Truck slapped penalty of over Rs 2 lakh for MV Act violations in Delhi

September 13, 2019 by Nasheman

Truck slapped penalty of over Rs 2 lakh for MV Act violations in Delhi

The driver and the owner of a truck were slapped a total fine of over Rs 2 lakh in the national capital, perhaps the highest in the country so far, for various offences under the tweaked Motor Vehicles Act, including overloading and driving without a proper licence, a Delhi Transport Department official said on Thursday.

The truck, having a Haryana registration number, was challaned by an enforcement team of Transport Department on the GT Karnal Road on Wednesday evening, the official said.

Since the implementation of the amended MV Act on September 1, this is the highest amount of fine imposed for violation of norms in Delhi. Earlier, a truck from Rajasthan was challaned with a fine of Rs 1.41 lakh for overloading and other offences.

The enforcement team challaned the truck for a total amount of Rs 2,00,500 for various offences. These included not having a driving licence, pollution under test (PUC) certificate, registration certificate, fitness test, insurance, permit violation and not wearing seat belt, the official said.

The truck was slapped a penalty of Rs 20,000 for overloading, with an additional fine of Rs 36,000 for carrying 18 tonnes above the permissible limit. Each extra tonne of overloading carries a fine of Rs 2,000 under the amended Act, he added.

The total amount of penalty included Rs 1,31,000 for violation of traffic norms and Rs 69,500 on the truck owner. The penalty was paid at the Rohini court on Thursday, the official said.

Modi’s presence at ISRO could have proved ‘bad omen’ for Vikram moon lander: HD Kumaraswamy

Modi's presence at ISRO could have proved 'bad omen' for Vikram moon lander: HD Kumaraswamy

Former Karnataka Chief Minister H D Kumaraswamy stoked a major controversy on Thursday by suggesting that Prime Minister Narendra Modi’s presence at the ISRO headquarters on September 6 could have proved a ‘bad omen’ as the soft landing of moon lander Vikram failed.

“I don’t know but probably the timing of his stepping in there could have brought a bad omen to ISRO scientists,” Kumaraswamy said at a press conference in Mysuru.

He went on to add that Modi came to Bengaluru on Sept 6 night to send across a message to the people of the country that he was behind the launch of Chandrayaan.

However, the project was the outcome of the scientists and the UPA government during 2008-09, he asserted.

“Poor scientists had toiled for 10 to 12 years. The cabinet approval for Chandrayaan-2 was given in 2008-09 and accordingly the funds were released the same year.

“He (Modi) came here to seek publicity as if he was behind the launch of Chandrayaan-2,” Kumaraswamy alleged.

In a setback to the lunar mission Chandrayaan-2 launched on July 22, the soft landing of Vikram lander on the lunar surface did not take place as planned on September 7 morning as the module lost communication with its earth station.

The Prime Minister had specifically arrived in Bengaluru to witness the event with the ISRO team.

Explaining the ‘helplessness’ of Chief Minister B S Yediyurappa before the Centre on all matters, Kumaraswamy said no one in the state government and the centre had the guts to approach the Prime Minister for anything.

One example of this was the manner in which the Prime Minister indicating to the Chief Minister and other union ministers present at the ISRO headquarters to leave on the intervening night of September 6 and 7, he alleged.

“The chief minister (Yediyurappa) and a deputy chief minister had gone there… two to three union ministers too accompanied him.

In a sign message, he (Modi) indicated them to leave the place, telling them there was no need for them to be there.

These people returned with their tails between their legs. This is the condition of the government that represents our people,” Kumaraswamy said.

Former Karnataka CM HD Kumaraswamy in Mysuru: PM came to Bengaluru to give a message that he himself was landing Chandrayaan-2, scientists worked hard for 10-12 yrs, he came just for sake of advertisement. Once he stepped in ISRO Centre, I think it became bad luck for scientists

ED grills Congress leader D K Shivakumar’s daughter for over 7 hours

ED grills Congress leader D K Shivakumar's daughter for over 7 hours

New Delhi: Aishwarya, daughter of Congress leader DK Shivakumar, arrives to appear before the Enforcement Directorate (ED)

New Delhi, Sep 12: The Enforcement Directorate questioned Congress leader D K Shivakumar’s daughter Aishwarya for over seven hours here on Thursday in connection with its money-laundering probe against the politician from Karnataka, officials said.

