UPSC cancels candidature of Puja Khedkar from IAS, debars her from all future selections

The UPSC on Wednesday said it has cancelled the provisional candidature of probationary IAS officer Puja Khedkar and debarred her from all future examinations or selections.

“The UPSC has examined the available records carefully and found her guilty of acting in contravention of the provisions of the CSE-2022 Rules,” the Union Public Service Commission (UPSC) said in a statement.

It said the provisional candidature of the 2023 batch probationary IAS officer for the CSE-2022 (Civil Services Examination-2022) has been “cancelled” and she has also been “debarred permanently” from all future examinations or selections conducted by the UPSC.

The commission said it was the “lone case” of Khedkar in the last 15 years where it could not detect that a candidate has exceeded the number of attempts permitted to a candidate for writing the CSE exam “primarily due to the fact that she changed not only her name but also her parents’ name”.

It said the UPSC was in the process of “further strengthening the SOP to ensure that such a case does not recur in the future.”

The commission said a show-cause notice was issued to Puja Manorama Dilip Khedkar on July 18 for “fraudulently” availing attempts beyond the permissible limit in the examination by “faking” her identity.

She was asked to submit her response to the notice by July 25 but she requested time till August 4 to gather the necessary documents for her response, it said.

The UPSC granted her a “final opportunity” to submit her response by 3:30 pm on July 30 but she “failed to submit her explanation within the prescribed time”, the commission said.

The commission said in the backdrop of the case of Khedkar, it “thoroughly examined” the data of more than 15,000 “finally recommended candidates” from the civil services exams for the last 15 years (2009-2023) with respect to the number of attempts availed by them.

After this detailed exercise, barring the case of Khedkar, no other candidate has been found to have availed more number of attempts than permitted under the CSE rules.

“In the lone case of Ms Puja Manorama Dilip Khedkar, the standard operating procedure (SOP) of the UPSC could not detect her number of attempts primarily due to the fact that she changed not only her name but also her parents’ name,” it said.

Taking up the issue of complaints regarding the submission of false certificates (specifically OBC and PwBD categories) are concerned, the UPSC said it only does a “preliminary” scrutiny of the certificates like whether the certificate has been issued by the competent authority, the year to which the certificate pertains, issuing date of the certificate, whether there is any overwriting on the certificate, format of the certificate etc.

“Generally, the certificate is taken as genuine, if it has been issued by the competent authority. The UPSC neither has the mandate nor the wherewithal to check the veracity of thousands of certificates submitted by the candidates every year,” it said.

However, the UPSC said, it is understood that scrutiny and verification of genuineness of certificates is carried out by the authorities mandated with the task.

The UPSC has registered a police case against Khedkar for allegedly fraudulently availing attempts in the civil services examination by faking her identity to take the exam beyond the permissible attempts.

The commission conducts the civil services exam annually in three stages — preliminary, main and interview — to select officers for the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and the Indian Police Service (IPS), among others.

Centre gave advance warning to Kerala on July 23, says Amit Shah on Wayanad landslide

Union Home Minister Amit Shah on Wednesday said the Kerala government was warned as early as July 23 regarding a possible natural calamity in Wayanad due to heavy rains and nine NDRF teams were rushed to the state the same day.

However, the Kerala government did not heed to the early warning and also did not get alerted even by arrival of the National Disaster Response Force (NDRF) battalions, Shah said in the Rajya Sabha.

Shah assured the House that the Narendra Modi government was standing a like a “rock” with the Kerala government and people of the state in this moment of the tragedy. He also promised all help from the central government.

Intervening in the short duration calling attention motion on the Wayanad landslide tragedy in the Upper House, Shah also assured help and support of the Centre to the state and the people to deal with the situation.

He criticised the opposition for questioning the central government’s early warning systems, and its response to the tragedy.

Shah said early warning was sent to the state seven days ahead of the July 30 landslide. Another warning was given on July 24 also

“Nine NDRF battalions were dispatched on July 23 itself and three more were sent on July 30,” Shah said.

He further said several states, including Odisha and Gujarat used the early warnings provided by the Centre to reduce impact of natural calamities like cyclone.

Had the Kerala government got itself alerted and acted as soon as NDRF teams landed there, losses could have been minimised, the Home Minister said.

Replying to the calling attention motion, Minister of State for Home Affairs Nityanand Rai informed the House that 133 bodies have been recovered so far and death toll may rise.

JD(S) pulls out of foot march over MUDA scam in setback to BJP in Karnataka

Bengaluru: JD(S) on Wednesday pulled out of the proposed foot march against the alleged irregularities in the distribution of sites by the Mysuru Urban Development Authority (MUDA), including to Chief Minister Siddaramaiah’s wife, as party leader H D Kumaraswamy hit out at the BJP.

The Union Minister said that his party was not taken into confidence on the foot march and lashed out at the BJP for allegedly picking a leader from Hassan district to be among those given responsibility to spearhead the protest.

