In big operation, Lokayukta raids 45 BBMP offices across city

BENGALURU: Considering the complaints of corruption, favouritism, nepotism and maladministration seriously, the Lokayukta, Upa Lokayukta and judicial officers conducted simultaneous raids on 45 offices of revenue and town planning departments of BBMP across the city on Thursday.

During the raids, unaccounted cash, and irregularities and procedural lapses were detected in the Palike offices, according to sources. 

Sources said BBMP offices in Bengaluru East, Bommanahalli, Yelahanka, Mahadevapura, Malleswaram, Rajajinagar, Banashankari, Vijayanagara, Basavanagudi, Rajarajeshwari Nagar, Yeshwanthpur and Dasarahalli were raided. 

Thirteen judicial officers, seven superintendents of police, 19 deputy superintendents of police, 26 police inspectors and several policemen were part of the operation. 

The Director-General of Police, Karnataka Lokayukta, and Inspector-General of Police, Karnataka Lokayukta, supervised the operation. Policemen from the offices of Lokayukta in neighbouring districts were also part of the operation.

Sources said the staff members of revenue and town planning offices allegedly demanded more than 
Rs 50,000 as a bribe to issue a building work commencement certificate, completion certificate and occupancy certificate for each single-kitchen house. They also demanded bribes to issue khatha certificates, building plan approval and other documents. In view of the increasing number of complaints against the staff members of BBMP, the raids were conducted, sources added.

Data Protection Bill tabled in Lok Sabha

NEW DELHI:  Union telecom minister Ashwini Vaishnaw on Thursday tabled the Digital Personal Data Protection bill in the Lok Sabha, amid protests from Opposition parties demanding it be sent to a parliamentary committee. 

The bill proposes to regulate the usage of personal data of citizens by private companies as well as government agencies and is the first legislation related to privacy. It says personal data can be only processed by data fiduciaries (entities that collect and process personal data), companies or government agencies lawfully with the consent of the individual concerned. 

“The bill will protect the rights of all citizens, allow the innovation economy to expand, and permit government’s lawful and legitimate access in national security and emergencies like pandemics and earthquakes,” said Rajeev Chandrasekhar, minister of state for electronics and information technology. The bill will be tabled in Rajya Sabha next week.

India to attend a peace meeting on Ukraine hosted by Saudi Arabia

NEW DELHI: India will be attending a meeting that is being hosted by Saudi Arabia that will seek ways to find a way to end the conflict in Ukraine.

“Yes, India has been invited for a meeting hosted by Saudi Arabia in Jeddah on August 6th. India will take part in this meeting. It is in consonance with our mission that dialogue and diplomacy are the way forward to end the conflict,” said Ministry of External Affairs (MEA) Arindam Bagchi on Thursday.

Amongst the countries that are expected to take part include Ukraine, as well as Brazil, India, South Africa and several other countries. A high-level official from the US is expected to attend. The event has excluded Russia and is being overseen by Kyiv.

Ukraine’s 10-point peace plan will also be discussed. The peace plan includes punishing those responsible for war crimes withdrawing Russian troops from Ukraine and restoring their territorial integrity.

Saudi Arabia’s hosting of the talks comes as Ukrainian President Volodymyr Zelenskyy in May attended an Arab League summit in Jeddah to press those nations to back Kyiv. Arab nations largely have remained neutral since the conflict began in February 2022, in part over their military and economic ties to Moscow.

Saudi Arabia also has maintained a close relationship with Russia as part of the OPEC+ group.

Excise policy cases: Interim bail pleas of Sisodia to be heard on September 4

NEW DELHI: The Supreme Court on Friday deferred hearing for September 4 on the interim bail pleas of AAP leader Manish Sisodia in two Delhi excise policy cases being probed by the CBI and ED.

A bench of Justices Sanjiv Khanna and SVN Bhatti perused the medical records of Sisodia’s wife, and said she is “fairly stable” and, therefore, it will consider the interim bail pleas of former deputy chief minister along with regular bail pleas in the cases.

On July 14, the top court had sought responses of the CBI and the ED on the interim bail pleas of Sisodia in the cases.

Sisodia, who held the excise portfolio among the many that he handled as the deputy chief minister, was arrested by the Central Bureau of Investigation (CBI) on February 26 for his alleged role in the “scam”.

