BENGALURU:  Asha health workers are on the warpath again. The devastating coronavirus outbreak and ‘empty promises’ have pushed this all-female army to breaking point. Despite calling off their strike in July after the state government’s assurance that their demands will be met, nothing has materialised till today.Now, the Karnataka Rajya Samyuktha Asha Karyakarthara Sangha, affiliated to the All India United Trade Union Centre, will go on a state-level protest on September 23 at Freedom Park in Bengaluru. ASHA workers have been frontline warriors during the Covid-19 pandemic but are paid only a paltry Rs 4,000 per month while they are demanding Rs 12,000.

 “About 500-600 ASHA workers from Bengaluru, Tumakuru, Chikkaballapur, Doddaballapur and Mysuru will protest on Wednesday,” said Durgesh Prakash, state executive committee member, AIUTUC.Apart from hike in monthly honorarium, their other demands include regular health checkups for all ASHA workers, provision of face masks, hand sanitizers, gloves and PPE kits.

The fact that the government has not even called them for negotiations has left them feeling ignored. Recently, they also submitted memorandums to BBMP Commissioner N Manjunatha Prasad and National Urban Health Mission officer asking that the risk incentive given to nurses, doctors and Group D workers be extended to them. This too elicited no response.

The issue with their payment lies in the incentive component given by the Centre. There are several technical issues on the Central government portal and several times they end up getting less than they had worked for.

As per Covid war room data, Karnataka’s recovery rate stands at 80.35 per cent as of Monday – the highest it’s ever reached.

BENGALURU: As per Covid war room data, Karnataka’s recovery rate stands at 80.35 per cent as of Monday – the highest it’s ever reached. Udupi, Vijayapura, Bidar, Gadag, Bagalkote and Ramanagara have the best recovery rates in the state. With 9,925 recoveries on Monday, the total discharges in the state hit 4,23,377.A total of 7,339 fresh positive cases were reported on Monday, taking the state’s tally to 5,26,876 cases. Among these, Bengaluru accounted for 2,886 cases – the largest chunk – followed by Mysuru with 524 cases, Shivamogga with 348 cases, Chitradurga with 326 and Tumakuru with 300.

Commenting on the cases in Bengaluru, Munish Moudgil, in-charge of the state Covid war room, said, “While the government and the BBMP are doing good work in wards with high number of cases, the public is not adhering to social distancing norms and aren’t wearing masks. Home quarantine rules are being violated.”Moudgil added, “Testing helps a lot in early detection of cases and prevention of deaths, and also reduces spread of the virus.”There were 122 deaths reported on Monday, taking the toll in the state to 8,145.

Ganja worth nearly Rs 14 lakh seized in Kolar district

The Ganja was being transported in an Innova car from Andhra Pradesh Kadapa District to Bangalore via Kolar Srinivaspur.

KOLAR: 27.5 kilos of Ganja valued at nearly Rs 14 lakh was seized by a special team of Cyber crime, Economic and Narcotic (CEN) division under the supervision of Kolar Superintendent of Police, Karthick Reddy. 

The Ganja was being transported in an Innova car from Andhra Pradesh’s Kadapa District to Bengaluru via Kolar’s Srinivasapura.

Based on credible information, the vehicle was waylaid by CEN Inspector S R Jagdeesh, his team found the Ganja and arrested a person while the drugs and the car was seized. 

Kolar Superintendent of Police Karthik Reddy said that based on credible information, the car was tracked near Thadi Gol Cross of Srinivasapura taluk, which borders Andhra Pradesh, by a team of officers headed by Jagdeesh and arrested the driver of the vehicle Sheik Abdul (30) a resident of Rayachoti.

Karthick Reddy said during investigation that it was revealed that the Ganja was being transported to Bengaluru from Rayashuti. 

The police is investigating who is behind the situation and to whom exactly it is being transported to. 

Central Range Inspector General of Police Semanth Kumar Singh said, “Two separate teams will be formed, one in Bengaluru to investigate the call records and another will rush to Rayashuti and take up investigation with the help of AP Police.

Semanth Kumar said, in all the six regions in Central Range including KGF, Kolar, Ramanagara, Bengaluru, Hassan and Chikballapura, the Superintendent of Police were instructed to uproot the Ganja menace in their respective regions.

He added that police officers are working to uproot the drug mafia with the help of informers.

Karnataka: Schools to open on Monday under Covid-19 shadow

Amid the Covid-19 surge, schools in the state are all set to reopen from September 21 for the current academic year.

MYSURU: Amid the Covid-19 surge, schools in the state are all set to reopen from September 21 for the current academic year. However, regular classes will commence only after the Union Government issues guidelines in this regard.Primary Education Minister S Suresh Kumar on Friday said schools will be open from 9 am to 12 noon and students can interact with teachers to clarify doubts, as they have been attending only online classes for the past two months. Wearing of masks, maintaining social distancing will be mandatory. The admission process for classes 1 to 10 will be completed before September 30, he pointed out. 

