Indian COVID variant found in 44 countries, of global concern: World Health Organization

NEW DELHI: The B.1.617 variant of the coronavirus first identified in India last year has been found in 44 countries, says the World Health Organization (WHO) which has classified it as a ‘variant of concern’.

“As of May 11, over 4,500 sequences have been uploaded to GISAID and assigned to B.1.617 from 44 countries in all six WHO regions,” the global health body said in its latest weekly epidemiological update published on Tuesday.

GISAID is a global science initiative and primary source that provides open access to genomic data of the novel coronavirus responsible for the COVID-19 pandemic. WHO has also characterized the lineage B.1.617 as a variant of concern (VOC).

Variants of concern are those considered more dangerous than the original form of the virus first seen in China in late 2019. That danger stems from a variant’s higher transmissibility, lethality and resistance to vaccines, or either of them.

B.1.617 contains three sub-lineages, which differ by few but potentially relevant mutations in the spike protein – this helps the virus enter the human cells, as well as the prevalence of detection globally. “At the present time, WHO has designated B.1.617 as a VOC based on early evidence of phenotypic impacts compared to other circulating virus variants,” WHO said.

According to it, B.1.617 sub-lineages appear to have higher rates of transmission, including observed rapid increases in prevalence in multiple countries. “Preliminary evidence suggests potential reduced effectiveness of Bamlanivimab, a monoclonal antibody used for COVID-19 treatment, and potentially slightly reduced susceptibility to neutralisation antibodies,” it said.

Viruses in the B.1.617 lineage were first reported in India in October 2020. The resurgence in COVID-19 cases and deaths in India have raised questions on the potential role of B.1.617 and other variants such as B.1.1.7 in circulation.

A mutation means a change in a nucleic acid base or amino acid molecule, and a virus containing this change is termed a mutant. Mutations eventually accumulate to generate variants that differ from the original virus more and more, and so, a variant can have limited or even cumulative mutations.

A recent risk assessment of the situation in India conducted by WHO found that resurgence and acceleration of COVID-19 transmission in India had several potential contributing factors.

These include an increase in the proportion of cases of SARS-CoV-2 variants with potentially increased transmissibility, several religious and political mass gathering events which increased social mixing, reduced adherence to public health and social measures.

The exact contributions of each of these factors on increased transmission in India are not well understood. Approximately 0.1 per cent of positive samples in India have been sequenced and uploaded to GISAID to identify SARS-CoV-2 variants.

The prevalence of several VOCs, including the B.1.1.7 and B.1.612 sub-lineages, increased concurrent to the surge in COVID-19 cases reported in India, according to WHO. “While B.1.1.7 and B.1.612.1 variants have begun to wane in recent weeks, a marked increase in the proportion of viruses sequenced as B.1.612.2 has been observed over the same period. Since the identification of these variants through late April 2021, B.1.617.1 and B.1.617.2 accounted for 21 per cent and 7 per cent of sequenced samples from India, respectively,” it said.

A preliminary analysis conducted by WHO using sequences submitted to GISAID suggests that B.1.617.1 and B.1.617.2 have a substantially higher growth rate than other circulating variants in India, suggesting potential increased transmissibility.

Bengaluru Police Commissioner Kamal Pant directs officials not to use the force but ensure strict enforcement

After a widespread criticism against the police brutality was witnessed on the first day of the strict lockdown enforcement as police caned and resorted to harsh punishment on the motorists who were caught moving without valid reasons.

Many social activists and community leaders vent their ire on the police brutality and question the police canning people.

Taking a serious note on the response of the community and members of the general public on social platforms,the City Police Commissioner mellowed down and directed his officials not to use the force but ensure strict enforcement.

Similar directions were issued by the state police chief Praveen Sood to the police across the state as social media was flooded with the video posts about the police canning and plight of the people.

Police resorted to canning motorists violating lockdown in and around KR market on Monday morning.

Police found hundreds of motorists moving despite warning strict action.

Many Autorickshaw drivers were caught and made sit ups as punishment .

City police commissioner Kamal pant along with,BBMP Chief Commissioner, Gaurav Gupta with other senior police officers visited to KR market area to supervise the bandobast.

Commissioner of police Kamal Pant was seen checking the vehicles and inquiring people why they have come out after getting a valid reason he allowed them to go and those with without valid reason came on their vehicles were seized.

Meanwhile DCP Traffic West,Kuldeep Kumar R Jain was also seen checking the vehicles near city Market area and those who came out without valid reason there vehicles were seized by the DCP and his team.

Meanwhile, the government further tightened the lockdown rules by allowing only essential commodities to be delivered through e-commerce and home delivery portals.The earlier order had said that delivery of all items through e-commerce and home delivery was permitted.

