Goa CM faces flak for asking parents of rape victims why were their daughters ‘out so late’

PANAJI: Under pressure from the opposition over the gang rape of two minor girls on a beach, Goa Chief Minister Pramod Sawant is facing flak for remarking in the state Assembly that parents need to introspect on why their children were on the beach late at night.

“When 14-year-olds stay on the beach the whole night, the parents need to introspect. Just because children don’t listen, we cannot put the responsibility on the government and police,” Sawant had said on Wednesday, during a debate on a calling attention notice in the House.

Sawant, who also holds the home portfolio, had said parents have a responsibility to ensure the safety of their children and hinted that they should not let their children, particularly minors, out at night.

Goa Congress spokesperson Altone D’Costa on Thursday said the law and order situation in the coastal state has deteriorated.

“Why should we fear while moving around at night? Criminals should be in jail and law abiding citizens should be out freely moving around,” he said.

“The safety of citizens is the responsibility of police and state government. If they can’t provide it to us, the CM has no right to sit in the post,” he added.

“It is shocking that @goacm is blaming parents for allowing their children to venture out in the night claiming that it is not safe. if State govt can’t assure us our security, who can give it? Goa has a history of being safe state for women, that tag is being lost in @BJP4Goa rule,” tweeted Independent MLA Rohan Khaunte.

“We directly blame police, but I want to point out that of the 10 youth who went to the beach for a party, four stayed on the beach the whole night and the remaining six went home,” Sawant had said in the House.

“They were on the beach the whole night, two boys and two girls,” said Sawant.

Teens, particularly minors, should not be spending the nights on beaches,” he added.

Four men, one of them a government employee (a driver with the agriculture department), posed as policemen and raped the two girls after beating up the boys who were with the girls on Benaulim beach, around 30 km south of Goa’s capital, on Sunday.

All the four accused have been arrested, Sawant told the Assembly.

During the discussion in the House yesterday, an MLA had claimed that an “influential person” was trying to protect the accused, while another opposition member had alleged that a minister was calling the police and trying to influence the investigation.

Speaker Rajesh Patnekar had expunged the remarks from the proceedings.

Ahead of cabinet reshuffle, Ajay Maken meets Rajasthan MLAs

JAIPUR:  In a bid to placate the Sachin Pilot camp and take a feedback before the expected reshuffle of the Gehlot Cabinet in the first week of August, the AICC General Secretary and the Rajasthan Congress in charge, Ajay Maken has started holding meetings with Congress MLAs on Wednesday.

Leaders and MLAs who met with Maken revealed that they were asked about the conduct of ministers, their performance and complaints, and to name their preferences for district and block presidents. Transport minister Pratap Singh Khachariyawas said that, “They are taking a feedback on government schemes and on how to strengthen the Congress in the state. Ajay Maken has also asked us to give a feedback on how the Congress government can be repeated in the state in 2023.”

Ved Prakash Solanki, an MLA from the Pilot camp, also seemed quite satisfied after the meeting. “It’s very heartening that the High Command is listening to the views of every MLA. We hope that like in Punjab, corrective actions in Rajasthan will be initiated quickly,” he said.

Maken is likely to meet Independent MLAs supporting Gehlot and former BSP MLAs who joined the Congress two years ago. A major issue in the reshuffle is to accommodate some of these MLAs as they played a key role in saving the Congress government when Pilot had revolted.

Meanwhile, CM Ashok Gehlot also held a review meeting on Wednesday to evaluate the performance of his ministry and to look into the criticism of the Pilot faction that promises of the 2018 election were not fulfilled.

Covid -19 Update India 43,509 cases in 24 hours, tally increases for second consecutive day

NEW DELHI: India logged 43,509 new coronavirus infections taking the total tally of COVID-19 cases to 3,15,28,114, while the active cases registered an increase for the second consecutive day, according to the Union Health Ministry data updated on Thursday.

The active cases have increased to 4,03,840 and comprise 1.28 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.38 per cent, the data updated at 8 am showed.

An increase of 4,404 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.

The weekly positivity rate was recorded at 2.38 per cent, according to the ministry.

The number of people who have recuperated from the disease surged to 3,07,01,612, while the case fatality rate stands at 1.34 per cent, the data stated.

Cumulative vaccine doses administered so far has reached 45.07 crore under the nationwide vaccination drive.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16.

It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.

