Ex-Goa CM wants ban on Nigerians, calls them ‘negroes’

Panaji: The Central government should ban Nigerians from entering India, former Goa Chief Minister Ravi Naik has demanded, adding that the state does not need Nigerian tourists.

Referring to Nigerians with the pejorative “negroes”, the senior Congress leader also told reporters that Nigerians have been causing “problems” in Goa as well other metros.

“The government of India should ban them. They should be probed. It should be checked whether they are here to study or for picnic or to sell drugs,” said Naik, a former home minister in the erstwhile Congress-led coalition government.

“Nigerians come here and do ‘dadagriri’, in Delhi, Bengaluru and the entire country. We should chase the Nigerians out of here. Have they come here to study? Are they really studying? Are they really going to college, schools? Are they really going to bogus schools or bogus typing schools, this has to be probed. It is very important,” Naik said, adding that even Aam Aami Party leaders had a fight with Nigerians in the past.

“They create problems everywhere… We do not want Nigerian tourists,” Naik said, demanding a probe into the activities of Nigerians in Goa, who he alleged masquerade as students.

Naik’s comments come a few days after Goa Chief Minister Laxmikant Parsekar on May 30 said that Goans were unhappy with the attitude and the lifestyle of Nigerians living in the coastal state.

On the same day, Goa’s Tourism Minister Dilip Parulekar also said that Nigerians create problems in Goa and sell drugs.

In 2014, during the monsoon session of the Goa assembly, the state home ministry referred to Africans as ‘Negroes’, an error for which then Chief Minister Manohar Parrikar had to tender an apology after an outcry.

Kerala HC judge reveals Rs 25 lakh bribe for ‘verdict’

Thiruvananthapuram: A senior judge of the Kerala High Court revealed in open court on Monday that he was offered Rs 25 lakh as bribe to ensure a favourable verdict in a gold smuggling case.

The judge, Justice K T Sankaran, made the statement while considering a batch of petitions filed by relatives of the nine accused challenging their detention under COFEPOSA (Conservation Of Foreign Exchange and Prevention Of Smuggling Activities) Act.

Justice Sankaran and Justice A Hariprasad, who comprised the bench hearing the case, recused themselves from the case because of “reasons beyond our control”.

Justice Sankaran said the money was offered through a mediator by one P A Naushad, the key member of the smuggling racket and one of the nine accused, adding that the bribe could have been part of a strategy to force him out of the case.

Justice Sankaran, however, did not comment on the reasons for recusal. The bench order, too, does not mention the bribe offer. The case is related to smuggling of about 2,000 kg of gold through the Cochin International Airport between 2013 and 2015. The smugglers operated from Muvattupuzha in Ernakulam district.

The racket was busted in May 2015 after the Special Investigation and Intelligence Branch of the Customs Department seized 13 kg of gold hidden under the seats of a bus ferrying passengers from the aircraft to the terminal.
Invoking provisions under COFEPOSA Act, the Central Economic Intelligence Bureau issued a preventive detention order against the nine accused–Naushad, his brother Faisal, Salim M M, Fazil K B, Yasir Ibn Muhammed, Saifuddin, Jabin K Basheer, Bipin Scaria and Shinoy Mohandas.

In January, the COFEPOSA advisory board, too, confirmed the preventive detention order. A former immigration official, Jabin K Basheer, and the ground handling staff at the airport were also involved in the racket.

Bihar: FIR against toppers, VR College after CM orders SIT probe

Patna: Patna Police have loded FIR against three Class XII toppers and Vaishali’s VR College Management and examination and evaluation centre superintendents and teachers for forgery, cheating and criminal conspiracy. The FIR was lodged on Monday night after CM Nitish Kumar ordered police headquarters to set up a special investigation team under an additional director general of police. The SIT has been asked to submit report to the state DGP within 10 days.

Bihar School Examination Board has already cancelled result of controversial toppers Saurav Srestha and Rahul Raj – both from Vaishali’s VR College. Another VR College toppers in arts Ruby Rai, who has been given a week to take retest, faces FIR along with Saurav amd Rahul at Patna’s Kotwali Police station.

Kotwali Police station SHP Ramesh Kumar Singh said: “The case has been lodged on complaint of secondary education board director Rajiv Prasad Singh Ranjan.

CM Nitish Kumar earlier dissolved a judicial committee set up by BSEB to probe the matter as the board has no landate to set up such a committee. The CM had called an emergy meeting of education department officials last evening and reportedly pulled up BSEB chaian Lalkeshwar Prasad for exceeding his brief to order probe unilaterally. The CM had been also reportedly upset with contradictory view of the state board and education department on the raging controversy.

