Inspector and two crime staff suspended for torturing doctor in custody

A police inspector attached to Sanjay Nagar police station and two head constables, Manjunath and Panduranga reporting to her has been suspended by Commissioner of police Kamal Pant for beating a doctor while intrerrogating him in illegal sale of Remdesivir.

Senior officer said,The doctor complained against Kathyayini Alva and other cops identified as,Manjunath and Panduranga who has allegedly threatened him and beat him up during the interrogation.He also accused them of demanding Rs 5.5 lakh to relieve him from the case.

They detained a Bengaluru based doctor for two days as part of a probe into the illegal sale of Remdesivir and in which they inflicting third degree torture on him.

He was reportedly released only after he paid them Rs.5.5 lakh in cash.The doctor,who was beaten and bruised,recorded a video of his injuries and uploaded it on social media which went viral. 

He clarified that he did not play a part in illegally selling Remdesivir.

Sources in the police said Alva allegedly summoned the doctor on the pretext of questioning him about the illegal sale of Remdesivir and demanded that he pay the money to the family of a Covid patient who died during treatment.The patient was personally known to Alva sources said to media persons.

Based on Dr Nagaraj’s complaint,Deputy Commissioner of Police (North) Dharmendra Kumar Meena instructed the JC Nagar sub-division,Assistant Commissioner of Police, Reena Suvarna,to conduct an inquiry and file a report. 

Meanwhile he also removed the inspector and her three staff from Sanjaynagar station and deployed them at the DCP office until further notice.  

The victim,Dr.Nagaraj from Sri Sai Hospital,was picked up by the Sanjay Nagar police on May 15 after they arrested a housekeeping employee and a doctor,Sagar,from another private hospital for selling Remdesivir for Rs.30,000  Rs.40,000. 

Based on Dr Sagar’s alleged confession,the police summoned Dr Nagaraj,but did not arrest him.

The doctor said I was tortured and beaten up so badly that I can’t even sit nor sleep,said Dr. Nagaraj in the video he released.The inspector not only took money to release me but threatened to kill me if I spoke about this to anyone,he alleged in the video which went viral.

After perusing the report,the DCP forwarded it to  Commissioner of police,Kamal Pant who issued the suspension order based on the report submitted by investigating officer and suspended all the three for assaulting a doctor and ordered a departmental inquiry against the three suspended cops.

Keep infra ready to tackle infection in children during third Covid wave: Doctors

BENGALURU: With experts signalling a rise in Covid cases among children during the third wave, paediatric specialists have advised ramping up existing infrastructure and keeping manpower in place to handle the surge. Dr Naveen Benakappa, Medical Superintendent of Indira Gandhi Institute of Child Health, pointed out that oxygen, medicines and emergency drugs, HFNC (High Flow Nasal Cannula), CPAP machines, ventilators should be increased so that no child is turned away.

“We will need more pediatricians and specialists to be sent to government hospitals handling children’s cases. Other health professionals handling adults can be trained for paediatric cases too. Hiring permanent staff is a lengthy process and therefore, contract staff can be recruited,” he suggested. He added that if the vaccination drive succeeds in covering most adults, the proportion of positive cases among them is expected to come down, while there will be an increase in cases among children.

The existing high-end ventilators, CPAP machines and HFNCs can be made operable for children, by resetting the software. Sources said that a paediatric task force will be set up by the government. When asked about preparation by the State Government, Health and Medical Education Dr K Sudhakar said that Chief Minister B S Yediyurappa has already announced that an expert committee will be formed to guide and advise the government on mitigation of the third wave

At over 58,000 Covid discharges Karnataka tops list in country

BENGALURU: Karnataka on Tuesday saw a whopping 58,395 Covid patients being discharged, which significantly brought down active cases across the state from over six lakh to 5,75,028. While this is by far the highest number of discharges per day in the state, it is also the largest for any state in the country, with Maharashtra at number two at 52,898 discharges. As a result, Karnataka’s recovery rate jumped from 72.08 per cent on Monday to 73.68 per cent on Tuesday.

