Swamy to PM: Rajan ‘mentally not fully Indian’, sack him immediately

New Delhi: In a fresh salvo at RBI Governor Raghuram Rajan, BJP MP Subramanian Swamy has written to Prime Minister Narendra Modi seeking immediate sacking of the former IMF Chief Economist while alleging he was “mentally not fully Indian” and has “wilfully” wrecked the economy.

Following up his barb against Rajan at the end of Parliament session last week, Swamy yesterday wrote to Prime Minister seeking termination of Rajan’s services with immediate effect.

“The reason why I recommend this is that I am shocked by the wilful and apparently deliberate attempt by Dr Rajan to wreck the Indian economy,” he wrote adding his concept of raising interest rates to contain inflation was “disastrous.”

Also, bad loans with public sector banks has doubled to Rs 3.5 lakh crore in two years, he said.

Rajan was appointed RBI Governor by the previous UPA government in September 2013 for a three-year term, which can be extended.

“These actions of Dr Rajan lead me to believe that he is acting more as a disrupter of the Indian economy than the person who wants the Indian economy to improve.

“Moreover he is in this country on a Green Card provided by the US government and therefore mentally not fully Indian. Otherwise why would he renew his Green Card as RBI Governor by making the mandatory annual visit to the US to keep the Green Card current?” he wrote.

Swamy had last week stated that Rajan was “not appropriate for the country” as he had in the garb of controlling inflation raised interest rates leading to “collapse of industry and rise of unemployment in the economy.”

“The sooner he is sent back to Chicago, the better it would be,” he had told reporters in Parliament House.

Rajan is the on-leave Professor of Finance at the University of Chicago’s Booth School of Business.

After assuming charge as RBI governor in September 2013, Rajan gradually raised the short-term lending rate from 7.25 per cent to 8 per cent and had retained the high rates throughout 2014.

He kept the rates high, citing inflationary concerns despite intense pressure from the Finance Ministry and the industry for softening them with a view to boosting growth.

The Governor began the process of lowering the rates in January 2015 and since then it has come down by 1.50 per cent to 6.50 per cent.

Swamy in the letter to Modi said the BJP came to power under his inspiring leadership. “I cannot see why someone appointed by the UPA Government who is apparently working against Indian economic interests should be kept in this post when we have so many nationalist minded experts available in this country for the RBI Governorship.”

He urged Modi “to terminate the appointment of Dr Raghuram Rajan in the national interest.”

Swamy, who was earlier this month nominated to Rajya Sabha by the BJP government, said Rajan’s concept of containing inflation by raising interest rates was “disastrous.”

“When the Wholesale Price Index (WPI) started to decline due to induced recession in the small and medium industry, he shifted the target from WPI to the Consumer Price Index (CPI) which has not however declined because of retail prices. On the contrary it has risen.

“Had Dr Raghuram Rajan stuck to WPI interest rates would have been much lower today and given huge relief to small and medium industries. Instead they are squeezed further and consequent increasing unemployment,” he wrote.

Rajan, Swamy said, was “acting more as a disrupter of the Indian economy than the person who wants the Indian economy to improve.”

New Delhi: BJP leader Subramanian Swamy today suggested that Reserve Bank Governor Raghuram Rajan be removed from the post as he was responsible for “unemployment and collapse” of industrial activity.

“In my opinion, RBI Governor is not appropriate for the country. I don’t want to speak much about him. He has hiked interest rates in the garb of controlling inflation that has damaged the country,” he told reporters in Parliament House.

The Governor’s actions have “led to collapse of industry and rise of unemployment in the economy”, he said. “The sooner he is sent back to Chicago, the better it would be.”

Subramanian Swamy again makes controversial remarks in RS, Cong protests

New Delhi: Subramanian Swamy, who triggered huge protests from Congress yesterday over his attempts to drag Sonia Gandhi in the AugustaWestland helicopter row, today again made some controversial remarks in Rajya Sabha which the Chair immediately expunged and warned him of action for unnecessary provocation.

Expunging Swamy’s reference to the Constitution of another country that triggered vociferous protests from Congress members, Deputy Chairman P J Kurien also ordered media not to report the remarks.

Trouble broke out after Chaudhary Munavver Saleem (SP) in a Zero Hour mention referred to Swamy being part of the movement in 1970s to protect the minority status of Aligarh Muslim University (AMU).

Swamy got up to clarify saying he had no objection to minority education institutions but the Constitution prohibits the State from financing them.

He was countered on this by the opposition to which he responded by dragging the name of another country, a reference that led to agitated Congress members rushing into the Well.

Kurien said he was expunging the reference to the Constitution of another country but that did not satisfy the Congress members who continued to shout slogans against Swamy.

The BJP MP, who was sworn in only on Monday, insisted that since his name has been taken by another member, he has a right to reply and again went on to refer to the country, drawing sharp rebuke from the Chair.

“I will take action against you. Subramanian Swamy you are unnecessarily provoking. I will have to take action against you… you are provoking,” Kurien said.

