it is not a Kiss and Tell memoir…that is for gossip columnists.”

Asked about the recent tiff between the government and the Reserve Bank of India (RBI), Subramanian said the autonomy of RBI must be protected because the country will benefit by having strong institutions.

“I have myself advocated that RBI should play a pro-active role, but its surplus funds should not go towards routine financing of spending and deficit financing — that would amount to raiding the RBI,” he said

The government’s differences with the RBI centres on four issues — the former wants liquidity support to head off any credit freeze risk, a relaxation in capital requirements for lenders, relaxing the Prompt Corrective Action rules for banks struggling with accumulated NPAs, or bad loans, and support for micro, small and medium enterprises.

Central to the liquidity issue was the government’s demand that the RBI hand over its surplus reserves by making changes to the “economic capital framework”.

On the RBI board, which has a majority of government nominees, the former CEO said: “I think that part of maintaining a real autonomy is not to politicise the board. The board should not be politicised. Not only it must not be done, it must not be seen to be done either.”

On the other puzzle of domestic divergences in development, he said the reasons could be historical in the form of the unequal impact of British colonialism in different regions of the country.

Andhdra pradesh Chief Minister N. Chandrababu Naidu was posing as a national-level leader to hide his failures in the state and the results of assembly polls in Telangana will badly backfire on him and the Congress for any alliance at the Centre, says TRS leader K. Kavitha.

Kavitha, an MP who is daughter of Telangana Chief Minister K. Chandrasekhar Rao, told IANS in an interview that Telangana Rashtra Samithi will win the assembly polls hands down and it will then start working towards a national alternative which does not have BJP or Congress.

“Basically, Chandrababu Naidu is losing ground in Andhra Pradesh so he wants to pose as a national level leader so that there might be some advantage in Andhra Pradesh. To make sure his failures in Andhra Pradesh are not be highlighted, he is diverting people’s attention to the so-called national level alliance but it will backfire very badly both for him and Congress also,” Kavitha said.

She was asked about efforts by Naidu to bring opposition parties together to take on Prime Minister Narendra Modi and the BJP-led alliance in the 2019 Lok Sabha polls and if he could emerge as a pivot of opposition unity.

“Because in Telanagana results, you will see that this alliance has been beaten. Do you think it will be taken at the national level once it is beaten at the state level? All the effort Naidu is making is to divert the attention of people from his own administration in Andhra Pradesh,” she said.

Naidu and leaders of several other opposition parties are slated to meet in the national capital on Monday to decide the way forward to take on the BJP-led NDA.

Naidu, who was part of the National Democratic Alliance, had quit it earlier this year and allied with its traditional rival Congress in the Telangana polls.

The CPI and the Telangana Jana Samithi (TJS), a new party floated by M. Kodandaram, who was once Chief Minister K. Chandrasekhar Rao’s friend in the Telangana movement, are also part of the alliance.

Kavitha said an alternate political platform should be encouraged.

“We are going to anyway wins down hands down the assembly polls so the impact will be positive in the Lok Sabha in polls and we will win all the seats. We are very confident about it. We will not ally with anybody. We proposed a federal front which will have no BJP, no Congress. People have given them a lot chance. There should be an alternate politial platform in the country which should be encouraged. TRS will play a role great role in forming this political platform. After assembly polls, we will start focusing on the national agenda,” she explained.

She said the December 11 results will show that the alliance – People’s Front – has been rejected, adding the opposition parties had also come together in previous bypolls but lost.

“This alliance has been constantly working against the interest of our state. We have an oppostiion which is very irresponsible,” Kavitha said and alleged Congress had sought to stall a major irrigation project through court cases.

She said the alliance has hit credibility of both the TDP and the Congress.

“TDP was fundamentally formed to oppose Congress. It was N.T. Rama Rao’s wish. Now, the current day TDP has compromised its own core philosophy and principles. Now, if a political party has compromised its own core ideology, the people are bound not to take it seriously anymore. That is what happened to TDP allying with Congress. It will hit them hard.”

She said the party had implemented all its promises and had striven to win around 100 of the 119 seats in the assembly.

She said rallies of Prime Minister Narendra Modi and UPA Chairperson Sonia Gandhi had little impact and said BJP was not a factor in the state.

