Survey: AAP likely to win 100 seats in Punjab

Chandigarh: In what is likely to be an encouraging development for the Aam Aadmi Party supporters, a new survey has predicted Delhi Chief Minister Arvind Kejriwal’s party to win nearly 100 seats in Punjab.

The survey conducted by HuffPost-CVoter in February shows a consolidation of favourable sentiment in favour of AAP from the same time last year.

As per the findings of the survey, AAP is likely to bag between 94-100 out of the 117 seats in the Punjab Legislative Assembly, up from the 83-89 projection of the CVoter poll from April, 2015.

The latest CVoter-HuffPost poll has the Congress Party trailing in the second position with 8-14 seats in the Assembly, down from the 12-18 seats projection, last year.

The ruling SAD-BJP alliance will come with just 6-12 seats, down from 13-19 seats last year, the survey claimed.

Interestingly, the survey claimed that 48 percent would vote for AAP if the election was held today.

In the 2012 State Assembly Election for Punjab, SAD won 56 seats followed by the Congress Party with 46 seats, and the BJP with 12 seats. 78 percent of respondents said that they wanted a change in government, indicating a huge wave of anti-incumbency.

According to the survey, AAP’s national convener Arvind Kejriwal is the most favoured face as chief ministerial candidate for Punjab, while Congress president Capt Amarinder Singh turns out to be the second favourite choice for the top job.

While 59% respondents wanted Kejriwal to be declared the chief ministerial candidate for Punjab, 51% said they would choose Arvind Kejriwal over Amarinder Singh. They also chose him over deputy chief minister Sukhbir Singh Badal.

Among Kejriwal, Sukhbir Badal and Captain Amarinder for CM’s choice, 51% backed Kejriwal, 35% Amarinder and 7% Sukhbir.

Unemployment, drug abuse and corruption were identified as the three main problems of Punjab.

AAP calls Jaitley corrupt, asks Modi to sack him

New Delhi: Keeping up the attack on Finance Minister Arun Jaitley, AAP today alleged huge financial bunglings in DDCA during his 13 year-old tenure as its chief, saying large amounts were siphoned off through fake companies besides other irregularies including in team selection.

At a press conference here, the AAP leaders, quoting from reports of Serious Fraud Investigation Office (SFIO), DDCA’s internal probe committee and a Delhi Government-appointed inquiry panel, accused Jaitley of giving “direct and indirect” consent to “massive corruption” in the cricket body.

Jaitley had yesterday rubbished the allegations and said he will not respond to vague charges. “The bunglings had happened under direct or indirect consent of Arun Jaitley during his tenure as DDCA chief. Prime Minister Narendra Modi must ask Jaitley to resign to ensure fair probe as some of the competent agencies to invstigate the are under Finance Ministry,” said AAP Spokesperson Raghav Chadha, flanked by a number of other leaders.

Citing instances of such “frauds”, he alleged an additional expenditure of Rs 90 crore was incurred in renovation of the Feroz Shah Kotla stadium against sanctioned budget of Rs 24 crore and that fake companies were set up by DDCA office bearers to siphon off money through roundtripping.

“Payments were made to five companies whose registered addresses were same and were headed by same director. There was duplication of funds and fictitious companies were paid for work they never did,” alleged Chadha. Calling the irregularities a “Commonwealth Scam of Cricket”, they said BJP MP and former cricketer Kirti Azad had been seeking investigation into the serious allegations and a number of inquiry commitees have found gross misappropriation of funds in DDCA.

The AAP leaders repeated their allegations that Jaitley was behind the CBI raid at Delhi Secretariat on Monday as well as “take over” of Delhi ACB from Delhi Government by the Centre to scuttle probe into DDCA affairs.

“The DDCA was a den of corruption under Jaitley,” said Chadha. Asked why they have come out with the reports of SFIO and DDCA’s internal committee which were already in public domain, AAP leader Sanjay Singh said the Delhi government was committed to investigate the irregularities unlike past dispensations which “sat over them”.

“The CBI had come looking for few incriminating documents that are not yet in public domain. The raids were carried out in an attempt to intimidate the Delhi Government,” he alleged.

AAP said the statutory auditor of DDCA has been facing prosecution for fudging accounts and that a statement to this effect was made by MoS in Finance Ministry Jayant Sinha in Parliament.

To Jaitley’s comment that he would only respond to specific charges, Singh said now the Finance Minister should not only answer to the allegations but also should resign from the post. “Jaitley is not only answerable to us. But he is answerable to his own party members.”

The AAP leaders said acting on a communication dated July 27 from Union Sports Ministry, the Delhi government initiated a probe into irregularities in DDCA.