He has been in custody since then.

The ED arrested him in a money laundering case stemming from the CBI FIR on March 9 after questioning him in Tihar Jail.

Sisodia resigned from the Delhi cabinet on February 28.

The high court had denied him bail in the CBI case on May 30, saying having been the deputy chief minister and excise minister, he is a “high-profile” person who has the potential to influence the witnesses.

On July 3, the high court had declined him bail in the money laundering case linked to alleged irregularities in the city government’s excise policy, holding that the charges against him are “very serious in nature”.

In its May 30 order, the high court had said since Sisodia was at the “helm of affairs” when the alleged scam took place, he cannot say he had no role to play.

The high court had said with his party still in power in the national capital, Sisodia, who once held 18 portfolios, continues to wield influence, and since the witnesses are mostly public servants, the possibility of their getting influenced cannot be ruled out.

According to the two federal investigative agencies, irregularities were committed while modifying the excise policy and undue favours were extended to licence holders.

The Delhi government implemented the policy on November 17, 2021, but scrapped it at the end of September 2022 amid allegations of corruption.

More than 1,300 buses stay off roads as Mumbai civic transport drivers on wet lease continue strike

MUMBAI: The strike by the drivers of private bus operators hired by the BEST – Mumbai’s civic transport utility – intensified on the third day on Friday with more than 1,300 buses staying off roads, causing immense inconvenience to commuters using the service.

A spokesperson of the Brihanmumbai Electric Supply and Transport (BEST) said that as many as 1,375 out of the total 1,671 private buses of the civic transport service did not leave 20 depots, including Colaba, Worli, Majas, Shivaji Nagar, Ghatkopar, Deonar, Mulund, Santacruz, Oshiwara and Magathane, since morning.

“The strike by drivers of private bus operators for the salary hike and other demands intensified on the third day. Majority of drivers of the BEST’s four big private bus operators – Mateshwari, SMT, Hansa and Tata Motors have joined the strike on Thursday,” a BEST official said.

On Wednesday, drivers of the private bus operator SMT, also known as the Daga Group, went on a flash strike at the Ghatkopar and Mulund depots of BEST in the eastern suburbs over their demand for a salary hike, affecting services on several bus routes.

On the first day of the strike, only 160 leased buses did not operate, but the number crossed 1,000 on the second day on Wednesday.

The operations of the BEST’s wet leased buses were severely hampered at Ghatkopar, Mulund, Shivaji Nagar, Worli and other depots, the officials said.

The undertaking has directed the private operators to resolve the issue as early as possible, and necessary action was being taken against these companies as per the terms and conditions of the lease agreements, they said.

The protesting drivers have claimed that they did not get adequate salary hike in the last three years and find it difficult to manage household expenses.

Their salaries are quite low compared to those of BEST employees, they added.

The BEST has hired buses on a wet lease model under which private operators have the responsibility of the vehicle ownership, maintenance, fuel and driver costs.

The undertaking’s fleet of around 3,100 buses (including its own 1,340 buses) ferries more than 30 lakh people in Mumbai and neighbouring Thane, Navi Mumbai and Mira-Bhayandar every day.

Netherlands trounces Vietnam 7-0 to win Group E at Women’s World Cup

DUNEDIN: Netherlands scored four times in a torrid 15-minute first-half stretch, overwhelming Vietnam 7-0 in the Women’s World Cup on Tuesday and sealing first place in Group E.

The Dutch went into the match in second place on goal differential behind the United States. But the blowout win combined with the Americans’ 0-0 draw with Portugal made Netherlands the group winner. The U.S. advanced in second place.

Netherlands dominated almost from the start. Lieke Martens chipped a shot into the net in the eighth minute over 5-foot-4 (1.63-meter) Vietnam goalkeeper Tran Thi Kim Thanh to get the scoring started. Then the rout was on, as goals from three other Dutch players quickly followed-vietnam-7-0-to-win-group-e-at-womens-world-cup-2600881.html

Esmee Brugts scored one in the flurry on a curling ball from outside the penalty area in the 18th minute, then got another from nearly the same spot in the second half. Jill Roord also scored twice.

Vietnam changed goalkeepers at halftime, substituting Khong Thi Hang in for Tran Thi Kim Thanh. It was too late.

