There is a need to have a decentralized system to get rid of the problem of waste in the city: Chief Commissioner Gaurav Gupta

April 6, 2022 by Nasheman

Parmesh S Jain

A decentralized system for waste disposal in the city is needed. In this regard, the bulk waste generators and the bulk waste collection service providers within the BBMP area should take responsibility to get rid of the problem of bulk waste, said the Chief Commissioner,Gaurav Gupta.

Addressing a meeting held at the IPP center in Malleshwaram, today,to discuss the segregation and management of waste at source by bulk waste generators within the BBMP limits,he said that, almost 6000 Metric tonnes of waste is generated per day in the BBMP limits, and among which,1,500 tonnes of waste is being generated by bulk generators.

The problem of waste should be eradicated through a decentralized system for waste disposal even by these bulk waste generators.

Bulk waste generators must establish a waste segregation and management unit within their area of residence or property.

The Bulk waste generators include the residential bulk waste generators (includes the residential complexes which produce more than 100 kg of waste per day or number of units are more than 100 units.

Another category is the institutional bulk waste generators (it includes government institutions, religious, educational institutions, hotels,APMC like market yards, nursery, parks, lodges etc generating more than 100 kg of waste per day).

All of these are supposed to follow solid waste management properly. If there is no separate space for solid waste management, then they can engage authorized waste processing companies to transport the waste to a specific location. But, everything must be in a systematic manner, he said.

If the bulk waste generators does not have space to do in situ composting or set up small Bio Meth plant then they are required to hand over such waste to the Bulk Waste Empanelled Vendors only who are required to collect the waste and process it at their units set up by them exclusively to cater to bulk waste.

Salman Khan challenges summons issued by Mumbai court on journalist’s plaint in HC

April 5, 2022 by Nasheman

Bollywood actor Salman Khan

MUMBAI: Actor Salman Khan has approached the Bombay High Court challenging the process (summons) issued to him by a lower court in connection with the alleged misbehaviour with a journalist in 2019.

The actor in his plea has sought the HC to quash the lower court order issuing process and has also sought for the process (summons) to be stayed by the way of interim relief.

Journalist Ashok Pandey had filed a private complaint before the magistrate’s court seeking criminal action to be initiated against Salman Khan and Shaikh.

Metropolitan Magistrate R R Khan had on March 23 issued process to Salman and Shaikh after noting that a police report submitted in the matter stated that offences under Indian Penal Code Sections 504 (intentional insult with intent to provoke breach of peace) and 506 (criminal intimidation) are made out against the accused persons.

Pandey had alleged that the actor had snatched his mobile phone while cycling on a Mumbai street when some media persons started clicking his photos.

The actor had allegedly entered into an argument and threatened him, Pandey said in his complaint. The magistrate’s court had earlier directed the D N Nagar police here to conduct an inquiry and submit a report.

After perusing the report, the court held that there were sufficient grounds to proceed against the accused persons.

The issuance of a process marks the beginning of criminal proceedings before a metropolitan or judicial magistrate based on a complaint lodged by an individual.

The magistrate court issues the process if it finds prima facie substance in the allegations made in the complaint. Once the process is issued, the accused persons have to appear before the court.

Avesh Khan bowls brilliant 18th over as Lucknow Super Giants beat Sunrisers Hyderabad by 12 runs

April 5, 2022 by Nasheman

NAVI MUMBAI: Lucknow Super Giants paid 25 times more than his base price of Rs 20 lakh to get Avesh Khan’s services in IPL-15.

The move was worth it as his excellent bowling acted as the catalyst for his team’s 12-run win over Sunrisers Hyderabad here on Monday.

Heading into the lucrative T20 league as the most expensive uncapped Indian player, Avesh picked up four big wickets for only 24 runs and bowled a brilliant 18th over to turn the match decisively in LSG’s favour.

Asked to bat first, skipper KL Rahul and Deepak Hooda struck useful half-centuries to lift Lucknow Super Giants to 169 for seven after a disastrous start.

Chasing 170, Kane Williamson’s (16) innovation brought him two fours and a six but he paid the price for going overboard, his ramp shot off Avesh finding a sliding Andrew Tye at short fine leg in the fourth over with SRH score reading 25 for one.

Avesh brought about Abhishek Sharma’s downfall with a change in pace as the batter failed to read it while trying to loft him.

As Sharma made his way back to the dugout, last-game’s half centurion Aiden Markram walked out to join Rahul Tripathi in the middle, and the two began rebuilding the SRH innings.