Leaders of the opposition BJP had said that the party and JD(S) have decided to hold the foot march from Bengaluru to Mysuru from August 3 to 10 in protest against the alleged fraudulent allotment of sites to land losers by MUDA, including to Chief Minister’s wife Parvathi, and demanding his resignation.

Kumaraswamy also ruled out the JD(S) extending “moral support” to the BJP vis-a-vis the foot march.

“We will not give (moral support) for any reason”, he told reporters in Delhi, adding that his party was not taken into confidence by the BJP despite the fact that areas, where the foot march was slated to pass through, are JD(S) strongholds.

JD(S), headed by former Prime Minister H D Deve Gowda, joined the BJP-led NDA last year. The two parties fought the recent Lok Sabha elections in the State together.

He contended that when people are facing several problems following heavy rains, with many becoming homeless and hundreds of villages marooned, it’s not an “appropriate time” to hold such a foot march. “So, we have stepped back.”

“Now, we have to respond to people’s pain. I don’t know who would appreciate (the foot march in these circumstances).”

He said he was hurt by BJP’s move to pick former BJP MLA from Hassan Preetham Gowda to lead the protest, among others.

“Who is that Preetham Gowda ? Preetham Gowda ventured to finish off the family of Deve Gowda. They (BJP) call a meeting with him (Preetham Gowda to discuss preparations for the march) and ask me to sit next to him…the person who put poison to my family.. Who is responsible for distribution of pen-drives? There is a limit to my tolerance.

Are they seeking support for this ? Do they not know what happened in Hassan ? Who is responsible ?” a visibly angry Kumaraswamy asked.

He was referring to large-scale distribution of pen-drives, allegedly containing explicit videos involving his nephew Prajwal Revanna, ahead of the recent Lok Sabha elections in Hassan.

Hamas blames Israel for ‘assassinating’ its top leader Ismail Haniyeh

Beirut: Hours after the assassination of senior Hamas leader Ismail Haniyeh in Iran’s capital Tehran on Wednesday, the Palestinian Hamas group has accused Israel of being behind the attack, terming it a “grave escalation”. Hamas described Haniyeh as their “brother and leader” and alleged that he was killed in a “treacherous Zionist raid” in his residence, after attending the inauguration ceremony of the new Iranian president.

Israel has not responded to the incident yet, according to Reuters. Senior Hamas official Sami Abu Zuhri mentioned that this assassination by the Israeli occupation of Haniyeh is a severe escalation that aims to break the will of Hamas. He also said that Hamas is a “concept and an institution and not persons,” adding that they are confident of victory.Palestinian President Mahmoud Abbas also condemned the assassination, calling it a “cowardly act and dangerous development,” in a statement from the official Wafa news agency. He urged Palestinians to remain united, patient, and steadfast in the face of the Israeli occupation.

Meanwhile, Israel’s Minister of Heritage Amichai Eliyahu, defend the action, asserting that it is part of a necessary effort to “clean the world from filth” and make the world a better place. “The iron hand that will strike them is the one that will bring peace and a little comfort and strengthen our ability to live in peace with those who desire peace,” he stated.

This incident follows Israel’s claim of killing top Hezbollah commander allegedly responsible for a recent deadly attack in the Israeli-occupied Golan Heights.

Mysuru: Former BJP MP from Mysuru-Kodagu, Pratap Simha, is facing severe criticism on social media for his controversial post on his personal ‘X’ account (formerly Twitter) in support of self-declared cow vigilante Puneeth Kerehalli. Kerehalli was recently arrested for spreading false news that dog meat was being transported to Sangolli Rayanna Railway Station in Bengaluru.

In his post on Tuesday, July 30, Simha claimed that Kerehalli was forced by the police to strip and was insulted while in custody. He announced his intention to visit the prison on Wednesday and ordered ACP Chandan to be present during his visit.

Social media users quickly responded, questioning the propriety of Simha’s threat to a police officer. Many users asserted that the people of Karnataka would not be intimidated by such threats and emphasized the duty of Kannadigas to protect diligent officers.

The controversy stems from an incident on Friday at Bengaluru’s prime railway station, also known as ‘Majestic’, where Kerehalli and his supporters caused a commotion. They claimed that 150 cartons carrying three tonnes of meat from Jaipur contained dog meat. However, on Saturday, the Karnataka Food Safety and Standards department refuted Kerehalli’s allegations, confirming that the meat samples had been tested and found to be that of sheep.

The incident has sparked significant debate about the actions of cow vigilantes and the role of public figures in supporting or condemning such actions.

Mangaluru International Airport enhances security with advanced equipment

Mangaluru: Mangaluru International Airport, has upgraded its security infrastructure by providing advanced equipment to the Central Industrial Security Force (CISF).

In a ceremony held on Monday, the airport introduced several new security measures, including a second Bullet Resistant Vehicle (BRV) for the Quick Response Team (QRT) and sophisticated tools for the Bomb Detection and Disposal Squad (BDDS).