The country crossed the grim milestone of two crore on May 4 and three crore on June 23.

As many as 17,28,795 tests were conducted on Wednesday taking the total cumulative tests conducted so far for detection of COVID-19 in the country to 46,26,29,773.

The ministry said the 640 new fatalities include 286 from Maharashtra and 131 from Kerala.

A total of 4,22,662 deaths have been reported so far in the country including 1,32,145 from Maharashtra, 36,456 from Karnataka, 33,995 from Tamil Nadu, 25,049 from Delhi, 22,755 from Uttar Pradesh, 18,109 from West Bengal and 16,286 from Punjab.

COVID-19 Update India 43,645 cases, 640 fatalities

NEW DELHI: India logged 43,654 fresh COVID-19 cases taking its tally to 3,14,84,605, while 640 more fatalities pushed the death toll to 4,22,022, according to Union Health Ministry data on Wednesday.

The number of active cases stood at 3,99,436, an increase of 1,336 in a span of 24 hours, and comprises 1.27 per cent of the total infections.

The national COVID-19 recovery rate has improved to 97.39 per cent, the data updated at 8 am showed.

As many as 17,36,857 COVID-19 tests were conducted on Tuesday, taking the total number of tests conducted so far to 46,09,00,978.

The daily positivity rate increased to 2.51 per cent from 1.73 per cent on Tuesday. The weekly positivity rate stood at 2.36 per cent, the data showed.

The number of people who have recuperated from the disease surged to 3,06,63,147, while the case fatality rate stands at 1.34 per cent, it stated.

The total number of Covid vaccine doses administered so far as part of the nationwide vaccination drive has reached 44.61 crore.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16.

The 640 new fatalities include 254 from Maharashtra, 156 from Kerala and 60 from Odisha.

A total of 4,22,022 deaths have been reported so far in the country including 1,31,859 from Maharashtra, 36,437 from Karnataka, 33,966 from Tamil Nadu, 25,046 from Delhi, 22,754 from Uttar Pradesh and 18,095 from West Bengal.

Basavaraj Bommai sworn-in as new Karnataka Chief Minister

BENGALURU: Basavaraj Bommai on Wednesday took oath as the new Chief Minister of Karnataka.

Ending the heightened suspense, the Karnataka BJP legislature party on Tuesday evening had elected Basavaraj Bommai as its new leader to succeed outgoing Chief Minister B S Yediyurappa.

Bommai, a Lingayat leader from North Karnataka is a close confidante of Yediyurappa and, according to party sources, there is clear stamp of the veteran BJP leader in this succession plan.

Son of former Chief Minister, late S R Bommai, he was Minister for Home Affairs, Law, Parliamentary Affairs and Legislature in Yediyurappa’s council of ministers which was dissolved on Monday.

It’s the second time of a father-son duo becoming Chief Minister of Karnataka, after H D Deve Gowda and H D Kumaraswamy.

Bommai is a three time MLA from Shiggaon constituency in Haveri district and has been MLC twice.

Yediyurappa, Union ministers Pradhan and G Kishan Reddy, who were appointed as central observers by BJP’s parliamentary board for the legislature party meeting, BJP national general secretary in-charge of Karnataka Arun Singh, state president Nalin Kumar Kateel and national general secretary C T Ravi were among those who attended the swearing-in.

Ahead of the swearing-in, Bommai met Yediyurappa, also leaders from the centre- Pradhan, Reddy and Singh.

Ending months of speculation over his exit, Yediyurappa on Monday stepped down as the Chief Minister, coinciding with his government completing two years in office.

Members of NSUI and AIDSO booked for organising protest violating Covid protocol

Vidhana Soudha police on Friday booked members of NSUI and AIDSO for organising protest In front of S.J.P Campus Technical Board.

S.J.P Campus near KR Circle demanding promotion of students without exams during lockdown enforcement  .

According to Shivakumar the protestors comprising of Manish G Raj,General secretary of NSUI,Anvith Kateel,K Nanjegowda,Sanjay Raj.Uday Shankar and Apoorva of AIDSO, along with 200 students protested outside the SJP campus shouting slogans against the Board and demanding that the students should be promoted without diploma exams.

The police rushed to the spot and called in additional force to dispersed the protestors.

Senior officer told media persons,Based on the complaint filed by Shivakumar,Head Constable attached to Vidhana Soudha an FIR has been registered against the protestors charging them under Disaster Management act and also under unlawful assembly and section 269 (likely to spread infection which is dangerous to life).

