Archbishop of the Greek Orthodox Church in Jerusalem Atallah Hanna said on Tuesday that the Israeli aggression on Al-Aqsa Mosque is an aggression on both Muslims and Christians, Jordanian newspaper Addustour reported.

In a recorded speech broadcast during a celebration in Jordan entitled “Resistance is the way to liberate land and return” organised to celebrate Gaza’s “victory”, Atallah said: “It was planned that I be with you here, but the Israeli occupation prevented me.”

He added: “Targeting the Gaza Strip means targeting Jerusalem and all the Palestinian lands.” He hailed the Palestinian unity and called for more harmony among Palestinians in order to be able to face the occupation’s policies which are aimed at Judaising Jerusalem and erasing the Palestinian identity.

The Bishop stressed that the continuous Zionist aggression is targeting “both Muslims and Christians, as well as all formations of the Arab nation.”

Atallah reiterated the importance of solidarity with the Gaza Strip, Amman, Jerusalem and all Arab cities, noting that “all wounds are the same and all suffering is the same as long as the aim is the same.”

Imad Momani, head of Al-Zarqa city where the celebration was held, said that the “Gaza Battle” was a “lesson” for the Zionists. Gaza, which represented the “most wonderful legend in the history”, was a “burial” site for the Zionists.

He hailed the Jordanian staff at the Jordanian Field Hospital which was setup in Gaza at the end of the Israeli assault on the Strip in 2008/2009. He also hailed the King of Jordan who asked for the hospital to be setup.

Momani called on all Jordanians to take the Gazans as an example as to how to fight the “monstrous” Israeli occupation.

How to boycott Israel: updated guidelines for academics

The Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) recently updated its guidelines on how to apply the international academic and cultural boycott of Israel.

This comes at a crucial moment – in the wake of Israel’s latest spasm of horrifying destruction and mass killing in Gaza, and after a period of unprecedented growth in support for boycott, divestment and sanctions (BDS).

Calls for academic boycott will resonate more than ever particularly in light of Israel’s recent bomb attacks on university facilities in Gaza, its violent raids on universities in the West Bank and the financial and political support Israeli universities have themselves given to the carnage.

Right now, hundreds of thousands of Palestinian children in Gaza are not going back to school on time as a direct consequence of the Israeli devastation, while in the West Bank young children face such violence as tear gas fired at them on their way to class.

The school year in Gaza was scheduled to begin on 23 August but has been postponed; Israeli attacks since 7 July killed more than 500 children and injured thousands. In total220 schools were damaged, 22 of which were completely destroyed.

Children will not be able to go back to class until “war-damaged schools” are repaired and “unexploded ordnance” removed, the UN says.

When children do go back to class, learning will certainly be an even bigger challenge due to the fact that virtually the entire child population in Gaza is in need of psychosocial support due to the trauma of Israel’s 51-day bombardment.

Practical guidance

The updated PACBI guidelines are important for two reasons: they provide a practical reference that can be used to decide if a specific activity is boycottable and they can be used to debunk false claims made by opponents of the boycott, for example that the boycott stifles “academic freedom.”

A common false claim is that PACBI has called for a blanket boycott of Israeli individuals or even of Jewish individuals.

But, PACBI states: “Anchored in precepts of international law and universal human rights, the BDS movement, including PACBI, rejects on principle boycotts of individuals based on their identity (such as citizenship, race, gender, or religion) or opinion.”

A person’s activities are boycottable, however, when “an individual is representing the state of Israel or a complicit Israeli institution (such as a dean, rector, or president), or is commissioned/recruited to participate in Israel’s efforts to ‘rebrand’ itself.”

There are other circumstances as well, as the guidelines detail.

The PACBI guidelines “are mainly intended to assist conscientious academics and academic bodies around the world to be in harmony with the Palestinian call for boycott, as a contribution towards upholding international law and furthering the struggle for freedom, justice and equality.”

PACBI urges:

academics, academic associations/unions, and academic – as well as other – institutions around the world, where possible and as relevant, to boycott and/or work towards the cancellation or annulment of events, activities, agreements, or projects involving Israeli academic institutions or that otherwise promote the normalization of Israel in the global academy, whitewash Israel’s violations of international law and Palestinian rights, or violate the BDS guidelines.

Normalization and “fig-leafing”

Many Palestinians reject initiatives that they say constitute “normalization.” But what does this mean? Here is the definition provided by PACBI:

Academic activities and projects involving Palestinians and/or other Arabs on one side and Israelis on the other (whether bi- or multilateral) that are based on the false premise of symmetry/parity between the oppressors and the oppressed or that claim that both colonizers and colonized are equally responsible for the “conflict” are intellectually dishonest and morally reprehensible forms of normalization that ought to be boycotted.

Far from challenging the unjust status quo, such projects contribute to its endurance. Examples include events, projects, or publications that are designed explicitly to bring together Palestinians/Arabs and Israelis so they can present their respective narratives or perspectives, or to work toward reconciliation without addressing the root causes of injustice and the requirements of justice.

The guidelines gives examples of forms of joint activity that are and are not normalization and also warn against “fig-leafing”:

International academics who insist on crossing the BDS “picket line” by pursuing activities with boycottable Israeli institutions and then visiting Palestinian institutions or groups for “balance,” violate the boycott guidelines and contribute to the false perception of symmetry between the colonial oppressor and the colonized. The BNC (including PACBI) rejects this attempt at “fig-leafing” and does not welcome such visits to Palestinian institutions.

Newly declassified documents reveal how U.S. agreed to Israel's nuclear program

Documents reveal contacts between Washington and Jerusalem in late 1960s, when some Americans believed the nuclear option would not deter Arab leaders but would trigger an atom bomb race.

The Obama administration this week declassified papers, after 45 years of top-secret status, documenting contacts between Jerusalem and Washington over American agreement to the existence of an Israeli nuclear option. The Interagency Security Classification Appeals Panel (ISCAP), which is in charge of approving declassification, had for decades consistently refused to declassify these secrets of the Israeli nuclear program.

The documents outline how the American administration worked ahead of the meeting between President Richard Nixon and Prime Minister Golda Meir at the White House in September 1969, as officials came to terms with a three-part Israeli refusal – to sign the Non-Proliferation Treaty; to agree to American inspection of the Dimona nuclear facility; and to condition delivery of fighter jets on Israel’s agreement to give up nuclear weaponry in exchange for strategic ground-to-ground Jericho missiles “capable of reaching the Arab capitals” although “not all the Arab capitals.”

The officials – cabinet secretaries and senior advisers who wrote the documents – withdrew step after step from an ambitious plan to block Israeli nuclearization, until they finally acceded, in internal correspondence – the content of the conversation between Nixon and Meir is still classified – to recognition of Israel as a threshold nuclear state.

In fact, according to the American documents, the Nixon administration defined a double threshold for Israel’s move from a “technical option” to a “possessor” of nuclear weapons.

The first threshold was the possession of “the components of nuclear weapons that will explode,” and making them a part of the Israel Defense Forces operational inventory.

The second threshold was public confirmation of suspicions internationally, and in Arab countries in particular, of the existence of nuclear weapons in Israel, by means of testing and “making public the fact of the possession of nuclear weapons.”

Officials under Nixon proposed to him, on the eve of his conversation with Meir, to show restraint with regard to the Israeli nuclear program, and to abandon efforts to get Israel to cease acquiring 500-kilometer-range missiles with one-ton warheads developed in the Marcel Dassault factory in France, if it could reach an agreement with Israel on these points.

Origins of nuclear ambiguity

Israel’s policy of nuclear ambiguity – which for the sake of deterrence does not categorically deny some nuclear ability but insists on using the term “option” – appears, according to the newly released documents, as an outcome of the Nixon-Meir understandings, no less than as an original Israeli maneuver.

The decision to release the documents was made in March, but was mentioned alongside the declassification of other materials less than a week ago in ISCAP, which is headed by a representative of the president and whose members are officials in the Department of State, Department of Defense and Department of Justice, as well as the intelligence administration and the National Archive, where the documents are stored.

