Bengaluru: In a sweeping move aimed at curbing corruption and boosting transparency, the Karnataka health department has transferred 5,676 officers and staff members across the state in accordance with the Karnataka Civil Services.

According to a report by Deccan Herald, the department adopted a data-driven approach to the transfer process by categorising districts into critical and non-critical zones. Medical officers were evaluated on a points-based system, awarding two marks for each year of rural service and 1.5 marks for urban postings. Based on these scores, doctors were ranked. The ranks determined the priority order for them to choose the place of their liking.

The non-critical zones are more in number than the critical zones. After the first set of doctors chose non-critical zones and the number of critical and non-critical zones reached parity, the remaining doctors were required to opt for positions in critical zones.

A grievance redressal committee has also been constituted to handle objections or appeals related to postings.

There will be annual transfers in the same way as it helps clean up the system. My office was filled with people with recommendation letters from politicians and other influential persons, because people felt that was how the system works.

To manage the scale of the operation, eight teams were deployed in each district to oversee the counselling process, which was held at district health offices. Remote staff were able to participate online, eliminating the need to travel to Bengaluru. The process was supported by specialised software displaying real-time vacancy data, with senior officials joining virtually via video conferencing.

Rao acknowledged the challenges involved noting that the department had to consider the personal impact on families.We had a lot of humanitarian challenges. We had to take into consideration how transfers affect officials families he said.

K’taka’s Rs 214 cr water projects fail: Over 30 schemes defunct due to poor planning, maintenance

Bengaluru: At least 32 multi-village water supply schemes across Karnataka, intended to serve over five lakh people, have become dysfunctional, even after Rs 214 crore of taxpayer money was spent.
The failure has been attributed to poor planning, lack of upkeep, open defecation near water sources, and inadequate post-project support, according to a government study cited by Deccan Herald on Thursday.

The study analysed projects implemented between 2000 and 2016 across 13 districts: Bagalkot, Ballari, Belagavi, Bidar, Davangere, Dharwad, Gadag, Kalaburagi, Mysuru, Raichur, Tumakuru, Vijayanagar, and Yadgir.

The defunct schemes are part of a broader set of 437 multi-village drinking water projects implemented across the state at a total cost of Rs 8,456 crore. Of these, 45 schemes, including the 32 examined in the study, have failed to deliver water to the intended beneficiaries.

Despite some schemes being based on “perennial” water sources, including major rivers like Ghataprabha, Malaprabha, Bhima, Krishna, Manjira, Tungabhadra, and Kabini, the projects failed due to factors such as infrastructure damage during road works, mechanical farming activities, floods, and theft of critical assets. Reasons for the failure of other schemes whose water sources were non-perennial are largely similar.

The study also identified institutional failures. In several cases, schemes were abruptly handed over to gram panchayats without the necessary funds for operation and maintenance (O&M). Technical design flaws, inadequate financial planning, and lack of community engagement further contributed to the breakdown of services.

“These reasons bring home the message that it is not sufficient to have a perennial source but a host of other measures are required for the successful operation and maintenance of rural water supply schemes,” the study said.

It also criticised the Rural Drinking Water and Sanitation Department (RDWSD) for focusing narrowly on infrastructure, while neglecting social, institutional, financial, and governance aspects.

Open defecation along riverbanks has led to widespread public distrust in water quality, the report found. Additionally, there is competition between farmer groups drawing water for irrigation and RDWSD efforts to secure supply for domestic use—particularly in river-based schemes.

The study warned that the state government must learn from these failures, especially as it spending another Rs 18,897 crore on 89 new multi-village water supply schemes.

Karnataka Rent Act: Rs 50,000 fine for tenants subletting without landlord’s consent

Bengaluru: Tenants in Karnataka who sublet rented premises without the landlord’s consent will soon face a hefty penalty of Rs 50,000, a 900% hike from the current fine, as per amendments proposed under the Karnataka Rent Act.

The Karnataka Rent (Amendment) Bill, which includes these stricter provisions, has been cleared by the scrutiny committee headed by Law and Parliamentary Affairs Minister H.K. Patil. It is expected to be tabled in the upcoming session of the state legislature, as reported by Deccan Herald on Thursday.

