Karnataka: IPS officer Alok Kumar for link with lottery mafia, CID interrogates him for nine hours

Bengaluru: Following the preliminary investigation conducted by Criminal Investigation Department (CID), the Karnataka government on Saturday, May 23 suspended Additional Commissioner of Police Alok Kumar for his alleged connections with illegal lotteries and the cricket betting mafia.

The CID had submitted its report to the government regarding the case after which the suspension order was announced.

However, responding to media, Alok Kumar has denied his involvement with illegal lottery kingpin Pari Rajan, and cricket bookies in Mumbai.

Police officer Alok Kumar was reportedly named by the CID for allegedly obstructing the arrest of the illegal lottery racket kingpin, Pari Rajan.

The report claimed that Alok Kumar had tried to stall the arrest of Rajan in the second week of May when a police sub-inspector went to the latter’s house in Bangarpet to arrest him. Kumar had allegedly contacted the SI twice over phone to exert pressure asking him not to arrest Rajan despite the fact that he was not the SI’s supervising officer.

CID interrogates IPS officer for nine hours

A day after the suspension of IPS officer Alok Kumar, the Criminal Investigation Department which is probing the illegal lottery scam in the State interrogated him for nearly nine hours on Sunday, May 24.

A questionnaire was given to Kumar after he reached the CID headquarters for the closed-door interrogation. There were various questions which focused on the nature of relationship between the kingpin of the racket Pari Rajan and Kumar, revealed a source in CID.

Sources also revealed that the former additional commissioner (West), is learnt to have acknowledged his links with Rajan but denied knowing or helping in Rajan’s illegal business.

It is said that the CID would continue the questioning on Monday too.

The Karnataka government on Saturday, May 23 suspended officer Alok Kumar for his links with the alleged operator of an illegal lottery business. The CID report had accused Kumar of trying to prevent the arrest of Pari Rajan, who is allegedly a key player in the racket.

DK Ravi suicide: No time limit can be fixed for probe, says CBI

Bengaluru: CBI has turned down the request of Karnataka Government seeking a time-bound probe in the alleged suicide of IAS officer D K Ravi, saying there is no provision in law to complete investigations in a given period.

CBI sources said that a communication has been sent to Department of Personnel and Training requesting for a fresh notification to takeover probe in Ravi’s death.

They said once fresh notification is received, the agency will examine the matter whether to takeover probe or not in the controversial death which has snowballed into a major political controversy in Karnataka.

The sources said the notification received from the DoPT has come with a request to complete to the probe within three months which was not according to law.

They said state government handing over probe to CBI cannot give time limit for concluding the probe, hence a fresh notification has been sought from the state government.

The death of Ravi, who took on land mafia and realtors, spiralled into a major controversy after Chief Minister Siddaramaiah initially refused to seek a CBI probe in the case. The case was being probed by Karnataka CID.

Opposition parties and activists then mounted pressure on the state government demanding that the investigation in the case be handed over to CBI.

The decision to transfer the probe to CBI come after Congress president Sonia Gandhi wrote in March to Ravi’s wife promising a fair and transparent probe into the incident.

This came after Ravi’s mother reportedly wrote an open letter to her seeking an impartial probe.

Siddaramaiah had said there had never been a case where an incident had straightaway been referred to CBI immediately after its occurrence.

With the federal set-up in the country, the Centre could not refer a case suo motu to CBI and could do so based on a state’s request, he had said.

The state government had maintained that Ravi’s death prima facie seemed to be a case of suicide, but the opposition parties and the family of the IAS officer have refused to accept the theory.

Ravi’s family had raised doubts over the police claim that he committed suicide, saying that he was under “political pressure”.

DK Ravi's death: Sonia Gandhi requests CM Siddaramaiah for CBI probe

New Delhi: Congress chief Sonia Gandhi has written a letter to Chief Minister Siddaramaiah urging him to recommend CBI probe into the mysterious death of IAS office DK Ravi.

Home Minister Rajnath Singh has also reportedly spoken to Siddaramaiah advising that the state should opt for a CBI inquiry.

According to media reports the state government has decided to change its stand on this issue and it may now agree to handover the probe to CBI.

Today, the Opposition members once again created uproar in the Karnataka Assembly demanding a CBI probe in the incident. Following this, the Assembly was adjourned till Monday 11 am.

The latest development came after CM Siddaramaiah’s earlier decision to refuse demand of CBI probe. He had said, “This is not a case to be handed over to CBI.”

35-year-old Ravi, a popular bureaucrat for being honest and gutsy in taking on the sand and land mafia and tax evaders, was found hanging from a ceiling fan at his room in a flat here on Monday evening.

On Thursday, IAS officers from state had signed an online petition to Narendra Modi to press for their demand of CBI probe.

The case is currently with the state Criminal Investigation Department (CID).

Opposition protest over DK Ravi death forces Assembly adjournment

Bengaluru: Opposition parties continued their dharna for the third day today in the state Assembly demanding a CBI probe into the mysterious death of an upright IAS officer,forcing its adjournment till March 23, as protests over the death persisted across the state.

As the Assembly met, BJP and JDS members, continuing their round-the-clock dharna for the third day, raised slogans insisting on a CBI probe, as government remained unrelenting in its stand that CID was competent enough to do it.

 

Amid the din, a bill was introduced and a condolence message read out over the passing away of Tulu language film actor Tailor, with the opposition members remaining in the well of the House.

Higher Education Minister R V Deshpande said the government would ensure a “transparent” inquiry into the death of D K Ravi, who was found hanging from a ceiling fan at a room in his apartment on Monday evening.