The declassified material deals only with events in 1968 and 1969, the end of the terms of President Lyndon Johnson and Prime Minister Levi Eshkol, and the beginning of the Nixon-Meir era. However, it contains many contemporary lessons. Among these are the decisive nature of personal relations between a president like Obama and a prime minister like Benjamin Netanyahu; the relationship between the diplomatic process of “land for peace,” American guarantees of Israeli security in peace time, supplies of weapons to Israel and Israel’s nuclear status; and the ability of a country like Iran to move ahead gradually toward nuclear weapons and remain on the threshold of military nuclear weapons.

In the material declassified this week, one document was written by senior officials in the Nixon administration in a working group led by National Security Advisor Henry Kissinger, exploring the nature of the Israeli nuclear weapons program known as “NSSM 40.” The existence of the document and its heading were known, but the content had so far been kept secret.

The document was circulated to a select group, including Secretary of State William P. Rogers, Secretary of Defense Melvin Laird and CIA director Richard Helms, and with the knowledge of the chairman of the Joint Chiefs of Staff, Gen. Earle Wheeler. In it, Nixon directed Kissinger to put together a panel of experts, headed by Assistant Secretary of State Joseph Sisco.

The experts were asked to submit their intelligence evaluations as to the extent of Israel’s progress toward nuclear weapons and to present policy alternatives toward Israel under these circumstances, considering that the administration was bound to the pledge of the Johnson administration to provide Israel with 50 Phantom jets, the diplomatic process underway through Rogers, and the aspiration to achieve, within the year, global nonproliferation – all while, simultaneously, Israel was facing off against Egypt on the Suez Canal during the War of Attrition.

The most fascinating parts of the 107 pages discuss internal disagreements in the American administration over how to approach Israel – pressure or persuasion, as Sisco’s assistant, Rodger Davies, put it in the draft of the Department of State document. Davies also formulated a scenario of dialogue and confrontation with Israel’s ambassador to Washington, Yitzhak Rabin, the IDF chief of staff during the Six-Day War, who continued to sign his name using his military rank of Lieutenant General.

The documents are an intriguing illustration of organizational politics. Unexpectedly, the Department of State’s approach was softer. It opposed threats and sanctions because of the fear of obstructing Rogers’ diplomatic moves if Israel hardened its line. “If we choose to use the maximum option on the nuclear issue, we may not have the necessary leverage left for helping along the peace negotiations,” Davies wrote.

The two branches of the Pentagon – the civilian branch headed by Laird, his deputy David Packard (a partner in the computer manufacturer Hewlett-Packard, who objected to a previous sale of a super-computer manufactured by Control Data to Israel, lest it be used for the nuclear program) and their policy advisers; and the military branch headed by Gen. Wheeler – were more belligerent. Laird fully accepted the recommendation of the deputy secretary of defense in the outgoing Johnson administration, Paul Warnke, to use supplying the Phantoms to leverage far-reaching concessions from Israel on the nuclear issue.

Packard’s opposite number in the Department of State – Rogers’ deputy, Elliot Richardson – was Packard’s ideological ally in reservations regarding Israel. However, Sisco’s appointment, rather than an official from the strategic section of the Department of State, which agreed with the Pentagon, steered the recommendations of the officials toward a softer stance on Israel.

There was also an internal debate in the American administration over the extent of Israel’s progress toward a nuclear weapon. The Department of State, relying on the CIA, strongly doubted the evidence and described it as circumstantial in light of the inability to collect intelligence, including during the annual visits to the Dimona facility. As to conclusive evidence that Israel had manufactured a nuclear weapon, Davies wrote, “This final step is one we believe the Labor Alignment in Israel would like to avoid. The fierce determination to safeguard the Jewish people, however, makes it probable that Israel would desire to maintain the ultimate weapon at hand should its security again be seriously threatened.”

The Department of Defense, based on its intelligence agency, was more decisive in its evaluation that Israel had already attained nuclear weapons, or would do so in a matter of months.

Rabin, with his military aura and experience in previous talks on arms supplies (Skyhawks and later Phantoms) with the Johnson administration, was the key man on the Israeli side in these discussions, according to the Americans. This, even though the decisions were made in Jerusalem by Meir, Defense Minister Moshe Dayan, Foreign Minister Abba Eban and their colleagues, who were not always happy with Rabin’s tendency to express his “private” stances first and only then obtain approval from Jerusalem.

The Johnson and Nixon administrations concluded that, in talks with Rabin, it had been stated in a manner both “explicit and implicit” that “Israel wants nuclear weapons, for two reasons: First, to deter the Arabs from striking Israel; and second, if deterrence fails and Israel were about to be overrun, to destroy the Arabs in a nuclear Armageddon.”

The contradiction in this stance, according to the Americans, was that Israel “would need a nuclear force that is publicly known and, by and large, invulnerable, i.e., having a second-strike capability. Israel is now building such a force – the hardened silos of the Jericho missiles.”

However, “it is not really possible to deter Arab leaders – and certainly not the fedayeen – when they themselves represent basically irrational forces. The theory of nuclear deterrence that applies between the U.S. and the U.S.S.R. – a theory that requires a reasoned response to provocation, which in turn is made possible by essentially stable societies and governments – is far less applicable in the Near East.”

Four years before the Yom Kippur War in October 1973 and the general scorn for Egyptian President Anwar Sadat, the Nixon administration wrote that Israel “would never be able to rule out the possibility that some irrational Arab leader would be willing to sustain great losses if he believed he could inflict decisive damage on Israel.”

Sisco and his advisers worried that a threat to cut off arms supplies “could build military and psychological pressures within Israel to move rapidly to the very sophisticated weaponry we are trying to avoid.”

According to the documents, the Nixon administration believed that Israel’s acquisition of nuclear weapons would spur the Arab countries to acquire their own such weapons within 10 years, through private contracts with scientists and engineers in Europe. Moreover, “deeply rooted in the Arab psyche is the concept that a settlement will be possible only when there is some parity in strength with Israel. A ‘kamikaze’ strike at the Dimona facilities cannot be ruled out,” the document states.

The Nixon advisers concluded that, all things considered, “we cannot force the Israelis to destroy design data and components, much less the technical knowledge in people’s minds, nor the existing talent for rapid improvisation.” Thus, Davies wrote in July, two months before the Nixon-Meir meeting, the lesser evil would be to agree for Israel to “retain its ‘technical option’” to produce nuclear weapons.

“If the Israelis show a disposition to meet us on the nuclear issue but are adamant on the Jericho missiles, we can drop back to a position of insisting on non-deployment of missiles and an undertaking by the Israelis to keep any further production secret,” Davies added.

The strategic consideration, mixed with political considerations, was persuasive. The draft of Meir’s unconditional surrender – formulated in the Pentagon without her knowledge in her first month in office – was shelved, and the ambiguity option was born and lived in secret documents until the Obama administration made them public, for reasons (or unintentionally) of their own.

How former Treasury officials and the UAE are manipulating American journalists

The tiny and very rich Persian Gulf emirate of Qatar has become a hostile target for two nations with significant influence in the U.S.: Israel and the United Arab Emirates. Israel is furious over Qatar’s support for Palestinians generally and (allegedly) Hamas specifically, while the UAE is upset that Qatar supports the Muslim Brotherhood in Egypt (UAE supports the leadersof the military coup) and that Qatar funds Islamist rebels in Libya (UAE supports forces aligned with Ghadaffi).

This animosity has resulted in a new campaign in the west to demonize the Qataris as the key supporter of terrorism. The Israelis have chosen the direct approach of publicly accusing their new enemy in Doha of being terrorist supporters, while the UAE has opted for a more covert strategy: paying millions of dollars to a U.S. lobbying firm – composed of former high-ranking Treasury officials from both parties – to plant anti-Qatar stories with American journalists. That more subtle tactic has been remarkably successful, and shines important light on how easily political narratives in U.S. media discourse can be literally purchased.