The state’s recovery rate has been improving consistently since May 8, except for two days on May 9 and 11, when it was lower than the previous day’s percentage. Since May 12, the rate has improved on all consecutive days. While active cases fell from 6,03,639 to 5.75 lakh across the state, it fell from 3,64,382 to 3,40,965 in Bengaluru.

The city’s recovery rate, too, has been increasing over the last three days, and between May 16 and 18, it has moved from 64.71 per cent to 67.29 per cent. Despite these encouraging figures, the mortality remained high with 525 patients reported dead on Tuesday, taking the state’s Covid toll to 22,838, up from 22,313 on Monday. Tuesday’s deaths are also the thirdhighest single-day deaths through the pandemic, the highest being 596 on May 10 and the second highest being 592 on May 7.

The mortality rate climbed to 1 per cent on Tuesday after having dipped to well below that point for a few days. Karnataka’s Covid tally since the pandemic broke out on March 8 last year touched 22,72,374, up from 22,42,065 the previous day, while the positivity rate increased from 8.01 per cent on Monday to 8.09 per cent. The positivity rate had dipped to as low as 4.63 per cent on April 4, but the massive surge with the second wave has forced it to rise sharply.

Bengaluru’s Covid tally stands at 10,73,072 cases (10,64,396 on Monday), with 298 deaths, taking the mortality rate from 0.91 per cent to 0.93 per cent. Tuesday also recorded Bengaluru’s third highest deaths in a single day. The city also saw 8,676 new cases, while 31,795 people were discharged in a single day.

Netizens in Singapore accuse Delhi CM Arvind Kejriwal of ‘spreading misinformation’ on COVID-19 seek apology

SINGAPORE: Netizens in Singapore have called out Delhi Chief Minister Arvind Kejriwal for claiming that a “very dangerous” strain of the COVID-19 was prevalent in the city-state, accusing him of “spreading misinformation” while seeking an apology and recommending a fact-checking.

“The new form of coronavirus in Singapore is said to be very dangerous for children. It could reach Delhi in the form of a third wave. My appeal to the Central government: 1. Cancel all air services with Singapore with immediate effect 2. Work on vaccine alternatives for children on a priority basis,” the Delhi chief minister said in a tweet in Hindi on Tuesday.

Responding to Kejriwal’s tweet, Singapore’s health ministry on Tuesday night said: “There is no truth whatsoever in the assertions found within the reports.”

“There is no Singapore variant. The strain that is prevalent in many of the COVID-19 cases in recent weeks is the B.1.617.2 variant, which originated in India. Phylogenetic testing has shown this B.1.617.2 variant to be associated with several clusters in Singapore,” it said in a statement.

Prominent Singapore blogger mrbrown wrote: “Hey, Delhi chief minister! The B1617 strain came from your country.”

A Twitter user with the handle ‘Antaraaneja’ said that Singapore schools are closed because of the B.1.617.2 strain, “Perhaps fact checking and an apology are in order for spreading misinformation.”

Singapore’s Foreign Minister Vivian Balakrishnan on Wednesday tweeted that “Politicians should stick to facts! There is no Singapore variant.”

He also thanked External Affairs Minister S Jaishankar for clearing the air after Kejriwal tweeted.

Dr. S Jaishankar let’s focus on resolving the situation in our respective countries and helping one another. Nobody is safe until everyone is safe,” he said in another tweet.

Earlier, the Singapore government on Wednesday conveyed to the Indian High Commissioner its strong objection to Delhi Chief Minister Kejriwal’s comments about a “Singapore variant” of COVID-19, the Ministry of External Affairs (MEA) said in New Delhi.

MEA Spokesperson Arindam Bagchi said the Indian High Commissioner conveyed to the Singapore government that the Delhi chief minister has no competence to comment on COVID variants.

External Affairs Minister Jaishankar said the Delhi Chief Minister does not speak for India.

“Singapore Government called in our High Commissioner today to convey strong objection to Delhi CM’s tweet on “Singapore variant”. High Commissioner clarified that Delhi CM had no competence to pronounce on Covid variants or civil aviation policy,” Bagchi tweeted.

