Karnataka HM Araga Jnanendra hints at Delhi-like action against rioters

April 21, 2022 by Nasheman

Shivamogga: Karnataka Home Minister Araga Jnanendra on Wednesday indicated that the State government is contemplating strong action against those involved in rioting similar to the situation in Delhi where bulldozers razed down structures allegedly belonging to rioters.

He said he would discuss with Chief Minister Basavaraj Bommai in this regard.

“There is thinking about it, Chief Minister too has said there is thinking on those lines. We will have to take strong action against those involved in riots,” Jnanendra said in response to a question on use of bulldozers in violence-hit areas of Delhi against people who allegedly indulged in rioting.

Speaking to reporters here, he said suitable action would be taken against those who feel that law and rules are not applicable to them.

Bulldozers were used in Delhi to demolish structures in areas of Jahangirpuri, a drive against encroachments which, some allege, was against those into rioting.

Jahangirpuri witnessed violent clashes, arson and firing between two communities during a Hanuman Jayanti procession on Saturday. Eight police personnel and a local resident sustained injuries in the clashes.

In response to a question whether the Karnataka government would take a decision in line with Uttar Pradesh, where the administration has ordered againt taking out religious processions without permission, the Home Minister said he would discuss this with Chief Minister Bommai.

“When fair or processions happen, some elements may throw stones from somewhere causing disturbance to peace and order. Uttar Pradesh has taken a decision. I will also speak on this to the Chief Minister,” he added.

Amid violence during festivals in some States, Uttar Pradesh Chief Minister Yogi Adityanath has directed that no religious procession should be held without permission.

Will conduct verification: Uttarakhand CM Pushkar Singh Dhami on non-Hindus entry in Char Dham

April 20, 2022 by Nasheman

Uttarakhand CM Pushkar Singh Dhami

DEHRADUN: Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday responding to the queries related banning the entry of non-Hindus in the Char Dham shrines- Kedarnath, Badrinath, Yamunotri and Gangotri said that the state government will conduct a verification drive to check if people from outside of the state have encroached upon illegally.

“Ours state is a peaceful one and we should work towards preserving our religion and culture. We will conduct a verification drive to check if people from outside of Uttarakhand have encroached illegally,” said the CM.

He further added that there is no space for ‘encrochers’. “There is no space for encroachers, spreaders of religion based frenzy. The law will take its own course in such matters,” said CM Dhami.  Last week, Swami Anand Swaroop, a seer who was part of Haridwar Dharam Sansad hate speech has written to Uttarakhand Chief Minister to ban entry of non-Hindu people in Char Dham shrines.

He also warned the CM of increasing footprints of non-Hindus in the Himalayan state.  The seer had also warned that his ‘Kali Sena’ will teach a lesson to those non-Hindus who ‘violate the sanctity of the Char Dham’. Swami Anand Swaroop, one of the organizers of Dharam Sansad in Haridwar in December 2021 is also convenor of the Dharam Sansad core committee.

Last year, intelligence aganecies had alerted authorities in Uttarakhand about ‘Demographic Changes’ in certain areas of the hill state warning about these changes, especially in border districts of Udham Singh Nagar, Champawat and Pithoragarh of Kumaon disvision of the state.

All three districts share border with Nepal. Officials from Uttarakhand government told that a report was sent to the union home ministry in January 2021 citing the situation in these districts as ‘sensitive’.

In September 2021, the state government citing too much increase in population in certain areas of the state which is causing ‘Demographic Change’ resulting into ‘Migration of some communities from those areas’, issued directions to take steps to find the ‘solutuion of the problem’.

Release from the state government stated, “It has come to the notice of the government that in certain areas of the state due to too much increase in population demographic changes have occurred resulting in ‘migration by some communities from those areas’. No only this, there is also an apprehension of disturbance in communal harmony.”

However, the release did not name any community.  The release further stated that the director general of police of the state, all the district magistrates and district police chiefs to take steps to find solution of the problem.

The state government had also issued instructions to form district level committees along with ‘Peace Committees. These committees will advise to find ‘solution’ of the ‘problem’ and meetings will be organized from time to time to maintain peace.

The directions had also been issued to identify people in every district of Uttarakhand who are from other states with criminal history living in the state and verify their documents as well as records.

