Man commits suicide, posts video on net

A 28-year-old married man committed suicide by hanging himself from the ceiling fan in his house here and posted the live video of his final moments on Facebook, police said on Tuesday.

The deceased was identified as Amit Chauhan, a resident of Haily Mandi near Pataudi, 28 km from Gugugram city.

Police said Chauhan and his wife Preeti had differences over some family issue.

“Preeti left her in-laws home on Monday after a tiff with her husband and called her parents, who took her to their house in a village near Sohna,” police officer Subhash Boken said.

“Anguished, Chauhan hanged himself and the posted a video of the suicide on Facebook,” Boken said.

Chauhan requested his friends on the social site to further share his suicide video.

“The deceased posted two videos… He was also in depression and was being treated at PGIMS Rohtak for the last few months,” Boken added.

“Family members of the deceased on Tuesday cremated the body without informing the police. We are investigating the case,” he added.

The couple have two girl children. No one was arrested for the suicide.

Will return to India most likely in November: Karmapa

Ending speculations of seeking asylum in the US, Tibetan religious head and 17th Karmapa Ogyen Trinley Dorje said he will return to India, most likely in November, as he has undergone medical examinations in the US.

“On the issue of whether I would go back to India or not, personally, I have no special doubts or confusion,” the Karmapa, who escaped as a refugee from China to India in 1999, said in an interview with RFA’s Tibetan Service on Monday.

“That’s why earlier it was planned to go back by the end of June. Prior to going back to India and that too pretty soon, I thought of having talks with the government of India and issue clarifications. It is important because there were a lot of rumours being spread about my stay here.”

“There were even some spreading rumors of me going to China. Therefore, these were matters requiring clarifications and it was imperative to talk and clear the air with the government of India,” the 32-year-old spiritual leader, who heads a 900-year-old lineage of Tibetan Buddhism, said.

According to his interview with RFA’s Tibetan Service, which was translated into English from Tibetan and provided to IANS by His Holiness office, these talks (with the government of India) are going on right now.

“Once, these talks are over and the outcomes are fruitful, I am all set to go to India….I cannot confirm the exact dates. There is a conference of Tibetan religious heads being planned in November in Dharamsala. I consider it important to participate in it. That’s when I am hoping I can go back,” he said.

One reason was to have detailed health checkup and secondly, in these 18 years in India, haven’t had any vacation, said the Karmapa — whose literal meaning is “the one who carries out Buddha activity”.

“And also because of facing all kinds of challenges both inside and outside, had some problems with both body and mind. Therefore, took this opportunity to have a vacation and also to give both body and mind some rest. That’s why stayed here for this long,” he clarified.

The Karmapa fled Tibet and sought refuge in India in January 2000. Ever since, he has mostly lived at the monastery in Sidhbari near Dharamsala.

He is considered the third most important Tibetan religious head after the Dalai Lama and the Panchen Lama.

RBI monetary policy review, Q1 results drag indices lower

Caution ahead of the third RBI monetary policy review along with disappointing quarterly results pulled the key indices of the Indian equity market lower during the late-morning trade session on Tuesday.

The Reserve Bank of India is slated to announce its third bi-monthly monetary policy review statement on August 1.

Besides the review, investors were also cautious about the upcoming macroeconomic data points of Eight Core Industries (ECI) and the fiscal deficit figures.

According to market observers, heavy selling was witnessed in banking, oil and gas and metals stocks.

Around 11 a.m., the broader Nifty50 of the National Stock Exchange (NSE) traded at 11,279.25 points — lower by 40.30 points or 0.36 percent — from its previous close.

The barometer 30-scrip Sensitive Index (Sensex), which opened at 37,534.95 points, traded at 37,346.84 points — lower by 147.56 points or 0.39 percent– from its previous session’s close of 37,494.40 points.

Sensex has so far touched a high of 37,534.95 points and a low of 37,298.75 points during the intra-day trade.

On Monday — the last trade session — both the S&P BSE Sensex and NSE Nifty50 touched their new respective intra-day and closing record highs.