They said the 22-year-old management graduate was questioned and her statement recorded under the Prevention of Money Laundering Act (PMLA).

She arrived at the agency’s office in Khan Market around 10.30 am and left at 7.30 pm.

Aishwarya is also understood to have been confronted with documents and statements made by her father with regard to a trip to Singapore they are reported to have made together in 2017, the officials said.

She also submitted certain personal financial documents to the agency.

Aishwarya is a trustee in an education trust floated by her father.

The trust, holding assets and businesses worth crores, operates a number of engineering and other colleges and Aishwarya is the main person behind them, they said.

The former Karnataka minister was arrested by the ED on September 3 and is in the agency’s custody.

The central agency in September last year registered a money-laundering case against Shivakumar, Haumanthaiah, an employee at the Karnataka Bhavan in New Delhi, and others.

The criminal case was filed based on an Income Tax Department charge sheet filed against Shivakumar and others before a court in Bengaluru for alleged tax evasion and hawala dealings.

Shivakumar will be produced before a local court here on Friday after expiry of his nine-day ED custody.

Karnataka: Former Minister says attempts were made to tap his phone

Karnataka: Former Minister says attempts were made to tap his phone

JD(S) MLA and former Minister S R Srinivas on Thursday alleged that his phone was tapped during the tenure of the coalition government headed by H D Kumaraswamy, despite him being the part of the administration.

“Whoever has done things that are illegal should be punished… according to my information, phones were getting tapped…whoever has committed mistake has to be punished mercilessly,” he told reporters in Tumkur.

Asked whether it was done at the behest of Kumaraswamy, he said he was not aware of it.

“I don’t know whether Kumarawamy or officials were behind it. I had information phones were getting tapped. As soon as I got to know, I changed my number.

During the coalition government (tenure), despite me being part of the government, my phone was tapped,”he alleged.

Chief Minister B S Yediyurappa had last month handed over the alleged phone tapping case to CBI, as signs of the scandal gained political steam ever since disqualified JD(S) MLA A H Vishwanath dropped the political bomb, accusing the Kumarswamy government of tapping phones and spying on more than 300 people, including him.

Congress leaders, including Siddaramaiah, M Mallikarjuna Kharge and home minister in the alliance government M B Patil, had sought a probe, while several BJP leaders had directly accused Kumaraswamy of being behind the episode to save his government, which was then rocked by dissidence within.

Srinivas also hit out at Kumaraswamy for not attending the protest rally organised here on Wednesday by several Vokkaliga outfits against the arrest of senior Congress leader D K Shivakumar.

“We had gone there as a leader of the community was in trouble and the community was protesting against it. Probably he (Kumaraswamy) didn’t have that feeling and so he didn’t come.

It is not something for which an invitation has to be extended. It is the community’s work.

Did we give an invitation to about 25,000 people who came for the protest yesterday?” he asked and said “personal ego” should be set aside on the community issue.

Kumaraswamy on Wednesday had cited not getting an invite as the reason for his absence from the protest rally.

Thousands of people, mostly from the Vokkaliga community, had thronged the state capital to express solidarity with Shivakumar, an influential senior Karnataka Congress leader and former Minister.

Kumaraswamy, who also hails from the community, was conspicuous by his absence at the protest, that was largely seen as as a show of strength of the community, dominant in old Mysuru or southern Karnataka region.

Shivakumar, a key minister in the Congress-JDS coalition government headed by Kumaraswamy that collapsed after losing majority in July, was arrested on September 3 by the Enforcement Directorate in a case of alleged money laundering and has been in its custody since then.

Deve Gowda indicates JDS is keen on continuing alliance with Congress

September 13, 2019 by Nasheman

Deve Gowda indicates JDS is keen on continuing alliance with Congress

After engaging in a blame game over the collapse of their coalition government, JD(S) patriarch H D Deve Gowda on Thursday indicated his party is still open for continuing its alliance with the Congress.

“To get rid of the bad situation in the country, we have to keep aside our personal jealousy,” he told reporters here in an apparent attack on the BJP-led NDA rule without naming it.

Gowda hinted he was open for an alliance with the Congress in 17 assembly constituencies, where bypolls have been necessitated following the disqualification of rebel MLAs, but said it all depended on the decision of the national party’s interim president Sonia Gandhi.

In the bypolls, the JD(S) was not inclined to contest all the constituencies as the Congress was more stronger on many of the segments, he said adding it was for Sonia Gandhi to take the decision.