Asked about the decision to go for early polls, she said the idea was to make sure that the narrative of the election is about and around Telangana

“If we had election around the parliamentary election, the discussion would be mandir, masjid, Rafale, Bofors and which would have nothing for Telangana. The effort that TRS our leader put in for four-and-a-half years should not go waste,” Kavitha explained.

India overcome spirited Australian fight to go 1-0 up (Lead)

Adelaide India on Monday earned a hard-fought 1-0 lead in the four-match Test series after beating Australia by 31 runs in the opening cricket Test at the Adelaide Oval here.

This is the sixth Test win for India on Australian soil.

Interestingly, this is the first time India have won the first Test match of a series in Australia.

Chasing a massive 323, Australia’s lower middle order gave a tough fight in their second innings against an inspired Indian bowling attack before being eventually bundled out for 291 just before tea on the final day.For the tourists, pacers Jasprit Bumrah, Mohammed Shami and off-spinner Ravichandran Ashwin grabbed three wickets apiece while veteran Ishant Sharma also took a wicket.

Earlier, resuming the day at 104/4, the hosts soon lost overnight batsman Travis Head (14) with the scoreboard ticking 115/5.

Head fell to a short pitched delivery from the experienced Ishant that resulted in a simple catch by Ajinkya Rahane at gully. The hosts still had a ray of hope with the other overnight batter Shaun Marsh (60) and captain Tim Paine (41) raising 41 runs for the sixth wicket before Bumrah packed away the former.

Bumrah jolted the Australians once again just at the stroke of lunch by getting Paine caught behind, leaving the hosts to the tail to achieve the target.

It was always going to be a tall ask for the tailenders to survive two full sessions but the Australians — Pat Cummins (28), Mitchell Starc (28), Nathan Lyon (38 not out) and Josh Hazlewood (13) — batted their skin out to reduce the deficit to only 31 runs.

Needing three wickets for an outright win, the Indian attack seemed to be on a mission as Shami started the post-lunch session with the wicket of Starc after the Aussie quick put on 59 runs for the eighth wicket with fellow pacer Cummins.

Starc’s departure brought in Lyon, who doubled his effort of getting six wickets in India’s second innings, with a solid 47-ball unbeaten 38 and more importantly being involved in two crucial stands.

Lyon first raised 31 runs for the 9th wicket with Cummins before adding another 32 runs for the final wicket with Hazlewood to leave the Indians frustrating before Ashwin managed to get Hazlewood caught by Lokesh Rahul to guide India to a fabulous victory.

Brief Scores: India 250, 307 (Cheteshwar Pujara 71, Ajinkya Rahane 70; Nathan Lyon 6/1 22) beat Australia 235 and 291 (Shaun Marsh 60, Tim Paine 41; Mohammed Shami 3/65, Jasprit Bumrah 3/68, Ravichandran Ashwin 3/92) by 31 runs.

AIR employee found guilty of sexual harassment cases

 The charges against the accused in nine cases of sexual harassment at All India Radio (AIR) have been proved and stringent action has been taken against him, the NCW said.

The National Commission for Women was told by Prasar Bharti that the charges against the accused were proved in the enquiries conducted by the AIR’s Internal Committee and it recommended the stringiest action.

“The disciplinary authority accepted the recommendations and the authority imposed a major penalty of reduction to a lower pay scale by two stages for one year and no increment during the reduction period. After the expiration of one year, the reduction period will have effects on subsequent increments,” the NCW said in a statement.

The accused was also transferred as an administrative measure, it added.

The Prasar Bharti report also mentioned that certain preventive measures have also been taken by All India Radio, like posting of women Programme Executives as station In-Charge, installation of CCTV cameras at vantage points, and providing transport facility to women employees during odd hours.

Further, the Prasar Bharati Secretariat has issued all its directorates to send quarterly progress reports in respect of sexual harassment complaints being inquired into by the respective Internal Committees.

The National Commission for Women has received an Action Taken Report (ATR) from Prasar Bharati regarding steps taken on sexual harassment complaints by women employees of All India Radio against an officer.

The NCW, in its letter dated November 15, had directed the CEO, Prasar Bharati to conduct an enquiry into the complaints after it received a formal complaint dated November 12 from the All India Radio Casual Announcer and Comperes Union alleging sexual harassment at workplace of casual announcers and comperes working in different stations of AIR throughout the country.

