Bengaluru: Karnataka Chief Minister Basavaraj Bommai on Monday said the time has come to revisit the Inter-State River Water Disputes Act as it creates more disputes than resolving them.

The Chief Minister spoke virtually at the inaugural of the ‘PM Gati Shakti’ southern zone conference chaired by Union Minister for Road Transport and Highways Nitin Gadkari.

“There are some legal interventions that are necessary. Delay is the most costly affair which has been affecting our infrastructure. The delay in our irrigation projects are bogged down by the Inter-State Water Disputes Act. In fact, it creates more disputes than resolving them,” Bommai said.

He said the time has come to revisit the legislation and see to it that the multifold levels of addressing the inter-state water disputes are removed at one single stage.

“Especially on the basis of maximum utility of a river basin capacity and using technology, and giving away all political considerations, a win-win situation for all riparian states can be the solution. Let us start thinking anew on that. The structure and content in resolving these issues has to be re-addressed by the Government of India, he added.

The Chief Minister’s statement has come at a time when the state has locked horns with neighbouring Tamil Nadu, Maharashtra, Goa and Andhra Pradesh regarding inter-state water disputes concerning Cauvery, Mahadayi and Krishna rivers.

Also, the state is pushing for clearances, especially environment-related ones, with regards to the Mekedatu project across the Cauvery to which Tamil Nadu is opposed.

Noting that some “basic impediments need to be removed, referring to problems such as environmental and forest clearances at the central government level, Bommai said, We have to maximise the scale of investment and relax certain rules in the finance sector, so that more investments can come through for infrastructure development.”

He also stressed on the need for common Coastal Regulation Zone (CRZ) rules for all-round development of the entire Indian coastline, instead of each state with a coastline having its own.

Highlighting the need for a Bengaluru-Mysuru-Hyderabad high-speed rail line, the Chief Minister said upgrading of the 453 kilometre lane will bring new economic activity between the two states.

On the much-awaited suburban rail project for Bengaluru worth Rs 15,000 crore, Bommai said, Bengaluru is an international city that contributes 40 per cent of the country’s IT/BT exports. It needs better infrastructure in terms of transportation, hence the suburban rail project needs more impetus and speed.”

Bommai also requested Gadkari for central support to regional airports at Ballari, Shivamogga, Vijayapura and Hassan.

For tourism, heliports at Chikmagalur, Madikeri and Hampi are coming up, he said, adding, Hampi, which is a UNICEF site, Badami and Vijayapura can be one circuit. Mysuru, Shravanabelagola, Belur and others can be another circuit. These should be on the national tourism map.”

K’taka: Cops attend birthday bash of BJP MLA on weekend curfew; salutes, hand over bouquets on stage

Davangere: Amidst the weekend curfew in the state in the wake of surging COVID-19 cases, one of Karnataka’s BJP MLA celebrated his birthday on Sunday with a bash.

MLA SV Ramachandra on Sunday organized a birthday bash in front of his house with hundreds of people attending the event to wish and congratulate the MLA.

Interestingly, the local cops, who were supposed to impose the weekend curfew were also present at the event but with bouquets in their hands to please the ruling party leader. In one of the videos that is doing rounds on social media, police officials are seen wishing the MLA by giving bouquets and saluting him on the stage.

Assembly polls in Punjab now on Feb 20 in view of Guru Ravidas Jayanti

New Delhi: The Election Commission on Monday decided to hold the single-phase assembly polls in Punjab on February 20 instead of February 14 in view of Guru Ravidas Jayanti.

Several political parties had approached the EC to postpone the polls in the state in view of Ravidas Jayanti on February 16.

Punjab Chief Minister Charanjit Singh Channi, BJP and its allies, and the BSP had urged the poll panel to postpone the date of voting as lakhs of followers of Guru Ravidas travel to Varanasi in Uttar Pradesh to celebrate the day.

In a statement, the Commission said polls would now be held on February 20. It coincides with the third phase of polling in Uttar Pradesh.

The parties had said that several followers of Guru Ravidas would not be able to exercise their franchise on February 14 as they would be travelling.

Goa polls: Joining 'outsider' TMC was mistake, says Lourenco; hints at returning to Cong camp

Panaji: Weeks after he walked out of the Congress fold, joined the Trinamool Congress and quit it a day before without assigning any reason, former Goa Congress working president Aleixo Reginaldo Lourenco on Monday hinted at rejoining his parent party.

He has apologised to his supporters and well-wishers for committing the “mistake” of joining the Mamata Banerjee-led party ahead of the next month’s Assembly polls.

Addressing a press conference in Panaji on Monday, Lourenco said he had to face severe backlash after deciding to join the TMC, which he said had promised a “new dawn”.

He said his supporters were apprehensive that joining TMC would invite the outside party” to Goa which will split votes.