He said she cannot decide without consulting Karnataka Congress leaders.

I don’t know what is the stand of the local leaders, I have not discussed with anyone every one knows about developments that are happening in the country. so if they come to a decision, if local leaders of that party come to a consensus, we will give cooperation I have said. There is nothing to misinterpret, he added.

Gowda and Congress strongman in the state Siddaramaiah had traded charges, blaming each other for the collapse of the H D Kumaraswamy-led coalition government in July after it was rocked by dissidence.

Both Congress and JD(S) leaders have also been non- committal over the continuation of the alliance after the fall of the coalition government.

Congress leaders including state party chief Dinesh Gundu Rao and Siddaramaiah, who is the Congress legislature party leader, have maintained that continuation of alliance will be decided by the high command.

However, several top leaders of the party on condition of anonymity had recently said the entire rank and file of the party were happy to end the partnership with JD(S).

The two parties, considered arch rivals, especially in old Mysuru region, had bitterly fought against each other during the 2018 assembly polls but came together to form a post-poll coalition following a hung verdict.

However, the alliance was not accepted by lower level leaders and the cadres of both the parties and this culminated in the open revolt by 17 MLAs of the combine and the fall of the government, paving the way for BJP’s return to power.

The then assembly Speaker Ramesh Kumar had disqualified 17 Congress-JD(S) MLAs under the anti-defection law. They have challenged it in the Supreme Court.

On the three seats represented by the JDS, Gowda said he would field candidates based on local leaders’ decision.

Referring to the criticism of JDS by Congress leaders, including Rahul Gandhi and Siddaramaiah, during the assembly elections that it was a “B” team of BJP, Gowda said no one now say so. “…it is a gone thing now. I gave cooperation despite all these things.

“The point is both the parties had suffered badly on account of remarks against each other (during 2018 assembly polls), what was the use? They had 130 seats with them (in the previous assembly), they got reduced to 78,” he said.

PM, says “puri film toh abhi baaki hai”Govt’s achievements in 1st 100 days just a ‘trailer

September 13, 2019 by Nasheman

Govt's achievements in 1st 100 days just a 'trailer':PM, says “puri film toh abhi baaki hai”

Ranchi: Prime Minister Narendra Modi on Thursday said development and the fight against corruption and terrorism during the first 100 days of the NDA 2.0 government was just a “trailer” of a fast-paced film, adding “puri film toh abhi baaki hai”, suggesting more concrete steps are on the anvil.

Modi also took a dig at former Union Finance Minister P Chidambaram, saying some people facing allegations of corruption have already been put in their “rightful place”, a reference to him being sent to jail early this month.

The prime minister was speaking in Ranchi in poll-bound Jharkhand after launching a slew of measures including ambitious pension schemes for farmers, shopkeepers and self-employed persons. He also inaugurated a new building complex for the state Assembly and a multi-modal cargo terminal, which is expected to ease transportation in the mine-rich region.

“Those who thought they are above law and above courts of the country are now approaching courts praying bail; some people have already gone inside (jail) which is their rightful place.

“Development is our pledge and commitment; never has the country seen such acceleration in development,” Modi told a public meeting at Prabhat Tara maidan now renamed as Jagannath maidan here. Chidambaram is lodged in Tihar jail in Delhi after the senior Congress leader was sent to two-week judicial custody by a court in the INX media corruption case filed by the CBI. The former minister has denied the allegations against him.

“In sabhi mamlo mein, desh ne abhi sarkar ka bas trailer dekha hai, puri film toh abhi baaki hai”. (The country has just seen the ‘trailer’ of the functioning of the government(in 100 days), the entire film still remains to be seen.)

The prime minister also reiterated his commitment to securing the dignity of Muslims, citing the passage of the triple talaq bill in the first session of Parliament during the tenure of Modi 2.0 government.

Talking about the two newly formed Union Territories of Jammu and Kashmir and Ladakh, Modi said, “We aim to bring about development in J&K and Ladakh, the work for which has begun in the first 100 days of NDA 2.0.”

Modi also described the BJP-led National Democratic Alliance (NDA) as kaamdaar’ (work oriented) and damdaar’ (strong).

He referred to how Jharkhand earlier lacked transparency and witnessed scams, but Chief Minister Raghubar Das made efforts to bring transparency in the last nearly five years.