Meanwhile, Singapore has closed all schools from Wednesday and switched to home-based learning.

The authorities also decided to vaccinate students aged between 12-15 as the number of infections in schools has increased recently.

Singapore’s health ministry further said that phylogenetic testing has shown this B.1.617.2 variant to be associated with several clusters in Singapore.

Two COVID-19 sub-variants from India have been detected among imported and community (local) cases in Singapore, including those who have been linked to the Tan Tock Seng Hospital and Changi Airport clusters, it said.

Singapore has stopped allowing entry for long-term pass holders and short-term pass holders with recent travel from India from April 24.

Atul Temurnikar, Chairman of the Global Indian International School, said that there are comprehensive COVID-19 measures in place in Singapore to protect young, school-going students and they have proven to be very effective.

School life is unaffected and exams are conducted normally.

In fact, cases of infections among children are less than 20, all of which have been linked to adult sources outside of schools, he said.

“The situation in Singapore is normal, and not at all alarming as it is made out to be. There are strict control mechanisms in place which are adjusted on a regular basis to deal with the developing situation around us,” he said in reaction to the reports in Indian media.

Earlier, India’s Aviation Minister Hardeep Singh Puri replied to the Delhi CM’s tweet, saying, “Kejriwal ji, all international flights have been stopped since March 2020. We have no air bubble with Singapore either.”

Only a few flights are being operated between the two countries under Vande Bharat Mission to bring back Indians stuck there, he added.

“We are still keeping an eye on the situation. All precautions are being taken,” Puri noted.

According to the Union Health Ministry data updated on Wednesday, India saw a record 4,529 fatalities due to coronavirus in a single day, pushing the COVID-19 death toll to 2,83,248, while 2,67,334 fresh infections were recorded, taking the total tally of cases to 2,54,96,330.

The active cases have further reduced to 32,26,719 comprising 12.66 per cent of the total infections, while the national COVID-19 recovery rate has improved to 86.23 per cent.

Cyclone Tauktae: PM Narendra Modi conducts aerial survey of affected areas of Gujarat, Diu

BHAVNAGAR: Prime Minister Narendra Modi on Wednesday conducted an aerial survey of the Cyclone Tauktae affected areas of Gujarat and Diu. He conducted an aerial survey of areas such as Una, Diu, Jafarabad, and Mahuva today. He will also hold a review meeting in Ahmedabad later.

Tauktae stands to be the strongest storm to impact Gujarat since 1998 as it battered parts of the state and left behind a trail of destruction along the coast, uprooting electric poles and trees, and damaging several houses and roads, before weakening, officials said on Tuesday.

Cyclone Tauktae has impacted the weather conditions in several parts of Northern India including Uttar Pradesh, Haryana, Rajasthan and Delhi where rainfall was witnessed today.

Uttarakhand records second black fungus death

The woman, who hailed from Aligarh in Uttar Pradesh, died during treatment on Tuesday, ENT surgeon Amit Tyagi, who leads a team of doctors attending on mucormycosis patients at the hospital, said.

A 36-year-old man had succumbed to the infection at the AIIMS in Rishikesh on Friday last week.

Meanwhile, five more patients with symptoms of black fungus have been admitted at the hospital, taking their number so far to 30 out of which two have died, Tyagi said.

An 81-year-old woman from Rishikesh has been discharged after being recovered from the infection, Tyagi said.

According to the Union Health Ministry, mucormycosis or black fungus is a complication caused by a fungal infection.

People catch mucormycosis by coming in contact with the fungal spores in the environment.

It can also develop on the skin after the fungus enters the skin through a cut, scrape, burn, or other type of skin trauma.

The disease is being detected among patients who are recovering or have recovered from COVID-19.

Moreover, anyone who is diabetic and whose immune system is not functioning well needs to be on the guard against this, said the ministry.

Five black fungus cases have been reported from the Kumaon region of Uttarakhand, with one patient each found in Almora, Nainital and Pithoragarh and two in Udham Singh Nagar district.

A total of 38 black fungus cases have been reported so far from Uttarakhand.