“A three-member committee was formed for the purpose headed by senior IAS officer Chetan Sanghi. The committee on November 17 gave a report to the Chief Minister highlighting glaring irregularities in DDCA and recommended setting up of a Commission of Enquiry to thoroughly probe the matter,” said Chadha.

Ashutosh claimed that Sanghi was threatened of dire consequences by a joint secretary in the Ministry of Home Affairs. The party said 22 days after Sanghi filed the report, on December 9, the ACB registered a case of corruption against him in connection with some of his decisions during the Sheila Dikshit Government.

The AAP leaders quoted a DDCA internal fact-finding committee report which they said “the magnitude and extent of improprieties, irregularities and misconduct committed by various officials were of gigantic proportions”.

They alleged that 10 newly constructed corporate boxes at Feroz Shah Kotla were given out on lease to companies without following laid down rules during Jaitley’ tenure.

“There were instances of proxy litigations to mint money. Lawyers who used to appear against DDCA were paid by the cricket body itself,” said Chadha.

They alleged that Jaitley had turned DDCA into “an exclusive club of elites and had institutionalised corruption. Only wards of political leaders and the rich can hope to play for Delhi due to nepotism.”

AAP said forged age cerificates were used to fudge to let certain players get selected despite exceeding age limit and quoted FIR into large number of such cases which the Delhi Police did not pursue.

“Selection of selectors and players for across age groups were as per Jaitley’s choice,” said Singh adding the party will come out with “part two of the revealation soon”. Kumar Vishwas said the party had “overheard” that there was a big agenda against it lined up for Friday.

Found Rs.2.4 lakh from Kejriwal’s secretary’s house: CBI

New Delhi: The CBI said on Tuesday that it raided 14 locations in Delhi and Uttar Pradesh and found Rs.2.4 lakh from the house of Delhi Chief Minister Arvind Kejriwal’s secretary.

A CBI spokesman said documents related to three immovable properties along with the cash were recovered from secretary Rajendra Kumar’s residence.

Kejriwal said earlier that the CBI had raided his office and called Prime Minister Narendra Modi a “coward”.

The Central Bureau of Investigation also said that Kumar was not cooperating with it in opening his email accounts.

The CBI said another Rs.10.5 lakh had been recovered from G.K. Nanda, who it said was a co-accused with Kumar in a case of corruption.

Nanda is the general manager of Telecommunications Consultants India Ltd (TCIL).

Modi is coward and psychopath, says Kejriwal after CBI raids his office

New Delhi: Delhi Chief Minister Arvind Kejriwal today claimed the CBI has raided his office in central Delhi and launched a no holds barred attack on Prime Minister Narendra Modi, saying he was resorting to “cowardice”.

The Chief Minister, who is involved in a prolonged tussle with the Centre, accused the Modi government of resorting to vendetta politics and came down heavily on the agency for the raids at Players Building.

CBI Spokesperson said the searches were being conducted at the office of the Principal Secretary Rajendra Kumar and that details would be shared later.

Sources said that a team of CBI officials went to the Delhi Secretariat, which houses office of Kejriwal and other ministers in the morning and conducted the search in the third floor of the building.

They said the search may be in connection with the multi-crore CNG fitness scam.

Sources said that there were allegations that Kejriwal’s Principal Secretary was linked to the scam but the senior IAS officer as well as AAP government have been rejecting the charges.

The third floor of the secretariat also houses Kejriwal’s offce.

The AAP government has been locked in a running feud with the Centre over the control of important functions like law and order, police and land.

Delhi legislators to get 400% hike in salaries

New Delhi: The Delhi Assembly on Thursday approved a whopping 400 per cent hike in basic salary of MLAs and Ministers besides hefty increase in perks and allowances, catapulting them among the highest paid lawmakers in the country.

As per provision of the bill cleared by the Assembly, the basic salary of legislators will rise from current Rs 12,000 to Rs 50,000 and their overall monthly package will be around Rs 2.1 lakh as against Rs 88,000 at present.

The basic salary of Ministers, Speaker and Deputy Speaker of the Assembly, Chief Whip and the Leader of Opposition will be around Rs 80,000 and their total emoluments nearly Rs 3.67 lakh as against Rs 1.2 lakh now.

The Members of the Legislative Assembly of the Government of NCT of Delhi (Salaries, Allowances, Pension) Amendment Bill 2015 will now be sent to the Centre for approval.

The BJP attacked the Aam Aadmi Party government for bringing the bill and demanded its immediate withdrawal, contending it will send a wrong message to the people. Two BJP MLAs staged a walkout protesting the move.

The overall hike proposed for MLAs is two-and-a-half fold, while for Ministers it would be a three-time increase.

“The bill proposes to increase the salaries, allowances and other facilities of the Members of the Legislative Assembly of Delhi so as to facilitate them to work effectively in their fields,” Deputy Chief Minister Manish Sisodia said, presenting the bill in the assembly.