Modi leaves on five-nation tour

New Delhi: Prime Minister Narendra Modi on Saturday left for a five-nation tour that will take him to Afghanistan, Qatar, Switzerland, the US and Mexico.

“PM Narendra Modi leaving for Herat, Afghanistan, marking the start of his five-nation visit,” the Prime Minister’s Office tweeted.

Modi will stop over in Herat in Afghanistan where he, along with Afghan President Ashraf Ghani, will jointly inaugurate the India-Afghan Friendship Dam, earlier known as Salma Dam, rebuilt with India’s aid.

After attending a lunch hosted in his honour by President Ghani, Modi will proceed to Doha, Qatar, where he will meet Qatari Prime Minister Abdullah Bin Nasser Bin Khalifa Al Thani on Saturday.

He will also visit an Indian workers’ camp in Doha on Saturday.

On Sunday, he will meet Emir of Qatar Tamim Bin Hamad Al Thani.

Following his engagements in Qatar, he will leave for Switzerland on Sunday.

On June 6, Modi will hold a meeting with President of the Swiss Confederation Johann Schneider-Ammann and also interact with business leaders.

The same day, he will depart for Washington where he will meet US President Barack Obama and address a joint sitting of the US Congress.

On June 8, he will leave for Mexico City where he will meet Mexican President Enrique Pena Nieto before returning to India.

5 candidates in the fray for RS elections in Karnataka

Bengaluru: Five candidates including Union Minister Nirmala Seetharaman are in the fray for the biennial elections to fill four Rajya Sabha seats from Karnataka.

“Five candidates are in the fray now after independent candidate KA Mohan’s papers were rejected,” Karnataka Legislative Assembly Secretary S Murthy, who is also the Returning Officer, told PTI.

Mohan’s papers were rejected for not enclosing proposers’ names and an additional affidavit. Friday was the last date for withdrawal of candidature.

Voting is scheduled for June 11and counting of votes will happen on the same day.

Congress has fielded three candidates Jairam Ramesh, Oscar Fernandes (former Union ministers) and former IPS officer Ramamurthy, while BJP and JD(S) have fielded Union Minister Nirmala Seetharaman and B M Farooq, respectively.

Congress decision to field the third candidate, Ramamurthy, has given tense moments to JD(S), which needs five additional votes to see its candidate through, as it has 40 members.

The required strength for victory is 45 votes.

To the JDS discomfiture, five of its MLAs, including Zameer Ahmed, have reportedly decided to back the third candidate of Congress.

Congress has 122 MLAs and needs extra 13 votes to ensure the victory of its third candidate, with Chief Minister Siddaramiah seeking support of 11 Independents and five JDS rebel legislators.

BJP is also short of one vote but is confident of making up the shortfall.

Meanwhile, 8 candidates are in the fray for the biennial elections to fill 7 seats of Karnataka Legislative Council, for which voting be held on June 10.

Khadse quits; first blow to BJP under Modi-Shah combine

Mumbai: Facing heat over a string of corruption charges including irregularities in a land deal, Maharashtra Revenue Minister Eknath Khadse today resigned, the first casualty in BJP after Narendra Modi-Amit Shah combine took over the party pledging zero-tolerance to corruption.

With his options running out and the central leadership sending a clear and stern message to him, the 64-year-old veteran from north Maharashtra drove to Chief Minister Devendra Fadnavis’s official residence here this morning and offered his resignation.

The fate of Khadse was sealed two days back after Fadnavis briefed Modi and Shah in Delhi over the allegations against him, which were not only leveraged by Congress, NCP and AAP to embarrass the first BJP-led government in the state but even made ally Shiv Sena to come out seeking his ouster.

Considered “number two” in the Cabinet handling vital portfolios of Revenue and Agriculture, Khadse has been facing heat over a series of allegations including irregularities in a land deal in Pune and getting calls allegedly from fugitive Dawood Ibrahim’s residence in Karachi on his mobile phone besides the alleged bribe sought by a personal aide.

He is in a spot over the purchase of a three-acre Maharashtra Industrial Development Corporation (MIDC) land in Pune allegedly at a low price of around Rs 3.75 crore from its original owner in the name of his wife and son-in-law. The market value of the land is reportedly Rs 40 crore.

Rubbishing the allegations, Khadse said he has been a victim of an “unprecedented media trial.”

Addressing a press meet with the state party chief Raosaheb Danve after his meeting with Chief Minister, Khadse, seen as the OBC face of the party with a massive following in northern districts, said, “For the last 40 years, I have been in politics and the party but had not experienced a media trial like this.”

“There has been an unprecedented media trial against me,” he said, adding, “I have demanded Fadnavis that an inquiry be ordered into the allegations.”