Meanwhile the city police seized as many as 2410 vehicles including 2213 bikes,80 autos and 117 four wheelers for violating lock down rules.

The police also booked 13 cases against shops and commercial establishments under disaster management act for operating during lock down.

City Commissioner reiterated that the public should not venture out during lockdown unnecessarily.

However those who have emergency situations can approach the DCP intelligence,Santosh Babu on 9480801032 or 22942354 for permission to travel or carry or permitted activities. 

Those who go out to get vaccination are allowed provided that they should show the online registration details on their mobiles.However, walk-in vaccinations are not allowed.

The Director General and Inspector General of police,Praveen Sood said in his tweet that people can use vehicles at local level to go to shops and buy groceries and essentials.however these facilities should be used with discretion and not as license for free run.Stay at home for our own safety.

Bengaluru CoP Kamal Pant urges people to strictly follow Covid-19 guidelines:2227 Violators Vehicle Seized on Sunday

Ahead of the fortnight-long lockdown restrictions starting from May 10 in Karnataka, Bengaluru police commissioner Kamal Pant on Sunday urged people to strictly abide by the guidelines and warned of stringent action against violators.

“I urge my fellow Bengalureans to follow the lockdown guidelines from Monday more strictly. We can only be successful in our fight against #COVID19 if we work together, Stay Home, Stay Safe!” Pant tweeted.

The city police have implemented strict lockdown a day before the actual state wide strict lockdown imposed by the state government to contain steep rises in the covide cases .

As part of the strict enforcement the police seized as many as 2227 vehicles including 1984 two wheelers,99 three wheelers and 144 four wheelers violated the lockdown.

The police also booked 23 cases against the shops and commercial establishments under Disaster management Act for violating the lockdown norms.

The entire city police force was deployed on the roads to check vehicles which are moving and ensure people stay indoors.

However many motorists who were caught by police for trying to move around the city without valid reasons were subjected to canning and some of them are forced to sit ups and the remaining were made to sit in the middle of the roads while senior police officials educated them about the importance of lockdown and its implications.

This is going to be a milder version of the lockdown as the actual strict lock down would start from Monday.

From Monday it is going to be a zero tolerance and people who were caught violating will be arrested and their vehicles will be seized , a senior police officer said.

Except people with medical emergencies and exceptions mentioned in the guidelines no one is allowed to venture out from Monday,another police officer said .

However few motorots tried to hoodwink police during lockdown and either ended up in hospital or at the station.

A scooterist sustained injuries after he slipped from the scooter and fell unconscious while he tried to escape from police at Bommanahalli junction on Sunday afternoon.

The police rushed to his help and shifted him to hospital in an autorickshaw where he is recovering.

As the Corona Curfew stipulated comes for end at 12 pm DCP East, Dr SD Sharanappa along with ACPs,as,Smt.Tabarak Fathima, Ningappa B Sakkri,went on city rounds in their jurisdiction,He started his rounds from Shivajinagar area with his police and the team sent all the public back to their homes and appealed to stay indoors.

The police even canned people who were loitering outside without any valid reason.In DJ Halli many clothes shop was found opened as per the guidelines no commercial and private establishments will be Except essential services.

But here people were seen in huge there was no social distancing and many were seen roaming without Mask.

A scooterist and pillion were canned by police after they stopped him near Frazer town for moving.The police later realized that the pillion was suffering from Covid infection and was heading to a private diagnostic centre for tests .

In Peenya the alert police caught two youths who are driving around the city with police stickers on the SUV.The duo were taken to the station along with the vehicle for questioning .

In another incident,the police stopped a car moving near Trinity Junction and found a newly married couple are returning home.The police allowed them to go and wished them too.

A strict instruction has been given to the police  that people venture out with lame excuses.Such people will not be spared and strict action would be taken against them,Kamal Pant, said.

Arogya Mitra staff held,Dubious admission and blocking of beds unearthed by Super COP

The Jeeevanbhimanagar police have arrested a Arogya Mitra staff of Manipal hospital for  dubious admission and blocking of beds at Manipal hospital. 

Nodal officers team headed by Senior officers, as,Alok kumar ADGP KSRP,Captain Manivanan P,IAS unearthed the racket after a surprise check.

The accused has been identified as,Pavan Shetty,Working as Arogya Mitra staff from SAST in Manipal HAL Hospital.

Senior officer said,An Inspection team comprising of two senior officials exposed another bed allotment scam and caught Arogya Mitra staff for running the racket at Manipal hospital on old airport road on Friday.

The Inspections team comprising of Captain Manivannan,and ADGP, (KSRP) Alok Kumar, found irregularities in connection with the admission and discharge of the patients after their surprise visit to the hospital.

