Privilege Motion vs Privilege Motion in LS; BJP targets Scindia

New Delhi: With Congress gunning for HRD Minister Smriti Irani with a Privilege Motion, BJP today hit back in Lok Sabha by pressing for similar action against the opposition party’s Chief Whip Jyotiraditya Scindia for “defamatory” remarks against Minister Bandaru Dattatreya.

BJP’s Chief Whip Arjun Ram Meghwal accused Scindia of “misleading” the House on February 24 by alleging that Dattatreya had called Rohith Vemula, a Dalit student of Hyderabad University who committed suicide, “anti-national, casteist and extremist”.

Meghwal said he and many other members, including Dattatreya, had given a notice of breach of privilege against Scindia.

He raised the issue amid uproarious scenes in the House as AIADMK members were demanding action against former Union Minister P Chidambaram’s son Karti in the Aircel-Maxis issue.

At this, Congress members too rushed to the Well, demanding that the Speaker decide on their privilege motion.

Dattatreya accused Scindia of “defaming him and tarnishing” his image by attributing such comments to him that he never made about Vemula.

“My mother used to sell onions. I have always worked for OBCs, Dalits… I have made sacrifices for Dalits,” he said, recalling his humble background and work for the downtrodden.

He said his letter to Irani, over which he has been attacked by Congress, made no mention of Vemula’s name. “I never made such charge against him.”

Congress members continued to protest with K C Venugopal showing the rule book to Speaker Sumitra Mahajan to which she shot back, saying “Don’t show me the rule book. I know.”

She repeatedly tried to pacify the members saying all the notices for privilege motion are under her consideration.

With AIADMK and Congress members continuing to protest, she adjourned the House.

The issue of privilege motion against Irani had created a brief uproar in the Lok Sabha yesterday before Finance Minister Arun Jaitely started presenting the Union Budget 2016-17 with opposition members seeking to know the status of their notices against Irani for “misleading” the House on the Rohith Vemula issue.

Congress leads in ZP, TP polls; BJP wins in DK, Udupi

Bengaluru/Mangaluru: The Congress in the state managed to secure a lead in more than 12 of the 30 zilla panchayats (ZP) in the recent elections held in two phases.

Trends indicated that the Congress was leading in Bidar, Chamarajanagar, Chitradurga, Gadag, Haveri, Kalaburagi, Kolar, Koppal, Ramanagaram, Tumakuru, Uttara Kannada and Yadgir ZPs.

The story was different in other districts with the BJP leading in Ballari, Bengaluru Urban, Chikkamagaluru, Davanagere, Kodagu and Shivamogga and in coastal districts of Dakshina Kannada and Udupi.

The JD(S) secured a lead in Mandya and Mysuru.

The counting of votes began on Tuesday morning at 8. The fate of 17,000 candidates was decided in the two phased-elections held on February 13 and 20.

BJP wins 4 seats as NDA fares better in by-polls

New Delhi: The BJP on Tuesday won four seats and the Congress two as the ruling NDA bettered the Opposition in by-elections for 12 seats held across eight states three days ago. Uttar Pradesh’s ruling Samajwadi Party (SP) was the worst sufferer.

The SP lost two of the three seats it held in Uttar Pradesh – one each to the Congress and the Bharatiya Janata Party (BJP). The BJP also snatched two seats from the Congress – one each in Madhya Pradesh and Karnataka.

The BJP was the winner in Maihar (Madhya Pradesh), Muzaffarnagar (Uttar Pradesh) and in Hebbal and Devadurga in Karnataka.

The Congress grabbed Bidar in Karnataka and Deoband in Uttar Pradesh.

Bihar’s Harlakhi seat was retained by the Rashtriya Lok Samata Party (RLSP). The Shiv Sena won from Palghar in Maharashtra, the ruling TRS crushed the Congress in Narayankhed in Telangana and the CPI-M won from Amarpur in Tripura again with the BJP taking the second spot.

Punjab’s Kharoor Sahib constituency went the Shiromani Akali Dal way in an election boycotted by both the Congress and the Aam Aadmi Party (AAP), the state’s new entrant.