This murky anti-Qatar campaign was first referenced by a New York Times article two weeks ago by David Kirkpatrick, which reported that “an unlikely alignment of interests, including Saudi Arabia, the United Arab Emirates, Egypt and Israel” is seeking to depict Doha as “a godfather to terrorists everywhere” (Qatar vehemently denies the accusation). One critical component of that campaign was mentioned in passing:

The United Arab Emirates have retained an American consulting firm, Camstoll Group, staffed by several former United States Treasury Department officials. Its public disclosure forms, filed as a registered foreign agent, showed a pattern of conversations with journalists who subsequently wrote articles critical of Qatar’s role in terrorist fund-raising.

How that process worked is fascinating, and its efficacy demonstrates how American public perceptions and media reports are manipulated with little difficulty.

The Camstoll Group was formed on November 26, 2012. Its key figures are all former senior Treasury Department officials in both the Bush and Obama administrations whose responsibilities included managing the U.S. government’s relationships with Persian Gulf regimes and Israel, as well as managing policies relating to funding of designated terrorist groups. Most have backgrounds as neoconservative activists. Two of the Camstoll principals, prior to their Treasury jobs, worked with one of the country’s most extremist neocon anti-Muslim activists, Steve Emerson.

Camstoll’s founder, CEO and sole owner, Matthew Epstein, was a Treasury Department official from 2003 through 2010, a run that included a position as the department’s Financial Attaché to Saudi Arabia and the UAE. A 2007 diplomatic cable leaked by Chelsea Manning and published by WikiLeaks details Epstein’s meetings with high-level Abu Dhabi representatives as they plotted to cut off Iran’s financial and banking transactions. Those cables reveal multiple high-level meetings between Epstein in his capacity as a Treasury official and high-level officials of the Emirates, officials who are now paying his company millions of dollars to act as its agent inside the U.S.

Prior to his Treasury appointment by the Bush administration, Epstein was a neoconservative activist, writing articles for National Review and working with Emerson’s aggressively anti-Muslim Investigative Project(Epstein’s published resume omits his work with Emerson). His pre-Treasury work for Emerson’s group, obsessed with The Muslim Threat Within, presaged Peter King’s 2011 anti-Muslim witch hunts.

In 2003, for instance, Epstein told the U.S. Senate that “large sections of the institutional Islamic leadership in America do not support U.S. counterterrorism policy” and that “the radicalization of the Islamic political leadership in the United States has developed parallel to the radicalization of the Islamic leadership worldwide, sharing a conspiratorial view that Muslims in the United States are being persecuted on the basis of their religion and an acceptance that violence in the name of Islam is justified.” He declared: “the rise of militant Islamic leadership in the United States requires particular attention if we are to succeed in the War on Terror.”

Camstoll’s Managing Director, Howard Mendelsohn, was Acting Assistant Secretary of Treasury, where he also had ample policy responsibilities involving the Emirates; a 2010 WikiLeaks cable details how he “met with senior officials from the UAE’s State Security Department (SSD) and Dubai’s General Department of State Security (GDSS)” to coordinate disruption of Taliban financing. Another Managing Director, Benjamin Schmidt, worked with Epstein at Emerson’s Investigative Project before his own appointment to Treasury; a 2009 diplomatic cable shows him working with Israel on controlling financing to Palestinians. A Camstoll director, Benjamin Davis, was the Treasury Department’s Financial Attaché in Jerusalem.

On December 2, 2012 – less than a week after Camstoll was incorporated – it entered into a lucrative, open-ended consulting contract with an entity wholly owned by the Emirate of Abu Dhabi, Outlook Energy Investments, LLC (its Emir, the President of UAE, is pictured above). A week later, Camstoll registered as a foreign agent working on behalf of the Emirate. The consultancy agreement calls for Camstoll to be paid a monthly fee of $400,000, wired each month into a Camstoll account. Two weeks after it was formed, Camstoll was paid by the Emirates entity a retainer fee of $4.3 million, and then another $3.2 million in 2013.

In other words, a senior Treasury official responsible for U.S. policy toward the Emirates leaves the U.S. government and forms a new lobbying company, which is then instantly paid millions of dollars by the very same country for which he was responsible, all to use his influence, access and contacts for its advantage. The UAE spends more than any other country in the world to influence U.S. policy and shape domestic debate, and it pays former high-level government officials who worked with it – such as Epstein and his company – to carry out its agenda within the U.S.

What did Camstoll do for these millions of dollars? They spent enormous of amounts of time cajoling friendly reporters to plant anti-Qatar stories, and they largely succeeded. Their strategy was clear: target neocon/pro-Israel writers such as the Daily Beast‘s Eli Lake, Free Beacon‘s Alana Goodman, Iran-contra convict Elliott Abrams, The Washington Post‘s Jennifer Rubin, and American Enterprise Institute’s Michael Rubin – all eager to promote the Qatar-funds-terrorists line being pushed by Israel. They also targeted establishment media figures such as CNN’s Erin Burnett, Reuters’ Mark Hosenball, and The Washington Post‘s Joby Warrick.

In the latter half of 2013, Camstoll reported 15 separate contacts with Lake, all on behalf of UAE’s agenda; in the month of December alone, there were 10 separate contacts with Goodman. They also spoke multiple times with Warrick. At the same time, they were speaking on behalf of their Emirates client with their former colleagues who were still working as high-level Treasury officials, including Kate Bauer, the Treasury Department’s Emirates-based Financial Attaché, and Deputy Assistant Secretary Danny McGlynn.

In the first half of 2014, as the Emirates attack on Qatar intensified, Camstoll spoke multiple times with Lake, Hosenball, and Erin Burnett’s CNN show “Out Front,” and had conversations with Goodman and the NYT‘s David Kirkpatrick. They continued to meet with high-level Treasury officials as well, including Assistant Secretary for Terrorist Financing Daniel Glaser (highlights added):

This work paid dividends for the UAE. In June, when the Obama administration announced a plan to release Guantanamo detainees to Qatar, Lake published a widely cited Daily Beast article depicting Qatar as friends of the terrorists; it quoted anonymous officials as claiming that “many wealthy individuals in Qatar are raising money for jihadists in Syria every day” and “we also know that we have sent detainees to them before, and their security services have magically lost track of them.” Lake himself pronounced that “Qatar’s track record is troubling” and that “the emirate is a good place to raise money for terrorist organizations.”

He then went on Fox News and said that “there still is a major issue with just terrorist financing in Qatar” and that in Doha there are “individuals who are roaming free who have raised a lot of money for al Qaeda, Hamas and other groups like that.”

Meanwhile, CNN sent Burnett to Doha where she broadcast a “special report” entitled: “Is Qatar a haven for terror funding”? CNN touted it as “an in-depth look into the people funding Al Qaeda and Al Qaeda-linked groups, including ISIS.” She began her report by noting that “the terror group ISIS is committing atrocities in Iraq. The Iraqi prime minister Nouri al-Maliki blames Saudi Arabia and Qatar for providing ISIS militants with money and weapons.” She then put on a source, former Bush deputy national security adviser and Treasury official Juan Zarate, to say that “Qatar is at the center of this. Qatar has now taken its place in the lead of countries that are supporting al Qaeda and al Qaeda-related groups.”

On camera, Burnett asked her source: “So how high up in the government in Qatar does the support for Islamic extremism for these al Qaeda-linked groups go?” The answer: “Well, these are decisions made at the top. So Qatar operates as a monarchy. Its officials, its activities follow the orders of the government. And to the extent that there’s a policy of supporting extremists in the region, that’s a policy that comes from the top.” She then brought on the GOP Chairman of the House Homeland Security Committee, Michael McCaul, and asked whether he agrees that “money out of Qatar could end up being used to fuel the ambition, the dream, of attacks against the United States directly,” and he quickly said he did.

