August 20, 2022 by Nasheman

Parmesh S Jain

In an effort to manage the traffic and free flow of traffic outside the schools and educational Institutions in and around the city, the traffic police on Wednesday launched a special drive to rope in security guards to the institution concerned to train them to manage the traffic flow effectively.

Security staff of many school in the Traffic West division have been trained on traffic control and signals to handle the traffic and ensure the students and staff are safe .

The police also conducted awareness drives on parking of private vehicles, school vans and buses leads to congestion.

The drive was launched following a series of complaints on the traffic police social media account that the motorists are affected due to traffic jam in front of the schools across the city during the peak hours.

The police have advised the school staff and security personnel to ensure that no schools vehicles are parked outside or around an educational institution’s premises except when students are getting boarding and getting down for few seconds .

The security guards have been trained to manage the traffic and ensure that there are no jams outside the school and ensure free flow of traffic, a senior police officer, said .

However though many schools also started following the instructions, the police are not focusing on the other issues of blatant violations of traffic rules.

Majority of the parents and even the school staff do not wear helmets or seat belts when they come to pick up their kids.

However senior police officers opined that there main focus is to ensure smooth flow of traffic and de-congestion.

Ensuring road discipline may end up traffic chaos and the whole purpose of free flow of traffic on peak hour may backfire .

Delhi liquor scam: 10 questions Deputy Chief Minister refuses to answer

August 20, 2022 by Nasheman

Deputy Chief Minister of Delhi Manish Sisodia addresses a press conference in New Delhi, on August 6, 2022.

NEW DELHI:  This newspaper’s story hit the bull’s eye on Friday with the CBI registering an FIR against Delhi Deputy Chief Minister Manish Sisodia and raiding his residence to collect more evidence in a case where the state government is alleged to have “extended wrongful gains and favour to liquor wholesalers in Delhi… at the cost of state’s revenue

This paper was the first to break the story on June 22 that the CBI would look into the Kejriwal which appeared customised to benefit a few big players.

While drafting the policy, the government ignored the recommendations of its own panel of experts headed by Ravi Dhawan, which was set up to offer advice on the best practices.

After a deep dive into the policy papers, this paper mailed Sisodia 10 questions. He did not answer any. Instead, a reply was sent by the AAP, which rejected all allegations of wrongdoing and said they were orchestrated by the BJP to defame the Kejriwal government.

Even today, the AAP ecosystem is refusing to talk about the policy. Instead which got him a front page mention in The New York Times.

The AAP machinery tried to give a political twist to the CBI FIR and the raids. While the CBI took its time to register the FIR, the Lt Governor of Delhi ordered a probe by the state vigilance department. The Economic Offences Wing of the Delhi Police, too, initiated a probe.

The vigilance probe concluded that prima facie Sisodia was involved in tweaking policy without the approval of the state Cabinet and the LG. The questions this paper sent Sisodia on June 14 remain at the core of the controversy. Here is their abridged version:

  1. The Delhi government is accused of favouring large distribution companies by stipulating conditions such as an annual turnover of Rs 150 crore for three previous years to bid for L-1 license. How did you arrive at this high entry limit of Rs 150 crore?
  2. Is it true that Rs 150 cr annual turnover entry limit led to two large companies – Indo Spirit and Brindco Spirits – wresting control of about 80% of the wholesale business of Indian liquor by eliminating smaller players through predatory pricing?
  3. Was it a conscious decision of the Group of Ministers of the Delhi government, which included you, to create a monopoly of large companies by eliminating smaller players?
  4. Is it true that Indo Spirit and Brindco Spirits are the only wholesalers in Delhi of the brands offered by Pernod Ricard and Diageo India, and now have complete control over the supply and price negotiation with retail liquor vends for these brands?
  5. Is it true that the new excise policy has a fixed profit margin of 12% for the wholesalers irrespective of the sales and actual profits of retailers, leading to windfall profits for the wholesalers?
  6. How would you respond to the allegation that the Delhi government conspired to extend wrongful gains and favours to Indo Spirit and Brindco Spirits?
  7. Is it true that an excise policy similar to the one implemented in Delhi is being formulated for Punjab?
  8. Is it true that a meeting had taken place at your residence in Delhi on 30.05.2022, which was attended by Varun Ranjan (Excise and Taxation Commissioner, Punjab), Kap Sinha (Financial Commissioner, Taxation, Punjab), Harpal Cheema (excise minister, Punjab), Raghav Chadha, Naresh Dubey, Vijay Nair? What was the agenda?
  9. How do you respond to charges that Delhi’s new excise policy would disrupt liquor trade in the city, destroy smaller traders and cause loss to the state exchequer in the long run?
  10. Is it true that nine zones of Delhi have surrendered their licenses and are now not paying the annual fee causing a loss to the exchequer?

