Kerala Youth Congress workers arrested for holding beef fest

Kochi: Police on Saturday arrested Kerala Youth Congress workers who held a beef festival ahead of Prime Minister Narendra Modi’s arrival in the coastal city.

The festival took place near the Southern Naval Command’s air terminal where Modi is expected to arrive and inaugurate the state’s first metro line.

As the Youth Congress workers were arrested while they were cooking and serving beef.

Ever since the Centre launched new rules regarding cattle sale and slaughter, Kerala has witnessed numerous such protests and even the state assembly held a special session earlier this month to pass a resolution against it.

Aadhaar mandatory for opening bank A/c, transaction over Rs50K

New Delhi: The government has made quoting of biometric identity number Aadhaar mandatory for opening of bank accounts as well as for any financial transaction of Rs 50,000 and above.

Existing bank account holders have been asked to furnish the Aadhaar number issued by the Unique Identification Authority of India (UIDAI) by December 31, 2017, failing which the account will cease to be operational, according to a revenue department notification.

The government in Budget 2017 has already mandated seeding of Aadhaar number with Permanent Account Number to avoid individuals using multiple PANs to evade taxes.

The notification issued amending the Prevention of Money- laundering (Maintenance of Records) Rules, 2005, mandated quoting of Aadhaar along with PAN or Form 60 by individuals, companies and partnership firms for all financial transactions of Rs 50,000 or above.

Tightening the rules for small accounts, which can be opened without having officially valid KYC documents, the amendment said such accounts – which can have maximum deposit of Rs 50,000, can be opened only at bank branches which have core banking solution.

It can also be opened at a branch where it is possible to manually monitor and ensure that foreign remittance are not credited to such account and stipulated limits on monthly and annual aggregate of transactions and balance are not breached, the amended PMLA rules said.

Such small account shall remain operational initially for a period of 12 months and thereafter for a similar period if the account holder provides evidence that he or she has applied for officially valid identification documents.

“The small account shall be monitored and when there is a suspicion of money laundering or financing of terrorism or other high risk scenarios, the identity of claim shall be established through the production of official valid documents,” it said.

The amendment makes it mandatory for individuals, companies and partnership firms to quote Aadhaar along with PAN or Form 60 for all financial transactions of Rs 50,000 or above with effect from June 1.

Post June 1 if a person does not have an Aadhaar number at the time of opening of account, then he has to furnish proof of application of enrolment for Aadhaar and submit the Aadhaar number to the bank within six months of opening of the bank account.

“In case the client, eligible to be enrolled for Aadhaar and obtain a PAN… does not submit the Aadhaar number or the PAN at the time of commencement of an account based relationship with a reporting entity, the client shall submit the same within a period of 6 months from the date of the commencement of the account based relationship.

“Provided that the clients… already having an account based relationship with reporting entities prior to date of this notification, the client shall submit the Aadhaar number and PAN by December 31, 2017,” the notification said.

So far, as per the PMLA Rules it is mandatory to provide PAN number or Form 60 to banks while opening of accounts or for high value transactions.

For companies opening bank accounts, Aadhaar number of managers, or employees holding an attorney to transact on the company’s behalf will have to be provided.

Commenting on the development, Nangia & Co Managing Partner Rakesh Nangia said: “With the amendment, obtaining Aadhaar and PAN have gained paramount importance, since the banks are now required to report Aadhaar and PAN in respect of each of its clients’ at the time of account opening and in case of existing accounts at the time of making transactions worth Rs 50,000 or more”.

The Prevention of Money Laundering Act (PMLA) forms the core of the legal framework put in place by India to combat money laundering and generation of black money.

The PMLA and rules impose obligation on reporting entities like banks, financial institutions and intermediaries to verify identity of clients, maintain records and furnish information to Financial Intelligence Unit of India (FIU-IND).

As per Rule 9, every reporting entity shall at the time of commencement of an account-based relationship, identify its clients, verify their identity and obtain information on the purpose and intended nature of the business relationship.

In all other cases, identity should be verified while carrying out transaction of an amount equal to or exceeding Rs 50,000, and in any international money transfer operation.

