Parliament panel raps govt for terror attack in Pathankot airbase

New Delhi: A Parliamentary panel has rapped the government for its failure to prevent the Pathankot terror attack, saying “something is seriously wrong” in the country’s counter-terror establishment and the airbase’s security was not robust.

In its 197th report, Parliamentary Standing Committee on Home Affairs also observed that the role of Punjab Police is also very “questionable and suspicious” during the January 2 terror attack.

The panel said it has failed to understand that in spite of terror alert sounded well in advance, how terrorists managed to breach the high-security airbase and subsequently carried out the strike.

The committee said it is constrained to note that despite concrete and credible intelligence inputs received from abducted and released SP of Pathankot and his friend and through interception of communication between terrorists and their handlers by the terrorists disclosing that they were planning an attack on a defence establishment, the security agencies were so ill-prepared to anticipate threats in time and counter them swiftly and decisively.

The committee said it “feels that something is seriously wrong with our counter-terror security establishment.”

During its visit to the airbase, the panel found that there was no roads around the perimeter wall of the strategic airbase.

There were growth of long shrubs and trees on the premises which have helped terrorists in hiding and making difficult for security forces in flushing out the terrorists.

“The committee during its visit found that airbase’s security cover was not robust and it had a poorly guarded perimeter wall,” the report said.

The panel said there cannot be two opinion on the fact that Pakistan-based Jaish-e-Mohammad terror group was behind this ghastly attack which was established through interception of calls between terrorists and their handlers based in Pakistan, thanks to their use of robbed mobile phones from Pathankot SP and his friend.

Besides, weapons, ammunition and many items found in the possession of killed terrorists are also said to be having ‘Made in Pakistan’ marking.

“In view of the ease with which the terrorists sneaked into our side from Pakistan, the Committee understands that the attack cannot take place without active support from the security and intelligence agencies of Pakistan as four armed men cannot easily pass through heavy Pakistani defence establishment situated near border area,” it said.

Seven security personnel were killed in the terror attack on Pathankot airbase carried out by JeM on January 2.

The Parliamentary Standing Committee said despite the fencing, floodlighting and patrolling by BSF personnel, Pakistani terrorists managed to sneak into India from across the border.

“The Committee understands that in this attack, the role of Punjab Police is also very questionable and suspicious as even after abduction of Punjab Police SP, the Punjab Police took long time in arriving at the conclusion that their abduction was not just a criminal robbery but it was going to be serious national security threat,” it noted.

The panel said it failed to understand why the terrorists let the SP and his friend off, which should be thoroughly examined by National Investigation Agency.

“Besides, the Committee is of the view that the role of narco-syndicate active in border areas of Punjab should also be investigated as the terrorists might have taken help of channels or networks used by smugglers to infiltrate the border, shelter and carry out terror attack,” it said.

The committee recommended that in view of the serious attacks from across the international border in the area, the government should pay attention to effectively sealing the border through enhanced patrolling, fencing, flood lighting etc.

“The Committee recommends that the Pathankot airbase which is very close to border should be declared high security zone and should be properly secured through round-the-clock patrolling and making it out-of-bounds for general people residing around the airbase,” it said.

The panel noted that the submission of the Home Ministry that the NIA is handling the investigation of this case and terrorists belonged to the Pakistan-based Jaish-e-Mohammad, led by Maulana Masood Azhar, were found to be behind the attack but the Committee would like to be apprised what made the government of India to seek help of Pakistan into probe of this terror attack and invite a Joint Investigation Team from Pakistan to India.

A Pakistani Joint Investigation Team had visited India last month as part of its investigation into the case.

India, Pak start talks on Pathankot attack probe

New Delhi: India and Pakistan Monday began formal discussions on investigations into the terror attack at the Pathankot IAF base, making it the first-ever visit of a Joint Investigation Team (JIT) from the neighbouring country that included an ISI official.

The five-member Pakistani JIT is headed by Chief of Punjab’s Counter Terrorism Department (CTD) Muhammad Tahir Rai and comprises Lahore’s Deputy Director General, Intelligence Bureau, Mohammad Azim Arshad, Inter-Services Intelligence (ISI) official Lt Col Tanvir Ahmed, Military Intelligence official Lt Col Irfan Mirza and Gujaranwala CTD Investigating Officer, Shahid Tanveer.

The team was received at the headquarters of National Investigation Agency by Inspector General Sanjiv Kumar Singh.

They are being given a detailed presentation on the probe done by Indian agencies so far and evidences that show that the attack was planned in Pakistan, official sources said.