Modi’s words of praise of his party government comes ahead of the state assembly elections in Jharkhand due later this year.

Reeling out figures related to different welfare projects launched by the government, he said 44 lakh people availed benefits under the ‘Ayushman Bharat’ health insurance scheme in the last one year.

The world’s largest health insurance scheme was launched by the prime minister from Jharkhand last year.

More than two crore houses were constructed under Pradhan Mantri Awas Yojana and two crore more houses are under construction in the country, besides constructing 10 crore toilets and giving free LPG connections to eight crore beneficiaries under ‘Ujjwala Yozana’, he said.

About the planned schemes in the state, Modi said Jharkhand will get a new identity through the Multi-Modal Terminal at Sahibganj, which will connect Bangladesh, Nepal and the North-East areas.

The prime minister said that pension schemes for the people working in the unorganized sector, farming and small trading units have been introduced.

The government will spend Rs one lakh every year on the tribal students education, he said.

After its bifurcation from Bihar in 2000, the tribal dominated state of Jharkhand will now have its own well-equipped assembly building to carry out legislative functions.

The three-storey building has been constructed at a cost of Rs 465 crore.

It is dubbed as the first paperless Assembly in the country.

Modi dedicated “Pradhan Mantri Kisan Maan Dhan Yojana” that will help small and marginal farmers by providing a minimum pension of Rs 3,000 per month, on attaining the age of 60 years.

Farmers who are currently between 18 and 40 years of age can apply for the scheme.

The ‘Pradhan Mantri Laghu Vyapari Maan Dhan Yojana’, a pension scheme for shopkeepers and retail traders was also launched.

Another ‘Swarojgar’ pension scheme was also rolled out for self-employed persons.

Under both the schemes, beneficiaries between 18 and 40 years will get Rs 3,000 per month after completing 60 years of age.

The cargo terminal, which was inaugurated online by the prime minister from here, has been built by Inland Waterways Authority of India on River Ganga at Sahibganj.

It has a cargo storing capacity of 30 lakh tonnes per year, a stockyard and parking and berthing space for two vessels.

Modi laid the foundation stones online for 462 Eklavya Model Schools across the country, of which 69 will be established in 13 of Jharkhand’s 24 districts.

The foundation for a new building of Jharkhand Secretariat was also laid by the prime minister.

The new secretariat building in the state capital will come up at an estimated cost of Rs 1,238.92 crore.

Karnataka to step in, trim fines for traffic violations

September 12, 2019 by Nasheman

Karnataka all set to slash them by up to 90 per cent; notification on new fines for select traffic violations expected within a week.

Traffic policemen check motorists

BENGALURU:  Motorists in Karnataka may get some respite from the hefty fines for traffic violations, after all. Taking a cue from Gujarat, which slashed some of the fines on “humanitarian grounds”, Chief Minister B S Yediyurappa is looking to follow suit. Deputy Chief Minister and Minister for Transport Laxman Savadi said the state will write to the Centre seeking relief from the revised hefty traffic fines.

The Centre’s decision to hike fines manifold had received backlash and support alike from citizens. After much pressure from citizens over the “unrealistic” fines, the state is now all set to slash them by up to 90%. A fresh notification on the new fines for select traffic violations is expected to be announced within a week.

“We welcome the Gujarat government’s decision to reduce the fines. I have instructed our officials to implement a similar order here. Within a couple of days, fines will be reduced in Karnataka too. We are yet to study the Gujarat notification. We will review it and then act,” Yediyurappa told reporters after a meeting of Transport department officials.  While the state may have no say in altering fines for offences like jumping signals or drunken driving, they can decide on fines for other violations like not wearing helmet, parking offences, not carrying vehicle documents, etc.

“We intend to ensure proper implementation of traffic rules, but without burdening the common man with hefty fines. We will get the Gujarat notification and come up with something similar,” Laxman Savadi said. The state government’s move comes after massive social media outrage and shocking stories of commuters being slapped with heavy fines.

The CM, in a series of meetings with officials of revenue, transport, excise, commercial tax, stamps and registration, mines and geology departments, reviewed revenue receipts so far. Commercial tax department whose revenue target is Rs 76,046 crore this fiscal, has so far collected Rs 33,618 crore, a rise of 20.3% compared to the same quarter last year. In total 8,16,573 companies have been registered under GST, the CM said. The excise department has collected Rs 9,145.36  crore between April 1 and August 30, achieving 43.65% of the Rs 20,950 crore target for 2019-2020.