Congress motion against Karnataka Council chairman defeated

Bengaluru: In a major embarrassment for the ruling Congress in Karnataka, its no-confidence motion against Legislative Council Chairman D.H. Shankara Murthy of the BJP was defeated by one vote on Thursday.

Thirty-six lawmakers voted in support while 37 opposed the motion, which was moved by Congress member V.S. Ugrappa.

Council Deputy Chairman Marithibbe Gowda of the Janata Dal-Secular put the motion to vote in the 75-member council, where the Congress has 33 members, BJP 23, JD-S 13, and the Independents are five. The BJP members include the Council Chairman.

At present one seat is vacant in the upper house of the state legislature.

“The Congress leaders did not take JD-S leaders into confidence before deciding to move the no-confidence motion against Murthy. So, we decided to vote against it,” JD-S Karnataka unit President H.D. Kumaraswamy told reporters here.

Congress’s Karnataka unit chief G. Parameshwara had met JD-S supremo H.D. Deve Gowda on Tuesday evening to seek his party’s support for the motion but the former Prime Minister advised the Congress leader to discuss it with Kumaraswamy.

“No Congress leader consulted me till today (Thursday) morning. Congress leaders offered through the media the Chairman’s post to the JD-S in lieu of support but did not convey it to me,” Kumaraswamy said.

He accused the Congress of attempting to divide the JD-S by creating confusion on the issue.

“It has become a habit for national political parties, the Congress and the Bharatiya Janata Party, to use JD-S for their vested interests,” Kumaraswamy, son of JD-S supremo Deve Gowda, said.

Man lynched for stopping officials taking photos of women defecating in open

Jaipur: Municipality employees in Pratpargh town today beat a middle-aged man to death when he allegedly tried to stop them from scaring women defecating in the open and taking their photographs.

The incident happened near Bagwasa Kachi Basti area at around 6:30 am where few women had gone to attend nature’s call.

The municipality employees of Pratapgarh town municipality tried scaring away women and took photographs of women defecating in the open.

It was then that Zafar Khan intervened and tried stopping municipality employees from taking pictures.

In retaliation, municipality employees kicked, punched and beat Khan with a stick, which led to his death, according to the FIR lodged by Khan’s elder brother Noor Mohammed.

Noor has lodged a complaint against Kamal Harijan, Ritesh Harijan, Manish Harijan, Nagar Parishad commissioner Ashok Jain and others following police have registered a case of murder, Pratapgarh Kotwali police said.

Pratapgarh Superintendent of Police, Shivraj Meena said, “We are getting the matter investigated and a case has been registered against four named accused in the FIR”.

SHO, Pratapgarh Kotwali, Mangilal Bishnoi said that the body has been kept at district hospital for postmortem.

Police have been deployed considering the matter sensitive and to maintain law and order.

“We are investigating the case and no arrests have been made so far,” he said.

Bhatkal-born alleged ISIS recruiter Shafi Armar named global terrorist

New Delhi: Fugitive chief recruiter for terror group ISIS in the Indian subcontinent Mohammed Shafi Armar was today named a Specially Designated Global Terrorist by the US.

The US State Treasury Department, while updating its list of Specially Designated Global Terrorists (SDGT), has included in it Armar, a native of Bhatkal in Karnataka, clearing the way for sanctions against him.

An Interpol Red Corner notice is also pending against the 30-year-old Armar, who has many aliases like ‘Chhote Maula’, ‘Anjan Bhai’ and ‘Yousuf al-Hindi’.

Armar’s name has now been added to the Office of Foreign Assets Control of the US Treasury Department which enforces economic sanctions programmes, primarily against countries and groups of individuals, such as terrorists and narcotics traffickers.

The sanctions can be either comprehensive or selective, using the blocking of assets and trade restrictions to accomplish foreign policy and national security goals of the US.

Armar was said to have left for Pakistan along with his elder brother after crackdown on Indian Mujahideen cadres.

After a fight with Bhatkal brothers, including Riyaz, the founder of IM, in Pakistan, Armar is believed to have created Ansar ul Tawhid, which later pledged its allegiance to the ISIS.