The team, which arrived yesterday, will on Tuesday visit Pathankot for the probe into the attack carried out by Pakistan-based Jaish-e-Mohammed (JeM) terror group on January 2, which left seven security personnel dead.

In the post-lunch session, the Pakistani team would be raising questions to clear their doubts, if any, before they fly to Pathankot in a special plane on Tuesday morning, the sources said.

The IAF base will be visually barricaded by NIA to prevent any view of critical areas.

The NIA team would show some of the areas where the Jaish-e-Mohammed terrorists were engaged in an 80-hour-long gun battle with security personnel.

India plans to provide the Pakistani team access to all witnesses in the case, but not to the security personnel from National Security Guard or BSF.

The witnesses include Punjab Police Superintendent of Police Salwinder Singh, his jeweller friend Rajesh Verma, cook Madan Gopal and 17 injured persons.

The sources said that cooperation to the Pakistani team would be based on the principle of reciprocity hoping that an Indian team would be allowed to travel to Pakistan at a later date.

In the 26/11 Mumbai attack case, Pakistan had sent a judicial commission to cross-examine some of the witnesses in the case.

Punjab cop Salwinder Singh gets clean chit in Pathankot attack case

New Delhi: Senior Punjab Police officer Salwinder Singh, who is being questioned by the National Investigation Agency in connection with the Pathankot terror strike, has been given a clean chit after the tests, including a lie-detector test, found nothing against him, according to official sources.

Singh, a Superintendent of Police-rank officer, has been questioned multiple times in the last two weeks.

Searches at various places against him including his native place in Amritsar found nothing; documents recovered showed nothing incriminating against him, official sources said.

The NIA was trying to find out whether the senior cop had any role in the drug racket being run in the bordering districts of Pathankot and Gurudaspur.

Singh says he was driving with his cook and a jeweller friend on the night of December 31 when men wearing fatigues and armed with AK-47s stopped his car. He says the men then took his car, abandoning his cook and him, gagged and bound, on the road. The throat of the jeweller, who was taken by the terrorists, was slashed; he has recovered from his injuries.

Mr Singh’s car was used by the terrorists from Pakistan to approach the 2000-acre air force base at Pathankot, which they reportedly entered by scaling a 10-foot high wall with a rope. The attack, conducted by them and another pair of terrorists, commenced pre-dawn on Saturday.  Seven military men were martyred and 20 injured before the base was secured nearly 80 hours later.

Singh has denied reports that links to the booming cross-border drug trade in Punjab may have brought him into contacts with the terrorists, believed to be from the Pakistan-based Jaish-e-Mohammed, which says it is fighting for Kashmir’s independence.

After he managed to free himself, Mr Singh’s phone call to his superiors, alerting them to his car-jacking, was treated for hours as a case of armed robbery – a major security lapse.

Driver of taxi hired from Pathankot found dead; alert issued

New Delhi: Delhi Police today issued an alert after the driver of a taxi hired by three unidentified persons from Pathankot was found dead in Kangra district in Himachal Pradesh, in the aftermath of the airbase attack.

The taxi driver, identified as Vijay Kumar, a resident of Gaggal village in Kangra district, was found dead on Wednesday at the Kalta bridge in Kangra and his taxi missing, police said.

“A white colour Alto taxi no. HP 01D 2440 was hired from Pathankot by three unknown people. The driver of the taxi, Vijay Kumar from Gaggal, Kangada was found dead on 20 Jan 2016 at the Kalta Bridge, Dist. Kangada. The Alto car is missing. Search operations are on. Stay Alert!” the pinned tweet on Delhi Police’s official handle read.

Asked on the threat perception, Delhi police Commissioner B S Bassi urged people in the city to remain alert without disclosing any further details citing security concerns.

The alert was issued in the backdrop of the attack on IAF base in Pathankot where terrorists had first killed a cab driver and robbed his car before launching the strike.

Delhi Police has approached media houses in helping it find the car and spread the alert message through retweets.

Moulana Masood Azhar held for Pathankot attack

Islamabad: Terrorist leader Maulana Masood Azhar, who India says plotted the terror attack on the IAF base in Pathankot, was detained on Wednesday along with several others, the media reported.

The Jaish-e-Mohammad (JeM) chief, known for his close ties with Pakistani intelligence agencies, was taken to an undisclosed destination and was being questioned, The News said.

Also detained was his brother Mufti Abdul Rauf, it said.

The report quoted unidentified sources as saying that “concerned authorities were interrogating them about the armed attack on Pathankot”.