The draft bill was based on the report of a three-member committee chaired by former Secretary General of Lok Sabha PDT Achary.

“We have accepted all the recommendations of the panel,” Sisodia said.

In July, a group of AAP legislators had demanded a significant hike in salary, arguing their earnings were not enough to run their family and offices.

Apart from basic salary, the bill proposes hiking constituency allowance from current Rs 18,000 to Rs 50,000 on the ground that it was “grossly” inadequate.

The Ministers will get a monthly amount of Rs 10,000 as communication allowance to pay for their mobile bills and Rs 30,000 for phone bills at their residences and offices.

The legislation also provides for a reimbursable sum of Rs 70,000 per month recommended as allowance under ‘Secretarial, Research and Office Assistance’ head which is Rs 30,000 at present.

Delhi’s AAP government clears Jan Lokpal Bill

New Delhi: Under attack for delaying the tabling of the Jan Lokpal bill in the Delhi legislative assembly, the ruling Aam Aadmi Party on Wednesday cleared the anti-graft legislation an issue on which the party was formed three years ago.

“There was a big movement in the country to bring a strict Lokpal. There was a need for a strict Lokpal which would be more than a slogan and a mere formality,” Deputy Chief Minister Manish Sisodia said.

“The bill which Anna (Hazare)-ji had talked about has been cleared by the Delhi cabinet as the Delhi Jan Lokpal Bill 2015. There is no change to the bill which Anna-ji had proposed,” he told reporters after the cabinet meeting.

Sisodia was referring to the anti-graft legislation envisaged and vociferously demanded by social activist Hazare who was supported by Chief Minister Arvind Kejriwal, who was then an activist in 2011.

However, Kejrwal went on to set up the AAP in November 2012, when the Congress-led central government did not concede to Hazare’s version of the bill. Hazare did not approve of Kejriwal’s move.

The bill was cleared by the cabinet on the first day of the winter session of the Delhi assembly, which got off to a stormy start with the BJP demanding tabling of the bill.

Asked when the legislation will be tabled in the assembly, Sisodia said the date would be decided by the Business Advisory Committee.

Until Tuesday, the government was considering pushing amendments to the existing Delhi Lokayukta Act rather than moving for the much-awaited Jan Lokpal Bill, it was learnt.

The bill, which envisages a strong institution of ombudsman, is unlikely to become law soon since it needs the approval of the central government with which the AAP government is locked in a bitter battle.

Officials said the bill was on the lines of the Lokayukta Act in Uttarakhand which Kejriwal had helped to draft in 2011.

The chief minister will come under the purview of the ombudsman under the Delhi Jan Lokpal Bill, they said.

“Time-bound investigation in six months, and attachment of property and assets are some of the key features of this legislation. All other provisions are similar to the Uttarakhand Lokayukta Act,” an official said.

In February 2014, Arvind Kejriwal resigned as the chief minister as the Congress and the BJP opposed the tabling of the Jan Lokpal Bill, citing that the legislation needed the Centre’s approval first.

With the promise of bringing the bill, the AAP again stormed to power in February this year, winning 67 of the 70 seats.

Kejriwal had promised to bring the legislation in the first session of the fresh assembly.

Kejriwal visits turmoil-hit Punjab, condemns sacrilege acts

Amritsar: Terming as painful the alleged incidents of desecration of holy books, Delhi Chief Minister Arvind Kejriwal today said it was a “willful act” to disturb Punjab as he prayed at the Golden Temple here for “return of peace” in the state.

It “is unfortunate and painful. It seems it is a willful act by somebody who wanted to disturb peace in the state,” Kejriwal told reporters here after he arrived on his first visit to Punjab since becoming the Chief Minister in February and was set to meet families of two Sikhs killed in police firing during anti-desecration protests at Faridkot.

The AAP leader condemned the police action, saying it was wrong to use force against people who were protesting peacefully against acts of sacrilege.

Kejriwal said it was the responsibility of Punjab government to arrest the real culprits behind the incidents of desecration of holy books, saying no innocent person should be slapped with “false cases”.

He refused to answer more queries, saying he was here to pray for peace in Punjab.

“Golden Temple has great spiritual power and I prayed before the Almighty for early peace and normalcy to get rid of current turmoil in Punjab,” he said after paying obeisance at the Sikh shrine.

His visit to Punjab assumes significance as AAP is eying the 2017 Assembly polls and has re-structured its unit in the state, where it won its four seats in the last Lok Sabaha elections. The fledgling AAP recently suspended two of the MPs for “anti-party” activities.

While paying obeisance at the Sanctum Sanctorum of the Golden Temple, Kejriwal preferred to go inside along with other devotees, ignoring the VIP passage.Thereafter, he also paid obeisance in front of Akal Takht (the highest Sikh Temporal Seat).