Government has maintained that it was prima facie a case of suicide, but the opposition parties and the family of the IAS officer have refused to accept the theory and are seeking a probe by CBI.

Opposition BJP leader Jagadish Shettar said the House was not in order but as the ruckus continued, Speaker Kagodu Thimappa abruptly announced adjournment of the House till Monday.

Joining hands, BJP and JDS MLAs staged a dharna in front of the Mahatma Gandhi statue near the Vidhana Soudha, the state secretariat, holding placards and shouting slogans demanding a CBI probe.

Meanwhile, protests continued in Bengaluru and Tumakuru, the district from which Ravi hailed.

In Tumakuru, ABVP students blocked a national highway demanding a CBI investigation but were chased away by police who made a mild laticharge. The district is also observing a bandh today in response to a call given by various organisations.

Students of Agricultural University in Bengaluru, where Ravi graduated in agriculture, also marched in a procession seeking “justice” and a CBI probe into the death of Ravi.

The family of Ravi has alleged that there was “political pressure” and it was not suicide but a murder which should be probed only by CBI.

Several IAS officers in the state have also signed an online petition to Prime Minister Narendra Modi, seeking inquiry by the central agency.

Nandita suicide case: High Court dismisses plea for CBI probe

Bengaluru: The High Court of Karnataka on Friday dismissed a petition seeking a probe by the Central Bureau of Investigation (CBI) into the death of Nandita, a 14-year-old student from Tirthahalli in Shivamogga district.

The girl’s father had filed the petition questioning the probe by the State police.

However, Justice K.L. Manjunath dismissed the petition after the State Advocate-General told the court that the Criminal Investigation Department (CID), to which the probe was entrusted to, had almost completed the investigation, and the final report would be submitted to the jurisdictional court within two weeks.

The CID had recently announced that girl had committed suicide, and dismissed her father’s claim that she was murdered. Besides, the CID had also ruled out her modesty being outraged.

Terming the panchayts “super governments”, the High Court on Friday asked the State to control their functions before they go out of control in granting licences for various purposes without having the powers to do so.

“These panchayats are acting like super governments. They are issuing all kinds of licences, though they don’t have any power. Government needs to cap them…,” observed Justice Ram Mohan Reddy during the hearing of a petition through which the court has been monitoring the steps taken by the government to prevent the formation of layouts illegally on lands coming under the jurisdiction of panchayts.

Senior IAS officer Rajeev Chawla, who is assisting the court as court commissioner, told the court that he would bring to the notice of the government the issues related to panchayats.

Thirthahalli: Nandita’s suicide note is not fake, say forensic experts

Bengaluru: In a major breakthrough in probe into Nandita death case, the forensic experts have upheld the authenticity of the death note found in her note book.

The handwriting analysis of the suicide note has found that it was in fact Nandita’s writing, according to top sources in the Forensic Science Laboratory (FSL) here.

The FSL’s question document division has come to this conclusion and the report is expected to be submitted on Monday, according to sources.

Nandita, a Class 8 girl from Thirthahalli died at a private hospital in Manipal on October 31, after she allegedly consumed poison.

The parents of the girl and Sangh Parivar complained that she was allegedly abducted and poisoned by three men belonging to a different community.

However, the death note, which was later found by the police, suggested that she had decided to end her life. The family contended that the death note found by the police in one of the girl’s notebooks was fake.

The sources said the report would be submitted to the CID officials for further investigation. While the post-mortem report revealed that the victim was not sexually assaulted, the CID was waiting for the handwriting expert’s opinion.

A senior CID official, who is heading the investigation, said he had not seen the report and that he would not be able to say anything now.

“It could also have been sent to the jurisdictional police directly,” he added.

However, the local police said they had no role to play, as the case had been handed over to the CID.

CID questions top RSS leader Kalladka Prabhakar Bhat over suicide case

Bengaluru: Officials of Criminal Investigation Department (CID) grilled senior RSS leader Kalladka Prabhakar Bhat on Monday in connection with the suicide of Shyama Prasad Shastri, brother of Diwakar Shastry whose wife has lodged a rape complaint against Raghaveshwara Bharathi, the pontiff of Ramachandrapur Mutt.

The CID officials had issued a notice to Prabhakar Bhat, asking him to appear before the investigating officer, in connection with the alleged abetment to suicide. Shyamprasad had shot himself using his licensed single bore breech loading (SBBL) gun at his house in Kedila near Puttur, after Diwakar’s wife accused the pontiff of raping her. Shyamprasad’s wife had lodged a complaint that a few followers of the pontiff had threatened her husband.

In this connection, the CID police had analysed call record details and found that Shastry and Prabhakhar Bhat had several conversations. The CID officials questioned Bhat to ascertain whether he had any role in the suicide. Sources said that Bhat denied any role in the suicide, saying that he had been a good friend of Shastry for a long time and that they chatted over phone regularly.

New Delhi: Calling for an independent and impartial probe, the Supreme Court Tuesday said that in police shooting cases, the investigation into the incident will be undertaken either by the state CID or the police station other than the one involved in it.

An apex court bench headed by Chief Justice R.M. Lodha said the report of the probe will be sent to the magistrate and to the state Human Rights Commission or the National Human Rights Commission as the case may be.

The inquiry into the “encounter”, the court said in its judgment Tuesday, will be conducted by an officer who is senior to those involved in it.

The court also said that information about the alleged accused or his whereabouts by the informant will be recorded in writing or in electronic form.