There have been many reports of him having been dead in a drone attack or crackdown by the allied forces. However, every time intelligence agencies began giving credence to such reports, his name or voice cropped up in intercepts.

Tech savvy, Armar has been operating on Facebook and other personal messenger services to contact, brainwash and recruit youths from India, Bangladesh and Sri Lanka.

His links to the ISIS were also the highlight of the interrogation of Yasin Bhatkal, who was arrested near the Nepal border in 2013.

Shafi Armar first came on the radar of investigation agencies when the NIA was probing suspected ISIS cadres in Ratlam of Madhya Pradesh.

During the interrogation of alleged IS operatives, it emerged that Armar was motivating and radicalising Muslim youths in India. He was said to have been recruiting youths for the Jund ul Khalifa-e-Hind through online radicalisation.

The NIA had charge-sheeted him along with five others for allegedly conspiring to carry out terror strikes in the national capital and also during ardhkumbh in Haridwar.

The National Investigation Agency had told a special court that these accused were planning to assemble Improvised Explosive Devices (IEDs) using extracts from “match sticks”.

The United Arab Emirates had deported three Indians who were allegedly working for Armar.

It emerged during the interrogation of IM suspects that he was a self-proclaimed ally of Abu Bakr al-Baghdadi, chief of the ISIS.

Abu Salem, Mustafa Dossa, convicted in 1993 Mumbai blast case

Mumbai: A special anti-terrorism court on Friday convicted notorious criminal Abu Salem and dreaded smuggler Mustafa Dossa in connection with the 12 March 1993 serial blasts case.

The process of delivery of verdict is currently underway at a special court set up under the Terrorist and Disruptive Activities (Prevention) Act.

The quantum of sentence would be decided after arguments between prosecution and defence. A total of seven accused are facing trial, that is, part II of the Bombay Bomb Blasts Case.

On 12 March 1993, a dozen bombs went off at several locations in the city, killing 257 people, and injuring 713, while destroying property worth Rs. 27 crores.

Salem was one of the key persons of Dawood, however, fell out with him and Chhota Shakeel, after the murder of Gulshan Kumar. This is one of the reasons why Salem and Dossa had several fights inside the jail.

As far as the role of Dossa is concerned, he had attended the conspiracy meetings, help some of the accused go to Pakistan for training and arrange for the landing of RDX and AK-47 rifles along the Raigad coast. Salem too was part of the core team of Dawood and it was he who had supplied the Kalashnikov rifle to Bollywood actor Sanjay Dutt. He was part of the group that visited Dutt’s Bandra bungalow and delivered the weapons.

Salem was arrested in Portugal in 2002 and was extradited to India 11 November 2005 along with his companion and actress Monica Bedi. He is standing trial in a total of nine cases in India. In 2015, he was sentenced to life imprisonment by a TADA court for the murder of builder Pradeep Jain. Dossa was deported from the United Arab Emirates and face the grave charge of the landing of arms and ammunition.

‘Coalition Against Tobacco’ thanks the Government for considering divesting stake in tobacco stocks

Mumbai: The Finance Ministry’s intent to divest its stake in tobacco companies is a welcome step towards tobacco control. The ‘Coalition Against Tobacco’ had recently written to the Indian Prime Minister, highlighting the environmental dangers and degradation at multiple levels due to production and processing of tobacco. The Health Ministry has reportedly raised concerns about government stake in tobacco companies and the Finance Ministry is reported to be considering a divestment of its stake in tobacco companies. The discussions of divestment by the Finance Ministry are commendable and indicate their intent towards better public health and a healthier environment.

Commenting on the development, Dr. Pankaj Chaturvedi a head and neck cancer surgeon at the Tata Memorial Hospital and a member of the Coalition said “this move by the Finance Ministry to consider divesting its stake in tobacco stocks is a big step towards a tobacco-free India. The damage that this socially undesirable evil has been doing to our people can finally be reversed through action by the state and civil society, by the government’s bold step of moving out of this business”

“Tobacco cannot in any way be seen to be contributing positively to the society. The Government’s move is a truly pioneering one especially considering that it will be foregoing huge amounts in dividends from these companies. This fact displays the strength of the Government’s resolve of ensuring a tobacco-free India” said Mrs Sumitra Pednekar, a member of the ‘Coalition Against Tobacco’ and petitioner in the Public Interest Litigation (PIL) in the Mumbai High Court against these investments made by state owned insurance companies in tobacco manufacturers.