Camstoll’s work with the Post‘s Warrick also proved quite productive. Camstoll spoke with Warrick on December 17, 2013. The very next day, thePost reporter published an article stating that “private Qatar-based charities have taken a more prominent role in recent weeks in raising cash and supplies for Islamist extremists in Syria, according to current and former U.S. and Middle Eastern officials.”

Camstoll representatives spoke again with Warrick on December 20 and December 21. The day after, he published another more accusatory article citing “increasing U.S. concern about the role of Qatari individuals and charities in supporting extreme elements within Syria’s rebel alliance” and linking the Qatari royal family to a professor and U.S. foreign policy critic alleged by the U.S. government to be ”working secretly as a financier for al-Qaeda.”

As one of his sources, Warrick in the first of his articles cited “a former U.S. official who specialized in tracking Gulf-based jihadist movements and who spoke on the condition of anonymity because much of his work for the government was classified.” That perfectly describes several Camstoll Group members, though Warrick did not respond to questions from The Interceptabout whether this anonymous source was indeed a paid agent of the UAE working at Camstoll.

Also on Camstoll’s list of journalistic contacts was Kirkpatrick, who produced the article in the NYT two weeks ago headlined “Qatar’s Support of Islamists Alienates Allies Near and Far.” It noted that Qatar “has tacitly consented to open fund-raising” for Al Qaeda affiliates.

But unlike all the other reports helpfully produced by Camstoll’s journalistic allies, Kirkpatrick expressly described, and cast skeptical light on, the concerted campaign to focus on Qatar, not only mentioning Camstoll’s behind-the-scenes work but also reporting that “Qatar is finding itself under withering attack by an unlikely alignment of interests, including Saudi Arabia, the United Arab Emirates, Egypt and Israel, which have all sought to portray it as a godfather to terrorists everywhere.” Kirkpatrick also noted that “some in Washington have accused it of directly supporting the Islamic State in Iraq and Syria,” a claim he called “implausible and unsubstantiated.”

In response to questions from The Intercept about Camstoll’s role in his reporting, Lake refused to answer any questions, stating: “I don’t talk about how I do my reporting. I meet with many representatives and officials of foreign governments in the course of my job.” (So many journalists pride themselves on demanding transparency and accountability from others while adopting a posture of absolute secrecy for their own work that would make even a Pentagon spokesperson blush: “I don’t talk about how I do my reporting”). Goodman similarly said: “as I’m sure you understand, I can’t discuss my private conversations with contacts.” Camstoll’s contacts with Goodman and Hosenball appear to have produced no identifiable reports. Camstoll, Warwick, and Hosenball all provided no response to questions from The Intercept.

The point here is not that Qatar is innocent of supporting extremists. Nor is it a reflection on any inappropriate conduct by the journalists, who are taking information from wherever they can get it (although one would certainly hope that, as Kirkpatrick did, they would make clear what the agenda and paid campaign behind this narrative is).

The point is that this coordinated media attack on Qatar – using highly paid former U.S. officials and their media allies – is simply a weapon used by the Emirates, Israel, the Saudis and others to advance their agendas. Kirkpatrick explained: ”propelling the barrage of accusations against Qatar is a regional contest for power in which competing Persian Gulf monarchies have backed opposing proxies in contested places like Gaza, Libya and especially Egypt.” As political science professor As’ad AbuKhalil wrote this week about conflicts in Syria and beyond, “the two Wahhabi regimes [Saudi Arabia and Qatar] are fighting over many issues but they both wish to speak on behalf of political Islam.”

What’s misleading isn’t the claim that Qatar funds extremists but that they do so more than other U.S. allies in the region (a narrative implanted at exactly the time Qatar has become a key target of Israel and the Emirates). Indeed, some of Qatar’s accusers here do the same to at least the same extent, and in the case of the Saudis, far more so. As Kirkpatrick noted: “Qatar is hardly the only gulf monarchy to allow open fund-raising by sheikhs that the United States government has linked to Al Qaeda’s Syrian franchise, the Nusra Front: Sheikh Ajmi and most of the others are based in Kuwait and readily tap donors in Saudi Arabia, sometimes even making their pitches on Saudi- and Kuwaiti-owned television networks.”

One U.S. government cable from 2009, also published by WikiLeaks, identified Saudi Arabia, not Qatar, as the greatest danger in this regard:

Donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide.

The writer of that cable complained that “it has been an ongoing challenge to persuade Saudi officials to treat terrorist financing emanating from Saudi Arabia as a strategic priority.”

Prior to his appointment as a Treasury official – and before he began working as a paid agent of the UAE to finger Qatar as the key threat – Camstoll’s founder and CEO, Epstein, himself fingered Saudis as the key financiers of Al Qaeda and anti-American terrorism. His 2003 Senate testimony included this statement: “the Saudi Wahhabists have bankrolled a series of Islamic institutions in the United States that actively seek to undermine U.S. counterterrorism policy at home and abroad”; he added: “in the United States, the Saudi Wahhabis regularly subsidize the organizations and individuals adhering to the militant ideology espoused by the Muslim Brotherhood and its murderous offshoots Hamas, Palestinian Islamic Jihad and al-Qaeda, all three of which are designated terrorist.”

While the 2009 cable claimed claimed that ”Qatar’s overall level of CT cooperation with the U.S. is considered the worst in the region,” it said this was “out of concern for appearing to be aligned with the U.S. and provoking reprisals.” But the cable also identified other U.S. allies in the region as key conduits for terrorist financing, stating, for instance, that “Al-Qa’ida and other groups continue to exploit Kuwait both as a source of funds and as a key transit point.” It also heavily implicated the Emirates themselves: ”UAE-based donors have provided financial support to a variety of terrorist groups, including al-Qa’ida, the Taliban, LeT and other terrorist groups, including Hamas.”

One of the most critical points illustrated by all of this tawdry influence-peddling is the alignment driving so much of US policy in that region. The key principals of Camstoll have hard-core neoconservative backgrounds. Here they are working hand in hand with neocon journalists to publicly trash a new enemy of Israel, in service of the agenda of Gulf dictators. This is the bizarre neocon/Israel/Gulf-dictator coalition now driving not only U.S. policy but, increasingly, U.S. discourse as well.

Israel announces 'unprecedented' land seizure

Israel announced on Sunday it was seizing 988 acres of land in the West Bank, an amount described as ‘unprecedented’ by a peace organization.

The appropriation is reportedly in retaliation for the kidnapping of three Israeli teens in June.

According to reporting by Haaretz, “The appropriated land belongs to five Palestinian villages in the Bethlehem area: Jaba, Surif, Wadi Fukin, Husan and Nahalin.”

Ma’an News adds:

Part of the lands being confiscated are already home to the illegal Jewish settlement of Gvaot, part of the Gush Etzion settlement bloc.

Local settlers moved into the area and took over Palestinian land with military support more than a decade ago, but have been living in an area technically unrecognized by Israeli authorities despite their armed protection.

Anti-settlement group Peace Now called the land appropriation “unprecedented in its scope since the 1980’s.” A statement by the group continues:

Peace Now views this declaration as proof that Prime Minister Netanyahu does not aspire for a new ‘Diplomatic Horizon’ but rather, he continues to put obstacles to the two state vision and promote a one state solution. Prime Minister Netanyahu and Defense Minister Ya’alon are directly responsible to the declaration, which cannot pass without their approval. By declaring another 4,000 dunams [988 acres] as state land, the Israeli government stabs President Abbas and the moderate Palestinian forces in the back, proving again that violent delivers Israeli concessions while nonviolence results in settlement expansion.

Egypt evicts Rafah residents to create buffer zone

Rafah, Egypt: Concern has spread among residents of the border areas in the northern Sinai Peninsula following the Egyptian army’s planned establishment of a buffer zone on the Egyptian side of Rafah along the border with the Gaza Strip.

The undeclared move prompted local concern that a new reality is being secretly shaped, and that the government has adopted a policy of strategic patience to draw the map of the Israeli-Palestinian conflict at the expense of the people in Sinai.

The Egyptian army has stated its military operations in Sinai are part of the war on terrorism, yet residents believe the operations are designed to forcibly displace them.

