Delhi HC upholds trial court convictions in 1984 anti-Sikh riots

The Delhi High Court on Wednesday upheld a trial court conviction of 89 people for rioting, burning houses and breaching curfew in Trilokpuri area in east Delhi during the 1984 anti-Sikh riots.

Justice R.K. Gauba dismissed the appeals of the convicts who had challenged a 1996 judgment of a Sessions Court which had convicted the 89 arrested on November 2, 1984.

According to the FIR lodged in connection with the Trilokpuri killings, 95 people died in the rioting and 100 houses were burnt, said senior advocate H.S. Phoolka, who has been representing the riot victims.

The 1984 riots followed the assassination of then Prime Minister Indira Gandhi by two of her Sikh bodyguards. Hundreds of innocent Sikhs were killed, mainly in Delhi.

Among the 89 convicts, some died during their appeals and the case against them has abated, police had earlier said.

Convicting all the 89 for various offences including rioting, the trial court sentenced them to five years in jail.

Hanuman Was a Dalit Tribal, Only a ‘Ravana Bhakt’ Would Vote for Congress : Yogi Adityanath

Bharatiya Janata Party’s saffron mascot Yogi Adityanath dragged the “caste” of Lord Hanuman into the poll slugfest in Rajasthan to seek Dalit votes on Wednesday.

The UP chief minister, known for his polarising speeches, said that Hanuman was a Dalit tribal as he appealed to those belonging to his caste to vote for the candidate fielded by the BJP from Alwar.

“Hanuman was a tribal, a forest dweller and was deprived. Bajrang Bali worked to connect all Indian communities together, from north to south and east to west. This was his resolve as it was Lord Ram’s wish. Just like him, we should also not rest till we fulfil that wish,” Adityanath said during a poll rally in Malpura constituency.

The firebrand leader, one of the BJP’s star campaigners in the state, then directed his divisive diatribe at the Congress and said while all ‘Ram-bhakts’ would vote for the saffron party, only those who pray to Ravana would vote for the Congress.

He has been increasingly invoking the name of Lord Ram in poll-bound states amid the growing clamour from Hindu outfits and some BJP leaders to start the construction of a Ram Mandir in Ayodhya.

Analysts see this as BJP’s two-pronged strategy to appeal to a wide base of voters – Adityanath is employed to reinforce Hindutva narrative while Prime Minister Narendra Modi projects himself as the man for development.

This is not the first time that Adityanath has tried to use Hanuman to seek votes. Earlier this month too, he had claimed that he was a Dalit tribal as he sought to forge a direct connection with voters in tribal dominated state of Chhattisgarh.

“Hunuman sabse bade adivasi hain, vanvasi hain…,” Yogi had said in the state, adding, “When Lord Ram was on vanvaas, he helped the local tribals from the terror of demons. Just like Ram did in Treta Yug, the BJP is also aiming to bring Ram Rajya in the state.”

Sushma Swaraj makes a big statement on India-Pakistan relations

It doesn’t mean the bilateral dialogue will start because of this, terror & talks can’t go together, ” said EAM Sushma Swaraj

“I feel extremely grateful and privileged to be able to make this pilgrimage. This was a long-standing demand of the Sikh community. Express gratitude also to Pakistan government,” said Union Minister Hardeep Puri before leaving for Pakistan for Kartarpur Corridor  foundation stone laying ceremony.

Earlier Punjab Cabinet minister Navjot Singh Sidhu said, “The Kartarpur Corridor would promote peace and erase “enmity” between India and Pakistan and create infinite possibilities between them, including the resumption of cricket ties.”

The 4-km-long corridor will connect Dera Baba Nanak in India’s Gurdaspur district with Gurdwara Kartarpur Sahib Narowal in Pakistan. The corridor will provide visa-free access to the Indian Sikh pilgrims to the gurdwara

Prime Minister Imran Khan will perform the groundbreaking of the corridor on Wednesday.

