Mass voting as critical Bihar battle under way

Patna: Tens of thousands voted or stood in serpentine queues at polling booths on Monday in the first round of assembly election in Bihar — the country’s biggest popularity test since the BJP was routed in Delhi in February.

Barring stray incidents of violence including the shooting of a LJP candidate who escaped unhurt, the mammoth exercise that began at 7 a.m. was largely peaceful across 49 seats in 10 districts, officials said.

By noon, around 32 percent of the about 13.5 million voters in the first of the five-phase balloting had voted to pick 49 legislators from among 583 candidates.

“We expect the polling figures to go up,” Additional Chief Electoral Officer R. Lakshaman told IANS. He said polling was slow to begin with but picked up later.

According to him, women were voting in large numbers.

Maoists had called for a boycott of the election but it was clear the message had been ignored.

Unidentified men fired at LJP candidate Vijay Kumar Singh in Jamui constituency but he escaped unhurt. Police arrested one of the criminals involved in the attack.

“There are reports of some violence in Banka, Jamui and Bhagalpur districts. Supporters of rival parties attacked each other in Jamui and clashed in Banka,” a senior police official said.

The staggered Bihar election, which will end on November 5, is the biggest popularity test in the country since the Aam Aadmi Party (AAP) worsted the BJP in the Delhi assembly election in February.

The BJP-led NDA alliance, also including three other parties including the LJP, is trying to dislodge the ruling Janata Dal-United (JD-U), which has the RJD and the Congress as its allies.

Some voters turned up at polling booths even before they opened at 7 a.m.

Voters in most polling booths said they would vote for Bihar’s development.

“It is the only agenda that has attracted me,” said Suman Kumar, a voter in Bhagalpur district.

Another voter, Giridhari Yadav in Khagaria, said he will vote for the Grand Alliance of Chief Minister Nitish Kumar.

“Why should I vote for the BJP when we have tested Nitish Kumar? He has constructed roads, provided electricity, and set up schools and hospitals in rural areas,” he said.

Bihar police chief P.K. Thakur told the media here that polling was peaceful, barring minor clashes.

Samastipur, Begusarai, Khagaria, Bhagalpur, Banka, Munger, Lakhisarai, Sheikhpura, Nawada and Jamui districts are voting in the first phase.

The second round of polling for the 243-seat assembly will be held on October 16. The vote count will take place on November 8.

Poverty-stricken Jamui, Banka and Bhagalpur are among the 10 districts which are known for high rates of migration outside the state in search of livelihood.

Officials said that voters in over a dozen villages in Samastipur, Bhagalpur, Jamui and Banka boycotted the polls and shouted slogans against what they said was lack of development.

In areas of Maoist influence, the voting will end at 3 p.m.

Some 1.20 lakh security officials have been deployed in the 13,212 polling booths, officials said.

The Election Commission is also webcasting polling from 561 booths.

The heavyweights in the fray on Monday include state LJP president Pashupati Kumar Paras, BJP ally HAM state president Shakuni Choudhary and Congress leader and former Speaker Sadanand Singh.

174 candidates in first phase Bihar polls have ‘criminal’ cases

New Delhi: Of the 583 candidates contesting in the first phase of Bihar assembly elections, 174 have criminal and 130 have ‘serious’ criminal cases – including murder and crimes against women – against them, while 146 are ‘crorepatis’, a recent study has found.

In the study conducted by the Bihar Election Watch and Association for Democratic Reforms (ADR), the signed affidavits of all the candidates were analysed.

Sixteen candidates have declared murder cases against themselves. Pradeep Kumar of the Janata Dal – United (JD(U))from Warsaliganj constituency has declared four murder charges, while others have one each.

Eleven candidates have declared cases related to crimes against women — ranging from rape to dowry death, while two candidates have cases of causing communal disharmony against them.

“Shakuni Choudhary of Hindustani Awam Morcha (Secular) from Tarapur constituency has declared a case related to injuring or defiling place of worship with intent to insult the religion of any class (IPC Section-295). Rambalak Singh of JD(U) from Bibhutipur constituency has declared a case related to promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony (IPC Section-153A),” the study said.

The five-phase Bihar elections will be held from October 12 to November 5, and the results will be declared on November 8. The BJP is up against the grand secular alliance of JD(U), RJD and Congress.

Thirty-seven candidates have declared cases of attempt to murder. Ramswarup Yadav, an independent candidate from Hisua constituency, faces five charges related to attempt to murder. And nine candidates have cases related to kidnapping against them.

Divided on the basis of political parties, the study says the highest percentage of candidates having ‘serious’ criminal cases is from the Congress.

Four out of eight candidates have serious criminal cases registered against them. Around 37% of BJP candidates, 38% of JD(U)candidates and 35% of RJD candidates have serious criminal cases registered against them.

The financial status of the candidates were also analysed in the study, and it was found that 19 of the 24 JD(U) candidates are crorepatis. Congress candidates were a close second with six out of their eight candidates in the list.

No ‘blanket ban’ on PM Modi’s ‘Mann ki baat’, says EC

New Delhi: The Election Commission today ruled out a “blanket ban” on Prime Minister Narendra Modi’s ‘Mann ki baat’ radio programme amid reports that the Congress is likely to approach the poll body with such a demand alleging it “violates” the Model Code of Conduct in force due to Bihar assembly polls.

A senior EC official said they can take “cognizance” of any such demand only after finding that the programme’s contents violate the model code.

A regular radio broadcast in which Modi shares his thoughts on issues, Mann ki baat’s next episode will be aired on Sunday. “No blanket ban can be enforced on things like Cabinet meeting and Mann ki baat but the EC can take cognizance if the Cabinet decision or the content of programme is in violation of the Model Code of Conduct,” the official said.