On the trend of children from private institutions joining government schools, he said this is a positive development and assured that the government is prepared to provide all facilities to students. If private school managements refuse to issue transfer certificates, the BEOs are empowered to issue them in time to help children join schools of their choice, he said.

The Education Department’s Widyagama and Sethubanda programmes, being aired on Doordarshan, have had an overwhelming response, which may have also prompted parents to rethink about admitting their wards in government schools, he felt.

Karnataka to borrow Rs 33k crore more to cover revenue loss

In effect, this will allow the state to raise an additional Rs 36,000 crore in loans without violating fiscal discipline under the KFRA. 

BENGALURU: With the Covid-19-induced lockdown severely affecting revenues, the Karnataka Cabinet on Tuesday approved an amendment to the Karnataka Fiscal Responsibility Act (KFRA) to increase the state’s borrowing limit to 5 per cent of GSDP instead of the existing 3 per cent. In effect, this will allow the state to raise an additional Rs 36,000 crore in loans without violating fiscal discipline under the KFRA. 

The State Cabinet has also approved plans to borrow Rs 33,000 crore out of the enhanced borrowing limit which will be spent not just as capital investment, but also as expenditure on development activities that have been stalled due to shortage of funds.  The amendment Bill will be introduced in the upcoming Assembly session. 

The Centre, in May, increased reform-linked borrowing limit for states from 3 per cent to 5 per cent for the 2020-2021 fiscal, anticipating a loss of revenue. “An amendment will be made to Section 4 of the Fiscal Responsibility Act to allow additional borrowing up to 5 per cent of GSDP.

We will borrow Rs 33,000 crore as a one-time measure. Currently, our borrowing is at about Rs 40,000-47,000 crore and an additional Rs 33,000 crore will be fresh loans. We generally borrow only for capital expenditure but this additional loan will be used for development activities too,” Parliamentary Affairs Minister J C Madhuswamy told reporters. He acknowledged that various development activities had been stalled due to dearth of funds, but added that the government had not run out of funds. 

Section 4 of the KFRA deals with Fiscal Management Principles to ensure state debts, guarantees and liabilities are maintained at prudent levels. Three fiscal parameters of the KFRA mandate adequate revenue surplus, total liabilities to be under 25 per cent of GSDP and fiscal deficit to be under 3 per cent of the GSDP. The estimated fiscal deficit for Karnataka for 2020-2021, as per the budget speech, was 2.55 per cent of the GSDP. With the borrowing limit raised to 5 per cent, the state will be able to borrow more without violating fiscal norms.In his 2020-2021 budget speech, Chief Minister B S Yediyurappa had estimated total borrowings at Rs 52,918 crore. But, in the lockdown scenario, the state has opted for additional borrowing.

Sources in the Finance Department told TNIE that despite the additional borrowing, the state may see a considerable loss of receipts. Revenue loss for this fiscal is expected to be more than the additional borrowing.  Minister Madhuswamy said that state will borrow from existing sources. Karnataka usually borrows from the Centre , open market, LIC, NSSF, NCDC, RIDF, etc. With the GST Council too asking states to opt for borrowing to offset losses arising out of GST compensation shortfall, Karnataka has told the council that it would prefer to borrow Rs 11,324 crore through a special window facilitated by the GST Council from the RBI at a reasonable rate of interest (yet to be fixed). Under this option, the principle and interest repayment will come out of compensation cess after 2022 when the first five years of the GST regime ends. A final decision on this is pending since other states have opposed the GST Council’s suggestion.

Film institute planned at actor Vishnuvardhan’s memorial in Mysuru

MYSURU: While Mysuru missed out on the opportunity to have its own film city, attempts are being made to start a film institute at Vishnuvardhan’s memorial on the outskirts of the city.

Anirudh, actor and son-in-law of late actor Vishnuvardhan, said that there is a plan to start a branch of the prestigious Film and Television Institute of India (FTII)- Pune next to that of Vishnuvardhan’s memorial.

“This project will help many films enthusiasts, aspirants, and budding artistes to learn the art of film making. In addition to this, an auditorium will also be constructed to conduct film and theatre festivals, besides providing quality training,” he said.

Meanwhile, the long-pending demand of Vishnuvardhan’s memorial in Mysuru is finally taking shape after a struggle for over 11 years. The foundation stone for the construction will be laid by Chief Minister B S Yediyurappa virtually on September 15, while a formal event will be held at Halalu village near Udbur on the outskirts of Mysuru, where the state government has sanctioned five-and-a-half-acre of land.

A six-feet tall statue of Vishnuvardhan will be constructed on a two-acre land. In addition to this, a museum with a collection of rare photographs of the late actor will be made available to the public.

Vishnuvardhan, who grew up in Mysuru, had a special place in his heart for the heritage city and wanted to establish a film institute here. His known circles also said that the actor had batted for a state-of-the-art film school or institute in Mysuru which would help thousands of film aspirants across the region and the state.

Karnataka reports biggest single day spike of 9,894 new COVID-19 cases, over 3,400 from Bengaluru alone

BENGALURU: Karnataka on Sunday reported its biggest single day spike of 9,894 new COVID-19 cases and 104 related fatalities, taking the total number of infections to 4,59,445 and the death toll to 7,265, the Health department said.