Currently, the penalty for unauthorised subletting is Rs 5,000 or double the amount received from subletting—whichever is higher—or imprisonment for up to one month. The proposed amendment will replace this with a fine of Rs 50,000.

In a move to deter landlords from exploiting tenants, the bill also proposes increasing the penalty for landlords who demand or receive payment for granting consent to sublet. Such landlords will now face a fine of Rs 30,000, up from the existing Rs 3,000. Imprisonment of up to one month is being dropped, according to the amendment proposed.

The amendment also targets unregistered brokers and middlemen involved in property rentals. Under Section 20 of the Act, they are required to register with the ‘controller’—typically an assistant commissioner in large cities, a senior tahsildar in smaller towns, or a tahsildar in rural areas, added the report.

Failure to register will now attract a daily penalty of Rs 25,000, a massive increase from the current Rs 2,000. Moreover, a daily fine of Rs 20,000 will be levied for each day of continued violation, compared to the existing Rs 2,000.

Satna, Madhya Pradesh: A deeply disturbing video from Satna district has gone viral on social media, showing a young man being mercilessly thrashed by another man on mere suspicion of theft. The assault, captured on camera, has shocked viewers across the country, not only for its brutality but for what was later discovered in the victim’s pocket: just two dry rotis and a small packet of salt.

In the video, the young man does not retaliate or even cry out. He simply raises his hand in a silent plea for the blows to stop. Onlookers can be seen watching passively as the man is beaten repeatedly with a stick. No one intervenes. No one protests.

Chikkaballapur: The driver of the Chikkaballapur Zilla Panchayat Chief Accountant is reported to have committed suicide, blaming BJP MP Dr. K Sudhakar and his supporters for his act in his death note.

The Chief Accountant’s driver, Babu (33), who was employed on contract basis, allegedly hanged himself from a tree on the deputy commissioner’s office premises.

Chikkaballapur Rural Police, who arrived at the spot and inspected the area, found Babu’s death note, where the latter has blamed MP Dr. K Sudhakar and his supporters Nagesh N and Manjunath for his suicide.

The driver has said in his note that Nagesh and Manjunath had promised him a permanent government job during Sudhakar’s tenure as state government minister, but asked him to pay Rs 40 lakhs for it. He added that he had not only given the duo all the money he had but also taken a loan and given them Rs 25 lakh. Nagesh and Manjunath, however, did not get him the job, he has said.

The driver has said in his note, “Nagesh and Manjunath had promised me a permanent government job during Sudhakar’s tenure as state government minister, but asked me to pay them Rs 40 lakh for it. In addition to all the money I had, I took a loan of Rs 25 lakh and gave them the money. Nagesh and Manjunath, however, did not get me the job.”

Chikkaballapur District In-charge Minister Dr. MC Sudhakar opined that it was a serious allegation against the MP. He assured that the matter would be probed and due legal action would be taken against the guilty parties.

New Delhi: The Chief Electoral Officer of Karnataka on Thursday asked Congress leader Rahul Gandhi to share names of electors he claimed were either included or excluded wrongfully from the voters’ list of the state along with a signed declaration for the poll authorities to initiate necessary proceedings in the matter.

In a letter to Gandhi soon after he levelled allegations of vote fraud, the state poll officer said that during a press conference in the national capital you had mentioned about the inclusion of ineligible electors and exclusion of eligible electors in the Electoral Rolls

“You are kindly requested to sign and return the enclosed declaration/oath under Rule 20(3)(b) of the Registration of Electors Rules, 1960, along with the name(s) of such elector(s) so that necessary proceedings can be initiated.

The Leader of the Opposition in the Lok Sabha claimed there was “vote chori” of 1,00,250 votes in a Karnataka constituency with 11,965 duplicate voters in one assembly segment, 40,009 voters with fake and invalid addresses, 10,452 bulk voters or single address voters, 4,132 voters with invalid photos and 33,692 voters misusing Form 6 of new voters.

Jain community protests BMC closure of Dadar Kabutarkhana defies ban to feed pigeons

Mumbai: In a defiant show of protest, hundreds of members of the Jain community gathered at the Dadar Kabutarkhana in Mumbai on Wednesday morning, forcibly reopening the pigeon-feeding area that had been closed by the Brihanmumbai Municipal Corporation (BMC) following court directives.