Informed authority sources told Al-Monitor that the army’s plan to establish a buffer zone will take two years to implement and will necessitate the razing of homes located about a kilometer (0.6 miles) inside the Rafah border. The plan also necessitates building a large barrier equipped with surveillance cameras and lights, and deploying ground sensors to abort any Palestinian attempts to dig tunnels or smuggle arms.

An official source explained that several countries seek to achieve stability in the area and will help the Egyptian authorities fund the project. The source refused to name these countries.

On the reasons behind the establishment of the buffer zone, the source said, “Every country has the right to preserve its borders as it deems fit. No country in the world accepts that its rights be violated the way they are violated on the border with the Gaza Strip.”

The source said that homes will be razed to empty the area in preparation for the so-called protection of the national security project. He said the government, not the army, is the authority designated to compensate residents and talk about whether their rights are legitimate.

The source added, “The establishment of a buffer zone on the border is of absolute necessity to preserve Egyptian national security, particularly with the growing plans to export the Palestinian cause to Egyptian territory, away from its natural context. Thus, we cannot be emotional while thinking of the [population] displacement issue.”

A source who is a member of the Sawarka tribe and close to Sinai authorities told Al-Monitor that the border operations — namely, the demolition of houses — are designed to control the area where Hamas is promoting its influence through the tunnels.

Rafah resident Um Ibrahim told Al-Monitor how her family’s house on the Gaza border was blown up. “The army blew up our house, claiming there were tunnels. This is totally untrue. We told them, ‘If there are indeed tunnels, blow us up with the house.’ The officer replied, ‘Relax, all of the houses in [the Egyptian side of] Rafah will be destroyed and razed. Forget about this area and find yourself another place to live in. This is about Egypt’s national security,’” she said.

Um Ibrahim added, “If the area will be used to preserve the security of Egypt, we demand the government provide us a place to live.”

According to residents of the border area, the attempts to displace them began when Hamas came to power in the Gaza Strip. In 2009, ousted Egyptian President Hosni Mubarak attempted to build a separation barrier made of steel in the highly populated border area. Other attempts were made to dig a 10-kilometer (6-mile) stream of water along the Gaza border.

At the time, Egyptian authorities said the steel barrier was designed to preserve national security and halt smuggling operations through the tunnels. Mubarak’s buffer zone was never completed following local objections broadcast in the Egyptian media, the escalation in the Gaza Strip and Palestinian portrayal of the issue as an Egyptian attempt to tighten the siege on Gaza.

Residents of the Egyptian side of Rafah said that drilling equipment shakes the ground and further cracks the foundations of their houses. Beneath the houses are tunnels, which further weaken the ground, according to Mohammed al-Barahimeh, who lives just a few meters from the border.

He told Al-Monitor, “Since 2009, the successive Egyptian authorities have tried to create a buffer zone between Egypt and Gaza at our expense and without compensation and without even providing us another place to live.”

Barahimeh said, “Mubarak failed to displace us, as we managed to express our real suffering to the public. But today, harsh plans are being implemented to displace us, while the Egyptian public opinion is being deluded with the pretext of the war on terrorism. The Egyptian people believe that the army’s actions are part of the war on terrorism.”

Authorities under Mubarak were not the only ones working to displace border residents. The Sinai residents were shocked when the Ministry of Defense under the rule of ousted President Mohammed Morsi passed a December 2012 decision, Decree No. 203, prohibiting the right to own, rent or build property located within 5 kilometers (3 miles) of the border. Sinai residents largely rejected the decision, viewing it as an attempt to halt life in the area, according to local resident Mohammed al-Manei.

Manei told Al-Monitor that it has become more difficult to stand against the army’s decisions. The army has chosen the right time to build the buffer zone. Public opinion has been mobilized against Rafah, the tunnels and Gaza, with the army linking them to the war on terrorism.

Sinai novelist Massaad Abu-Fajr told Al-Monitor, “The Egyptian government is fighting to preserve its violated border in a different way. Yet, we need to exert pressure on it to develop its means. As for the reason why the people of Sinai are paying the price, some of them did not declare their clear rejection of Hamas.”

He added, “Everything that is taking place in Sinai is the consequence of Hamas keeping its grip over the Gaza Strip, turning Sinai into a corridor for smuggling and a reservoir to store missiles and weapons. The movement is working to expel the state from Sinai by turning our children into smugglers and terrorists, and using Sinai as a place to keep criminal groups out of Gaza.”

If Hamas is ousted, said Abu-Fajr, half of Sinai’s problems will be solved.

With the aggravation of the political situation between the Egyptian and Palestinian sides, the people of Sinai remain victims until further notice.

How UN’s Ban Ki-moon and Oxfam undermine Palestinian right to resist

Earlier this month, as Israeli massacres claimed dozens of lives every day and night in Gaza, 129 Palestinian and international organizations sent an open letter condemning UN Secretary-General Ban Ki-moon’s role as a partner in Israel’s crimes.

They criticized his “biased statements,” his “failure to act, and the inappropriate justification of Israel’s violations of international humanitarian law, which amount to war crimes.”

They called on him to “stand for law and justice or resign.”

Sadly, the message did not get through. Yesterday, following the ceasefire deal between the Palestinian resistance and Israel, Ban issued a new statement welcoming the ceasefire.

“After this latest round of killing and the further widespread destruction of Palestinian homes, civilians on both sides need a reprieve in order to resume their daily lives, and to allow for humanitarian and early recovery efforts to address the desperate needs of the people in Gaza,” Ban said.

But Ban continued (emphasis added):

Any peace effort that does not tackle the root causes of the crisis will do little more than set the stage for the next cycle of violence. Gaza must be brought back under one legitimate Palestinian Government adhering to the PLO [Palestine Liberation Organization] commitments; the blockade of Gaza must end; Israel’slegitimate security concerns must be addressed. The United Nations stands ready to support efforts to address the structural factors of conflict between Israel and Gaza.

The Secretary-General remains hopeful that the extended ceasefire will act as a prelude to a political process as the only way of achieving durable peace. The two-state solution is the only viable option. The Secretary-General urgently calls on both parties to return to meaningful negotiations towards a final status agreement that addresses all core issues and ends the 47-year occupation.

It is not up to Ban to dictate internal political arrangements to Palestinians, but what concerns me is his insistence that any Palestinian “government” must adhere to “PLO commitments.”

What he means is that it must adhere to the so-called “Quartet principles” dictated by the United States in 2006 after Hamas won Palestinian legislative elections.

These require Palestinians to “be committed to nonviolence, recognition of Israel, and acceptance of previous agreements and obligations, including the Road Map.”

What this meant at the time and means in the present context is that Palestinians must unilaterally accept Israel’s political demands and renounce resistance and self-defense.

It is simply obscene for Ban to demand this, especially after the latest Israeli war crimes and atrocities that some international experts say rise to the level of genocide.

It would be one thing if Ban were even-handed and demand that Israel also renounce violence, but he does not do so. Instead he makes a nod to Israel’s “legitimate security concerns” as if it were not the Palestinians who have actually faced apocalyptic destruction – the equivalent of an atomic bomb dropped on Gaza – at the hands of Israel.

It is also notable that Ban utters not a single word about Palestinian rights. Instead he uses the vague and deceptive formula of a “final status agreement that addresses all core issues and ends the 47-year occupation.”

This may be news to Ban, but eighty percent of Gaza’s residents are refugees. Yes, they are resisting to end Israel’s 47-year occupation. But they are also demanding an end to their 66-year exile from their homes in present-day Israel. Their right of return cannot be trumped by Israel’s racist demand to be recognized as a “Jewish state.”

Oxfam backs Israel’s right to kill Palestinians

Sadly, this unbalanced thinking, in which the aggressor and occupier’s right to use violence against its victims is sacred, and in which the victims must be disarmed, is not unique to the UN.