Stating Khadse was forced to quit as charges against him were “serious”, Congress demanded a high level investigation into the matter.

“Only resignation will not do. We want a high level judicial inquiry into the scams involving Khadse. We don’t trust this government, which may sabotage the investigation,” Maharashtra Congress chief Ashok Chavan told PTI.

Former AAP leader Anjali Damania, who was on a hunger strike demanding Khadse’s resignation for the last three days, said this was the initial victory for her after exposing Khadse’s wrongdoings.

AAP national spokesperson Preeti Sharma Menon said, “We are relieved that finally, after he was totally exposed in past few weeks, BJP removed Khadse from office.”

NIA chief’s cleanchit to Pakistan sparks row

New Delhi: The reported statement of NIA Chief that so far there is no hand of Pakistan government or its agency in helping JeM carry out the Pathankot attack has triggered a sparring between India and Pakistan with New Delhi saying that involvement of its nationals “is an accepted fact”.

Even as the NIA backtracked on its chief Sharad Kumar’s statement, on its part Islamabad, touted his remarks to claim “vindication” of its long standing position in this regard.

The whole row started over a written interview purportedly given by Kumar to a television channel in which he had said “no. So far, no evidence to show that Pakistan government or Pakistani government agency was helping Jaish-e- Mohammed (JeM) or Masood Azhar or his aides carry out Pathankot attack.”

Later the NIA issued a statement saying the observation attributed to DG NIA as regards Pathankot investigations “are strongly refuted.” It said his statement has been misquoted.

The External Affairs Minister reacted to the controversy today saying the DG NIA has already issued a clarification and it put out the government’s position that “the involvement of Pakistan’s nationals in the Pathankot Air Base attack is an accepted fact.

“I would remind you that investigations are ongoing. Foreign Secretary had conveyed to his Pakistani counterpart when they met in New Delhi in April that it was time for review of progress in investigation in the attack after return of Pakistan’s JIT, which had gathered all evidence that it had wanted when it visited India,” External Affairs spokesperson said in a statement.

He said enough information has also been provided to Pakistani authorities through two Letters Rogatory to conduct investigation in Pakistan so that all those associated in Pakistan with planning, support and execution of the attack are brought to justice.

“At this stage, we await further response and information from Pakistan. It would be injudicious to speculate in this situation,” he said.

At the Congress briefing, party’s chief spokesperson Randeep Surjewala made a scathing attack on the government accusing it of weakening India’s fight against terrorism nationally and internationally with the NIA director giving “clean chit” to Pakistan and its agencies.

He said that this was lamentable given the fact that India had succeeded in putting Pakistan in the dock after the 26-11 Mumbai terror attacks.

Faulting the Modi dispensation for inviting the Pakistani officers including those from the “infamous ISI” to visit the Pathankot airbase, he said that what did the JIT officers did after returning was to attack India and Indian government.

Raising a number of questions for the Prime Minister, he said that it has been a fact that Pakistan has sponsored terrorism and terrorist activities against India for decades. This is a fact well known in international circles.

He said it is a fact that Maulana Masood Azhar, Lakhwi or their terrot outfits or Dawood Ibrahim and other anti-India elements were roaming freely in Pakistan without any protection, help and support from Pakistan government.

Asked whether Congress would demand removal of the NIA director, Surjewala said that the director was “just a pawn” and was trotting out the line given by the Modi government. He said that it must be understood that the NIA director is an officer who has been given an extension.

He also targeted the Prime Minister for his impromptu visit to Pakistan to participate in a birthday and a marriage. He said that the terror strike at Pathankot took place a week later.

Delhi Chief Minister Arvind Kejriwal also hit at the government and tweeted “No other PM in the history of independent India knelt before Pak like this”.

Muslim soldier terminated by Army for growing beard

Bengaluru: The Indian Army, which allows Sikhs to wear beard and turban in uniform, has terminated a Muslim solider and termed him ‘an undesirable soldier’ just because he insisted on growing a beard on religious grounds.

34-year-old Maktum Husen, a resident of Dharwad in Karnataka, was a sepoy in the Army Medical Corps for nearly 10 years from 2001, when he first sought permission from his Commanding Officer (CO) to have a beard on religious grounds.

The CO allowed him on the condition that he get a new identity card and retain the look for the rest of his service. Shortly afterwards, however, he discovered that the original rules — Army headquarters letters of 1951 and 1978, based on which he gave his nod — had been superseded by amendments to Regulation No. 665 of the Defence Services Regulations and the Ministry of Defence (Army) letter, 1991.

Under the amended rules, those other than Sikhs cannot sport a permanent beard. Citing this, the CO revoked his order and asked Mr. Maktumhusen to comply. The jawan refused and moved the Karnataka High Court, terming the order ‘discriminatory.’