Attendance for the match was 8,215, a big drop from the sold-out crowd of 25,947 at the previous match, when co-host New Zealand played Switzerland to a 0-0 draw and was eliminated from the tournament.

Martens and Katja Snoeijs scored within four minutes of each other, setting the tone for the match. Coming into the game in need of goals to catch the U.S. on goal differential, the Dutch players wasted little time celebrating and put the ball right back into play.

WHY IT MATTERS

Netherlands will advance to the round of 16 for its third time in tournament history, which includes the 2019 final. It will leave the group stage ranked first in Group E, followed by the defending champion United States.

Tuesday’s match was Vietnam’s last in this year’s Women’s World Cup, its tournament debut. The Vietnamese finished 0-3 with no goals and 12 conceded.

SC to take up former Maharashtra CM Uddhav’s plea against EC order after Art 370 hearing

NEW DELHI:  The Supreme Court on Tuesday agreed to consider former Maharashtra Chief Minister Uddhav Thackeray’s plea against the Election Commission of India’s (ECI) order of granting Shiv Sena’s name and its ‘bow and arrow’ symbol to the Eknath Shinde faction. It will hear the plea after the conclusion of the Article 370 hearing.

Senior Advocate Amit Anand Tiwari mentioned the plea before the bench of Chief Justice (CJI) DY Chandrachud, and Justices JB Pardiwala and Manoj Mishra. “We’ll have to hear it. Wait for the Constitution Bench and we will list it,” the CJI said.

The Uddhav faction had suffered a setback when the Supreme Court, on February 22, refused to stay the ECI’s order, and directed the current Maharashtra Chief Minister Eknath Shinde and the ECI to file its counter within two weeks. The bench had also refused to accede to Uddhav Thackeray’s request to restrain the Shinde faction from taking over the party’s office and bank accounts in Parliament and the state assembly. Remarking that there is a contractual relationship within the parties, the bench said they can pursue alternate remedies of law. 

“It’s a contractual relationship within the party. We are entertaining the Special Leave Petition, but we can’t stay the order,” the CJI had remarked. Furthermore, the bench had also allowed the Thackeray faction to continue using the ‘flaming torch’ symbol and the name of Shiv Sena (Uddhav Balasaheb Thackeray). The ECI, while allotting the party’s name to the Shinde faction, had also allowed the Uddhav faction to retain the new name and the symbol till the by-elections for 205-Chinchwad and 215-Kasba Peth of Maharashtra Legislative Assembly were over. 

A division bench of Justices Vikram Nath and Ahsanuddin Amanullah on Tuesday reserved its verdict on a petition challenging the bail granted to former chief secretary of Andaman and Nicobar Islands Jitendra Narain in a rape case filed by a 21-year-old woman.

Insulted, not allowed to speak in Rajya Sabha, says Congress chief Kharge

NEW DELHI:  Taking exception to the conduct of the treasury benches in Parliament, Congress chief Mallikarjun Kharge on Tuesday alleged that despite being the leader of the Opposition, he was being insulted in Parliament by not being allowed to speak.

Speaking to the media along with senior INDIA leaders at Vijay Chowk, Kharge said the BJP government was trying to intimidate the opposition parties, but they would continue the fight to save democracy and the Constitution. “INDIA will not be intimidated and INDIA was not constituted to run away,” said Kharge.

Kharge pointed out that a record number of 65 Rajya Sabha MPs had sought discussion under Rule 267. “This was the first time that so many members sought suspension of business to discuss Manipur since it was not an ordinary incident. Women are being paraded naked and people are being killed. Despite that the government is not ready for discussion,” he said.

Congress state netas from Karnataka to meet brass today; LS polls, ‘dissent’ on menu

BENGALURU: Congress leaders from Karnataka, including Chief Minister Siddaramaiah and his deputy DK Shivakumar, will meet the party high command in New Delhi on Wednesday (August 2). Though the main agenda of the meeting is to chalk out an action plan for the 2024 Lok Sabha elections, other issues plaguing the two-month-old Siddaramaiah government are also likely to be discussed, sources said.

The meeting assumes significance as it comes in the backdrop of a few legislators writing to the CM over lack of funds for their constituencies and working style of ministers. Also, remarks regarding the CM’s post by senior Congress leader and MLC BK Hariprasad had caused much embarrassment to the government.

