Dalits have chance to become Karnataka CM in Congress: DK Shivakumar

BENGALURU:  KPCC president DK Shivakumar on Friday said there is an opportunity for Dalit leaders in the party to become CMs.Shivakumar said that, unlike others, Congress leaders will not talk about making a Muslim leader or a Dalit leader CM, but there are opportunities for Dalit leaders to become CM as they have experience

Congress’s strength is that it unites all communities and leaders from backward communities have become CMs, he said and added that many leaders, including KH Rangnath, Mallikarjun Kharge and G Parameshwara, have all led the party in difficult times. Kharge has been elected AICC president as he is the senior-most leader as well as experienced, he said. Kharge was instrumental in getting the special status for the Kalyana Karnataka region, he said.

Shivakumar said many from the state are going abroad for work and they send money to their families, but the government has failed to protect their interests. The Congress leader, who recently visited Sharjah in the United Arab Emirates, said people from the state who are living there expressed their displeasure over the government’s response when they wanted to return during the pandemic. Congress will have a separate department for their welfare, he said.

250 rabies deaths in 18 states, Karnataka tops with 32

NEW DELHI:   Nearly 250 deaths due to rabies were reported in the country this year from 18 states, with Karnataka reporting the highest number of 32 deaths, followed by 24 deaths each from Maharashtra and West Bengal, the Union Health Ministry told the Lok Sabha on Friday. 

While Tamil Nadu reported 22 deaths, followed by 21 deaths each from Kerala and Telangana, both Andhra Pradesh and Uttar Pradesh recorded 19 deaths each, followed by Delhi and Bihar. Both the states reported 18 deaths each due to rabies, Dr Bharati Pravin Pawar, Minister of State for Health and Family Welfare, said in a written reply.

The ministry said that some deaths have occurred in persons who had been administered post-exposure prophylaxis in Kerala and were sent for repeat quality testing at Central Drugs Laboratory, Kasauli. 
“All the tested batches have been reported to be conforming to required quality standards,” Pawar said in reply to a question on the testing of samples and quality of vaccines that lead to deaths in Kerala, despite being administered to the victims.

The deaths of at least six victims, who had taken the anti-rabies vaccine, had triggered a major debate in Kerala over the efficacy of the vaccine. The state reported nearly 2 million dog bites. The central government had dispatched a team following the furore. The minister said that as per information provided by the Kerala government, all vaccines and immunoglobulin batches had been tested for quality before delivery.

Pawar said the ministry had launched the National Rabies Control since the 12th Five-Year Plan for prevention and control of rabies. The National Rabies Control Program has been implemented in the entire country (Except in Andaman and Nicobar Islands and Lakshadweep).

The minister said various initiatives had been taken, including procurement of an Anti-Rabies Vaccine for animal bite victims through the National Free Drug Initiative, capacity building through training of medical officers and health workers and strengthening surveillance of human rabies and dog bite cases.
She said that all the vaccines are tested for standard quality and released by Central Drugs Laboratory, Kasauli.

On what steps the government is taking to ensure the availability of vaccines in the country, the minister said that  all manufacturers have been asked to ensure that the manufacturing of anti-rabies vaccines is carried out with total capacity and the first preference may be accorded to meet domestic requirements including government institution supplies in the country.

Supreme Court tells Sharjeel Imam HC’s remark won’t affect his case

NEW DELHI:  JNU student Sharjeel Imam on Friday breathed a sigh of relief as the SC said that the observations that have been made by the Delhi HC against him while denying bail to Umar Khalid in 
Delhi riots larger conspiracy case will not cause prejudice him in any manner.

Delhi HC while denying bail to Khalid on October 18 had said that Khalid was constantly in touch with Sharjeel Imam who was arguably ‘at the head of the conspiracy’. HC had also referred to Imam as the main conspirator in one of its paras. 

Referring to HC’s para wherein it had specifically mentioned that its observations would not be tantamount to an expression of any opinion on the merits of the case, a bench of Justices SK Kaul and AS Oka in their order said, “Any observation in respect of role of the petitioner will not prejudice the petitioner in any manner.” 

Court’s order came in a plea which was preferred by Imam seeking to expunge HC’s observation wherein it had said that it found it difficult in accepting contention that Khalid and the Imam had never spoken to each other.

Cyclone Mandous weakens into deep depression IMD predicts rain In TN,AP

CHENNAI:  The cyclonic storm ‘Mandous’, which crossed the coast near Mahabalipuram in the wee hours of Saturday, has moved completely inland and weakened into a deep depression over north Tamil Nadu. 