Directions also include taking action by authorities who have forged their documents including foreigners and keeping an eye on sale of properties to see if anyone is not selling the property out of pressure or fear.  Interestingly, union home ministry in an RTI reply had stated that threats to Hindus and Hinduism are ‘imaginary’ or ‘hypothetical’.

Centre writes to five states, asks them to monitor spread of COVID infection amid surge in cases

April 20, 2022 by Nasheman

NEW DELHI: The central government has written to Delhi, Haryana, Mizoram, Maharashtra and Uttar Pradesh as COVID cases in these states show a rising trend and has asked them to test-track-treat-vaccinate and adhere to COVID appropriate behaviour with special emphasis on wearing of masks in crowded areas.

In a letter to these states, Union Health Secretary Rajesh Bhushan said a few states are reporting a higher contribution to India’s cases and higher positivity. He asked the states to “continue monitoring the spread of infection and undertake required steps for prompt and effective management of COVID-19”.

Bhushan said that the states should monitor clusters of new COVID-19 cases and take containment efforts to cure the spread of infection. Apart from testing, they should also monitor influenza-like illnesses in all health facilities regularly to detect early warning signals of the spread of infection.

“They should undertake genomic sequencing for prescribed samples of international passengers, collection of samples from sentinel sites (identified health facilities and sewage samples) and local clusters of cases,” it said.

The ministry also asked the states to “maintain a strict watch and take pre-emptive action to control any emerging spread of infection”. The Centre had written to these five states on April 8 as well when COVID cases had started showing an upward surge.

In the letter to Delhi’s principal secretary, Manisha Saxena, the union health secretary said it has reported an increase in weekly new cases from 998 new cases in the week ending April 12 to 2,671 new cases in the last week ending April 19. The positivity rate also increased from 1.42 per cent to 3.49 per cent in the previous week in Delhi.

Haryana reported an increase in weekly new cases from 521 to 1,299. The state also saw a rise in positivity rate from 1.22 per cent to 2.86 per cent.

Covid-19 surge likely in Chikkamagaluru , Tumakuru

April 20, 2022 by Nasheman

BENGALURU: An early warning system for a surge in Covid cases, developed by researchers from the Indian Statistical Institute (ISI), Bengaluru, has warned that 12 districts of Karnataka are showing an increase in effective reproduction number of Covid-19 cases, and two districts need immediate focus as they will reach 1,500 cases per million population, in the next 46 and 72 days.

The prediction has warned that Chikkamagaluru will reach 1,500 cases per million population in the next 46 days, and Tumakuru in the next 72 days. Explaining the basis of predictions on the website, the researchers said, “From the daily reported cases, a stable early warning system has been created based on each district’s health infrastructure capacity. It is assumed that health infrastructure capacity in a district is proportional to its population. Hence, the days taken to reach 50 cases per million population and 1,500 cases per million population, has been taken as markers for healthcare infrastructure capacity.”

The aim of this prediction is to provide an early warning to epidemiologists and district authorities. The researchers say the growth rate here is equal to the number of new infections per active infection, per unit time. Which means, the number of cases at the peak is taken as a critical number of cases in the early warning system. This is just another marker for healthcare infrastructure capacity.

“For the current date, we use the model to predict active cases for the next 14 days. If the green curve is shooting upward, then this is an early warning for the district,” they said. As per data, in Chikkamagaluru, the R-value is expected to go up to 2.54, with growth rate of 0.243, and days taken to increase to 1,500 active cases per million population (10 lakh people) is 56. For Tumakuru, the R-value is expected to go up to 1.21 with growth rate of 0.207, and days taken is 49 to reach 1,500 per million population. They have also warned other districts where the R-value is expected to grow. These districts are predicted to reach 1,500 active cases per million population in less than 100 days.

Supreme Court orders status quo on demolition drive in Jahangirpuri, matter to be heard on April 21

April 20, 2022 by Nasheman

NEW DELHI: The Supreme Court on Wednesday ordered a status-quo on the demolition drive in Jahangirpuri, Delhi.

The matter was mentioned by Senior advocate Dushyant Dave before the bench headed by Chief Justice NV Ramana.

The drive is unconstitutional, unauthorized demolition is taking place in Jahangirpuri where riots took place. No notice was served so that reply is served in 10 days,” he said.