Meanwhile, the state government has issued orders for judicious use of Amphotericin-B injection, a drug used in treating black fungus patients.

Issuing the directive, state Health Secretary Pankaj Kumar Pandey said Amphotericin-B injection should be issued to only medical colleges and district COVID hospitals only after they formally apply for it giving details of the patients’ nature of infection.

Head of Department of Medicine Doon Medical College and Hospital Narayan Jeet Singh and HoD (Medicine) Haldwani Medical College SR Saxena have been assigned the responsibility of scrutinising the applications for the injection.

Pinarayi Cabinet 2.0: Know your new ministers

With the oath-taking ceremony of the second Pinarayi Vijayan-led LDF government set to take place on Thursday, here’s a list of his cabinet colleagues

A tough taskmaster, Pinarayi Vijayan could steadfastly hold together the CPM and the Left Democratic Front in Kerala while Left movements had faltered without much resistance in Tripura and West Bengal which had been red forts for several decades. His willpower and pragmatism helped broaden the support base of the LDF in the state with people from all castaes, religion and economic classes lending support to his leadership.

During the tough days of floods, cyclone and pandemic, Pinarayi unwaveringly led the state forward and the re-election of LDF stood out as a testimony to his leadership skills. He took a break from parliamentary politics to become CPM state secretary in 1998. After being at the helm of CPM for 16 years, he contested again in 2016 and became the chief minister. This time, voters gave him a majority of 50,123 votes from the same constituency. He is currently a CPM politburo member. Earlier, Pinarayi had been elected to the assembly in 1970, 1977, 1991 and 1996.

Except Chief Minister Pinarayi Vijayan from CPM, A K Saseendran from NCP and K Krishnankutty from Janata Dal(S), all other ministers are fresh faces. K Radhakrishnan, who was elected from Chelakkara constituency, was SC/ST Welfare Minister in the E K Nayanar cabinet in 1996. He also served as the assembly speaker from 2006 to 2011.

Chinchurani is the second woman minister from CPI (after K R Gowri who had been part of the 1957 cabinet). She began her public life by associating with Balavedi and AISF. She is the state president of Kerala Mahila Sangham. Her husband D Sukesan is a CPI local leader in Kollam.

Roshy Augustine, 52, KC(M) Idukki. 
Education: BSc

Roshy Augustine entered politics through KSC(M), the students’ wing of Kerala Congress(M). After his unsuccessful contest from Perambra constituency in 1996 at 27, Mani offered a ticket to Roshy in the 2001 assembly elections from Idukki. Roshy, who won from Idukki in 2001, has never tasted defeat since then.

CPM Kalamassery. 
Education: LLB

A native of Meladoor in Thrissur, Rajeeve has been living in Kalamassery for the past several years. Rajeeve, who began his public life as an SFI organiser, earned appreciation cutting across party lines as Rajya Sabha MP from 2009-2015. He is a member of the CPM state secretariat and served as Ernakulam district secretary. 

K Radhakrishnan,57, 
CPM  Chelakkara.
Education: BA Economics

A native of Thonnoorkara in Chelakkara, Radhakrishnan entered politics through SFI while studying at Thrissur Kerala Varma College. He has represented Chelakkara constituency in the assembly for 5 terms. In the first term, he was made SC/ST Welfare minister in the E K Nayanar cabinet in 1996. He served as the assembly speaker from 2006 to 2011. 

K Rajan, 48, CPI  Ollur. Education: BSc, LLB 
Ollur constituency has never given a second term for a candidate during the past four decades. The CPI has named K Rajan who served as government chief whip during the previous term as minister as he broke the jinx attached to Ollur. Rajan is a state executive member of the CPI and had been AIYF national secretary. 

K Krishnankutty, 76, 
JD(S)   Chittur. Education: High School

K Krishnankutty was water resources minister in the outgoing Pinarayi Vijayan government. A native of Chittur in Palakkad, K Krishnankutty is a farmer and an expert in inter-state river-water sharing treaties. He is the state president of the Janata Dal (S). 