The protest comes in the wake of a June 30 Bombay High Court order, which instructed the BMC to lodge First Information Reports (FIRs) against individuals feeding pigeons at Dadar West and other locations in contravention of civic policies. The court noted that such feeding was being done “illegally” and in a “defiant” manner despite existing prohibitions.

On Sunday, August 3, the BMC sealed the Dadar Kabutarkhana by erecting bamboo structures and covering the area with tarpaulin sheets. The move followed directions from Maharashtra Chief Minister Devendra Fadnavis, who had instructed that pigeon feeding be permitted only in a “controlled manner”.

However, on the morning of August 6, protesters, predominantly women, gathered at the site, tore down the temporary coverings, and entered the enclosure to offer grains to the pigeons. The protest led to temporary chaos as the Mumbai Police attempted to contain the crowd, but no violence was reported.

Sandeep Doshi, representing the Dadar Kabutarkhana Trust, said the act was spontaneous and peaceful. “Some other members from other communities also gathered and the extreme action was taken by them. While some things happened in the heat of the moment, we did not break anything, did not fight with the police nor the administration,” he said.

As of Wednesday evening, the Mumbai Police confirmed that no FIRs had been registered in connection with the incident.

Everything you need to know about Congress’ vote theft allegations

New Delhi: In a bold and scathing presentation titled “Vote Chori”, Leader of Opposition in the Lok Sabha, Rahul Gandhi, has levelled serious allegations against the Election Commission of India (EC), claiming the 2024 Lok Sabha elections were marred by organised and systemic voter fraud. The 70-slide presentation, prepared by the Congress party, was publicly shared and is being cited by the Opposition as proof of what they describe as “theft of democracy.”

The Congress party claims that Prime Minister Narendra Modi and the Bharatiya Janata Party (BJP) retained power by stealing votes through deliberate manipulation of electoral rolls and processes, particularly in key constituencies like Bangalore Central.

Key Allegations by the Opposition

According to the presentation, Rahul Gandhi and his party believe the following indicators point to manipulation:

Unusual victory margins for BJP despite visible anti-incumbency.

Discrepancy between opinion/exit polls and actual results.

Sudden spike in voter turnout post 5 PM, which the party finds suspicious.

Massive addition of new voters in just five months — allegedly more than the total number of voters added in five years.

These, the Congress argues, led to public doubts and have now been confirmed, in their view, by a detailed analysis of one key seat.

Focus on Bangalore Central: The Congress Case Study

The Congress has chosen Bangalore Central Lok Sabha seat as its main case study to expose what it calls “mass-scale vote theft”.

In this seat, Congress candidate Mansoor Ali Khan lost to BJP’s P.C. Mohan by a margin of 32,707 votes. However, when broken down assembly-wise, the Congress says the defeat was largely due to the Mahadevapura Assembly Segment, where the BJP had an overwhelming lead of 1,15,586 votes. In contrast, in all other segments combined, Congress claims it was leading by around 82,000 votes.

This led the party to launch its own investigation into Mahadevapura.

Congress Investigation: Findings from Mahadevapura

The Congress party says it manually reviewed lakhs of entries from physical electoral rolls — amounting to over 7 feet of paper — and found 1,00,250 fraudulent votes. These were categorised into five types of what they call “Vote Chori”:

Duplicate Voters – 11,965 entries

Voters appearing multiple times on the rolls within the same or different constituencies. One voter, Gurkirat Singh Dang, was reportedly found listed in Mahadevapura, multiple times.

Fake or Invalid Addresses – 40,009 entries

Voters with non-existent addresses, or just symbols like “0”, “-”, or “#”. Many addresses were untraceable.

Bulk Voters in One Address – 10,452 entries

Dozens of voters listed under the same room or commercial property. For example:

80 voters listed in House No. 35

46 voters in House No. 791

68 voters in a brewery called “153 Biere Club”

Invalid or Unclear Photographs – 4,132 entries

Voter photos that were so small or distorted they were unrecognisable. Congress claims these make in-person verification impossible.