Senior advocate Kapil Sibal also mentions the plea by Jamiat Ulama-I-Hind seeking directions that residential accommodations or any commercial property cannot be demolished as a punitive measure. The petitioners have said in the plea that the administration in several states is employing bulldozers to raze down the houses of persons suspected to be involved in criminal incidents such as riots.

The petitioners have also prayed that police personnel to be provided specialised training in handling communal riots and situations where populations become restive.

The court will hear both matters tomorrow.

Need to address serious energy security concern: India amid rising food, energy costs due to Ukraine conflict

April 20, 2022 by Nasheman

UNITED NATIONS: With food and energy costs spiralling, especially for many developing countries in the wake of the Russia-Ukraine conflict, India has for the first time told the UN Security Council that energy security is a “serious concern” and needs to be “addressed through cooperative efforts.”

“The impact of the situation is being felt beyond the region with increasing food and energy costs, especially for many developing countries.”

“It is in our collective interest to work constructively, both inside the United Nations and outside, towards seeking an early resolution to the issue,” he said.

“The growing shortages can only be addressed by going beyond constraints that bind us presently. Energy security is equally a serious concern and needs to be addressed through cooperative efforts,” Ravindra said.

This is the first instance since Russia’s February 24 invasion of Ukraine that India has, in the UN Security Council, underlined the need to address the issue of energy security in the wake of the conflict through “cooperative efforts.”

In its previous statements on Ukraine in the powerful UN organ, India has maintained that the impact of the crisis is being felt beyond the region with increasing food and energy costs, especially for many developing countries.

It has also said that the conflict was having an impact on the global economy, especially on many developing countries, including through disruption of supply chains and its adverse impact on energy and commodity prices was evident.

External Affairs Minister S Jaishankar, who was recently in Washington for the India-US 2+2 Ministerial Dialogue — when asked at a press conference about India’s oil purchase from Russia — had said: “If you are looking at energy purchases from Russia, I would suggest that your attention should be focused on Europe.”

“We do buy some energy, which is necessary for our energy security. But I suspect looking at the figures, probably our total purchases for the month would be less than what Europe does in an afternoon.”

Jaishankar, while speaking alongside visiting British Foreign Secretary Liz Truss at the India-UK Strategic Futures Forum in New Delhi last month, had said that “when the oil prices go up, I think it is natural for countries to go out into the market and look for what are the good deals for their people.”

“But I am pretty sure if we wait for two or three months and actually look at who are the big buyers of Russian oil and gas, I suspect the list would not be too different from what it used to be and I suspect we won’t be in the top 10 on that list,” he said.

Ambassador Ravindra said India supports calls urging for guarantees of safe passage to deliver essential humanitarian and medical supplies; including through the establishment of permanent humanitarian corridors.

“We hope the international community will continue to respond positively to the evolving humanitarian requirements,” he said.

Ambassador Ravindra noted with concern that the humanitarian situation in Ukraine has deteriorated further and women and children have been disproportionately impacted, forming the bulk of the people who have moved to neighbouring countries and displaced internally in Ukraine.

“India continues to remain deeply concerned at the worsening situation and reiterates its call for immediate cessation of violence and end to hostilities.

“We have emphasised right from the beginning of the conflict the need to pursue the path of diplomacy and dialogue. When innocent human lives are at stake, diplomacy must prevail as the only viable option,” he said.

India continues to emphasise to all member states of the UN that the global order is anchored on international law, UN Charter and respect for territorial integrity and sovereignty of states, the Indian ambassador added.

Stones used in Hubballi violence collected from a road repairing site

April 19, 2022 by Nasheman

The police investigation into the violence and stone pelting reported on the night of April 16 in the Old Hubballi area has revealed that the stones were collected from a nearby road repair site.

However the senior cops have refused to divulge any information regarding questioning of the arrested, but said that the accused are undergoing a verification process. “The police have verified before taking the accused into custody. If anybody is innocent will be released,” said Hubballi Police Commissioner Labhu Ram, while reacting to the claim of parents of accused who stated that innocents were picked up.

The police sources also said that half of the CCTVs in and around the protest site were not in working condition. “The police could manage to get some 20 plus cameras which are in working conditions. While seven cameras were stolen or damaged, about 20 cameras were not working,” informed a police official.

Meanwhile the Hubballi police are on the lookout for a person whose video from the protest site has gone viral. In the video a man is seen standing atop a police vehicle and shouting slogans. The police said the man is yet to be arrested. So far 103 people have been arrested for the violence.