BJP wins two seats, Congress won in Karnataka by polls

Bengaluru: The opposition Bharatiya Janata Party on Tuesday won two seats and the ruling Congress one seat in the by-elections held to the state assembly in Karnataka.

The BJP’s Y.A. Narayanaswamy won from the high-profile Hebbal assembly segment of the Bengaluru North parliamentary constituency by 19,149 votes, defeating C.K. Abdul Rahman Sharief of the Congress and Ismail Sharief Nana of the Janata Dal-Secular (JD-S).

Narayanaswamy, a two-time lawmaker from the state legislative council, bagged 60,367 votes, while Abdul, the grandson of former union minister C.K. Jaffer Sharief, secured 41,218 votes and Nana 3,666 votes.

Similarly, in the Scheduled Tribes (ST) reserved Devadurga constituency in Raichur district, about 510 km from Bengaluru, the BJP’s K. Shivana Gouda Nayak won by 16,871 votes, defeating A. Rajashekhara Nayak of the Congress and Karemma G. Nayak of the JD-S.

In a family battle, the contestants being relatives, Shivana polled 72,647 votes, while Rajashekhara got 55,776 and Karemma 9,156 votes.

In Bidar in the state’s north, about 690 km from here, Congress nominee Rahim Khan won by 22,721 votes, defeating Prakash Khandre of the BJP and Md Ayaz Khan of the JD-S.

Rahim polled 70,138 votes, Prakash 47,417 and Ayaz 4,421.

Hebbal registered the lowest voting of 45 percent in the bypolls on Saturday, while it was 61 percent in Bidar and 67 percent (the highest) in Devadurga.

The BJP retained Hebbal and wrested Devadurga from the Congress, while the ruling party wrested Bidar from the BJP.

The by-elections were necessitated by the death of lawmakers — R. Jagadish Kumar of the BJP from Hebbal, Gurupadappa Nagamarapalli of the BJP from Bidar, and Venkatesh Naik of the Congress from Devadurga.

Was offered Rs 1,200 crore, plum position in BJP to withdraw stir: Hardik Patel

Ahmedabad: Patel quota stir spearhead Hardik Patel has alleged that he was offered Rs 1,200 crore and a plum position in BJP’s national youth wing by the Gujarat government to withdraw the agitation seeking reservation for his community under the OBC quota last year.

The large-scale protests by Patidars had triggered violence in many parts of the state, culminating in the arrest of Hardik and his aides under the charge of sedition. The claim of “monetary offer” was made in a letter received on Friday by various media houses, which members of the Patidar Anamat Andolan Samiti (PAAS), of which Hardik is convener, claimed is written by Hardik who is currently lodged in Surat jail. However, the letter did not bear any official stamp of authorities of Lajpore jail in Surat.

The letter is addressed to Hardik’s father Bharatbhai Patel and his mother. “I was offered Rs 1,200 crore by Gujarat government to withdrew the Patel quota agitation. The offer was made to me by an IAS officer of the government who had come to meet me in jail,” the letter alleged. “They also offered me that they will make me national youth president of the ruling party. However, I have rejected both the offers,” it said.

Repeated attempts to contact the state BJP leaders for reaction did not fructify.

Hardik (22) was booked in two cases of sedition, one in Ahmedabad and another in Surat, besides under sections 121 (A) (conspiracy to wage war against government) and 120 (b) (criminal conspiracy) along with his aides by Ahmedabad crime branch. “I have full faith in the judiciary and I will come out of the jail by legal process and carry on the agitation,” the letter stated.

In the chargesheet filed last month, Ahmedabad Crime Branch termed the quota agitation as a “pre-planned conspiracy” hatched to put pressure on the state government to accept their “unconstitutional demand of quota.” A separate chargesheet was filed against him last month by Surat police for sedition and other charges for allegedly instigating a fellow Patel youth to kill policemen rather than committing suicide during the agitation.

BJP MPs not allowed to visit violence-hit Kaliachak

Malda: A ‘fact-finding’ team of BJP MPs was today stopped by district authorities from visiting Kaliachak which was hit by violence on December 3, as the political battle between Mamata Banerjee government and BJP over the incident hotted up.