The protestors did not follow any protocol and organised protest which is violations to the guidelines issued by the state government,he said.

The Bharatiya Janata Party (BJP)appointed Lingayat MLA and Karnataka Home Minister Basavaraj Bommai as the next Chief Minister of Karnataka following BS Yediyurappa’s resignation.

Bommai will take oath on Wednesday at Rajbhavan.

Karnataka’s caretaker chief minister,BS Yediyurappa declared the name of his successor on Tuesday.Basavaraj Bommai.A final decision in this regard was taken during a legislative party meeting of the BJP at the Capitol Hotel in Bengaluru earlier today.Bommai’s name was seconded by KS Eshwarappa,R Ashok,Govind Karjol and the other MLAs.

A Lingayat leader, like his predecessor,Basavaraj Bommai (61) held multiple key portfolios- Home, Law and Parliamentary Affairs- until his elevation to the top post on Tuesday.

Like Yediyurappa (Banajiga sub-sect),Bommai (Sadar sub-sect), son of former Chief Minister SR Bommai also hails from the Lingayat community.

The community comprises about 17% of the state’s population and Bommai with his political experience was one of the favorites who were considered for being the new guard.

It was expected that the BJP will opt for a member from the community,considering it is the party’s prime vote bank and they cannot be seen as isolating the community by removing Yediyurappa as the Chief Minister. 

The development was announced by Central observer and Union Minister Dharmendra Pradhan on Tuesday.

Bommai,61, to take oath as the state’s 26th chief minister on Wednesday. 

Bommai,who was also said to be Yediyurappa’s recommendation for the position of CM,belongs to the Sadara Lingayat community.His father,SR Bommai,also served as Karnataka’s Chief Minister.

Before foraying into politics,Bommai was an engineer by profession after graduting from B V Bhoomreddy Engineering College in Hubbali and was an industrial entrepreneur.He also worked in Tata Motors for three years.

Bommai started his career in politics as a Youth Janata Dal member.Soon,he was appointed as the chief secretary to the then CM J H Patel in 1996.

Since joining the BJP in 2008,Bommai rose among the party ranks and went on to hold the portfolio of Water Resources Development for five continuous years from 2008 t0 2013 when the BJP was in power.

Bommai has been a party fixture and a close confidante to Yediyurappa.He is a two-time MLC and three-time MLA from Shiggaon in the Haveri district.

Interestingly,Bommai is one more in the line of fathers and sons who’ve both become CMs.

While Karnataka itself has the example of Deve Gowda and Kumaraswamy,Mulayam and Akhilesh Yadav led UP,Odisha had Biju and Naveen at helm.Fathers of Tamil Nadu and Andhra Pradesh’s current CMs also led the states before.

Yediyurappa resigned from his post of Chief Minister of Karnataka on Monday, exactly two years after he took charge.

In an emotional farewell address,Yediyurappa termed his tenure as Chief Minister as an ‘agni pareeksha’.

His resignation was accepted by the Karnataka Governor Thawarchand Gehlot on Monday afternoon.

The resignation came after a drawn-out internal conflict within the BJP in which a few party leaders had made dissenting statements against Yediyurappa, particularly asking for his removal.

The decision was made by the BJP high command to replace Yediyurappa earlier this month.

Yediyurappa visited New Delhi this month along with his son BY Vijayendra to speak with Union Home Minister Amit Shah and Prime Minister Narendra Modi, following which he resigned to his fate.

Clueless Murder case cracked by Bengaluru Rural Railway police Daughter-in-Law Paramour held

The city Rural Railway police on Monday cracked the clueless murder case of a 70-year-old woman who was strangled by her daughter-in-law and paramour and later dumped the body on railway track in the outskirt of Tumkur,to make it look like accidental death.

The accused has been identified as,Latha,and MB Balachandra,42 resident of Kythasandra.

Senior officer told reporters,on July 20th a highly mutilated and torso a unknown aged women body was found lying on the herihalli railway track the City Rural Railway police visited the spot and registered a case of unnatural death and sent the body for postmortem.

SP Railways,Siri Gowri visited the spot along with DYSP, Railway,Ashok D,and after collecting the information SP Railways found some suspicious about the death and formed special team to probe the case.

As soon as the probe was ordered by senior officers,team headed by,PI,Bharmappa Malur,PI, Shivakumar and team swung into action.