Key additions to the airport’s security capabilities include a Suspect Luggage Containment Vehicle, a Miniature Remote Operated Vehicle, an IR illuminator, and night vision binoculars with a range finder. Furthermore, the Landside Security team at Mangaluru International Airport received two electric scooters to patrol the entry and exit roads effectively.

These enhancements ensure Mangaluru International Airport meets all BDDS equipment requirements set by the Bureau of Civil Aviation Security (BCAS), providing the CISF with essential tools to maintain robust airport security.

Mukesh Nankani, Chief Airport Officer of Mangaluru International Airport, ceremonially handed over a symbolic key to the BRV to Virendra Mohan Joshi, Senior Commandant of CISF and Chief Airport Security Officer. The event was attended by Vijit Juyal, Chief Security Officer, AAHL, and other members of the airport leadership team.

Pallekele (Sri Lanka): India defeated Sri Lanka via the Super Over in the inconsequential third and final T20I at Pallekele here on Tuesday to sweep the series 3-0.

Kusal Perera (46, 34b) and Kusal Mendis (43, 41b) guided Lanka’s chase of 138 before their innings fell apart in the familiar fashion at the business end. SL ended up at 137/8 after stipulated 20 overs, taking the match to Super Over.

For India, Washington Sundar, Ravi Bishnoi, Rinku Singh and skipper Suryakumar Yadav took two wickets apiece. India needed just three runs to win in Super Over. 

Earlier, SL bowlers produced a tidy effort to restrict India to a modest 137/9.

Spinners Wanindu Hasaranga and Maheesh Theekshana led the hosts’ bowling, sharing five wickets between them, as only Shubman Gill showed some spunk with a 39 in the company of Riyan Parag (26).

New Delhi, Jul 30: Leader of Opposition in the Lok Sabha Rahul Gandhi and Congress general secretary Priyanka Gandhi Vadra put off their scheduled Wednesday morning visit to landslide-hit Wayanad after authorities informed them that they would not be able to land due to incessant rain and adverse weather conditions.

The Congress leaders said they would visit the district as soon as possible.

In a post on X, Rahul Gandhi said, “Priyanka and I were scheduled to visit Wayanad tomorrow to meet with families affected by the landslide and take stock of the situation.”

“However, due to incessant rains and adverse weather conditions, we have been informed by authorities that we will not be able to land,” he added.

In one of the worst natural disasters in Kerala, at least 123 persons were killed and 128 injured in massive landslides triggered by torrential rain in Wayanad on Tuesday.

With hundreds trapped under the debris, sparking fears of mounting fatalities, rescue agencies were racing against time to pull out any survivors.

Assuring the people of Wayanad that they would visit the district as soon as possible, Rahul Gandhi said, “In the meantime, we will continue to monitor the situation closely and provide all necessary assistance.”

“Our thoughts are with the people of Wayanad at this difficult time,” he said.

In a post on X, Priyanka Gandhi said, “My brothers and sisters in Wayanad, even though we cannot come to Wayanad tomorrow, our hearts are with you at this tragic hour and we are praying for all of you.”

Earlier in the day, Congress chief Mallikarjun Kharge, Rahul Gandhi and Priyanka Gandhi condoled the loss of lives and urged United Democratic Front (UDF) workers to provide all help to those affected.

Rahul Gandhi, who represented Wayanad in the 17th Lok Sabha, said he had spoken to Kerala Chief Minister Pinarayi Vijayan and the Wayanad district collector, who assured him that rescue operations were underway.

The former Congress chief expressed deep anguish over the loss of lives in the massive landslides near Meppadi.

“My heartfelt condolences go out to the bereaved families who have lost their loved ones. I hope those still trapped are brought to safety soon,” he had said on X.

“I have spoken to the Kerala chief minister and the Wayanad district collector who assured me that rescue operations are underway. I have requested them to ensure coordination with all agencies, set up a control room and inform us of any assistance needed for the relief efforts,” Rahul Gandhi had said.

The Congress leader had said, “I will speak to the Union ministers and request them to provide all assistance possible to Wayanad.”

He urged all UDF workers to assist the administration in the rescue and relief operations.

Priyanka Gandhi had said she was deeply saddened to see the devastation.

“My heartfelt condolences and prayers are with all those who have lost loved ones. I hope and pray that everyone is brought to safety as soon as possible,” she had said.

“I urge the government to take immediate action to expedite relief and rescue operations and request UDF workers to step forward to do all they can to be of support and comfort to all those affected by this tragedy,” Priyanka Gandhi had said on X.

Speaking in the Lok Sabha later, Rahul Gandhi demanded the Centre extend all possible support for the rescue and rehabilitation of those affected.

Raising the issue during Zero Hour, he also sought enhanced compensation to the next of kin of those killed and restoration of vital transport and communication lines.

Rahul Gandhi won Uttar Pradesh’s Rae Bareli and Kerala’s Wayanad seat this time but decided to represent Rae Bareli in the Lok Sabha.

Priyanka Gandhi is slated to contest the bypolls in Wayanad whenever they take place.