Pakistan earlier said that several JeM activists had been arrested and its offices sealed as part of an investigation into the suspected Pakistani links to the January 2 terror attack.

Six Pakistani terrorists believed to be from the outlawed JeM sneaked into Punjab and raided the Indian Air Force base at Pathankot, killing seven security personnel.

Security forces killed all the terrorists. India later said it had delivered “actionable intelligence” for Pakistan to act against those who masterminded the audacious terror attack.

News of Wednesday’s arrests came ahead of a scheduled meeting between the foreign secretaries of India and Pakistan in Islamabad on January 15. Amid doubts, New Delhi has not said if it will take part in the talks.

Masood Azhar and two other Pakistani terrorists were freed by India in December 1999 in exchange for the passengers of an Indian Airlines flight hijacked to Kandahar in Afghanistan.

The hijacking, from the Kathmandu airport, reportedly was masterminded by Masood Azhar’s brother Ibrahim Athar. Once the three terrorists in Indian custody were handed over to the hijackers, they fled to Pakistan.

In Pakistan, Masood Azhar keeps ranting against India. He also praised the Pathankot terror attack.

Pakistan arrests militant group members after Pathankot air base attack

Islamabad: Pakistan said on Wednesday it had arrested several members of the Jaish-e-Mohammad militant group, which is suspected of masterminding an attack earlier this month on Pathankot air base.

Pakistan’s prime minister’s office said in a statement that the offices of the group were being traced and sealed, and that the government wants to send a team of special investigators to the Pathankot air base in India for further investigation.

News of the arrests comes 48 hours before a rare meeting between the foreign secretaries of the nuclear-armed rivals is tentatively scheduled to take place.

Pakistan submits initial findings, ISI joins probe on Pathankot attack

Islamabad: Pakistan on Monday submitted to India its initial findings on alleged Pakistani links to the Pathankot terror attack saying that the telephone numbers given by India were not registered in Pakistan, a news report here said.

A Joint Investigation Team, formed following a directive of Prime Minister Nawaz Sharif, submitted the initial findings on the alleged Pakistani links to the terrorist attack on the Indian Air Force station in Punjab’s Pathankot district earlier this month.

“According to sources close to the development, the investigation report has been handed over to Indian authorities,” The News International said.

It said Indian authorities provided Pakistan details of telephonic conversations that terrorists, believed to be Pakistanis, had had with their handlers and family members from the air base.

According to the Indian authorities, the terrorists who sneaked into Punjab and attacked the IAF base on January 2 were affiliated to the proscribed outfit Jaish-e-Mohammad.

The report quoted unnamed sources as saying that the telephone numbers given by India were not registered in Pakistan.

“The investigation agencies were further investigating (leads) pertaining to Pathankot attackers,” it said.

A media report on Monday said Pakistan’s Inter-Services Intelligence (ISI) and Military Intelligence were helping probe the suspected Pakistani link to the terror attack on the IAF base.

The ISI, the Military Intelligence and the Intelligence Bureau were part of a Joint Investigation Team (JIT) formed following a directive of Prime Minister Nawaz Sharif, the Express Tribune reported.

The decision to form the JIT was taken at a high-level meeting chaired by Sharif “a few days ago”, it said.

Pakistani news reports on Friday had said that Sharif directed the Intelligence Bureau to probe the leads provided by New Delhi on the alleged Pakistani links to the January 2 terror attack in Punjab.

The pre-dawn attack on the Indian Air Force (IAF) station killed seven security personnel. Security forces killed all six attackers who were said to have sneaked into Punjab from Pakistan.

“Nawaz (Sharif) is taking an active role in getting to the bottom of the Pathankot incident,” a source in the Prime Minister’s House was quoted as saying.

“He (Sharif) also discussed the issue with army chief Gen Raheel Sharif and took him on board about the decision to form a JIT,” it added.

India has provided Islamabad “actionable information” on the terrorists’ alleged Pakistani links. New Delhi wants Sharif to crack down on those who planned the audacious terrorist attack.

After the terror attack, Prime Minister Nawaz Sharif promised his Indian counterpart Narendra Modi that his government will act on information provided by New Delhi on the terrorists’ alleged Pakistani links.

“Nawaz (Sharif) has assured his Indian counterpart (Narendra Modi) that Pakistan will investigate the matter and make the results public,” the report said.

But Pakistani officials have told their media that the information given by India was not enough and may not stand scrutiny in a court of law.