Placed at 51 for two at the end of the seventh over, Tripathi used Tye’s pace to hit the Australian bowler for three fours and then, using his wrists, smashed Krunal Pandya (2/27) for a six over fine leg.

A quite 10th over was, however, followed by the dismissal of Markram, the bowler being Krunal.

Going strong at 44 off 30 balls, Tripathi tried to slog sweep Krunal and hit straight to deep mid-wicket, where Ravi Bishnoi was stationed.

Nicholas Pooran smashed Krunal over long-on for six and then carted Jason Holder (3/34) for 15 runs to bring the equation down to 50 form the last 30 balls.

Andrew Tye kept it fairly tight in the 17th over, giving not more than eight runs, before Pooran hoicked Avesh Khan over deep square leg for a maximum.

However, Avesh had the last laugh as Pooran mistimed his knee-high full toss.

Earlier, after his team lost three wickets for just 27 runs in the powerplay, Rahul (68 off 50 balls) found an able ally in Hooda (51 off 33 balls) and added 87 runs for the fourth wicket to revive the innings.

Rahul hit six fours and a six, while Hooda found the fence three times and also cleared it thrice.

Coming back from a long break after playing their opener last Tuesday, SRH made a dream start and left the Super Giants in all sorts of trouble early on.

Making a strong comeback after the pounding in his team’s heavy defeat against Rajasthan Royals, Washington Sundar (2/28) was handed the new ball and he delivered in his very first over, and SRH’s second, dismissing the dangerous Quinton de Kock with his off-break bowling on a grassy pitch that prompted Kane Williamson to put two slips when Bhuvneshwar Kumar started the proceedings.

Backed to bowl in the powerplay despite going for plenty in the previous game, Washington got de Kock (1) to chip one to Williamson at cover.

Few moments later, Washington had Evin Lewis (1) trapped in front of the wicket after the swashbuckling West Indian batter failed to execute his slog sweep.

It was another huge wicket for SRH given Lewis’ blazing, match-winning knock against Chennai Super Kings last Thursday.

Manish Pandey struck Romario Shepherd for a four and a six but then, going for one too many, ended up lobbing a catch to mid-on in the same over to leave LSG in a spot of bother.

Spurred by the early success, Williamson effected bowling changes frequently but he may have delayed by at least an over in introducing the attacking T Natarajan while opting for Abdul Samad’s innocuous, part-time seam up stuff at the DY Patil Stadium.

The pacy Umran Malik consistently hit 145 kmps but also leaked plenty of runs, allowing KL Rahul and Deepak Hooda to settle down and revive LSG’s innings.

Having withstood the early reverses, the duo of Rahul and Hooda went about their task in a professional manner, finding the boundaries as well as running the singles and twos as the 100 came up in the 14th over with Malik going for 16 runs.

Shepherd broke the partnership when he had Hooda caught in the deep to signal the arrival of the in-form Ayush Badoni (19 off 12), who got into the groove with a boundary.

Kerala govt makes valuation of buildings mandatory for land registration

April 5, 2022 by Nasheman

Parmesh S Jain

The Kerala stamp act directs that the value of buildings must be assessed based on Public Work Department’s rate and added while registering title deeds.

Earlier, this rule was made mandatory for flats and apartments.Gradually, all buildings except palm-thatched huts are also brought under this rule.

The Kerala government ordered that value of buildings must be given on title deeds for all land transactions.

As per the rule, the land will be registered after documenting the exact value of the building. But it is observed that nobody is following this rule.

As the government made it mandatory to strictly follow the rule for all land transactions, the registration department was benefited during the last financial year.Income from this also increased revenue of the department.

Approved engineers must examine the building and issue an evaluation certificate for completing the land registration.

With this,8 per cent of stamp duty and 2 per cent of the registration fee must be paid for buildings during land registration.

Years ago,the government had issued an order to make valuation certificate of PWD mandatory for land registration.

But people and officials continued to violate the rule.In some places, the value of buildings was marked as Rs 50 per square feet on title deeds.

After noting this illegal practice, the registration department gave strict directions to registrars.

Following this, land owners started to add the exact value of buildings while registering title deeds.

Complaints on determining value of buildings :

Meanwhile, many people have raised complaints about assessing the value of buildings on their land.

While determining the price, the age of the building must be considered.Sometimes, there is delay in estimating the value when the buildings do not have the number.

Engineers approved by the registration department are refusing to issue valuation certificates fearing action from the department over lapses.

Though the department identified over 3000 engineers for this purpose, only 800 are issuing these certificates.