The Rural Railway police circulated the pic of women across the police station to identify the identity of the woman as the photo was circulated in all whatsapp groups of police station.

Our team received a information from Ilkal police station that a severe head of the women found in ilkal in tiles Laden truck.

As the information was reached our team of police personnel visited to ilkal and after getting information that a missing complaint was filed in Mandya district that after visiting to her daughter in law house she went missing.

Our team called the family person of deceased and the second son of deceased Sathish came to the police station and after showing the body seeing the tattoo on the deceased body the second son of deceased identified that it was her mother Ningamma.

After identifying the identity the team registered a case of Murder and started the probe during probe the team visited the crime spot and with the help of technical investigation skills.

The police team gathered evidence and a detailed investigations led them to zero in on MB Balachandra,42,a BMTC conductor from Tumkur by profession.The team grilled him who spilled the beans and revealed that he and deceased daughter-in-law strangled her to death and dumped the body on railway track.

Based on his statement our team arrested Latha daughter-in-law of the deceased and recovered gold valuables belonging to the deceased which they had robbed after killing her along with cash of Rs.6,000 from them.

The accused also dumped the severe head of the deceased in a tiles laden truck which was later found in Ilkal a 350 kms away to conceal her identity.

ADGP Railways,Bhaskar Rao,along with SP, Railways,Siri Gowri,addressing the media at a press conference at his office said that the deceased Ningamma,resident of Tubinakere in Mandya district was missing from July 19 after she went to her daughter in law house to collect her dues and missing since then.

Meanwhile the police recovered the highly mutilated torso on the railway track and the next day and few days later found her head from the truck which landed in Ilkal in Bagalakot on July 20.

The police team after verifying the physical description found the head and got it identified from the deceased second son TM Satish,from Tubinkere in Mandya who identified the body as her mother Ningamma after seeing tatoo on her hand

Suspecting that it could be a murder,a team of police led by SP Siri Gowri to probe the case.

A detailed investigation led the police to zero in on Latha and her paramour Balachandra who confessed to the murder.

During investigation it was found that the accused Latha,aged around 50,resident of Kyathasandra having grudges against Ningamma and owe her Rs.1.5 lakh and monthly maintenance from the property belonging to her husband.

After the death of her husband Latha had an illicit relationship with Balachandra and Ningamma came to know and was objecting to it.

Unable to bear this,Latha hatched a plan with Balachandra and the duo after calling Ningamma on the pretext of giving her pension amount, strangulated her to death and dumped the body on the railway track to make it look like accident .

After the train run over the body,Balachandra carried the severed head in a bag and dumped it on the granite slabs laden truck parked near a toll gate .

However after the rural police registered a case of unnatural death and recovered the head from the Ilkal police,probed the case to find that Ningamma was last seen with the accused.

The accused had also removed the gold valuables after murdering her the gold valuables recovered from them and further investigation is on.

Finally ADGP,Railways,Bhaskar Rao,appreciated SP, Railways,Smt Siri Gowri D R, DYSP Railways, Bengaluru Sub-Division,Ashok D,PI,Bharmappa Mallur,and Shivakumar V,PSI,Smt.Bharathi D,ASI,Kantharaju,and staff as,Siddaraju and Maruthi has been appreciated for the exemplary and good piece of investigation done in cracking the clueless murder case successfully and a suitable reward will be given to the team for the commendable job done by them he added.

Man held for killing cousin brother over financial row in Bengaluru

A 31-year-old milk vendor was stabbed to death by his cousin over a financial row in Chamarajpet on Monday.

The deceased has been identified as Vinod Kumar,resident of Chickepte.

Senior officer as,DCP,South Harish Pandey with ACP,rushed to spot and collected the information about the murder.

Senior officer told media persons,Vinod had lent Rs.6 lakh to his cousin Arun Kumar,34,a year ago and the duo used to fight after Vinod Kumar was demanding repayment of the loan.

On Monday Vinod went to Arun house and locked  the house from inside and humiliated him in front of his wife and two children demanding the money.

Heated argument ensued when Arun Kumar tried to call the police from his mobile to complain about the harassment but Vinod snatched the phone.

Enraged,Arun took a knife and stabbed Vinod repeatedly,killing him on the spot.

The Kempegowda Nagar police rushed to the spot and arrested Arun and seized the knife for further investigation he added.