“This is a good move and in complete consonance with the stated intent of the government of tobacco control. We really appreciate the government’s efforts in that direction and pledge our full support to it in this noble cause” added Dr Badwe, Director, Tata Memorial Hospital, Mumbai and another prominent member of the Coalition.

On implementation, this will be a major step in dissuading other institutions from investing in this industry and stop promoting tobacco and its consequences in a country like India where almost a million people die annually due to usage of tobacco and tobacco products.

Gujarat textbook calls Jesus ‘devil’, Cong dubs it ‘shame to India’

Itanagar: The blunder in a Gujarat government school text book referring to Jesus Christ as ‘haivaan’ (devil) has brought shame to India, Arunachal Pradesh Congress Committee president Takam Sanjoy said on Wednesday.

This was particularly shameful as Gujarat was the land of Mahatma Gandhi, Sardar Ballav Bhai Patel and Prime Minister Narendra Modi, Sanjoy told PTI.

He called for immediate remedial steps to assuage the hurt sentiment of Indians, particularly the Christian community.

The class IX Hindi language textbook published by the Gujarat State School Textbook Board has used ‘haivaan’ (devil) before Jesus Christ, instead of the intended word ‘bhagwan’ (God) in one of its chapters, which triggered protests from Christians.

The board has removed the controversial word in the online version of the book available on its website.

Sanjoy also lauded Nagaland and Arunachal Pradesh Governor P B Acharya for writing to his Gujarat counterpart Om Prakash Kohli about this issue.

SC notice to Centre on order banning cattle trade for slaughter

New Delhi: The Supreme Court today sought response from the Centre on pleas challenging its controversial notification banning the sale and purchase of cattle at animal markets for slaughter.

A vacation bench comprising Justices R K Agrawal and S K Kaul issued notice to the Centre and asked it to file response within two weeks on two separate petitions challenging the notification.

The apex court fixed the matter for hearing on July 11.

Additional Solicitor General P S Narasimha, appearing for the Centre, told the bench that intention behind bringing the notification was to have a regulatory regime on cattle trade across the country.

He also told the apex court that the Madras High Court has recently granted interim stay on the notification.

One of the petitioners, who has approached the apex court challenging the notification, has claimed in his plea that the provisions in the notification were unconstitutional as they violated the fundamental rights including freedom of conscience and religion and right to livelihood.

The Centre had on May 26 banned the sale and purchase of cattle from animal markets for slaughter through an Environment Ministry notification — ‘Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017’ under the Prevention of Cruelty to Animals Act.

Non-bailable warrant issued against Baba Ramdev in ‘beheading remark’ case

Rohtak: A court here today issued a non-bailable warrant against yoga guru Ramdev in a case over his remarks made last year against those refusing to raise the slogan of ‘Bharat mata ki jai’.

The court of Additional Chief Judicial Magistrate Harish Goyal issued the NBW against Ramdev and fixed August 3 as the next date of hearing in the case.

On May 12, the court had issued a bailable warrant against Ramdev. “The order follows Ramdev’s failure to appear before the court yet again today. He also failed to appear despite summons and a bailable warrant,” counsel for the complainant in the case O P Chugh said.

Ramdev had made the remarks at a Sadbhawana Sammelan here in April last year, which was called to promote peace in the city that witnessed violence during the Jat quota stir. He had said that but for the rule of law he would have “beheaded” lakhs of people for refusing to chant ‘Bharat mata ki jai’.

On March 2, Goyal had issued summons to Ramdev after a complaint was filed by Congress leader and former Haryana minister Subhash Batra seeking registration of an FIR against the yoga guru.

The ACJM had then directed Ramdev to furnish Rs 1 lakh personal surety during the execution of warrant and also to appear in court on June 14.