The day also saw 8,402 patients getting discharged after recovery.

Out of 9,894 fresh cases reported on Sunday, 3,479 cases were from Bengaluru urban alone.

The previous biggest single-day spike was recorded on September 2 with 9,860 cases.

As of September 13 evening, cumulatively 4,59,445 COVID-19 positive cases have been confirmed in the state, which includes 7,265 deaths and 3,52,958 discharges, the Health department said in its bulletin.

It said, out of 99,203 active cases, 98,396 patients were in isolation at designated hospitals and are stable, while 807 were in ICU.

As many as 45 out of total 104 deaths reported on Sunday were from Bengaluru Urban, followed by Mysuru (15), Ballari (8), Dharwad (7), Shivamogga (5), Hassan (4), Dakshina Kannada, Koppal and Tumakuru (3), Gadag, Kolar and Raichur (2), and Chikkaballapura, Davangere, Haveri, Uttara Kannada and Vijayapura(1).

Most of the dead were either with a history of Severe Acute Respiratory Infection (SARI) or Influenza-like illness (ILI).

Among the districts where the new cases were reported, Bengaluru Urban accounted for 3,479, followed by Mysuru (665), Ballari (661), Hassan (426), Dakshina Kannada (404), Belagavi (318), Shivamogga (299), Tumakuru (294), Koppal (259) and Mandya (246), followed by others.

Bengaluru Urban district tops the list of positive cases, with a total of 1,70,662 infections, followed by Ballari (26,813) and Mysuru (25,751).

Among discharges too, Bengaluru Urban tops the list with total 1,27,132, followed by Ballari (21,728) and Mysuru (18,158).

A total of 38,00,976 samples were tested so far, out of which 67,955 were tested on Sunday alone.

Karnataka cabinet reshuffle: CM BS Yeddyurappa plans mid-week visit to Delhi

Sources close to Yeddyurappa suggest that he is not keen on disrupting the cabinet for now, but has to at least make an effort to meet the party top brass and appease disgruntled legislators.

BENGALURU:  With cabinet expansion on top of the agenda, Chief Minister BS Yediyurappa could be flying to New Delhi on the day of Prime Minister Narendra Modi celebrates his birthday – September 17.

During his visit on September 17 and 18, Yediyurappa will meet Modi and BJP national president J P Nadda. While discussions on cabinet expansion will be held during the meetings, the actual exercise will happen only after the legislature session, according to sources in the Chief Minister’s Office. 

The CM’s New Delhi trip comes at a time when he is under immense pressure from within the party to expand the cabinet at the earliest. Sources close to Yediyurappa suggest that he is not keen on disrupting the cabinet for now, but has to at least make an effort to meet the party top brass and appease disgruntled legislators including the likes of Umesh Katti. His planned trip is also making a few incumbent ministers jittery over the possibility of them being dropped from the cabinet in case of a rejig. 

Yediyurappa’s son and BJP state vice-president BY Vijayendra, Deputy Chief Minister Govind Karjol, Home Minister Basavaraj Bommai are said to be keen to accompany Yediyurappa on his visit to the national capital. 

Given the state’s financial situation, Yediyurappa is also hoping to meet Union Finance Minister Nirmala Sitharaman to discuss disbursal of funds. In his meeting with the PM, Yediyurappa hopes to raise concerns related to flood damage and the need for immediate assistance. With Union Home Minister Amit Shah back in hospital on Sunday, Yediyurappa’s plans of meeting him will be on hold.

BENGALURU:  A delegation of around 20 members of the Kannada film industry met Chief Minister BS Yediyurappa on Wednesday seeking relief measures, including reopening of theatres and subsidies, to revive Sandalwood.The delegation led by actor Shivarajkumar and Jairaj, president, Karnataka Film Chamber of Commerce, met the CM at his official residence. They will meet Deputy Chief Minister Dr C N Ashwath Narayan on Thursday to take the matter forward.

The delegation expressed confidence in the government’s assurance to solve the problems currently faced by the Kannada film industry.Shivarajkumar, who interacted with the media after the meeting, also took to his official Twitter handle to share details. “Today met honourable chief minister Sri Yediyurappa with my colleagues from the industry and requested an immediate solution for problems like reopening of theatres, electricity and state tax infrastructure etc. He happily agreed to look into these pressing issues and solve them asap,” (sic).

The delegation included leading Kannada actors Yash, Duniya Vijay, actor and politician Thara, Artistes Association secretary Rockline Venkatesh, KFPA secretary K Manju, producer K P Srikanth and distributors, directors, technicians and film chamber members.

A couple of meetings were held at Shivarajkumar’s residence prior to the meeting with the chief minister. The film industry had earlier submitted a request letter to the Karnataka government for relief measures.
Thara said: “The CM is very much aware of the situation surrounding the film industry and that solves half our problem. We will meet DyCM Ashwath Narayan on Thursday.”She added that the CM listened patiently to all the points explained by the Film Chamber president, Shivarajkumar, Yash and others.