As per the IMD’s morning bulletin, the weather system is currently centred about 70 km northwest of Mahabalipuram and 50 km west of Chennai (inland). It will further move nearly west-northwestwards and gradually weaken into a depression by noon. 

Under its influence, interior districts like Krishnagiri, Dharmapuri, Tirupattur, Vellore, Ranipet, Tiruvannamalai, Kancheepuram and Thiruvallur districts may experience heavy to heavy rainfall on saturday. 

The IMD said sea conditions are likely to be rough to very rough along and off north Tamil Nadu and Puducherry coasts till saturday afternoon.

The fishermen are advised not to venture along and off Tamilnadu, Puducherry and South Andhra Pradesh coasts and the Gulf of Mannar till today evening.  

In the last 24 hours ending at 8.30 am on Saturday, Nungambakkam and Meenambakkam weather stations in Chennai received the highest rainfall of 111.3 mm and 115.1 mm of rainfall.

Four people including two migrant workers were electrocuted in separate incidents on Friday night. In Pillaipakkam near Sriperumbudur, two migrant workers who stepped out of their house on Friday night were electrocuted. 

Meanwhile, in another incident, two cousin brothers who were returning home from a nearby shop on Friday night were electrocuted after they stepped on to a snapped live cable at Madipakkam. After the information from the public the police and electricity department staff reached the spot and retrieved the bodies.

The power supply was cut in some parts of Chennai including Madipakkam, Sathoshpuram, Adyar, and Purasawakkam on Friday night.  Uprooted trees fell on the electric line and on Saturday morning the TANGEDCO officials were trying to restore the supply. 

In Chennai, 72 trees fell on roads in the South & East zone of the city police limits, and 23 trees in the North & West zone. 52 trees were removed with the coordination of Greater Chennai Police. The work of removing the remaining trees is going on fast. Also, power poles fell on five roads.

Vegetable supply in the Koyambedu market reduced to 30 per cent as many vehicles could not arrive due to cyclone. Even the usual trade was impacted.

CM M K Stalin will be visiting rain-hit areas in Chennai on Saturday. He has deputed ministers also to distribute relief assistance. Official sources said the CM will hold discussions on the relief measures. 

Chennai airport closed operations for two hours due to crosswinds from cyclone Mandous from 1.30 am to 3.30 am. It was the tail of the cyclone which while passing forced the operations to be shut. There was not much traffic and more than 16 flights were diverted. There was water in the taxiway but it was cleared immediately as the flow in Adyar was controlled as such water could be drained easily.
 

Cyclone Mandous in Andhra Pradesh: 

Parts of Rayalaseema and South coastal districts of Andhra Pradesh are receiving heavy to very heavy rainfall since early morning on Saturday as cyclone Mandous made landfall between Puducherry – Srikalahasti and close to Mahabalipuram at around 01.30 am.

The IMD also predicted that these districts will experience moderate rainfall on Sunday and also alerted people to be careful even after the landfall of cyclone. 

Nellore, Tirupati and parts of Chittoor, Annamaiah and Kadapa have been witnessing heavy rainfall since Friday late night. With the high-velocity winds on Friday late night, many electric poles were uprooted in Nellore and Tirupati districts.

Nellore district received an average of 10 cm of rainfall. Manubolu, Venkatachalam, Sydapuram and Muthukur areas witnessed the highest rainfall with 20 cm in the past 24 hours. While Tirupati district received 6 cm of rainfall on average. The District administration of Tirupati has shifted 190 people to rehabilitation centres in various mandals.

Meanwhile, Chief Minister Y S Jagan Mohan Reddy reviewed with officials of Rayalaseema Prakasam and Nellore districts the situation of rainfall in their areas. He asked the district officials to be attentive and extend all possible support for the public during rains.

Probe sought into madrasas enrolling non-Muslim kids

NEW DELHI:   The National Commission for Protection of Child Rights (NCPCR) has asked all states and union territories to conduct a detailed inquiry of all government-funded and recognised madrasas admitting non-Muslim children. In a letter to all the chief secretaries, NCPCR Chairperson Priyank Kanoongo said, “The inquiry should include physical verification of children attending such madrasas. After the inquiry, admit all such children in schools for formal education.”

The Commission wrote to the states and union territories following various complaints from different sources. Kanoongo said it is noted that children belonging to a non-Muslim community are attending government funded/recognised madrasas. 

He said in various states and UTs, several children attend institutions like madrasas, which are of three types Recognised Madrasas, Unrecognised Madrasas and Unmapped Madrasas. Madrasas, as institutions, are primarily responsible for imparting religious education to children.

However, it is also learnt that those Madrasas funded by the government or recognised by the government are imparting spiritual and, to some extent, formal education to children, he said. The NCPCR chief said it is learnt that some states/UTs are providing these madrasas with scholarships too.