Based on the complaint filed by Ravindra Kumar, Executive Engineer of BWSSB and part of the inspection team,the Jeeevanbhimanagar police registered and FIR against Pavan Shetty,working as the Arogya Mitra staff from SAST in Manipal HAL hospital.

Pavan was deployed as Arogya Mitra staff as incharge of Covid19 patients admission to manipal hospital who are refereed by BBMP with BU numbers.

However the probe by the inspection team  revealed that he had admitted Subramanyam J and Rajgopal Achar of Kolar and Tumakuru district.

The team visited the ward and inquired with the family members to find,Pavan Shetty had blocked about seven beds in the name of a few patients who were discharged a week ago and had admitted two persons from Kolar and Tumkur without verification and had allotted those beds to them with different index names.   

The BU code is generated only for residents of Bengaluru and the SAST bed is also allotted using the BU code which he had manipulated.

During the probe the inquiry team also found that the hospital has reportedly charged Rs.7,000 for two vials of Remdesivir from the patient.

There was also an allegation that the hospital did not admit a patient,which is being probed.

Alok Kumar ADGP KSRP,after his surprise visit to Manipal hospital as he said that it is his one more round of visit to the Manipal hospital during Inspecting we found suspicious activities in the hospital in bed allotment.

Based on which we deployed a team to investigate all the admissions and discharges at the hospital and verify with the patients/family members.

The team found there was a dubious admission and bed blocking done by the staff based on which the team filed a complaint against the Arogya Mitra staff and unearthed the racket he said.

He even said,Roles of other concerned too under scanner.Trying our best to have patient friendly  Bed management system in our zone he added.

The Jeeevanbhimanagar police have registered a case against the Arogya Mitra staff charging him under Disaster Management Act and also under section 188 (Disobedience to order duly promulgated by public servant.)and section 408 (Disobedience to order duly promulgated by public servant) against him. The police have taken him into custody for further investigations.

Delhi riots: High Court grants 3-week bail to Natasha Narwal to perform last rites of father

New Delhi: The Delhi High Court Monday granted bail to JNU student Natasha Narwal, arrested last year in May in connection with the communal riots in north-east Delhi to perform the last rites of her father who succumbed to COVID-19.

A bench of Justices Siddharth Mridul and A J Bhambhani granted interim bail to Narwal, a Pinjra Tod activist, for three weeks subject to her furnishing of a personal bond of Rs 50,000.

The court granted the relief as her brother is also infected with COVID-19 and the state did not oppose the plea moved by her through advocate Adit S Pujari.

Pinjra Tod (Break the Cage) was founded in 2015 to make hostels and paying guest accommodations less restrictive for women students.

Vaccination strategy equitable, “overzealous” intervention to have consequences: Centre to SC

New Delhi: The vaccination strategy for COVID-19 has been formulated by the Centre in a “just, equitable, non-discriminatory” manner and any “overzealous” judicial intervention may result in unforeseen consequences, the government has told the Supreme Court.

In an affidavit filed by the Centre in response to the points raised by the top court, it said as vaccination of the entire country is not possible in one stretch due to the very suddenness of the pandemic, limited availability of vaccine doses and the vulnerability are the prime considerations.

The submission was made in a suo motu by the apex court case for ensuring essential supplies and services during the COVID-19 pandemic.

The top court has taken up issues such as the projected demand for oxygen in the country at present and in the near future, how the government intends to allocate it to “critically affected” states and its monitoring mechanism to ensure supply.

The central government submitted that the vaccination policy conforms to the mandate of Article 14 and Article 21 of the Constitution and was made after several rounds of consultations and discussions with experts.

State governments and vaccine manufacturers require no interference by the top court as dealing with a pandemic of this magnitude, the Executive does have room for free play in the joints, in the larger public interest, it said.

“Any overzealous, though well-meaning judicial intervention may lead to unforeseen and unintended consequences in absence of any expert advice or administrative experience, leaving doctors, scientists, experts and executive very little room to find innovative solutions on the go,” the Centre told the apex court in its 200-page affidavit.

It submitted that in the times of such grave and unprecedented crisis which the nation is fighting the disaster of an unprecedented magnitude, the executive functioning of the government needs the discretion to formulate policy in the larger interest.

“It is submitted that in view of the unprecedented and peculiar circumstances under which vaccination drive is devised as an executive policy, the wisdom of the executive should be trusted,” it said.

The government told the apex court that the price factor of vaccines will not have any impact on the ultimate beneficiary namely, the eligible person getting the vaccine since all state governments have already declared their policy decision that each State will be administering the vaccine to its residents, free of cost.

“Thus, while it is ensured that the two vaccine manufacturers are not unduly enriched from out of public money, the citizens are not supposed to make any payment for getting both doses of the vaccine,” the Centre said.