Veena George, 44, 
CPM Aranmula 
Education: Msc 

Veena George is a journalist-turned-politician. She quit her job to contest the election from Aranmula in 2016. Veena’s leadership qualities were visible during the 2018 floods which had affected Pathanamthitta badly.

A K Saseendran, 75, NCP   Elathur Education: Diploma in Ayurveda Medicine 
A native of Chovva in Kannur, Saseendran started his political career as a KSU worker. He was the district president of KSU from 1963-1966 and its state president from 1978-1980 and state president of Youth Congress. He later joined Congress(S) and his party merged with NCP when the latter was formed. The six-time MLA was first elected to the assembly in 1980 from Peringalam in Kannur. He served as the transport minister in the outgoing LDF government. 

R Bindu, 54, 
CPM Irinjalakuda. 

Education: PhD 

Wife of CPM state secretary A Vijayaraghavan, she is a central committee member of All-India Democratic Women’s Association. She was the first woman mayor of Thrissur. She was the head of the department of English and vice-principal of Thrissur Kerala Varma College. 

M V Govindan, 68, CPM  Taliparamba. Education: Diploma
Considered a party ideologue from Kannur, M V Govindan is a central committee member and one of the top leaders of CPM in the state. He is a member of the CPM state secretariat. A former DYFI state president, M V Govindan had served as the Chief Editor of party mouthpiece Deshabhimani for some time. He is a three-time MLA, and has won from Taliparamba constituency. 

P A MOHAMED RIYAS, 45, 
CPM, Beypore. Education LLB

National president of DYFI, P A Mohamed Riyas started his political career through SFI while studying at St Joseph’s High School. He was instrumental in breaking the MSF monopoly at Farooq College in 1997. He had unsuccessfully contested from Kozhikode constituency in the 2009 LS polls. Pinarayi Vijayan’s daughter T Veena is his wife. 

Ahamed Devarkovil, 61, INL  Kozhikode South. Education: Pre-degree 
A native of Kozhikode, Ahamed began his political life as a Muslim Students Federation activist. He has been with the organisation since the formation of the INL under the leadership of Ebrahim Sulaiman Sait. Ahamed is currently INL national general secretary. He defeated IUML’s Noorbina Rasheed in the election. 

V Abdurahiman, 59, National Secular Conference 
Tanur. Education: SSLC

Winning twice from a constituency that IUML kept as its citadel for more than five decades helped V Abdurahiman find a place in the government. He started his political career in KSU. He left Congress in 2014 and contested unsuccessfully against IUML from Ponnani Lok Sabha seat as an LDF candidate. 

V Sivankutty, 66, 
CPM  Nemom 
Education: BA 

V Sivankutty enters the cabinet with the distinction of winning back BJP’s lone sitting seat in the state. He was the state president of SFI and had served as the president of Ulloor panchayat and Mayor of Thiruvananthapuram Corporation. He is currently a state committee member of CPM and CITU state secretary. His wife Parvathy Devi is the daughter of CPM ideologue the late P Govinda Pillai. 

Antony Raju, 66, Democratic Kerala Congress  Thiruvananthapuram 
Education:
 BA, LLB

Antony Raju trounced sitting MLA V S Sivakumar to win the Thiruvananthapuram constituency. He started his political career as the student leader of KSC, a feeder organisation of the Kerala Congress. 

G R Anil, 58, CPI  Nedumangad. Education: BA, LLB
Anil won the maiden assembly election from Nedumangad. He had earlier served as the health and education standing committee chairman of T’Puram corporation. He is currently the district secretary of CPI. His wife R Lathadevi is a former MLA. 

K N Balagopal, 57, CPM  Kottarakkara. Education: MCom, LLM 
This is Balagopal’s maiden term in the assembly. He had been a Rajya Sabha member. During the tenure of V S Achuthanandan, he had been his political secretary. His political life began in SFI and he went on to become national president of SFI and DYFI. 

Speaker   M B Rajesh, 50, 
CPM  Thrithala. 
Education: LLB 

A two-time MP, he wrested Thrithala constituency from the Congress which it had held for a decade. He had served as district secretary, state secretary and All-India joint secretary of SFI and DYFI state and national president. He is a CPM state committee member.