The News International quoted “highly placed diplomatic sources” as saying that the foreign secretary-level talks between Pakistan and India could be deferred by New Delhi as there was no information so far about the visit of the Indian foreign secretary for the January 15 talks in Islamabad.

“It is likely that India would notify the postponement at the eleventh hour some time next week,” the daily said.

No communication has taken place between Islamabad and New Delhi on the foreign secretary-level talks since the Pathankot attack, it said.

Pakistan does not want the foreign secretary-level talks to get derailed as they were expected to pave the way for a comprehensive composite dialogue covering all outstanding disputes, including Kashmir, it added.

Pathankot airbase attack: Pakistan arrests some suspects

Islamabad: Pakistani authorities carried out raids at different places following attack on the Pathankot air base in India, leading to some arrests, intelligence officials said today.

They said that raids were carried out in Gujranwala, Jhelum and Bahawalpur districts and an unspecified number of people were arrested.

“Probe has been going to ascertain if they were involved in the attack or some of them facilitated it,” they said.

The arrests led Prime Minister Nawaz Sharif to order a Joint Investigation Team of IB, Inter-Services Intelligence, Military Intelligence, Federal Investigation Agency and Police to thoroughly probe the Pathankot attack links to Pakistan.
Sharif has already said that a transparent investigation will be made and those involved will not be spared.

India has provided telephone number in Pakistan contacted by the airbase attackers and given other inputs while asking Islamabad to take punitive actions against the handlers and possible mastermind.

PM Modi visits Pathankot air base

New Delhi: Prime Minister Narendra Modi today visited the strategic Pathankot Air Force base for a first-hand assessment of the situation in the aftermath of the terror attack last Saturday.

 

Security forces had yesterday declared the sprawling Air Force station fully sanitised after a massive combing operation spanning over three days.

“The combing operation at the Air Force station is over,” a senior IAF official said, adding the entire area has been sanitised.

Six terrorists, believed to owe allegiance to Pakistan-based Jaish-e-Mohammed were gunned down by the security forces after a four-day gun battle. Seven Indian security personnel also lost their lives.

The operation to ensure that no terrorist was hiding was carried out jointly by Army, NSG and IAF’s Garud commandos.

Defence Minister Manohar Parrikar had also visited the base on January five.

Pakistan Prime Minister Nawaz Sharif had called up Modi and promised action against the perpetrators of the brazen attack.

During his visit, the Prime Minister is also likely to undertake an aerial survey of the Indo-Pak border areas, official sources said.

Elaborate security arrangements are in place in Pathankot for Modi’s visit and media has been stationed near the entrance of the air base.

During his visit to the strategic facility on January 5, Parrikar had admitted to “some gaps” that led to the attack.

The perpetrators were believed to have infiltrated the Indian territory from a spot near Bamiyal village in Pathankot located close to the international border.

Operation enters third day, more forces rushed to Pathankot air base

Pathankot: The operation against militants holed up at Pathankot air base entered the third day today after explosions and firing continued intermittently overnight.

Security forces had yesterday killed one of the at least two terrorists on the second day of the attack in which seven security personnel lost their lives including a Lieutenant Colonel of the NSG. Four terrorists were eliminated on Saturday when they had struck at the air base.

The operation stretched through the night with sounds of gunfire and explosions continuing till around 10 AM today after which they have ceased. Attack helicopters were still flying over the area.

More quick response teams have been rushed to the site.

Defence sources had last night said that one more terrorist was killed while another was injured.

The holed up militants were discovered in the forested area on the backside of the air base from where they are reported to have entered.

Air Commodore JS Dhamoon, Air Officer Commanding at the base, had said seven security men–one Garud commando, one NSG officer and five personnel of Defence Security Corps(DSC) have been martyred inthe operation. Seventeen security personnel were also injured till now.

Lt Col E K Niranjan, a member of the NSG’s Bomb Disposal Squad and a Kerala resident, died after he succumbed to injuries which he sustained while he was trying to retrieve a live grenade from the body of a dead terrorist. Four other security men were also injured in this explosion.

Three Defence Security Corps (DSC) personnel also succumbed to injuries at the hospital here during the intervening night of January 2 and 3. Garud commando Gurusewak Singh and two members of the DSC were killed in the gunbattle on Saturday at the air base, located barely 35 km from the Indo-Pak border.

“We are sure that still there are at least two more terrorists as firing have come from two different places. But we are not sure whether there are some more. We will come to know the number of terrorists only after the completion of the operation and body count,” Union Home Secretary Rajiv Mehrishi had told a press conference in Delhi on Sunday.
