Farrukhabad DM, CMO removed after 49 children die in district hospital

Farrukhabad/Lucknow: Forty-nine infants died in a month in the Farrukhabad district hospital, most of them from “perinatal asphyxia”, a condition in which the child cannot breathe properly, officials said today.

In a virtual replay of the tragedy in Gorakhpur, where 30 children died in two days in a state-run hospital last month, parents of many of the children in Farrukhabad told officials there was a delay in providing oxygen and medicines.

The hospital recorded 49 deaths — 30 in neo-natal ICU and 19 during delivery — between July 20 and August 21, an official spokesperson said in Lucknow.

The state government today removed Farrukhabad District Magistrate Ravindra Kumar as well as Chief Medical Officer (CMO) Umakant Pandey and Chief Medical Superintendent (CMS) Akhilesh Agarwal.

An FIR against the CMO and the CMS was registered last night in Farrukhabad, about 180 km from the state capital.

“A high-level team will be sent to Farrukhabad to probe the deaths and its technical aspects will also be taken care of. Taking note of the incident, the DM, the CMO and the CMS (women’s hospital) have been removed,” the spokesperson said.

He said 468 deliveries took place in the women’s wing of the hospital during the period. Of these, 19 were stillbirths.

City Magistrate Jaynendra Kumar Jain and SDM Ajit Kumar Singh said a probe found that most deaths were due to breathing problems. They also said in the report that the CMO and the CMS did not cooperate with the investigation.

“During the period, 30 children died mostly due to perinatal asphyxia (a condition in which a child does not breathe normally just before, during, or after birth). During probe, the parents informed that there was delay in providing oxygen and medicine due to which the children died due to lack of adquate supply of oxygen,” the report stated.

The report did not mention the remaining 19 deaths. Addressing a hurriedly convened press conference today, Principal Secretary (Health) Prashant Trivedi said the deaths had “nothing to do with oxygen supply”.

“Stating that the deaths were related to oxygen amounts to making the matter unnecessarily sensational without any basis. the Director General Medical Health will give a detailed report on it,” he added.

Principal Secretary (Information) Awanish Awasthi, who was also present, said, “…19 were still born children while 30 others died due to various causes, including perinatal asyphyxia. This may be caused by the umblical cord going around the neck of the child… Our medical team will look at it.”

Chief Minister Yogi Adityanath’s office took prompt notice of the matter after local news channels reported the deaths of 49 children in the hospital and directed the district magistrate to conduct a probe, officials said.

News of the deaths in the Farrukhabad hospital comes after at least 30 children died in a state-run hospital in Gorakhpur on August 10-11 amid allegations of oxygen shortage, a charge stoutly denied by the state government.

North East Floods Force Railways to Cancel 7 Services between Bengaluru and North East

Bengaluru: Following severe flood situation in North East India, Indian Railways has cancelled seven train services from Bengaluru and vice versa in a statement on Thursday.

Accordingly, train number 12504, Kamakhya – Bengaluru Cantt Hamsafar Express journey commencing from Kamakhya on September 05, 2017 is cancelled.

–Train number 12510, Guwahati – Bengaluru Cantt. Express journey commencing from Guwahati on September 3, 4 and 5 is cancelled.

–Train number 12552, Kamakhya – Yesvantpur AC Express journey commencing from Kamakhya on September 6 is cancelled.

–Train number 22502, New Tinsukiya – KSR Bengaluru Express journey commencing from New Tinsukiya on September 1 is cancelled.

–Train number 12551, Yesvantpur – Kamakhya Express journey commencing from Yesvantpur on September 2 is cancelled.

–Train number 12509, Bengaluru Cantt. – Guwahati Express journey commencing from Yesvantpur on September 1 is cancelled. Also, train number 12503, Bengaluru Cantt. – Kamakhya Hamsafar Express journey scheduled from Bengaluru Cantt on September 1 has been cancelled.

99% of junked Rs 500/1000 notes returned to banks: RBI

Mumbai: As much as 99 per cent of the junked Rs 500 and Rs 1,000 notes have returned to the banking system, RBI said Wednesday, prompting opposition to question the efficacy of the government’s unprecedented note ban decision to curb black money and corruption.

The Reserve Bank, which has so far shied away from disclosing the actual number of junked currency deposited after November 8 last year, said in its Annual Report for 2016-17 that Rs 15.28 lakh crore of the junked currency had come back into the banking system, leaving only Rs 16,050 crore out.

As on November 8, 2016 there were 1,716.5 crore pieces of Rs 500 and 685.8 crore pieces of Rs 1,000 in circulation, totalling Rs 15.44 lakh crore.

Post-demonetisation RBI spent Rs 7,965 crore in 2016-17 on printing new Rs 500 and Rs 2,000 and other denomination notes, more than double the Rs 3,421 crore spent in the previous year.