Misuse of Form 6 – 33,692 entries

Form 6 is meant for first-time voters. Congress alleges that this was weaponised to register duplicate voters. One example was a 70-year-old woman named Shakun Rani, found registered twice in a span of two months, each with slightly altered photos and names — and both entries had reportedly cast votes.

The presentation claims that these irregularities explain the abnormal margins in Mahadevapura and strongly contributed to Congress’s loss in Bangalore Central.

Why Congress Claims the EC Is Involved

Rahul Gandhi accused the Election Commission of actively evading scrutiny, listing several actions allegedly taken to hide the irregularities:

EC refused to share digital voter rolls, forcing Congress to go through paper records.

EC changed rules to limit access to CCTV footage from polling booths.

Congress wrote four letters demanding voter rolls but received no transparent response.

Allegations that the EC is destroying or has destroyed records critical to verifying these claims.

The party says all of this amounts to deliberate suppression of transparency and accuses the EC of helping the ruling party.

Rahul Gandhi further claimed that the vote theft wasn’t limited to one seat or one state. He highlighted that:

In Haryana, Congress lost eight seats by a combined margin of just 22,779 votes, out of nearly 2 crore votes cast.

BJP won 25 Lok Sabha seats with a margin of under 33,000 votes.

These slim victories, he argues, were enough for the BJP to retain power in 2024.

Three alcoholics die after treatment with native medicine for addiction one critical

Kalaburagi: In an incident reported from Sedam taluk, medication from a quack on Wednesday for their addiction to alcohol resulted in the death of three men while a fourth patient is reported to be seriously ill.

The victims and identified as Lakshminarasimhalu (45) of Burugapalli, Ganesh Babu Rathod (24) of Shahabad, and Nagesh Bheemashappa Gadagu (25) of Madkal village. Lakshminarasimhalu’s son Ningappa Narasimhalu is under treatment at the Kalaburagi District Hospital as his health condition is critical, police have said.

The four men were treated by one Fakirappa, also known as Muthya, who is residing in Imadapura village and has been treating alcoholics using native medicine. He is said to have the treated the victims on Wednesday, but the patients fell ill after taking the medicine and were rushed to hospital.

Sedam Police have registered a case with regard to the incident, while the quack is said to be absconding.

Bengaluru: Karnataka Chief Minister Siddaramaiah on Thursday claimed that US President Donald Trump’s 50 per cent tariff on Indian goods was “economic blackmail”, blaming it on Prime Minister Narendra Modi’s focus on “headline management” rather than prioritising real diplomacy and national interest.

Targeting the Centre, Siddaramaiah alleged that the Modi government had repeatedly ignored “prescient warnings” by Congress leader Rahul Gandhi, and called on the prime minister to “grow up and act in India’s interest.”

Siddaramaiah claimed that since 2019, Modi had gone out of his way to please Trump—from raising the slogan “Abki Baar Trump Sarkar,” (This time, a Trump government), at the ‘Howdy Modi’ event, to hosting the ‘Namaste Trump’ rally despite a looming Covid threat, and coining the phrase “Make India Great Again (MIGA)+Make America Great Again (MAGA) equals MEGA.”

He also cited Modi’s outreach to Elon Musk despite Musk’s proximity to Trump.

“But Trump wasn’t impressed. He saw it not as diplomacy, but surrender,” Siddaramaiah alleged.

“He (Trump) did exactly what a true friend wouldn’t: claimed 33 times that he brokered peace between India and Pakistan, hosted Pakistan’s Army Chief—the man whose hate speeches led to the Pahalgam terror attack—and backed Israel’s brutal assault on Gaza. PM Modi remained silent through it all, to stay in Washington’s good books. No protest. No pushback. No dignity,” he alleged.

Siddaramaiah said Trump had now imposed unfair tariffs on India and was attempting to coerce the country into cutting ties with Russia, calling it a “direct attack on our sovereignty”.

“No foreign power can dictate our trade choices. This is the cost of running foreign policy like a personal PR campaign,” he claimed.

The chief minister also invoked the stance of former Prime Minister Indira Gandhi from the 1970s.

“Instead of attacking her legacy, PM Modi should learn from it. India must uphold its strategic autonomy with dignity—not surrender it for photo-ops,” he claimed.