Lourenco had resigned as the MLA from Curtorim and also as a member of Congress last December to join the TMC. He was then working president of the Goa Pradesh Congress Committee.

On Sunday, he resigned from TMC without assigning any reason in the letter that he sent to Banerjee informing her about his decision to leave TMC.

On Monday, he said that his decision to join the Mamata Banerjee-led party was a mistake and that he now wanted to be the same person whom people trust.

I have hurt many friends and also my near and dear supporters (by crossing over to TMC). I also hurt my family members and those who stood with me in thick and thin, he told reporters.

Lourenco said that he had decided to join the TMC in the interest of people because he was promised a new dawn.

I have fought for the people. I had raised their issues in the Legislative Assembly. I have worked for the people with my heart and mind, he said.

Speaking about his future political course, Lourenco said that his supporters have asked him to rejoin the Congress party.

Congress leader Michael Lobo has asked me to rejoin the Congress party. I will listen to what my people say, he said.

Goa is going to polls on February 14.

Bengaluru: Police arrests co-accused in Ganja case after shooting him on the leg

Bengaluru: The Hanumanthanagar police reportedly arrested the co-accused in the ganja case after shooting him in the leg, while he attempted to flee at Bengaluru. 

Reportedly, the police had left during early hours to carry out an arrest operation to apprehend rowdy sheeter, Rahul. At the time, the accused allegedly assaulted the police personnel identified as Ningappa and attempted to flee from the site, as a result, Hanumanthanagar sub-inspector Basavaraj Pateel shot the accused on his leg and apprehended him.  

It is learned that the arrested accused had several cases filed against him, along with pending warrants for his arrest. In the background of this, the Hanumanthanagar PSI Basavaraj Patil put together a team under his leadership to undertake an operation for the accused’s arrest. 

Based on the verified information obtained by the police on Monday morning, the law enforcement was able to locate his whereabouts and confirm that he was at the uninhabited area at Konakunte Narayananagar, it is learned.

India records 2,58,089 new Covid-19 cases, 385 deaths; positivity rate 19.65 per cent

NEW DELHI: India saw a single-day rise of 2,58,089 new coronavirus infections taking the tally of cases to 3,73,80,253, which included 8,209 cases of the Omicron variant detected so far, according to data updated by the Union Health Ministry on Monday.

A total of 8,209 cases of the Omicron variant have been detected across 29 states and union territories, out of which 3,109 have recovered or migrated.

Maharashtra recorded the maximum 1,738 cases of the Omicron variant, followed by West Bengal 1,672, Rajasthan 1,276, Delhi 549, Karnataka 548 and Kerala 536 cases.

According to experts, it is not possible to undertake genome sequencing of each and every sample but this current wave is largely being driven by Omicron.

The number of active COVID-19 cases have increased to 16,56,341, the highest in around 230 days, while the death toll has climbed to 4,86,451 with 385 daily fatalities, the data updated at 8 am stated.

The active cases account for 4.43 per cent of the total infections, while the national COVID-19 recovery rate has decreased to 94.27 per cent, the ministry said.

An increase of 1,05,964 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.

The daily positivity rate was recorded at 19.65 per cent, while the weekly positivity rate was 14.41 per cent, according to the ministry.

The number of people who have recuperated from the disease surged to 3,52,37,461, while the case fatality rate was recorded at 1.30 per cent.

The cumulative doses administered in the country so far under the nationwide COVID-19 vaccination drive has exceeded 157.20 crore.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020; 30 lakh on August 23; 40 lakh on September 5; and 50 lakh on September 16.

It went past 60 lakh on September 28; 70 lakh on October 11; 80 lakh on October 29; 90 lakh on November 20; and surpassed the one-crore mark on December 19.

India crossed the grim milestone of two crore infections on May 4 and three crore cases on June 23.

The 385 new fatalities included 158 from Kerala and 36 from West Bengal.

A total of 4,86,451 deaths have been reported so far in the country, including 1,41,808 from Maharashtra, 50,832 from Kerala, 38,431 from Karnataka, 36,989 from Tamil Nadu, 25,363 from Delhi, 22,963 from Uttar Pradesh and 20,088 from West Bengal.

The Health Ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

NCPCR asks UP govt to probe Darul Uloom Deoband portal for ‘unlawful’ fatwas

New Delhi: The National Commission for Protection of Child Rights (NCPCR) asked the Uttar Pradesh government to probe Islamic seminary Darul Uloom Deoband’s website for allegedly publishing “unlawful and misleading” fatwas.

The apex child rights body on Saturday also asked the state’s chief secretary to block access to the website until such content is removed. Reacting, the Students Islamic Organisation of India called it yet another attempt at targeting madrasas and their education by cherry-picking some fatwas and sensationalising them.

The NCPCR said it is acting on a complaint which alleged that the website carries a list of fatwas that are against the provisions provided under the country’s law.