The demonetisation was hailed as a step that would curb black money, corruption and check counterfeit currency but RBI said just 7.1 pieces of Rs 500 note per million in circulation and 19.1 pieces of Rs 1,000 notes per million in circulation were found to be fake in its sample survey.

Opposition was quick to seize on the data to attack the government with former finance minister P Chidambaram saying, “RBI ‘gained’ Rs 16000 crore, but ‘lost’ Rs 21000 crore in printing new notes! The economists deserve Nobel Prize.”

“Rs 16,000 cr out of demonetised notes of Rs 15,44,000 cr did not come back to RBI. That is 1 per cent. Shame on RBI which ‘recommended’ demonetisation,” he tweeted.

Chidambaram also wondered if demonetisation was “a scheme designed to convert black money into white?”.

Samajwadi Party leader Naresh Agarwal said his party would move a privilege motion against RBI Governor Urjit Patel for misleading a parliamentary panel on the issue.

RBI said just 8.9 crore pieces of Rs 1,000 notes or 1.3 per cent of the scrapped ones have not returned. It, however, did not give a specific number for the old 500 rupee notes.

“Subject to future corrections based on verification process when completed, the estimated value of specified bank notes (SBNs) received as on June 30, 2017 is Rs 15.28 trillion,” the central bank said.

After the note ban, old notes were allowed to be deposited in banks, with unusual deposits coming under income tax scrutiny.

A collateral damage as a result of rise in printing and other cost was dividend RBI pays to the government.

RBI said its income for 2016-17 decreased by 23.56 per cent while expenditure jumped 107.84 per cent.

“The year ended with an overall surplus of Rs 306.59 billion as against Rs 658.76 billion in the previous year, representing a decline of 53.46 per cent,” it said.

The government replaced old Rs 500 notes with new ones, but no replacement for Rs 1,000 notes have been made. Instead, a new Rs 2,000 note was introduced post note ban.

RBI said there are as many 588.2 crore of Rs 500 notes, both old and new in circulation as of March 31, 2017. As of March 31, 2016, there were 1,570.7 crore Rs 500 notes in circulation.

As many as 328.5 crore pieces of new Rs 2,000 notes were in circulation as on March 31, 2017.

Besides, new Rs 500 and Rs 2,000 notes, the RBI has also circulated new Rs 200 notes last week.

Former RBI Deputy Governor R Gandhi said demonetisation will have long-term impact.

Expectations of various quarters that sizable portion of the demonetised currency won’t return has not been fulfilled.

10 killed in Mumbai building collapse, 60 still trapped

Mumbai: At least 10 persons were killed and another 20 injured when a six-storeyed old residential building collapsed near J.J. Hospital here on Thursday, an official said.

Another 60 people are still feared trapped under the debris of Huseini Building, which came crashing down with a huge booming sound around 8.25 a.m.

War-like efforts were on to rescue those trapped, a BMC Disaster Control official said, adding the death toll could increase.

Twenty persons were rescued from the rubble within three hours of the incident, he added.

The building is situated in a heavily congested locality of south Mumbai’s C Ward, and rescue teams with their big vehicles and heavy equipment faced a tough time approaching the crash site.

The injured, that included two firemen, were rushed to hospital.

According to a woman, the building also housed a nursery-cum-playschool. The playschool was scheduled to open at 10 a.m., two hours after the building collapse.

Local residents, mainly Dawoodi Bohra community members and others, initiated their own manual rescue efforts, moving the rubble with their hands to help the victims.

A 90-strong team of NDRF, State disaster management, a 150-strong team of fire brigade personnel and workers, two sniffer dog squads, electronic gadgetry along with five fire engines, two JCBs, one crane and other machines were deployed to rescue the people buried under the massive heap of rubble.

A BMC bulletin at noon said the structure included an uninhabited godown on the ground floor and total 10 tenements on the remaining upper floors.

It added that the building – a Maharashtra Housing and Area Development Authority (MHADA) cessed structure – was part of the Saifee Burhani Upliftment Trust (SBUT) redevelopment project, and declared unsafe for living at least six years ago.

“The dangerous building was served evacuation notice in 2011 and the occupants ordered to vacate it to make way for the SBUT redevelopment project, but they failed to heed the warnings,” said a BMC official.

According to the Fire Brigade, the building’s two wings have completely collapsed. The cause of the crash is being probed.

This is the first major building collapse after Tuesday’s deluge in Mumbai, and the second in five days after the Chandivali Crystal Business Park crash on August 26, that claimed six lives.

Madurai teen commits suicide, note says ‘you can never exit ‘Blue Whale’

Chennai: A second year BCom student in Madurai hanged himself, in another apparent case of suicide under influence of the Blue Whale challenge, and the first such case from Tamil Nadu.

19-year-old Vignesh from Chennai hanged himself in his room, having reached the end of the challenge. Police found a whale cut into his arm and a suicide note in his room which said “Blue Whale- This is not a game but danger. Once you enter, you can never exit”.