Eggs hurled at Siddaramaiah: Congress erupts in protest across Karnataka

August 20, 2022 by Nasheman

BENGALURU: Congress shed its lethargy and erupted in protest across many districts all over the state after party leader Siddaramaiah was attacked with eggs by BJP protesters in Kodagu on Thursday.-ADVERTISEMENT-Ads by

While BJP leaders KG Bopaiah and Renukacharya tried to wriggle out of the situation, saying it was not BJP workers who protested, KPCC president DK Shivakumar slammed them, saying, “The other name for BJP is lies. They don’t have the courage to tell the truth. If you have done it own up.’’

Congress Campaign committee president MB Patil, Council Opposition Leader BK Hariprasad, working presidents — Ramalinga Reddy, Saleem Ahmed and Druvanarayan — and every other Congress leader criticised BJP.

Druvanarayan in Mysuru said, “Home Minister Araga Jnanendra has to resign. Siddaramaiah is a mass leader so he is being targeted. What was the government doing? This is definitely state sponsored.’’
Congress is planning to lay siege to the deputy commissioner’s office in Madikeri on August 26 and hold a massive protest across Kodagu. The district, where both MLAs are from BJP, is a saffron party bastion like Dakshina Kannada.

While Chief Minister Basavaraj Bommai condemned the attack, an unconvinced Siddaramaiah alleged that the police were in cahoots with BJP attackers and were indifferent and inactive during the attack. “The police are with the protesters. We will take out a Madikeri Chalo rally against police inaction. The attack was sponsored by BJP and it was an act of cowardice. They have done this when I was there to assess rain-related damage in the district. The government has not provided relief to rain-hit Madikeri,’’ he said. On VD Savarkar, he said, “What freedom fighter is he … He wrote multiple petitions to the British seeking mercy.’’

In Chamarajanagar, Congress leader Puttaranga Shetty said, “Can’t we also do it to shame BJP leaders who come here?’’ In Koppal, Raghavendra Hitnal said, “We can throw stones at BJP.” In Mysuru, BJP leader Thotadapppa Basavraj, who contested against Siddaramaiah, filed a police complaint against the Congress leader, saying his statement that “Congress workers too know how to throw eggs” was provocative. The police registered the case.

Govt officials in Karnataka can now buy higher-end cars

August 20, 2022 by Nasheman

BENGALURU: The state government, through an order on Thursday, almost doubled the cost limit for certain higher levels of bureaucrats to purchase official vehicles, adding to the burden on the exchequer.
The order, issued by the Department of Personnel and Administrative Reforms undersecretary, states that senior officials, starting from the additional chief secretary, principal Secretary and heads of various departments, can now buy more expensive cars with the enhanced limit.

The additional chief secretary, principal secretary, secretary and secretary-rank officials can now buy cars costing up to Rs 20 lakh, while the earlier limits was Rs 14 lakh. Similarly, deputy commissioners, chief executive officers of zilla panchayats, session court judges, superintendents of police and city police commissioners can now buy cars for Rs 18 lakh, while the previous ceiling was Rs 9 lakh.

Senior police and other officials at the district level can buy vehicles for Rs 12.5 lakh, up from Rs 6.5 lakh, while other senior officials at the tahsildar rank can go up to Rs 9 lakh. All the prices announced exclude many taxes.

A senior DPAR official, requesting anonymity, said there was a demand to increase the price limits for vehicles, especially high-end cars. “It had been more than five years since we had revised the limits. This order is not applicable to ministers and other cabinet rank political leaders,” he added.

Karnataka State Government Employees’ Association president Shadakshari said this is a routine exercise.
“As the cost of cars has increased and the government’s fixed price was making it difficult for officials to buy at that rate, the government revised it” he added.

But other government officials said, “The state witnessed a big dip in revenues over the last two years, especially last year. There are many essentials that need to be taken care of on priority, including the recruitment of staff and clearing of contractors’ pending bills. Over 2.5 lakh posts in government departments are lying vacant, forcing the existing staff to put in additional hours. This was not needed at present,” said a senior official from the secretariat.