AICC president Mallikarjun Kharge and former MP Rahul Gandhi will hold a meeting with 37 top leaders, including Siddaramaiah, Shivakumar, 19 ‘key’ senior ministers, and AICC functionaries between 3 pm and 5.30 pm where the strategy for the 2024 LS polls will be discussed. This will be followed by a separate meeting with Siddaramaiah and his cabinet colleagues, sources added.

“The meeting has been called to discuss the Lok Sabha elections, party interests, election strategy, and sharing of responsibilities. Not only the ministers, but also the MLAs, MPs and senior leaders of the party have been invited to the meeting that will be held in three parts,” a senior party leader said.

Also, the issue of MLAs not being consulted on several issues such as transfer of officials will be discussed, the source added.

MLC BK Hariprasad, who is reportedly miffed after he was not made a minister, is among the 37 top leaders invited for the meeting. “He is expected to raise several issues, including alleged corruption, against the government,” the source added.

Interestingly, Minor Irrigation Minister NS Boseraju, the floor leader in the Legislative Council, has been left out of this meeting.

The senior leaders who will be attending the meeting are ministers Dr G Parameshwara, MB Patil, Satish Jarkiholi, Ramalinga Reddy, Eshwar Khandre, HK Patil, KH Muniyappa, Dinesh Gundu Rao, KJ George, Priyank Kharge and Krishna Byre Gowda. KPCC working presidents Saleem Ahmed and Chandrappa, former union minister Veerappa Moily, AICC communication head Jairam Ramesh, former CM Jagdish Shettar, former DyCM Laxman Savadi, former ministers RV Deshpande, Vinay Kulkarni and Ramesh Kumar, MP DK Suresh, and Rajya Sabha members Dr Naseer Hussain, GC Chandrashekhar and Dr L Hanumanthiah will also be at the meeting.

Siddaramaiah is also likely to get the nod from the high command to fill the three vacant MLC posts by nominating former minister MR Seetharam, Mansur Ali Khan and Sudham Das to the Upper House.

Gruha Jyothi kicks in, 1.42 crore consumers to get zero power bill

BENGALURU:  The zero bill for energy consumed under the Gruha Jyothi scheme kicked in on August 1. Energy Minister KJ George on Tuesday said that 1.42 crore consumers are eligible for the scheme and will not pay power bills. In many districts, including Bengaluru, officials from various energy supply corporations (Escoms) handed over zero bills to consumers on Tuesday.  

George told the media the department had identified 2.16 crore consumers. After detailed scrutiny, 1.42 crore consumers were found to be eligible for the scheme. The minister said the billing cycle for the scheme starts on August 1, but for many, the cycle ranges from the 5th to the 16th of the month. But if they are eligible for zero bills under the scheme, the respective Escoms will reimburse the difference amount, along with bank interest. 

George added that though the scheme came into effect on July 1, and the billing cycle reflects from August 1, it will be formally inaugurated by Chief Minister Siddaramaiah, Opposition Leader in the Rajya Sabha and AICC President Mallikarjun Kharge, and IT-BT and Rural Development and Panchayat Raj Minister Priyank Kharge in Kalaburagi. “The government wants to unveil the five guarantee schemes in different districts. Since the Shakti scheme was launched in Bengaluru, this one will be done in Kalaburagi,” George said. 

On why registration was low compared to the number of consumers, George said: “Many have not registered for the scheme, saying they don’t want it. Some were rejected because they have more than one RR number. Many others are yet to apply,” he said. As per department records, of the 1,41,23,240 consumers who registered for the scheme, 1,23,10,788 consumers registered under Gruha Jyothi scheme directly, while 18,12,452 consumers were those who defaulted under the Kuteera Jyothi, Bhagya Jyothi and Amrutha Jyothi schemes. 

George said that consumers who have registered under KJ and BJ will get zero bills if their energy unit consumption is less than 58 units. Also, consumers under AJ schemes will get free power if their unit consumption is less than 83 units. He said consumers falling under these installations will not get the benefit of the Gruha Jyothi scheme.

He said if consumers fail to pay their arrears within three months, their connections will be disconnected. He said that separate guidelines will be issued soon for proper implementation of the scheme. The government will pay the Gruha Jyothi subsidy amount and Fuel Power Purchase Adjustment Charges amounts to all Escoms in advance to implement the scheme.