Early investigation revealed that his friends found Vignesh was spending long hours on his phone, going through with the challenges as they were issued to him.

The Blue Whale ‘game’ has become a bane to the Central government, with the Ministry of Electronics and Telecommunications issuing a directive to web giants like Google and Facebook to scrub all references to the game from their search results, as the game is not an application and must be ‘played’ through specific forums and websites.

The game is run by a group of ‘moderators’ who come in contact with potential ‘players’ and issue them instructions to perform 50 tasks, either on the day of the task or in advance. The tasks can range from mundane works like watching a video to gruesome ones like inflicting self-harm by means of cutting words or drawings onto the players’ arms and legs. The final task is to commit suicide.

The game originated in Russia, and its creator, Philipp Budeikin, who was a psychology student, confessed to creating the game, claiming he wanted to “clean” society by removing those he deemed to have no value.

Amazon to help implement Karnataka milk scheme

Bengaluru: Amazon on Wednesday announced a partnership with the Akshaya Patra Foundation to implement the Karnataka government’s ‘Ksheera Bhagya’ Scheme in the city, wherein schoolchildren would be provided a glass of milk each five days a week.

The partnership aims to reach out to 170,000 children across 1,300 government schools in the state.

“The scheme is a dream project conceived by Karnataka Milk Federation on Chief Minister’s (Siddaramaiah) suggestion to help poor children by providing them nutritious food essential for healthy growth and all-round development of schoolchildren,” Animal Husbandry, Fisheries and Horticulture Minister A. Manju said in an official statement here.

“We are happy to see that Amazon has come forward to support its implementation,” he said.

Amazon Director and General Manager (Seller Services) Gopal Pillai said: “In line with Amazon Care’s vision of transforming lives, we have partnered with the civil society at large to bring about transformation and betterment of the community.”

The Ksheera Bhagya Scheme was launched by the Congress government in 2013 to provide nutrition through milk to students of government schools and anganwadis across the state.

City-headquartered Akshaya Patra Foundation has been implementing various midday meal schemes across 12 states in the country.

Kejriwal inaugurates 1,206 community toilets in slums

New Delhi: With an aim of making Delhi open-defecation free, Chief Minister Arvind Kejriwal today inaugurated 1,206 community toilets in various locations of the city.

After inaugurating the toilets, Mr Kejriwal said,’In last two years, AAP Government constructed 12,000 toilets, more 7,000 will be built by December.

By March, 2018, no one in Delhi will need to go for toilet in open.

” He also urged Lt Governor Anil Baijal to clear slum policy, passed by Delhi Cabinet, pending with him for many days.
The community toilets were inaugurated at 36 locations from Jhuggi-Jhopri (JJ) slums here.

IT Raids on Karnataka Congress Secretary Vijay Mulgund

Bengaluru: Income Tax officials raided the residence of Karnataka Congress Secretary Vijay Mulgund today.

Continuing their investigation into D K Shivakumar’s properties, IT officials searched properties of his close aide, Vijay Mulgund, in Bengaluru, Chennai and Delhi.

IT Department official told “Today’s raids are taking place simultaneously in New Delhi and Bengaluru.”

On August 2, IT officials raided Shivakumar’s official residence here. The officials had then seized over Rs 10 crore.

Karnataka chief minister Siddaramaiah criticized the raids on Mulgund’s residence as part of the vendetta politics of the BJP government in New Delhi. “I have no objection to IT officials conducting raids but this selective targeting of Congress leaders lends credence to the feeling the IT Department is being misused to target Congress leaders,” Siddaramaiah said.

Yeddyurappa hosting Dalit families is a political gimmick: CM Siddaramaiah

Bengaluru: Karnataka Chief Minister Siddaramaiah today described as a “political gimmick’ the BJP state President B S Yeddyurappa hosting Dalit families at his residence.

“It is just a political gimmick, it is a drama,” Siddaramaiah told reporters here in response to a question.

When said that Yeddyurappa has clarified that the event has nothing to do with politics, he said … then why he did not do it when he was the Chief Minister, while in power? Why did not he go to their (Dalits) houses and hear their difficulties and pain, then? Why did not he formulate programmes for their upliftment”, he asked.

“Did he give even a single Dalit leader good portfolio? See these are all political gimmicks. He is doing it for 2018 elections, but people will understand (the truth),” the Chief Minister said.

Yeddyurappa had yesterday hosted 33 Dalit families from across the state at his residence here, as a mark of gratitude to their hospitality during his state wide tour.
Considered as an attempt to woo Dalit votes, the families were served with lunch along with gifts besides arranging for sightseeing in the city.

As part of his “Janasamparka yatra” and drought study tour across the state in May, Yeddyurappa along with other leaders partook of breakfast at dalits houses across the state.

The former Chief Minister had quoted controversy during this state wide tour as it was alleged that he had breakfast brought from a nearby hotel instead of what was homemade, which drew flak from both the Congress and JD(S).