Mr. Maktumhusen was, meanwhile, transferred to Command Hospital, Pune. His CO there also asked him to get rid of his beard. When he refused, a show cause notice followed, after which he was sentenced to 14 days detention for disobedience. The soldier paid no heed to further instructions, and the Army discharged him from service as an ‘undesirable soldier’ after an enquiry.

Sikhs can; Muslims can’t!

The Armed Forces Tribunal was not swayed by the contention of his counsel, C.R. Ramesh, that he had the right to grow a beard (under Article 25 of the Constitution on religious freedom) and that he should have rights on par with Sikhs.

The Tribunal said that having a beard was not among the ‘fundamental tenets’ of Islam. “The Army is a disciplined force and denominational differences among its members based on religion, caste etc. cannot be permitted. Practice of wearing a beard claimed on the basis of religion by the applicant, which goes against Regulation 665 of the Defence Service Regulations, is not conducive to the discipline of the Force,” it said.

Mathura group unleashes violence: SP among 21 killed; dozens injured

Mathura: At least 21 people, including a Superintendent of Police and an SHO, have been killed and dozens injured in clashes during an operation to clear hundreds of acres of government land from the activists of a so-called religious group, ‘Azad Bharat Vidhik Vaicharik Kranti Satyagrahi’, in Mathura district of Uttar Pradesh.

Union Home Minister Rajnath Singh, who spoke to Yadav, expressed anguish over the loss of lives and assured all necessary help to the state government.

19 people have been killed apart from SP City Mukul Dwivedi and SHO, Farah, Santosh Yadav, Pradeep Bhatnagar, Commissioner, Agra Division, said adding that a magisterial probe has also been ordered.

The violence had erupted when police were trying to evict illegal occupants, believed to be of Azad Bharat Vidhik Vaicharik Kranti Satyagrahi, from Jawahar Bagh yesterday on the directions of the Allahabad High Court.

In Lucknow, Chief Minister Akhilesh Yadav ordered a probe by the divisional commissioner of Mathura, an official spokesperson said.

DGP Javed Ahmed and Principal Secretary (Home) Debashish Panda have rushed here.

The Union Home Minister said he has reviewed the situation in Mathura. “I have spoken to the Chief Minister of Uttar Pardesh and reviewed the situation in Mathura. I have assured him of all possible help from the Centre.

“I am anguished over the loss of lives in the incident in Mathura. May God give strength to the bereaved families,” Rajnath Singh said.

Police said some vehicles bearing Madhya Pradesh registration number have been found.

“The wrath of people against encroachers was such that when they were retreating, they were severely beaten by the public,” an official said.

The activists used not only hand grenades but also opened fire from automatic weapons after taking position on tree tops, DM Rajesh Kumar had said.

The area was filled with smoke following explosions from hand grenades and LPG cylinders and several huts caught fire, he said.

Are they not anti-national terrorists?

Over two years back, the activists of splinter group of Baba Jai Gurudeo, claiming themselves to be member of ‘Azad Bharat Vidhik Vaicharik Kranti Satyagrahi’, had occupied hundreds of acres of land of Jawahar Bagh on the pretext of ‘dharna’.

The Allahabad High Court, acting on a PIL, had recently ordered the authorities to get the land vacated.

According to police, members of this outfit and another smaller organisation, Swadheen Bharat Subhash Sena, had been staging demonstrations at Jawahar Bagh over the last two-and-a-half years.

Their demands include the cancellation of elections for President and Prime Minister, replacement of rupee with ‘Azad Hind Fauj’ currency, and sale of 60 litres of diesel and 40 litres of petrol at Re 1 each.

Among the other demands posted on their Facebook page are: “We demand all records relating to the ‘Ruler of the Nation’, law and order, and also the document of citizenship (which shows how we are citizens of the nation) to be made public.”

Prior to mass leave, Karnataka Police Association president arrested

Bengaluru: President of the Karnataka State Police Association V Shashisdhar was arrested on Thursday for planning to a state-wide strike on June 4 protesting exploitation, low pay and poor working conditions.

Bengaluru Police Commissioner NS Megharikh said that a case had been registered at Yelahanka New Town police station; Shashisdhar had been arrested and presented before local court and was remanded to judicial custody till June 16.

The state government on Tuesday had warned against staging the protest and had invoked the Essential Services Maintenance Act (ESMA) for maintaining public order and safety across the state.

However, it is said that despite the warning, the state’s association comprising of about 60,000 constabulary forces have decided to go ahead with the mass leave on Saturday.

Shashisdhar has alleged that constables were forced to work for irregular and long hours and they did not have a proper leave mechanism and were harassed by senior officers.