Sexual abuse ‘endemic’ in international aid sector: Report

Sexual abuse of vulnerable women and girls by international aid workers is “endemic” and has been happening for years, with perpetrators easily moving around the sector undetected, a UK government report revealed on Tuesday.

An inquiry heard “horrifying” stories of aid staff sexually exploiting the people they were meant to be helping, including one homeless girl in Haiti who was given $1 by a worker for a nongovernmental organisation (NGO) and raped, CNN quoted the report by the House of Commons International Development Committee as saying.

The scathing report comes after historical allegations of harassment and sexual misconduct by employees of several top NGOs, including Oxfam and Save the Children, surfaced earlier this year.

Those allegations prompted the Committee to launch the inquiry into abuse in the aid sector in February.

Tuesday’s report noted that sexual misconduct by aid workers and peacekeepers had a “documented history stretching back nearly 20 years”.

It also recounted the sexual exploitation and abuse of girls between the ages of 13 and 18 by UN and aid agency staff in refugee camps in Liberia, Guinea and Sierra Leone in 2001.

Abuses ranged from unwanted sexual comments to rape. Victims suffered problems including abortions and exposure to sexually transmitted diseases including HIV/AIDS.

“The power imbalance is predominantly, although not exclusively, men abusing women and girls,” said the report, which warned that the cases that had come to light were likely just the “tip of the iceberg”.

The committee also criticized aid groups for failing to tackle the problem despite being aware of reports of abuse for years.

“Repeatedly, reports of sexual exploitation and abuse by aid workers and/or peacekeepers have emerged, the sector has reacted, but then the focus has faded,” the report found.

Chair of the committee, MP Stephen Twigg, told CNN that the report set out “the collective failure over period of at least 16 years by the aid sector to address sexual exploitation and abuse”.

He said that in effect, organisations had often put “their reputation ahead of women, children and other victims of sexual exploitation and abuse”.

Oxfam Chair of Trustees Caroline Thomson told CNN that Tuesday’s report made for “incredibly painful reading” for Oxfam and the wider aid sector.

“Oxfam exists to help improve the lives of the world’s most vulnerable people; we know we failed to protect vulnerable women in Haiti… We are truly sorry,” Thomson said.

Save the Children UK’s CEO Kevin Watkins said that the organisation had “made mistakes in our own handling of historical sexual harassment complaints from staff in the UK”.

Philippines car bomb attack toll rises to 10

 A powerful car bomb exploded in the Philippines island of Basilan early on Tuesday. The death toll has reached 10, according to military sources.

Earlier the military had put the number of deaths at six in the attack that took place at 5.50 a.m. when a white van was detonated at a military checkpoint in Colonia village in Lamitan City, Xinhua news agency reported.

There is a soldier, five militiamen and four civilians who have died in the attack that appears to have been caused after a vehicle was rigged in the southern island of the country.

A few others also sustained injuries in the attack that the military said might be linked to the Abu Sayyaf group believed to have ties with the Islamic State (IS).

WhatsApp rolls out group calling for voice, video

Facebook-owned WhatsApp on Tuesday rolled out its group calling feature — for both voice and video options — on iOS and Android devices for its 1.5 billion users.

The group calling feature supports up to four people simultaneously.

“You can make a group call with up to four people total — anytime and anywhere. Just start a one-on-one voice or video call and tap the new “add participant” button in the top right corner to add more contacts to the call,” WhatsApp said in a statement.

WhatsApp users currently spend over two billion minutes on calls per day.

“Group calls are always end-to-end encrypted, and we’ve designed calling to work reliably around the world in different network conditions,” WhatsApp added.

At Facebook’s F8 developer conference in May, WhatsApp had announced to bring group calling support on its platform.

The instant messaging service unveiled video chatting in 2016 and voice calling in 2014.

Rains lash Kerala, water rising in Idukki dam

Heavy rains lashed across nine of the 14 districts in Kerala on Tuesday as the Met office forecast that the downpour will continue till Wednesday.

All schools and colleges were closed in the capital district following overnight heavy showers.

A 75-year-old man was electrocuted here as came into contact with a live wire.

Idukki district authorities are keeping a close watch on the rising waters in the Idukki dam, where an “orange alert” has been issued as the water level touched 2,395m.