Saji Cheriyan, 56, CPM  Chengannur. Education: LLB
He began his political career through SFI during his pre-degree studies at Chengannur Christian College. He was first elected to the assembly in a bypoll necessitated following the death of the Chengannur MLA in 2018. He was earlier unsuccessfully contested against P C Vishnunadh from the same constituency. He was SFI district president, DYFI district secretary and CPM district secretary.

P Prasad, 51, 
CPI  Cherthala. Education: BA 

A native of Palamel in Alappuzha, he began his political career through AISF. Later, he worked as AISF state president and state executive member. He had also been an additional private secretary to former minister Binoy Viswom and Thiruvananthapuram unit manager of Janayugom, CPI mouthpiece. 

V N Vasavan, 66, CPM  Ettumanoor.  Education: SSLC, ITI 
Vasavan entered politics through SFI. He was elected the CPM district secretary in 2015. After his unsuccessful contest against Oommen Chandy in Puthuppally in 1987 and 1991 assembly elections, he became an MLA in 2006 from Kottayam constituency. 

Deputy Speaker  Chittayam Gopakumar, 56, 
CPI  Adoor. 
Education: SSLC 

A three-time MLA from Adoor, he had started his political career as an activist of AISF and held various positions in AIYF and Kisan Sabha. A former panchayat president of Kottarakkara, he had also served as Agriculture Workers’ Welfare Board chairman.

East coast may see cyclone formation, likely to hit West Bengal, Odisha coast by May 27

Under the influence of these systems, Andaman and Nicobar Islands are likely to witness light to moderate rainfall at most places with heavy to very heavy falls at isolated places on May 22 and 23.

NEW DELHI: After the west coast, another cyclone is likely to hit the east coast by May 26-27, the India Meteorological Department (IMD) said on Wednesday.

A low pressure area is very likely to form over north Andaman Sea and adjoining east-central Bay of Bengal around May 22.

“It is very likely to intensify gradually into a cyclonic storm during the subsequent 72 hours.

It is very likely to move northwestwards and reach West Bengal – Odisha coasts around 26th May evening,” the Cyclone Warning Division of the IMD said.

It added that the southwest monsoon is very likely to advance over south Andaman Sea and adjoining southeast Bay of Bengal around May 21 in association with the likely strengthening and deepening of southwesterly winds over the region.

Other atmospheric and oceanic conditions like conducive environment for convection, sea surface temperatures are also favourable for persistent cloudiness over Andaman Sea and adjoining areas of east-central and southeast Bay of Bengal around May 22.

These conditions will help in formation of a low pressure area over north Andaman Sea and adjoining east-central Bay of Bengal around May 22.

Under the influence of these systems, Andaman and Nicobar Islands are likely to witness light to moderate rainfall at most places with heavy to very heavy falls at isolated places on May 22 and 23.

Odisha, West Bengal and adjoining Assam and Meghalaya are likely to receive light to moderate rainfall at most places with heavy falls at isolated places are very likely to commence from evening of May 25.

The intensity of the rainfall will increase substantially.

April-May, the pre-monsoon months, usually witness formation of cyclones on the eastern as well as the western coast.

May 2020 saw two cyclones — super cyclonic storm Amphan and severe cyclonic storm Nisarga — which hit the eastern and western coast, respectively.

NEW DELHI: Congress leader Rahul Gandhi on Wednesday accused the Centre of diverting attention and said while deaths due to COVID-19 are increasing the vaccines are reducing.

He also shared graphs showing a decline in COVID-19 vaccinations and the rise in number of daily deaths due to coronavirus.

“Vaccines are decreasing and Covid deaths are increasing. The Central government policy – Divert attention, spread untruth, make noise by hiding facts,” he charged in a tweet in Hindi.

India saw a record 4,529 fatalities due to coronavirus in a single day pushing the COVID-19 death toll to 2,83,248, while 2.67 lakh fresh cases were recorded, according to the Union Health Ministry data updated on Wednesday.

With a total of 2,67,334 fresh infections, India’s total tally of cases climbed to 2,54,96,330.