Sidhu thanked Khan for making this corridor possible which he said will help promote peace between the two countries.

Elderly man found murdered in Delhi

An elderly man was found murdered at his south Delhi residence on Wednesday, police said, adding that his absconding domestic help is the prime suspect.

The incident was reported to the police by the grandson of the deceased, identified as Chandrabhaan, 92. He was found murdered in Malorband area, Deputy Commissioner of Police Chinmoy Biswal said.

“Chandrabhaan stayed with his family on the ground floor. It was found that he was strangled to death,” Biswal said.

“The domestic help is at large. A hunt is on to nab him. The house was also ransacked,” the officer added.

India needs smart laws to run smart cities: Experts

A forum of researchers, architects, urban planners and lawyers on Tuesday emphasised on the importance of bringing necessary changes in India’s legislative framework to aid sustainable urbanisation and develop smart cities in the country.

The legal experts, gathered at a conference here on sustainable urban development, organised by the Heidelberg University of Germany, and Observer Research Foundation, Delhi, said changes in the law are “absolutely necessary” to make the Union government’s Smart Cities Mission effective and successful.

“The Special Purpose Vehicle (SPV) Act in the country has many loopholes in questions of accountability factors which need to be fixed. The act lacks democratic character of our Constitution. Also, it lacks the mechanism for grievance redress system,” Uday Shankar of IIT-Kharagpur said during his adress on the first day of the two-day conference.

The professor, who did a comparative study of the Special Purpose Vehicle Act and the Jharkhand’s Municipal City Act of 2011, felt the municipal act should be better framed to deal with issues of urbanisation than the SPV Act of Smart Cities Mission.

Lawyers Subhadip Biswas and Ranajit Roy said there is a need for a new set of laws to take care of the post-construction period. They said laws should be framed in accordance with Article 13 of the Indian Constitution.

“Respective laws concerning issues regarding smart cities needed to be amended in accordance with the Article 13 to make implementation of smart city policies in accordance with the Smart Cities Mission,” the lawyers said.

The two day conference was co-organised by IIT Kharagpur, Impact and Policy Research Institute (IMPRI), Delhi, University of Calcutta and IGCC with support from Friedrich Naumann Stiftung.

Talking about the issues of mobility in smart cities, ORF Kolkata Director Ashok Dhar said the government should stop thinking about holistic mobility development and focus on local-level comprehensive mobility planning.

He also said lack of clarity among the policy-makers and the ministers would affect investment in the country, especially in the automobile and petroleum sectors and felt “excessive dependence on Electric Vehicles will only replace our dependence from oil to lithium, which also needs to be imported and whose prices are escalating rapidly.”

KCR bothered about his own family, says Sushma Swaraj

 External Affairs Minister and senior BJP leader Sushma Swaraj on Wednesday alleged that Telangana Chief Minister K. Chandrashekhar Rao was bothered about his own family and that he forgot the martyrs of Telangana.

She said though Telangana state was formed because of the sacrifices of thousands of youth, power in the new state remained confined to the Telangana Rashtra Samithi (TRS) chief and his four family members.

Sushma Swaraj was in Telangana to campaign for the BJP for next month’s Assembly elections.

“KCR forgot the martyrs whose sacrifices resulted in the formation of Telangana state,” she told the media.

“He remembered only his family. KCR is Chief Minister, his son and nephew are Ministers, his daughter is Lok Sabha member and his niece is Rajya Sabha member,” she said.

The BJP leader said that while 2,000 youth sacrificed their lives for the sake of Telangana, KCR recognized only 400 as martyrs and failed to fulfill even the promises made to them in the previous elections.

She said that the BJP extended its support to the demand for Telangana when the chips were down.

She found fault with the kind of language being used by KCR against Prime Minister Narendra Modi. She said that political parties should not treat their rivals as enemies and should exercise restraint while speaking.