He said this is a clear-cut violation and infringement of Article 28(3) of the Constitution of India, that prohibits educational institutions from obligating children to take part in any religious instruction without the consent of parents.

The Constitution, he said, makes it an obligation of the state to provide free and compulsory education to all children without any discrimination or prejudice and ensure that children go to neighbourhood schools for formal education as per Section 6 of the Right To Education (RTE) Act, 2009.

Shivraj attacks Cong in Kamal Nath’s Chhindwara

BHOPAL:  Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Friday launched development works worth over Rs 1,000 crore in Chhindwara, the home turf of his predecessor and state Congress chief Kamal Nath.ADVERTISEMENTAds by 

Chouhan was attending the Mukhya Mantri Jan Seva Abhiyan approval letter distribution at Bichua in the district, where he also announced the Atal Khel Mahakumbh to be held from December 15. Chouhan also took the opportunity to attack the Congress.

“Whenever I come to Chhindwara, some people are in pain. They promptly give statements in the media, questioning my visit here. I’m dubbed by Congress leaders as Ghoshna Veer (man of announcements), but let me tell them, it’s the veer (brave) and not kayars (cowards) only who make ghoshnas (announcements). I make announcements as well as execute them on the ground. The health centre which has been inaugurated by me, was announced by me in the past,” he said.

He also asked the gathering, “Tell me whether I should come here or not. Hum toh aayenge, kyonki tumne pukara aur hum chale aaye,” he said, borrowing the lines from the hit song of the 1964 Bollywood film, Rajkumar. Continuing his spree of initiating action against erring government officials, Chouhan suspended the chief medical and health officer of Chhindwara district and block medical officer of Bichua, following several public complaints against them.

BJP’s U-turn: Next mayor will be from AAP

TWO days after the MCD poll results, the mood in the vanquished BJP camp on Friday appeared one of realism, a climb-down of sorts from the growing pitch for having the party councillor as the mayor.
State BJP chief Adesh Gupta said the top MCD post “belongs to AAP as the mandate is in their favour. 

The Delhi BJP said it would play the role of ‘strong opposition in the local body. Until yesterday, the dominant voice within the BJP camp was that the party would not hesitate to get the support of any councillor to keep the top post. Many party leaders cited the absence of anti-defection law in the MCD rulebook to strengthen their claim about councillor coming along and accepting the party mayor.

The saffron U-turn brought smiles back to the AAP camp. MCD in charge of AAP and Delhi MLA Durgesh Pathak called the BJP decision a good gesture. “The mandate is in AAP’s favour. The BJP has to sit in opposition. They should be a constructive opposition in MCD,”said Pathak.

On Friday, Gupta was circumspect. “The BJP will serve the people of Delhi by becoming a strong opposition and will expose corruption linked to AAP in the corporation in the way they did in the Delhi government,” he said.

He accused the Congress ofplaying a “friendly match” with the AAP in the MCD polls. Gupta referred to BJP increasing its vote percentage in the elections by 3% in comparison with the 2017 elections. “We
had a 36.08% vote share. This time, it has increased to 39.09%,” he said.

He said CM Kejriwal and AAP stood “exposed” due to JP’s anti-corruption campaign. “People have rejected AAP candidates in the assembly segment of Manish Sisodia. The situation was just the same in
the assembly constituency of incarcerated Delhi minister Satyendar Jain,” he said.

BJP leaders said that in many seats the party won by a small margin. He expressed his gratitude to the people of Delhi for showing respect for the services the party has rendered with dedication and  determination. “Compared to the last time, the only visible change is that the Congress has bowed before the AAP,” said a BJP leader.

We will sweep Karnataka in 2023:Says C.M Bommai

BENGALURU: With exit polls predicting a win for the BJP in Gujarat and Himachal Pradesh, Chief Minister Basavaraj Bommai on Wednesday exuded confidence of the party returning to power in Karnataka in 2023.

Addressing a gathering during the BJP’s Jana Sankalpa Yatra at Koratagere in Tumakuru district, Bommai said there is a pro-BJP wave in Karnataka owing to his government’s policies, including the recent hike in SC/ST quota.

He said the Congress will disappear in the “tsunami” of the BJP which will sweep the 2023 Assembly polls. Taking a dig at the Congress government led by Siddaramaiah between 2013 and 2018, Bommai said there was rampant corruption during the CLP leader’s rule. “There was corruption in Arkavathy Layout denotification, in procuring pillows and beds for government hostels, in drilling of borewells for SCs/STs…,” he added.  “Siddaramaiah even weakened the Lokayukta and set up the Anti-Corruption Bureau to cover up cases against him and 50 others. But in the coming days, we will reopen such cases in which B report has been filed,” he said.