The transport department has seen a dip in revenue, failing to achieve a target of Rs 2,750.82 crore by August-end. “Purchase and registration of vehicles have fallen by 10.34% leading to a dip in revenues,” Yediyurappa added. Stamps and registrations department has received revenues of Rs  4,620.30 crore, bettering its target of Rs 4,574.51 crores for August. Mines and geology department, which has a revenue target of Rs 3,550 crore, has so far collected Rs 1,314 crore and the state hopes to achieve its targets by the end of the fiscal year.

What they said

Just because one state government is reducing it we shouldn’t follow the same. If it is done, violators are going to continue breaking traffic rules
M N Srihari, traffic expertNew fines will help reduce traffic violations. This was an excellent move. It should continue this way
Arun Menon, traffic volunteer from KR Puram

Some of the fines are higher than a freshers salary. Paying Rs 10,000 for drunk driving is a joke fair.

Sonia Gandhi slams BJP government over economic slowdown, alleges vendetta politics

September 12, 2019 by Nasheman

A party source said that she also recalled the UPA regime’s achievements in dealing with the economic slowdown between 2007 and 2009.

Sonia Gandhi

NEW DELHI: Congress interim President Sonia Gandhi on Thursday attacked the BJP government over economic slowdown and accused it of indulging in vendetta politics.

According to Congress sources, Sonia said this while addressing the meeting of party general secretaries, state in-charges, state unit chiefs and others here on Thursday.

A party source said that she also recalled the UPA regime’s achievements in dealing with the economic slowdown between 2007 and 2009.

“She told party leaders that our government had taken out the economy from the slowdown during economic recession,” the party source said.

She also recalled how during UPA regime the Congress government was able to generate jobs.

The party source said that slamming the government over the economic slowdown, Sonia Gandhi told the party leaders that the government has been unable to save the jobs in several sectors.

He said, “Sonia Gandhi also said that the resilience and resolve of Congress is being tested today. And we need to go to people.”

This is the first meeting of Sonia Gandhi with senior party leaders, a month after she was appointed the party chief.

Her son and former Congress chief Rahul Gandhi stepped down from the top post taking moral responsibility of party’s loss in the Lok Sabha polls.

Yogi Adityanath government puts up stray cows for adoption

September 12, 2019 by Nasheman

The scheme called the ‘Nirashrit/Besahara Govansh Sahbhagita Yojana’ was introduced on August 8 for management of stray cattle.

UP CM Yogi Adityanath

LUCKNOW: The Yogi Adityanath government in Uttar Pradesh is now offering cows for adoption. This is being done to check the growing problem of stray cows.

The state government will pay a sum of Rs 30 per day to the person who adopts a cow for maintenance. People living in semi-urban and rural areas can adopt up to four stray cows, bulls and calves.

The scheme called the ‘Nirashrit/Besahara Govansh Sahbhagita Yojana’ was introduced on August 8 for management of stray cattle, but the execution order was issued on September 9.

The response has been overwhelming with the Lucknow administration having received 1,500 applications by Wednesday evening.

Chief veterinary officer Tej Singh Yadav said, “We have received 1,500 adoption applications, mostly from farmers and landless daily wage earners. The scheme will add to their income and will help control stray cattle, responsible for damaging crops in villages and causing accidents in city.”

Of the 24,940 animals caught so far in Lucknow district, 9,079 have been ear-tagged and are available for adoption.

Over 4,400 are available with Lucknow Municipal Corporation (LMC), followed by 895 in Mohanlalganj, 833 in Maal and 789 in Malihabad blocks in the state.

According to LMC director (animal welfare) Arvind Rao, “The process of verification is underway and we will hand over the animals to deserving applicants in 15 days.”

The state veterinary department will also conduct regular inspection of foster homes. “If an animal is sick, the owner will have to inform the department, which will arrange for free treatment. However, in case of death, a post-mortem will be done to ascertain the cause and action will be taken if there is a foul play,” he explained.

Officials denied that Rs 30 per day was insufficient to feed a cow and said that non-crop fields on the outskirts of the city would allow foster homes to easily feed the adopted animal. The money can be saved. It will be an additional source of income for the poor families, they said.

The animals are being ear-tagged for easy identification if abandoned after adoption.