Sushma Swaraj denied that the BJP had a secret understanding with TRS. She said the rumours were being spread by those who want to damage the BJP’s credibility. “Whatever we do, we do it openly.”

16-yr-old girl killed for refusing to marry

For 16-year-old Keerthana, life had become troublesome after her relative Naveen (28) had been stalking her for months. However, tragedy struck on Wednesday morning when Naveen followed her to school and hacked her to death in broad daylight.

“Three to four years ago, Keerthana’s sister got married to Naveen’s brother. Ever since, Naveen has been pestering Keerthana’s family that once she turns 18, the family would have to get her married to him,” the Doddaballapura Town Police said.

However, Keetrhana staunchly opposed the match and had dreams of pursuing higher studies. “She had refused to marry him multiple times. Every time they would fight about it, Naveen would tell her parents and they would pacify him by saying that she is still a girl. They had planned to get her married to him after she turned 18 years,” the police added.

Keerthana stood her ground and told her parents that she would never marry Naveen. “He began stalking her a few months ago and would constantly harass her and force her to be in a relationship with him. Keerthana felt that he was too old for her and she did not like his behaviour. She had told him that she would never marry him,” the police added.

When the stalking persisted, Keerthana had allegedly approached the Doddaballapura Police three months ago in order to scare Naveen. “She wanted him to stop stalking her and leave her alone. She, however, did not want to file a complaint then. She had requested the police to warn Naveen,” the police said.

Soon after, Keerthana noticed that Naveen would not come by her school every day and the persistent harassment had stopped. “But Naveen had not stopped stalking her. He just did not go up to her and talk or harass her. But the stalking continued. Naveen began to suspect that Keerthana was in a relationship with another man,” the police said.

On Wednesday morning, Naveen followed Keerthana to school and a few meters away from the school gate, he allegedly confronted her and voiced his suspicion. Police say that a loud argument broke out between the two on the street. “According to a few witnesses, Keerthana allegedly told Naveen that she would rather die than get married to him. She also told him that she would never marry him or be in a relationship with him,” the Doddaballapura police said.

Naveen then took out a sickle, which he brought along with him and hacked Keerthana’s neck and ran away. Passers-by noticed the young girl lying face down on the street with blood all over her and immediately called an ambulance.

The police and ambulance arrived and rushed her to a nearby hospital. “Naveen, meanwhile, had gone back home and consumed poison. He was rushed to the hospital and is recovering now. Keerthana was declared brought dead,” the police said.

A case of stalking and murder has been registered at the Doddaballapura Town Police Station.

Parts of Bengaluru to face power cut problem over 5 days

The Bangalore Electricity Supply Company Limited (Bescom) has announced that power supply will be interrupted in phases for a maximum of seven hours for five days from November 29 to December 3 between 10am to 5pm in many localities of southeastern part of the city.  Bescom officials attribute this scheduled power cut for quarterly maintenance work to be carried in two sub-stations of Koramangala and Challaghatta Valley and Austin Town areas.
Areas that will be affected will include Ejipura, Nadughatta, Sundari Memorial School area, Vivek Nagar, Rama Temple Road area, Srinivagilu, ST Bed area, Austin Town, Neelasandra, Munegowda Garden, Anepalya and other surrounding locations.
A senior Bescom official said, “All the areas won’t have power cuts at the same time and all the days necessarily. Power outages will be at a transformer level.”
In addition to these seven-hour outages, there are recurrent power outage for 1-2 hours or more across the city for small-scale maintenance work or fixing faults, as announced by Bescom through its social media channels.
Since Wednesday morning, seven such incidents were acknowledged by Bescom affecting areas like HSR Layout 6th sector, AECS Layout, Singasandra, Ramamurthy nagar , Kalkere main road, Hoysala nagar,  Srinivaspur, Kogilu Village, Yelahanka Old Town, Bagalur road, Manjunath Layout, Munekolala among other areas.