“Taking cognisance of the complaint u/s 13 (1) (j) of the Commissions for Protection of Child Rights Act, after pursuing the complaint and examining the website, it was observed that the explanation and answers provided in response to issues raised by the individuals do not align with the laws and acts in the country,” the NCPCR stated in the letter to the state’s chief secretary.

It said such statements were contrary to the rights of children and open access to the website was harmful for them.

“Therefore, it is requested that the website of this organisation may be thoroughly examined, investigated and any such content should be immediately removed,” the letter stated.

“Further, access to such website may be prevented until the removal of such content for avoiding spread and recurrence of unlawful statements and consequently preventing incidents of violence, abuse, neglect, harassment, discrimination against children,” the letter read.

It also asked the state government to take necessary action against the school for allegedly violating provisions of the Constitution of India, Indian Penal Code, Juvenile Justice Act, 2015 and Right to Education Act, 2009.

The NCPCR has directed the Uttar Pradesh government to submit its report on the action taken within 10 days.

In a statement, Fawaz Shaheen, national secretary, Students Islamic Organisation of India claimed the NCPCR’s letter is yet another attempt at targeting madrasas and their education by cherry-picking some fatwas and sensationalising them.

“Fatwas are nothing but personal views of religious scholars on various matters pertaining to personal and social life. In fact, on a given issue, the scholars often have differing opinions and none of them carry any legal sanctity or institutional approval. People are completely free to act according to their own understanding of the religion,” it said.

The SIO said it is a settled position of law in India that issues of inheritance, marriage, divorce and other personal matters, including adoption, are covered by the respective customary laws of different communities and religions.

Karnataka’s role to be bigger in driving our nation to $5-trillion economy: CM Bommai

Bengaluru: Karnataka Chief Minister Basavaraj Bommai on Sunday exuded confidence that the role of the State would be significant in leading the country to a five-trillion USD economy.

“Karnataka’s role will be much bigger in shaping the New India and a new economy of five trillion USD in the coming years,” Bommai said in his address on the occasion of National Startups Day today.

The Chief Minister said the country had only 500 startups in 2016, which increased to 54,000 due to the efforts of a visionary leader like Prime Minister Narendra Modi, who launched the programme Startup India.

Speaking about Karnataka, Bommai said the State is the most preferred destination for the startups as it provides opportunities for the new ventures to grow and flourish.

“Karnataka is the hub of IT-BT based startups in the country. Of the 54,000 startups nationwide, over 13,000 are in Karnataka alone,” Bommai said.

Explaining the measures taken by his government, Bommai said the State is helping in the best possible manner the startups by creating a positive eco system.

Further, there is a startup cell in the State and programmes like Elevate-100, Elevate-Unnati, Elevate-75 and Elevate-25 are aimed at giving fillip to the new ventures, said the Chief Minister.

He added that about 450 startups are getting about Rs 220 crore as government aid.

Bommai said the Beyond Bengaluru policy for industrial growth in other parts of Karnataka and a robust research and development policy helped many multinational companies have their R&D centres in Bengaluru and other parts of the State.

Alwar girl case: Rajasthan govt to recommend CBI probe

Jaipur: The Rajasthan government on Sunday decided to recommend a probe by the Central Bureau of Investigation into the case of the mentally challenged girl who was found in a distressed condition on a bridge in Alwar with injuries on her private parts, according to an official release.

The decision was taken at a high-level meeting chaired by Chief Minister Ashok Gehlot, the release stated.

The state government will send the recommendation to the Centre for a CBI probe into the case at the earliest, it said.

Rajasthan Minister of State for Home Rajendra Singh Yadav, Chief Secretary Niranjan Arya, Additional Chief Secretary (Home) Abhay Kumar, Director General of Police M L Lather and other senior officers attended the meeting.

The decision came a day after Gehlot said the state government was open to getting the matter probed by a police officer from outside Alwar, Crime Branch, Special Operations Group or CBI according to the wish of the girl’s family.

The 14-year-old girl was found in a distressed state with injuries on her private parts on a bridge near Tijara Fatak on the night of January 11 in Alwar.

She was found bleeding and was taken to a hospital, where she underwent a two-and-a-half-hour-long surgery.

According to police, the probe revealed that she had travelled from her village to the city on her own.

Late on Friday, the police said they had gotten hold of the girl’s medical report and it ruled out apprehensions of rape.

They said they were yet to ascertain how the girl sustained such grievous injuries on her private parts.

Kottayam (Kerala): A painting worker here has won Rs 12 crore in the Christmas-New Year bumper lottery.

Sadanandan of Aymananam bought the lottery ticket from a vendor on Sunday morning a few hours before the lucky draw took place in Thiruvananthapuram.

“I bought the prize-winning ticket from Selvan (lottery vendor) this morning when I went to the nearby market for buying meat,” Sadanandan, who has been a painting worker for the last 50 years, told reporters.

He said the amount would be utilised for arranging better living condition for his children.