The NCW had sought an ATR within 15 days.

The matter was also brought to the notice of I&B secretary Amit Khare for his “personal intervention” in the matter.

Earlier on November 9, Women and Child Development Minister Maneka Gandhi wrote to Information and Broadcasting Minister Rajyavardhan Singh Rathore to ensure that a “sensitive and fair system” is put in place at the state-owned AIR to address the sexual harassment complaints.

Siddaganga seer undergoes successful surgery

Dr Shivakumara Swami, the 111-year-old pontiff of Siddaganga Mutt successfully underwent three-hour long liver bypass surgery, informed the sources of Dr Rela Insitute and Medical Centre, Chromepet, Chennai.

Speaking to reporters after the surgery, Dr Ravindra of BGS Hospital informed that the seer will gain his consciousness in few hours.

Dr Mohamed Rela of Dr Rela Insitute and Medical Centre has now set a record by conducting a successful surgery of the 111-year-old seer. Dr Rela had set a record by conducting a successful liver transplant on a five-day-old baby two decades ago.

On December 1 the seer had undergone a surgery wherein stents were implanted to his liver tube at the BGS Gleneagles Global Hospitals in Bengaluru and was discharged recently. However, he is frequently developing an infection with symptoms of fever ever since he underwent stent implantation for the first time in 2016.

Pondy Assembly convened on Dec 14 : Mekedatu Issue

The Puducherry Assembly has been re-convened to meet on December 14 to discuss the Mekedatu issue.

Speaker V Vaithilingam has re-convened the session to meet at 10 AM, according to a communication from the Assembly secretary A Vincent Rayar.

Though it did not mention the agenda of the session, the House is likely to adopt a resolution against the Centre’s approval to the Karnataka government to prepare a detailed project report for the construction of a dam across the Cauvery river at Mekedatu.

DMK and AIADMK legislators had staged protests at the Assembly Speaker’s chamber recently to urge the territorial government to convene a special session to discuss the issue.

Puducherry is among the riparian states of Cauvery and it is feared that if the dam comes up, availability of water for Karaikal farmers would be curtailed.

The announcement comes a day after the Tamil Nadu Assembly adopted a resolution urging the Centre to withdraw permission given to Karnataka to prepare the DPR.

journalists attacked while reporting on ‘illegal mining’

As authorities conveniently turn a blind eye to mining within the eco-sensitive zone around Bannerghatta National Park in greater Bengaluru, journalists trying to cover the illegal activity were allegedly attacked and threatened on Thursday afternoon. Three people have been taken into custody in connection with the incident.

News 9 TV journalist Nabeela Jamaluddin and her colleagues had gone to Tulasipura in Jigani taluk in the outskirts of Bengaluru to report on one crusher unit on Thursday afternoon. It was while leaving the spot that their cab was surrounded by musclemen who blocked their way for 25 minutes. All this while, around six to seven men abused the TV news crew and asked for the footage to be deleted.

“Seven people came and surrounded our car as we were moving towards the main road. They blocked our vehicle and started banging on our windows and threatened us to step out of the car. When we refused to step out, they started banging on our windows again and also threatened my car driver of dire consequences,” a part of Nabeela’s complaint copy reads.

“The goons insisted we delete the footage right in front of them. When we refused to delete it, they continued to threaten and intimidate us by constantly banging on the window and using vulgar language,” she said in her complaint.

“Since mobile connectivity is poor there, we could not reach police officials quickly. It was only after many dropped calls that I could reach the police including Anekal Deputy Superintendent of Police and give our location. But due to the remoteness of the place, it was a little difficult to locate us,” Nabeela told media later on Friday.

Even though the men knew the police approaching, they did not budge. It was only after much persuasion that they agreed to meet at the Bannerghatta Police Station. But the ordeal did not end there. Upon reaching the police station, the police in turn questioned Nabeela and her colleagues as to why where there in the first place, even as the men claimed that the crew had stepped into private property without permission. Nabeela further claimed that the crusher unit did not have necessary paper work from the state pollution control board and other authorities to run as a legal entity, even if they had clearance from the Mines and Geology Department.

“It was at this moment when I lost my cool. They could understand and see my hands were shivering due to the shock but still they were taking the side of the men. Later, after the DySP called, they mellowed down and listened to me,” she added.