He accused Siddaramaiah of leaving behind a debt of Rs 2 lakh crore on successive governments. “Their government did nothing with the loan they availed. Most of the irrigation projects that are being implemented now were funded by the BJP. Also, rice under Anna Bhagya scheme was diverted to black market during the Congress regime,” he alleged.

Bommai questioned why Congress president Mallikarjun Kharge and Siddaramaiah did not dare to hike the SC/ST quota.  “None of the previous governments had shown the courage to hike the quota… but I did it… I hope you all will back me,” Bommai said after being felicitated by BJP SC/ST leaders.

Slamming Congress leader Rahul Gandhi after he said that BJP and RSS were ignoring the invocation ‘Jai Siyaram’, Bommai said, “He (Rahul) has no simple understanding that the word Rama has Sita, Lakshman and Hanuman incorporated in it.”

“The choice is yours (voters)… you have to decide if you want to go with Sonia mata ki jai of the Congress or BJP’s Bharat mata ki jai,” Bommai added. Bommai said senior Congress leader and former deputy CM Dr G Parameshwara has enemies within the Congress who are determined to defeat him.

On party’s candidate from Kunigal, Bommai promised to help both former MP Muddahanumegowda, who recently quit the Congress to join the BJP, and Krishna Kumar, who has lost three times. He hinted at fielding Krishna Kumar in 2023 polls and  Muddahanumegowda from Bengaluru Rural in 2024 Lok Sabha polls. 

Former CM B S Yediyurappa’s absence was conspicuous at the yatra on Wednesday. “He had a scheduled programme for the day and hence could not make it. But he had attended all the yatras in the past,” CM Bommai clarified.

CM Basavaraj Bommai hinted at the government taking back the stud farm at Kunigal run by United Racing and Bloodstock Breeders (URBB) of Vijay Mallya as the lease period with the government
will come to an end on December 31. “After holding deliberations with  local leaders, a government subsidiary will be established,” he said.

Karnataka BJP may convince senior leaders not to contest elections

BENGALURU: With the state Assembly polls in the next few months, the state BJP is preparing a list of its leaders who are over 70 years old to convince them not to contest the polls to give way for the next generation of leaders. However, conditions apply.

In the present Assembly, BJP has 120 seats, including Savadatti that was represented by late Anand Mamani and Hukkeri whose MLA was Umesh Katti. Sirsi is represented by Speaker Vishweshwar Hegde Kageri. There are many MLAs who have been elected three to four terms and are over 70 years old. A few months ago, former chief minister BS Yediyurappa, who is 79, had openly said he will not contest in the coming polls. BJP sources said a few more party MLAs are also likely to step back from electoral politics. “A few seniors have said they will not contest because of various reasons, including health,” they said.

A senior BJP leader Said that they are preparing a list of such leaders. “Not all can be prevented from contesting as we need some for their winnability, caste factor and popularity. Some senior leaders are over 70 years old, but are also physically fit. We may choose a few leaders and convince them to allow newcomers,” said the leader. But at the same time, these senior leaders cannot be forcibly stopped from contesting, he added.

In the recently held Gujarat Assembly elections, BJP denied tickets to many sitting MLAs, allowing newcomers to contest. Karnataka BJP too is expecting a similar mechanism here. “There are such talks here and in New Delhi. The list will not be announced now as it could affect the party prospects. There is a buzz that a few ministers from the Basavaraj Bommai cabinet too may be denied tickets,” the sources said.
The opposition Congress too may adopt this strategy and allow new faces in the elections.

‘Parliament TV likes to show LS speaker’s face for 24 hours: Rahul Gandhi on Bharat Jodo Yatra

JAIPUR:  Rahul Gandhi has alleged in his Bharat Jodo Yatra that he was not allowed to speak in Parliament.  He said that Parliament TV likes the face of the Lok Sabha speaker Om Birla which is why he is shown on TV for 24 hours. 

Rahul was addressing a Nukkad Sabha in Rajasthan’s Kota district on Wednesday and added, “Sansad TV likes the face of Speaker Om Birla from Kota. We want to speak on unemployment, inflation, GST, farmers’ problems and demonetisation, but we are not allowed to speak. If you want to, then the mike is switched off.”

Om Birla is Member of Parliament from Kota. Along with this, he also took up the issue of  Eastern Rajasthan Canal Project by the Centre.  He said that through ERCP, irrigation and drinking water will be provided to 13 districts.

“The Central Government had talked about declaring this project as a national project… PM had made this promise, but has not fulfilled it.  Now when the Rajasthan government is making this project, the Centre is stopping it,” he said.