Observing that what Swamy said would not go on record, he said “what has been expunged should not be reported by media.”

Congress members sought action against Swamy with Jairam Ramesh saying he was “needling and provoking” by bringing in reference to another country. “This is deliberate.”
With Congress members continuing to protest, Kurien asked them to return to their seats and said it was a deliberate attempt to subvert the Zero Hour.

Asked by the Chair what the problem was when the remarks have been expunged, Leader of the Opposition Ghulam Nabi Azad said “the problem is the new gift of BJP. Problem is not on this side.”

He said Swamy is just two days old in the House and his remarks have already been expunged twice. “There are 365 days in a year, how many times are you going to expunge his words,” he asked the Chair.

Azad said Swamy does not know the difference between street language and parliamentary words. “He does not allow his hair to gray so he can learn and mature.”

Congress attacks Subramanian Swamy’s cavalcade with eggs, ink

Kanpur: Congress workers today tried to stop the cavalcade of BJP leader Subramanian Swamy here and allegedly threw eggs, tomatoes and ink on it.

Police used mild force to disperse the protesters in which some of them received minor injuries.

BJP district President Surendra Maithani said Swamy’s cavalcade was on its way to VSSD college from circuit house around 11 AM for a seminar on global terrorism when protesters threw eggs, tomatoes, ink and garbage on it at Narwana Chowk.

Congress district President Harprakash Agnihotri led the protest of his party workers.

Maithani alleged that police and the district administration were informed prior to Swamy’s visit but no security arrangements were made.

National Herald case: HC dismisses Gandhis’ plea against summons

New Delhi: In a setback to Congress chief Sonia Gandhi and vice president Rahul Gandhi, the Delhi High Court on Monday dismissed their plea to quash summons issued to them by a trial court on BJP leader Subramanian Swamy’s complaint in the National Herald case.

Justice Sunil Gaur dismissed their pleas which means the Gandhis will have to appear before the trial court in the case.

Apart from the Gandhis, the court also dismissed the pleas of Congress treasurer Motilal Vora, family friend Suman Dubey and party leader Oscar Fernandes who had moved the high court for quashing of summons to them by the trial court.

On June 26, the trial court issued summons to the Congress leaders on Swamy’s complaint about “cheating” in the acquisition of Associated Journals Ltd. (AJL) by Young India Ltd. (YIL) – “a firm in which Sonia and Rahul Gandhi each own a 38 percent stake”.

Senior advocate Kapil Sibal, who had appeared for Sonia Gandhi, sought quashing of the proceedings initiated by the lower court against her and the others, saying that the complaint made by Swamy against them were only “allegations without any supporting proof”.

He had said there was no illegality in Young India Ltd. (YIL) taking over Associated Journals Ltd. (AJL), the publisher of the now-defunct National Herald newspaper, as per the Companies Act.

Swamy had claimed that Sonia and Rahul Gandhi, as majority shareholders of YIL, benefited from the acquisition of AJL. He alleged that AJL had received an interest-free loan of Rs.90.25 crore from the Congress and that the party transferred the debt to YIL for Rs.50 lakh.

At the time, AJL, which had Vora as its chairman, claimed that it could not repay the loan and agreed to transfer the company and its assets to YIL.

Filing the plea in the high court, the Congress leaders had said Swamy was a political opponent and the present criminal proceedings were initiated only with an intent to secure an oblique political objective.

SC dismisses PIL on Rahul Gandhi’s citizenship row

New Delhi: The Supreme Court today dismissed a plea seeking a direction to CBI to register a case against Congress Vice President Rahul Gandhi for allegedly declaring himself as a British national before company law authorities there.

A bench comprising Chief Justice H L Dattu and Justice Amitava Roy questioned the “authenticity of the document” attached with the PIL and the manner in which the papers were procured.

“Can we start making roving inquiries,” the bench asked while turning the petition as “frivolous”.

Earlier the apex court had refused urgent hearing on a plea filed by lawyer M L Sharma.

Recently, BJP leader Subramanian Swamy has alleged that the Congress Vice President has claimed himself to be a British national before the authorities in connection with incorporation of a firm.

Govt says hate speech must be punished, supports prosecution of Subramanian Swamy

New Delhi: The Centre has sought in the Supreme Court the dismissal of BJP leader Subramanian Swamy’s plea challenging the constitutional validity of penal provisions on speeches and writings that could cause enmity and hatred among communities.

“That the challenge of the constitutionality of section 153A of the IPC on the ground that it violates the guarantee of the freedom of speech and expression must be rejected because the section seeks to punish only (a) such acts which have the tendency to promote enmity or hatred between different classes (b) such as which are prejudicial to the maintenance of the harmony between different classes and which have tendency to disturb public tranquillity.