I was also disturbed to read a paper from the international development agency Oxfam which effectively endorses Israel’s right to kill Palestinians under certain circumstances, while denying Palestinians any right to resist (“Cease Failure: Rethinking seven years of failing policies in Gaza”).

The paper contains some useful suggestions to be sure, but apparently offers Israel advice on when it can kill its Palestinian victims in its self-declared buffer zones in the Gaza Strip and off Gaza’s coast (emphasis added):

Israeli activity is currently conducted under the laws of armed conflict, which allow for the legal use of deadly force under an extensive range of circumstances. A more appropriate approach is the law enforcement model, which would limit the legal use of deadly force to extreme circumstances, and only when all other non-lethal measures have proven insufficient.

While offering the Israeli occupation tips on when and how to kill Palestinians whose land it is occupying, Oxfam advises that Palestinians should be denied any means to self-defense and resistance.

It calls for “adequate inspection of the border between Egypt and Gaza to eliminate the smuggling of illegal weapons” but without describing any means by which Palestinians could legally obtain weapons to defend themselves.

Oxfam reaffirms its opposition to any Palestinian right to self-defense and resistance by demanding that a future “Palestinian government” be held “accountable to the current Quartet principles (renunciation of violence, acceptance of previous agreements signed by the PLO, and recognition of the State of Israel).”

This is simply astonishing. Oxfam should not give the occupier advice on how to occupy and how to refine its apparatus of siege, oppression and murder.

Instead, Oxfam should restrict itself to demanding that Palestinian rights, all Palestinian rights, be enforced and that Israeli individuals and the Israeli entity be held accountable for their atrocities in Gaza.

Let’s remember that Palestinian resistance would be unnecessary in the first place if the so-called “international community” – the US, EU and their client regimes – had not been arming, financing and supporting Israeli occupation, ethnic cleansing and colonization for all these decades.

Palestinians should no longer accept such language or demands from those who purport to support their struggle.

No change to Gaza blockade since ceasefire

Gaza: There have been no changes to restrictions on Gaza’s crossings since a ceasefire agreement went into effect at the end of August, a Palestinian official said Wednesday.

Maher al-Tabba, director of public and media relations at Gaza’s chamber of commerce, said the Kerem Shalom operates with the same restrictions as before Israel’s military offensive in Gaza.

Around 3,700 trucks have entered the besieged enclave between Aug. 28 and Sept. 15, almost a third of which were aid trucks.

Over 1,400 tons of cement entered Gaza between Sept. 2 – 15 to be used in internationally funded projects initiated before the conflict.

Unemployment rates are expected to surpass 55 percent in the near future, al-Tabba added.

In early September, Maria Jose Torres, deputy head of office in the Occupied Palestinian Territory branch of the UN Office for the Coordination of Humanitarian Affairs, said no changes had been made at the Erez or Kerem Shalom crossings.

“We were expecting that the agreement of the ceasefire would have some kind of timeline for easing and lifting the blockade but so far we have nothing publicly. There might be something we are not aware of,” she added.

Following weeks of Egyptian-brokered negotiations, Israel and Hamas agreed to halt their fire in Gaza on Aug. 26 after 50 days, their deadliest confrontation in years.

The indirect talks are set to resume mid-September to discuss longer-term issues.

Ceasefires in which violations never cease: What's next for Israel, Hamas and Gaza?

On August 26th, Israel and the Palestinian Authority (PA) both accepted a ceasefire agreement after a 50-day Israeli assault on Gaza that left 2,100 Palestinians dead and vast landscapes of destruction behind. The agreement calls for an end to military action by both Israel and Hamas, as well as an easing of the Israeli siege that has strangled Gaza for many years.

This is, however, just the most recent of a series of ceasefire agreements reached after each of Israel’s periodic escalations of its unremitting assault on Gaza. Throughout this period, the terms of these agreements remain essentially the same. The regular pattern is for Israel, then, to disregard whatever agreement is in place, while Hamas observes it — as Israel has officially recognized — until a sharp increase in Israeli violence elicits a Hamas response, followed by even fiercer brutality. These escalations, which amount to shooting fish in a pond, are called “mowing the lawn” in Israeli parlance. The most recent was more accurately described as “removing the topsoil” by a senior U.S. military officer, appalled by the practices of the self-described “most moral army in the world.”

The first of this series was the Agreement on Movement and Access Between Israel and the Palestinian Authority in November 2005. It called for “a crossing between Gaza and Egypt at Rafah for the export of goods and the transit of people, continuous operation of crossings between Israel and Gaza for the import/export of goods, and the transit of people, reduction of obstacles to movement within the West Bank, bus and truck convoys between the West Bank and Gaza, the building of a seaport in Gaza, [and the] re-opening of the airport in Gaza” that Israeli bombing had demolished.

That agreement was reached shortly after Israel withdrew its settlers and military forces from Gaza. The motive for the disengagement was explained by Dov Weissglass, a confidant of then-Prime Minister Ariel Sharon, who was in charge of negotiating and implementing it. “The significance of the disengagement plan is the freezing of the peace process,” Weissglass informed the Israeli press. “And when you freeze that process, you prevent the establishment of a Palestinian state, and you prevent a discussion on the refugees, the borders, and Jerusalem. Effectively, this whole package called the Palestinian state, with all that it entails, has been removed indefinitely from our agenda. And all this with authority and permission. All with a [U.S.] presidential blessing and the ratification of both houses of Congress.” True enough.

“The disengagement is actually formaldehyde,” Weissglass added. “It supplies the amount of formaldehyde that is necessary so there will not be a political process with the Palestinians.” Israeli hawks also recognized that instead of investing substantial resources in maintaining a few thousand settlers in illegal communities in devastated Gaza, it made more sense to transfer them to illegal subsidized communities in areas of the West Bank that Israel intended to keep.

The disengagement was depicted as a noble effort to pursue peace, but the reality was quite different. Israel never relinquished control of Gaza and is, accordingly, recognized as the occupying power by the United Nations, the U.S., and other states (Israel apart, of course). In their comprehensive history of Israeli settlement in the occupied territories, Israeli scholars Idith Zertal and Akiva Eldar describe what actually happened when that country disengaged: the ruined territory was not released “for even a single day from Israel’s military grip or from the price of the occupation that the inhabitants pay every day.” After the disengagement, “Israel left behind scorched earth, devastated services, and people with neither a present nor a future. The settlements were destroyed in an ungenerous move by an unenlightened occupier, which in fact continues to control the territory and kill and harass its inhabitants by means of its formidable military might.”

Operations Cast Lead and Pillar of Defense

Israel soon had a pretext for violating the November Agreement more severely. In January 2006, the Palestinians committed a serious crime. They voted “the wrong way” in carefully monitored free elections, placing the parliament in the hands of Hamas. Israel and the United States immediately imposed harsh sanctions, telling the world very clearly what they mean by “democracy promotion.” Europe, to its shame, went along as well.

The U.S. and Israel soon began planning a military coup to overthrow the unacceptable elected government, a familiar procedure. When Hamas pre-empted the coup in 2007, the siege of Gaza became far more severe, along with regular Israeli military attacks. Voting the wrong way in a free election was bad enough, but preempting a U.S.-planned military coup proved to be an unpardonable offense.

A new ceasefire agreement was reached in June 2008. It again called for opening the border crossings to “allow the transfer of all goods that were banned and restricted to go into Gaza.” Israel formally agreed to this, but immediately announced that it would not abide by the agreement and open the borders until Hamas released Gilad Shalit, an Israeli soldier held by Hamas.

Israel itself has a long history of kidnapping civilians in Lebanon and on the high seas and holding them for lengthy periods without credible charge, sometimes as hostages. Of course, imprisoning civilians on dubious charges, or none, is a regular practice in the territories Israel controls. But the standard western distinction between people and “unpeople” (in Orwell’s useful phrase) renders all this insignificant.

Israel not only maintained the siege in violation of the June 2008 ceasefire agreement but did so with extreme rigor, even preventing the United Nations Relief and Works Agency, which cares for the huge number of official refugees in Gaza, from replenishing its stocks.