He, however, made it clear that he was making a “matter of fact” statement and was not aware of any such demand by the Congress or any other party.

If such a complaint is made, the election watchdog goes through the recording as well as transcript of the episode and takes a decision, he said.

A similar complaint was made by Congress against the programme during the Haryana assembly polls but the EC had not found anything “objectionable”, he noted.

At the Congress briefing, party’s senior spokesman Anand Sharma made a strong pitch for a ban on ‘Mann ki baat’ programme till the Assembly elections in Bihar are over.

“We take strong objection to the misuse of the public broadcaster for political purposes by the Prime Minister, who is the chief campaigner and face of the BJP,” Sharma said.

The Congress leader said the Prime Minister should have “shown grace” and avoided the radio programme in the run up to the crucial elections.

He said the Congress and its alliance partners are approaching the EC as the Prime Minister is “thick skinned” and determined to “misuse” his office and the public broadcaster.

Noting that political parties are allotted time on the AIR and Doordarshan for reaching out to people during elections, he said the ruling party is “no exception”.

Bihar polls: NDA, Manjhi’s party reach seat-sharing agreement

New Delhi: The BJP and Jitan Ram Manjhi have finally reached a seat-sharing agreement for the Bihar assembly elections with the former chief minister party’s being allotted 20 seats.

“All is well and a positive outcome is expected,” PTI quoted a senior BJP leader as saying on Sunday after the talks with Manjhi’s Hindustani Avam Morcha (Secular) party in Delhi.

The seat sharing agreement was said to have been reached at a meeting the Bharatiya Janata Party’s in-charge for Bihar elections and Union minister Ananth Kumar and party general secretary in-charge of the state Bhupendra Yadav had with Manjhi in Bihar Niwas.

After the late night meeting, a HAM(S) leader claimed the party would get to field about 20 candidates, while five others would contest on the BJP’s symbol under the arrangement worked out.

BJP president Amit Shah, party sources said, cancelled his Mysore visit on Sunday to oversee the negotiations. Manjhi met Shah at the latter’s residence twice on Sunday.

Manjhi and his aides also held a series of meetings with BJP leaders including Kumar, Yadav and Union minister Dharmendra Pradhan throughout the day.

On Saturday, Manjhi’s associates had threatened to reconsider continuing in the alliance if a “respectable” offer was not made after the BJP agreed to spare 13-15 seats for them.

A final announcement on the seat sharing arrangement between BJP and its three allies – Ram Vilas Paswan’ Lok Janshakti Party (LJP), Upendra Kushwaha-led Rashtriya Lok Samata Party (RLSP) and Manjhi’s HAM(S) – was held up after Manjhi played hardball.

The LJP and RLSP have already agreed to the seat-sharing formula brought forth by the BJP.

Though the BJP has a strong Dalit ally in Paswan, it wants Manjhi on its side in the high-stakes state elections to bring in the Mahadalit votes.

Manjhi was said to be unhappy after he was offered 13-15 seats by the BJP and sought to draw a parity with Paswan’s LJP, which was tipped to get around 40 seats.

Those privy to the talks said the BJP wanted to contest around 160 of the state’s 243 seats, leaving 25 for RLSP.

BJP sources said its Central Election Committee is likely to meet on Tuesday as the party is keen to announce the names of its nominees at least for the seats which go to polls in the first few phases.

The five-phase polling for the 243-member assembly begins from October 12 and concludes on November 5.

AIMIM to contest Bihar elections from Seemanchal: Owaisi

Hyderabad: All India Majlis-e-Ittehadul Muslimeen (AIMIM) today said it will contest the upcoming Bihar State Assembly elections from Seemanchal region.

MIM chief Assaduddin Owaisi said his party will contest the election but will limit itself to Seemanchal region, which comprise mainly four districts – Araria, Purnea, Kishanganj, Katihar.

“We are limited to Seemanchal area of Bihar. We are realistic about our chances of winning. We know our strengths and weaknesses. It is in the interest and justice of Seemanchal region we are contesting elections there,” Owaisi said without disclosing the number of seats his party will contest.

He replied in the negative when asked about the pre-poll alliance with other parties.

“Bihar’s development parameters are bad. But when it comes to Seemacnhal it is worse. That’s why we want the government to set up a regional developmental council under Article 371,” he said.

Owaisi held Congress, BJP, Nitish Kumar and other parties as responsible for the underdevelopment of the region.

When asked about the division of votes when the party contests without any alliance, the MIM leader said the NDA won with great majority even when his party was not in the poll fray in Jammu and Kashmir and local body elections of Rajasthan.

“Did I contest in Delhi elections? Did I contest in J&K elections. Did I contest in Municipal elections of Rajasthan? This is a wrong allegation which has no relevance. So-called secular parties have lost their credibility,” he said.

MIM, which has two seats in the Maharashtra assembly, has appointed Akhtar Imam as president of AIMIM’s Bihar unit.

Bihar polls to be held in 5 phases, starting Oct 12 through Nov 5

New Delhi: The assembly polls in Bihar will be held across five phases, beginning on October 12 and ending on November 5.

The vote count will take place on November 8.

“The model code of conduct has come into force with immediate effect,” said Chief Election Commissioner Nasim Zaidi here.

The term of the 243-member Bihar assembly comes to an end on November 29.

The first phase of polls begin on October 12, the second phase of voting is on October 16, the third phase of ballotting is on October 28, the fourth phase is on November 1 while the fifth and the last phase is on November 5.