A red alert would be sounded if the waters reach 2,399 metres, paving the way for opening the floodgates of the dam, which have not been opened since 1992.

Even though the catchment areas of the dam have been receiving rains, the intensity is just one-third of what it was earlier. The authorities, however, are confident that there is nothing to worry about.

The residents living in and around the low-lying areas of downstream have already been alerted.

The district authorities have made elaborate arrangements and a 1,000-strong police force is camping in the area to tackle any eventuality.

Don’t politicise NRC, it is not right: Rajnath

Union Home Minister Rajnath Singh on Monday said the first complete draft of the National Register of Citizens (NRC) that was published on the day, is not the final list and urged the opposition not to politicise it.

“Whatever work is going on in the NRC, is happening under the supervision of the Supreme Court. To say that the government has done it, and it is inhuman and brutal…such allegations are baseless.

“It is not the right thing to say,” Rajnath Singh told the Lok Sabha during Zero Hour.

The first draft comprising the names of 2,89,83,677 people of Assam was published online by the Registrar General of India.

The Minister said: “There is no question of any coercive action against anyone. The NRC process is being carried out with complete fairness and transparency.”

Urging not to create panic, Singh also said that if anyone was not satisfied with the first draft of the NRC, that person would get an opportunity to file claims and objections as per provisions in the law and later also approach the Foreigner’s Tribunal.

“Some people are unnecessarily trying to create an atmosphere of fear. I want to assure all that there is no need for any apprehension or fear. Some misinformation is also being spread.

“The NRC process has been done impartially. Some people may not have been able to submit the necessary documents. They will get the full opportunity through Claims and Objections process.

“Definitely, they will get justice. There is no need to create panic unnecessarily,” Rajnath Singh said.

The senior BJP leader said: “Today NRC draft list has been published in Assam. I want to emphatically say that this is only a draft and not the final NRC.

“I want to clarify that even after the final NRC, every person will get an opportunity to approach the Foreigners Tribunal.”

Around 40 lakh people have been left out of the list. The first list of the NRC process was released in December 31 last year, in which around 1.9 crore people out of the total applications of 3.29 crore people were included.

“People whose names do not figure, they will get the opportunity for claims and objections after August 28.

“They can file it for two-three months based on the deadline which will be fixed. After that its disposal will begin. The Supreme Court will take a decision on it. We cannot do anything about it,” said Rajnath Singh.

“The disposal of claims and objections will take place at the higher administrative level,” he added.

Appealing to the House, the Minister said: “This is a very sensitive issue. Everyone should lend their support. I want to make it clear…you can express your anger…but let me tell you that government is not doing anything…everything is being done under the supervision of Supreme Court.”

“If you are saying so…, then I want to urge the House that the opposition should decide what is government’s role.

Don’t level baseless allegations. Such sensitive issues should not be unnecessarily politicised,” he added.

Dayanidhi Maran to face trial in telephone exchange case

Former Telecom Minister Dayanidhi Maran is to face trial in the illegal telephone exchange case. The Supreme Court on Monday dismissed his plea challenging a Madras High Court order directing the trial court to frame charges against him.

Dismissing the petition by Maran against the High Court order, Justice Ranjan Gogoi, Justice R. Banumathi and Justice Naveen Sinha said: “The allegation is that you were using all this (telephone exchange) for your brother’s business.

Dismissing the plea against the High Court order by Maran and three other BSNL officials, Justice Gogoi said in the order: “We are not inclined to interfere with the High Court order. Since the recording of our views may affect the trial, we refrain to do so.

As one of the officials accused in the matter sought to address the court, the bench said: “Go with your minister. There are serious charges against you.”

NIA searches Asiya Andrabi’s Srinagar house

The National Investigation Agency (NIA) on Monday searched the house of Asiya Andrabi, chief of the women’s separatist group ‘Dukhtaran-e-Milat’ (Daughters of Faith), here.

Police sources said an NIA team assisted by Jammu and Kashmir Police carried out the searches in Buchpora locality.

Andrabi and two of her associates, Fahmeeda Sofi and Nahida Nasreen, were arrested by the NIA and shifted to Delhi on July 6.