MPs Bhupendra Yadav, Ram Vilas Vedanti and SS Ahluwalia, the lone BJP member of Parliament from the state, disembarked from Gaur Express at Malda Town station at around 6 AM but were asked by the police and district administration officials to turn back as prohibitory orders had been promulgated in Kaliachak.

“This act of West Bengal government is condemnable,” Yadav said as the MPs were forced to return by Howrah-bound Shatabdi Express.

The MPs stayed in the VIP lounge of the station for nearly three hours where they discussed the issue with senior district officials.

“The purpose of the visit was to console the people, to restore their confidence that something like this will not happen in future. Due to pressure from the state government, the district administration said that we cannot go there as Section 144 CrPC has been imposed.

“We are not here to incite or instigate anyone. We are law-abiding citizens and senior MPs but the officials said that that we are public figures and our appearance will create problems….the normalcy they have achieved will break down,” Ahluwalia said.

The three leaders said they were here to understand the chain of events in Kaliachak that led to the violence.

However, the area has been made out of bounds for BJP leaders since the incident. On January 6, another BJP delegation led by Shamik Bhattacharya, its lone MLA in West Bengal Assembly, was not allowed to visit Kaliachak village, about 30 km from here.

Violence had broken out at Kaliachak on December 3 over an alleged remark of a BJP leader. Protesters had set fire to a police station and damaged vehicles.

Chief Minister Mamata Banerjee had said there was no communal tension in the area and described the incident as a fallout of an issue between BSF and the local people. Several policemen have been transferred from Kaliachak police station following the incident.

Asked if he raised with the officials the issues of communal tension and the role of police, Ahluwalia said that they were informed that the investigation was still on.

“We will give out report to party chief Amit Shah,” he said.

Accusing the TMC government of shielding those behind the Kaliachak violence, BJP had alleged that the prime suspects have not been arrested.

The CPI(M) too has attacked the state government saying, “Kaliachak incident has shown that it has completely failed to control communal incidents and overtones”.

Gujarat local polls: Congress leads in rural areas; BJP ahead in urban

Ahmedabad: In what could be a setback to the ruling BJP in crucial civic polls in Gujarat, the Congress is leading in district and taluka panchayats even as the saffron party is ahead in corporations and municipalities, as initial counting trends start pouring in from across the state.

The BJP had held almost all the local bodies earlier in the home state of Prime Minister Narendra Modi.

The civic elections have also assumed significance for the ruling party in the backdrop of Patel quota agitation and being the first major political battle for Chief Minister Anandiben Patel.

The Congress has surged ahead in nine district panchayats of the state, while the BJP is leading in four out of the total 31 district panchayats that went to polls.

In the last election, the Congress had only won the Tapi district panchayat.

The BJP, however, is ahead in all the six municipal corporations that went to polls, including Ahmedabad, Surat, Rajkot, Bhavnagar, Jamnagar and Vadodara. All the municipal corporations were earlier held by BJP.

The ruling party is also doing reasonably well in the 56 municipalities.

However, in the 230 taluka panchayats, the Congress is doing well at the initial stage, State Election Commission officials said.

In the prestigious Ahmedabad Municipal Corporation polls, the BJP is ahead in more than 50 seats, while the Congress is leading in 15 seats out of total of 192 seats.

However, in a major upset, the Congress is leading its way to win the Rajkot district panchayat, where it is ahead in 22 seats out of total 40, while BJP is ahead in one seat. In the last elections, the BJP had won 26 seats there and the Congress 14 seats.

The voting for six municipal corporations was held on November 26, while that for 31 district panchayats, 230 taluka panchayats and 56 municipalities was held on November 29.

Though the voting for the six municipal corporations was as low as 45 per cent, for other semi-urban and rural bodies it was over 60 per cent.

For the BJP and Chief Minister Anandiben Patel, the polls are being seen as a challenge as they were held after the Patel quota stir and in absence of Narendra Modi.

The Congress is hoping to make a comeback in the state, riding on the Patel quota agitation.

The Patel leaders, who had launched a stir for inclusion under OBC category for reservation, had during the poll campaign told their community members to vote against the BJP, and in favour of the Congress.