“These acts are clearly calculated to disturb public order and show the limitation imposed by section 153A are in the interest of public order. Article 19(2) would, therefore, save section 153A as being within the scope of permissible legislative restriction on the fundamental right guaranteed under Article 19 (1)(a),” said the affidavit filed by an Under Secretary in the Home Ministry.

The affidavit has also referred to a book written by the BJP leader.

“The petitioner has written a book named Terrorism in India where he has made hate speeches against the community of India. The book-its theme, its language, innuendos, similes it employs and the moral of its story, if any–in order to ascertain whether the offending passages read in the context of the book as a whole fall within the mischief of section 153A. “The book (is) to be considered in all its aspect as it contains matter which “promotes feelings of enmity and hatred between Hindus and Muslims in India.” Therefore, the petitioner has violated the sections of IPC,” the MHA said in its affidavit.

Swamy, who is facing a court case in Karimganj in Assam for allegedly delivering an inflammatory address at Kaziranga University, sought relief from the apex court in the case. He also challenged the constitutional validity of Section 153A (Promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc, and doing acts prejudicial to maintenance of harmony) of the Indian Penal Code.

Earlier, on May 21, a judge of the apex court had recused from hearing his plea challenging the validity of some penal provisions relating to “hate speech”.

The apex court was hearing Swamy’s plea against the order of an Assam trial court issuing an NBW against him for failing to appear before it on March 19 in a case of alleged hate speech. The NBW was issued on June 1 by a court in Karimganj on a complaint accusing him of allegedly delivering an inflammatory address on March 15 at Kaziranga University. The Karimganj court had ordered that the arrest warrant be complied with on or before June 30. Proceedings in the case have been stayed in the Assam court.

VHP rakes up demand for Ram temple construction in Ayodhya

New Delhi: The Vishwa Hindu Parishad (VHP) and BJP leader Subramanian Swamy on Wednesday made a renewed pitch for the construction of a Ram temple in Ayodhya and announced a seminar, to be held in January, on how to work toward a legal solution to the issue.

VHP leader Ashok Singhal, however, did not blame the Narendra Modi government for not making any move to construct the temple, despite a BJP majority government at the Centre.

“The Supreme Court has to pronounce its judgment on the matter, and the government too has to wait,” he said.

The VHP’s aim is to draw attention to the significant legal victories already in its kitty on the issue and how to move forward, he said.

The seminar would be held under the aegis of the Arundhati Vashisth Anusandhan Peeth, an affiliated organisation of the VHP.

Legal hurdles

Dr. Swamy said that he had written to Prime Minister Narendra Modi on how to remove legal obstacles on the route to building the Ram temple and had “received an acknowledgement of the letter” but not a reply.

“I have also written to BJP president Amit Shah for calling a special session of the national executive.”

Subramanian Swamy to be next vice-chancellor of Jawaharlal Nehru University?

New Delhi: HRD Ministry is believed to have offered the post of Jawaharlal Nehru University (JNU) vice chancellor to BJP leader Subramanian Swamy, but he has put some conditions before accepting the coveted post.

It is learnt that HRD Minister Smriti Irani spoke to Swamy about the offer. However, there was no official communication from the Ministry.

It also remained unclear what riders the BJP leader has placed before the Ministry for accepting the offer.

Interestingly, the development comes even before the Union Ministry is to finalise the search-cum-selection committee for selecting the new VC. The current VC S K Sopory is set to retire in January next year.

As per the rules, a panel of names selected by the committee is sent to the President ( who is Visitor of the central varsities) by the HRD Ministry before the announcement of the new VC. The advertisements for inviting applications from the interested candidates for appointment of the new VC was given in August this year.

Hate speech: SC bench recuses from hearing Subramanian Swamy's plea

New Delhi: A Supreme Court bench headed by Justice R K Agrawal today recused itself from hearing the plea of BJP leader Subramanian Swamy against the order of an Assam trial court issuing a non-bailable warrant against him for failing to appear before it in a case of alleged hate speech.

The bench, also comprising Justice Amitava Roy, referred the matter to another bench saying, “If it has to come before another bench, why apply mind. List it before another bench on June 22.”

Senior advocate Ram Jethmalani, who was appearing for Swamy, then asked the bench “In the meantime, what should the man do if there is an order that he be arrested and produced before the judge.” To this, the bench said that till June 22 nothing will happen but refused to pass an interim order. “We cannot pass any interim order,” it said.However, it allowed Swamy to mention it before Chief Justice H L Dattu after Jethmalani sought permission.

“You have the liberty to mention it before the Chief Justice,” the bench said.Earlier, on May 21, a judge of the apex court had recused from hearing his plea challenging the validity of some penal provisions relating to “hate speech”.

The apex court was hearing Swamy’s plea against the order of an Assam trial court issuing an NBW against him for failing to appear before it on March 19 in a case of alleged hate speech.

The NBW was issued on June 1 by a court in Karimganj on a complaint accusing him of allegedly delivering an inflammatory address on March 15 at Kaziranga University.The Karimganj court had ordered that the arrest warrant be complied with on or before June 30.