The Centre said that the apex court in a plethora of judgements has laid down the parameters for judicial review of executive policies, which can only be struck down or interfered with on the grounds of manifest arbitrariness, allowing sufficient play in the joints to the executive, to function in accordance with its Constitutional mandate.

On the issue of invoking compulsory licensing of provisions under the Patents Act to ensure availability of vaccines and drugs, the government told the apex court that the main constraint is in availability of raw materials and essential inputs and therefore, any additional permissions and licenses may not result in increased production immediately.

The affidavit stated that the Ministry of Health is making all efforts to enhance the availability of antiviral drug Remdesivir through ramping up of production and sourcing through imports.

“However, in view of the current constraints on the availability of raw materials and other essential inputs, the mere addition of more production capacity may not lead to the desired outcomes of enhanced supplies,” it said.

The Centre submitted that when there is a surge in cases and in demand of patented medicines/ drugs/ vaccines from all over the world the solution needs to be found out essentially at an executive level engaging at diplomatic levels.

“Any exercise of statutory powers either under the patents act 1970 read with Trips agreement and Doha declaration or in any other way can only prove to be counter-productive at this stage, the central government is very actively engaging itself with global organisations at a diplomatic level to find out a solution in the best possible interest of India,” it said.

Need to take note of serious setbacks in assembly polls, draw lessons: Sonia Gandhi

New Delhi: Congress president Sonia Gandhi on Monday said the party has to take note of its serious setbacks in assembly polls, and face the reality to draw the right lessons.

Addressing a crucial meeting of the Congress Working Committee (CWC), Gandhi said she intends to set up a small group to look at every aspect that caused such reverses.

The meeting of the top Congress body has been convened to deliberate and introspect on the party’s poor performance in the just-concluded assembly elections.

The Congress fared poorly, drawing a blank in West Bengal and failing to win back power in Kerala and Assam, besides losing Puducherry. The party only came to power with the help of its ally DMK in Tamil Nadu.

“We have to take note of our serious setbacks. To say that we are deeply disappointed is to make an understatement. I intend to set up a small group to look at every aspect that caused such reverses and report back very quickly,” she told the meeting in her inaugural address.

Gandhi said the party needs to candidly understand “why in Kerala and Assam we failed to dislodge the incumbent governments, and why in West Bengal we drew a complete blank”.

“These will yield uncomfortable lessons, but if we do not face up to the reality, if we do not look the facts in the face, we will not draw the right lessons,” she noted.

Gandhi also said that the schedule to elect the new Congress president would also be discussed at the meeting.

She also hit out at the Modi government over the handling of the pandemic situation.

“The situation has become even more catastrophic. Governance failures have become even more stark. Scientific advice has been willfully ignored and the country is paying a horrendous price for the Modi government’s neglect of the pandemic, indeed its willful patronage of super-spreader events that were allowed for partisan gains,” she said.

43 TMC legislators sworn-in as ministers at low-key ceremony

Kolkata: At least 43 members of the third cabinet of the Mamata Banerjee-government were on Monday sworn-in as ministers during a low-key ceremony at the Raj Bhawan, amid the raging COVID-19 pandemic.

Governor Jagdeep Dhankhar administered the oath of office and secrecy to the ministers.

Three TMC leaders Amit Mitra, Bratya Basu and Rathin Ghosh were sworn-in virtually. Mitra is unwell and both Basu and Ghosh are recuperating from COVID-19.

Other elected legislators like Partha Chatterjee, Subrata Mukherjee, Firhad Hakim and Sadhan Pande also took oath at the ceremony, where Chief Minister Mamata Banerjee was present along with other state government officials.

Banerjee is scheduled to hold a cabinet meeting at the secretariat later in the day, during which she is expected to allot portfolios to the ministers.

Those who were sworn-in include 24 cabinet ministers and 10 ministers of state (independent charge).

States to receive over 9 lakh fresh vaccine doses within next 3 days

The Centre has so far provided nearly 18 crore vaccine doses (17,93,57,860) to states and UTs free of cost.

Of this, the total consumption including wastages is 16,89,27,797 doses, the ministry said.

“More than 1 crore COVID vaccine doses (1,04,30,063) are still available with the states and UTs to be administered.States with negative balance are showing more consumption (including wastage) than vaccine supplied as they have not reconciled the vaccine they have supplied to armed forces.

“Furthermore, more than 9 lakh (9,24,910) vaccine doses will be received in addition by the states and UTs within the next three days,” the ministry said.

Vaccination forms an integral component of the five point strategy of the Government of India of containment and management of the pandemic (including Test, Track, Treat and COVID Appropriate Behaviour), the ministry said.