Nabeela lodged a formal complaint based on which an FIR was registered by the police. Sections under which the accused were booked include Section 341 (wrongful restraint), 252 (intent of fraud), 504 (insult with intent to provoke breach of peace) and 506 (criminal intimidation) of the Indian Penal Code.

Following the complaint, police have arrested three of the accused— Umesh, Muralu and Shankar and a local court sent them to 15 days in judicial custody.

“The three persons arrested work at the crushing unit. They have been taken into custody and we are continuing our investigation into the incident. So far, action has not been taken against the person running the unit,” a police official investigating the incident told media.

Mining and Geology Minister Rajshekhar Patil has taken cognisance of the incident and ordered a detailed report in the matter.

Reports of journalists being attacked also prompted Bengaluru District Collector Vijaya Shankar to visit the spot on Friday. Speaking to News9, he said, “I don’t think a lot of mining activity has taken place in the recent past. However, our officers have informed me that some amount of crushing activity has taken place. I have given very clear instructions to senior geologists, tahsildars and police that this kind of illegal activity should not be allowed to take place either in the day or night.”

Rampant Illegal mining in the stretch leading to the national park has been going on for two decades, as pointed out by environmental activists with tacit support from all major political parties. But since June 2018, there was a brief halt in the activities as the Karnataka High Court imposed a ban. In July, 15 companies were given permission to resume mining operations in the area.

The Congress on Saturday termed the Enforcement Directorate (ED) searches at the premises of some persons linked to Congress President Rahul Gandhi’s brother-in-law Robert Vadra as “blind vendetta” to settle political scores.

Addressing a press conference at the party headquarters here, Congress Rajya Sabha MP Abhishek Manu Singhvi said: “Facing a complete rout in the Assembly elections in the five states, the Modi government is back to its dirty tricks and malicious tactics.”

Targeting the Bharatiya Janata Party (BJP)-led Central government, he said the Modi government’s mask of anti-corruption crusader lies in shambles with successive scams getting uncovered over the last 54 months and zero action against fraudsters.

“Instead, the only tool which is being employed by the Modi government to hide its massive failures are mudslinging, muckraking and hatchet jobs by the dirty tricks department i.e. CBI or ED, to smear opposition leaders,” he said.

He said the illegal raids on the premises of Vadra and his associates is another episode of these “concerted conspiracies, blind vendetta acts and web of lies” to target the Congress.

His remarks came a day after the financial probe agency on Friday carried out searches at the premises of some persons linked to the firms of Vadra in connection with alleged commissions received by some people in defence deals. The searches were also carried out at the office of Skylight Hospitality in Sukhdev Vihar area of south Delhi.

Slamming the government, the Congress leader said: “All constitutional, legal and administrative norms are being thrown into a dustbin to target and tarnish an individual for sheer and petty political reasons.

He said the Central Bureau of Investigation, ED and Income Tax departments are acting as “slaves and bonded labours” dancing to the tunes of Prime Minister Narendra Modi.

Accusing the BJP of vilifying Vadra, Singhvi said: “In last 54 months, Modi government has let loose a criminal conspiracy to vilify, denigrate and malign Vadra to settle political scores.”

“As all else failed, Modi government has unleashed all its agencies including ED, CBI and Income Tax to victimize Vadra in an utterly malafide manner,” he said.

He also alleged that the ED officers who raided the premises of Vadra’s office and people linked to him had a single line brief to “flout all norms and harass”.

“Yesterday, in a brazen affront to the rule of law and to the Constitution, on the polling day, officers of ED from Jaipur and Delhi raided the office of Vadra at Sukhdev Vihar, New Delhi,” Singhvi said, adding that it continued till Saturday 4.30 a.m.

He said the residence of his associate, his sister and her in-laws at Noida were also raided – all without any FIR or search warrant. The residence of the associate’s sister was also raided. The raids have been carried out in a completely illegal fashion with no employee or lawyer being permitted to enter the premises.

Singhvi said that four employees were also illegally detained for this entire period.

He said that Vadra through his lawyer submitted the last two sets of documents running to over 600 pages to the ED on November 26 and December 5.

Singhvi said the ED officers are being used as personal slaves and political agents of the Modi government to take political revenge against opponents.