Former JD(S) MLA HS Prakash passes away

Hassan Sanniah Prakash, former JD(S) MLA from Hassan died on Tuesday in Bengaluru at the age of 67. He had been admitted to a hospital in the city and was undergoing treatment for a chronic illness. According to reports, the four-time MLA died due to multiple-organ failure.

Prakash began his career in politics in 1980 as a member of the Hassan City Municipal Council (CMC) and was even the president of the same between 1985 and 1987. Later in 1994, he was elected to the Legislative Assembly, when he stood from Hassan. He lost the seat in 1999, but he contested again in 2004 and this time secured his position in the Assembly.

He went on to retain the seat in the 2008 and 2013 polls, but lost the Hassan seat in the May 2018 polls to BJP’s Preetham Gowda. His health problems first began peaking during his fourth term as an MLA, but he recovered soon after and was able to contest the elections earlier this year.

He had also been a chairman of the Sanjeevini Co-operative Hospital in Hassan’s KR Puram since 2001.

Having been a loyal JD(S) member throughout his political career, Prakash is known to be a close associate of JD(S) National President, HD Deve Gowda. Deve Gowda and his wife, Chennamma, paid their last respects to Prakash in Bengaluru on Tuesday following Prakash’s death. Chief Minister HD Kumaraswamy is expected to visit Hassan on Wednesday to pay homage to the late, former MLA.

His mortal remains have been kept at the Deputy Commissioner’s office for those wanting to visit him and pay their respects. Prakash’s last rites will be conducted on Wednesday afternoon.

Prakash is survived by his wife, Lalithamani and their three children. His brother, HS Anil Kumar is the former president of the Hassan City Municipal Council (CMC).

India not to attend Saarc Summit in Pakistan

India won’t attend the proposed Saarc Summit in Pakistan and there will be no dialogue with Islamabad until it stops sponsoring terrorism, External Affairs Minister Sushma Swaraj announced on Wednesday.

Sushma Swaraj made it clear that New Delhi will not participate in the Saarc summit and it was not responding to an invite from Pakistan for Prime Minister Narendra Modi for the gathering of South Asian leaders.

“As I said, unless and until Pakistan stops terrorist activities in India, there will be no dialogue and we will not participate in Saarc,” she told the media here.

Modi will be invited to Pakistan for the South Asian Association for Regional Cooperation (Saarc) Summit, Foreign Office spokesman Mohammed Faisal said on Tuesday.

The Saarc Summit of 2016 which was to be held in Pakistan was cancelled after India boycotted the event, triggering a pullout by Afghanistan, Bangladesh and Bhutan.

Sushma Swaraj said on Wednesday that talks and terror cannot go together.

She said that although India welcomed the development of the Kartarpur corridor for Sikh pilgrims, it would not have any dialogue with Islamabad till it stopped sponsoring terrorism.

“Bilateral dialogues and Kartarpur corridor are two different things. I am very happy that for the last 20 years, rather many years, the government of India has been asking for this Kartarpur corridor and for the first time Pakistan responded positively,” she said.

“But that doesn’t mean that bilateral dialogue will start… We always say terror and talks can’t go together. The moment Pakistan stops terrorist activities in India, the dialogue can start. The dialogue is not connected with only Kartarpur corridor,” she added.

Sushma Swaraj said she could not attend Kartarpur ceremony because she was tied up with a visit to Telangana.

She refused to comment on Punjab Minister Navjot Singh Sidhu’s participation in the ceremony related to the corridor opening and referred to his statement that he was going there in his personal capacity.

The Minister said it was for the Punjab Chief Minister and Congress party to comment on Sidhu’s participation.

Union Ministers Harsimrat Kaur Badal and Hardeep Puri are in Pakistan to attend the ceremony. Pakistan Prime Minister Imran Khan will perform the ground breaking ceremony for the project near the Kartarpur Sahib gurdwara, where Sikhism’s founder, Guru Nanak Dev, spent the last 18 years of his life.
