Speaking to media persons after chairing the all party meeting to discuss making provision for reservation for Backward Classes in elections for urban and rural local bodies,Bommai said, political backwardness of backward classes should be identified.

A Commission would have to be constituted for the purpose.Appropriate measures would be taken in the backdrop of the recent Supreme Court order,Bommai said.

The Supreme Court in its recent order has quashed the 27% quota for OBCs in local body elections.

A meeting would again be convened by the end of this month and a final decision would be taken in this regard in the presence of leaders of the opposition,Bommai said.

“At today’s meeting we discussed in detail possible measures to provide reservation for Backward Classes and how to conduct the elections in the backdrop of the SC order. The Advocate General explained the legal aspects, Bommai said.

We have the options of conducting elections after constituting a Commission and getting its report or to file a review petition in the Supreme Court.

But it is impossible to hold elections without reservation for Backward Classes, Bommai said.

Quota hike for STs

The meeting also discussed increasing the reservation for STs to 7.5% in accordance with the demand of the community.

Their population too has increased. The previous government had constituted the Justice Nagamohan Das Commission in this regard.

The Commission has submitted its report to the previous BS Yediyurappa’s government. The Commission has recommended increasing the SC,ST reservation quota. We have to make a decision accordingly,Bommai said.

“We have decided to deliver social justice for these communities by increasing their reservation quota in the backdrop of Justice Nagamohan Das report, judgements in Maharashtra’s Jayashree Patil case, Indira Sahney case and also getting an interim report from Justice Subash Adi,” Bommai said.

If reservation has to be provided,it has to be in accordance with the Constitutional provisions and Supreme Court order.

The Advocate General has been asked to submit a report in this regard. The report would be placed before the next all party meeting and their consent would be obtained,Bommai said.

There is demand from the Kuruba community which belongs to Category 2A for inclusion into the ST list, some of the 3B Category communities want to be included into 2A Category.

In this regard we have to move step by step. There is also the issue of a 50% ceiling on quota, whether we should cross it and how to go about it legally, Bommai said.

A consensus emerged at Today’s meeting on rendering justice for Scheduled Tribes, Bommai said.

March 26, 2022 by Nasheman

Parmesh S JAIN

Cauvery water issue is being used as a political pawn by Tamilnadu. They have been politicising in the name of Cauvery since independence,Chief Minister Basavaraj Bommai said.

Speaking to media persons Bommai said, the Cauvery water issue has been resolved by the Cauvery Water Disputes Tribunal and water shares have been allocated.

There is Cauvery Water Management Authority for water releases. We have drawn up the Mekedatu project based on the quantum of rains in our basin and utilising it for drinking water purposes.

Even then Tamil Nadu is raising objections and filed petitions in the court against the project.

The National Green Tribunal has given its verdict in our favour. But Tamil Nadu has filed a petition in the Supreme Court against the Tribunal order.

Tamil Nadu assembly has adopted a resolution against the project after our all party meeting recently decided unanimously to go ahead with the project.

The Tamil Nadu resolution has no value and it is not in accordance with the law. It is just a political trick. There are many such resolutions and they do not carry any value,Bommai said.

As decided in the recent all party meeting a Detailed Project Report would be submitted and Environment clearance would be sought from the Centre. We will take all measures to implement the Mekedatu project,Bommai said.

Kannada speaking regions of Solapur and Akkal Kote are still with Maharashtra. There is no meaning in such talk. They are trying to divert attention from their own problems by raising the Belagavi issue.

Birland- No Man’s Land Awaits Recognition By World

March 26, 2022 by Nasheman

Dr.B Thomas (Special correspondent)

About 3,000 people live and die unrecognized in a desert land bordering Sudan and Egypt. There is no proof of their birth, death, marriage, educational qualification or skills.

The 2,060 square kilometers of land belong to no one in particular. No kingdoms or governments have come forward to support them.

The region in question is Birland or Bir Tawil, a landlocked area caught in a quandary between Sudan and Egypt since the early 19th century. The only status it has is – Terra Nullius (no man’s land).

An entire population’s efforts began to pay off in 2014 – 2015 when H.R.M. King Emir A.Haiyawi established Birand as a state.

Soon, Prof. Dr. Queen Eden Soriano Trinidad was appointed Prime Minister.A few representatives from different countries were appointed to amplify the humanitarian concerns and seek support from the United Nations (UN) for Birland’s administrative stature.

The current administration has been in talks with global administrations to support the people in attaining their rights.

The biggest challenge for the current administration is to build an entire nation from scratch. There are no infrastructure facilities – water, healthcare, sanitation etc. – in the region.

The youth in the area gaze at an uncertain future, considering the region’s lack of educational establishments and employment opportunities.

They desire a quality life, unlike the ones their ancestors lived. The access to the world is via Sudan, which demands better transportation facilities, including an airport.

King Emir A.Haiyawi and his team have already completed the documentation work and even received a Certificate of Membership to UNIGO (United Nations Intergovernmental Organization).

There is a long way to go, and the people of Birland hope to be recognized by the world.