Mining baron Janardhana Reddy gets bail

Bengaluru: Mining baron and former BJP minister G Janardhan Reddy was granted bail by the Lokayukta Special Court on Monday in connection with an illegal mining case.

Justice V.G. Bopaiah accepted the bail plea on the condition that Reddy would give two sureties and a bond for Rs. 5 lakh.

The court last week sent Reddy to judicial custody till December 3, when he was produced before it by the Special Investigation Team (SIT).

Reddy was arrested on November 20 under the Provisions of Indian Penal Code, Prevention of Corruption Act of 1988 and the Mines and Minerals (Development & Regulation) Act of 1957.

A CBI team in 2011 had arrested the former Karnataka minister and mining baron Gali Janardhana Reddy in Bellary, on charges of illegal mining operations in the Reddys’ Obulapuram Mining Company (OMC) in Andhra Pradesh. He had secured anticipatory bail in 13 cases.

After spending three years and four months in Bengaluru’s Parappana Agrahara Prison, Reddy was granted conditional bail by the Supreme Court in January 2015.

BJP MPs asked to avoid making provocative statements

New Delhi: BJP MPs were today asked to avoid making provocative statements amid the debate in Parliament over the issue of intolerance where controversial comments by some party leaders, including ministers, have come in handy for the opposition in its attack on the government.

In the first parliamentary party meeting during the Winter session, Parliamentary Affairs Minister M Venkaiah Naidu told the members that provocative statements are being used by the anti-BJP forces to deflect the attention from Prime Minister Narendra Modi’s development agenda.

Speaking to the media after the meeting, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said members were also briefed about the recent elections, including one in Bihar where BJP suffered a big defeat, and the need to work to spread the party ideology was stressed.

Finance Minister Arun Jaitley said in the meeting that the economic growth of 7.4 per cent in the last quarter was a positive sign for the country and will help the government take development to the poor.

“MPs were told to speak with understanding and decorum. There is a need to avoid controversy… At a time when the Prime Minister is pushing ahead with his development agenda, many people are unable to digest it and any misstep will allow anti-BJP forces to work it to their benefit. We should avoid making provocative statements,” Naqvi said, quoting Naidu.

He said the debate on the issue of intolerance was “unmasking” those who were misleading the country and added that the party MPs were told that communal riots were controlled under the BJP-led NDA government and there was social harmony everywhere.

The “constructive discussion” between Modi and Congress chief Sonia Gandhi and former Prime Minister Manmohan Singh was also flagged in the meeting. We have all hopes that developmental issues will be discussed and passed, Naqvi said, apparently referring to the GST bill.

Naqvi said the parliamentary party, which includes MPs of both the Houses, expressed happiness over BJP’s success in local elections in a number of states.

Asked about Bihar results, he said the party had tried hard. “We respect the people’s mandate. But no mandate is final.”

Speaking on the briefing in the meeting over intolerance debate, he said sarcastically that those protesting over the issue include many “great intellectuals” who had issued an appeal to the people to vote against Modi during the Lok Sabha poll.

People rejected their appeal but they have not able to get over it, he said.

Jaitley told the members that the economic growth at a good rate in India was a happy development at a time when it was weakening across the world.

BJP MLA R Jagadish Kumar dies of cardiac arrest

Bengaluru: BJP MLA R.Jagadish Kumar representing Hebbal Assembly Constituency passed away due to a cardiac arrest on Monday at a private Hospital in Bengaluru on Monday, November 23. He was 57.

According to sources, Jagadish felt uneasy while participating in the legislature session. He was immediately rushed to a private hospital.

He had earlier attended the BJP’s protest rally, besides actively taking part in the legislature session on Monday.

Kumar, who holds a B.E. degree in electronics, was an expert in land-related issues, especially the affairs of Bengaluru Development Authority and Karnataka Industrial Area Development Board.

He was a trusted lieutenant of former Minister Katta Subramanya Naidu, had been given ticket by the BJP to contest the 2013 Assembly elections, after Naidu was not considered following cases of irregularities related to the KIADB.