On November 4th, while the media were focused on the U.S. presidential election, Israeli troops entered Gaza and killed half a dozen Hamas militants. That elicited a Hamas missile response and an exchange of fire. (All the deaths were Palestinian.) In late December, Hamas offered to renew the ceasefire. Israel considered the offer, but rejected it, preferring instead to launch Operation Cast Lead, a three-week incursion of the full power of the Israeli military into the Gaza strip, resulting in shocking atrocities well documented by international and Israeli human rights organizations.

On January 8, 2009, while Cast Lead was in full fury, the U.N. Security Council passed a unanimous resolution (with the U.S. abstaining) calling for “an immediate ceasefire leading to a full Israeli withdrawal, unimpeded provision through Gaza of food, fuel, and medical treatment, and intensified international arrangements to prevent arms and ammunition smuggling.”

A new ceasefire agreement was indeed reached, but the terms, similar to the previous ones, were again never observed and broke down completely with the next major mowing-the-lawn episode in November 2012, Operation Pillar of Defense. What happened in the interim can be illustrated by the casualty figures from January 2012 to the launching of that operation: one Israeli was killed by fire from Gaza while 78 Palestinians were killed by Israeli fire.

The first act of Operation Pillar of Defense was the murder of Ahmed Jabari, a high official of the military wing of Hamas. Aluf Benn, editor-in-chief of Israel’s leading newspaper Haaretz, described Jabari as Israel’s “subcontractor” in Gaza, who enforced relative quiet there for more than five years. As always, there was a pretext for the assassination, but the likely reason was provided by Israeli peace activist Gershon Baskin. He had been involved in direct negotiations with Jabari for years and reported that, hours before he was assassinated, Jabari “received the draft of a permanent truce agreement with Israel, which included mechanisms for maintaining the ceasefire in the case of a flare-up between Israel and the factions in the Gaza Strip.”

There is a long record of Israeli actions designed to deter the threat of a diplomatic settlement. After this exercise of mowing the lawn, a ceasefire agreement was reached yet again. Repeating the now-standard terms, it called for a cessation of military action by both sides and the effective ending of the siege of Gaza with Israel “opening the crossings and facilitating the movements of people and transfer of goods, and refraining from restricting residents’ free movements and targeting residents in border areas.”

What happened next was reviewed by Nathan Thrall, senior Middle East analyst of the International Crisis Group. Israeli intelligence recognized that Hamas was observing the terms of the ceasefire. “Israel,” Thrall wrote, “therefore saw little incentive in upholding its end of the deal. In the three months following the ceasefire, its forces made regular incursions into Gaza, strafed Palestinian farmers and those collecting scrap and rubble across the border, and fired at boats, preventing fishermen from accessing the majority of Gaza’s waters.” In other words, the siege never ended. “Crossings were repeatedly shut. So-called buffer zones inside Gaza [from which Palestinians are barred, and which include a third or more of the strip’s limited arable land] were reinstated. Imports declined, exports were blocked, and fewer Gazans were given exit permits to Israel and the West Bank.”

Operation Protective Edge

So matters continued until April 2014, when an important event took place. The two major Palestinian groupings, Gaza-based Hamas and the Fatah-dominated Palestinian Authority in the West Bank signed a unity agreement. Hamas made major concessions. The unity government contained none of its members or allies. In substantial measure, as Nathan Thrall observes, Hamas turned over governance of Gaza to the PA. Several thousand PA security forces were sent there and the PA placed its guards at borders and crossings, with no reciprocal positions for Hamas in the West Bank security apparatus. Finally, the unity government accepted the three conditions that Washington and the European Union had long demanded: non-violence, adherence to past agreements, and the recognition of Israel.

Israel was infuriated. Its government declared at once that it would refuse to deal with the unity government and cancelled negotiations. Its fury mounted when the U.S., along with most of the world, signaled support for the unity government.

There are good reasons why Israel opposes the unification of Palestinians. One is that the Hamas-Fatah conflict has provided a useful pretext for refusing to engage in serious negotiations. How can one negotiate with a divided entity? More significantly, for more than 20 years, Israel has been committed to separating Gaza from the West Bank in violation of the Oslo Accords it signed in 1993, which declare Gaza and the West Bank to be an inseparable territorial unity.

A look at a map explains the rationale. Separated from Gaza, any West Bank enclaves left to Palestinians have no access to the outside world. They are contained by two hostile powers, Israel and Jordan, both close U.S. allies — and contrary to illusions, the U.S. is very far from a neutral “honest broker.”

Furthermore, Israel has been systematically taking over the Jordan Valley, driving out Palestinians, establishing settlements, sinking wells, and otherwise ensuring that the region — about one-third of the West Bank, with much of its arable land — will ultimately be integrated into Israel along with the other regions that country is taking over. Hence remaining Palestinian cantons will be completely imprisoned. Unification with Gaza would interfere with these plans, which trace back to the early days of the occupation and have had steady support from the major political blocs, including figures usually portrayed as doves like former president Shimon Peres, who was one of the architects of settlement deep in the West Bank.

As usual, a pretext was needed to move on to the next escalation. Such an occasion arose when three Israeli boys from the settler community in the West Bank were brutally murdered. The Israeli government evidently quickly realized that they were dead, but pretended otherwise, which provided the opportunity to launch a “rescue operation” — actually a rampage primarily targeting Hamas. The Netanyahu government has claimed from the start that it knew Hamas was responsible, but has made no effort to present evidence.

One of Israel’s leading authorities on Hamas, Shlomi Eldar, reported almost at once that the killers very likely came from a dissident clan in Hebron that has long been a thorn in the side of the Hamas leadership. He added, “I’m sure they didn’t get any green light from the leadership of Hamas, they just thought it was the right time to act.”

The Israeli police have since been searching for and arresting members of the clan, still claiming, without evidence, that they are “Hamas terrorists.” On September 2nd, Haaretz reported that, after very intensive interrogations, the Israeli security services concluded the abduction of the teenagers “was carried out by an independent cell” with no known direct links to Hamas.

The 18-day rampage by the Israeli Defense Forces succeeded in undermining the feared unity government. According to Israeli military sources, its soldiers arrested 419 Palestinians, including 335 affiliated with Hamas, and killed six, while searching thousands of locations and confiscating $350,000. Israel also conducted dozens of attacks in Gaza, killing five Hamas members on July 7th.

Hamas finally reacted with its first rockets in 18 months, Israeli officials reported, providing Israel with the pretext to launch Operation Protective Edge on July 8th. The 50-day assault proved the most extreme exercise in mowing the lawn — so far.

Operation [Still to Be Named]

Israel is in a fine position today to reverse its decades-old policy of separating Gaza from the West Bank in violation of its solemn agreements and to observe a major ceasefire agreement for the first time. At least temporarily, the threat of democracy in neighboring Egypt has been diminished, and the brutal Egyptian military dictatorship of General Abdul Fattah al-Sisi is a welcome ally for Israel in maintaining control over Gaza.

The Palestinian unity government, as noted earlier, is placing the U.S.-trained forces of the Palestinian Authority in control of Gaza’s borders, and governance may be shifting into the hands of the PA, which depends on Israel for its survival, as well as for its finances. Israel might feel that its takeover of Palestinian territory in the West Bank has proceeded so far that there is little to fear from some limited form of autonomy for the enclaves that remain to Palestinians.

There is also some truth to Prime Minister Benjamin Netanyahu’s observation: “Many elements in the region understand today that, in the struggle in which they are threatened, Israel is not an enemy but a partner.” Akiva Eldar, Israel’s leading diplomatic correspondent, adds, however, that “all those ‘many elements in the region’ also understand that there is no brave and comprehensive diplomatic move on the horizon without an agreement on the establishment of a Palestinian state based on the 1967 borders and a just, agreed-upon solution to the refugee problem.” That is not on Israel’s agenda, he points out, and is in fact in direct conflict with the 1999 electoral program of the governing Likud coalition, never rescinded, which “flatly rejects the establishment of a Palestinian Arab state west of the Jordan river.”