Earlier before entering Golden Temple, he was he was honoured with Siropa (robe of honour) and presented a set of Sikh religious books at the information centre.
However, he did not register his visit in the visitors’ book of the shrine.

After paying obeisance, he went to Kotkapura by road to meet families of two persons who were killed in police firing.

Alleged incidents of sacrilege took place at seven villages in the state in the recent past plunging the state into turmoil with Sikh protesters blocking highways and other key roads.

Police have so far arrested six persons, mostly working in Sikh shrines, in connection with the sacrilege incidents.

Punjab police has alleged “foreign hand” behind the incidents of sacrilege even as the Centre has sought a report from the Punjab government on the matter.

Delhi’s AAP government supersedes Waqf Board, strips it of powers

New Delhi: The AAP Govt has “superseded” the Delhi Waqf Board, transferring all its powers and duties to the Secretary (Revenue) in the city administration.

“In exercise of the powers conferred under Section 99(I) of the Waqf Act, 1995, the Government of NCT of Delhi hereby supersedes the Delhi Waqf Board with immediate effect for a period of six months,” said a notification issued by Revenue Secretary A Ambarasu on October 10, 2015.

Rana Parween Siddiqui, Chairperson of the Board, said she has “filed an appeal in the Delhi High Court seeking quashing of the notification. The court will hear the case on October 30.”

The notification has also stipulated that “in accordance with Section 99(2)(b) of the Waqf Act, 1995, all the powers and duties of the Board under the provisions of the Act will be exercised and performed by the Secretary (Revenue) Government of NCT of Delhi.”

“I received the notification on October 15 and stopped going to Waqf Board office,” said Rana who has also filed a writ petition in the High Court for notification of her election as Chairperson of Delhi Waqf Board by the Delhi Government.

Rana was elected as Chairperson of the Delhi Waqf Board in a meeting of members of the Board on January 20.

“There are a total of seven members of Delhi Waqf Board. At the time of my election, there were only six members out of whom four elected me as Chairperson of the Board,” she said.

However, her election was not notified by Delhi Government, against which she filed the petition in Delhi High Court.

The court in its order on April 29 had directed the respondent Delhi Government to maintain status quo vis a vis position of the Chairperson till further hearing.

“The notification issued by the government superseding Delhi Waqf Board despite the status quo order by the High Court is a clear case of contempt of court. I will move a separate application in the court regarding this, ” she added.

AAP leader Alka Lamba attacked in Delhi

New Delhi: AAP legislator Alka Lamba was on Sunday attacked by some people when they pelted stones at her during an anti-drug drive here, police said.

“Some unknown people threw stones at her and she was injured. One person has been detained in this connection,” a police official told IANS.

Police said the Chandni Chowk MLA has sustained a minor injury.

Lamba started an anti-drug drive at 5 a.m. from Yamuna Bazar to mark the Quit India Movement Day. She was attacked at Kashmere Gate.

Fellow Aam Aadmi Party leader Ashutosh tweeted: “AAP’s fight (against) drugs will be intensified. AAP MLA Alka Lamba was attacked by drug cartel. Our fight will continue.”

In his tweets, he also said that Lamba was attacked by a man working in a sweet shop, which he said was owned by BJP legislator Om Prakash Sharma.

“Locals told us (that the) man (who) attacked Alka Lamba was working in sweet shop. (The) shop is owned by present BJP MLA Om Prakash Sharma,” he tweeted.

“… she was the only one in the crowd who was hit. It’s deep conspiracy. AAP will fight back,” he tweeted.

AAP to file criminal case against BJP: Kejriwal

New Delhi: The Aam Admi Party (AAP) would file a criminal case against the BJP for levelling baseless allegations against its source of funding, party chief Arvind Kejriwal said Tuesday

“Media has widely covered arbitrary and baseless allegations by BJP (Bharatiya Janata Party) against our funding. We are filing criminal defamation against BJP,” Kejriwal tweeted.

Earlier Monday, BJP had demanded a probe into AAP’s funding, with one of its parliamentarians Ramesh Bidhuri saying that its delegation would complain to the union finance minister.

Kejriwal tweeted: “I have been challenging BJP and cong (Congress) to disclose their list of donors (the way we do). Wud (Would) media give similar coverage to us?”

The former chief minister accused the BJP of terrorizing AAP donors.

He tweeted: “For the first time, a political party trying transparent funding n disclosing its list of donors. BJP trying to terrorize our donors. Fair?”

For the upcoming Delhi assembly elections, the Aam Aadmi Party has been raising funds by hosting lunches and dinners. At Sunday’s luncheon in the capital, over Rs.50 lakh was collected.

The AAP’s source of funding has been questioned earlier as well with the United Progressive Alliance also ordering a probe into its funding.