Some knowledgeable Israeli commentators, notably columnist Danny Rubinstein, believe that Israel is poised to reverse course and relax its stranglehold on Gaza.

We’ll see.

The record of these past years suggests otherwise and the first signs are not auspicious. As Operation Protective Edge ended, Israel announced its largest appropriation of West Bank land in 30 years, almost 1,000 acres. Israel Radio reported that the takeover was in response to the killing of the three Jewish teenagers by “Hamas militants.” A Palestinian boy was burned to death in retaliation for the murder, but no Israeli land was handed to Palestinians, nor was there any reaction when an Israeli soldier murdered 10-year-old Khalil Anati on a quiet street in a refugee camp near Hebron on August 10th, while the most moral army in the world was smashing Gaza to bits, and then drove away in his jeep as the child bled to death.

Anati was one the 23 Palestinians (including three children) killed by Israeli occupation forces in the West Bank during the Gaza onslaught, according to U.N. statistics, along with more than 2,000 wounded, 38% by live fire. “None of those killed were endangering soldiers’ lives,” Israeli journalist Gideon Levy reported. To none of this is there any reaction, just as there was no reaction while Israel killed, on average, more than two Palestinian children a week for the past 14 years. Unpeople, after all.

It is commonly claimed on all sides that, if the two-state settlement is dead as a result of Israel’s takeover of Palestinian lands, then the outcome will be one state West of the Jordan. Some Palestinians welcome this outcome, anticipating that they can then conduct a civil rights struggle for equal rights on the model of South Africa under apartheid. Many Israeli commentators warn that the resulting “demographic problem” of more Arab than Jewish births and diminishing Jewish immigration will undermine their hope for a “democratic Jewish state.”

But these widespread beliefs are dubious.

The realistic alternative to a two-state settlement is that Israel will continue to carry forward the plans it has been implementing for years, taking over whatever is of value to it in the West Bank, while avoiding Palestinian population concentrations and removing Palestinians from the areas it is integrating into Israel. That should avoid the dreaded “demographic problem.”

The areas being integrated into Israel include a vastly expanded Greater Jerusalem, the area within the illegal “Separation Wall,” corridors cutting through the regions to the East, and will probably also encompass the Jordan Valley. Gaza will likely remain under its usual harsh siege, separated from the West Bank. And the Syrian Golan Heights — like Jerusalem, annexed in violation of Security Council orders — will quietly become part of Greater Israel. In the meantime, West Bank Palestinians will be contained in unviable cantons, with special accommodation for elites in standard neocolonial style.

These basic policies have been underway since the 1967 conquest, following a principle enunciated by then-Defense Minister Moshe Dayan, one of the Israeli leaders most sympathetic to the Palestinians. He informed his cabinet colleagues that they should tell Palestinian refugees in the West Bank, “We have no solution, you shall continue to live like dogs, and whoever wishes may leave, and we will see where this process leads.”

The suggestion was natural within the overriding conception articulated in 1972 by future president Haim Herzog: “I do not deny the Palestinians a place or stand or opinion on every matter… But certainly I am not prepared to consider them as partners in any respect in a land that has been consecrated in the hands of our nation for thousands of years. For the Jews of this land there cannot be any partner.” Dayan also called for Israel’s “permanent rule” (“memshelet keva”) over the occupied territories. When Netanyahu expresses the same stand today, he is not breaking new ground.

Like other states, Israel pleads “security” as justification for its aggressive and violent actions. But knowledgeable Israelis know better. Their recognition of reality was articulated clearly in 1972 by Air Force Commander (and later president) Ezer Weizmann. He explained that there would be no security problem if Israel were to accept the international call to withdraw from the territories it conquered in 1967, but the country would not then be able to “exist according to the scale, spirit, and quality she now embodies.”

For a century, the Zionist colonization of Palestine has proceeded primarily on the pragmatic principle of the quiet establishment of facts on the ground, which the world was to ultimately come to accept. It has been a highly successful policy. There is every reason to expect it to persist as long as the United States provides the necessary military, economic, diplomatic, and ideological support. For those concerned with the rights of the brutalized Palestinians, there can be no higher priority than working to change U.S. policies, not an idle dream by any means.

From Goldstone to Schabas… where is the justice for the Palestinians?

The UN Human Rights Council’s appointment of the Canadian William Schabas to investigate the violations of human rights laws committed by the Israeli occupation during the war on Gaza was preceded, on April 3, 2009, after Operation Cast Lead, by a report by international investigator Richard Goldstone, amounting to over 10,000 pages, more than 30 video tapes, and 1,200 photographs. He concluded that Israel violated Chapter 13 of the International Humanitarian Law, as it destroyed industrial infrastructure, food production units, water installations, schools and factories, as well as targeted civilian homes and using white phosphorus in the bombing of civilians. The occupation forces also violated the Fourth Geneva Convention.

The Goldstone Report formed the beginning of the international justice the Palestinians had always needed, and it was a great shock to them when the Palestinian Authority decided to yield completely to American and Western pressure by submitting a request to the UN Human Rights Council to defer the vote on the recommendations of the report presented by the fact-finding committee headed by Goldstone.

The Israeli occupation authorities are trying to pre-empt the William Schabas committee formed to investigate the “circumstances” and the “aspects” of the Israeli aggression on Gaza in order to abort all attempts at international investigation. In order to guarantee that a William Schabas Report similar to the Goldstone report is not presented, Israel named Joseph Shapira as the State Comptroller in Israel to begin an investigation with both the political and military Israeli officials into the Shujaya and Rafah massacres, thus avoiding and pre-empting the William Schabas report.

On the other hand, we are witnessing real political confusion within the Palestinian Authority, which has continued from the Goldstone Report and carried on to the Schabas Report, while waves of anger are emerging in most of the world’s capitals regarding the occupation’s policy against the Palestinian people. There have also been growing calls for an economic and political boycott of Israel, and this is being responded to by the Arab world and the Palestinians with a sense of indifference and has been reduced to a statement presented on the news ticker during each round of aggression and confrontation.

We are clearly witnessing the failed tactic used to deal with the Israeli aggression, which continues to affect even the smallest aspects of the Palestinians’ daily life. In addition to this, we are witnessing a lack of a clear strategy, meaning a policy based on continual dependence on others is being employed and there is a lack of factors of strength needed to engage in the various confrontations with the occupation, making them miserable policies in terms of form and content. Since the Madrid Conference and until today, we have not learned the lessons of employing such policies as well as from the continuous bartering process that leaves nothing of the Palestinians’ rights.

The policy of uncertainty and confusion bears, in its implications, disastrous results as well as weakness and dependency on the unknown. We base this conclusion on the experience with the Goldstone Report and the disregard of adopting a comprehensive political review of the tactic used by the Palestinian negotiator in his dealings with the occupation, not to mention the shock that hit the Palestinian people when the PA decided not to activate the Goldstone Report.

The Palestinians were also shocked, during the latest round of the aggression on Gaza that the official Arab support shifted from the Palestinians to the Israelis. Therefore, how can we rely on, or hope for, the awaited justice, either from the Goldstone or Schabas Report, as long as there is a flagrant abandonment of responsibility of the Palestinian cause by some of the official Arab governments?

The minimum requirement is a careful reading of the Israeli scene. During the aggression and before it, as well as throughout the pointless negotiations, the Israelis are united over the blood of the Palestinians and they are heading towards the right-wing fascist approaches to all of the “agreements” made. Therefore, today, we are waiting for justice even larger than the justice from the Goldstone or Schabas Reports; we are waiting for the justice of the brave Palestinian leadership, who must give up their crippling pride, equate themselves with the struggles of their people, and pay attention to the beds of strength across Palestine. The fog of transitioning from disagreement to hostility has written off the Palestinian leadership’s history and sacrifices. However, the justice awaited by the Palestinians is, without a doubt, their national unity with their legitimate intellectual and political “differences”.
